While Western political scientists have a variety of opinions on democracy and how its institutions could be improved, they almost never argue about the validity of democracy as a form of government. Of course, it would be unfair here to ignore the presence of an authoritarian streak in Western thought. Thomas Hobbes comes to mind most immediately. Yet the views of those thinkers with an authoritarian bent have become marginalized in present-day discourse; or, to be more precise, it is assumed (...) that their views on the importance of a strong government are irrelevant to the present. The assumption that a strong regime might be necessary in non-Western societies is thought to be the product of these authoritarian/totalitarian societies' elite classes—that is, a justification for imposing the power of the elite upon the people. In their useful logic for a computer network Shramko and Wansing generalize initial values of Belnap’s 4-valued logic to the set 16 to be the power-set of Belnap’s 4. This generalization results in a very specific algebraic structure — the trilattice SIXTEEN3 with three orderings: information, truth and falsity. In this paper, a slightly different way of generalization is presented. As a base for further generalization a set 3 is chosen, where initial values are a — incoming data is asserted, (...) d — incoming data is denied, and u — incoming data is neither asserted nor denied, that corresponds to the answer “don’t know”. In so doing, the power-set of 3, that is the set 8 is considered. It turns out that there are not three but four orderings naturally defined on the set 8 that form the tetralattice EIGHT4. Besides three ordering relations mentioned above it is an extra uncertainty ordering. Quite predictably, the logics generated by a–order and d–order coincide with first-degree entailment. Finally logic with two kinds of operations and consequence relation defined via a–ordering is considered. An adequate axiomatization for this logic is proposed. (shrink)

This book considers the emergence of dialectic out of the spirit of dialogue and traces the relation between the two. It moves from Plato, for whom dialectic is necessary to destroy incorrect theses and attain thinkable being, to Cusanus, to modern philosophers—Descartes, Kant, Hegel, Schleiermacher and Gadamer, for whom dialectic becomes the driving force behind the constitution of a rational philosophical system. Conceived as a logical enterprise, dialectic strives to liberate itself from dialogue, which it views as merely accidental and (...) even disruptive of thought, in order to become a systematic or scientific method. The Cartesian autonomous and universal yet utterly monological and lonely subject requires dialectic alone to reason correctly, yet dialogue, despite its unfinalizable and interruptive nature, is what constitutes the human condition. The outburst of antiracist protests in the USA in 2020 demonstrates how deeply this society’s present-day problems are rooted in its past. From this perspective, a study of the cultural memory of the time of the Civil War and the abolition of slavery, the key moment in the contemporary American nation formation, is especially relevant and important. The cultural frontier between the North and the South that had appeared as an outcome of differences in US history has not disappeared up (...) to now. By example of the complexity and inconsistency of the historical memory of the Civil War, slavery, and its abolition in the USA manifested in their visual representations, the article documents how through collective memory, history does not just invade modernity but is present in it, particularly in the form of memorials, monuments, museum expositions, and therefore determines the nation’s modernity to a large degree. The process of registering Muslim communities of the spiritual government of Crimean Muslims in the first 15 years of independence of Ukraine was too dynamic. However, since 2005 this process has slowed noticeably. This is due to the fact that at present, a possible extreme threshold of this process has been reached. This is due to the fact that in Crimea the process of returning former religious buildings that were transferred according to the legislation of Ukraine to registered legal entities, (...) i.e. Muslim communities. One of the reasons for the decrease in the number of registered Muslim communities is also the reduction in the number of mosques under construction in the settlements of Crimea, due to the cost of their construction. This article traces some modern conceptions of memory in history (Halbwachs, Nora), indirectly comparing them with the ancient poetic tradition of so-called “catalogue poetry.” In the discussion of memory and oblivion, I argue that history encompasses multiple histories rather than constituting one single teleological and universal history. Every history is produced by a historical narrative that follows and interprets what may be called the historical proper, which comprises lists of names of people, things, or events that have to be kept (...) and transmitted within a history. The historical and the narrative within a history are relatively independent, insofar as the narrative that interprets the historical may in principle change, whereas the historical has to be preserved, which is the primary task of historical memory. This article deals with the question of the interrelation between two papers, both called, in short, “Onomatodoxy”, dedicated to the doctrine of Name-glorification (Imiaslavie, Onomatodoxy), both of which were created in line with the Neo-Patristic movement in the Russian philosophy of the Silver Age. One of these papers is by Alexei Losev and the other by Pavel Florensky. In my opinion, there are sufficient grounds to state that Losev’s “Onomatodoxy” was written either after Florensky created his own “Onomatodoxy”, i.e., after (...) November 1922, or, at the earliest, after Florensky started to give clandestine lectures about Onomatodoxy in Moscow (where Losev lived), i.e., not earlier than spring 1921. Therefore, Losev’s article “Onomatodoxy” could have been intended for the religious-philosophical collection of articles planned for publishing by Yaschenko in 1922 in Berlin. (shrink)

