Ethical decision-making in public health rarely involves simply avoiding a bad choice in favor of a good choice. Instead, it requires policymakers to strike a balance among conflicting goals that are all good—goals such as the health of populations and individuals, knowledge gained through scientific research, autonomy, social justice, and the efficient use of limited resources. This balance can be elusive, and perfect examples are the legal instruments governing dual-use research, a term describing scientific endeavors meant to produce beneficial knowledge (...) or technology, but that could also be misapplied. Pathological archival tissue has been used as a source of research material for many years. The advancement in molecular techniques led to an escalated interest in genetic research on archival tissue. Research on archival tissue has been used without obtaining consents from patients, although the ethical justification for such a practice is unlikely to apply for genetic research that involves whole genome sequencing, for instance. Issues of confidentiality and patients’ autonomy are being raised as institutions consider when approval for this (...) type of research should be granted. In addition, patients’ advocate is mandating some of these changes. In the context of the United Arab Emirates, this paper makes clear the current uncertainties arising from the use of archival tissue in genetic research, as it could be highly invasive of privacy interests and also fails to respect autonomous choice. It further explains what needs to change in order to support such research that is directed at promoting public good, but in a way that is not detrimental to the welfare of patients as research participants. A lo largo de diecinueve ediciones, se ha colocado la cultura de matriz africana en el más alto nivel, con la presencia de grupos de ballet folclórico como el Kilandukilu de Angola, (...) el Ballet Garífuna de Honduras, la bailarina Bethania Nascimento, perteneciente al Alvin Hailey Ballet, y el Opus Dance Theater de New York. En el bel canto, la soprano Sarah Carrere, dio fe de su gran talento franco-senegalés, así como en gospel el coro de la iglesia St. Agustine de Washington, y grupos como Master Key, Charleene Stuart y Sasha Campbell, de Costa Rica, conquistaron la audiencia con ritmos como gospel, spiritual, R&B y Soul, sin olvidar las agrupaciones nacionales de Calipso, que han dejado su huella en el Festival.En esa pasión por mostrar los mejores representantes de las diferentes manifestaciones del arte y la cultura de la Diáspora Africana, en 2012 la Fundación invitó a Costa Rica al Premio Nobel de Literatura de 1984, Derek Walcott. In her work on moral reasoning, Carol Gilligan identifies two distinct models which she terms the ‘voice of care’ and the ‘voice of justice’. The ‘voice of justice’ informs a professional practice grounded in fairness and objectivity and is principally concerned with rights and obligations. It can motivate the drive for legislation and codes of ethics that provide clear rules and regulations to govern social care practice. In contrast, the ‘voice of care’ prioritises relationships, requiring practitioners to pay attention (...) to the particularity of each moral situation. As a result, the demand to commit to upholding universal principles and rights cannot be met. This paper explores the nature of the conflict between the moral voice of care and justice, applying insights from these diverging voices to deepen our understanding of the kind of professionalization appropriate in social care. Vulnerability is one of the least examined concepts in research ethics. Vulnerability was linked in the Belmont Report to questions of justice in the selection of subjects. Regulations and policy documents regarding the ethical conduct of research have focused on vulnerability in terms of limitations of the capacity to provide informed consent. Other interpretations of vulnerability have emphasized unequal power relationships between politically and economically disadvantaged groups and investigators or sponsors. So many groups are now considered to be vulnerable in (...) the context of research, particularly international research, that the concept has lost force. In addition, classifying groups as vulnerable not only stereotypes them, but also may not reliably protect many individuals from harm. Certain individuals require ongoing protections of the kind already established in law and regulation, but attention must also be focused on characteristics of the research protocol and environment that present ethical challenges. This book examines how ancient authors explored ideas of kingship as a political role fundamental to the construction of civic unity, the use of kingship stories to explain the past and present unity of the polis and the distinctive function or status attributed to kings in such accounts. -/- It explores the notion of kingship offered by historians such as Herodotus, as well as dramatists writing for the Athenian stage, paying particular attention to dramatic depictions of the unique capabilities of (...) Theseus in uniting the city in the figure of the ‘democratic king’. It also discusses kingship in Greek philosophy: the Socratics’ identification of an ‘art of kingship’, and Xenophon and Isocrates’ model of ‘virtue monarchy’. In response to critical discussions of her Globalizing Democracy and Human Rights by William McBride, Omar Dahbour, Kory Schaff, and David Schweickart, Gould grants that globalization and U.S. Empire are intertwined, but she argues that this does not refute that global and transnational interconnections and networks are developing that are in need of substantive democracy. Gould further seeks to clarify two main interpretive misunderstandings of her critics. First, even though she rejects “all affected” as a criterion for determining the participants (...) of institutional decision-making, she does leave room for participation of the “affected” when the fulfillment of their basic rights is at stake. Second, she argues that her vision of democratizing economic institutions is not fundamentallydifferent from the traditional idea of workplace democracy. Other topics addressed are the normative grounding of human rights, the error of reducing human rights to positive law, and the incoherency of the notion that democracy can be imposed by the barrel of a gun. Finally, Gould maintains that empathy, if properly understood, should be extended to terrorists, while we should also strongly condemn their rejection of noncombatant immunity. There is no broadly accepted definition of ‘life.’ Suggested definitions face problems, often in the form of robust counter-examples. Here we use insights from philosophical investigations into language to argue that defining ‘life’ currently poses a dilemma analogous to that faced by those hoping to define ‘water’ before the existence of molecular theory. In the absence of an analogous theory of the nature of living systems, interminable controversy over the definition of life is inescapable.

