In this paper I revisit nineteenth-century debates over historical objectivity and the political functions of historiography. I focus on two central contributors to these debates: Leopold von Ranke and Johann Gustav Droysen. In their takes on objectivity and subjectivity, impartiality and political engagement I reveal diametrically opposed solutions to shared concerns: how can historians reveal history to be meaningful without taking recourse to speculative philosophy? And how can they produce a knowledge that is relevant to the present when the project (...) of “exemplary” history has been abandoned? I put a special focus on the relativist themes in Ranke’s and Droysen’s answers to these questions. Ranke’s demand for impartiality leads him to think of all historical epochs as equally valid, while Droysen’s emphasis on the historian’s subjectivity relativizes historical truth. In order to explain why Ranke and Droysen nevertheless remained unfazed by the problem of historical relativism, I analyze their normative conceptions of the historian’s disciplinary ethos. I show that Ranke and Droysen think of objective impartiality and subjective partiality not only in methodological terms, but also in terms of justice and ethic duty. This normative element secures the professional study of history an ethical-political relevance for the present. (shrink)

Many applications of intuitionistic fuzzy sets depend on ranking or comparing intuitionistic fuzzy numbers. This paper presents a novel ranking method for intuitionistic fuzzy numbers based on the preference attitudinal accuracy and score functions. The proposed ranking method considers not only the preference attitude of decision maker, but also all the possible values in feasible domain. Some desirable properties of preference attitudinal accuracy and score functions are verified in detail. A total order on the set (...) of intuitionistic fuzzy numbers is established by using the proposed two functions. The proposed ranking method is also applied to select renewable energy. The purpose of this article is to delineate the process of evolution of know­ledge organization systems (KOSs) through identification of principles of unity such as internal and external unity in organizing the structure of KOSs to achieve content storage and retrieval purposes and to explain a novel method used in ranking of KOSs by proposing the principle of rank unity. Different types of KOSs which are addressed in this article include dictionaries, Roget’s thesaurus, thesauri, micro, macro, and meta-thesaurus, (...) ontologies, and lower, middle, and upper-level ontologies. This article relied on dialectic models to clarify the ideas in Kant’s know­ledge theory. This is done by identifying logical relationships between categories (i.e., Thesis, antithesis, and synthesis) in the creation of data, information, and know­ledge in the human mind. The Analysis has adapted a historical methodology, more specifically a documentary method, as its reasoning process to propose a conceptual model for ranking KOSs. The study endeavors to explain the main elements of data, information, and know­ledge along with engineering mechanisms such as data, information, and know­ledge engineering in developing the structure of KOSs and also aims to clarify their influence on content storage and retrieval performance. KOSs have followed related principles of order to achieve an internal order, which could be examined by analyzing the principle of internal unity in know­ledge organizations. The principle of external unity leads us to the necessity of compatibility and interoperability between different types of KOSs to achieve semantic harmonization in increasing the performance of content storage and retrieval. Upon introduction of the principle of rank unity, a ranking method of KOSs utilizing cognition states as criteria could be considered to determine the position of each know­ledge organization with respect to others. The related criteria of the principle of rank unity- cognition states- are derived from Immanuel Kant’s epistemology. The research results showed that KOSs, while having defined positions in cognition states, specific principles of order, related operational mechanisms, and related principles of unity in achieving their specific purposes, have benefited from the developmental experiences of previous KOSs, and further, their developmental processes owe to the experiences and methods of their previous generations. Lara Buchak argues for a version of rank-weighted utilitarianism that assigns greater weight to the interests of the worse off. She argues that our distributive principles should be derived from the preferences of rational individuals behind a veil of ignorance, who ought to be risk averse. I argue that Buchak’s appeal to the veil of ignorance leads to a particular way of extending rank-weighted utilitarianism to the evaluation of uncertain prospects. This method recommends choices that violate the unanimous preferences (...) of rational individuals and choices that guarantee worse distributions. These results, I suggest, undermine Buchak’s argument for rank-weighted utilitarianism. (shrink)

