Research suggests that institutions affect the levels of corruption in a country. We take these arguments a step further and examine whether it is the presence of inclusive institutions and/or the credible and consistent implementation of institutions that matter, as regards corruption. We use a novel approach to theoretically conceptualise and empirically operationalise institutions along two analytically distinct dimensions: the nature of the institutions (the de jure dimension), and the extent to which they are credibly and consistently implemented over time (...) (the de facto dimension), using a panel dataset for 148 countries covering 2012 to 2018. We find that formal institutions are most effective in reducing corruption when the rules are credibly and consistently implemented. Furthermore, this effect appears to operate differently at different levels of national income. The nature of the formal institutions appears important across income levels, but particularly so at the upper middle income level, while the credible and consistent implementation of these institutions is primarily influential at upper middle income levels. The idea of a ‘tobacco-free generation’ promises to make smoking a thing of the past by making cigarettes unavailable to birth cohorts in the future. If implemented, such a generational ban would lead to a society in which some individuals are allowed the freedom to smoke while others are not. This paper examines the ethical significance of this fact through the lens of ‘relational egalitarianism’, an approach to social justice that emphasises equal and respectful social relationships. It explores various dimensions (...) in which a society can fail to live up to the idea of equal status, such as the denial of moral agency, discrimination, stigmatisation, the unequal recognition of interests and violations of political equality. While acknowledging the complexity of practical and ethical challenges, the paper maintains that the generational ban need not violate egalitarian commitments. (shrink)

In mainstream educational trends and in particular in public debate, one might perceive a rather superfi cial/uncritical handling of the concept of ‘subject matter’, a handling which infl uences political decisions considerably. This article sets out to analyze the concept of ‘subject matter’ and makes the point that it is both intimately connected to a one dimensional idea of utility and that it as concept marginalizes teaching’s nature of encounter and dialogue, and hereby narrows ‘school’ to ‘learning’ and to some (...) few basic subjects. Furthermore the argument is made that by comparing this narrow utility-like concept to the aesthetics the concept of subject matter can be qualifi ed as closely bound to a form-content side and this in turn opens up to the aspect of character formation. To address societal challenges, research and innovation approaches, involving a wide range of actors, are increasingly promoted by policy communities. This paper explores the practice of Quadruple Helix collaborations for responsible innovation and how these implement the theoretical ambition of including actors from different societal sectors in innovation, including actors from the fields of arts, media and civil society, which is conceptualized as the Fourth Helix in this concept. Referring to cross-sector collaboration literature and based on an empirical investigation, we (...) explore which actors, representing the Fourth Helix, actually engage in innovation collaborations, how this engagement plays out in practice, and the institutional and systemic dynamics involved in output and value creation. We rely on data from three Social Labs in Austria, Germany, and the Netherlands, which constitute qualitative, change-oriented research processes, where we researched and engaged with actors from cases constituting- or aiming for a Quadruple Helix collaboration. This was accompanied by a desktop study including qualitative interviews of 51 further cases. We find that the actual engagement of actors from civil society is fragile and that forces beyond Quadruple Helix cases impact these quite firmly in some cases. (shrink)

