In a globalizing world, cross-national differences in values and business culture and understanding these differences become increasingly central to a range of organizational issues and ethical questions. However, various concerns have been raised about extant empirical research on cross-national dissimilarities in the cultural values of managers and the development of a unified business culture. This paper seeks to address three such concerns with the literature on convergence versus divergence of cultural values. It develops an empirical approach to the study of (...) changing business cultures that revolves around birth cohorts and intergenerational values shifts and aims to advance empirical knowledge of the dynamics of cross-national differences in the cultural values of managers. We use time-series data covering 68,708 managers and are able to consider a sample of 32 countries that represent more than half of the cultural clusters recognized in the literature. Results reveal diverse shifts in managerial values across birth cohorts with cross-national dissimilarities waning for some basic cultural dimensions, remaining stable for other dimensions, and becoming more pronounced for other dimensions still. Moving beyond the standard convergence/divergence taxonomy, we conclude that a full-fledged convergence–stability–divarication perspective provides the best basis for thinking about the subtle ways in which business cultures are changing. In 2004 a survey was conducted in the member states of the European Union designed to gain greater insight into the views on control strategies for foot and mouth disease, classical swine fever, and avian influenza with respect to the epidemiological, economic and social-ethical consequences of each of these animal diseases. This article presents the results of the social-ethical survey. A selection of stakeholders from each member state was asked to prioritize issues for the prevention (...) and control of these diseases. A majority of stakeholders chose preventive measures as the preferred issue. An analysis was done to determine whether there were differences in views expressed by stakeholders from member states with a history of recent epidemics and ones without such a history, and whether there were regional differences. There were no differences between member states with or without a history of recent epidemics. There were indeed regional differences between the priority orders from Northern and Southern Europe on the one hand, and from Eastern Europe on the other. (shrink)

Research Ethics is a key element of Responsible Research and Innovation (RRI). In spite of an increased interest in this topic there is little empirical evidence about scientists’ practice and perception of Research Ethics. Drawing on a large-scale survey among 4,180 European researchers we present unique insights into Research Ethics activities, researchers’ motivation for ethical behavior, the perceived barriers and benefits as well as the role of institutional support. According to the survey results, most researchers consider ethical (...) issues in their research projects and see it as part of good research practice or are convinced that research must be ethical. Perceived benefits of Research Ethics are higher quality of scientific outputs, higher social relevance of research, increased societal impact and a changed approach to risk. Barriers to ethics activities are particularly seen in the absence of institutional support and incentives. With regard to institutional support, we show that offers and infrastructures of Research Performing Organisations for Research Ethics are not well known among the employed researchers in general. Through a regression analysis about the influence of institutional support on Research Ethics we see at the same time that the provision of an Ethics team that researchers can address and the existence of a policy for designing ethical values and principles into research practice have a positive influence on researchers to engage in Research Ethics activities. The results underlines the importance of low-threshold services and personal contacts for researchers with ethical questions. (shrink)

This paper sheds new light on Putnam's hypothesis that watching television, particularly entertainment programs, contributes to an erosion of social trust. Previous studies have been unable to reach convincing evidence regarding this claim. It is argued that this is a consequence of the neglect of indirect, interpersonally mediated TV effects which supplement the influence of direct exposure, and extend even to those who do not watch television. Using data from the 2002 and 2004 waves of the European (...) class='Hi'>Social Survey in combination with aggregate data from telemetric audience research, we conduct a multilevel analysis of TV's impact on social trust. Investigating this macro-micro relationship, we find that patterns of general TV use in 25 European societies exert substantial effects on individual social trust that by far exceed those of individual TV use. In line with Putnam's hypothesis, there is a negative impact of total TV time; however, high market shares of public TV increase social trust. (shrink)

This paper explores by means of content analysis the extent to which the Finnish biggest companies have adapted socially responsible reporting practices. The research focuses on Human Resource (HR) reporting and covers corporate annual reports. The criteria has been set on the basis of the analysis of the documents published at the European level in the context of corporate social responsibility (CSR), paying special attention to the European Council appeal on CSR in March 2000. As CSR is (...) a relatively new concept in Finland, the paper also contributes to the discussion on interface between HR reporting (especially as based on measurements such as Human Resource Accounting and Intellectual Capital schools) and corporate social reporting practices. The results of the content analysis indicate that social reporting practices are still at an early stage of development in Finland. The most reported theme was ‘training and staff development’. A positive sign was that the majority also disclosed themes ‘participation and staff involvement’ and ‘employee health and well-being’. Furthermore, nearly one-third made references to their work atmosphere or job satisfaction survey. However, disclosures lacked overall consistency and comparability with each other and especially quantitative indicators were disclosed by few. Further concern was lack of information related to the theme equal opportunities and going beyond a sheer disclosure of age or gender structure. The other issues rarely disclosed were those related to employee work–life balance and integration of disadvantaged groups in the labour markets. (shrink)

