This contribution to the special issue is an historical account of Paulo Freire’s pedagogical and administrative praxis before his forced exile in 1964. It relies on interviews collected during a field trip in 1976, a conversation with Paulo Freire in Geneva one year later and on the secondary literature up to date. Being the head of the first Extension Service of a major Brazilian university in the early 1960s gave Freire and his collaborators the space and time to experiment (...) with the today world famous literacy method bearing his name. The concept of ‘Field of Cultural Production’ (Bourdieu) is used to elucidate better Freire and his team’s avant-gardist production within the spaces opened up by Brazil’s popular movements in the early sixties. The contribution shows how the ‘Paulo Freire System’ developed in the praxis of a cultural movement and received its academic consecration in an incremental and eclectic style. (shrink)

Public extension services play a key role in the implementation of strategies for rural development based on the sustainable management of natural resources. However, the sector suffers from restricted financial and human resources. Using experiences from participatory action research, a strategy for rural extension in the Amazon was defined to increase the efficiency and the relevance of external support for local resource users. This strategy considered activities initiated and coordinated by local people. Short-term facilitation visits provided continuous (...) external support for the purpose of establishing locally based planning and learning mechanisms. In collaboration with the municipality of Muaná in the Eastern Amazon, the strategy was tested in two traditional communities – Monte Moriat and Boa Esperança. Both communities recognized as most important the need to reduce their dependence on açaí (Euterpe oleracea Mart.), the principal source of food and income. This forest resource has been overexploited, seriously affecting açaí stands and diminishing the forest benefits fundamental for survival. Two local groups decided to raise chickens as a way to reduce nutritional problems and as an alternative source of income. Supported by monthly, short-term planning and evaluation visits, the groups managed to achieve significant progress in their endeavor. The groups identified (1) the control of decision-making and information, and (2) the absence of external obligations to be the greatest advantages of the development initiative. The study confirmed the potential of participatory strategies for public extension in the Amazon. Special attention was given to realistically define the role of forests for local development. However, drastic measures are necessary to smooth the way for real participation in governmental and non-governmental organizations acting in the Brazilian Amazon. (shrink)

Many participatory projects in rural Africa aim indirectly to enhance development by promoting different dimensions of social capital: cooperation in networks, trust, and norms of behavior that encourage mutually beneficial action. However, it is unclear whether these development initiatives can actually influence social capital, especially in the short term. To address this question, we used semi-experimental data to investigate the effects of agricultural research and development on various indicators of social capital in the border region of Rwanda, Uganda, and the (...) DRC. Specifically, we focused on the effects of the “Integrated Agricultural Research for Development Approach” and compared it to conventional ARD efforts. We show that IAR4D has influenced the level of social capital, although not in all dimensions and not consistently for all countries. In the Democratic Republic of Congo and Uganda, for example, IAR4D strengthened the networks that link villages to the outside world, but not in other countries. We also find indications that IAR4D resulted in higher levels of intra-village networks in Rwanda and improved trust and norms of cooperation in the DRC. Finally, we showed that traditional agricultural extension has been less successful than IAR4D in increasing the level of social capital. (shrink)

Traditionally, the Swedish Agricultural Extension Service has delivered technical information to farmers with the aim of increasing productivity and efficiency in farming. Present problems with overproduction of food and the negative social and environmental consequences of present farm practices has brought this traditional mission in question. In a situation of budgetary constraints it has been suggested that the funding of the governmental Agricultural Extension Service should be cut down or even discontinued altogetherThe article argues that this would be (...) a mistake. The various negative consequences of modern agriculture indicate that we are far from an ideal mode of agricultural production. Instead, public opinion and new guidelines for agricultural and environmental policies call for substantial changes in Swedish agriculture with respect to pollution, preservation of non-renewable resources, maintaining an open rural landscape, ethical aspects of animal production, rural development etc.This reorientation of Swedish agriculture presumes that decision-makers, farmers, and the public at large get an opportunity to learn more about the complexities of agricultural production. In contributing to this learning process the Agricultural Extension Service would have an important mission. To be able to fulfill this mission, extension professionals must be provided an opportunity to learn a broader concept of productivity and efficiency in agriculture, for instance, how to extend cost-benefit analyses and technical criteria of efficiency to include social, environmental, and ethical aspects. Our present extension staff has not received adequate training for this task. It is suggested that all agricultural colleges need to create departments of Rural Sociology and Agricultural Humanities to provide agricultural students and professionals an opportunity to develop a better understanding of agriculture and make them prepared to take on the challenges and responsibilities they confront in developing our future agriculture. Competing models of innovation informing agricultural extension, such as transfer of technology, participatory extension and technology development, and innovation systems have been proposed over the last decades. These approaches are often presented as antagonistic or even mutually exclusive. This article shows how practitioners in a rural innovation system draw on different aspects of all three models, while creating a distinct local practice and discourse. We revisit and deepen the critique of Vietnam’s “model” approach to upland rural development, voiced (...) a decade ago in this journal. Our analysis of interviews with grassroots extension workers and extension managers reveals how they have received government, donor, and academic discourses on participation, user-orientation, and private sector involvement in innovation. Extension workers as well as managers integrate the reform discourses into the still-dominant transfer of technology model. We show how extensionists draw selectively on these diverse discourses to foster interaction with outsiders and clients, and bolster their livelihood strategies. We conclude that the conceptual framework suggested by the innovation systems (IS) approach is broadly appropriate for analyzing the Vietnamese case, but that the IS approach in the contemporary Vietnamese context requires adaptation for taking into account the blurred line between private and state sectors, and recognizing the hegemonic position of state-based networks. Improving extensionists’ ability to mediate between the conflicting principles of farmers’ self-organization and government control is identified as a key challenge for increasing innovative capacity in rural upland Vietnam. This study investigated contributions of pre-service teachers’ endogenous and exogenous instrumentalities, their intrinsic and extrinsic motivations, and their use of self-regulation strategies to explain the extent to which they used strategies to purposefully integrate their knowledge across courses. With a total of 254 pre-service teachers’ survey-responses, results of a hierarchical multiple regression analysis indicated that their endogenous instrumentality of their current coursework, their use of metacognitive strategies and their use of deeper cognitive learning strategies contributed to explaining their use of (...) extensive knowledge integration strategies for completing coursework. Brand extension is a marketing strategy to apply the previously established brand name into new goods or service. A number of studies have reported the characteristics of human event-related potentials (ERPs) in response to the evaluation of goods-to-goods brand extension. In contrast, human brain responses to the evaluation of service extension are relatively unexplored. The aim of this study was investigating cognitive processes underlying the evaluation of service-to-service brand extension with electroencephalography (EEG). A total of 56 (...) text stimuli composed of service brand name (S1) followed by extended service name (S2) were presented to participants. The EEG of participants was recorded while participants were asked to evaluate whether a given brand extension was acceptable or not. The behavioral results revealed that participants could evaluate brand extension though they had little knowledge about the extended services, indicating the role of brand in the evaluation of the services. Additionally, we developed a method of grouping brand extension stimuli according to the fit levels obtained from behavioral responses, instead of grouping of stimuli a priori. The ERP analysis identified three components during the evaluation of brand extension: N2, P300, and N400. No difference in the N2 amplitude was found among the different levels of a fit between S1 and S2. The P300 amplitude for the low level of fit was greater than those for higher levels ( p. (shrink)