Yet, current major university rankings fail to reflect the system dynamics of the university innovation system. We tend to think that there are different types of biological taxa: some taxa are species, others are genera, while others are families. Linnaeus gave us his ranks in 1731. Biological theory has changed since Linnaeus’s time. Nevertheless, the vast majority of biologists still assign Linnaean ranks to taxa, even though that practice is at odds with evolutionary theory and even though it causes a number of practical problems. The theory of ranked partial structures allows a reinterpretation of several of the standard results of model theory and first-order logic and is intended to provide a proof-theoretic method which allows for the intuitions of model theory. A version of the downward Löwenheim-Skolem theorem is central to our development. In this paper we will present the basic theory of ranked partial structures and their logic including an appropriate version of the completeness theorem.

With the wide adoption of social collaborative coding, more and more developers participate and collaborate on platforms such as GitHub through rich social and technical relationships, forming a large-scale complex technical system. Like the functionalities of critical nodes in other complex systems, influential developers and projects usually play an important role in driving this technical system to more optimized states with higher efficiency for software development, which makes it a meaningful research direction on identifying influential developers and projects in social (...) collaborative coding platforms. However, traditional ranking methods seldom take into account the continuous interactions and the driving forces of human dynamics. In this paper, we combine the bursty interactions and the bipartite network structure between developers and projects and propose the BurstBiRank model. Firstly, the burstiness between each pair of developers and projects is calculated. Secondly, a weighted developer-project bipartite network is constructed using the burstiness as weight. Finally, an iterative score diffusion process is applied to this bipartite network and a final ranking score is obtained at the stationary state. The real-world case study on GitHub demonstrates the effectiveness of our proposed BurstBiRank and the outperformance of traditional ranking methods. (shrink)

Ranking finite subsets of a given set X of elements is the formal object of analysis in this article. This problem has found a wide range of economic interpretations in the literature. The focus of the article is on the family of rankings that are additively representable. Existing characterizations are too complex and hard to grasp in decisional contexts. Furthermore, Fishburn (1996), Journal of Mathematical Psychology 40, 64–77 showed that the number of sufficient and necessary conditions that are needed (...) to characterize such a family has no upper bound as the cardinality of X increases. In turn, this article proposes a way to overcome these difficulties and allows for the characterization of a meaningful (sub)family of additively representable rankings of sets by means of a few simple axioms. Pattanaik and Xu’s (1990), Recherches Economiques de Louvain 56, 383–390) characterization of the cardinality-based rule will be derived from our main result, and other new rules that stem from our general proposal are discussed and characterized in even simpler terms. The purpose of this investigation is to develop a ranking of academic business ethics journals. For this, a revealed preference approach, also known as a citation impact method, was employed. The citation data were generated by using Google Scholar; h-index, g-index and hc-index were utilised to obtain a ranking. It was observed that the scores of these three indices correlated almost perfectly. This paper introduces the likelihood method for decision under uncertainty. The method allows the quantitative determination of subjective beliefs or decision weights without invoking additional separability conditions, and generalizes the Savage–de Finetti betting method. It is applied to a number of popular models for decision under uncertainty. In each case, preference foundations result from the requirement that no inconsistencies are to be revealed by the version of the likelihood method appropriate for the model considered. A unified (...) treatment of subjective decision weights results for most of the decision models popular today. Savage’s derivation of subjective expected utility can now be generalized and simplified. In addition to the intuitive and empirical contributions of the likelihood method, we provide a number of technical contributions: We generalize Savage’s nonatomiticy condition (“P6”) and his assumption of (sigma) algebras of events, while fully maintaining his flexibility regarding the outcome set. Derivations of Choquet expected utility and probabilistic sophistication are generalized and simplified similarly. The likelihood method also reveals a common intuition underlying many other conditions for uncertainty, such as definitions of ambiguity aversion and pessimism. (shrink)