The increasing availability of large cross-national datasets enables researchers to integrate micro and macro levels of relations between human values and behavior. Particularly interesting are interactions between personal and cultural levels which can demonstrate to what extent a specific behavior is affected by individual values and cultural context. In this study, we aimed to shed light on this issue by analyzing data on basic values and drinking behavior from 21 national representative samples of the European Social Survey (...) (2014). The results of multilevel regressions showed that country-level effects of Openness to Change (vs. Conservation) or Self-Transcendence (vs. Self-Enhancement) were not significantly related to frequency of drinking. As expected, individual-level Openness to Change (vs. Conservation) was consistently positively related to drinking frequency, whereas Self-Transcendence (vs. Self-Enhancement) was not. Contrary to our hypothesis, there was a positive association between personal Self-Transcendence (vs. Self-Enhancement) values and frequency of drinking in countries putting higher importance on extrinsic motivations (i.e., Conservation or Self-Enhancement values), while this link was less positive or even negative in countries valuing intrinsic motivations (i.e., Openness to Change or Self-Transcendence values). Moreover, a marginally significant interaction between individual- and country-level Openness to Change (vs. Conservation) values supported the same counter-intuitive result. These findings challenge the widespread idea that more conservative societies attenuate the link between personal values and behavior. In contrast, self-affirmation and cultural rewards theories, as well as culture-specific value instantiations, may explain these results. This study shows that the value-behavior link differs across cultures, yet in a more complex way than was assumed so far. This opens up new possibilities for research on values and behavior in a cross-cultural context. (shrink)

Mass media have been accused of cultivating anti-immigrant sentiments in Western societies. Most studies on this topic, however, have not made a distinction between the types of television program (information vs. entertainment) or television station (public vs. commercial). Adopting a comparative approach, we use data from the six waves of the European Social Survey (ESS, 2002–2012, n = 162,987) to assess the relationship between individual and aggregate level patterns of television consumption and anti-immigrant sentiments in European (...) societies. Individual television viewing time is positively associated with anti-immigrant sentiments, while frequent exposure to news and information programs is associated with lower levels of anti-immigrant sentiments. At the aggregate level we observe a positive effect of the total viewing time in society on anti-immigrant sentiments. In the conclusion we offer some suggestions on how this effect could be explained. (shrink)

In Western countries, a social trend toward delaying childbearing has been observed in women of reproductive age for the last two decades. This delay is due to different factors related to lifestyle, such as the development of a professional career or the absence of the right partner. As a consequence, women who defer childbearing may find themselves affected by age-related infertility when they decide to conceive. Fertility preservation techniques are, therefore, proposed as a solution for these women. Among all (...) possible solutions, social freezing is an alternative strongly discussed from a scientific, social and ethical point of view.A survey among 930 female students at the University of Padova (Italy) investigated their knowledge and attitudes on social egg freezing and their potential intentions regarding this procedure. To our knowledge, this is the first study to examine the level of awareness of age-related infertility in Italian young women and their attitudes regarding acceptable indications for elective oocyte freezing, their potential personal use, the circumstances in which they would then decide to use cryopreserved eggs, and their attitudes towards cost coverage and oocyte donation.Data collected in this study revealed some important points about young women and their knowledge about social oocyte freezing in Italy as compared to other European countries and the United States.Overall, 34.3% of the students reported having heard about the possibility of oocyte cryopreservation for non-medical reasons and being aware of the meaning of this procedure; only 19.5% were in favour of social egg freezing and 48.4% thought that the cost for this procedure should be borne entirely by the woman herself. Regarding egg donation, the majority of students (64.9%) would not accept donating their eggs to a known woman or couple and 42.5% would instead accept donating to a biobank.Our study shows that young Italian women are significantly less aware of age-related decline in fertility and the possibility of using social egg freezing compared to their similarly situated counterparts in other Western countries. This book is a revised translation of two works by Miroslav Hroch, which together form a pioneering comparative analysis of the various struggles for national identity in nineteenth-century Europe. It is concerned with the decisive phase of 'national renaissance', when small groups of committed patriots successfully generated mass support. When and why was their propaganda effective? The author attempts to answer this fundamental question by locating the patriots within the contemporary social structure, and uses data derived from many different (...) nationalisms. The work is divided into three sections; a theoretical examination of the origins of nationalism and nation-hood, a quantitative survey of the social and territorial structure of the patriots of eight representative national movements, and a comparative analysis of the social and professional groups that formed the milieu of patriotism. Pro-social basic human values and civic involvement. The moderating role of survival vs self-expression cultural context The present study investigated a hypothesis that the pro-social values differentiated by S. Schwartz's model of basic human values - universalism and benevolence - would positively predict civic involvement. Most importantly, authors expected that the type of pro-social value that would play a dominant motivational role would depend on moderating role of the level of self-expression and benevolence - cultural value dimension (...) developed by R. Inglehart. Based on discriminant function analyses performed on the data gathered in 17 European countries through the European Social Survey conducted in 2002, authors found that universalism predicts civic involvement only in self-expression countries, whereas the role of benevolence is rather neglectable and independent of the cultural context. Class effects in Estonia, Finland, Latvia and Lithuania are compared in the framework of the Neo-Weberian social class theory (EGP class schema), using European Social Survey (ESS) Round 4 (2008–2010) data, just at the time when Estonia, Latvia and Lithuania completed their transition to market economy and liberal democracy. Finland, perceived in the post-communist Baltic countries as a model or a “real utopia” state, is used as benchmark for a comparative estimation of the strength of class (...) effects. The main findings of the statistical correspondence analysis are the following: (1) Class inequality of life chances is more pronounced in the post-communist Baltics than in Finland; (2) Paradoxically, class effects on ideological orientations and party voting are more prominent in Finland, where class inequality is less pronounced. Empirical tests of Schwartz’s theory of culture-level value priorities have predominantly been performed using an averaging approach–as values of the average individual in a culture. However, from a theory of measurement standpoint such an approach seems inadequate. We argue that the averaging approach is an insufficiently accurate methodology in capturing the compatibilities-incompatibilities between values of individuals within cultures. We propose an approach based on the distribution of values of individuals in a given culture–the distribution approach. Using data from two rounds (...) of the European Social Survey, we show how frequencies of specific individual value priorities in a culture can be used towards the description of culture-level value preferences. We recommend a re-conceptualization of Schwartz’s culture-level value theory to an orthogonal two-dimensional structure, namely as Preservation vs. Alteration and Dominance vs. Amenability, which we explain based on heterogeneity in socioecological indicators across countries. We conclude that societal challenges may influence the cultural value climate across countries. (shrink)