The ‘causal-constitution’ fallacy, the ‘cognitive bloat’ worry, and the persisting theoretical confusion about the fundamental difference between the hypotheses of embedded (HEMC) and extended (HEC) cognition are three interrelated worries, whose common point—and the problem they accentuate—is the lack of a principled criterion of constitution. Attempting to address the ‘causal-constitution’ fallacy, mathematically oriented philosophers of mind have previously suggested that the presence of non-linear relations between the inner and the outer contributions is sufficient for cognitive extension. The abstract idea (...) of non-linearity, however, can be easily misunderstood and has, in the past, led to incorrect and counterintuitive conclusions about what may count as part of one’s overall cognitive system. In order to prevent any further mistakes I revisit dynamical systems theory to study the nature of the continuous mutual interactions that give rise to the aforementioned non-linear relations. Moreover, focusing on these interactions will allow us to provide two distinct arguments in support of the ontological postulation of extended cognitive systems, as well as an objective criterion of constitution. Accordingly, I put forward a version of HEC that treats continuous mutual interactions (and the resultant non-linear relations) not just as sufficient but also as necessary for cognitive extension. Such a qualified version of HEC may exclude certain alleged cases of cognitive extension where the agent does not mutually interact with his artifacts (e.g., shopping lists and directory services), but it is immune both to the ‘causal-constitution’ fallacy and the ‘cognitive bloat’ worry, and it can be sharply distinguished from HEMC. There has been a significant increase in the use of radiological services in the past 30 years. There are many reasons for this, but one has received little attention: the increased role of patient autonomy in healthcare. Patients demand x rays, CT scans, MRI, and positron emission tomography scans. The key question in this article is how a moral principle, such as respect for patient autonomy, can influence the extension of radiological services. A literature review reveals how (...) patient autonomy is acknowledged in radiology, and how it is used both to explain and to justify the increase in radiological examinations. Furthermore, it also shows how the premises favouring patients’ exercise of their autonomy are not always present, which makes patient autonomy subject to adverse side effects and even abuse. Patient autonomy can be used to reduce the professionals’ responsibility for radiological examinations , to increase the popularity of the profession , to increase the income of the professionals or their institutions, and to promote professional activity. Patient autonomy intended to reduce paternalism, to legitimise otherwise morally unjustifiable actions , and to protect patients, can easily be used as a moral means for opposite ends. These adverse effects are not peculiar to radiology. However, they emerge particularly clearly in explanations and justifications of the substantial increase in radiological services, as well as in debates on overuse of radiological services. (shrink)

