This paper considers the implications of precautionary restrictions against technologies, in the context of the potential for creating and sustaining rumours. It focuses on the restriction against mobile phone use at petrol stations, based on the rumour that a spark might cause an explosion. Rumours have been substantiated by precautionary usage warnings from mobile phone manufacturers, petrol station usage restrictions, and a general lack of technical understanding. Petrol station employees have themselves spread the rumour about alleged incidents, filling the information (...) gap about the basis for the restriction. (shrink)

In the past few years, the subject of AI rights—the thesis that AIs, robots, and other artefacts (hereafter, simply ‘AIs’) ought to be included in the sphere of moral concern—has started to receive serious attention from scholars. In this paper, I argue that the AI rights research program is beset by an epistemic problem that threatens to impede its progress—namely, a lack of a solution to the ‘Hard Problem’ of consciousness: the problem of explaining why certain brain states give rise (...) to experience. To motivate this claim, I consider three ways in which to ground AI rights—namely: superintelligence, empathy, and a capacity for consciousness. I argue that appeals to superintelligence and empathy are problematic, and that consciousness should be our central focus, as in the case of animal rights. However, I also argue that AI rights is disanalogous from animal rights in an important respect: animal rights can proceed without a solution to the ‘Hard Problem’ of consciousness. Not so with AI rights, I argue. There we cannot make the same kinds of assumptions that we do about animal consciousness, since we still do not understand why brain states give rise to conscious mental states in humans. (shrink)

I defend a principle of indifference for self-locating belief which entails that after Dr. Evil learns that a duplicate has been created, he ought to have exactly the same degree of belief that he is Dr. Evil as that he is the duplicate. Most contemporary interpreters of Aquinas have assumed that Thomas subscribed to a “non-repeatability principle” such that created entities, once destroyed entirely, cannot be “brought back" into existence, even by God's power. Souls persisting in the interim between death and resurrection thus play an essential identity-preserving role between our death and rising again. No separated souls, no resurrection. Two of Aquinas’s best medieval interpreters, however, reject this interpretation. Leaning largely on one of Aquinas’s late quodlibetal questions, they deny that Thomas held (...) any non-repeatability principle strong enough to bar God’s resurrecting us even from complete destruction, souls and all. Here the chapter argues that careful analysis of the quodlibet and other texts largely vindicates the contemporary interpretation. It does so in a surprising way, however, since it turns out Aquinas’s non-repeatability principle applies only to corruptible, material entities like us, and not to incorruptible entities like angels. The reason Aquinas held this view, the chapter argues, is rooted in his theory of individuation. (shrink)

This paper provides a sustained investigation into ancient teichopolitics – the politics of constructing walls – and the question of whether the best city should be surrounded by walls. Plato’s Laws adopts the Spartan view that walls have a negative effect on national character and argues that they should be ‘left lying asleep and undisturbed in the ground’. Aristotle’s Politics puts forward a series of objections to Plato and adopts the more pragmatic view that walls are necessary. Although both philosophers (...) debate the status of walls and foreigners within the best city, they fail to draw the thoroughly modern connection between teichopolitics and immigration. (shrink)

Tom Kelly argues that instrumentalist aeeounts of epistemie rationality fail beeause what a person has reason to believe does not depend upon the eontent of his or her goals. However, his argument fails to distinguish questions about what the evidence supports from questions about what a person ought to believe. Once these are distinguished, the instrumentalist ean avoid Kelly’s objeetions. The paperconcludes by sketehing what I take to be the most defensible version of the instrumentalist view.

