Since the introduction of Prozac (fluoxetine), a number of so‐called selective serotonin reuptake inhibitors (SSRIs) have been developed and introduced. These mood enhancers are being presently prescribed for people whose problems are not recognized mental illnesses. It is probable that in the near future the combination of data from advanced biochips and brain imaging will accelerate the development of neurotechnology. So‐called neuroceuticals, used for therapy and enhancement, and to improve different aspects of mental health, will be efficient neuromodulators. The scientific, (...) ethical, and social issues raised by mood enhancement and alteration of personal resilience require further exploration. The chapter talks about the notion of personal autonomy, cosmetic psychopharmacology, power for autonomous, and moral accountability in this context. It suggests that empirical research should also cover psychological and sociological research into perceptions and experiences of individuals who have used these drugs. (shrink)

Definition of the problem: The development and use of drugs aimed at a positive influence on the cognitive decline in patients suffering from Alzheimer's disease raises a number of ethical issues. Arguments: Among other things, these issues are concerned with the significance of these drugs for the patient's subjective well-being and quality of life and with aspects of informed consent to the use of these drugs, particularly in connection with their use in scientific medical research. Conclusion: The value and significance (...) of antidementia drugs depends not only on their effect on cognitive decline, but also on their wider significance for patients' quality of life and their primary carers. Genomic and neuro-scientific research into the causes and course of antisocial behaviour triggers bioethical debate. Often, these new developments are met with reservation, and possible drawbacks and negative side-effects are pointed out. This article reflects on these scientific developments and the bioethical debate by means of an exploration of the perspectives of one important stakeholder group: juveniles convicted of a serious crime who stay in a juvenile justice institution. The views of juveniles are particularly interesting, as possible applications of current (...) and future scientific findings are considered to be most effective if applied early in life. Based on their statements we come to the following provisional conclusions. Concerns about labelling and stigmatization are recognized and widely shared. Possible effects on one's identity are acknowledged too. Yet, a possible biological underpinning of one's antisocial behaviour is not considered to result in the development of a criminal identity. Nonetheless, psychopharmacological interventions are experienced as endangering one's current self. Concerns regarding the refusal of responsibility and the blaming of one's genes or brain can be put into perspective. Instead, participants emphasize the motive of own choice as underlying their criminal behaviour. Moreover, bioethical debate should pay attention to the role of parents of children at risk and the parent-child relationship in families at-risk. We argue that the short-term and long-term interests of children at risk, as well as their interests and those of society at large, may conflict. In order to deal appropriately with newly arising dilemmas, a normative framework needs to be developed. (shrink)

We will examine and critique three reasons offered for the claim that viewing alcoholism as a disease is morally problematic. The first is that the new conceptualization of alcoholism as a chronic brain disease will lead to individualization, e.g., a too narrow focus on the individual person, excluding cultural and social dimensions of alcoholism. The second claim (...) is that biomedicalization will lead to stigmatization and discrimination for both alcoholics and people who are at risk of becoming alcoholics. The third claim is that as a result of the biomedical point of view, the autonomy and responsibility of alcoholics and possibly even persons at risk may be unjustly restricted. Our conclusion is that the claims against the biomedical conceptualization of alcoholism as a chronic brain disease are neither specific nor convincing. Not only do some of these concerns also apply to the traditional moral model; above that they are not strong enough to justify the rejection of the new biomedical model altogether. The focus in the scientific and public debate should not be on some massive “biomedicalization objection” but on the various concerns underlying what is framed in terms of the biomedicalization of alcoholism. The issue of benefits in international clinical research is highly controversial. Against the background of wide recognition of the need to share benefits of research, the nature of benefits remains strongly contested. Little is known about the perspectives of research populations on this issue and the extent to which research ethics discourses and guidelines are salient to the expectations and aspirations existing on the ground. This exploratory study contributes to filling this void by examining perspectives of people in low-income South (...) African communities on benefits in international clinical research. Twenty-four individuals with and without experience of being involved in clinical research participated in in-depth interviews. Respondents felt that ancillary care should be provided to clinical research participants, while a clinical study conducted in particular community should bring better health to its members through post-trial benefits. Respondents' perspectives were grounded in the perception that the ultimate goal of international clinical research is to improve local health. We argue that perspectives and understandings of the respondents are shaped by local moral traditions rather than clinical research specificities and require attention as valid moral claims. It is necessary to acknowledge such claims and cultural worlds from which they emerge, thus building the foundation for equal and embracing dialogue to bridge different perspectives and handle contradicting expectations. Editorial introduction to series of papers resulting from a European Commission Project on mental capacity.