A conception of an information system has been introduced by Pawlak. The study has been continued in works of Pawlak and Orlowska and in works of Vakarelov. They had proposed some basic relations and had constructed a formal system of a modal logic that describes the relations and some of their Boolean combinations. Our work is devoted to a generalization of this approach. A class of relation systems and a complete calculus construction method for these systems are proposed. As a (...) corollary of our main result, our paper contains a solution of a Vakarelov's problem: how to construct a formal system that describes all the Boolean combinations of the basic relations. In this paper we introduce a new type of nets with bounded types of distributed resources . Linear Logic to describe the behaviour of BR-nets is defined. It is based on Girard's Linear Logic but captures not only consumption of resources but their presence as well. Theorem of soundness and completeness of the proposed axiomatization is proved and the complexity of the provability problem is established for the general case and some particular ones.

It is now clear that two prominent nuclear domains, interchromatin granule clusters (IGCs) and Cajal bodies (CBs), contribute to the highly ordered organization of the extrachromosomal space of the cell nucleus. These functional domains represent structurally stable but highly dynamic nuclear organelles enriched in factors that are required for different nuclear activities, especially RNA biogenesis. IGCs are considered to be the main sites for storage, assembly, and/or recycling of the essential spliceosome components. CBs are involved in the biogenesis of several (...) classes of small RNPs as well as the modification of newly assembled small nuclear RNA. We have summarized data on the molecular composition, structure, and functional roles of IGCs and CBs in the nuclei of mammalian somatic cells and oocytes of some animals with a special focus on insects. We have focused on similarities and differences between the IGCs and CBs of oocytes and the well‐studied CBs and IGCs of cultured mammalian somatic cells. We have shown the heterogeneous character of oocyte IGCs and CBs, both in structure and molecular content. We have also demonstrated the unique capacity of oocytes to form close structural interactions between IGC and CB components. We proposed to consider these joint structures as integrated entities, sharing the features of both IGCs and CBs. (shrink)

A structured collection of tools for engineering resilience and a research approach to improve the resilience of a power grid are described in this paper. The collection is organized by a two-dimensional array formed from typologies of power grid components and business processes. These two dimensions provide physical and operational outlooks, respectively, for a power grid. The approach for resilience research is based on building a simulation model of a power grid which utilizes a resilience assessment equation to assess baseline (...) resilience to a hazards’ profile, then iteratively selects a subset of tools from the collection, and introduces these as interventions in the power grid simulation model. Calculating the difference in resilience associated with each subset supports multicriteria decision-making to find the most convenient subset of interventions for a power grid and hazards’ profile. Resilience is an emergent quality of a power grid system, and therefore resilience research and interventions must be system-driven. This paper outlines further research required prior to the practical application of this approach. (shrink)