In the present paper we investigate the role of human values in the reception of the Convention on Preventing and Combating Violence Against Women and Domestic Violence (better known as ‘the Istanbul Convention’) within the EU. By establishing a certain relationship between the most important arguments raised in favor of or against the convention and values from Schwartz’s theory of human values, we formulate certain hypotheses about the influence of the importance the people from a given EU member state ascribe (...) to certain values on the decision of that EU member state on whether the convention should be ratified. We also hypothesize that human values have played the role of mediator between the decision in question and the waves of immigrants from the Middle East and North Africa to the EU. All hypotheses are tested using the results from the European Social Survey. These results suggest that: 1) a more positive attitude towards the convention is correlated with higher importance of the value ‘universalism-concern’ and lower importance of the value ‘tradition’; 2) the value ‘universalism-concern’ has played the role of mediator described above. This article analyzes the political uses of social media in Spain and the functions of digital communities that are generated through them. The 2018 European Social Survey for Spain, the General Elections Post-Election Study of November 2019 and the CIS Post-Election Barometer of the same election are used. In addition, almost half a million tweets are analyzed in response to the messages emitted on Twitter by the main candidates in the April elections. As a result, there (...) is a polarized use of social networks to inform and participate. Also, the existence of two groups within the digital communities that carry out the orientation or discussion process. Likewise, as the date of the elections approaches, the dynamics of competition are not constructed based on the left-right logic, but on a government-opposition key. (shrink)

Europe is understood as a geographical region of a global totality, and treated in political-economic terms; and European identity is largely investigated through social surveys. In this paper we analyse the degree to which a distinction between social science and public health research and other non-research activities can account for differences between a number of large scale social surveys performed at the national and European level. The differences we will focus on are differences in how participation is elicited and how data are used for government, research and other purposes. We will argue that the research / non-research distinction does not account for (...) the identified differences in recruitment or use and that there are no other convincing justifications. We argue that this entails that eliciting participation by coercion or manipulation becomes very difficult to justify. (shrink)

