The question of how to think about the relationship between political theory and empire has recently emerged as an important topic in the history of political thought. In this regard, Edmund Burke, often regarded as the founding father of modern conservatism, has been depicted by a number of contemporary scholars as a staunch anti-imperialist and a strong defender of cultural pluralism and difference. In the present article, I argue against this view in two ways. First, I contend that (...) class='Hi'>Burke was not an 'anti- imperial' thinker in the strict sense of that term. The second argument operates within the framework of Burke's commitment to the imperial project -- rightly understood -- and seeks, within that framework, to understand the basis for his criticism of the British Empire in India. This latter analysis comprises the bulk of the paper. Following it, I conclude very briefly by comparing Burke's arguments about empire in India with his arguments about empire in the New World, and suggest that a coherent and consistent Burkean standpoint emerges from such a comparison, albeit one which is deeply conservative, and therefore challenges a good deal of current scholarship on this topic. Many modern conservatives and feminists trace the roots of their ideologies, respectively, to Edmund Burke and Mary Wollstonecraft, and a proper understanding of these two thinkers is therefore important as a framework for political debates today. According to Daniel O’Neill, Burke is misconstrued if viewed as mainly providing a warning about the dangers of attempting to turn utopian visions into political reality, while Wollstonecraft is far more than just a proponent of extending the public sphere rights of (...) man to include women. Rather, at the heart of their differences lies a dispute over democracy as a force tending toward savagery or toward civilization. Their debate over the meaning of the French Revolution is the place where these differences are elucidated, but the real key to understanding what this debate is about is its relation to the intellectual tradition of the Scottish Enlightenment, whose language of politics provided the discursive framework within and against which Burke and Wollstonecraft developed their own unique ideas about what was involved in the civilizing process. Wolin performs in an effort to trace the movements of Burke's thought as it developed over time within particular socio-political circumstances. The book is divided into three parts, each corresponding to Wolin's three-part division of Burke's intellectual [End Page 172] career. Part I, "Towards a Better Life through Art, Criticism and Politics," begins with a chapter on Burke's formation as a critic in the bohemian, avant-garde culture of post-World War I Greenwich Village. Wolin offers an account of how the dynamics of this social milieu prompted Burke to incorporate politics into his already established aesthetic interests, and of this fusion's manifestation in left-leaning periodicals of the time. While some might be tempted to see this first chapter as having limited value in comparison to Jack Selzer's richly detailed Kenneth Burke in Greenwich Village : Conversing with the Moderns, 1915-1931, it should be noted that Wolin does a fine job of helping his readers—in chapter one and those which follow—to understand explicitly how specific contexts shaped Burke's ideas and his rhetoric (something that Selzer's book does not do). Wolin is particularly adept at showing how, for Burke, there is an inextricable link between aesthetics, rhetoric, politics, and social life in general. This aesthetic-rhetorical connection to politics and life, argues Wolin, is key to understanding all of Burke's work. According to Wolin, equally important is how this connection informed the essays that comprised Burke's Counter-Statement, which Wolin sees as the seed from which all of Burke's theoretical and critical writings grew. For Wolin, to understand Burke one must understand Counter-Statement, and understand it within the historical circumstances that prompted and shaped its concepts and their rhetorical presentation.Chapter two is thus devoted to a discussion of the significance of Counter-Statement within Burke's oeuvre. It is in Counter-Statement, Wolin contends, that one can discern not only the fundaments of Burke's later work but also the "Critics Credo" that organized Burke's rhetorical efforts from Permanence and Change to The Rhetoric of Religion. Wolin's attempt to demonstrate the operation of this credo in all of Burke's books as an organizing principle pushes the limits of credulity at times, but readers should not let this obscure the insight Wolin offers us into Burke's responses to and interventions in early twentieth-century intellectual culture. Chapters three, four, and five comprise Part II of Wolin's book, "The Tactics of Conflict and Cooperation," which discusses in succession the three books that followed Counter-Statement chronologically: Permanence and Change, Attitudes Towards History, and The Philosophy of Literary Form. In these chapters, Wolin makes numerous interesting and novel points about Burke's thought. Drawing on Rex Stem’s analysis of exempla, I explore Mercy Otis Warren and John Marshall’s narrations of the Society of the Cincinnati, and Washington’s place within it, to draw out the lessons they sought to impart. Beginning with an exploration of Cincinnatus’ exemplum in antiquity, its relationship to late 18th-century portrayals of Washington, and its invocation in the establishment of the Society of the Cincinnati, I also discuss the exemplum by a prominent critic of the Society of the Cincinnati, Aedanus (...) Burke. I then turn to Warren and Marshall’s accounts of the Cincinnati. I do so with a particular focus on how a single exemplary American – George Washington – is depicted in two different ways, exemplifying two different sets of moral teaching. I conclude by suggesting that Warren, Marshall, and Burke’s battle over the exemplum of Cincinnatus is a battle over the moral ordering of America’s future. (shrink)