The aim of this study is to explore the role and the importance of the notary service in the process of dejudicialization of the judicial-civil protection. In this context, this paper first of all attempts to examine the extent to which the issues from the traditional competence of the court have been transferred to notary publics and the possibilities of further extension of this transfer. The judicial framework for the transfer of these issues from the court competences to that (...) of notary publics has been decided by the Law on Non-Litigious Procedure. In supporting this law, the notary publics undertook the realization of a series of activities in this field, namely in the field of inheritance. In this respect, the idea of this paper was to try to identify other judicial issues that could perhaps be entrusted to the notary publics in the future, by carrying out a judicial-political assessment of the public interest to transfer the resolution of certain issues to notary publics′ competences with the aim of facilitating the judicial circulation and increasing judicial security. Multiplicity and continual change characterize the Peruvian agricultural knowledge and information system (AKIS), reflecting changes in the agricultural sector as a whole. The evolution of these changes can be traced back to the pre-Columbian era when a relatively stable and well-organized system based on indigenous knowledge prevailed. During colonial (1532–1821) and early Republican times (beginning 1821) several changes affecting the agricultural sector contributed to a weakening of indigenous knowledge systems. During the 20th century extension services provided by the (...) government and a variety of private organizations began to play an important role in the dissemination of information, albeit in an erratic way. Since the 1970s the system increased in complexity with the emergence of non-governmental institutions. Today government participation is limited and there is a more important participation by a number of NGOs and private organizations. This diversity of actors using different approaches has generated disarray in the information system owing to the lack of coherent policies to guide the interaction among actors. This paper uses the case of potato pest control-related information to illustrate changes in local knowledge systems. It differentiates pest control based on indigenous knowledge, chemical control, and integrated pest management (IPM) and explains how changes in the system have influenced the use of these three types of information in AKIS. Currently, the coexistence of different types of potato pest control information promoted and used by diverse and usually unconnected sets of organizations and individuals presents a challenge and requires inter-institutional action guided by clear policies to promote sustainable agriculture. Although many governments have privatized their agricultural extension services, there is widespread agreement that the public sector still needs to play a role in the “agricultural knowledge market” in order to prevent market failure and other undesirable phenomena. However, appropriate mechanisms for intervention in the agricultural knowledge market are still in their infancy. This article discusses the case of the Nutrient Management Support Service (NMSS), a government-funded support service in The Netherlands designed to optimize the fit between the (...) demand and supply of “agricultural knowledge products” that reduce nutrient emissions into the environment. The activities of the support service were four-fold: (1) distributing vouchers to farmers, (2) establishing mechanisms for quality control, (3) facilitating the articulation of end-users’ needs, and (4) improving market transparency. We analyze the extent to which the NMSS has succeeded in supporting a demand-driven knowledge market for nutrient management issues. We question some of the conceptual and practical assumptions underlying this style of intervention. In addition, we argue that the notion of demand requires considerable refinement before it can be useful for guiding state involvement in demand-driven extension. (shrink)

The discourses of agricultural extension reveal how actors represent their scientific activities and goals. The “transfer of technology” discourse developed with the professional U.S. extension service, reproducing its expert/lay power relations. Agroecology is emerging as a systems approach to preventing agricultural pollution. Its theoreticians argue that agroecology cannot be transferred like technology but must be extended through networks of participatory social learning. In California, hundreds of actors and dozens of institutions have cocreated agroecological partnerships using this alternative (...) class='Hi'>extension model. They have developed three alternative extension discourses to represent and explain their activities. Bruno Latour's “circulatory system of science” model provides a superior theoretical framework for interpreting the participation and discourses of diverse actors in this extension practice. Service learning is an innovative methodology, which is extensively known worldwide. The implementation of this methodology involves classroom learning and real practice. It is based on a cooperative methodology, integrating community service and learning in a connected way. Its main strength lies in its great potential as a transformative social movement to reduce inequality. The main aim of this study was to understand and describe the field of S-L and inequality in higher education through a bibliometric analysis. A descriptive, retrospective, (...) and cross-sectional methodology is used to describe the information obtained from the 20 references on the topic registered in the Scopus and Web of Science databases using a mixed methodology. The quantitative and qualitative results show that most of the publications are concentrated in 2016, with the United States being the country with the largest amount of scientific production on this subject. It is also worth noting that most of the authors reported this approach as a powerful tool to develop consciousness, commitment, and responsibility toward inequality and social problems. (shrink)

This essay reviews the place and role of Public Service Media (PSM) in promoting social justice in the changing digital media landscape through the ethos of diversity. Media diversity – the value and practice of including varied viewpoints, social groups, voices, and channels or outlets in media – has long been a declared pillar of PSM organizations worldwide. However, current changes in the digital media landscape and the growing extension of PSM organizations to digital platforms require re-reading the premise (...) of promoting media diversity as a tool for social justice. This essay identifies a paradox. On one hand, online media appear to accommodate a greater range of diverse voices and players, particularly in the PSM ecosystem. At the same time, these very same online spaces jeopardize diversity, as the increasing practices of personalization, algorithmic curation, and platformization often reduce diversity of representations, voices, and exposure to content, thereby hindering opportunities for social justice and equality. This essay shines a spotlight on this nexus of conflicting mechanisms. The essay begins with in-depth definitions of the two somewhat convoluted terms diversity and social justice. This section includes a review of global perspectives on PSM organizations, and the long-standing value of diversity promoted through them for decades. We then review the impact and changes identified in PSM platforms worldwide in light of the digital turn in the media field. This is followed by an in-depth discussion of the inherent tension between mechanisms that promote and hinder diversity online. Throughout this discussion, we raise questions about the practical dimensions of using online media to promote social justice through diversity. It provides a useful starting point for considering the intersection of Public Service Media, online platforms, diversity, and social justice. Thus, the essay will serve academic scholars studying social justice on a conceptual level as well as practitioners and stakeholders in the media industry at large, and PSM in particular, seeking to practically promote social justice. El documento pretende brindar una aproximación histórica al servicio de extensión bibliotecaria en las bibliotecas. ABSTRACT The Library Extension Service is the appropriate method a library has to expand into the community in a way that users who don’t visit it use its services and documents. However, just a few people know its history and development through time. A bibliographic review is shown along with the current state of this service. The elements included in it cover regular publications, web sites and electronic journals published from the XVIII century to the present time. Jordan agreed to extensive liberalization undertakings under the General Agreement on Trade in Services (“GATS”) that would open some sectors that were previously closed or restricted to foreign suppliers and investors. It undertook horizontal commitments in cross-border movement of individuals and commercial presence covering all types of services.

