Sadly, there are few restraints on the endings of wars. There has never been an international treaty to regulate war's final phase, and there are sharp disagreements regarding the nature of a just peace treaty. There are, by contrast, restraints aplenty on starting wars, and on conduct during war. These restraints include: political pressure from allies and enemies; the logistics of raising and deploying force; the United Nations, its Charter and Security Council; and international laws like the Hague and Geneva (...) Conventions. Indeed, in just war theory—which frames moral principles to regulate wartime actions—there is a robust set of rules for resorting to war (jus ad bellum) and for conduct during war (jus in bello) but not for the termination phase of war. It has been argued recently that dogmatism in epistemology is incompatible with Bayesianism. That is, it has been argued that dogmatism cannot be modelled using traditional techniques for Bayesian modelling. I argue that our response to this should not be to throw out dogmatism, but to develop better modelling techniques. I sketch a model for formal learning in which an agent can discover a posteriori fundamental epistemic connections. In this model, there is no formal objection to dogmatism.

Virtues are acquirable, so if intellectual humility is a virtue, it’s acquirable. But there is something deeply problematic—perhaps even paradoxical—about aiming to be intellectually humble. Drawing on Edward Slingerland’s analysis of the paradoxical virtue of wu-wei in Trying Not To Try (New York: Crown, 2014), we argue for an anti-individualistic conception of the trait, concluding that one’s intellectual humility depends upon the intellectual humility of others. Slingerland defines wu-wei as the “dynamic, effortless, and unselfconscious state of mind of a person (...) who is optimally active and effective” (Trying Not to Try, 7). Someone who embodies wu-wei inspires implicit trust, so it is beneficial to appear wu-wei. This has led to an arms race between faking wu-wei on the one hand and detecting fakery on the other. Likewise, there are many benefits to being (or seeming to be) intellectually humble. But someone who makes conscious, strategic efforts to appear intellectually humble is ipso facto not intellectually humble. Following Slingerland’s lead, we argue that there are several strategies one might pursue to acquire genuine intellectual humility, and all of these involve commitment to shared social or epistemic values, combined with receptivity to feedback from others, who must in turn have and manifest relevant intellectual virtues. In other words, other people and shared values are partial bearers of a given individual’s intellectual humility. If this is on the right track, then acquiring intellectual humility demands epistemic anti-individualism. (shrink)

This article discusses contemporary social psychological approaches to (a) the social relations and appraisals associated with specific emotions; (b) other people’s impact on appraisal processes; (c) effects of emotion on other people; and (d) interpersonal emotion regulation. We argue that single-minded cognitive perspectives restrict our understanding of interpersonal and group-related emotional processes, and that new methodologies addressing real-time interpersonal and group processes present promising opportunities for future progress.

This article examines the mobilization of resources for the Human Genome Mapping Project in the United Kingdom. The Project was established through an award of additional funds to the Medical Research Council at a time of financial stringency within publicly funded science, accompanied by relatively little of the debate that had surrounded the U.S. initiative. It is argued, following Fujimura and Star’s terminology, that the project was “packaged” and repackaged by its proponents so that it aligned the, otherwise disparate, agendas (...) of several “social worlds.” Furthermore, by bringing together certain social worlds and not others, some issues were also excluded from discussion. In this instance, the social and ethical issues surrounding genetic mapping were accorded a much lower profile than in other national programs. (shrink)

In this paper, I outline and defend a novel approach to alethic pluralism, the thesis that truth has more than one metaphysical nature: where truth is, in part, explained by reference, it is relational in character and can be regarded as consisting in correspondence; but where instead truth does not depend upon reference it is not relational and involves only coherence. In the process, I articulate a clear sense in which truth may or may not depend upon reference: this involves (...) distinguishing semantic denotation from pragmatic speaker reference and claiming that there may or may not exist a metasemantic connection between these two notions. Finally, I argue that reference is not in general inscrutable—that this metasemantic connection does exist in the case of our ordinary discourse about present macroscopic concrete objects—but that it is in pure mathematics, where reference cannot be secured, and which therefore plays no role in accounting for truth. In this manner, alethic pluralism is upheld. (shrink)

