Since the latest political changes, the FRY faces a choice of a transition strategy and privatization model whithin it. After ten years of transition in East Europen countries, well established patterns in marked oriented reforms and subsequent results are observed and could serve as policy lessons for the FRY. Regarding the significant impact that initial conditions have on efforts and results of transition macroeconomic policy and structural reform implementation, the paper presents the prevailing institutional setting of the Yugoslav economy inherited (...) from the communist regime. Also, the ten years of Yugoslav privatization experience is reported to have weak results due to the poor concept. Debates on privatization, as well on structural reforms and macroeconomic policy, have again become lively in the FRY.Depuis les derniers changements politiques, la République Fédérale de Yougoslavie fait face à un choix de stratégies de transition et de modèles de privatisation. Après dix années de transition dans les pays de l’Europe de l’Est, des schémas bien établis de réformes menant à l’économie de marché et les résultats qui en découlent sont observés et pourraient servir de leçon pour la République Fédérale de Yougoslavie sur le plan politique. Eu égard à l’impact significatif qu’ont les conditions initiales sur les efforts et les résultats de la politique macroéconomique de transition et d’instauration de la réforme structurelle, l’article souligne que l’environnement institutionnel de l’économie yougoslave est un héritage du régime communiste. Aussi, les dix années de privatisation en Yougoslavie ont donné lieu à des résultats peu significatifs, précisément à cause de l’héritage évoqué. Les débats autour de la privatisation, des réformes structurelles et de la politique macroéconomique sont à nouveau d’actualité en République Fédérale de Yougoslavie. (shrink)

Discussions of metaphysical grounding have recently found their way into general jurisprudence. It is becoming increasingly common to frame the debate between positivism and antipositivism as a disagreement about what facts metaphysically ground legal facts. In this article we critically evaluate this grounding turn. First, we argue that articulating the debate about the nature of law in terms of grounding holds the promise of recasting it in a common vocabulary. Second, we argue that this comes at a cost: framing the (...) debate in this way obscures a range of further disagreements that cannot be usefully analyzed in terms of metaphysical grounding. We conclude that grounding may give us a clearer picture of what we already knew, while obfuscating a number of important questions to which it cannot, and is not intended to, provide answers. The last third of the twentieth century brought about cultural changes, including the rapid scientific progress and the informatization that began in the 1960s. Artists of this period, especially the progressive artists of New York, responded to the changes by integrating the digital reality and a new scientific understanding of the universe into their oeuvre. Such art projects were based on the pure data comprised of facts, instead of subjective ideas, and conveyed in a strongly reduced non-semiotic form. I define (...) this trend as informational art to describe a shift from the verbal, visual and conceptual cognition toward the data-oriented thinking. This pivotal moment in Western history has not been given enough scholarly attention yet. For this reason, the achievement of Walter De Maria and his colleagues in the placement of scientific principles at the foundation of contemporary art has not been fully appreciated. In my paper, I aim to highlight the role of informational art in the advancement of the modern scientifically based ›Weltanschauung‹. (shrink)