La montée des populismes ramène à l’avant-plan une question souvent négligée : la colère politique pousse-t-elle à l’action ou à l’inaction? Plus fondamentalement, nous cherchons ici à savoir si la propension à l’engagement politique est plus grande lorsqu’elle s’adosse au cynisme ou, au contraire, lorsqu’elle s’adosse au pragmatisme. L’analyse est menée sur deux fronts, l’un empirique, l’autre théorique. Dans le premier cas, la European Social Survey sert de corpus, avec plus de 100 000 répondants, répartis dans 12 (...) pays, sur une période de douze ans. L’analyse théorique s’appuie sur les réflexions de William James et de John Dewey, deux fondateurs du pragmatisme moderne. Corporate social responsibility (CSR) is a comprehensive concept that aims at the promotion of responsible business practices closely linked to the strategy of enterprises. Although there is no single accepted definition of CSR, it remains an inspiring, challenging and strategic development that is becoming an increasingly important priority for companies of all sizes and types, particularly in Europe. Promotion of well-being at work is an essential component of CSR; however, the link between CSR, working conditions and work organisation is (...) still found to be unfamiliar to stakeholders. As CSR is strategic and is regarded by many companies and corporate leaders as an important development, it offers opportunities for psychosocial risk management, an area that is currently among the top priorities in working environment and well-being at work debates. However, the link between CSR and psychosocial risk management has not been addressed clearly before. This paper aims to explore the potential role of CSR in promoting well-being at work through the development of a framework for the management of psychosocial risks. As part of the research, key stakeholders [including the World Health Organization (WHO), the International Labour Organization (ILO), the European Agency for Safety and Health at Work (EU-OSHA), the European Commission (EC), employers’ associations, trade unions and other policy experts] across Europe participated in a survey, interviews and focus groups to assess and clarify the link between CSR and psychosocial risk management. On the basis of the findings, a CSR-inspired approach to the management of psychosocial issues at work is proposed. Such an approach can be a useful tool in contexts where, up until now, expertise and tradition in dealing with psychosocial issues have been lacking. (shrink)

Based on a survey and content analysis of 462 peer-reviewed academic articles over the period 1990–2014, this article reviews theories related to the external drivers of corporate social responsibility and the internal drivers of CSR that have been utilized to explain CSR. The article discusses the main tenets of the principal theoretical perspectives and their application in CSR research. Going beyond previous reviews that have largely failed to investigate theory applications in CSR scholarship, this article stresses the importance (...) of theory-driven explanations of CSR and the complementarity of different theories. The article demonstrates that the current mainstream theorizing of CSR is dominated by theories related to the external drivers of CSR and is less developed with regard to the internal dynamics. The article outlines several productive avenues for future research: the need for multi-theory studies and more research at multiple levels of analysis, particularly at the individual level of analysis. It suggests that CSR scholarship can benefit from combining theoretical insights from a range of established theoretical lenses such as institutional theory and RBV, and can gain new insights from theoretical lenses such as Austrian economics and micro-level psychological theories. Universal Basic Income is a periodic cash payment to all residents in a jurisdiction, without obligation. Universalism and unconditionality distinguish UBI from other redistributive policies that require means testing and certain behaviors to gain and maintain eligibility. Despite an increased interest in UBI, it is poorly understood how these two critical features – universalism and unconditionality – influence public attitudes toward UBI. This paper explores results of the eighth round of the European Social Survey and finds that (...) people who support unconditionality are more likely to support UBI, as expected. But support for UBI is also significantly associated with a desire to help the poor rather than provide universal cash transfers to all individuals. (shrink)

The aim of this paper is to discuss the notion of value presupposed by empirical value-surveys such as the World Values Survey (WVS) or the European Values Study (EVS), using some basic distinctions of philosophical value-theory. I intend to show that the framework of these surveys is grounded on definitions or implicit claims that are systematically problematic, having also a certain impact on the empirical realisation and some of the survey’s outcomes. First, it is shown that the (...) assumption of values as “that what is valued” is not consistent with a taxonomy of four value-groups. Whereas the former leads to an inflation of values, the latter is too narrow even for the conceptualisation of some values mentioned in the survey’s questionnaire. Referring to the philosophical distinction of values and (valuable) goods, it is also shown that the survey’s framework is not able to articulate cases in which we value the same good over time but because of different value-aspects. Second, it is shown that an understanding of the value-groups as fundamentally conflicting does not withstand a critical review: Whereas the conflict of materialist and post-materialist values should be understood as a mere difference of preferences regarding goods that are all evaluated positively, the assumed conflict of traditional and secular-rational values depends on a rigorous, intolerant articulation of value-based worldviews. This article investigates pro-environmental behaviours and activism focusing on the patterns of environmentally-oriented public behaviours (e.g. civic activities such as signing a petition about an environmental issue, giving money to an environmental group, or taking part in a protest or demonstration about an environmental issue, being a member of an environmental group) as well as environmentally-oriented private behaviours (e.g. sorting glass or tins or plastic or newspapers and so on for recycling, cutting back on driving a car, reducing the energy (...) or fuel you use at home, choosing to save or re-use water and avoiding of buying certain products for environmental reasons). Values, which serve as fundamental motivators for attitudes and behaviours, have been extensively studied in social sciences. Scholars, beginning with Allport and Rokeach, have developed various theories and conducted empirical research to examine values as independent variables and their connections to other concepts. This article provides a comprehensive review of empirical studies utilizing Schwartz’s value model and corresponding measurement scales (Schwartz Value Scale, 1992 and Portrait Value Questionnaire, 2003) to analyse the relationships between basic human values, attitudes and behaviours. (...) Additionally, we summarize the conditions under which an individual’s internal values activate and how they influence their actions. The analysis of the included articles concludes that basic human values, directly and indirectly, impact attitudes and behaviours regardless of the analytical approaches and contextual factors. Furthermore, the study found that the researchers observe these effects by considering a comprehensive value perspective, context, situational pressures or limitations, cognitive support, time and specific individual and national-level variables. This research note examines the relationship between public attitudes toward universal basic income and country-level socio-economic conditions in 21 European Countries. Despite abundant theoretical and empirical research on UBI, a comparative analysis of public appetite for UBI has been unavailable due to data limitations. This research note takes advantage of the 2016 European Social Survey to explore the connection between public support for UBI and levels of social protection and economic insecurity.

