The purpose of this research will be to present the classroom management issues faced by prison teachers and introduce strategies applied by prison teachers managing them within the formal education system in correctional service. Cell classrooms, inmate students, and prison teachers’ characteristics and the importance of prison education are to be analyzed within Kosovo Correctional Service. To reach these goals three questions will be raised: 1. What are the classroom management issues in prison schools? 2. Are the prison teachers professionally (...) prepared to teach to inmate students? and 3. Do prison schools differ from schools in the common world? This study will be introduced through qualitative data and a literature review as instruments of the study dedicated to prison classroom management and characteristics, teachers and inmates’ responsibilities and benefits within the informal education system within Kosovo Correctional Service. The research findings revealed that similar classroom management issues are present in prison schooling compared to classrooms in the free world; prison teachers are not additionally prepared to teach in prison classrooms to inmate students. Prisoners, who plan to rehabilitate and reintegrate themselves through formal prison education, want their circumstances and prison characteristics to be taken into consideration by all factors involved in their schooling within prison walls. It is important to define and practice ethical rules and codes for professionalisation. Several national and international associations have determined midwifery ethical codes. In Turkey, ethical rules and codes that would facilitate midwifery becoming professionalised have not yet been determined. This study was planned to contribute to the professionalisation of midwifery by determining national ethical values and codes. A total of 1067 Turkish midwives completed the survey. The most prevalent values of Turkish midwives were care for mother–child health, responsibility and (...) professional adequacy. The preferred professional codes chosen by Turkish midwives were absence of conflicts of interest, respect for privacy, avoidance of deception, reporting of faulty practices, consideration of mothers and newborns as separate beings and prevention of harm. In conclusion, cultural values, beliefs and expectations of society cannot be underestimated, although the international professional values and codes of ethics contribute significantly to professionalisation of the midwifery profession. Providing effective care to patients and making the right decisions in difficult working environments depend on moral sensitivity. Emotional intelligence and ethical sensitivity affect nursing care. This study aimed to investigate the relationship between nursing students’ emotional intelligence and ethical sensitivity levels. The research employed a descriptive-correlational design, 201 nursing students studying at a university in the Central Anatolia region, Turkey, participated in the study. Students’ ethical sensitivity was found to be significant. The nursing students received the highest score in (...) the “Interpersonal Orientation” sub-dimension of the Moral Sensitivity Scale, while their lowest score was observed in the “Experiencing ethical dilemma” sub-dimension. The SSREIT and MMSQSN total scores of the students who willingly chose the nursing department and loved their field were found to be higher. It was found that the ethical sensitivity of nursing students was at a significant level and gender, family type, having sibling and perception of economic status affected the level of ethical sensitivity. Background: Compassion-based practices in midwifery are the most important expression of the depth of care quality. This concept is insufficiently represented in literature, therefore, studies on this subject are of utmost importance. Objectives: This study aims to determine the levels of compassion of midwives working in the delivery room and the factors affecting these levels. The study was carried out in Kocaeli, Turkey. Methods: This descriptive study was carried out from 1 February to 15 April 2019 in delivery rooms of (...) six different hospitals located in the provincial centre of Kocaeli, Turkey, with 78 actively working midwives. Data were collected using a ‘Compassion Scale’ and analysed using the Mann–Whitney U test, the Kruskal–Wallis H test and the Spearman correlation test. Ethical considerations: This study was conducted according to ethical scientific guidelines. Results: The compassion score of the midwives were found to be 4.19 ± 0.39. The total compassion score was affected by professional factors such as number of patients, alternating shift work, number of traumatic births and work satisfaction. While the kindness subscores decreased depending on shift work and number of traumatic births, it was determined that the midwives who were satisfied with their work had higher kindness scores than those who were not. Also, as the age and professional experience of the midwives and the number of traumatic births increased, their indifference score also increased. Midwives who reported that they were not satisfied with their job had higher scores regarding separation and disengagement scores than those who were satisfied with their job. Conclusion: It was determined that the compassion levels of midwives were found to be negatively affected by factors such as age, professional experience, job satisfaction and number of monthly traumatic births in a month. They should be reminded that compassionate midwifery care for women is a basic human right. (shrink)

