Malian farmers’ traditional system for managing seed of sorghum, an indigenous crop of vital importance for food security and survival, can be conceptualized as a commons. Although this system maintains a wide range of varieties and helps ensure access to seed, its ability to create and widely disseminate new varieties to meet evolving opportunities and challenges is limited. A network of farmer groups, public breeding programs, and development organizations collaborating in decentralized creation and dissemination of sorghum varieties in Mali is (...) examined regarding (1) how the network developed and what activities it conducts; (2) the resulting varietal diversity, varietal performance and organizational models; and (3) the elements of the traditional seed system that were maintained, strengthened or transformed. A single-case study approach was used that relies on published literature, official catalogues of released varieties and a database of farmer seed-cooperative requests for foundation seed. The functioning of the network and its varietal-, seed-, and organizational- outcomes are documented and the elements of the traditional sorghum seed system that are maintained or strengthened are analyzed. The evolution of the network’s reliance on commoning as a social process and its strengthening of core Seed Commons features are discussed with a view to the network’s contributions to targeted development outcomes and potential replicability. The case demonstrates how creating a framework for collaboration, enabling actors and organizations to take on collective responsibility while maintaining distributed decision-making at local level, opens opportunities for transforming farming- and food-systems towards sustainability and resilience. This paper criticizes the role of intuition-based ascriptions of cognition that are closely related to the ascription of mind. This practice hinders the explication of a clear and stable target domain for the cognitive sciences. To move forward, the proposal is to cut the notion of cognition free from such ascriptions and the intuition-based judgments that drive them. Instead, cognition is reinterpreted and developed as a scientific concept that is tied to a material domain of research. In this reading, cognition (...) becomes a changeable theoretical concept that can and must be adapted to the findings within this target domain. Taking humans as the best-established existing example of the relevant material target domain, this central case is extended to include all living systems. To clarify what it is about living systems that warrants their role as cognitive target domain, the new concept of cobolism is introduced as a complement to metabolism. Cobolism refers to the systematic ways in which each living system encompasses structures, processes and external events that maintain the fundamental metabolic processes that constitute the core of each living system. Cobolism is perfectly general, applies to bacterial and human cases alike, and provides a general format to describe wildly different cognitive organizations. It provides a clear target for the cognitive sciences to work on, turning them into what we can call the cognitive life sciences. (shrink)

Historically, there has been little agreement between advocates of radical financial reform and socialist theoreticians. However, in the new circumstances of the twenty-first century, a productive synthesis of these two traditions might be possible. Drawing on the franchise model of credit creation elaborated by Robert C. Hockett and the dysfunctions created by the extreme concentration of private financial institutions, this article outlines a reform agenda that would both democratize finance and facilitate the flow of funds into valuable forms of investment (...) that are currently starved for resources. If the new institutions envisioned in this proposal were able to take root and expand, they could ultimately facilitate a transition to socialism, defined as the subordination of the market to democratic politics. We submit a normative pragmatic theory of exhorting—an account of conceptually necessary and potentially efficacious components of a coherent strategy for securing a sympathetic hearing for efforts to urge and inspire addressees to act on high-minded principles. Based on a Gricean analysis of utterance-meaning, we argue that the concept of exhorting comprises making statements openly urging addressees to perform some high-minded, principled course of action; openly intending to inspire addressees to act on the principles; and intending that addressees’ recognition of (...) the intentions to urge and inspire creates reasons for addressees to grant a sympathetic hearing to what the speaker has to say. We show that the theory accounts for the design of Abraham Lincoln’s Cooper Union address. By doing so we add to the inventory of reasons why social actors make arguments, continue a line of research showing the relationship of arguing to master speech acts, and show that making arguments can be an effective strategy for inspiring principled action. Despite the dominant role of market fundamentalist ideas in U.S. politics over the last thirty years, the Federal government has dramatically expanded its capacity to finance and support efforts of the private sector to commercialize new technologies. But the partisan logic of U.S. politics has worked to make these efforts invisible to mainstream public debate. The consequence is that while this “hidden developmental state” has had a major impact on the structure of the U.S. national innovation system, its ability to (...) be effective in the future is very much in doubt. The article ends by arguing that the importance of these developmental initiatives to the U.S. economy could present a significant opening for new progressive initiatives. (shrink)

This article proposes a neo-Polanyian theoretical framework for understanding the dynamics within contemporary market societies. It uses this framework to analyze the divergence between the United States and other developed societies that has become more pronounced in the first years of the twenty-first century. The argument emphasizes the shifting political alliances of the business community in the United States and suggests that from 1994 onward, business lost power in the right-wing coalition to its religious Right allies. In 1996, the U.S. Congress passed the Personal Responsibility and Work Opportunities Reconciliation Act that ended the entitlement of poor families to government assistance. The debate leading up to that transformation in welfare policy occurred in the shadow of Speenhamland—an episode in English Poor Law history. This article revisits the Speenhamland episode to unravel its tangled history. Drawing on four decades of recent scholarship, the authors show that Speenhamland policies could not have had the consequences that have been attributed to (...) them. The article ends with an alternative narrative that seeks to explain how the Speenhamland story became so deeply entrenched. (shrink)

This article introduces the special issue on “Relational Work in Market Economies” by explaining the origins of the concept and its value in illuminating a dimension of market activity that has not been systematically addressed by social scientists. It also explains why this focus on individual economic transactions could be relevant for those whose interest centers on broader questions of political economy. Finally, there are brief descriptions of the other six articles that make up this special issue.