In the current media landscape, it is becoming increasingly difficult for citizens to rely on trustworthy information, not least because reliable facts are mixed with dubious claims, unsubstantiated opinions, or outright lies. The ability to distinguish factual from other types of mediated information is becoming increasingly crucial, but we know little about how well-equipped citizens are to make these distinctions. In an original survey study conducted in ten European countries, we asked respondents whether they considered six different statements (...) relating to the European Union to be factual or opinion statements. Our results show that citizens have considerable difficulties in correctly identifying both factual information and opinions. Next to pre-existing judgements, we identify media-related, political, and sociodemographic factors that influence categorisation accuracy. We discuss our findings in relation to citizens’ perceptions of journalistic credibility and their information literacy as well as ongoing debates about the effectiveness of fact-checkers on social media. Nobilitas is a study of the history of aristocratic philosophy from ancient Greece to the early twentieth century that aims at providing an alternative to the liberal democratic norms, which are propagated today as the only viable socio-political system for the world community. Jacob reveals that, contrary to popular belief, the social and cultural development of European civilization has, for twenty-five centuries, been based not on democratic or communist notions but, rather on aristocratic and nationalist notions. Beginning with (...) the political philosophies of Plato and Aristotle, and continuing through Renaissance and Baroque aristocratic philosophers, the German Idealists, and English and Italian nationalists, the study ends with the transformation of aristocratic philosophy in nineteenth century Germany into racist elitism. As such, the study includes a survey of the philosophical bases of racism and anti-Semitism. These topics have been systematically excluded from academic and political debate since the end of the last Great War. The aim of the paper is to analyse whether and to what extent the network concept has become the Leitbild of an emerging new economy. The analysis is based on a company survey conducted in eight European territories. There is empirical evidence that only a minority of companies have applied the network concept as a dominant restructuring model, while various types of Fordism are still influencing companies' view on efficient techno-organisational forms. The regional analysis demonstrates that there is (...) not only one path into an informational economy. Some territories still stick to low-tech Fordism, while others apply a technology-based flexi-Fordism, in which ICT functions as a key mechanism to make Fordist structures more flexible. Only in a minority of territories is an informational network economy emerging in which ICT has the function of enabling and supporting communication and co-operation within decentralised organisational forms. Over 40 years ago, Daniel Bell made the provocative claim that ideological polarization was diminishing in Western democracies, but new ideologies were emerging and driving politics in developing nations. This article tests the EndofIdeology thesis with a new wave of public opinion data from the World Values Survey (WVS) that covers over 70 nations representing more than 80 per cent of the world's population. We find that polarization along the Left/Right dimension is substantially greater in the less affluent and (...) less democratic societies than in advanced industrial democracies. The correlates of Left/Right orientations also vary systematically across regions. The twin pillars of economic and religious cleavages remain important in European states; cultural values and nationalism provide stronger bases of ideology in Asia and the Middle East. As Bell suggested, social modernization does seem to transform the extent and bases of ideological polarization within contemporary societies. (shrink)

In recent years Community Supported Agriculture (CSA), an innovative grassroots movement connecting consumers with a local farm, has rapidly spread across Germany and other industrialized countries. An increasing number of consumers who are dissatisfied with conventional food supply chains have signed up to receive fresh produce, support a local community and protect the environment. So far little is known, though, about the underlying value structures of CSA. Nevertheless, identifying factors influencing consumers’ interest in CSA is regarded as a major aim (...) of contemporary CSA research. This research aims to provide insights into CSA members’ value structures, and delineates CSA members by comparing their value structures to those of the German population in general. Schwartz’s Portrait Value Questionnaire was used in a standardized online survey of CSA members to mirror the dataset which is available to the German public via the European Social Survey. A total sample of 205 CSA members was used to examine common value structures by comparing them with the German public. This study’s findings strongly indicate that a CSA membership goes along with a characteristic value pattern: CSA members highly appreciate self-transcendence and openness to change, but tend to reject conservation and self-enhancement values. Addressing members’ preference for openness to change and self-transcendence may help CSAs to reduce fluctuation rates. It might also enhance CSA marketing strategy by addressing potential members’ interests more precisely. Therefore, identifying and communicating common values of a CSA might be a key factor in determining its long-term success and stability. (shrink)