Turkish modernization relied on the western social sciences and humanities not only as an abstract and distant model, but also in the form of close encounters and interactions with western refugee scholars. This article examines the activities of western intellectuals and experts who visited Turkey in the early republican era (1923—50), especially focusing on a group of émigré scholars who were employed in Turkey after the university reform of 1933. While European and North American social scientists were drawn to meticulous (...) comparisons of `East' and `West' in this period, elites in the former component of this comparative dichotomy were seeking creative ways to turn this taxonomy to their advantage. In the Turkish case, the project of adopting modernity contained universalistic aspects intended to function for particular local needs. A body of racial, historical and linguistic theories attempted to create and sustain a nationally homogeneous society while, at the same time, emphasizing the contributions of Turkishness to western and modern history. Republican scholars tried to establish the Turkish origins of western civilization with the help of western social sciences in general and of western émigré scholars in particular. In the process of facilitating the local efforts to import western modernity into the specificity of Turkishness, refugee scholars encountered contradictory demands and employed different strategies to respond to these demands. Browning’s and Serembe’s love poems will be analyzed in this research paper in order to illustrate how they reflected their efforts to present the idea of love in their poetry. In the ‘By the Fire-Side’, one of the major poems of Robert Browning during the thesaurus of the British Victorian period and Zef Serembe’s ‘Song for Longing’, considered by many to rank among the best love poems of Rilindja (Renaissance) poets in the nineteenth century Albania. The two poets, do not (...) consider the idea of love in the abstract term. They include love by referring to the specific details, Browning, to his love relationship with a famous poetess Elizabeth Barrett, their elopement and union in Italy, and Serembe to his love for a girl from his native village, who immigrated to Brazil and subsequently died. In these poems, both poets explore the intimate atmosphere they tried to establish for their beloved women, by describing the places that witnessed the birth and growth of their love. ‘By the Fire-Side’ and ‘Song for Longing’ comprise a common element; they are personal love poems that describe their ideal love, personal feelings, and passion of their love. While Robert Browning in his poem writes about a peaceful and satisfied married life, full of sweet memories and images of his wife, Zef Serembe’s poem is a picture of his sentiment, primarily of solitude and disillusionment. The coronavirus disease imposes an unusual risk to the physical and mental health of healthcare workers and thereby to the functioning of healthcare systems during the crisis. This study investigates the clinical knowledge of healthcare workers about COVID-19, their ways of acquiring information, their emotional distress and risk perception, their adherence to preventive guidelines, their changed work situation due to the pandemic, and their perception of how the healthcare system has coped with the pandemic. It is based on a quantitative (...) cross-sectional survey of 185 Swiss healthcare workers directly attending to patients during the pandemic, with 22% of them being assigned to COVID-19-infected patients. The participants answered between 16th June and 15th July 2020, shortly after the first wave of COVID-19 had been overcome and the national government had relaxed its preventive regulations to a great extent. The questionnaire incorporated parts of the “Standard questionnaire on risk perception of an infectious disease outbreak”, which were adapted to the case of COVID-19. Clinical knowledge was lowest regarding the effectiveness of standard hygiene. Knowledge of infectiousness, incubation time, and life-threatening disease progression was higher, however still significantly lower than regarding asymptomatic cases and transmission without physical contact. 