One area of ethical concern in higher education is writing services for graduate students, which can range from simple proofreading to rewriting content for flow, coherence, and structure to extensive content creation akin to ghostwriting. There are various ways to look at the use of writing services: 1) as a clear violations of ethics, presenting the student as a more capable writer than he or she is; 2) as a “necessary evil” resulting from greater numbers of individuals with (...) inadequate writing preparation entering university graduate programs; and 3) as a routine part of professional practice utilized by published writers who uniformly benefit from editing and proofreading. Professors, research advisors, and writing center tutors must face a range of ethical questions regarding writing assistance, particularly given that many graduate students, particularly those at the doctoral level, will soon be established professionals expected to guide others in the production of scholarly work. What are the ethical differences between types of writing assistance? What is the appropriate level of writing help for those in graduate programs? How does a strict stance on the editing of student papers reflect on the common practice of professional editing for publication—which can make published writers appear perhaps more capable than they really are? This article examines the complex issues those working with graduate students can face in trying to improve the writing they produce while also maintaining strong ethical standards regarding authorship and encouraging the learning process. It provides an overview of the ethical issues involved in writing services and extensive outside writing help provided to graduate students, and offers suggestions for creating a balance between compassion, professionalism, and honesty in graduate writing. It also proposes general ideas for offering appropriate assistance based on the type of writing in question—assistance that honors the learning process, demonstrates respect for the concept of authorship, and adheres to the concepts of Respect for Persons, Beneficence, and Justice outlined in the Belmont Report. In recent years, network security has become a major concern. Using the Internet to store and analyze data has become an integral aspect of the production and operation of many new and traditional enterprises. However, many enterprises lack the necessary resources to secure information security, and selecting the best network security service provider has become a real issue for many enterprises. This research introduces a novel decision-making method utilizing the 2-tuple linguistic complex q-rung orthopair fuzzy numbers to tackle this issue. (...) We propose the 2TLCq-ROF concept by combining the complex q-rung orthopair fuzzy set with 2-tuple linguistic terms, including the fundamental definition, operational rules, scoring, and accuracy functions. Aggregation operators are the fundamental mathematical approach used to combine various inputs into a single output. Taking into account the interaction between the attributes, we develop the 2TLCq-ROF Hamacher operators by using the innovative operational rules. These operators include the 2TLCq-ROFH weighted average, 2TLCq-ROFH ordered weighted average, 2TLCq-ROFH hybrid average, 2TLCq-ROFH weighted geometric, 2TLCq-ROFH ordered weighted geometric, and 2TLCq-ROFH hybrid geometric operators. In addition, we talk about the properties of 2TLCq-ROFH operators such as idempotency, commutativity, monotonicity, and boundedness and also examine their spatial cases. To tackle the problems of the 2TLCq-ROF multiattribute group decision-making environment, we develop a novel approach according to the COPRAS model. Finally, to validate the feasibility of the given strategy, we employ a quantitative example related to select the best network security service provider. In comparison with existing approaches, the developed decision-making algorithm is most extensively used and reduces the loss of information. (shrink)

Village communities are not homogeneous entities but a combination of complex networks of social relationships. Many factors such as ethnicity, gender, socio-economic status, and power relations determine one’s access to information and resources. Development workers’ inadequate understanding of local social networks, norms, and power relations may further the interests of better-off farmers and marginalize the poor. This paper explores how social networks function as assets for individuals and households in the rural areas of developing countries and influence access to information (...) and benefits from research and development. A case study of such networks in Phieng Lieng village, in the northern mountains of Vietnam, provides evidence for the need for the efficient delivery of extension services and research and development interventions at the micro level. Internet services, such as review sites, FAQ sites, online auction sites, online flea markets, and social networking services, are essential to our daily lives. Each Internet service aims to promote information exchange among people who share common interests, activities, or goods. Internet service providers aim to have users of their services actively communicate through their services. Without active interaction, the service falls into disuse. In this study, we consider that an Internet service has a network externality (...) as its main feature, and we model user behavior in the Internet service with network externality as a dynamic game. In particular, we model the diffusion process of users of an ISNE as an infinite-horizon extensive-form game of complete information in which: each user can choose whether or not to use the ISNE in her/his turn and the network effect of the ISNE depends on the history of each player’s actions. We then apply Markov perfect equilibrium to analyze how to increase the number of active users. We derive the necessary and sufficient condition under which the state in which every player is an active user is the unique Markov perfect equilibrium outcome. Moreover, we propose an incentive mechanism that enables the number of active users to increase steadily. (shrink)

The New Zealand health service has been extensively changed over the past four years, with the introduction of Jour new Regional Health Authorities, required to purchase services on behalf of the Government from a range of providers. In order to ensure fairness across the four regions a Core Services Committee has been set up to define which services must be purchased. However, no clear agreement has emerged about a “core” and no list, either positive or negative has (...) been defined. Instead general criteria have been suggested and steps have been taken to consult the community on their priorities. This paper describes seven workshops run by the author in an effort to discover how the community would reach decisions on the rationing of scare resources. The outcome of these workshops is that there is virtually no community support for an approach based on the social utility of individuals in need. (shrink)

Scientists of many countries in which English is not the primary language routinely use a variety of manuscript preparation, correction or editing services, a practice that is openly endorsed by many journals and scientific institutions. These services vary tremendously in their scope; at one end there is simple proof-reading, and at the other extreme there is in-depth and extensive peer-reviewing, proposal preparation, statistical analyses, re-writing and co-writing. In this paper, the various types of service are reviewed, along with (...) authorship guidelines, and the question is raised of whether the high-end services surpass most guidelines’ criteria for authorship. Three other factors are considered. First, the ease of collaboration possible in the internet era allows multiple iterations between the author(s) and the “editing service”, so essentially, papers can be co-written. Second, “editing services” often offer subject-specific experts who comment not only on the language, but interpret and improve scientific content. Third, the trend towards heavily multi-authored papers implies that the threshold necessary to earn authorship is declining. The inevitable conclusion is that at some point the contributions by “editing services” should be deemed sufficient to warrant authorship. Trying to enforce any guidelines would likely be futile, but nevertheless, it might be time to revisit the ethics of using some of the high-end “editing services”. In an increasingly international job market, awareness of this problem might prove increasingly important in authorship disputes, the allocation of research grants, and hiring decisions. (shrink)

