Responsible AI (RAI) guidelines aim to ensure that AI systems respect democratic values. While a step in the right direction, they currently fail to impact practice. Our work discusses reasons for this lack of impact and clusters them into five areas: (1) the abstract nature of RAI guidelines, (2) the problem of selecting and reconciling values, (3) the difficulty of operationalising RAI success metrics, (4) the fragmentation of the AI pipeline, and (5) the lack of internal advocacy and accountability. Afterwards, (...) we introduce a number of approaches to RAI from a range of disciplines, exploring their potential as solutions to the identified challenges. We anchor these solutions in practice through concrete examples, bridging the gap between the theoretical considerations of RAI and on-the-ground processes that currently shape how AI systems are built. Minimal Semantics asks what a theory of literal linguistic meaning is for - if you were to be given a working theory of meaning for a language right now, what would you be able to do with it? Emma Borg sets out to defend a formal approach to semantic theorising from a relatively new type of opponent - advocates of what she call 'dual pragmatics'. According to dual pragmatists, rich pragmatic processes play two distinct roles in linguistic comprehension: as (...) well as operating in a post-semantic capacity to determine the implicatures of an utterance, they also operate prior to the determination of truth-conditional content for a sentence. That is to say, they have an integral role to play within what is usually thought of as the semantic realm. Borg believes dual pragmatic accounts constitute the strongest contemporary challenge to standard formal approaches to semantics since they challenge the formal theorist to show not merely that there is some role for formal processes on route to determination of semantic content, but that such processes are sufficient for determining content. Minimal Semantics provides a detailed examination of this school of thought, introducing readers who are unfamiliar with the topic to key ideas like relevance theory and contextualism, and looking in detail at where these accounts diverge from the formal approach. Borg's defence of formal semantics has two main parts: first, she argues that the formal approach is most naturally compatible with an important and well-grounded psychological theory, namely the Fodorian modular picture of the mind. Then she argues that the main arguments adduced by dual pragmatists against formal semantics - concerning apparent contextual intrusions into semantic content - can in fact be countered by a formal theory. The defence holds, however, only if we are sensitive to the proper conditions of success for a semantic theory. Specifically, we should reject a range of onerous constraints on semantic theorizing (e.g., that it answer epistemic or metaphysical questions, or that it explain our communicative skills) and instead adopt a quite minimal picture of semantics. Illness narratives from patients with colorectal cancer commonly record patterns of change in social relationships that follow the diagnosis and treatment of the condition. We believe that these changes are best explained as a process of facework, which reflects losses of face on the part of the patient, and which assists in the creation of new faces that convey new senses of identity. Facework is familiar in the work by E. Goffman (1955) and has been extensively reworked since his time. (...) There is considerable agreement that face is a pervasive and universal constituent of all social interaction, and that it expresses the subject's view of the way he or she would like to be considered by others in interactions. Ho's concept of multiple faces negotiated dynamically according to social context is particularly useful in understanding the purpose and techniques of facework (D. Y.-F. Ho, 1994). We propose a model of face that uses dignity as the face-expression of personal attributes and acquisitions, and honor as the face-expression of systemic capabilities and attainments. This model can be used to examine individual variations in response and adaptation to colon cancer and its treatment, and it provides a useful means of teaching health care workers about the experience of illness. Little research has been published that is specifically relevant to professional social work ethics in Kenya. This paper seeks to address this gap in the literature. One of the major challenges is maintaining professional social work ethics, which are predominantly Western-based, in an African cultural context. This paper argues for an Afrocentric approach, specifically proposing Ubuntu as a helpful concept that could guide the development of professional social work ethics that are relevant to African contexts. The Kenyan context is documented, (...) including the challenges faced in social work education and practice in Kenya. While the paper is primarily theoretical, the overall argument is informed by 15 two teaching cases, one of which highlights the ethical challenges experienced by social workers in Kenya, the other demonstrating creative engagement with cultural traditions and practices. It is concluded that: the concept of Afrocentricity supports a move beyond knowledge accumulation to knowledge-informed action as part of ethics for social workers; more social work-led research in Kenyan and other African contexts is desirable, but if international knowledge can be made relevant to the needs and cultures of African people this may also be useful. Emma Borg examines the relation between semantics and pragmatics, and assesses recent answers to fundamental questions of how and where to draw the divide between the two. She argues for a minimal account of the interrelation between them--a 'minimal semantics'--which holds that only rule-governed appeals to context can influence semantic content.