The article provides a close hermeneutical reading and philosophical interpretation of a short text by Mikhail Bakhtin from 1943, quoted and translated in the beginning. Contra the modern Cartesian interpretation of the subject as always open to itself in an act of self-reflection, it is argued that one’s self is not immediately accessible and fully transparent to itself. Looking at oneself in the mirror stands for an attempt of self-cognition, in which one both recognizes and misses oneself, seeing oneself as (...) another with no “seamy side.” Thinking oneself, then, constitutes a constant dialogue with oneself, in which one is always involved in a process of non-finalizable explanation of oneself to oneself as one’s own other. Western perceptions of Russia have a long history, starting from the earliest reports in the fifteenth century. For some Westerners Russia appeared as a utopian, harmonious society. For others it appeared as an ideal monarchy. Some, however, saw it as a despotic Asian state. The Western images of Russia from the fifteenth through the seventeenth centuries were thus mixed and ambiguous. The positive image of Russia as the ideal Biblical society that stood outside of history somewhat blurred the differences between (...) Russia and the West. In contrast, for an increasing number of Westerners, especially from the more advanced proto-capitalist countries, Russia was part of the non-Western world, thus emphasizing its difference from the West. Russia was thus assimilated into the Western image of the Orient where repulsion combined with fascination, until, under the impact of Romanticism in the nineteenth century, its foreignness was articulated in terms of civilizational and religious differences. The objective of this article is to characterise elimination of finite generalised imaginaries as defined in [9] in terms of group cohomology. As an application, I consider series of Zariski geometries constructed [10, 23, 24] by Hrushovski and Zilber and indicate how their nondefinability in algebraically closed fields is connected to eliminability of certain generalised imaginaries.

We apply the theory of partial algebras, following the approach developed by Van Alten, to the study of the computational complexity of universal theories of monotonic and normal modal algebras. We show how the theory of partial algebras can be deployed to obtain co-NP and EXPTIME upper bounds for the universal theories of, respectively, monotonic and normal modal algebras. We also obtain the corresponding lower bounds, which means that the universal theory of monotonic modal algebras is co-NP-complete and the universal (...) theory of normal modal algebras is EXPTIME-complete. It also follows that the quasi-equational theory of monotonic modal algebras is co-NP-complete. While the EXPTIME upper bound for the universal theory of normal modal algebras can be obtained in a more straightforward way, as discussed in the paper, due to its close connection to the equational theory of normal modal algebras with the universal modality operator, the technique based on the theory of partial algebras is applicable to the study of universal theories of algebras corresponding to a wide range of logics with intensional operators, where no such connection is available. Most of the core concepts of the Western philosophical tradition originate in antiquity. Yet boredom is strikingly absent from classical thought. In this philosophical study, Dmitri Nikulin explores the concept's genealogy to argue that boredom is the mark of modernity. Nikulin contends that boredom is a specifically modern phenomenon. He provides a critical reconstruction of the concept of the modern subject as universal, rational, autonomous, and self-sufficient. Understanding itself in this way, this subject is at once the protagonist, playwright, director, (...) and spectator of the staged drama of human existence. It is therefore inevitably monological, lonely, and alone, and can neither escape its own presence nor get rid of it. In other words, it is bored-and this boredom is the fundamental expression and symptom of the modern condition. Considering such thinkers as Descartes, Pascal, Kant, Kierkegaard, Kracauer, Heidegger, and Benjamin, Critique of Bored Reason places boredom on center stage in the philosophical critique of modernity. Nikulin also considers the alternative to the notion of the autonomous subject in the-nonbored and nonboring-dialogic and comic subject capable of shared existence with others. (shrink)

The article develops the idea of forming postcapitalist social relations as a social revolution of an individual, which consists in the fact that popularity becomes a key advantage, the “possession” of which is a desired goal and a significant resource of political influence. At the same time, it is shown that this process leads to forming a new dominant stratum — personalities (“people with personality”): celebrities, popular bloggers, social media influencers, micro- and nanosignature. It is substantiated that the personaliat domination (...) is a consequence of contradictory social relations between the new aristocracy represented by the representatives of the personaliat and many people who do not “possess” a popular personality - the impersonaliat (“extra people”, “lower” precariat, those who turn out to be outsiders in the world of social platforms). This contradiction is associated with the rooting of a celebrity’s culture, which encourages a lot of people to fight for popularity and focus on finding advantageous differences from others in the process of self-realization. However, this struggle in the end for the overwhelming majority turns into an increase in creative competition and subtraction. Various new forms of subtraction that appear in situations of widespread self-realization are revealed. Accordingly, arguments are given in favor of the fact that in the context of the “personality revolution”, the truly left will be rather an alternative that will call into question the ways of solving social problems formulated by popular personalities. In other words, it will be possible to oppose the total pursuit of popularity with the projects of society, in which the person is relied not as someone who rises above the others, but as an involved person who values life in harmony with others higher than his own “I”. For many centuries and until now, the relationship between the Church and the state has always been controversial, but always relevant. There are vivid examples when in a particular country certain religions had the status of even state ones. At the same time, we know from the example of the former Soviet Union that for religious beliefs, the state subjected its citizens to severe repression.