While Ackerman and Fishkin propose that the government pay (...) each citizen a $150 stipend for voluntary participation, the purpose is not so much to monetarily to reward citizens for "showing up" as it is to foster an enriched civic culture that would send shockwaves through America's political infrastructure: "If Deliberation Day succeeded, everything else would change: the candidates, the media, the activists, the interest groups, the spin doctors, the advertisers, the pollsters, the fund raisers, the lobbyists, the political parties. All would have no choice but to adapt to a more attentive and informed public" (3). The task of Deliberation Day would be to create a new social context in which citizens could become enlightened through public participation. As the authors conclude the book, "We can, through an act of political imagination, create new institutions for redeeming the ancient promise of democratic citizenship. Ordinary men and women need not be the hapless playthings of the powerful. They can and must find new ways to hold their leaders to account, and redeem their dignity as human beings by responsibly shaping their collective destiny" (219).Ackerman and Fishkin's proposal is indeed filled with political imagination. I bring their proposal to light not to critique the possibilities and limitations of Deliberation Day, but to understand the way in which the authors understand "the public." At the bottom, what the polity needs, Ackerman and Fishkin believe, is a public space dedicated to the reinvigoration [End Page 226] of political culture. It is not that the citizenry is incapable of hammering out intelligent political solutions, but that it needs access to social contexts that facilitate deliberation and the emergence of a common good. To foster a culture of political intelligence, the public needs only the chance to enter the forums that will facilitate thorough, cooperative political decision-making.Ackerman and Fishkin are not alone in calling for access to or creation of these types of forums. Habermas's bourgeois public sphere—a public space in which citizens could come together and rationally debate the activities of the state—essentially represents the evolution of a context, a social space, a public arena (Habermas 1989). The bourgeois public sphere is meant to be egalitarian, providing citizens a forum in which to debate openly and foster a common political consciousness.1 But this sphere has proved problematic for a number of scholars. Oskar Negt and Alexander Kluge (1993), for example, propose a proletarian public sphere to counter capitalism's socioeconomic domination over public resources. Joan Landes (1988) argues that the bourgeois public sphere entails male domination in public life, to the exclusion of women. Nancy Fraser (1992) builds on the feminist critique by adopting the term "counterpublics," collectives of citizens—women, peasants, the working class, and other groups demarcated by issues of race, gender, and ethnicity—that arise in reaction to the dominant public sphere.2In the introduction to Counterpublics and the State (2001), Robert Asen and Daniel Brouwer argue that critiques of the bourgeois public sphere specifically and public sphere theory generally amount to three "reconfigurations" in the way in which scholars think of the public. First, scholars have come to recognize the existence and interaction of multiple public spheres. Second, they have come to acknowledge permeable boundaries of access to the multiple public spheres. Third, scholars have come to recognize the dynamic role of the state in shaping public discourse. Recourse to a being’s moral status is the ‘nuclear option’ of moral theorising—it tells us not only what obligations we have and to what degree, but whether we have obligations to them in the first place and whether their moral concern trumps concern for other beings simply in virtue of the kind of being they are. As such, we should only explain obligations in terms of a being’s moral status if doing so is principled and necessary to defend that obligation. (...) In ‘Pregnancy and Superior Moral Status: A Proposal for Two Thresholds of Personhood’, Robinson1 argues that pregnant women achieve a second and therefore superior threshold of moral status to ‘mere persons’. She insists that this is not a view about the woman and the fetus together but that ‘the pregnant woman herself is more than one individual’. This gives us strong reason to re-balance the imbalanced burdens experienced by women due to pregnancy. I will argue her proposal is neither principled nor necessary. We can explain special obligations to pregnant women without appealing to a distinct moral status, without reaching for the ‘nuclear option’. First, consider Robinson’s1 claim that pregnant women ‘are performing a role which is of supreme importance: that of creating new human life, and maintaining