A number of philosophers have argued that if you care about how much goodness your actions generate, or how good the state-of-affairs you actions bring about are, then your attention should be directed towards the very far future. But many don’t care about how much goodness their actions generate, nor do they care about things like “states-of-affairs”. Amongst a multitude of things, many people care about how their actions impact individuals. And they also care about the sorts of justifications they (...) are able to offer for those actions. One moral theory which captures this moral viewpoint is contractualism. In this chapter, I argue that contractualism is, in large part, incompatible with longtermism – the view that, in many contexts, we ought to do that which will most improve the prospects of future people. I then discuss what advice, if any at all, contractualism can offer to the longtermist. (shrink)

Mirror neurons are neurons which fire in two distinct conditions: (i) when an agent performs a specific action, like a precision grasp of an object using fingers, and (ii) when an agent observes that action performed by another. Some theorists have suggested that the existence of such neurons may lend support to the simulation approach to mindreading (e.g. Gallese and Goldman, 1998, 'Mirror neurons and the simulation theory of mind reading'). In this note I critically examine this suggestion, in both (...) its original and a revised form (due to Iacoboni et al., 2005, 'Grasping the intentions of others with one's own mirror neuron system'), and argue that the existence of mirror neurons can in fact tell us very little about how intentional attribution actually proceeds. Political theory as a discipline has long been skeptical of computational methods. In this paper, I argue that it is time for theory to make a perspectival shift on these methods. Specifically, we should consider integrating recently developed generative large language models like GPT-4 as tools to support our creative work as theorists. Ultimately, I suggest that political theorists should embrace this technology as a method of supporting our capacity for creativity—but that we should do so in a way that (...) is mindful of the content and value of theorizing, the technical constraints of the models, and the ethical questions that the technology raises. Some demonstrative expressions, those we might term ‘bare demonstratives’, appear without any appended descriptive content (e.g. occurrences of ‘this’ or ‘that’ simpliciter). However, it seems that the majority of demonstrative occurrences do not follow this model. ‘Complex demonstratives’ is the collective term I shall use for phrases formed by adjoining one or more common nouns to a demonstrative expression (e.g. ‘that cat’, ‘this happy man’) and I will call the combination of predicates immediately concatenated with the demonstrative in such phrases (...) the ‘matrix’ of the expression. The question, then, is how we should construe the logical form of such expressions within a semantic theory for our language; and I wish to suggest that some recent answers to this question are, in fact, mistaken. The structure of the paper is as follows: first, I wish to highlight two (often underlying) assumptions about the nature of noun phrases in general, and suggest that, if they are both adopted, they apparently constrain the possible accounts of the logical form of complex demonstratives to just three options. The second and third parts of the paper will be concerned with expanding these options and arguing that none of them are adequate; thus the major part of the paper is concerned with the negative claim that the most obvious moves to make in this area must actually fail on closer inspection. The fourth and final section will then (very briefly) sketch the positive thesis of the paper: that we can deliver a clear and cohesive account of complex demonstratives, armed simply with elements which we will draw from David Kaplan’s theory of demonstratives, but only at the cost of rejecting (or at least refining) one assumption we recognised initially. This paper examines the concept of medical necessity as it relates to mental health care rationing, arguing that the normal functioning model of medical necessity is insufficient because it fails to cohere with an important aim and function of mental health care, which is to provide support for individuals in abusive or otherwise difficult personal relationships.

Humanity entered the twenty-first century with revolutionary achievements in biomedical research. At the same time multiple “dual-use” results have been published. The battle against infectious diseases is meeting new challenges, with newly emerging and re-emerging infections. Both natural disaster epidemics, such as SARS, avian influenza, haemorrhagic fevers, XDR and MDR tuberculosis and many others, and the possibility of intentional mis-use, such as letters containing anthrax spores in USA, 2001, have raised awareness of the real threats. Many great men, including Goethe, (...) Spinoza, J.B. Shaw, Fr. Engels, J.F. Kennedy and others, have recognized that liberty is also a responsibility. That is why the liberty to decide now represents an acknowledged necessity: biomedical research should be supported, conducted and published with appropriate measures to prevent potential “dual use”. Biomedical scientists should work according to the ethical principles of their Code of Conduct, an analogue of Hippocrates Oath of doctors; and they should inform government, society and their juniors about the problem. National science consulting boards of experts should be created to prepare guidelines and control the problem at state level. An international board should develop minimum standards to be applicable by each country. Bio-preparedness is considered another key-measure. (shrink)

In this paper I want to explore the arguments for so-called ‘unarticulated constituents’ (UCs). Unarticulated constituents are supposed to be propositional elements, not presented in the surface form of a sentence, nor explicitly represented at the level of its logical form, yet which must be interpreted in order to grasp the (proper) meaning of that sentence or expression. Thus, for example, we might think that a sentence like ‘It is raining’ must contain a UC picking out the place at which (...) the speaker of the sentence asserts it to be raining. In §1 I will explore the nature of UCs a little further, and, in §2, suggest that we can recognise two different forms of argument for them.. (shrink)