Recent developments in agriculture have stirred up interest in the concept of “sustainable” farming systems. Still it is difficult to determine the extent to which certain agricultural practices can be considered sustainable or not. Aiming at identifying the necessary attributes with respect to sustainability in Dutch dairy farming in the beginning of the third millennium, we first compiled a list of attributes referring to all farming activities with their related side effects with respect to economic, internal social, external social, and (...) ecological sustainability. A wide range of people (i.e., experts and stakeholders) were consulted to contribute to our list of attributes. Our consultation showed that only one attribute was selected for economic and internal social sustainability: profitability and working conditions, respectively. The list for external social sustainability contained 19 attributes and the list for ecological sustainability contained 15 attributes. To assess their relative importance, the same experts and stakeholders ranked the attributes for external social and ecological sustainability by using a questionnaire. The most important attributes for external social sustainability were food safety, animal health, animal welfare, landscape quality, and cattle grazing. For ecological sustainability they were eutrophication, groundwater pollution, dehydration of the soil, acidification, and biodiversity. The present method for identifying and ranking attributes is universal and, therefore, can be used for other agricultural sectors, for other countries, and for other time periods. (shrink)

Aiming at the problem of real-time detection and location of moving objects, the deep learning algorithm is used to detect moving objects in complex situations. In this paper, based on the deep learning algorithm of wireless sensor networks, a novel target motion detection method is proposed. This method uses the deep learning model to extract visual potential representation features through offline similarity function ranking learning and online model incremental update and uses the hierarchical clustering algorithm to achieve (...) target detection and positioning; the low-precision histogram and high-precision histogram cascade the method which determines the correct position of the target and achieves the purpose of detecting the moving target. In order to verify the advantages and disadvantages of the deep learning algorithm compared with traditional moving object detection methods, a large number of comparative experiments are carried out, and the experimental results were analyzed qualitatively and quantitatively from a statistical perspective. The results show that, compared with the traditional methods, the deep learning algorithm based on the wireless sensor network proposed in this paper is more efficient. The detection and positioning method do not produce the error accumulation phenomenon and has significant advantages and robustness. The moving target can be accurately detected with a small computational cost. (shrink)

Workplace incivility is a common phenomenon that is frequently found across all organizations and cultures. This study was planned to investigate the impact of workplace incivility on job and non-job related gossips through the mediating role of cynicism and psychological contract violation. The perspective of low-ranked unionized employees was explored through a survey method by using stratified sampling in eight strata, which were formulated based on geographical distribution. A total of four hundred questionnaires were distributed among the employees of (...) eight circles, 50 from each, while use able responses remained 301. SmartPLS was used to analyze the data through structural equation modeling. From a theoretical perspective, this study has made several contributions by investigating the impact of workplace incivility in the South Asian context and documenting the impact of incivility from the perspective of individuals belonging to minority socio-cultural status. Besides supporting existing literature, this study provided a unique argument that low-ranked employees in South Asian societies do not spread nonjob-related gossips. This finding is contradictory to the existing literature; and, thus, calls for future research to identify this inconsistency. Limitations and future directions are also discussed. (shrink)