Based on the assumption that agricultural technologies were available and that the problem was their dissemination and adoption, U.S. development efforts have focused on establishing public-sector extension systems for farmers in developing countries. Evaluations of government extension services in developing countries, however, have found them to be largely ineffective, especially in helping small farmers. As a result, private-sector extension is increasingly receiving attention as an alternative approach. This paper examines various characteristics of public- and privatesector (...) class='Hi'>extension, drawing on both the literature and a case study of government extension and farm input stores in Imbabura province, Ecuador. ICT for development projects often focus on integrating social factors in information systems design. A well-designed ICT4D solution must be tailored to the needs of the people who will use them and subsequently, requires an extensive understanding of the context and constraints in people’s lives. With an objective to explore how context-specific issues influence the conveyance of appropriate agricultural information to women, this paper uses PROTIC, a 5-year collaborative project between Monash University and Oxfam, as a case. PROTIC was implemented (...) in three climate vulnerable ecological zones of Bangladesh with an aim to overcome the agricultural information gap for rural women. Based on a study in mixed research method and triangulation, this paper brings evidence on the significance of considering context-specific attributes in designing effective and sustainable information services for marginalized women farmers in developing countries. The paper upfolds some significant recommendations which is expected to contribute to the domain of context-specific information system design in resolving socio-economic problems to pave the way of sustainable development. Can computer and information technology (IT), widely used in the development of livestock health and production, be of any benefit for Third World farmers and institutions? And if so, how can they be implemented on a large scale? The authors try to answer these and related questions based on experiences with computerized dairy herd health and production programs in Costa Rica. They conclude that IT is becoming a key instrument in the planning and operation of modern extension services (...) and on-farm research for meeting the farmers' increasing needs for information and for enhancing their ability to manage the available resources efficiently. IT enables private sector extension services provided by farmer groups and advisors to give farmers access to information that they previously lacked. These services facilitate bottom-up planning. Where IT does not allow the farmer or extension agent to solve the problem, IT can be used to articulate the problem for researchers or policy makers to address. For low-resource smallholders, access to IT can be provided through local farmer organizations. At the institutional level, IT is giving a strong impulse to the improvement of on-farm research, teaching programs, institutional and disciplinary cooperation, regional networking, and to a better linkage with the productive sector. An extensive body of research documents that women experience a motherhood penalty at work whereas men experience a fatherhood premium. Yet much of this work presupposes that employers are aware of a worker’s parental status. Given the different consequences that parenthood has on outcomes such as pay and promotions, it is conceivable that men and women may deploy their status as parents differently when interacting with employers. Drawing on in-depth interviews with a racially diverse sample, this article examines how mothers (...) and fathers working in the service sector use their parental status when negotiating work and child care responsibilities. Mothers, particularly black mothers, were less likely to openly discuss their children at work. In some cases, women purposefully concealed from their employers the fact that they were mothers or found other ways of signaling their commitment to their jobs. Fathers, on the other hand, were more likely to discuss their children with their employers and overwhelmingly characterized their managers as understanding of their parenting obligations. Together, these findings help us understand how mothers and fathers navigate the consequences of parenthood in the workplace and add nuance to previous studies of motherhood penalties and fatherhood premiums. A decline in public sector extension services in developing countries has led to an increasing emphasis on alternative extension approaches that are participatory, demand-driven, client-oriented, and farmer centered. One such approach is the volunteer farmer-trainer approach, a form of farmer-to-farmer extension where VFTs host demonstration plots and share information on improved agricultural practices within their community. VFTs are trained by extension staff and they in turn train other farmers. A study was conducted to understand the (...) rationale behind the decisions of smallholder farmers to volunteer their time and resources to train other farmers without pay and to continue volunteering. Data were gathered through focus group discussions and individual interviews involving 99 VFTs. Findings of the study showed that VFTs were motivated by a combination of personal and community interests that were influenced by religious beliefs, cultural norms, and social and economic incentives. Altruism, gaining knowledge and skills, and social benefits were the most frequently mentioned motivating factors for becoming VFTs.3 years after starting, the income earned from selling associated inputs and services was also a main motivating factor. There were no significant differences between motivating factors for men and women VFTs. The findings point to the fact that VFTs work effectively without being paid, but investments in human, social, and financial capital are crucial to keeping them motivated. These factors are key to ensuring the sustainability of farmer-to-farmer extension programs beyond the projects’ lifespan. (shrink)

In doing so, I keep the focus on the purpose of memory: enabling the organism to make sense of its environment so that it can take action appropriate to constraints resulting from the physical, personal, social, and cultural situations.