In a series of recent works, Julian Savulescu and Ingmar Persson insist that, given the ease by which irreversible destruction is achievable by a morally wicked minority, (i) strictly cognitive bio‐enhancement is currently too risky, while (ii) moral bio‐enhancement is plausibly morally mandatory (and urgently so). This article aims to show that the proposal Savulescu and Persson advance relies on several problematic assumptions about the separability of cognitive and moral enhancement as distinct aims. Specifically, we propose that the underpinnings of (...) Savulescu's and Persson's normative argument unravel once it is suitably clear how aiming to cognitively enhance an individual will in part require that one aim to bring about certain moral goods we show to be essential to cognitive flourishing; conversely, aiming to bring about moral enhancement in an individual must involve aiming to improve certain cognitive capacities we show to be essential to moral flourishing. After developing these points in some detail, and their implication for Savulescu's & Persson's proposal, we conclude by outlining some positive suggestions. (shrink)

A standard objection to so-called ‘minimal semantics’ (Borg 2004, 2012, Cappelen and Lepore 2005) is that minimal contents are explanatorily redundant as they play no role in an adequate account of linguistic communication (those making this objection include Levinson 2000, Carston 2002, Recanati 2004). This paper argues that this standard objection is mistaken. Furthermore, I argue that seeing why the objection is mistaken sheds light both on how we should draw the classic Gricean distinction between saying and implicating, and how (...) we should think about the key philosophical notion of assertion. Specifically, it reveals that these ideas are best understood primarily in socio-linguistic terms (resting on the degree of liability a speaker is held to have for linguistically conveyed content). Rights of Women attracted much UK media attention in late 2014 by bringing a judicial review that challenged the reduced provisions for family law legal aid available for victims of domestic violence: R v The Lord Chancellor and Secretary of State for Justice [2015] EWHC 35. In June 2015, within Rights of Women’s 40th anniversary year, Hannah Camplin interviewed the organisation’s Director Emma Scott about the decision to bring the judicial review, the advantages and challenges of the judicial review (...) process, and the experience of strategic litigation within the context of Rights of Women’s long history of campaigning for women’s rights. What emerged is a portrait of a feminist organisation in 2015, and, in a fast changing political and financial landscape, the dual importance of collaborative working and the need for flexibility in service provision and campaigning tools. In Searle’s social ontology, collective intentionality is an essential component of all institutional facts. This is because the latter involve the assignment of functions, namely "status functions," on entities whose physical features do not guarantee their performance, therefore requiring our acceptance that it be performed. One counter-example to that claim can be found in Carl Menger’s individualistic account of the money system. Menger’s commitment to the self-interest assumption, however, prevents him from accounting for the deontic dimensions of institutional facts.

Minimal semantics is sometimes characterised as a ‘neo-Gricean’ approach to meaning. This label seems reasonable since a key claim of minimal semantics is that the minimal contents possessed by sentences (akin to Grice’s technical notion of ‘what is said by a sentence’) need not be (and usually are not) what is communicated by a speaker who utters those sentences. However, given an affinity between the two approaches, we might expect that a well-known challenge for the Gricean – namely that their (...) account fails to fit with the psychological evidence concerning linguistic understanding – could also be levelled at the minimalist, and indeed this seems to be the basis of Recanati’s challenge to minimalism from his ‘availability principle’ (Recanati 2004). This paper aims to explore the relationship between semantics and psychology and show how both Gricean and minimalist approaches can avoid the challenge from psychological evidence. I conclude by suggesting that the way in which minimalism avoids this challenge also helps the account to defuse Clapp’s ‘naturalistic objection’ (Clapp 2007) that there are no grounds for selecting a correct minimal semantic theory. This article considers the shaman's visionary encounters with spirit beings from the critical viewpoint of several innovative theories of shamanism: Richard Noll's cognitive approach and Michael Winkelman's neurophenomenological perspective. These distinct approaches are analyzed in light of Jung's central concepts of the archetypes, the collective unconscious, and the individuation process, which have had a huge formative influence upon the academic investigation of visions and spiritual experiences. The centrality of Jung's theoretical reasoning within these recent studies of shamanism strongly demonstrates the (...) continued importance of his analytical psychology and provides valuable insight into the historical and conceptual development of this expanding field of interest. Catherine of Siena was a twin whose twin sister, Giovanna, died around the age of two. It is argued that a conflict relating to her lasting relationship with her dead twin is the key to a psychological understanding of the mysticism of Catherine of Siena. She was torn between her survivor-guilt and her desire to be re-united with her lost twin. This 'Vergotean' thesis is supported by contemporary psychological knowledge relating to the social construction of twinship and the impact of (...) the death of a twin on the surviving twin. This conflict was played out in her relationship to Jesus within the social context of her becoming an important religious and political leader of a 'family' of followers, including her biographer, the Dominican, Raymond of Capua. The aim of this paper is to explore the proper content of a formal semantic theory in two respects: first, clarifying which uses of expressions a formal theory should seek to accommodate, and, second, how much information the theory should contain. I explore these two questions with respect to occurrences of demonstratives and pronouns – the so- called ‘deferred’ uses – which are often classified as non-standard or figurative. I argue that, contrary to initial impressions, they must be treated as (...) semantically identical to ordinary, perceptual uses of these expression-types, and that this finding has important repercussions for our view of the scope and limits of a semantic theory. We report the results of a cross-cultural investigation of person-body reasoning in the United Kingdom and northern Brazilian Amazon (Marajó Island). The study provides evidence that directly bears upon divergent theoretical claims in cognitive psychology and anthropology, respectively, on the cognitive origins and cross-cultural incidence of mind-body dualism. In a novel reasoning task, we found that participants across the two sample populations parsed a wide range of capacities similarly in terms of the capacities’ perceived anchoring to bodily function. Patterns of (...) reasoning concerning the respective roles of physical and biological properties in sustaining various capacities did vary between sample populations, however. Further, the data challenge prior ad-hoc categorizations in the empirical literature on the developmental origins of and cognitive constraints on psycho-physical reasoning (e.g., in afterlife concepts). We suggest cross-culturally validated categories of “Body Dependent” and “Body Independent” items for future developmental and cross-cultural research in this emerging area. (shrink)