The purpose of the study is to reveal the main actions of the major central banks during the COVID - 19 pandemic and their main impact on the world stock markets. The scientific novelty consists in identifying the key results of the impact of the pandemic in general and the restrictive measures of national governments, in particular, on the dynamics of the state of the stock markets of the world, namely, the level of decline in the main stock indexes of (...) the S &P 500, Dow Jones and NASDAQ. The measures taken by the central banks of the United States, Japan, England and other developed and developing countries of the world to provide financial assistance to commercial banks and other financial organizations related to the purchase of government bonds at a "zero" rate, targeting the yield of government bonds, reducing key rates and other measures are summarized. It is indicated that the influx of new private investors provided a great help to the stock market, for which many Central Banks introduced special programs and preferences. As a result, the main measures taken by the Central Bank of the Russian Federation to stabilize the financial situation in the country and the domestic stock market, in particular, are summarized. The subject of this study is a set of alleged contradictions in the development of artificial intelligence, pursued in order to achieve their overcoming. Philosophical anthropology contains the potential to analyze complex interactions, to articulate the problems that arise between artificial intelligence and humans. The philosophical and anthropological analysis of artificial intelligence is aimed at understanding this human phenomenon, human presence and its experience. The article is an attempt to identify and outline the trajectories for the possible resolution of the (...) contradiction in the development of artificial intelligence, the analysis of the parameters proposed by philosophical anthropology to solve their problems in the modern socio-cultural situation. The relevance of the proposed problem arises in the fact that artificial intelligence qualitatively changes the existence of a person, and in philosophical anthropology there is a potential to outline the prospects for the development of artificial intelligence, while preserving the languid human in a person. To study this perspective is very important in society. The novelty of the topic raised in the article is the analysis of solving the problems of artificial intelligence from the standpoint of philosophical anthropology, in the articulation of contradictions in the development of artificial intelligence, in the search for solutions to overcome these contradictions. Philosophical anthropology provides tools for a balanced decision on the development of artificial intelligence, the degree of its impact on human existence. (shrink)

Safronov’s Nietzsche’s Political Economy is a pioneering appraisal of Nietzsche’s critique of industrial culture and its unfolding crisis. The author contends that Nietzsche remains unique in conceptualizing the upheavals of modern political economy in terms of the crisis of its governing values. Nietzsche scrutinises the norms which, not only preside over the unfathomable build-up in debt, the proliferation of meaningless, impersonal slavery and the rise of increasingly repressive social control systems, but inevitably set these precarious tendencies of modern political economy (...) on a collision course liable to culminate in an unprecedented human and environmental catastrophe. Safronov explores the core themes of Nietzsche’s political economy—debt, slavery, and the division of labour—with reference to the influential views of Adam Smith and Karl Marx, as well as against the backdrop of the Long Depression (1873–1896), the first truly international crisis of industrial capitalism, during which most of Nietzsche’s work was completed. -/- In Nietzsche’s assessment, modern political economy is predicated on the valuations that diminish humankind’s prospects and harm the planet’s future by consistently enfeebling the present, as long as there is profit to be made from it. Nietzsche’s critical insight, which challenges the most fundamental tenet of modern economics and finance, is that in order to build a stronger and intrinsically more valuable future in lieu of simply speculating on it, as though the liberal Promised Land could descend upon us like the manna from heaven at the wave of an invisible hand [of the market], it is necessary to walk from the future we dare to envisage resolutely back to the present we inhabit to determine what demands achieving such a vision would impose upon us, instead of embellishing the ‘here and now’ by cynically discounting the future to the [net] value of the present while disparaging, disowning and rewriting the past to unburden ourselves of its troubling legacy, as we continue to frivolously squander its capital to the alluring tunes of the ‘sirens who in the marketplace sing to us of the future’. The enabling mechanism for changing our valuing perspectives, Nietzsche tells us, lies dormant in us and it must be unlocked before it is too late. (shrink)