Strategic Environmental Assessment, as a support to strategic planning, is a starting point in the creation of a sustainable concept of managing waste that is based on the principles of a circular economy. The role of SEA is to guide the planning process towards the goal of securing the best effects in relation to the quality of the living environment and the socio-economic aspects of development. SEA is also an instrument that can be used when making optimal decisions about spatial (...) development, which further contributes to its importance and role in the planning process. The implementation of SEA allows developers to establish the benefits and implications of the proposed spatial changes, taking into account the capacity of the space to sustain the planned development, and to determine the degree of acceptability of the proposed spatial changes. This paper presents a specific method used for impact assessment in SEA for the Agro-Waste Management Plan for Oplenac Vineyard. The specificity of this method is that it combines specific goals, indicators and criteria for assessing the effect of planning solutions formulated in the simulated AWMP for Oplenac Vineyard using a semi-quantitative expert method. The results of the paper indicate the possibility of using GIS tools to increase objectivity in the expert evaluation of planning solutions, particularly in relation to a group of criteria for assessing the spatial dispersion of the impacts. This reduces the subjectivity that is characteristic of all expert methods. The graphical presentation of the results in GIS technology and the use of matrices and graphs to present the results makes them easier to understand and creates a good basis for making optimal decisions on future activities concerning the elimination of waste from wineries and viticulture. Rad se bavi koncepcijom slikanja francuskog filozofa Jeana-Luca Nancyja. Njena je osobitost da se ona gradi u odmaku od fenomenoloških i mimetičkih pojmova kao što su reprezentacija, predodžba, pojavljivanje, otkrivanje, ili davanje. Pa ipak je pojam slikanja za Nancyja u tijesnoj vezi s ontološkim pojmovima svijeta, smisla i stvaranja ex nihilo. No ta veza opet nije od vrste »deduktivna izvođenja« pojma slikanja iz pojmova svijeta, smisla i stvaranja ex nihilo, već se slikanje određuje preko koncepta fragmenta. U radu se naznačuju (...) linije dodirivanja i razdvajanja između ideje fragmenta i Nancyjevih eseja o slikanju.This paper discusses Jean-Luc Nancy’s conception of painting. According to Nancy, painting could not be properly understood relying on phenomenological notions such as representation, appearing, disclosure, or giving. Instead, Nancy relates painting with the ontological notions such as world, sense, and creation ex nihilo. Nevertheless, this relation is not a kind of “deductive inference” of the notion of painting from notions of world, sense and creation ex nihilo, but the notion of painting is defined through the concept of fragment. Therefore, the attempt of the paper is to draw dividing and connecting lines between the notion of fragment and Nancy’s essays on painting. (shrink)

This paper offers a critical insight into the present moment of Croatian literary and cultural theory by combining an overview of the main actors and interests with a problem-specific approach to the underlying tension or quarrel that is defining and shaping the field of Theory in the Croatian context. The paper depicts a cross-generational debate on the fictionality and reification of/by Theory. Deconstructive operations and the broad historicizing of Theory itself are used along with the specificities of the Eastern gaze: (...) “othering,” interstitiality and the traces of previous conjunctures that strongly influence the Croatian theoretical scene. The world has been going through the process of economical, political and cultural integration for a long time. At the end of the 20th century, the integration received a new meaning. In the world?s policy, sovereign countries were in conflict or collaborated earlier. A stricter hierarchy of economical and political power hubs is being established now. In such processes of globalization, differences in development, wealth and power arise, people are less safe, the sovereignity of national states is being violated. The (...) story of equality remains in the sense of disappearance of cultural differences in floods of non-cultural culture. It is difficult to talk about democracy when the world?s power is getting stronger and stronger. Is it possible to have a globalization which would not affect human rights, and which would not prevent people from taking care of truth, freedom and happiness? Svet se odavno ekonomski, politicki i kulturno objedinjuje. Krajem 20. veka je objedinjavanje dobilo novo znacenje. U svetskoj politici su se ranije podrazumevali sukobi ili saradnja suverenih drzava. Sada se uspostavlja sve cvrsca hijerarhija medju raznim ekonomskim i politickim sredistima moci. Kod ovakvog globalizovanja se razlike u razvijenosti, bogatstvu i snazi povecavaju, ljudi postaju sve manje bezbedni, a suverenost nacionalnih drzava se osipa. Prica o jednakosti ima smisla samo kao nestajanje kulturnih razlika u poplavi nekulturne kulture. O demokratiji je tesko govoriti uz sve cvrscu dominaciju svetske moci. Da li bi moglo da postoji globalizovanje koje ne bi ugrozavalo ljudska prava, koje ne bi sprecavalo ljude da brinu o istini, slobodi i sreci? We prove that there exists a function f which reduces a given Π1 1 subset P of an internal set X of an ω1-saturated nonstandard universe to the set WF of well-founded trees possessing properties similar to those possessed by the standard part map. We use f to define the Lusin-Sierpinski index of points in X, and prove the basic properties of that index using the classical properties of the Lusin-Sierpinski index. An example of a Π1 1 but not Σ1 (...) 1 set is given. (shrink)