Carey has argued that there is a system of core numerical cognition – the analog magnitude system – in which cardinal numbers are explicitly represented in iconic format. While the existence of this system is beyond doubt, this paper aims to show that its representations cannot have the combination of features attributed to them by Carey. According to the argument from abstractness, the representation of the cardinal number of a collection of individuals as such requires the representation of individuals as (...) such, and this in turn requires non-iconic format, from which it is concluded that the explicit representation of the cardinal number of some individuals requires non-iconic representational format. In support of the first premise, an account is given of what approximate cardinal numbers might be, and in support of the second, a direct argument is articulated and defended. Finally, in response to an objection, a second argument for the central thesis is provided. While the discussion is couched in the terms of Carey’s work, the considerations it adduces are perfectly general, and the conclusion should therefore be taken into consideration by all those aiming to characterize the AM system. For a long time before the ‘climategate’ emails scandal of late 2009 which cast doubt on the propriety of science underpinning the Intergovernmental Panel on Climate Change (IPCC), attention to climate change science and policy has focused solely upon the truth or falsity of the proposition that human behaviour is responsible for serious global risks from anthropogenic climate change. This article places such propositional concerns in the perspective of a different understanding of the relationships between scientific knowledge and public policy (...) issues from the conventional ‘translation’ model, in which prior scientific research and understanding is communicated and translated into corresponding policies — or not, if it remains disputed and overly uncertain. Explaining some of the key contingencies and bases for uncertainty in IPCC climate projections and human influences, I show how social and technical analysis of climate science is not about denial of the scientific propositional claims at issue, but about understanding the conditional and essentially ambiguous epistemic character of any such knowledge, however technically sophisticated and robust it may be. Contrary to conventional wisdom, it is entirely plausible that existing scientific representations of climate change and its human causes may understate the risks induced by prevailing social-economic processes rather than exaggerate them. As the article shows, the public meanings given to climate science, and to ‘the climate problem’, and thus also the public culture which that knowledge is supposed to inform, are themselves already in key respects presumed and (attemptedly) imposed by the science and its framing. This gives rise to perverse effects on public readiness to take informed democratic responsibility for ‘the global climate problem’, and associated cross-cutting issues which existing scientific framings of public policy erase from view. There is growing consensus that reward plays an important role in the control of attention. Until recently, reward was thought to influence attention indirectly by modulating task-specific motivation and its effects on voluntary control over selection. Such an account was consistent with the goal-directed (endogenous) versus stimulus-driven (exogenous) framework that had long dominated the field of attention research. Now, a different perspective is emerging. Demonstrations that previously reward-associated stimuli can automatically capture attention even when physically inconspicuous and task-irrelevant challenge previously (...) held assumptions about attentional control. The idea that attentional selection can be value driven, reflecting a distinct and previously unrecognized control mechanism, has gained traction. Since these early demonstrations, the influence of reward learning on attention has rapidly become an area of intense investigation, sparking many new insights. The result is an emerging picture of how the reward system of the brain automatically biases information processing. Here, I review the progress that has been made in this area, synthesizing a wealth of recent evidence to provide an integrated, up-to-date account of value-driven attention and some of its broader implications. The American College of Nurse-Midwives, American Society for Pain Management Nursing, American Academy of Pediatrics, and other largely US-based medical organizations have argued that at least some forms of non-therapeutic child genital cutting, including routine penile circumcision, are ethically permissible even when performed on non-consenting minors. In support of this view, these organizations have at times appealed to potential health benefits that may follow from removing sexually sensitive, non-diseased tissue from the genitals of such minors. We argue that these appeals (...) to “health benefits” as a way of justifying medically unnecessary child genital cutting practices may have unintended consequences. For example, it may create a “loophole” through which certain forms of female genital cutting—or female genital “mutilation” as it is defined by the World Health Organization—could potentially be legitimized. Moreover, by comparing current dominant Western attitudes toward female genital “mutilation” and so-called intersex genital “normalization” surgeries (i.e. surgeries on children with certain differences of sex development), we show that the concept of health invoked in each case is inconsistent and culturally biased. It is time for Western healthcare organizations—including the American College of Nurse-Midwives, American Society for Pain Management Nursing, American Academy of Pediatrics, and World Health Organization—to adopt a more consistent concept of health and a unified ethical stance when it comes to child genital cutting practices. The article examines the politicization of fear following the 11 September 2001 attacks on the World Trade Towers. It analyzes the role of mass media imagery in the wide-spread production of fear, focusing on the color-code « Terror Alert System » put in place by the Bush administration. It is argued that the recentering of governmental action on the preemptive response to threat has introduced a new time structure into politics which effectively renders futurity present. Through signs of fear conveyed (...) in mass media imagery this present futurity strikes the body at the level of affect, triggering the unfolding of a process bifurcating onto a number of self-differentiating but interconnected levels of experience. That process is construed in the essay as a « collective individuation » in Gilbert Simondon’s sense. A new vocabulary for the understanding of affective unfolding is proposed involving a four-fold distinction between « vitality affect », « pure affect », « emotion », and « affective tone ». There are two views of the essences of speech acts: according to one view, they are natural kinds; according to the other, they are what I call normative kinds—kinds in the (possibly non-reductive) definition of which some normative term occurs. In this article I show that speech acts can be normative but also natural kinds by deriving Williamson's account of assertion, on which it is an act individuated, and constitutively governed, by a norm (the knowledge rule), from a consideration of (...) the natural characteristics of normal cases of its performance. This article argues that, in public and policy contexts, the ways in which many scientists talk about uncertainty in simulations of future climate change not only facilitates communications and cooperation between scientific and policy communities but also affects the perceived authority of science. Uncertainty tends to challenge the authority of chmate science, especially if it is used for policy making, but the relationship between authority and uncertainty is not simply an inverse one. In policy contexts, many scientists are compelled to (...) talk about uncertainty but do not wish to imply that uncertainty is a serious challenge to the authority of scientific knowledge or to its substantial use in policy making. "Boundary-ordering devices, " the contextual discursive attempts to reconcile uncertainty and authority in science, depend critically for their success on their "dual" interpretation: at a general level across a boundary and differently on either side of it. Dominant social sciences approaches to complexity suggest that awareness of complexity in late-modern society comes from various recent scientific insights. By examining today’s plant and human genomics sciences, I question this from both ends: first suggesting that typical public culture was already aware of particular salient forms of complexity, such as limits to predictive knowledge (which are often denied by scientific cultures themselves); second, showing how up-to-date genomics science expresses both complexity and its opposites, predictive determinism and reductionism, as coexistent (...) representations of nature and scientific knowledge. I suggest we can understand this self-authored epistemic confusion in modern science by avoiding ‘the usual suspects’ – fading simpler discourses left over from previous scientific times; media oversimplifications; or the need to ‘simplify’ to essentials, for ignorant publics – and looking instead at the silent imaginations of extra-scientific reference groups reflected and projectively performed in scientific discourses-practices themselves. Thus contradictions of complex scientific understandings are systematically created by science’s own embodiment of epistemic commitments influenced by commercial cultures, and by imagined publics who are important new constructed objects of institutional scientific concerns – over authority and trust. New dimensions of complexity thus come alive through paying attention to neglected tacit dimensions of science–society interrelations. (shrink)