the survival of the human species’. …. It discusses the ‘social turn’ of the 1960s, the movements for historical anthropology and ‘psychohistory (drawing on psychoanalysis) in the 1970s, the literary turn of the 1980s (ranging from the poetics of history to the analysis of ‘fiction in the archives’), the history of ‘social’ or ‘cultural’ memory, the rise of the history of (...) gender, and the ‘cultural turn’ of the 1990s. In those forty years, historians were often in dialogue with social scientists and with other scholars in the humanities. In the 21st century, by contrast, there has been a rapprochement with experimental psychology and neuroscience (in the case of studies of memory and emotion) and with biology, culminating – so far – in a ‘bio-history’ concerned with the co-evolution of humans and animals. The publication of Moshe Idel’s book, Kabbalah: New Perspectives marks a turning point in the field of Jewish mysticism. In this volume, Moshe Idel offered phenomenology as an alternative key to appreciating the history and ideas of Jewish mystical traditions. The lineage of philosophical hermeneutics is indelibly marked by the discourse of asceticism and otherworldliness. This influence springs most immediately from Nietzsche but finds itself provocatively manifest in the recent and ongoing return of philosophical hermeneutics to religious patterns of thought. This work will consider the hermeneutic encounter with and appropriation of asceticism in the work of Gianni Vattimo. In one sense, this engagement would appear an unlikely one, as Vattimo (following Nietzsche) is openly suspicious of the voluntary assumption of (...) and salvific role for suffering in the quest for human flourishing. However, upon closer inspection, we see that a reconfigured asceticism, focused on the turning of power against itself and the reconfiguration of our relationship with the world, is alive and well in Vattimo’s “weak thought.” More radically, Vattimo’s thought represents a purification-even a mortification- of asceticism by cleansing it of its untenable and burdensome metaphysical baggage and allowing for a renewed and authentic approach to religiosity. David Atkinson asks whether nonempirical constructions can lead to genuine knowledge in science, and answers in the negative. Thought experiments, in his view, are to be commended only insofar as they eventually lead to real experiments. The claim does not rely on a general study, conceptual or historical, of thought experiments as such: the range of the paper is at once narrower and broader. Atkinson views thought experiments as commonly understood as just one kind of episode in the development of (...) physics in which real experimentation is bypassed, and he believes that such episodes are justified only inasmuch as they are transitory stages on the way to genuine empirical inquiry. Atkinson wants to kill with one arrow what is usually regarded as two different birds: the notion that thought experiments proper can be persuasive in themselves, and the thesis that theories which cannot be brought to the tribunal of experience can nevertheless belong to science. He thus implicitly opposes three views which are commonly, albeit not universally, held: (i) some thought experiments are conclusive; (ii) some theories belong to science despite not being evidently and concretely amenable to empirical corroboration; (iii) the two issues are largely independent. The standpoint from which Atkinson operates is a rather strict form of empiricism, one which relies on a fairly sharp distinction between the conceptual and empirical dimensions of inquiry. My outlook is rather different: the conceptual and empirical seem to me to be intertwined, both conceptually, as suggested by Quine’s critique of logical positivism, and empirically, as revealed by the evidence provided by science itself in its daily and historical reality. Rather than take the high road, I propose to focus first on the critique to which Atkinson subjects Galileo’s thought experiment, and the lessons he draws from his analysis.. (shrink)

Assigning a positive signification to the concept of ‘ideology,’ the basic hypothesis of this paper is that both what we call social reality and what we understand by the expression social knowledge are the result of an ideological projection. In other words, it is my opinion that ideology accomplishes a double purpose: on the one hand, it actively participates in the construction of social reality; on the other hand, it also plays the role of an instrument of social knowledge. To (...) support this assertion, I advance the idea of ideological conventions that are constituent parts of the social projection of reality and that emerge as ‘landmarks’ of the processof understanding it. I provide arguments that, as long as that they are found at the level of social institutions and thus being reproduced in discourse, including symbolically – as codes, norms, rules, habits, behaviours, etc., both formal and informal –, ideological conventions are an expression of social identity, being useful in explaining and understanding social reality and its possibilities of evolving. Finally, taking into account the premise that while social knowledge is not entirely ideological, the ideological element is unavoidable in the process of configuring this knowledge (contributing in a decisive manner to the changes emerging at the societal level), I propose an integrated, interdisciplinary model of ideological analysis.