Traditionally, the philosophical study of Folk Psychology has focused on how ordinary people (i.e., those without formal training in academic fields like Psychology, Cognitive Science, Philosophy of Mind, etc.) go about attributing mental states. Those working in this tradition have tended to focus primarily on intentional states, like beliefs and desires . Recently, though a body of work has emerged in the growing field of Experimental Philosophy that focuses on folk attributions of mental states that are not paradigmatically considered intentional. This emerging discussion is concerned with figuring out how (and whether) ordinary people go about attributing mental states of qualitative experience, or what philosophers might call states of phenomenal consciousness . This paper briefly describes some of the primary works in the existing experimental philosophy literature and presents new experimental data that weigh on those hypotheses. Argumentation Frameworks provide a fruitful basis for exploring issues of defeasible reasoning. Their power largely derives from the abstract nature of the arguments within the framework, where arguments are atomic nodes in an undifferentiated relation of attack. This abstraction conceals different senses of argument, namely a single-step reason to a claim, a series of reasoning steps to a single claim, and reasoning steps for and against a claim. Concrete instantiations encounter difficulties and complexities as a result of conflating these senses. (...) To distinguish them, we provide an approach to instantiating AFs in which the nodes are restricted to literals and rules, encoding the underlying theory directly. Arguments in these senses emerge from this framework as distinctive structures of nodes and paths. As a consequence of the approach, we reduce the effort of computing argumentation extensions, which is in contrast to other approaches. Our framework retains the theoretical and computational bene.. Many favor representationalism about color experience. To a first approximation, this view holds that experiencing is like believing. In particular, like believing, experiencing is a matter of representing the world to be a certain way. Once you view color experience along these lines, you face a big question: do our color experiences represent the world as it really is? For instance, suppose you see a tomato. Representationalists claim that having an experience with this sensory character is necessarily connected with representing (...) a distinctive quality as pervading a round area out there in external space. Let us call it “sensible redness” to highlight the fact that the representation of this property is necessarily connected with the sensory character of the experience. This article discusses the desirability and feasibility of modeling precedents with multiple interpretations within factor-based models of precedential constraint. The main idea is that allowing multiple reasonable interpretations of cases and modeling precedential constraint as a function of what all reasonable interpretations compel may be advantageous. The article explains the potential benefits of extending the models in this way with a focus on incorporating a theory of vertical precedent in U.S. federal appellate courts. It also considers the costs of extending (...) the models in this way, such as the significant increase in the functional size of the case base and the need to provide some kind of ordering on interpretations to select a “best” interpretation. Finally, the article suggests partially incorporating multiple interpretations of dimensions as a realistic starting point for incorporating interpretations generally, and shows how doing so can help address difficulties with dimensions. In this chapter, Pautz raises a puzzle about spatial experience for phenomenal internalists like Ned Block. If an accidental, lifelong brain-in-the-void (BIV) should have all the same experiences as you, it would have an experience as of items having various shapes, and be able to acquire concepts of those shapes, despite being cut off from real things with the shapes. Internalists cannot explain this by saying that BIV is presented with Peacocke-style visual field regions having various shapes, because these would (...) have to be non-physical sense data. They might instead explain this by saying that BIV “phenomenally represents” various shape properties. But since BIV lacks any interesting physical relations to shapes, this would imply that phenomenally representation is an irreducible relation. (shrink)

Several presidents have created bioethics councils to advise their administrations on the importance, meaning and possible implementation or regulation of rapidly developing biomedical technologies. From 2001 to 2005, the President's Council on Bioethics, created by President George W. Bush, was under the leadership of Leon Kass. The Kass Council, as it was known, undertook what Adam Briggle describes as a more rich understanding of its task than that of previous councils. The council sought to understand what it means to (...) advance human flourishing at the intersection of philosophy, politics, science, and technology within a democratic society. Briggle's survey of the history of U.S. public bioethics and advisory bioethics commissions, followed by an analysis of what constitutes a "rich" bioethics, forms the first part of the book. The second part treats the Kass Council as a case study of a federal institution that offered public, ethical advice within a highly polarized context, with the attendant charges of inappropriate politicization and policy irrelevance. In this essay I argue first that De anima 3.4–5 shows Aristotle answering affirmatively a question that he raises near the beginning of the work, namely, whether any of the soul’s affections are proper to it alone. Second, I argue that this initial conclusion reveals something important about the very first question that Aristotle broaches in the work, viz., the method and starting-points employed in the science of the soul. Aristotle’s position, I claim, shows that investigating the human soul is (...) not merely an empirical concern discharged by natural science but also a rational concern discharged by logic, epistemology, and possibly even metaphysics. I defend these views against two rival interpretations of the passage, the “transcendental interpretation,” on which it does not describe a faculty immanent to human beings at all, and the “bad science interpretation,” on which it does but only as the result of Aristotle’s faulty physiology of cognition. Taxes are closely related to the functioning of the state. From the moral and social point of view, it should always be directed towards the common good. Implementing this principle, the state supports the improvement of citizens’ welfare. Provides them with collected taxes their services, such as internal and external security, education, culture, infrastructure, social services and others. The formation of fair tax system and the mechanism of budgetary resources also has great importance because of the importance of the whole (...) economy. In addition, the state’s fiscal system applies to every citizen as a taxpayer. Therefore, this issue also has important ethical dimension of individuality. The article focuses on these issues, emphasizing an ethical perspective the following three issues: (1) The social context of contemporary reflections on the obligations to the state, (2) the state and its goals, and (3) the moral aspects of the duty to pay taxes. I call the Particular Problem of Hell the problem of explaining why God allows a certain set of created persons to populate hell, as opposed to allowing some other set of created persons to do so. This paper proposes a solution to PPH on behalf of proponents of Divine Universal Causality — the view, roughly, that God causes everything distinct from himself to exist at any time it exists. Despite initial appearances, I argue, proponents of DUC can adopt a version (...) of the popular approach to the Problem of Hell sometimes called the Choice Model. My proposal is based upon Eleonore Stump's Thomistically-inspired notion that our wills can enter a state of "quiescence" with respect to a given option. While proponents of DUC will, I argue, most likely find Stump's own quiescence-based solution to PPH unacceptable, there is a way of modifying her approach that renders it compatible with God's causing everything distinct from himself, including the free choices of his creatures.