The article is based on the data of the 10th round of the European Social Survey (ESS) analysis and discusses the correlation between Lithuanian residents’ satisfaction with democracy and political participation, self-evaluation of political efficacy, social trust, trust in authorities and satisfaction with their performance, as well as sociodemographic variables. The article also analyses the dynamics of satisfaction with democracy in Lithuania, and this indicator is compared with the data of other countries that participated in the (...) ESS. The analysis was performed with a representative sample of the Lithuanian population, and the case of Lithuania was compared with representative population samples of other countries. The method of research is statistical analysis, Pearson’s r correlation coefficient was calculated. Statistically significant correlations were identified between the satisfaction with democracy and almost all analysed variables. The strongest positive statistically significant correlations between the satisfaction with democracy in Lithuania are with the satisfaction with the government and its performance and trust in authorities. (bio)I shall approach the issue of justice in the allocation of scarce resources from the viewpoint of Catholic social teaching, as developed over the last century. This teaching is found primarily in the social encyclicals issued by popes from Leo XIII (1878–1903) to John Paul II (1978- ), but also in the pastoral letters of (...) the various bishops’ conferences, especially in the United States and in Latin America. These documents, which enjoy a high standing in Catholic teaching but which are not taken as binding in all their particulars, form part of a tradition of moral and social theorizing that a contemporary American would regard as “communitarian.” On social questions, this tradition also has shown itself to be historicist in that it is capable of modifying itself in significant ways in response to changing political and economic situations. It normally approaches issues from a universalist perspective, though it has shifted from a preoccupation with the concerns of the industrial societies of Europe to an advocacy of much of the reform agenda of the Third World.Rooted in classical and biblical sources and modified in the course of the last [End Page 401] century to include a principled acceptance of religious freedom, of human rights, and of democratic political institutions, the Catholic social tradition proposes a number of ideas that can serve as the basis for significant criticism of currently dominant liberal modes of organizing and interpreting advanced industrial societies. These ideas do not form a countertheory to liberalism so much as they indicate ways in which a religious organization that includes both hierarchical and egalitarian elements in its structure and that has both moral commitments and practical responsibilities with regard to health care can draw on its intellectual resources to develop alternative strategies for the reform of health care.I shall survey six ideas that figure prominently in Catholic social teaching and that are relevant to the allocation of scare resources in American health care. Space constraints require that I present them in a very condensed fashion, without tracing the complex development they have undergone in the internal Catholic debate or subjecting them to much criticism.First, Catholic social teaching, especially the great encyclical of John XXIII, Pacem In Terris (PT 1963), affirms the full range of human rights recognized in such modern documents as the Universal Declaration of Human Rights (1949). In addition to the civil and political rights enumerated in the Bill of Rights added to the original U.S. Constitution (1791), the Universal Declaration includes rights “to life, to bodily integrity, and to the means which are suitable for the proper development of life; these are primarily food, clothing, shelter, rest, medical care, and finally the necessary social services” (PT 11). Catholic social teaching has not committed itself to one particular way of institutionalizing these rights, but it effectively endorses the comprehensive West European welfare states that the Christian Democratic political parties helped to construct in the period after 1945.Second, Catholic social teaching has accorded a central organizing role to the notion of the common good, the realization of which “is the whole reason for the existence of civil authorities” (PT 54). The common good, however, is not to be understood as identical with the interest or the power of the state; rather, it “embraces the sum total of those conditions of social living whereby men are enabled to achieve their own integral perfection more fully and more easily” (PT 58; quoting Mater et Magistra). John XXIII is particularly anxious to affirm that the common good cannot be construed so as to exclude some groups or to violate the rights of individuals and that it must include both physical and spiritual goods (PT 55–61). The notion of the common good has both an inherent attractiveness and a vagueness that cries out for specification and clarification. This article analyses individual level support for a Basic Income Guarantee (BIG) using the European Social Survey. At the country level, support is highest in South and Central Eastern Europe, but variation does not otherwise seem to follow established differences between varieties of capitalisms or welfare state regimes. At the individual level, findings are broadly in line with the expectations of the political economy literature. Left-leaning individuals facing high labour market risk and/or on low incomes are more (...) supportive of a BIG, whereas current union members are less likely to support a BIG, consistent with the insider-outsider literature. However, when controlling for confounding variables, union membership is not statistically significant, suggesting that it is not membership per se, but the characteristics of unionised workers that make them less supportive. In many countries, a coalition between centrist and left-leaning individuals therefore seems most promising, but its political feasibility depends on whether enough union members are favourable to a BIG and on the level of opposition from high income and/or conservative parts of the electorate. Human oversight has become a key mechanism for the governance of artificial intelligence (“AI”). Human overseers are supposed to increase the accuracy and safety of AI systems, uphold human values, and build trust in the technology. Empirical research suggests, however, that humans are not reliable in fulfilling their oversight tasks. They may be lacking in competence or be harmfully incentivised. This creates a challenge for human oversight to be effective. In addressing this challenge, this article aims to make three contributions. (...) First, it surveys the emerging laws of oversight, most importantly the European Union’s Artificial Intelligence Act (“AIA”). It will be shown that while the AIA is concerned with the competence of human overseers, it does not provide much guidance on how to achieve effective oversight and leaves oversight obligations for AI developers underdefined. Second, this article presents a novel taxonomy of human oversight roles, differentiated along whether human intervention is constitutive to, or corrective of a decision made or supported by an AI. The taxonomy allows to propose suggestions for improving effectiveness tailored to the type of oversight in question. Third, drawing on scholarship within democratic theory, this article formulates six normative principles which institutionalise distrust in human oversight of AI. The institutionalisation of distrust has historically been practised in democratic governance. Applied for the first time to AI governance, the principles anticipate the fallibility of human overseers and seek to mitigate them at the level of institutional design. They aim to directly increase the trustworthiness of human oversight and to indirectly inspire well-placed trust in AI governance. (shrink)

