The article concerns the actual impact of courts controlling the activity of public administration on the direction of its activities and the content of issued decisions. In particular, it concerns sovereign individual decisions that affect the sphere of civil rights and freedoms. The aim of the article is to seek an answer to the question of whether independent judges actually participate in the process of management in the public sphere, which is characterised by elements of politics and whether such participation (...) is allowed or necessary in modern rule of law states. The main argument is that regardless of whether the courts controlling the administration have reformatory or exclusive cassation powers, they influence the decision-making process in the public sphere. At the same time, such influence not only does not violate the fundamental values of the rule of law, but is even sometimes necessary. This does not mean that courts should interfere in the management processes in the public sphere in every case. (shrink)

A fascinating exploration of the nature of consciousness This engaging and readable book provides an introduction to consciousness that does justice both to the science and to the philosophy of consciousness, that is, the mechanics of the mind and the experience of awareness. The book opens with a general discussion of the brain and of consciousness itself. Then, exploring the areas of brain science most likely to illuminate the basis of awareness, Zeman focuses on the science of sleep and waking (...) and on the science of vision. He describes healthy states and disorders--epilepsy, narcolepsy, blindsight and hallucinations after stroke--that provide insights into the capacity for consciousness and into its contents. And he tracks the evolution of the brain, the human species, and human culture and surveys the main current scientific theories of awareness, pioneering attempts to explain how the brain gives rise to experience. Zeman concludes by examining philosophical arguments about the nature of consciousness. A practicing neurologist, he animates his text with examples from the behavioral and neurological disorders of his patients and from the expanding mental worlds of young children, including his own. Recently, there has been an increased interest in folk intuitions about freedom and moral responsibility from both philosophers and psychologists. We aim to extend our understanding of folk intuitions about freedom and moral responsibility using an individual differences approach. Building off previous research suggesting that there are systematic differences in folks’ philosophically relevant intuitions, we present new data indicating that the personality trait extraversion predicts, to a significant extent, those who have compatibilist versus incompatibilist intuitions. We argue that identifying groups (...) of people who have specific and diverse intuitions about freedom and moral responsibility offers the possibility for theoretical advancement in philosophy and psychology, and may in part explain why some perennial philosophical debates have proven intractable. This article explores the way in which social explanations underpin the names of particular disciplines. Taking the example of pharmacogenomics, it shows how this term has been constructed since it appeared in 1997, the differences and similarities between it and its precursor, pharmacogenetics, and the way in which commercial interests underpin this new term. Drawing on the idea of visions and the sociology of expectation, the article shows how different actors compete to have their preferred definitions of the term accepted (...) by the world at large. ABSTRACT This paper identifies a number of questions that any plausible theory of epistemic blame ought to answer. What is epistemic blame? When is someone an appropriate target of epistemic blame? And what justifies engaging in epistemic blame? I argue that a number of problems arise when we try to answer these questions by using existing conceptions of moral blame. I then consider and reject Brown’s [2020] belief-desire model of epistemic blame. Finally, I argue that an agency-cultivation model of moral (...) responsibility is not only able to help us to develop a plausible theory of epistemic blame; it is particularly well-placed to do so. Transdisciplinarity includes the assumption that within new institutional settings, scientific research becomes more closely responsive to practical problems and user needs and is therefore often subject to considerable application pressure. This raises the question whether transdisciplinarity affects the epistemic standards and the fruitfulness of research. Case studies show how user-orientation and epistemic innovativeness can be combined. While the modeling involved in all cases under consideration was local and focused primarily on features of immediate practical relevance, it was informed by theoretical (...) insights from basic research. Conversely, industrial research turns out sometimes to produce theoretical understanding. These findings highlight an interactive relationship between science and technology (moderate emergentism), which is distinct from the traditional view of a one-sided dependence of technology on science (cascade model) and from the newly received independence account (emergentism). I draw on my experiences of passing as non-disabled to explain how a disabled person can hide his disability, why he might do so, and what costs and risks he and others might face along the way. Passing as non-disabled can bring greater social acceptance and inclusion in joint-projects, an enhanced sense of belonging, pride and of self-worth, and an easier time forming and maintaining personal relationships. Yet hiding one’s disability can also undermine some of these same values when doing (...) so, for example, prevents someone from living up to normal social expectations or from sharing important aspects of himself with others. Hiding a disability can also interfere with a person’s self-respect, self-acceptance, integrity, and self-development. Although the chapter does not take a stand on whether hiding a disability is, overall, prudent, wise or morally justified, it draws out some lessons about disability from why someone might want to hide it. “Moorean Dogmatist” responses to external world skepticism endorse courses of reasoning that many people find objectionable. This paper seeks to locate this dissatisfaction in considerations about epistemic responsibility. I sketch a theory of immediate warrant and show how it can be combined with plausible “inferential internalist” demands arising from considerations of epistemic responsibility. The resulting view endorses immediate perceptual warrant but forbids the sort of reasoning that “Moorean Dogmatism” would allow. A surprising result is that Dogmatism’s commitment to immediate epistemic (...) warrant isn’t enough to avoid certain standard arguments for skepticism about the external world. (shrink)