Multitrait-multimethod (MTMM) analysis is one of the most frequently employed methods to examine the validity of psychological measures. Confirmatory factor analysis (CFA) is a commonly used analytic tool for examining MTMM data through the specification of trait and method latent variables. Most contemporary CFA-MTMM models either do not allow estimating correlations between the trait and method factors or they are restricted to linear trait-method relationships. There is no theoretical reason why trait and method relationships should always be linear, and quadratic (...) relationships are frequently proposed in the social sciences. In this article, we present two approaches for examining quadratic relations between traits and methods through extended latent difference and latent means CFA-MTMM models (Pohl et al., 2008; Pohl and Steyer, 2010). An application of the new approaches to a multi-rater study of the nine inattention symptoms of attention-deficit/hyperactivity disorder in children (N = 752) and the results of a Monte Carlo study to test the applicability of the models under a variety of data conditions are described. The essays in this volume examine the nature of human flourishing and its relationship to a variety of other key concepts in moral theory. Some of them trace the link between flourishing and human nature, asking whether a theory of human nature can allow us to develop an objective list of goods that are of value to all agents, regardless of their individual purposes or aims. Some essays look at the role of friendships or parent-child relationships in a good life, (...) or seek to determine whether an ethical theory based on human flourishing can accommodate concern for others for their own sake. Other essays analyze the function of families or other social-political institutions in promoting the flourishing of individuals. Philosophers since ancient times have pondered how we can know whether moral claims are true or false. The first half of the twentieth century witnessed widespread skepticism concerning the possibility of moral knowledge. Indeed, some argued that moral statements lacked cognitive content altogether, because they were not susceptible to empirical verification. The British philosopher A. J. Ayer contends that 'They are pure expressions of feeling and as such do not come under the category of truth and falsehood. They are unverifiable (...) ... because they do not express genuine propositions.' The second half of the twentieth century brought a revival of interest among philosophers in moral and political questions. Whether or not ethics can be founded upon a rational basis continues to preoccupy the philosophical community even now. (shrink)

What is a person? What makes me the same person today that I was yesterday or will be tomorrow? Philosophers have long pondered these questions. In Plato's Symposium, Socrates observed that all of us are constantly undergoing change: we experience physical changes to our bodies, as well as changes in our 'manners, customs, opinions, desires, pleasures, pains, [and] fears'. Fragmented regions face a range of collective action problems on issues ranging from transportation to affordable housing. Specifically, within regions, free-rider and race-to-the-bottom problems both abound. This Article offers theoretical lenses to clarify the sources of, and barriers to solving, these problems. First, it introduces the concept of concentricity to better understand the region. The municipality and the region represent coexisting, concentric communities and nodes of competition. The geographically based identity that one espouses may toggle between the local and the (...) regional across different contexts. Second, this Article describes a community-competitor feedback loop. Drawing on social science literature, the Article shows how encouraging deep identification with a community can inspire competition with other communities. And encouraging competition between communities can deepen community identity. The Article then applies these theories to practical considerations. Given the persistent nature of hyperlocal identity, intraregional competition, and the resultant feedback loop, mandatory regional solutions may often be politically unattainable, even when they are the optimal solution. Accordingly, this Article presents two voluntary, cooperative regionalist solutions that embrace and potentially exploit regions’ concentric identities, instead of doing the more costly work of dislodging local identity. There have been significant changes in what economists include in the category of investment over the last six decades. The US government agency that compiles national income date, the Bureau of Economic Analysis, has tried to keep up with these changes, but it has not succeeded. The resulting tension between economic theory and official data can be overcome by adopting a different theoretical lens. Work on social reproduction and social investment suggests a more coherent definition of investment than that offered (...) by mainstream economists. The paper then contrasts the measurement of investment in the government data with a calculation of investment derived from this new approach. The results show that business investment is dwarfed by the combined investment made by government and households. This finding suggests that business investment is not the key engine that powers the economy. This has significant implications for economic and social policies. (shrink)