The implementation of the UN Sustainable Development Goals and the Lisbon Strategy sets the task of a comprehensive study of the citizens` well-being, determining the state and trends in the level and quality of life not only by traditional methods of social statistics, but also through comprehensive sociological research. This approach has significant advantages since it allows us to generalize the state of social development of a society based on the population`s opinions, to study the emerging social risks that concern (...) the population, to determine the differentiation of countries by indicators of well-being. The foundations of the new approach to the analysis of social processes were laid by the scientific achievements of the 60s of the last century. The dominant paradigm was the economic goals and parameters of statistically measured national income, household income, wages and their differentiation. The environmental risks that threaten the future of civilization were identified and analyzed in the 70s of the XX century. The production contradiction, which raised the question of measuring the quality of life in a new way, was articulated. The economic component was mixed and replaced with the welfare parameter. The sustainable development, including the indicators of well-being, the fight against poverty, and the environment were declared to be the goals of the society. The tasks of monitoring the solution of these problems are solved by sociological research, whose mathematical formalization can become a structural element of economic and mathematical modeling of social processes. Science-based methods for assessing the practical rationality of a proposed public policy typically represent assumed future outcomes of policies and values attributed to these outcomes in an idealized, that is, intentionally distorted way and abstracted from aspects that are deemed irrelevant. Different types of methods do so in different ways. As a consequence, they instantiate the properties that result from abstraction and idealization such as conceptual simplicity versus complexity, or comprehensiveness versus selectivity of the values under consideration to different degrees. (...) I hold that none of these methods is best in general. Instead, I opt for the valuation method that is useful for the policy issue in question both in terms of its relevance and in terms of its practicability. Relevance requires that the method can represent and account for what is at stake in the policy issue. Practicability refers to aspects such as easy versus difficult handling of the method. To argue for the claim, I evaluate three types of valuation methods: cost–benefit analysis that rests on unidimensional measurement and ranking, multi-criteria decision analysis that applies multi-dimensional measurement but unidimensional ranking, and non-aggregate indicator systems that operate with multi-dimensional measurement and sometimes also multi-dimensional ranking. Second-order justification indicating whether and how the valuation method chosen is capable of accounting for the substantive value considerations that constitute the real-world policy issue in question renders the conditions on which the results of a proposed policy evaluation rest transparent. If states are permitted to create and maintain a military force, by what means are they permitted to do so? This paper argues that a theory of just recruitment should incorporate a concern for moral risk. Since the military is a morally risky profession for its members, recruitment policies should be evaluated in terms of how they distribute moral risk within a community. We show how common military recruitment practices exacerbate and concentrate moral risk exposure, using the UK as a (...) case study. We argue that the British state wrongs its citizens by subjecting them to excessively morally risky recruitment practices. Since, we argue, this risk exposure cannot be justified by appealing to the benefits of a military career for recruits, our argument calls for reform of existing practices. Our method of evaluation is generalizable and thus can be used to assess other states’ practices. (shrink)

This study aims at demonstrating the usefulness of the Pareto in- clusive criterion methodology for comparative analyses of fungi toxicity. The toxicity of fungi is usually measured using a scale of several ranks. In practice, the ranks of toxicity are routinely grouped into only four conventional classes of toxicity: from a class of no toxicity, low toxicity, and moderate toxicity, to a class of high toxicity. The illustrative material included the N = 61 fungi samples obtained from three species: A. (...) ochraceus, A. niger and A. flavus. In accordance with the Pareto approach, four partial criterions of the worst toxi- city were defined, a single criterion used for each conventional class of toxicity. Finally, the odds ratios (OR) were calculated separately for each partial cri- terion, and the significance of the hypotheses OR = 1 was estimated. It was stated that A. ochraceus fungi are distinctly more toxic than the two remaining ones with respect to the all considered four partial criterions, with significance equal to p = 0.04, p = 0.04, p = 0.007 and p = 0.005, respectively. Thus, the suggested method illustrated its utility in the case under study. (shrink)

Summarization of legal case judgement documents is a practical and challenging problem, for which many summarization algorithms of different varieties have been tried. In this work, rather than developing yet another summarization algorithm, we investigate if intelligently ensembling (combining) the outputs of multiple (base) summarization algorithms can lead to better summaries of legal case judgements than any of the base algorithms. Using two datasets of case judgement documents from the Indian Supreme Court, one with extractive gold standard summaries and the (...) other with abstractive gold standard summaries, we apply various ensembling techniques on summaries generated by a wide variety of summarization algorithms. The ensembling methods applied range from simple voting-based methods to ranking-based and graph-based ensembling methods. We show that many of our ensembling methods yield summaries that are better than the summaries produced by any of the individual base algorithms, in terms of ROUGE and METEOR scores. (shrink)