De dicto moral motivation is typically characterized by the agent’s conceiving of her goal in thin normative terms such as to do what is right. I argue that lacking an effective de dicto moral motivation would put the agent in a bad position for responding in the morally-best manner in a certain type of situations. Two central features of the relevant type of situations are the appropriateness of the agent’s uncertainty concerning her underived moral values, and the practical, moral importance (...) of resolving this uncertainty. I argue that in some situations that are marked by these two features the most virtuous response is deciding to conduct a deep moral inquiry for a de dicto moral purpose. In such situations lacking an effective de dicto moral motivation would amount to a moral shortcoming. I show the implications for Michael Smith’s argument against Motivational Judgment Externalism and for Brian Weatherson’s argument against avoiding moral recklessness: both arguments rely on a depreciating view of de dicto moral motivation, and both fail; or so I argue. How should deontological theories that prohibit actions of type K — such as intentionally killing an innocent person — deal with cases of uncertainty as to whether a particular action is of type K? Frank Jackson and Michael Smith, who raise this problem in their paper "Absolutist Moral Theories and Uncertainty" (2006), focus on a case where a skier is about to cause the death of ten innocent people — we don’t know for sure whether on purpose or not — (...) by causing an avalanche; and we can only save the people by shooting the skier. One possible deontological attitude towards such uncertainty is what Jackson and Smith call the threshold view, according to which whether or not the deontological constraint applies depends on our degree of (justified) certainty meets a given threshold. Jackson and Smith argue against the threshold view that it leads to implausible paradoxical moral dilemmas in a special kind of case. In this response, we show that the threshold view can avoid these implausible moral dilemmas, as long as the relevant deontological constraint is grounded in individualistic patient-based considerations, such as what an individual person is entitled to object to. This article discusses ethical issues which are raised as a result of the introduction of economic evidence in mental health care in order to rationalise clinical practice. Cost effectiveness studies and guidelines based on such studies are often seen as impartial, neutral instruments which try to reduce the influence of non-scientific factors. However, such rationalising instruments often hide normative assumptions about the goals of treatment, the selection of treatments, the role of the patient, and the just distribution of scarce resources. (...) These issues are dealt with in the context of increased control over clinical practice by third parties. In particular, health insurers have a great interest in economic evidence in clinical care settings in order to control access to and quality of health care. The authors conclude that guideline setting and cost effectiveness analysis may be seen as important instruments for making choices in health care, including mental health care, but that such an approach should always go hand in hand with a social and political debate about the goals of medicine and health care. This article is partly based on the results of a research project on the normative aspects of guideline setting in psychiatry and cardiology which was conducted under the guidance of the Royal Dutch Medical Association. This article reviews the recent reissuing of Richard Owen’s On the Nature of Limbs and its three novel, introductory essays. These essays make Owen’s 1849 text very accessible by discussing the historical context of his work and explaining how Owen’s ideas relate to his larger intellectual framework. In addition to the ways in which the essays point to Owen’s relevance for contemporary biology, I discuss how Owen’s unity of type theory and his homology claims about fins and limbs compare with (...) modern views. While the phenomena studied by Owen are nowadays of major interest to evolutionary developmental biology, research in evo-devo has largely shifted from homology (which was Owen’s concern) towards evolutionary novelty, e.g., accounting for fins as a novelty. Still, I argue that questions about homology are important and raise challenges even for explanations of novelty. (shrink)

Social “construction,” “constructionism” and “constructivism” are terms in wide use in the humanities and social sciences, and are applied to a diverse range of objects including the emotions, gender, race, sex, homo- and hetero-sexuality, mental illness, technology, quarks, facts, reality, and truth. This sort of terminology plays a number of different roles in different discourses, only some of which are philosophically interesting, and fewer of which admit of a “naturalistic” approach—an approach that treats science as a central and successful (if (...) sometimes fallible) source of knowledge about the world. If there is any core idea of social constructionism, it is that some object or objects are caused or controlled by social or cultural factors rather than natural factors, and if there is any core motivation of such research, it is the aim of showing that such objects are or were under our control: they could be, or might have been, otherwise. Is it wrong to torture prisoners of war for fun? Is it wrong to yank on someone’s hair with no provocation? Is it wrong to push an innocent person in front of a train in order to save five innocent people tied to the tracks? If you are like most people, you answered "yes" to each of these questions. A venerable account of human moral judgment, influential in both philosophy and psychology, holds that these judgments are underpinned by internally represented (...) principles or rules and reasoning about whether particular cases fall under those rules. Recently, this view has come under sustained attack from multiple quarters, and now looks to be in danger of being discarded. "Beyond Promises" is a memoir of sorts by Ron Corbett, who became the youngest speaker of the Iowa House of Representatives and who now is finishing up his eighth year as mayor of Iowa's second largest city, Cedar Rapids. In the late 1990s, Corbett was considered a possible Republican candidate for Congress or governor. Then he surprised many and resigned from the Legislature so he wouldn't have to spend so much time away from home and his growing family. He headed (...) the local Chamber of Commerce for six years, a period in which he led a community campaign to rebuild schools, another to redevelop the Cedar Rapids riverfront and a third that brought professional management to Cedar Rapids city government. Corbett's tenure as Cedar Rapids mayor coincided with the city's recovery from a devastating flood in 2008, the costliest natural disaster in Iowa history. Can someone who was a leading Republican voice in much of Iowa reclaim statewide prominence and be elected governor? In 2017, that's the elephant in the room-the unstated question lingering in the backdrop of "Beyond Promises." This book is Corbett's first-person account of where he came from and what shaped him, as well as a chronicle of doing, not simply promising. (shrink)