70% of the healthcare workers reported considerable emotional distress on at least one of the measured dimensions. They worried significantly more strongly about patients, elderly people, and family members, than about their own health. Adherence to preventive guidelines by the government displayed patterns such that not all guidelines were followed equally. Most of the participants were faced with a lack of protective materials, personnel, structures, processes, and contingency plans. An increase in stress level was the most prevalent among the diverse effects the pandemic had on their work situation. Better medical equipment, better protection for their own mental and physical health, more personnel, more comprehensive information about the symptoms of the disease, and a system of earlier warning were the primary lessons to be learned in view of upcoming waves of the pandemic. The philosophical paradigm of world perception has changed the mediator. Humans as body and mind become insufficient to know what the world is or is believed to be. The anthropological, social, and ethical basis of the relationship between humans and the world gains importance in comparison with the previously dominant metaphysical background. The relationship between humans and the world is transformed into a relationship between humans and the human world, as a thought endeavor to encourage and recognize the changes that (...) the world is going through as a result of human intervention. This paper will discuss three main issues. First, perception to know objects: (a) the question of the external world as a perception of changed sensibility, and (b) a new understanding of perception – mediation, as a result of technological development. Second, perception to understand relationships in the human world: (a) how the question of perception becomes a question of communication within the human world (symbolic space of perception as knowledge of relationships), and (b) if the need for an epistemological foundation is overcome by the anthropological and ethical context. Third, perception to change the paradigm of relations with the out-of-human world: (a) how under the influence of technology the “truth about a thing” becomes the “truth of a thing”, or how the subject-object relationship is replaced, and (b) does technology facilitate communication with that which is not “our world”? In conclusion, we will discuss the “truth of things” through the “truth of relationships” to the “truth of principles and responsibilities”. (shrink)

The objective of this research paper is to examine the impact of monetary policy conditions on bank risk-taking in the Western Balkan countries. The paper tries to identify if monetary policy conditions, especially money interest rates, may induce a greater appetite for bank risk-taking in the Western Balkan countries. The impact of macroeconomic and banking indicators on bank risk-taking will be examined, too. For this purpose, we apply pooled OLS techniques, Fixed and Random effects panel, and Hausman-Taylor Instrumental IV model. (...) The econometric results show a negative correlation between the monetary policy rate and bank risk-taking, rejecting the hypothesis that monetary policy rates indicate bank risk increase. However, expansive credit policies or loan portfolio growth have a positive impact on bank risk-taking in the Western Balkans. The study is original, and its findings will be of value to Central Banks and other policymakers in the Western Balkan countries. (shrink)

Zusammenfassung Dual Use bezeichnet zunächst die Verwendbarkeit eines eigentlich für andere Zwecke intendierten Forschungsergebnisses oder -verfahrens für Zwecke, die die innere oder äußere Sicherheit einer Gesellschaft betreffen. Darunter fällt Forschung, die für militärische, geheimdienstliche, terroristische oder kriminelle Zwecke verwendet werden kann. _Dual Use_ stellt seit über einem Jahrzehnt ein sich beständig verschärfendes Problem für viele Bereiche der Lebenswissenschaften und der Medizin dar, weil viele von deren Ergebnissen geeignet sind aufzuzeigen, wie Menschen, aber auch (Nutz‑)Tiere und Pflanzen manipuliert und attackiert werden (...) können und welche Werkzeuge dafür besonders geeignet sind. Die Digitalisierung in den Lebenswissenschaften hat im Hinblick auf das _Dual-Use-_Problem zwei voneinander unterscheidbare Einflüsse, nämlich einen verschärfenden und einen erweiternden. Dadurch, dass die Digitalisierung schnellere und umfangreichere Forschungs- und Entwicklungsprozesse ermöglicht, verschärft sie das bestehende _Dual-Use_-Problem, weil zugleich das Tempo steigt, in dem die Ergebnisse dieser Forschung für sicherheitsrelevante Zwecke nutzbar gemacht werden können. Zudem erweitert die Digitalisierung der Lebenswissenschaften das _Dual-Use-_Problem, denn einige der digitalen Werkzeuge, die in den Lebenswissenschaften entwickelt und gebraucht werden, können selbst militärische oder sicherheitsrelevante Verwendung finden. Deshalb bedarf es einer breit angelegten Governance inklusive einer breiten Beteiligung der Stakeholder im Forschungsprozess und eines Informationsangebots zu _Dual Use_ in der Ausbildung in guter wissenschaftlicher Praxis über Institutionen, Karrierestufen und Disziplinen hinweg. Definition of the problem “Dual use” refers to the applicability of a research result or methods for purposes that concern the internal or external security of a society. This includes research that can be used for military, intelligence, terrorist, or criminal purposes. Dual use has been an increasingly aggravating problem for many areas of the life sciences and medicine for over a decade. The main cause for this is that many of their results are capable of demonstrating how humans, but (...) also (domestic) animals and plants, can be manipulated and attacked, and which tools are particularly suitable for this purpose. Arguments The digitalization in the life sciences has two distinguishable impacts on the dual-use problem: an intensifying and an expanding one. By enabling faster