This article draws from theories of business-government relations and Austrian economics to develop a model relating firm performance to the firm’s market and nonmarket actions. Nonmarket actions represent one mechanism for the implementation of firm strategies. The model is tested using an original data set covering airlines serving international routes in the North Atlantic region. Results suggest that nonmarket actions have a positive and significant impact on performance, measured in three ways: profits, market share, and capacity utilization.

Timothy Williamson has argued that our evidence is what we know. This implies that anything we come to know by inference instantly becomes part of our evidence, and that all of our evidence is true. I argue that neither of these implications is correct. I conclude by noting a rival theory of evidence, one based on a suggestion Jerry Fodor makes in The Modularity of Mind , is not vulnerable to the criticisms I make of Williamson, nor to the criticisms (...) he makes of traditional theories of evidence. In this discussion, I claim that the debate over ‘the bias towards the present’ turns on an axiological question. Is the value of a present experience greater than its value when past? I argue not and hold that our bias towards the present, understood as a pure time preference, is irrational.

Drawing on research reviewed in this special section, the present article discusses how various contextual factors impact on production and decoding of emotion-related facial activity. Although emotion-related variables often contribute to activation of prototypical “emotion expressions” and perceivers can often infer emotional meanings from these facial configurations, neither process is invariant or direct. Many facial movements are directed towards or away from events in the shared environment, and their effects depend on these relational orientations. Facial activity is not only a (...) medium for descriptive representation of internal affective states, but also a means of adjusting to, and operating on, external objects, and of influencing other people’s appraisals of those objects. This essay examines some aspects of the early history of the vitalism/mechanism controversies by examining the work of Nehemiah Grew in relation to that of Henry More , Francis Glisson and the more mechanistically inclined members of the Royal Society. I compliment and critically comment on John Henry's exploration of active principles in pre-Newtonian mechanist thought. The postulation of ‘active matter’ can be seen as an important support for the new experimental philosophy, but it has theological drawbacks, allowing for a (...) self-sufficient nature relatively independent of God. Grew resists this view and, like Henry More, advocates the need for a vital principle to direct material nature towards its ends.