For naturalistic and non-intuitionistic moral realists, moral knowledge is more problematic than ordinary and scientific factual knowledge. For without special faculties of moral discernment, how could we ever detect moral facts and properties? Physical facts and properties may be accessible to perceptual recognition. But how could moral facts and properties ever be similarly accessible? To address this challenge, we need a meta-ethical account that does two things. First, it must explain how the discernment of moralfacts and properties ultimately consists only (...) of the detection of appropriate physical items. Second, it must explain why, despite this fact, moral perception seems so very puzzling. In this paper I endeavor to provide such an account. It is largely because of the relational nature of moral properties, and thecorresponding externalistically determined normative content of moral property terms, I argue, that our epistemic access to moral knowledge appears mysterious. The metaphysics of moral factuality does a lot to explain the seeming elusiveness of moral knowledge, and in ways that are surprisingly mundane. (shrink)

In recent years, there has been a flurry of work on the metaphysics of race. While it is now widely accepted that races do not share robust, bio-behavioral essences, opinions differ over what, if anything, race is. Recent work has been divided between three apparently quite different answers. A variety of theorists argue for racial skepticism, the view that races do not exist at all.[iv] A second group defends racial constructionism, holding that races are in some way socially constructed.[v],[vi] And (...) a third group maintains racial population naturalism, the view that races may exist as biologically salient populations albeit ones that do not have the biologically determined social significance once imputed to them.[vii] The three groups thus seem to disagree fundamentally upon the metaphysical character of race. It would be good to end the controversy over Locke's ideological orientation. In the most well-known of recent commentaries on Locke's political thought his ideological placement ranges across the spectrum. Ashcraft believes Locke's thought is that of a radical left-wing revolutionary; Macpherson argues that the Second Treatise provided a conservative justification for the class rule of the rising bourgeoisie; and Gough finds that Locke stands mid-way between the two extreme positions in politics, *¾*his position is not, however, exactly mid-way between (...) these two extremes, but inclines somewhat toward the left*¾*. Each of these analyses rests largely on a particular interpretation of Locke's view of the franchise in the Two Treatises of Government (1690), and this kind of ideological analysis is historically problematic. Yet the premise seems plausible: the authoritarian, arbitrary rule of an absolute sovereign is the position of the far right in seventeenth-century England, and egalitarian popular democracy is the position of the far left at this time. Given this structure, Locke does stand between the extremes, but he is inclined towards the right. This is the position argued for in this essay: Locke's seemingly radical arguments were designed to reinforce socially conservative beliefs. Presenting the evidence for Locke's ideological commitment may help illuminate some other unsettled, secondary, points of interpretation. (shrink)

How can there be so much apparent disagreement about what race is, when there is so much agreement on the facts surrounding race? In this paper, I develop this puzzle and consider several interpretations of work in the philosophy of race to try to answer it, several ways of understanding what the metaphysics of race is doing. I consider and reject the possibility that apparent disagreement is metaphysically substantive, and I also consider and reject the view that apparent disagreement primarily (...) reflects semantic disagreements. Instead, I suggest that apparent first-order disagreement over the existence and character of race is a part of a broader, metalinguistic negotiation or conversation about how racial terms can or ought to be used, and I note a range of considerations—including semantic, pragmatic, epistemic, and ethical—that properly play a role in this discussion. During the early part of the 20th century most embryologists were skeptical about the significance of Mendelian genetics to embryological development. A few embryologists began to study the developmental effects of Mendelian genes around 1940. Such work was a necessary step on the path to modern developmental biology. It occurred during the time when the Evolutionary Synthesis was integrating Mendelian and population genetics into a unified evolutionary theory. Why did the first embryological geneticists begin their study at that particular time? (...) One possible explanation is that developmental genetics was a potential avenue of alliance between embryology and evolutionary biology, two fields that had been separated since the 1890s. To assess this possible motive it is necessary to explore the methodological contrasts that obtained between embryology and both Mendelian-chromosomal genetics and neo-Darwinian evolutionary theory.