and more comprehensive research and development processes, digitalization exacerbates the existing dual-use problem because it increases the pace at which the results of this research can be utilized for security-related purposes. Moreover, the digitalization of the life sciences expands the dual-use problem, as some of the digital tools developed and used in the life sciences can themselves have military or security-relevant applications. Conclusion Therefore, a broad-based governance including wide participation of stakeholders in the research process and broader information on dual use in good scientific practice education across institutions, career stages, and disciplines is necessary. The purpose of this study was to determine the professional and personal values among midwifery students in Turkey and to identify whether the years of study affected these values. A total of 192 participants were asked to prioritize 16 professional and 36 personal values. The relationship between the year of study and value ranking was analyzed by Kruskal–Wallis test. The first three of the professional values were justice, equality, and human dignity. Equality ranked sixth among the personal terminal values, and (...) it increased with the years of study. Of personal instrumental values, responsibility and cleanliness ranked second and fifth, which are of central importance for the profession of midwifery. However, the other two important values, privacy and preventing unnecessary suffering, ranked lower when the years of study increased, in other words when the students confront clinics. Since these values are important for midwifery, ethics courses should be given throughout the midwifery education to prepare students for the challenges they face in the clinical environment. An increasing number of research fields must expect that their projects will be classified as susceptible to misuse or otherwise security relevant, even if the reasons or criteria for this classification have not yet been uniformly developed. Research institutions will commonly distribute the obligation to predict and prevent misuse across multiple members and structures including ethics committees. However, cases of misuse occur even in spite of these precautions, raising the question of the type and distribution of responsibility for the resulting (...) harm. This question becomes even more pressing if research ethics committees in their decisions ask researchers to provide a misuse- specific risk assessment or risk mitigation plan and thereby shift back a part of their responsibility on the researchers. While this kind of requirement may be considered as unsatisfactory by researchers, members of research ethics committees or boards and third-party funders, will argue that it fulfils two important functions. On the one hand, it makes use of the best available source for misuse risk-assessment available to most committees; on the other hand, it guarantees that the researchers at least try to take responsibility. If researchers, committee members and others involved discharge their obligation to predict and mitigate misuse risks with due diligence, any backward-looking responsibility they retain is to show agent regret for the results of their work having been misused. Kant defines enlightenment of the individual as emergence of the individual from a self-imposed immaturity. In this definition, individuals who are not enlightened are held responsible for their failures. This is because Kant, in this text, implies that the only thing we need in order to be enlightened as individuals is to be able to use our capacity to think, which is present in every mentally fit individual. One can infer that Kant has an egalitarian understanding of enlightenment, since anyone (...) who has the courage and determination to use their mind can be enlightened. However, when the text is examined more closely and Kant's other writings are consulted, it becomes clear that another factor beyond the individual's control plays a role in whether an individual is enlightened. This factor is the individual's upbringing and education. If Kant admits that the education one receives plays a role in one’s state of being enlightened, and if not everyone is exposed to the education necessary to become an enlightened individual, then Kant would have an elitist approach to enlightenment. In this article, I will first point out the visible tension in Kant’s texts about the enlightenment of the individual. This apparent tension, however, will be resolved by showing that Kant stands in opposition to the Platonic account of enlightenment and the elitist attitude attached to it, and instead adopts a Stoic account of enlightenment and thereby develops an egalitarian approach to enlightenment. __________________ -/- Kant bireyin aydınlanmasını insanın kendi suçu ile düşmüş olduğu bir ergin olmama durumundan kurtulması olarak tanımlar. Bu çalışmada bireyin aydınlanması konusunda Kant’ın metinlerinde görünür bir gerilim olduğuna işaret edilecektir. Kant’ın aydınlanma konusunda kendi dönemine hâkim olan Platoncu aydınlanma anlayışından ve buna bağlı olarak gelişen elitist tavırdan farklı olarak Stoacı aydınlanma anlayışını benimsediği ve dolayısıyla da eşitlikçi bir tutum sergilediği gösterilerek bu gerilim çözümlenecektir.