This study contributes to the emerging literature on public opinion on a universal basic income not only by investigating the role of basic human values in influencing support for UBI but also by examining the moderating role of welfare state development in the association between basic human values and UBI support. Using the European Social Survey Round 8 in 2016, which has an item asking whether to support UBI and the 21-item measure of human values that is (...) based on the Schwartz theory of basic human values, the results show that individual universalism that is a self-transcendence value is positively and significantly associated with support for UBI, while the other self-transcendence value, benevolence, has a negative relationship with that; the two self-enhancement values, power and achievement, are positively linked to support for UBI. Additionally, in advanced welfare states, people who are more inclined towards individual universalism are more likely to support UBI; by contrast, in underdeveloped welfare states, this relationship is not apparent. Europe has taken a leading role in the promotion and implementation of CSR. Corporate social responsibility (CSR) is becoming increasingly important in China. This paper investigates the implementation of instruments for dimensions of CSR that are relevant for the Chinese context and the challenges that Chinese companies face. Based on a survey among 109 Chinese companies, we find that formal instruments to implement CSR are rather common. Companies spend most effort in improving the economic aspects of CSR, such as competitiveness, product innovation and process innovation. Only a small minority of the (...) companies set concrete targets and report the realization of these targets for social and environmental goals. This indicates that the attention to social and environmental aspects of CSR is still rather loose. The most important challenges for improving CSR are strong competitive pressure, insufficient support from the government and/or nongovernmental organizations and high costs of CSR implementation. Multiple regression analysis shows that the use of instruments is positively related to company size and foreign ownership and negatively related to lack of resources and support for CSR by investors and consumers. The “smart village” flourishes – at least in policy papers that envision the revitalization of rural areas through the civic deployment of networked media and telecommunications. Yet, while such aspirations are widespread, little is known about the views of those tasked with supervising and supporting digitally driven public participation for rural progress. To address the lack of insight into what these intermediary administrators conceive as catalysts and challenges for the realization of smart village conceptions, we surveyed representatives of regions in (...) Germany who oversee rural development schemes, most notably within the European LEADER framework. For these key actors, digital participation does not mainly hinge on broadband access and IT availability. Instead, they emphasize the importance of human and administrative resources as well as multi-actor collaboration, which we discuss in terms of digital readiness, digital willingness, and digital activity. Building the smart village, we conclude, seems not so much a matter of technological infrastructure, but rather of sociotechnical infrastructuring. (shrink)