This paper aims to contribute to the goal of finding influential legal precedents by quantitative methods. A lot of work has been made in this direction worldwide, especially in the context of common law jurisdictions. However, this type of work is extremely scarce in the Brazilian literature. In addition, our work also contributes to the research of network analysis and the law by applying these methods to unprecedented amount of data and narrowing our inquiry to a single law area, corporate (...) law. Furthermore, whereas most of the literature applying network analysis to judicial decisions had access to readily available data on the citations to precedent within each ruling, our raw data was nothing but the full text of decisions. We focus on data produced by the Superior Court of Justice, the highest court in Brazil for matters of federal law, including statutory interpretation of civil, criminal and corporate law. The Court issued an astonishing 282040 opinions tagged as related to corporate law between 2008 and 2018. This amount of cases is unparalleled internationally for superior courts and for studies in network analysis and law. In our results, we rank precedents quantitatively based on the citations they receive and make. We also qualitatively analyze some of the results, especially related to groups identified in the network with the Modularity algorithm. Our findings also reveal that corporate law jurisprudence in the STJ is quantitatively dominated by a few legal issues around one single theme that is only tangentially related to corporate law. That is, a type of contract used for the expansion of telephone landlines, which also allowed the consumer to become a shareholder of the telecommunication company. This comparison is especially pertinent because the utter lack of data on the quantitative weight of STJ precedents means the national literature has been operating in a void of objective measurements, one which has been filled with cherry-picked rulings and subjective ranking criteria. The method of supergrading is introduced for deriving a ranking of items from scores or grades awarded by several people. Individual inputs may come in different languages of grades. Diversity in grading standards is an advantage, enabling rankings derived by this method to separate more items from one another. A framework is introduced for studying grading on the basis of observations. Measures of accuracy, reliability and discrimination are developed within this framework. Ability in grading is characterized for (...) individuals and groups as the capacity to grade reliably, accurately and at a high level of discrimination. It is shown that the collective ability of a supergrading group with diverse standards can be greater than that of a less diverse group whose members have greater ability. (shrink)

The epistemology and phenomenology of contemporary society tend to be deepened, and the philosophical challenges never are minimal that we may be called to face with the kind of post-modern chaos from the rapidly changing phenomena of the global community. The ballast held on the identity of faculty members as a teacher and researcher now turns due so as to be recast with our intrinsic of routine performance. I considered their quality as bent on the intellectual strife on the (...) class='Hi'>method and the kind of attitude, say, evaluation and consultation. In this paper, the authors have presented some thought and implications that triangulated the triad, i.e., research methodology, program evaluation and consulting illustration on the college research program rankings. We deal with the ranking problem of the nodes in a directed graph. The bilateral relationships specified by a directed graph may reflect the outcomes of a sport competition, the mutual reference structure between websites, or a group preference structure over alternatives. We introduce a class of scoring methods for directed graphs, indexed by a single nonnegative parameter α. This parameter reflects the internal slackening of a node within an underlying iterative process. The class of so-called internal slackening scoring (...) methods, denoted by λα, consists of the limits of these processes. It is seen that λ0 extends the invariant scoring method, while λ∞ extends the fair bets scoring method. Method λ1 corresponds with the existing λ-scoring method of Borm et al. (Ann Oper Res 109(1):61–75, 2002) and can be seen as a compromise between λ0 and λ∞. In particular, an explicit proportionality relation between λα and λ1 is derived. Moreover, the internal slackening scoring methods are applied to the setting of social choice situations where they give rise to a class of social choice correspondences that refine both the Top cycle correspondence and the Uncovered set correspondence. In recruitment, promotion, admission, and other forms of wealth and power apportion, an evaluator typically ranks a set of candidates in terms of their perceived competence. If the evaluator is prejudiced, the resulting ranking will misrepresent the candidates’ actual ranking. This constitutes not only a moral and a practical problem, but also an epistemological one, which begs the question of what we should do – epistemologically – to mitigate it. The article is an attempt to begin to answer (...) this question. I first explore the presuppositions that must obtain for individual interventions to likely yield positive epistemological effects in ranking situations. I then compare these with the corresponding presuppositions of a novel, ‘post hoc’ approach to deprejudicing due to Jönsson and Sjödahl (Episteme 14(4):499–517, 2017), which does not attempt to change evaluators but attempts to increase the veracity of the rankings they produce after the fact (but before the rankings give rise to discriminatory effects) using statistical methods. With these two sets of presuppositions in place, I describe the limitations imposed by each presupposition on its intervention, compare presuppositions across the two kinds of interventions, and conclude that the two kinds of interventions importantly complement each other by having fairly disjoint, but non–conflicting, presuppositions. The post hoc intervention can thus complement an individual intervention (and vice versa) in situations where both are applicable (by adding further increases in veracity), but also by applying to situations where that intervention is not applicable (and thereby increase veracity in situations beyond the reach of that intervention). In spite of our good intentions and explicit egalitarian convictions, we habitually disfavor the underprivileged. The rapidly growing literature on implicit bias – unconscious, automatic tendencies to associate negative traits with members of particular social groups – points towards explanations of this dissonance, although rarely towards generalizable solutions. In a recent paper, Jennifer Saul draws attention to the alarming epistemological problems that implicit bias carries with it; since our judgments about each other are likely influenced by implicit bias, we have (...) good reason to doubt their veracity. In this paper we explore a novel way to come to terms with the epistemological problem as it manifests itself in ranking situations, i.e. how we can know that the way in which we have ranked a group of people for a certain position, reflects their actual competence. On our approach, rather than attempting to make people less biased, we suggest that biased behavior can sometimes be corrected after the fact. In particular, the veracity of rankings can sometimes be improved by modifying the rankings directly. We investigate three methods that modify biased rankings, and argue that the last of these solves the epistemological problem that we are concerned with. (shrink)

