1. Reflecting on possible cases can be very valuable in differing ways. Sometimes it makes clear a consequence of a theory, a consequence that then plays an important role in debates about the theory. Utilitarians who favour maximising average happiness confront utilitarians who favour maximising total happiness with possible cases where there are enormously many sentient beings whose lives are barely worth living. Sometimes reflecting on possible cases serves to clarify a doctrine. Classical versions of consequentialism value equity for its (...) good results; they don't value it per se. What this means is that in cases where we have two actions alike in the value of their consequences but differing in that one delivers a more equitable distribution, classical consequentialism treats the two actions as morally equivalent. Sometimes reflections on possible cases reveal relationships that are not immediately obvious. Take Galileo's famous thought experiment directed against the view that the heavier a body is the faster it falls in a vacuum. He describes a possible case where the only way to retain the view requires embracing independently implausible views about how various ways two bodies are connected to each other make a big difference to how fast the joined bodies fall. The thought experiment reveals a connection that might otherwise escape notice.This reminds us that we should not expect a uniform answer to the question, What role do thought experiments play? However, it is conventional wisdom that very often their role is to make trouble for one or another proffered conceptual analysis. Review of "Thinking, Fast and Slow" by Daniel Kahneman.

The restructuration of municipalities which has been decided by the Belgian government, is not only a purely technical operatzon but rather, and in the first place, a social problem. The shape and duty-profile of a local authority should not, indeed, be attuned only to fast changing expectations as far as services are concerned, but to consultation and participation as well.Public administration research cannot keep aloof from this debate, but is considerably hampered by the institutional confusion and the insufficient explicitation (...) of the aims of the present reform. A starting-pointcan, however, be found in the mergers of municipalities that were realized in 1964 and in 1970/1971. In 67 of these municipalities an inquiry was held concerning the consequences of the merger, and moreover, in twotest-cases this inquiry grew to a full-scale systematic policy analysis.This research shows that, as a rule, the former municipalities are reasonably represented in the new entity's council, but it also reveals that few efforts are made to give this representation a broader impact along formal or informal participation-channels. Integration of employees has not caused insurmountable problems. However, in large sized municipalities, resulting from mergers, one could notice a drastic increase in municipal personnel, not only with regard to new duties and objectives but to traditional administrative and police duties as well. Such a phenomenon points to the far-reaching changes which a substantial scale-increase provokes in a municipality's structure and policy profile. A large municipality resulting from mergers is no langer a simple sum of component parts, but a completely new entity, wishing to catch up as fast as possible with comparable municipalities that passed through a progressive growth process. Therefore, scale-increase is not only a means of economizing or an intra-administrative matter, but rather a way of creating chances for further development or wealth and well-being. (shrink)

Eine Hilfe, die schmerzenden Erfahrungen des Augenblicks in einen grosseren Zusammenhang zu bringen. Wenn etwa Alfred Grosser in seiner Rede den Bogen zu seiner eigenen Biografie hin zu den Banlieues unserer Tage in Paris spannt. "Ich bin seit 1937 Franzose, unsere Erziehungsministerin ist Franzosin seit 1995, unser Premierminister seit 1982, die Burgermeisterin von Paris (...) seit 1973, Nicolas Sarkozy ist Fluchtlingssohn. Niemand wird sagen, sie sind nicht Franzosen. Aber die jungen Leute in den sogenannten "Vororten" sind fast alle franzosische Staatsburger und werden total diskriminiert. Structural equation modelling (SEM) is outlined and compared with two non-linear alternatives, artificial neural networks and ''fast and frugal'' models. One particular non-linear decision-making situation is discussed, that exemplified by a lexicographic semi-order. We illustrate the use of SEM on a dataset derived from 539 volunteers' responses to questions about food-related risks. Our conclusion is that SEM is a useful member of the armoury of techniques available to the student of human judgement: it subsumes several multivariate statistical techniques and (...) permits their flexible combination, and it provides robust goodness-of-fit statistics and is available in (generally) easy-to-use computer packages. Although the number of tasks for which SEM provides a persuasive psychological model is small, it is very useful in identifying the important variables and their inter-relations that contribute to task performance, and thus can constitute a valuable intermediate staging point between raw data and a fully fledged psychological theory. To investigate whether people can implicitly learn regularities in a social context, we developed a new implicit sequence learning task combining elements from classic false belief and serial reaction time tasks. Participants learned that protagonists were offered flowers at four locations. The protagonists' beliefs concerning the flowers were true or false, depending on their orientation, respectively, toward the scene or away from it. Unbeknown to the participants, there was a fixed belief-related sequence involving three dimensions. Participants had to indicate as (...) fast as possible where the flowers were located, or how many flowers were given according to the protagonists. Experiment 1 combined perceptual and motor processes, whereas Experiment 2 unconfounded the sequence and motor responses, allowing to investigate pure perceptual implicit learning. For reasons of comparison, two non-social conditions were created in Experiment 2 by replacing the protagonists with two non-social objects—colored cameras or shapes. Results revealed significant implicit sequence learning of all belief-related dimensions in Experiment 1, and of true-false belief orientation in Experiment 2, even without a motor confound. Importantly, there were faster reaction times and stronger sequence learning effects in the social than in the non-social conditions. The present findings demonstrate for the first time that people are able to implicitly learn belief-related sequences. (shrink)