Several promising approaches have been developed to represent conscious experience in terms of mathematical spaces and structures. What is missing, however, is an explicit definition of what a ‘mathematical structure of conscious experience’ is. Here, we propose such a definition. This definition provides a link between the abstract formal entities of mathematics and the concreta of conscious experience; it complements recent approaches that study quality spaces, qualia spaces, or phenomenal spaces; and it provides a general method to identify and investigate (...) structures of conscious experience. The article takes Cornelius Castoriadis’ concept of the ‘political imaginary’ as an invitation to reflect on the role of pictures in politics and in facilitating alternative policies. For this purpose, pictures are not understood as merely rhetorical or propagandistic representations of political statements, which are actually to be thought of independently of the particular picture. Instead, by means of their specific pictorial qualities, pictures also influence the ways politics are negotiated or pursued and, moreover, they can stimulate alternative forms of (...) political thinking. In order to argue for this understanding of the politics of pictures, the article proceeds in three steps: a brief review of the research on political iconography is followed by thoughts on Jacques Rancière and his concept of the ‘distribution of the sensible’. On this basis, an understanding of pictorial politics is finally sketched that asks for genuinely political potentials that are directly linked to the specific qualities of the image: its duality, its vagueness, and its temporality. Eine Analyse dieser Intentionalitat unserer geistigen Zustande muss sowohl die Rolle ihrer begrifflich-abstrakten als auch ihrer qualitativ-sinnlichen Aspekte genau bestimmen. In dieser Abhandlung wird der Versuch unternommen, eine Analyse des Verhaltnisses begrifflicher und nicht-begrifflicher Elemente im intentionalen Gegenstandsbezug durchzufuhren, und zwar auf der Basis einer systematischen Untersuchung von Kants Unterscheidung zwischen Sinnlichkeit und Verstand. Als Leitfaden dient die Auseinandersetzung, die Wilfrid Sellars uber einen langen (...) Zeitraum mit der theoretischen Philosophie Kants gefuhrt hat. Das hat zwei Grunde: Zum einen hat Sellars sich im Rahmen dieser Auseinandersetzung intensiv mit der kantischen Konzeption des Verhaltnisses von nicht-begrifflichen und begrifflichen Elementen in unserem intentionalen Weltbezug beschaftigt. Zum anderen war Kants Theorie fur Sellars keineswegs bloss von historischem Interesse, sondern hatte fur ihn bleibende systematische Bedeutung, da sein eigenes philosophisches System im Kern durch und durch kantisch ist. Sellars' Interpretation ist deshalb dazu geeignet, zwischen der exegetischen und der systematischen Perspektive zu vermitteln, deren Verbindung fur die Methodologie der vorliegenden Untersuchung charakteristisch ist.Die Auseinandersetzung mit diesen beiden Autoren soll dazu beitragen, die Frage nach der Beziehung von begrifflichen und sinnlichen Aspekten unserer Erfahrung zu klaren. Fur beide betrifft diese Frage den Kern der Problematik unseres Verhaltnisses zu einer unabhangig von uns existierenden Wirklichkeit. Ihre Beantwortung ist ein wesentlicher Bestandteil fur das Verstandnis unseres intentionalen Bezugs auf eine Welt, deren Teil wir sind. This paper argues that epistemic smothering is not a form of epistemic paternalism. In this sense, it refutes the claim recently made by Valerie Chock and Jonathan Matheson, who defend epistemic smothering as epistemically permissible form of epistemic paternalism. After an outline of what is meant by epistemic paternalism and epistemic smothering, based on the work by Kristoffer Ahlstrom-Vij and Kristie Dotson on these topics, the paper argues against the identification of epistemic smothering as a form of epistemic paternalism. Kant offered a subtle theory of consciousness and self-knowledge which articulated the intuition that consciousness is a mode of being in a mental state, as opposed to a property of that state. This paper develops this theory and argues that McDowell's treatment of these issues in "Mind" and "World" overlooks the resources of Kant's views. McDowell conflates consciousness and self-consciousness, leading him to formulate too demanding a constraint on rational concept use. Kant's theory can be developed so as to avoid (...) this unfortunate corollary. The paper concludes by comparing Kant's account to contemporary approaches to the problem of consciousness. (shrink)

Gilles Deleuze’s and Félix Guattari’s thinking provides us with conceptual tools for a thorough analysis of the status quo – and means for conceptualising resistance that do not perpetuate the power structures it is fighting against. BackgroundThe neurotechnology behind brain-computer interfaces (BCIs) raises various ethical questions. The ethical literature has pinpointed several issues concerning safety, autonomy, responsibility and accountability, psychosocial identity, consent, privacy and data security. This study aims to assess BCI users’ experiences, self-observations and attitudes in their own right and looks for social and ethical implications.MethodsWe conducted nine semi-structured interviews with BCI users, who used the technology for medical reasons. The transcribed interviews were analyzed according to the Grounded Theory coding method.ResultsBCI users perceive themselves (...) as active operators of a technology that offers them social participation and impacts their self-definition. Each of these aspects bears its own opportunities and risks. BCIs can contribute to retaining or regaining human capabilities. At the same time, BCI use contains elements that challenge common experiences, for example when the technology is in conflict with the affective side of BCI users. The potential benefits of BCIs are regarded as outweighing the risks in that BCI use is considered to promote valuable qualities and capabilities. BCI users appreciate the opportunity to regain lost capabilities as well as to gain new ones.ConclusionsBCI users appreciate the technology for various reasons. The technology is highly appreciated in cases where it is beneficial in terms of agency, participation and self-definitions. Rather than questioning human nature, the technology can retain and restore characteristics and abilities which enrich our lives. (shrink)