The paper presents an analysis of the cultural embeddedness of arguments, raised as a part of the Bulgarian debate about the ratification of the Istanbul convention. The method I employed was the localization procedure of Generalized Argumentation theory. Through a qualitative analysis of empirical argumentation data, I identified arguments in favour of or against the ratification of the Istanbul convention. Information about the cultural background against which these arguments were raised, i.e. about Bulgarian culture, was gathered from the part of (...) the ninth wave of the European Social Survey that used the Portrait Value Questionnaire—an instrument for measuring human values, based on Schwartz’s theory of human values. By establishing a certain relationship between the arguments and the cultural background information, I came to the conclusion that the debate between the proponents and the opponents of the ratification represented a conflict between the basic values of universalism and tradition, and more particularly, between the lower-order values of equality and respect for tradition. This paper examines undergraduate business students' perception of corporate social responsibility in cases in which they have not attended any specific course either dealing with CSR or providing training in ethics. A survey was conducted of 535 Spanish business students as future managers. The results show that the stakeholders' perspective deserves a huge attention for those students considering what the keys of business success are. Significant differences in perception were nevertheless identified when a multifactorial analysis was undertaken. Female (...) students are more concerned about CSR issues. The maximization of value for shareholders is less valued by second- and third-year students than by first-year ones. The findings point to a number of important orientations for the future development of university curriculum. (shrink)

Vertinant asmeninę gerovę, remiantis hedonine prieiga, straipsnyje analizuojami kognityvinės ir afekto dedamųjų kintamieji. Vertinant socialinę gerovę analizuojamas subjektyvus socioeko­nominės pozicijos suvokimas, socialinis optimizmas, socialiniai ryšiai bei aktyvaus įsitraukimo lygis. Apibendrinus tyrimo rezultatus teigiama, jog Lietuvos gyventojams būdinga tik vidutiniška tiek asmeninė, tiek socialinė subjektyvi gerovė. Pabrėžtina, jog iš visų analizuotų gerovės komponentų palankiausiai vertintina asmeninės gerovės afekto dedamoji bei Lietuvos gyventojų turimas susiejantis socialinis kapitalas.

Generalized trust, the belief that most other people can be trusted, has positive consequences for health and wellbeing. An increased sense of community is often seen in times of crisis or disaster, but it is unclear whether this is the case in the COVID-19 pandemic. The objectives of the current study were to assess whether generalized trust increased in an early pandemic phase compared to pre-pandemic levels, and whether trust was lower in individuals who felt particularly threatened or burdened in (...) the pandemic. We compared levels of generalized trust in a population-representative Norwegian sample with pre-pandemic levels from the European Social Survey. Age- and gender-adjusted expected scores were compared to observed scores, using weighted data. Secondly, we tested whether indicators of pandemic-related strain, perceived health risks, or pandemic-related worry were associated with a lower level of generalized trust. This cross-sectional study was conducted in an early opening-up phase. The observed levels of generalized trust in an early pandemic phase did not differ significantly from expected levels based on pre-pandemic measures. Higher trust was found among individuals who reported personal experience with the COVID-19 disease. Pandemic-related worry and a high perceived health threat were both associated with a lower level of generalized trust. These results indicate that personal experiences with the COVID-19 pandemic could influence trust in others, although this link may be context-dependent. Generalized trust is considered to be an important asset in society, and promote health and well-being. As the pandemic evolves, there is a risk that we may lose, or a chance that we could gain, trust, with potential consequences for our health. (shrink)

This paper reports the framework, method and main findings of an analysis of cultural milieus in 4 European countries. The analysis is based on a questionnaire applied to a sample built through a two-step procedure of post-hoc random selection from a broader dataset based on an online survey. Responses to the questionnaire were subjected to multidimensional analysis-a combination of Multiple Correspondence Analysis and Cluster Analysis. We identified 5 symbolic universes, that correspond to basic, embodied, affect-laden, generalized worldviews. People (...) in this study see the world as either a) an ordered universe;b) a matter of interpersonal bond;c) a caring society;d) consisting of a niche of belongingness;e) a hostile place. These symbolic universes were also interpreted as semiotic capital: they reflect the capacity of a place to foster social and civic development. Moreover, the distribution of the symbolic universes, and therefore social and civic engagement, is demonstrated to be variable across the 4 countries in the analysis. Finally, we develop a retrospective reconstruction of the distribution of symbolic universes as well as the interplay between their current state and past, present and future socio-institutional scenarios. Following corporate accounting scandals there has been an increasing concern with understanding the factors that undermine the occupational values of accounting professionals, which emphasize self-transcendence in the pursuit of public good and openness to change in the pursuit of autonomy and creativity. Prior studies have demonstrated that these values are undermined in economically rationalized organizational environments. Our study advances this research by examining how accounting professionals’ occupational values are influenced by the economic rationalization of countries where they are employed. While (...) economic rationalization of countries is recognized as a key macrostructural, social-level influence on individual values, the theory is divided regarding its normative effects. While economic rationalization may decrease the priority of occupational values by transforming professional action in accordance with the calculative logic of economic rationality, it can also increase the priority of these values by providing resources necessary for freeing professionals from the material constraints of survival. We test these divergent insights using the European Social Survey data for 28 countries. Our results indicate that economic rationalization decrease accountants’ occupational values beyond the effects of cultural values and work-related characteristics. (shrink)