Aristotle’s account of kingship in Politics 3 responds to the rich discourse on kingship that permeates Greek political thought (notably in the works of Herodotus, Xenophon and Isocrates), in which the king is the paradigm of virtue, and also the instantiator and guarantor of order, linking the political microcosm to the macrocosm of the universe. Both models, in separating the individual king from the collective citizenry, invite further, more abstract thought on the importance of the king in the foundation of (...) the polity, whether the king can be considered part of, or separate from, the polis, and the relationship between polis and universe. In addressing these aspects of kingship theories, Aristotle explores a ‘metaphysics of monarchy’, part of the long-running mereological problem of parts and wholes in the construction of the polis, and connecting his account of kingship to his thought on citizenship and distributive justice within the polis. In the technical literature of computer science, the concept of an effective procedure is closely associated with the notion of an instruction that precisely specifies an action. Turing machine instructions are held up as providing paragons of instructions that "precisely describe" or "well define" the actions they prescribe. Numerical algorithms and computer programs are judged effective just insofar as they are thought to be translatable into Turing machine programs. Nontechnical procedures (e.g., recipes, methods) are summarily dismissed as ineffective on the (...) grounds that their instructions lack the requisite precision. But despite the pivotal role played by the notion of a precisely specified instruction in classifying procedures as effective and ineffective, little attention has been paid to the manner in which instructions "precisely specify" the actions they prescribe. It is the purpose of this paper to remedy this defect. The results are startling. The reputed exemplary precision of Turing machine instructions turns out to be a myth. Indeed, the most precise specifications of action are provided not by the procedures of theoretical computer science and mathematics (algorithms) but rather by the nontechnical procedures of everyday life. I close with a discussion of some of the rumifications of these conclusions for understanding and designing concrete computers and their programming languages. (shrink)

Although Leonardo Bruni's Dialogi ad Petrum Paulum Histrum have long occupied a central place in the study of Italian Renaissance humanism, scholarly interpretations of them differ markedly. Such differences attest to the formal complexity of this text, the uncertainty about its date of composition, and the obvious contradictions between the arguments offered at different times by its main interlocutor. This essay first briefly describes the scholarly debates that have surrounded Bruni's Dialogues, particularly as these illustrate competing definitions of Florentine humanism. (...) This paper lays out the case for a new metaphysics to underpin feminist work in religion, one that is experientially-based, relational and inherently open. The author suggests that the work of process philosophers, Alfred North Whitehead and Charles Hartshorne can provide a starting point for this venture. The author is mindful of the justified criticism that neither of these men paid attention to issues related to women and that philosophy in general has been an elitist male bastion. As fundamental researchers in the neuroethology of efference copy, we were stimulated by Grush's bold and original synthesis. In the following critique, we draw attention to ways in which it might be tested in the future, we point out an avoidable conceptual error concerning emulation that Grush seems to share with other workers in the field, and we raise questions about the neural correlates of Grush's schemata that might be probed by neurophysiologists.