Presenting fifty projects from French-born, New York-based contemporary artist Pierre Huyghe's twenty-year career, this richly illustrated book provides an overview of his work across film, installation art, and live event. Since the 1990s, Huyghe's work has challenged the status of the exhibition format. With projects like the One Year Celebration and the foundation in 1995 of the collaborative Association of Freed Time, Huyghe developed a particular interest in the relationship between time and memory--an interest that has carried through to his (...) works, Untilled and the three-part The Host and the Cloud. Most recently, his projects include an untitled piece for the Documenta 13 in Kassel, Germany; Amidst Karlsaue Park's compost heap--an area detached from museums and cultural institutions and not intended to be seen--Huyghe installed common park objects from different moments in art history, as well as the Documenta in years past, from one of Joseph Beuys's uprooted oaks to Dominique Gonzalez-Foerster's pink bench. Published to accompany a major exhibition of Huyghe's work opening at the Los Angeles County Museum of Art in November 2014, this book offers the first comprehensive overview of the artist's career. The structure of the book brings to light Huyghe's creative process, with each step in the creation of featured projects amply illustrated with photographs, drawings, and preparatory sketches. This paper argues for a reinterpretation of madness and mysticism through an apophatic lens. By using Wouter Kusters' theo-philosophical definition of madness, I argue for a re-evaluation of female mysticism which rethinks ecstatic and ascetic devotion as a form of agency. Focusing on The Book of Margery Kempe, I reconsider theological passion and ground Kempe’s madness within the historical tradition of affective piety, which expresses a desire to join with the humanity of Christ. Within modern readership, there has been an (...) impulse to label Kempe and other mystics with specific psychiatric diagnoses. In resisting this urge, I instead argue for a convergence of madness and mysticism which enables a paradoxical agency through negation of thought and language. This apophatic agency is precisely what imbues female mysticism with the potential for radical, queer social resistance. In extending this discussion to issues of fasting and abstinence, I then consider the role eucharistic devotion plays in enabling women control over the gastronomical and sexual parameters of their bodies. The denial of food and sex becomes integral to Kempe’s mysticism in asserting agency over the psychosexual self. Finally, I end with some reflections on how Kempe’s mysticism might influence contemporary discussions of mental health. (shrink)

The quinoa export boom generated a rapid standardization project that sought to transform a heteroglot local grain into a uniform global commodity that could flow smoothly through global markets. All agricultural commodities come into being through different standardization processes that materialize specific concepts of quality. Yet the sudden rise in export demand for quinoa, massive price surge, and the biodiverse nature and local orientation of existing quinoa production made quinoa’s standardization particularly dramatic. This article traces the enforcement of quality standards (...) for quinoa export ethnographically, focusing on the interactions between farmers and técnicos, a category of actors tasked with training farmers in “quality” quinoa production and enforcing quality at the moment of sale. I argue that standards moralize agricultural production practices, redefining “good quinoa” and “good farmers.” At the same time, they serve as powerful tools to render technical the reorientation of Andean agricultural systems toward quinoa export. Advocates for more just and ecologically sustainable global commodity chains should pay attention to quality standards as a key site of politics with major ramifications for inclusion/exclusion and resilience.