Otto Neurath, prominentes Mitglied des «Wiener Kreises », bereitete die Auftritte der Logischen Empiristen in Paris vor. In seiner umfangreichen Korrespondenz manifestieren sich zahlreiche Spannungen sowohl innerhalb der Gruppe ais auch mit ihren Kooperationspartnem in Paris. Der Physiker Philipp Frank war mit der wissenschaftlichen Landschaft in Frankreich viel besser vertraut (...) ais Neurath. Er hat Neurath schon damais darauf aufmerksam gemacht, dass die Rolle Louis Rougiers ais « Botschafter » des Empirismus für die Rezeption in Frankreich problematisch sein konnte. Er driingte Neurath, die Verbindung mit anderen Wissenschaftlem und Philosophen, vor allem mit Henri Berr und dem Centre de synthèse zu verstlirken. (shrink)

ABSTARCT When people go shopping, they enter a building. But the shop cannot be identified with the building, because it would remain the same shop if it moved to another building or if it became an e-store. Daniel Korman [2019] uses these two observations to argue that establishments are immaterial objects. However, all that follows is that establishments are not buildings. I argue that establishments are organisations or corporate agents that are constituted by people. This entails that they are material (...) objects. Korman’s observations can be accommodated in terms of the further observation that corporate agents can but need not own or rent buildings. (shrink)

Moral bioenhancement, nudge-designed environments, and ambient persuasive technologies may help people behave more consistently with their deeply held moral convictions. Alternatively, they may aid people in overcoming cognitive and affective limitations that prevent them from appreciating a situation’s moral dimensions. Or they may simply make it easier for them to make the morally right choice by helping them to overcome sources of weakness of will. This paper makes two assumptions. First, technologies to improve people’s moral capacities are realizable. Second, such (...) technologies will actually help people get morality right and behave more consistently with whatever the ‘real’ right thing to do turns out to be. The paper then considers whether or not humanity loses anything valuable, particularly opportunities for moral progress, when being moral is made much easier by eliminating difficult moral deliberation and internal moral struggle. Ultimately, the worry that moral struggle has value as a catalyst for moral progress is rejected. Moral progress is understood here as the discovery and application of new values or sensitization to new sources of harm. (shrink)

This note is a postscript to Ramsey's 'Truth and Probability'. It replaces that article's psychological reading of subjective probability with a reading of it as a consistency condition on the theory that we act to maximise expected utility.

The secession of prosperous regions may negatively affect the redistributive scheme of an established state. As a consequence, the capacity of its welfare system to support the inhabitants of poorer regions may be significantly reduced. Some authors assert that affluent groups who opt for full political independence violate duties of solidarity. This objection to the secession of prosperous regions can be based on different views of distributive justice. Here, following a distinction that has been introduced by Allen Buchanan, ‘subject centred’ (...) and ‘justice as reciprocity’ theories are explored. It is argued that both theories fail to support the case against the secession of wealthy groups. ‘Subject centred’ theories cannot explain special duties toward compatriots, whereas ‘justice as reciprocity’ theories cannot justify restrictions on exit rights. However, this does not mean that separatists have no moral duties vis-à-vis their fellow citizens. They are obliged to dissolve the political union in a fair way, e.g., by accepting responsibility for some share of the public debts. (shrink)

A main goal of this paper is to complicate “learning loss” as the only, or even the main, thing schools should be concerned about as they respond to the Covid-19 pandemic. While schools have a responsibility to make sure students who are enrolled in school are learning, this cannot come at the cost of ignoring the other substantial losses students are also contending with. Following the work of Jonathan Lear, I make the case that schools should engage students in a (...) process of learning how to mourn for their individual and our collective losses, while also considering ways that school can move beyond narrow conceptions of the purposes of school and to a deeper appreciation for the ways that an education can promote human excellence. As this pandemic wears on, it becomes harder and harder to do anything but endure. One goal of this paper is to serve as a reminder that schools can do more than endure: they can envision new possibilities for schooling that promote conceptions of wellbeing that go beyond fear of learning loss. Zusammenfassung: Städte zeichnen sich durch das Zusammenspiel von gebauter und sozialer Welt aus. In der Stadtforschung wird durch die Rezeption der Actor-Network- Theorie seit einigen Jahren versucht, diese Erkenntnis zur Erweiterung der Handlungsperspektiven für die Stadtplanung zu nutzen. Dabei soll mit dem Rückgriff auf den Begriff der Assemblage der offensichtliche Gegensatz zwischen Materialität und Gesellschaft überwunden werden. In diesem Beitrag soll anhand von vier internationalen Studien aus der angewandten Stadtplanungsliteratur diskutiert werden, inwieweit sich durch die Urban-Assemblage-Forschung neue Perspektiven für die (...) Stadtplanung gewinnen lassen. Anhand von vier thematischen Handlungsfeldern soll aufgezeigt werden, in welcher Weise ANT rezipiert wird und ob sich tatsächlich neue Perspektiven für die Stadtplanung ergeben können. Im Ergebnis wird aufgezeigt, dass es in der Tat durch eine veränderte Sicht auf Stadtplanung, die Beziehungen zwischen der sozialen und nichtmenschlichen Stadt integriert, in diesen Studien gelingt, neue Optionen für eine demokratisierende Stadtpolitik anzudeuten. Allerdings wird zugleich deutlich, dass diese empirischen Studien auch auf Defizite des Urban-Assemblage-Ansatzes hinweisen und insbesondere die Berücksichtigung der politischen und materiellen Dimension des Städtischen noch weiter verbessert werden muss. This article tries to provide a dynamic interest group theory. Using the economic method of the 'homo economicus' demand for and supply of policy catering to the needs of pressure groups are analysed. Central are the notions of information and organisation costs that face latent groups treatened by already existing groups. These notions permit to integrate the existing theories on pressure group into one global dynamic theory. The economists' rent seeking theory and the political scientists' pluralism and neo-corporatism can thus (...) be understood as stages in a continuing process. (shrink)