We prove that every countably determined set C is U-meager if and only if every internal subset A of C is U-meager, provided that the cofinality and coinitiality of the cut U are both uncountable. As a consequence we prove that for such cuts a countably determined set C which intersects every U-monad in at most countably many points is U-meager. That complements a similar result in [KL]. We also give some partial solutions to some open problems from [KL]. We (...) prove that the set K = {1,...,H}, where H is an infinite integer, cannot be expressed as a countable union of countably determined sets each of which is U-meager for some cut U with min{cf (U), ci (U)} ≥ ω1. Also, every Borel, Σ1 m or countably determined set C which is U-meager for every cut U is a countable union of Borel, Σ1 m or countably determined sets respectively, which are U-nowhere dense for every cut U. Further, the class of Borel U-meager sets for min{cf(U), ci(U)} ≥ ω1 coincides with the least family of sets containing internal U-meager sets and closed with respect to the operation of countable union and intersection. The same is true if the phrase "U-meager sets" is replaced by "U-meager for every cut U.". (shrink)

The gist of the article is an attempt to derive the theory of the sign from Kant’s judgment of taste. Kant introduces the power of judgment as a mediating domain between cognition and action, nature and freedom. This third realm of signification is related to Locke’s theory of semiotics. Judgments of taste are made of signs that constitute the speech act “X is beautiful”. Thereby the aesthetics is constituted as semiotics wherein the predicate “is beautiful” is a sign that signifies (...) without the concepts. Hence, the normativity of the beautiful as the sign is not conceptual, stemming, instead, from the community. However, this community is not given in advance, but is derived from agreeing on the judgement of taste. (shrink)

Analysis of case law from the US, Germany, South Africa, Canada, Israel, and the ECtHR forms the basis of Tripkovic's exploration of constitutional adjudication from an antirealist standpoint. This highly original work identifies the salient value-based arguments in constitutional practice and exposes the implicit assumptions that lie therein.

In this article, our aim is to examine the difference between the corporate social responsibility (CSR) practice of the multinational companies (MNCs) and of the domestic companies operating in Serbia, as well as the influence of internal self-regulations such as statements of corporate values and codes of conduct, and external self-regulations such as the implementation of the ISO 9001 and ISO 14001 standards on CSR practice. The CSR practice is observed in five CSR areas: employee relations, customer relations, environmental practice, (...) community and social involvement, and transparency in business activity. The findings indicate that the CSR practice of the MNCs is significantly different in comparison to domestic companies only in the area of employee relations. Furthermore, the overall results suggest that internal self-regulations have more influence on CSR practice than the implementation of generic management system standards. However, the existence of transparent corporate values, codes of conduct and implemented management systems according to ISO 9001 and ISO 14001 standards does not prove to be strong predictors of CSR performance. This article discusses the ascetic–eschatological dimension of consecrated life through the lens of death. Death is not understood as an impenetrable border which separates the two worlds but as a fluid cell membrane which binds time and eternity. The phenomenon of death in consecrated life is perceived in three ritual events: baptism, religious consecration and physical death. These three moments make the so–called 3D transformation which is not only in these three events but through asceticism it is extended to the (...) whole existence of the consecrated person. Ascetic way of living is the membrane where eschaton transcends its own borders. The effort of asceticism and joy of eschaton in consecrated life are two sides of the same reality. Considering the relation between asceticism and eschaton, a convent could be named a heavenly embassy and consecrated people heavenly ambassadors. (shrink)