The aim of this paper is to define some new operation laws for the trapezoidal linguistic cubic fuzzy number and Hamming distance. Furthermore, we define and use the trapezoidal linguistic cubic fuzzy TOPSIS method to solve the multi criteria decision making (MCDM) method. The new ranking method for trapezoidal linguistic cubic fuzzy numbers (TrLCFNs) are used to rank the alternatives. We discuss the relationships between positional rules (such as plurality and approval voting as well as the Borda count), Dodgson’s, Kemeny’s and Litvak’s methods of reaching consensus. The discrepancies between methods are seen as results of different intuitive conceptions of consensus goal states and ways of measuring distances therefrom. Saari’s geometric methodology is resorted to in the analysis of the consensus reaching methods.

The current paper is the first to report an experimental study of “Min- and Max-induced rankings” (MMIR), i.e., a family of set rankings that require preferences over sets to be induced from comparison of the best and/or worst elements within those sets. These MMIR do not perform well in predicting preferences over simple sets of monetary outcomes. In this paper, we investigate the axiomatic underpinnings of these models by means of pairwise choice experiments. From this investigation, some important conclusions can (...) be drawn: Axioms that prevent rankings to be based on total-goodness, as well as monotonicity conditions (ensuring that replacing a set element with a better one results in a better set) cannot be refuted. Axioms that rule out any utilization of the relative difference in the values of the outcomes and axioms that prevent rankings to be based on average-goodness are all systematically violated. The Uniform Expected Utility (UEU) criterion seems to meet the apparent shortcomings of the MMIR. Some frequently occurring preference patterns, however, suggest that a significant portion of the participants uses neither a Min- or Max-induced ranking, nor UEU, but some other unspecified decision rule, possibly characterized by the tendency to prefer a diversification of uncertainty. The aim of this paper is to apply a general methodology for constructing statistical methods, which is based on decision theory, to give a statistical description of preferential rankings, with a focus on the rankings’ dependence on categorical variables. In the paper, I use functions of description errors that are based on the Kemeny and Hamming distances between preferential orderings, but the proposed methodology can also be applied to other methods of estimating description errors.

In this paper two theories of defeasible reasoning, Pollock's account and my theory of ranking functions, are compared, on a strategic level, since a strictly formal comparison would have been unfeasible. A brief summary of the accounts shows their basic difference: Pollock's is a strictly computational one, whereas ranking functions provide a regulative theory. Consequently, I argue that Pollock's theory is normatively defective, unable to provide a theoretical justification for its basic inference rules and thus an independent notion (...) of admissible rules. Conversely, I explain how quite a number of achievements of Pollock's account can be adequately duplicated within ranking theory. The main purpose of the paper, though, is not to settle a dispute with formal epistemology, but rather to emphasize the importance of formal methods to the whole of epistemology. (shrink)