The COVID-19 pandemic created a situation for the implementation of emergency remote learning. This meant that as a lecturer at a traditionalist University of contact sessions, the pandemic forced us to teach remotely through online methods of communication, using online lectures, narrated powerpoints, voice clips, podcasts, interviews and interactive videos. The assessments were conducted online from assignments to multiple choice questions, which forced the lecturers to think differently about the way the assessments were presented, in order to avoid easy access (...) to answers found in a textbook and online. This meant that more application questions of theory to practice were assessed in a more challenging way to prevent cheating and collaboration with peers. Formal assessments completed during emergency remote learning, have become the past practice, as innovative methods have been adopted for learning and for assessment purposes in order to preserve the integrity and attainment of the degree through online modes of learning. The aim of the paper investigates and explores the methods of teaching, together with the results obtained from the students of 2019 and 2020 in their final year relating to two final year modules against the literature relating to learning processes and methodologies. In light of recent empirical data, many psychologists and philosophers have turned away from rationalism about moral judgment and embraced sentimentalism. In the process, they have rejected the classical “moral signature” as a way of distinguishing moral from conventional norms in favor of a sentimentalist approach to carving out the moral domain. In this paper, we argue that this sentimentalist turn has been made prematurely. Although we agree that the experiments reveal that the classical approach is flawed, we propose to (...) replace it with an alternative, according to which a norm is moral precisely if it is justifiable to all. This does not hold for most norms based on disgust or loyalty to a particular community. We accommodate the fact that such norms are not merely conventional by introducing a third domain, the domain of ethics. Our proposal reveals that (psychological) rationalism is still a viable option, as a lot of the experimental evidence that features emotions concerns the domain of ethics rather than morality. Stand-up specials seem to resemble news reporting and documentary film in that they appear prima facie to be mere documentation of an event designed to give viewers the sense of what happened at a place at a time. Closer examination, however, throws doubt upon this transparency claim and it is argued that filmic realism is not the proper lens through which to understand stand-up specials, that they represent a more artistic medium in which the director of the special needs to (...) be seen as an artist along with the comedian. According to an important analogy between knowledge and action, as proposed by Timothy Williamson, intention aims at action just as belief aims at knowledge. This paper investigates the analogy and discusses three difficulties that it has to face. The key is to distinguish between two different norms of intention and to see that the knowledge-action analogy is concerned with one of them only, namely, the realization norm: one ought to intentionally act if one intends to act in a certain way. A modification will be proposed that replaces intention by correct intention, and some work will be done with the aim of uncovering a frame for how to properly understand the analogy and what it ultimately is grounded on, namely, the normativity of capacities that are in the business of generating various states and of realizing one’s correct intentions. Like many governments in this COVID-19 pandemic, the Nigerian government imposed a lockdown on the country. As a consequence of the lockdown, many businesses shutdown and effectively had no source of revenue. Yet, without receiving any bailout or palliatives from the government, these businesses are required to meet their tax obligations to the government. Bearing in mind that this time (COVID-19 era) is different, one wonders what is required of businesses in view of the taxation problem and the social contract (...) between the businesspersons and the government. In view of social contract obligations, in this COVID-19 pandemic should businesses pay tax to a government that seems to have delegitimised itself by its exploitative actions in terms of taxation and delinquent omission in terms of the provision of public goods and social services? The Nigerian government at all tiers (federal, state and local) seldom respect the essence of taxation. Therefore, businesses often pay tax for nothing. For many businesses, as far as taxation is concerned, to pay or not to pay? that is the question. This article is aimed at teasing out this taxation problem that may or may not be a moral dilemma. In view of certain ethical considerations, this article shows why in spite of social contract obligations, there is no consensus or canonical agreement on whether, as law-abiding citizens and juridical persons (legal entities), businesspersons and businesses ought to or ought not to pay tax to the Nigerian government in this COVID-19 pandemic.