In this paper, the author explores the foundational determinants of interests of reason and interests of inclination within the framework of the determining principle of action. Special attention is given to the concept of pure moral interest. The underlying assumption is the recognition that sensibility dictates what is pleasurable and promises sensory delight, while reason discerns what is morally good. Since every determination of the will arises through one of these two ways, it becomes clear that every act of the (...) will is rooted in an interest. In this context, the paper addresses the challenges of elucidating pure moral interest in order to adequately express the obligation of the categorical imperative to respect the moral law. The conclusion emphasizes that the potential moral conflict between the interests of inclination and those of reason concerns only the individual who chooses the sensory incentive as a potential determinant of their actions, and does not pose a challenge to the moral law itself. Karl Marx u Njemačkoj ideologiji i Kapitalu uvodi optičku metaforu ljudskog oka kroz koju tumači problematiku ideologije i robnog fetišizma. U radu se razmatraju mogućnosti interpretacija ovih Marxovih metafora. U svjetlu se tih interpretacija razmatra jedna od središnjih postavki vizualnih studija da se vizualna kultura moderniteta gradi na potkopavanju epistemološke prevlasti viđenja. Rad problematizira koncepciju modernističkog utjelovljenog promatrača koju uvodi američki povjesničar umjetnosti Jonathan Crary. Prema Craryju, ova drugačija ideja promatračkog subjekta potkopava klasičnu filozofijsku ideju o rastjelovljenosti spoznajnog subjekta. Prema (...) Craryjevoj argumentaciji takva se klasična ideja subjektivnosti s modernitetom ne zamišlja više kao temelj spoznaje, nego kao figura ideologije. Međutim, preokretanje Marxova odnosa između optičkih metafora i pojmova ideologije te fetišističkog karaktera robe baca potpuno drugačije svjetlo na pitanje promatračke subjektivnosti. Završna je postavka rada da se camera obscura i ljudsko oko ne trebaju isključivo shvaćati kao puke metafore koje je Marx u Njemačkoj ideologiji i Kapitalu upotrebljavao kao analogije preko kojih je tumačio pojmove kao što su ideologija ili fetišizam robe. Postupak čitanja može isto tako ići i u obrnutom smjeru: camera obscura i ljudsko oko su pojmovi koji su objašnjeni posredstvom već definiranih pojmova ideologije i fetišizma robe. Ako se perspektiva čitanja zamijeni na taj način postaje jasno da iz postavke o utjelovljenom promatraču ne proizlazi nužno i postavka o utjelovljenom karakteru doživljajā viđenja.Camera obscura and human eye were key metaphors engaged in the interpretation of the concepts of ideology and commodity fetishism in Karl Marx’s fundamental texts German ideology and Capital . The aim of this paper is to reconsider interpretative strategies that Marx used while he was proposing his main thesis on ideology and commodity fetishism. In the light of these considerations the paper addresses one of the central propositions of the contemporary visual studies that modern visual culture undermines epistemological privileging of the vision. The paper critically discusses the concept of the embodied observer that American art historian Jonathan Crary introduced in the philosophy, art history, cultural history and visual studies. According to Crary the idea of vision as primarily rooted in the corporeality of the observer undercuts Cartesian idea about vision as primarily disembodied event. Crary claims that with the rise of the modernity disembodied subjectivity turns from the site of the knowledge into the figure of ideology. However, reversing the Marx’s relation between optical metaphors and concepts of the ideology and commodity fetishism poses the problem of the observing subjectivity in the quite different terms. Final proposal of this paper is that camera obscura and human eye should not only be considered as optical metaphors that Marx used in German ideology and Capital as mere analogies for explaining concepts such as ideology or commodity fetishism. Reading procedure could well go into the opposite direction: the camera obscura and the human eye are the concepts explained via the already defined concepts of the ideology and commodity fetishism. If the reading perspective is switched in that way it is clear that the thesis of the embodied observer does not necessarily entail the embodied character of the visual sensations. (shrink)

After Kant the meaning of freedom is considered not so much as inner experience, but rather as a requisite to understand the world. In this regard an act of freedom is not one among many human acts, but their precondition and cause. In its highest reaches freedom thus provides existence with a final possibility in which it presents itself as an aesthetic monolith. Aesthetics of freedom considers its sublimity, one that confronts the misery of suffering its deprivation. The syncope of (...) freedom consists in itself its aesthetic feasibility as a lunge equal to reaching, but not discovering freedom, the same freedom many have viewed differently in numerous moments of aspiration through the ages, but have never discovered it in the entirety of its sublimity due to evading responsibility for it. This presentation attempts to contribute to understanding whether the philosophical concept of freedom is in fact comparable to a square circle. (shrink)