Willingness and readiness of people to do their jobs are among the key factors of a successful enterprise. In XXI century intellectual human labour is gaining unprecedented value and is being developed actively. The demand for intellectual labour calls forth an increasing number of jobs and professions that require an extensive preparation, a large number of working places, high level of integration of joint human efforts, growth of social welfare. These trends are becoming ever more pervasive and are spreading widely (...) in service industries, and that explains the rapid development of the latter when compared to the traditional areas of human activity. In its turn, it heightens the need for staff in service companies, supported by significant personnel turnover and a certain shortage of skilled professionals. These circumstances determine the need for developing a new concept of fostering staff motivation at the enterprises in the sphere of services. In order to reach the stated purpose while conducting our research into tourism and hospitality industry, as well as retail chains, we have examined the problems that arise in the process of staff motivation, and studied the foreign practice of motivating staff in hotels. The obtained analysis results enabled us to work out practical recommendations on improvement of the mechanism of tangible and intangible rewards in service companies, which are based on external and internal motivational factors. Additional attention in the article is paid to the statement that financial incentives should be based on key performance indicators (KPI). We give a detailed consideration to the classification of internal motivation incentives of the staff according to the terms of their realization, and give a schematic representation of the performance dynamics of the internal motivation model in service businesses. Alternative cleavage and polyadenylation (APA) can diversify coding and non‐coding regions, but has particular impact on increasing 3′ UTR diversity. Through the gain or loss of regulatory elements such as RNA binding protein and microRNA sites, APA can influence transcript stability, localization, and translational efficiency. Strikingly, the central nervous systems of invertebrate and vertebrate species express a broad range of transcript isoforms bearing extended 3′ UTRs. The molecular mechanism that permits proximal 3′ end bypass in neurons is mysterious, and only (...) beginning to be elucidated. This landscape of neural 3′ UTR extensions, many reaching unprecedented lengths, may help service the unique post‐transcriptional regulatory needs of neurons. A combination of approaches, including transcriptome‐wide profiling, genetic screening to identify APA factors, biochemical dissection of alternative 3′ end formation, and manipulation of individual neural APA targets, will be necessary to gain fuller perspectives on the mechanism and biology of neural‐specific 3′ UTR lengthening. Although there is extensive information about why people participate in clinical trials, studies are largely based on quantitative evidence and typically focus on single conditions. Over the last decade investigations into why people volunteer for health research have become increasingly prominent across diverse research settings, offering variable based explanations of participation patterns driven primarily by recruitment concerns. Therapeutic misconception and altruism have emerged as predominant themes in this literature on motivations to participate in health research. BackgroundInformed consent forms for clinical research are several and variable at international, national and local levels. According to the literature, they are often unclear and poorly understood by participants. Within the H2020 project CORBEL—Coordinated Research Infrastructures Building Enduring Life-science Services—clinical researchers, researchers in ethical, social, and legal issues, experts in planning and management of clinical studies, clinicians, researchers in citizen involvement and public engagement worked together to provide a minimum set of requirements for informed consent in clinical studies.MethodsThe template (...) was based on a literature review including systematic reviews and guidelines searched on PubMed, Embase, Cochrane Library, NICE, SIGN, GIN, and Clearinghouse databases, and on comparison of templates gathered through an extensive search on the websites of research institutes, national and international agencies, and international initiatives. We discussed the draft versions step-by-step and then we referred to it as the “matrix” to underline its modular character and indicate that it allows adaptation to the context in which it will be used. The matrix was revised by representatives of two international patient groups.ResultsThe matrix covers the process of ensuring that the appropriate information, context and setting are provided so that the participant can give truly informed consent. It addresses the key topics and proposes wording on how to clarify the meaning of placebo and of non-inferiority studies, the importance of individual participants’ data sharing, and the impossibility of knowing in advance how the data might be used in future studies. Finally, it presents general suggestions on wording, format, and length of the information sheet.ConclusionsThe matrix underlines the importance of improving the process of communication, its proper conditions (space, time, setting), and addresses the participants’ lack of knowledge on how clinical research is conducted. It can be easily applied to a specific setting and could be a useful tool to identify the appropriate informed consent format for any study. The matrix is mainly intended to support multicentre interventional randomized clinical studies, but several suggestions also apply to non-interventional research. (shrink)