Investment protection clauses, and the investor-state dispute settlement mechanisms they enable, have become a common feature of international agreements on trade and investment. Intended to promote foreign investment, these protections may also discourage governments from regulating in the public interest. This raises challenging normative questions about the rights of investors and distributive justice. In this paper, I argue that a global investment regime that disadvantages developing countries and socially disadvantaged groups is prima facie unfair. This conclusion must be defended against (...) the claim that investors have certain independent moral rights to have their property protected, regardless of the distributive consequences. Granting the premise that such investor rights exist, I argue that these cannot plausibly ground a general rule against public interest regulation that undermines the value of property. I conclude that even if foreign investors have rights that must be safeguarded, the current investment regime must be reformed. (shrink)

Kazimierz Twardowski is most commonly known as the teacher of great philosophers and the founder of the Lvov-Warsaw School. As a philosopher however, he is primarily remembered for his famous comparison of the contents and objects of various kinds of representations, a comparison that remains enshrined in European thought.In fact, he attained important results in many other branches of philosophy as well. For instance, in ontology, he laid the foundations for the modern theory of formal structure of objects, and he (...) introduced the theoretically fruitful pair of terms, action-product. In epistemology, he developed a profound analysis of the notion and criteria of truth; and he provided a forceful account of the errors underlying relativist theories of truth. In methodology, he drew an explicit distinction between the processes of discovering, systematising, and grounding in science, and he offered accurate descriptions of the nature of psychology and other humanities. In logic, he offered decisive arguments on behalf of the idiogenetic conception of judgement, and he improved the traditional typology of adjectives.These achievements are of significance that is not only historical. Kazimierz Twardowski's work, formulated in plain, precise language, are instructive and inspiring for contemporary students of philosophy. (shrink)

Das Begründungs- oder Münchhausen-Trilemma spielt bei wissenschaftstheoretischen Positionsbeschreibungen häufig eine bedeutende Rolle. Gleichwohl sind Präzisierungen des darin behaupteten Sachverhalts bislang ausgeblieben. Im vorliegenden Beitrag wird der Versuch einer formalen Rekonstruktion zum Anlaβ genommen, einen verallgemeinerten Baum- und Zirkularitätsbegriff vorzustellen.

Digitalisierung wird im vorliegenden Band aus der Theorieperspektive der Philosophischen Anthropologie Plessners betrachtet. Damit geht es im Kern darum, ob und inwieweit sich das Verhältnis von Mensch und Welt im Zeichen von Digitalisierung verändert. Die Verwendung unterschiedlicher Theoriefiguren, Thesen und Themenstellungen aus Plessners Werk erlaubt, die Vielfalt dessen, was mit Digitalisierung verbunden wird, zu systematisieren. Indem mit Plessner der Mensch verstanden wird als exzentrisch positionales Selbst, das Kognitives und Materiales verbindet, steht im Mittelpunkt, wie sich der Mensch eine Welt schafft, (...) die ihn selbst potentiell überformt. Gesellschaft, Autonomie, Technik, Stufen (im plessnerschen Sinne) und schliesslich der Mensch selbst sind die fünf Aspekte, die in den verschiedenen Beiträgen entfaltet werden: Was sind Charakteristika einer digitalen Gesellschaft? Geht die Epoche individueller Freiheit zu Ende? Was bedeutet Digitalisierung für die Autonomie des Menschen? In welches Verhältnis treten Mensch und Technik? On what I will call the No Subject view, there is a sense in which one may be aware of a thought, conceived as an event in one's stream of consciousness, without being aware of oneself thinking something. Philosophical work on the delusion of thought insertion is one of the areas in which the No Subject view has been highly influential: the view has framed what, in the philosophy of mind, has become the standard interpretation of the delusion. Here I (...) want to present a challenge to the No Subject view, developing from reflection on the ontology of thinking. I will also consider how, if the standard interpretation fails, we are to understand thought insertion. In particular, I will suggest that we should question the widespread assumption that understanding the delusion has to be a matter of making sense of it. (shrink)

What is the concept of human dignity derived from? Does it have its foundation in the emotions or in reason? By dint of a differentiation between a premoral, sittliche orientation in acting and a moral orientation, which is due to an external evaluating moral community, the author comes to the conclusion that human dignity finds its foundation in both the emotions and rationality.