Given two internal sets X and Y we prove that every Borel function whose graph is a subset of the product X x Y is a member of the least set containing the class of all internal functions and closed with respect to the operations of monotone countable union and intersection. We also prove that any Souslin function can be extended to a Borel function and obtain, as a corollary, a new proof of the recent result of Henson and Ross (...) about the measure preserving property of injective Souslin functions. Further we give a new proof of the fact that injective Borel functions map Borel sets into Borel. A structural result for Souslin graphs all of whose Y-sections are of cardinality n is given. We prove that a Borel subset of the product of two internal setsX andY all of whoseY-sections are ∏ 1 0 (K)(∑ 1 0 (K)) sets is the intersection (union) of a countable sequence of Borel graphs with internalY-sections. As a consequence we prove some standard results about the domains of graphs in the product of two topological spaces all of whose horizontal section are compact (open) sets. A version of classical Vitali-Lusin theorem for those types of graphs is given (...) as well as a new proof (and an extension) of a classical result of Kunugui. (shrink)

Deep-rooted political turbulence, along with the present hybrid regime, have resulted in an undesirable social, economic and political milieu in Serbia. Such an atmosphere is a fertile ground for a grey economy, corruption, nepotism and restrictions to media freedoms. These?unconventional? means of social functioning, have caused a decline in trust towards state institutions and proportionally, increase of citizen participation in non-institutional models of engagement. The aim of this paper is to analyse one such model of non-institutional engagement: the local activist (...) group Za nas Kej, operating in the area Savski blokovi in New Belgrade. The authors analysed local residents? perception of the activist group Za nas Kej in comparison to the group?s narratives and actions. By using a grounded theory approach authors explained the role of groups such as Za Nas Kej in the development of participatory and deliberative democracy within the local community. Our data indicates that Za nas kej, despite its local character, does not have a strong foothold in the community, and thus receives only passive support. Citizens perceive Za nas kej as mediator between local institutions and residents of the Sava apartment blocks. Despite the failure to mobilise a wider group of citizens for their cause, this activist group continues to be a relevant actor within the local community. (shrink)

We give positive answers to two open questions from [15]. (1) For every set C countably determined over A, if C is Π 0 α (Σ 0 α ) then it must be Π 0 α (Σ 0 α ) over A, and (2) every Borel subset of the product of two internal sets X and Y all of whose vertical sections are Π 0 α (Σ 0 α ) can be represented as an intersection (union) of Borel sets with (...) vertical sections of lower Borel rank. We in fact show that (2) is a consequence of the analogous result in the case when X is a measurable space and Y a complete separable metric space (Polish space) which was proved by A. Louveau and that (1) is equivalent to the property shared by the inverse standard part map in Polish spaces of preserving almost all levels of the Borel hierarchy. (shrink)

The objective of Working Group 4 of the COST Action NET4Age-Friendly is to examine existing policies, advocacy, and funding opportunities and to build up relations with policy makers and funding organisations. Also, to synthesize and improve existing knowledge and models to develop from effective business and evaluation models, as well as to guarantee quality and education, proper dissemination and ensure the future of the Action. The Working Group further aims to enable capacity building to improve interdisciplinary participation, to promote knowledge (...) exchange and to foster a cross-European interdisciplinary research capacity, to improve cooperation and co-creation with cross-sectors stakeholders and to introduce and educate students SHAFE implementation and sustainability. To enable the achievement of the objectives of Working Group 4, the Leader of the Working Group, the Chair and Vice-Chair, in close cooperation with the Science Communication Coordinator, developed a template to map the current state of SHAFE policies, funding opportunities and networking in the COST member countries of the Action. On invitation, the Working Group lead received contributions from 37 countries, in a total of 85 Action members. The contributions provide an overview of the diversity of SHAFE policies and opportunities in Europe and beyond. These were not edited or revised and are a result of the main areas of expertise and knowledge of the contributors; thus, gaps in areas or content are possible and these shall be further explored in the following works and reports of this WG. But this preliminary mapping is of huge importance to proceed with the WG activities. In the following chapters, an introduction on the need of SHAFE policies is presented, followed by a summary of the main approaches to be pursued for the next period of work. The deliverable finishes with the opportunities of capacity building, networking and funding that will be relevant to undertake within the frame of Working Group 4 and the total COST Action. The total of country contributions is presented in the annex of this deliverable. (shrink)