The primary objective of this study was to investigate the influence of religious commitment, intrinsic religiosity, perceived service quality, and CSR on customer purchase intention, with customer life satisfaction as a potential mediator. Additionally, the study examined the moderating effect of religious belief. A questionnaire was developed based on an extensive review of the literature to gather data from customers in the hospitality sector in Saudi Arabia, using convenience sampling. The study achieved a usable response rate of 81.4%. Structural equation (...) modelling (SEM) was employed using Smart PLS-4 to analyse the collected data. The results indicated that perceived service quality, CSR, religious commitment, and intrinsic religiosity significantly impacted customer life satisfaction. Furthermore, customer life satisfaction positively influenced customer repurchase intention. The statistical findings provided support for the moderating role of religious belief and the mediating effect of customer life satisfaction. German universities come under fire: in contemporary political discourse they are considered to be antiquated, inefficient and unfit for international competition. Accordingly, the German government implemented an extensive program of reforms. Following the so‐called ‘Sorbonne Declaration’, the universities shall become part of an European higher education system with comparable and compatible structures. With the focus on the field of academic teaching and learning, this essay discusses the way of defining these activities in a new, entrepreneurial way, and the implications of (...) this process within the university. The reflections lead to the thesis that the actual reforms ask for new forms of critique, because the neoliberal offer of marketable ways to teach and to learn makes the enduring asymmetry of power relations within the educational field invisible, endangers the democratic character of the university and trivializes education. In 2008, Susan L. Smith published “Mustard Gas and American Race-Based Human Experimentation in World War II.” Research, undertaken by the US Army, attempted to quantify the effect of mustard gas and othe chemical agents on people from different racial groups. This was based on the idea that different races would respond differently to the toxins, and in particular that this would be evident through dermal reaction. In other words, different skin color might mean different skin constitution. Some of the (...) testing seemed reasonable, since new chemicals and equipment had been developed since 1919, and the racial issue added another dimension to the research. On closer examination, the testing was primarily based on old chemical agents such as mustard gas, Lewisite and phosgene, and thus the extent of the testing seemed scientifically and medically unnecessary. The chemical agents had been developed, tested, used in battle, the wounded treated and the dead subjected to detailed pathological study. The major combatants in World War I had all committed extensive scientific resources to the study of these agents looking at both offensive and defensive aspects of their use, including toxicity testing. The U.S. Chemical Warfare Service had been formed in 1918 to specifically deal with issues such as toxicity tests, so why was the U.S. Army revisiting the subject of chemical weapons testing during World War II? Focusing on a subject the author has extensively engaged with over the years (most notably in his 2010 study Der Diener), the article develops the notion of service as a cultural technique, and the media-theoretical figure of the servant as its servomechanism. The analysis follows three distinct scenarios that highlight, via different channels of perception (acoustic, optic and haptic), the interplay between corporeal practices and media objects in the production of specific cultural effects. In each of the examples chosen, service (...) implies highly regulated networks of recursive operational chains that regulate in their turn the production and distribution of power and knowledge. Thus, Krajewski argues, despite, or rather, precisely because of their apparent marginality and invisibility, the ‘small gestures’ of service join the ranks of already established, elementary symbolic techniques such as reading or writing. This chapter examines the role of social learning in the governance of the forest ecosystem service through a case study that involves forest groups in Flanders, Belgium, where social learning has generated significant results within a short period. The case study specifically focuses on three social learning mechanisms extensively used in managing social-ecological systems. These mechanisms include a monitoring strategy based on sustainability criteria and indicators as a liberal learning device, experimenting with disruptive action strategies, and involving new stakeholders in (...) the learning process. The forest groups focus on instrumental and social trust to create trust between the government and the forest owners. Multifunctional forest management is the most effective strategy of extending forest-based services in Flanders. These strategies have produced significant results in Flanders in a short period. Within the research field of computer-mediated communication, extensive attention has been paid to the differences between CMC and spoken conversation, particularly in terms of sequential structure. In this study, the aim is to analyse how participants maintain continuity and handle discontinuities in institutionally arranged, computer-mediated communication. The empirical material consists of chat log files from in-service training courses for professionals in the food production industry. In the chat sessions we analysed, participants initially had some problems in co-ordinating their postings, that (...) is, keeping track of the discussion’s threading.We also found, however, that methods for co-ordinating postings rather quickly were established among the participants. Two methods for making recognizable how postings were to be read were common in the material: 1) the use of personal names to address a specific participant, and 2) recycling part of the content of a previous posting or reformulating the content in the posting addressed in recognizable ways. We also found an emerging norm in their interaction: that of waiting for one’s turn. (shrink)

The uses of statistical distributions for modeling real phenomena of nature have received considerable attention in the literature. The recent studies have pointed out the potential of statistical distributions in modeling data in applied sciences, particularly in financial sciences. Among them, the two-parameter Lomax distribution is one of the prominent models that can be used quite effectively for modeling data in management sciences, banking, finance, and actuarial sciences, among others. In the present article, we introduce a new three-parameter extension (...) of the Lomax distribution via using a class of claim distributions. The new model may be called the Lomax-Claim distribution. The parameters of the Lomax-Claim model are estimated using the maximum likelihood estimation method. The behaviors of the maximum likelihood estimators are examined by conducting a brief Monte Carlo study. The potentiality and applicability of the Lomax claim model are illustrated by analyzing a dataset taken from financial sciences representing the vehicle insurance loss data. For this dataset, the proposed model is compared with the Lomax, power Lomax, transmuted Lomax, and exponentiated Lomax distributions. To show the best fit of the competing distributions, we consider certain analytical tools such as the Anderson–Darling test statistic, Cramer–Von Mises test statistic, and Kolmogorov–Smirnov test statistic. Based on these analytical measures, we observed that the new model outperforms the competitive models. Furthermore, a bivariate extension of the proposed model called the Farlie–Gumble–Morgenstern bivariate Lomax-Claim distribution is also introduced, and different shapes for the density function are plotted. An application of the bivariate model to GDP and export of goods and services is provided. (shrink)

In this paper I put forward an ethical argument for the provision of extensive patient choice by the British National Health Service. I base this argument on traditional liberal rights to freedom of choice, on a welfare right to health care, and on a view of health as values-based. I argue that choice, to be ethically sustainable on this basis, must be values-based and rational. I also consider whether the British taxpayer may be persuadable with regard to the moral acceptability (...) of patient choice, making use of Rawls’ theory of political liberalism in this context. I identify issues that present problems in terms of public acceptance of choice, and also identify a boundary issue with regard to public health choices as against individual choices. (shrink)