Vrin, 1926], 80). In L'autorité d'un canon philosophique, (...) Delphine Antoine-Mahut asks a similar question about who controls in just what a philosophical '-ism' consists, and she offers a nuanced and thoughtful answer. While "l'auctorialité du nom en question" is one part, she adds that we must also consider "l'auctorialité de celui ou de celle qui raconte cette histoire, dans un contexte et avec des enjeux très différent de ceux de l'individu d'origine auquel cette histoire est attachée" (10–11). The end result is that "un canon philosophique n'a rien de philosophiquement pur" (12). With this larger question in mind, she documents, as something of a case study, the genesis and development of the "impure" canon cartésien.The battle for authority over the content of canonical Cartesianism starts with the story of Descartes and his one-time devoted pupil and later disavowed outcast, Henricus Regius. Their relationship began in 1638, when Regius, a professor of theoretical medicine and botany at the University of Utrecht, wrote a letter of appreciation to Descartes. Over the next few years, Descartes offered both corrections to Regius's written work and advice on how best to handle the controversies that arose as a result of those writings. In 1645, however, Regius published his Fundamenta physices, in which he claimed that reason alone is not sufficient to prove either the existence of God or the real distinction between the human mind and body. In fact, he went on to speculate that the human mind is merely a mode of the body. [End Page 322] He also denied that we possess innate ideas, and the existence in us of a pure intellect. At the bottom of Regius's break with Descartes was his belief that Cartesian metaphysics is not needed to ground Cartesian physics. For Regius, consistency with empirical findings and simplicity are all that is required.At this point, as Antoine-Mahut puts it, "le sillon est creusé" (41). Descartes responded angrily, both in private letters and in his preface to the 1647 French edition of his Principles of Philosophy. He accused Regius of plagiarizing from his unpublished work and of confusing his views. Following the appearance of a broadsheet summarizing Regius's disagreements with Descartes (written by Regius's student, Peter Wassenaer), Descartes wrote Notae in programma quoddam, in which he reiterated his arguments for both God's existence and the real distinction. Regius and Wassenaer replied with their Brevis explicatio mentis humanae (1648). All of this is laid out clearly and in detail by Antoine-Mahut in part 1 of her book.Part 2 picks up with Descartes's literary executor Claude Clerselier and his campaign to disassociate Regius from what he believed to be "true" Cartesianism. In the preface to the publication of the first volume of Descartes's letters (1657), Clerselier revived the charge of plagiarism against Regius, who responded by publishing a second edition of the Brevis explicatio. This included a preface that attacked Clerselier for publishing Regius's private correspondence without his permission—in fact, because Regius had not made Descartes's letters to him available, Clerselier had had to reconstruct them from Descartes's notes— and claimed it was Descartes who plagiarized Regius. In Antoine-Mahut's narrative of these events, this "disassociation" was followed by a "combining" (her terms) of Cartesian thought with empiricist natural philosophy in the work of Louis de la Forge, for whom "le cartésianisme se spécifie comme une psychologie empiriste dans laquelle l'activité de l'âme joue un rôle essentiel" (175). The air pollution generated by motor vehicles and by static sources is, in certain geographic areas, a very serious problem, a problem that exists because of a failure of the marketplace. To address this marketplace failure, the State of California has mandated that by 2003, 10% of the Light-Duty Vehicle Fleet (LDV) be composed of Zero-Emission Vehicles (ZEVs). However, the policy-making process that was utilized to generate the ZEV mandate was problematic and the resulting ZEV mandate is economically unsound. Moreover, (...) an ethical analysis, based primarily upon the work of John Rawls, suggests that implementation of the California ZEV mandate is—in spite of the wide latitude that ought to be given to policy decision makers—unethical. A more ethical and economically efficient approach to the pollution caused by marketplace failure is one that relies on market incentives and thereby achieves the desired improvement in air quality by appealing both to the self-interest of motorists and to those businesses that are directly or indirectly involved with the automobile industry. Such an approach would take better advantage of the creative forces of the market and improvements in technology over time and avoid the infringements on individual liberty and fairness embodied in the ZEV mandate. Borrett, Kelly and Kwan claim to provide neural-network models of important aspects of subjective human experience. To sidestep the long-standing and assumedly insurmountable problems with providing models of inner experience, they turn to a body-centered interpretation of experience, drawn from the work of Merleau-Ponty. This body-centered interpretation makes experience more tractable by linking it closely with bodily movement. However, when it comes to modeling, Borrett et al. ignore this body-centered interpretation and revert back to the traditional view of inner experience (...) as existing apart from the body. The result is uninteresting on two counts. The models that they present cannot be taken seriously as models of real inner experience. Additionally, these models do not apply to or extend the idea of a different, body-centered interpretation of experience either. (shrink)

In a crucial passage in the Treatise, Hume argues that all our sense impressions are dependent for their existence upon the state of our sense organs. Hume points out that this is not the same as an ontological dependence upon minds; and moreover the argument is clearly causal. Hume uses it to establish the system of the philosophers as opposed to the system of the vulgar. This paper argues that Hume’s case parallels that which, in this century, the critical realists (...) made against the new realists. Consequently, it is also argued, Hume is best construed, in this passage at least, as defending critical realism, rather than, as many critics contend, a version of subjectivistic scepticism. This essay, written in memory of Erik Olin Wright, outlines nine characteristics of a future socialism. It elaborates socialism as a set of processes and institutional arrangements that would open the way to a society that is radically more democratic, more just, and more sustainable than the existing order.