Science and technology have been integral issues of development cooperation for more than sixty years. Contrary to early efforts’ transfer of established technologies from the West to developing countries, contemporary technology aspirations increasingly articulate and practice the Global South as a live laboratory for technological experimentation. This approach is especially furthered by a group of private foundations and philanthrocapitalists whose endeavors in developing countries are, like their companies, shaped by logics of the individual, the market, and of societal progress through (...) technological innovation and experimentation. This article draws upon critical intellectual thought about the political and social ramifications of technology to reflect on the renascent role of technology in development cooperation. It traces the discourses and practices of philanthrocapitalist organizations, in particular the Bill and Melinda Gates Foundation, to understand how their experimentalist technology aspirations influence human life and relations in the Global South. This article argues that this newfound focus on technology in development cooperation may challenge the essence of democracy, reduce participation, and have undesirable consequences for populations in the Global South. Joshua Knobe (2003a) has discovered that the perceived goodness or badness of side effects of actions influences people's ascriptions of intentionality to those side effects. I present the paradigmatic cases that elicit what has been called the Knobe effect and offer some explanations of the Knobe effect. I put these explanations into two broad groups. One explains the Knobe effect by referring to our concept of intentional action. The other explains the Knobe effect without referring to our concept of intentional (...) action. I discuss some problems with these explanations and conclude with some possible avenues for future research. (shrink)

We study the lattice of extensions of four-valued Belnap–Dunn logic, called super-Belnap logics by analogy with superintuitionistic logics. We describe the global structure of this lattice by splitting it into several subintervals, and prove some new completeness theorems for super-Belnap logics. The crucial technical tool for this purpose will be the so-called antiaxiomatic (or explosive) part operator. The antiaxiomatic (or explosive) extensions of Belnap–Dunn logic turn out to be of particular interest owing to their connection to graph theory: the lattice (...) of finitary antiaxiomatic extensions of Belnap–Dunn logic is isomorphic to the lattice of upsets in the homomorphism order on finite graphs (with loops allowed). In particular, there is a continuum of finitary super-Belnap logics. Moreover, a non-finitary super-Belnap logic can be constructed with the help of this isomorphism. As algebraic corollaries we obtain the existence of a continuum of antivarieties of De Morgan algebras and the existence of a prevariety of De Morgan algebras which is not a quasivariety. (shrink)

Industrial drug design methodology has undergone remarkable changes in the recent history. Up to the 1970s, the screening of large numbers of randomly selected substances in biological test system was often a crucial step in the development of novel drugs. From the early 1980s, such ‘blind’ screening was increasingly rejected by many pharmaceutical researchers and gave way to ‘rational drug design’, a method that grounds the design of new drugs on a detailed mechanistic understanding of the drug action. Surprisingly, however, (...) the chance-based method of random screening returned to center stage of industrial drug development in the 1990s in the form of ‘high-throughput screening’ (HTS). I will argue in this paper that this to-and-fro in the prominence of random screening comes with fundamental changes in the epistemic significance of chance experiments in pharmaceutical development. While up to the 1970s, random screening used to be chosen as an empirical search strategy primarily because suffi- cient knowledge of the mechanistic basis of drug action was lacking, it has turned with high-throughput screening into an experimental method that employs chance variation and testing to illuminate this mechanistic basis. As a consequence, research into the underlying mechanisms of drug action and the development of new drugs have become closely integrated. The rise of HTS therefore not only shows how chance experiments have assumed a new epistemic role in drug development. It also allows for a detailed study of the much debated emergence of a new relationship between scientific understanding and the development of technological artifacts. (shrink)