Progress in medicine and the subsequent extension of health coverage has meant that health expenditure has increased sharply in Western countries. In the United States, this rise was precipitated in the 1980s, compounded by an increase in drug consumption which prompted the government to re-examine its financial support to care delivery, most notably in hospital care and emergencies services. In California for example, 50 emergency service providers were closed between 1990 and 2000, and nine in 1999–2000 alone. In (...) that State, only 355 hospitals (out of 568) have maintained emergency services departments (Darves, WebMB, 2001). Reforming hospital Emergency Department (ED) operations requires caution not only because the media pay a lot of attention to ED operations, but also because it raises ethical issues: this became more apparent with the enactment of the EMTALA which stipulates that federally funded hospitals are required to give emergency aid in order to “stabilize” a patient suffering from an “emergency medical condition” before discharging or transferring that patient to another facility. While in essence the law aims to preserve patient access to care, physicians assert that the EMTALA leads to more patients seeking care for non-urgent conditions in EDs (GAO, Report to Congressional Committees, 2001), leading to overcrowding, delayed care for patients with true emergency needs, and forcing hospitals to divert ambulances to other facilities resulting in further delays in urgent care. Also, fewer physicians are willing to be on-call in emergency departments because the EMTALA law requires on-call physicians to provide uncompensated care. Thus there is a need to find a balance between appropriate care to be provided to ED patients, and low costs since uncompensated care is not covered by state or federal funds. This concerns, first and foremost, hospitals that provide a greater amount of uncompensated care (e.g. hospitals serving communities with a higher population of illegal immigrants). Looking at the intrinsic causes of high ED costs, the paper first explains why costs of care provided in EDs are high, and look at a major cause of high ED costs: overcrowding and ED users’ characteristics. This is followed by a discussion on a much-debated factor: the use of EDs for non-emergency conditions, a practice which has often been accused of disproportionately raising costs. We look at various mechanisms used either to divert or prevent the patient from using ED: these include triage services; and the role of HMOs in the ED chain of care: though the US government has increasingly relied on Managed Care organizations to contain costs (e.g. Medicaid and Medicare Managed Care), do HMOs make a difference when it comes to ED costs? Of particular interest is the family physician acting as a gatekeeper, and the legislation that was enacted to protect those who bypass the referral system. We then look at the other end of the ED chain (i.e. the recipient): the financial responsibility of ED users has increased. Alternative providers such as walk-in clinics are increasingly common. EDs also attempt to reengineer their operations to curb costs. While the data are mostly applicable to a private health care system (e.g. the US), the article, using a critical assessment of the existing literature, has implications for other EDs generally, wherever they operate, since every ED faces similar funding problems. As the National Information Infra- structure develops new avenues for information products and services will open. Creating, identifying and protecting the information market space is a critical component to the success of information product and service developments. As a result, the producers of those products and service seek to protect their proprietary interest in the underlying information. However, these actions have broader consequences: Attempts to extend legal protection to basic facts and other public domain information demonstrate that the public (...) information space is slowly being reduced. Reviewing several information controversies as case studies is fruitful. Not only for assessing current trends in information disputes (warfare) but can form the basis for establishing several predictors useful in determining when future information ownership controversies may develop and result in the loss of public information space. One set of predictors helps define the information controversy and is descriptive. The second set of predictors characterizes the marketplace environment. It provides further nuance to the economic factors that force information owners to seek legal remedy. Identifying instances where both models suggest a change in information rights or ownership is most likely to result in the critical loss of access to public information space. (shrink)

Within a given culture – whether industrialized or more tradition oriented – essentially the same fundamental medical theories, practices, and pharmacopoeia tend to be applied to human and non-human sickness and patients. In modern industrialized societies, however, healthcare services are sharply divided between human and veterinary medicine. There is likewise a sharp division between practitioners in these two health sectors: medical doctors and veterinarians. Yet in non-Western, traditional or indigenous medical systems, the same practitioners often treat both humans and (...) animals. There is a growing body of literature that attests to the efficacy of traditional health practices and herbal medicines for the prevention and treatment of both human and livestock ailments.The authors argue for an intersectoral approach to human and veterinary health services in poor countries, especially those targeted to rural people with LIMITED access to modern health services. Extension of conventional medical and veterinary services is particularly difficult and costly in Third World countries where the necessary infrastructure (roads, clinics, labs, cold chains, etc.) is poorly developed and where much of the populace and their livestock reside in remote, rural areas, or where people may be nomadic or transhumant. Consideration should therefore be given to the joint delivery of human and livestock healthcare and related services, as well as to linking informal, ethnoveterinary practices and practitioners with more formalized systems of veterinary AND medical practice. This chapter is a product of a study undertaken to investigate the influence of gender related factors as regards to adoption of fish farming technology in selected villages of Morogoro Region, Tanzania. Data for this chapter had been collected in various studies conducted earlier and results published by the author about the study area from November 2005 to May 2008. These data were supplemented by primary data which had been collected by the author but not used before, and secondary information (...) from other sources. Descriptive statistics was used to report findings and data were validated by the level of significance and mean percentages. The overall results indicate that the adoption of fish farming technology was not gender neutral. More specifically, the results revealed that the probability of women to adopt fish farming technology was higher than that of men. This was likely because fish farming met women objectives of food security, immobility as they attend to household chores, and lack of alternative opportunities among themselves. Yet, women had lesser access to resources necessary for adoption of fish farming technology and were less reached by extension services than men. This was mainly attributed to the kinship system which favoured men than women, lack of legal information on ownership of productive resources and social-cultural and economic barriers to adoption among women such as high levels of illiteracy, low formal education, immobility, poverty in terms of low income and very heavy workload. In addition, although women participated in all activities of fish farming, men controlled income accruing from the activity. Three recommendations emerge from this study: First, there has to be alignment of extension methodology and activities to the task, needs, objectives, appropriate time and place and socio-cultural and economic barriers of women to technology adoption. Extension staff should be trained to take such aspects into account and plan for training sessions at times and locations suitable for women. Secondly, socio-cultural and economic barriers that hinder women’s access to productive resources should be identified and dealt with during project design. Finally, efforts should be made by women and other organizations to ensure that they are heard and they should exert pressure, through advocacy and lobbying, in order to bring equal distribution of income accruing from using fish farming technology.