Students in Enabling programs often face distinct challenges in their induction to academic culture which can implicate them in cases of misconduct. This case study addresses a gap in the enabling literature reporting on how a culture of academic integrity can be developed for students and staff in these programs through an educative approach.Case descriptionThis paper outlines how an educative approach (...) to academic integrity is implemented within the Enabling programs of two Australian universities.Discussion and reflectionThis case study reflects upon an approach which makes specific reference to the key elements of ‘support’, ‘approach’ and ‘responsibility’ as highlighted in Bretag and Mahmud’s seminal paper. The paper reports a reduction in misconduct cases at the two institutions suggesting a positive correlation between the interventions and students’ understanding of ethical academic practice. This study reflects upon practitioner experiences with academic integrity investigations to evaluate the effectiveness of this approach.ConclusionsThe authors show that it is possible to ensure academic integrity practices and values are upheld within a supportive learning environment appropriate to a students’ level of study. How wrong is it to deceive a person into having sex with you? The common view seems to be that this depends on the nature of the deception. If it involves something very important, such as your identity, then the wrong done is very serious. But if it involves something more trivial, such as your natural hair colour, then the wrong seems less great. Tom Dougherty rejects this view. He argues that sexual deception is always seriously wrong. In this paper, (...) I present a response to Doughterty’s argument. This paper gives a concise overview of the history and meaning of Socratic Dialogue and how it has been developed and used in modern times. The process of Socratic dialogue is seen as an environment for enhancing learning and in enabling the emergence of new meaning to be articulated in language, thereby making the understanding more accessible to the group. "A blab droid is a robot with a body shaped like a pizza box, a pair of treads, and a smiley face. Guided by an onboard video camera, it roams hotel lobbies and conference centers, asking questions in the voice of a seven-year-old. "Can you help me?" "What is the worst thing you've ever done?" "Who in the world do you love most?" People pour their hearts out in response. This droid prompts the question of what we can hope from (...) social robots. Might they provide humanlike friendship? Philosopher John Campbell doesn't think so. He argues that, while a social robot can remember the details of a person's history better than some spouses can, it cannot empathize with the human mind, because it lacks the faculty for thinking in terms of singular causation. Causation in Psychology makes the case that singular causation is essential and unique to the human species. From the point of view of practical action, knowledge of what generally causes what is often all one needs. But humans are capable of more. We have a capacity to imagine singular causation. Unlike robots and nonhuman animals, we don't have to rely on axioms about pain to know how ongoing suffering is affecting someone's ability to make decisions, for example, and this knowledge is not a derivative of general rules. The capacity to imagine singular causation, Campbell contends, is a core element of human freedom and of the ability to empathize with human thoughts and feelings"--. (shrink)

Philosophers often discuss altruism, how it is to be understood, explained, justified, evaluated, etc. Few refer to any experimental data on helping behaviour. I will argue that some of these data seem at least initially to present a challenge to various philosophical accounts of altruism. Put very broadly, when one looks at various philosophical accounts of altruism in light of various data on helping behaviour, one might wonder whether many philosophical accounts fall prey to the 'fundamental attribution error', overestimating people's (...) character and personal dispositions as the basis of their actions and underestimating the role of persons' situations and their construals of them in determining what they do. ObjectivesTo explore the objectives and outcomes most appropriate for evaluating clinical ethics support services (CESs) in the USA.MethodsA three-round e-Delphi was sent to two professional medical ethics listservs (Medical College of Wisconsin-Bioethics and American Society for Bioethics and Humanities) as well as 19 individual experts. The survey originally contained 15 objectives and 9 outcomes. In round 1, participants were asked to validate the content of these lists. In round 2, we had 17 objectives and 10 outcomes, and participants were asked (...) to rank them for appropriateness in a top 10 list of objectives and a top 5 list of outcomes.ResultsParticipants came to a high(at least 70%) level of agreement on seven objectives: mediate, educate, develop policy, improve the moral quality of a decision or action, counsel, create a moral space and manage moral distress. Participants came to a moderate (at least 51%) level of agreement on three objectives: empower, awareness of ethics and preventative ethics. Participants also came to a moderate (at least 51%) level of agreement on five outcomes: ethical justification, transformation of institution, improvement of quality of life, principled consensus and satisfaction with the expertise of a CES.ConclusionThis e-Delphi identified 10 objectives and 5 outcomes that are a good starting point for developing outcome measures to evaluate CESs in the USA, while reminding us of the diversity of perspectives still evident in the field. Criminal law and the proceedings surrounding it work, at least in theory, much like an author works when writing a play or a novel. Both the lawyer and the writer follow traditional formulae that allow them to create and express a vision of reality. When done well, the reality created is virtually seamless. This, however, is the point at which law and literary works diverge. Although we embrace creativity in literary endeavors, we would prefer that the foundation of our legal (...) system be something more substantial. Unfortunately, where US. criminal HIV exposure statutes are concerned, there appears to be little if any concrete connection between proscribed behaviors and what we know about HIV transmission risk. Twenty-four states in the U.S. make it a criminal offense for a person who has HIV to expose another to the virus through consensual sexual activities. The relationship between the activities prohibited by these laws and actual risk of virus transmission is tenuous at best. (shrink)

In this essay, I connect the sexual victimization of women, children, and pet animals with the violence manifest in a patriarchal culture. After discussing these connections, I demonstrate the importance of taking seriously these connections because of their implications for conceptual analysis, epistemology, and political, environmental, and applied philosophy. My goal is to broaden our understanding of issues relevant to creating peace and to provide some suggestions about what must be included in any adequate feminist peace politics.