The article concentrates on answering the main question to be addressed, as stated in its title: which psychology(ies) serves us best? In order to achieve this goal, we pursue possible answers in history of psychology of religion and its interdisciplinary relationships with its sister disciplines, anthropology of religion and religious studies, resulting with sketching a typology of the main attitudes towards conceptualising psycho-cultural interface, prevalent among psychologists: the Universalist, the Absolutist and the Relativist stances. Next chosen examples from the field (...) of applied psychology are presented, as the role of the cultural factor within the history of Diagnostic and Statistical Manual of Mental Disorders’ ( DSM) development is discussed alongside presenting research on the phenomenon of ‘hearing voices’, in order to show the marked way for the future – the importance of including the cultural factor in psychological research on religion. Traditionally, the philosophical study of Folk Psychology has focused on how ordinary people (i.e., those without formal training in academic fields like Psychology, Cognitive Science, Philosophy of Mind, etc.) go about attributing mental states. Those working in this tradition have tended to focus primarily on intentional states, like beliefs and desires . Recently, though a body of work has emerged in the growing field of Experimental Philosophy that focuses on folk attributions of mental states that are not paradigmatically considered intentional. This emerging discussion is concerned with figuring out how (and whether) ordinary people go about attributing mental states of qualitative experience, or what philosophers might call states of phenomenal consciousness . This paper briefly describes some of the primary works in the existing experimental philosophy literature and presents new experimental data that weigh on those hypotheses. In a recent paper, María Pía Méndez (2022) offers an epistemic critique of epistocracy according to which the sort of politically well-informed but homogenous groups of citizens that would be empowered under epistocracy would lack reliable access to information about the preferences of less informed citizens. Specifically, they would lack access to such citizens’ preferences regarding the form that policies ought to take—that is, how these policies ought to be implemented. Arguing that this so-called Information Gap Problem militates against epistocracy, (...) Méndez instead recommends that we respond to problems created by widespread voter ignorance by improving the flow of information between political actors by adopting some participatory democratic institutions. In this paper I argue that the severity of the Information Gap Problem for epistocracy is overstated. After first sketching some background (Section 1), I argue that it is hard to see why information about citizens’ preferences for the form that policies ought to take is important enough that the expected costs of epistocracy outweigh its expected benefits if it selectively empowers people who lack access to such information (Section 2). Moreover, different forms of epistocracy are less threatened by the Information Gap Problem, assuming it is indeed a problem. For some forms of epistocracy, it may be no problem whatsoever. However, I conclude by suggesting that Méndez touches upon some more serious problems for epistocracy (Section 3). First, even setting aside the Information Gap Problem, there are open questions about the possible epistemic inferiority of epistocracy relative to democracy. Second, more comprehensive accounts of political competence that move beyond the possession of sufficient levels of political information are much harder to reliably test for, thus complicating the task of devising effective epistocratic selection mechanisms. Lastly, epistocracy arguably creates a serious risk of abuse that may outweigh any other benefits it brings. More research is needed to determine how (and whether) epistocrats can respond to such challenges. (shrink)

Unlike natural-born citizens, many immigrants have agreed to undertake political obligations. Many have sworn oaths of allegiance. Many, when they entered their adopted country, promised to obey the law. This paper is about these agreements. First, it’s about their validity. Do they actually confer political obligations? Second, it’s about their justifiability. Is it permissible to get immigrants to undertake such political obligations? Our answers are ‘usually yes’ and ‘probably not’ respectively. We first argue that these agreements give immigrants political obligations. (...) We then argue that getting immigrants to undertake such obligations is morally wrong. This is because it makes immigrants’ political obligations more burdensome than those of natural-born citizens. We conclude that the practice of getting immigrants to undertake such obligations should be abolished. (shrink)

Monothematic delusions are delusions whose contents pertain to a single subject matter. Examples include Capgras delusion, the delusion that a loved one has been replaced by an impostor, and Cotard delusion, the delusion that one is dead or does not exist. Two-factor accounts of such delusions hold that they are the result of both an experiential deficit, for instance flattened affect, coupled with an aberrant cognitive response to that deficit. In this paper we develop a new expressivist two-factor account of (...) delusion. In contrast to existing endorsement and explanationist accounts, which treat delusions as either explanations or endorsements of the contents of these disordered experiences, we hold that delusional beliefs have an expressive function: they characterize, in impressionistic terms, what the subject’s experience is like for them. We show how our account improves upon existing two-factor views in explaining the central features of monothematic delusions, in particular the way in which delusional subjects fall short of the ideal of rationality. In the late 19th century great changes in theories of light and electricity were in direct conflict with certitude, the view that scientific knowledge is infallible. What is, then, the epistemic status of scientific theory? To resolve this issue Duhem and Poincaré proposed images of fallible knowledge, Instrumentalism and Conventionalism, respectively. Only in 1919–1922, after Einstein's relativity was published, he offered arguments to support Fallibilism, the view that certainty cannot be achieved in science. Though Einstein did not consider Duhem's Instrumentalism, (...) he argued against Poincaré's Conventionalism. Hitherto, Einstein's Fallibilism, as presented at first in a rarely known essay of 1919, was left in the dark. Recently, Howard obscured its meaning. Einstein's essay was never translated into English. In my paper I provide its translation and attempt to shed light on Einstein's view and its context; I also direct attention to Einstein's images of philosophical opportunism in scientific practice.