In recent years, the amount of data in the world is growing rapidly. Data growth also occurs in the government sector. All ministries and institutions at every level are data producers. These government-owned data have a high potential if they can be used properly. Open government data can stimulate innovation and economic growth and enhance business models. In order to increase the willingness of citizens to use open government data and enjoy the benefits mentioned, the quality of open government data (...) needs to be improved. The quality of open government data encompasses a variety of dimensions and criteria. Also, the importance of each dimension and criterion in increasing the quality of open government data is different. Therefore, we are faced with a complex system that requires proper decision-making and management. In fact, we are dealing with decision-making in the complex management system. Given the importance of this issue, the purpose of this study is to provide a new and comprehensive method to improve the quality of open government data and increase the willingness of citizens to use the data by considering the complex network of citizens and organizations. For this purpose, library studies have been used to extract comprehensive and effective dimensions and criteria. The statistical population includes all articles related to the criteria of improving the quality of open government data and increasing the willingness of citizens to use the data. The probabilistic sampling method of simple random samples has been used, and 10 articles in this field have been reviewed. After extracting the criteria as well as the data of 112 governmental organizations and institutions related to each criterion from the open data portal, the complex network of citizens and governmental organizations and institutions has been analyzed in order to identify high-degree centrality organizations. Then, the data characteristics of the organizations that were most desired by the citizens were extracted using data mining techniques including the regression model. Also, field method and multicriteria decision-making technique including the DEMATEL technique have been used to express the solutions and identify the cause-and-effect relationships between the solutions. The criteria extracted in improving the quality of open government data and increasing the willingness of citizens to use the data are included: “data originality,” “license openness,” “up-to-datedness,” “data access,” “metadata completeness,” “number of data sets,” “format openness,” “nondiscrimination,” “understandable,” “number of categories of data sets,” “free,” “lack of missing data,” “data request ability,” “visualization,” “feedback,” and “data subject matter.” Based on the results obtained from the analysis of the complex network and the regression model, the criterion of “society subject” with a coefficient of 72.564 and a positive sign has the greatest impact on increasing the number of citizens' visits to open government data. After that, the criterion of “format openness” with a coefficient of 52.682 and a positive sign has the second rank in increasing the number of visits. Extracting comprehensive and effective criteria in improving the quality of open government data and increasing citizens' willingness to use data, calculating the weight and importance of each criterion by analyzing the complex network of citizens and organizations, as well as providing solutions, can help managers in decision-making and proper management in the complex system of citizens and government organizations. Recent decades have witnessed the rise of chefs to a position of cultural prominence. This rise has coincided with increased consciousness of ethical issues pertaining to food, particularly as they concern animals. We rank cookbooks by celebrity chefs according to the minimum number of sentient animals that must be killed to make their recipes. On our stipulative definition, celebrity chefs are those with their own television show on a national network in the United States, the United Kingdom, Canada or Australia. (...) Thirty cookbooks by 26 such chefs were categorized according to the total number of cows, pigs, chicken, fish and other species they included as ingredients. The total number of animals killed was divided by the number of non-dessert recipes to generate an average number of animal deaths per recipe for each book. We outline the rationale for our project and its methodology before presenting a ranked table of 30 cookbooks by celebrity chefs. This method generates several interesting findings. The first concerns the wide variation in animal fatalities among cookbooks. The chef with the heaviest animal footprint killed 5.25 animals per recipe, while the omnivorous chef with the smallest footprints killed 0.19 per recipe. Clearly, not all approaches to meat eating are equal when it comes to their animal mortality rate. Pigs and large ruminants are all substantially bigger than poultry, which are themselves bigger than many fish. The prime determinant of a chef’s place in the index was the number of small animals his or her recipes required. Whether a chef cooked in the style of a particular cuisine (Italian, French, Mexican etc.), by contrast, had no discernible influence on his or her ranking. We analyze how different chefs present themselves—as either especially sensitive or insensitive to ethical issues involving animals and food—and note cases where these presentations do or do not match their index ranking. -/- . Researchers are continually searching for inexhaustible and reasonable energy sources. Solar energy is one of the greenest sources of energy and is also one of the cleanest. The most important factor in using (...) solar energy is the location of the solar power plant. The main objective of this study is to find the best location for a new solar power plant in a specific region called Bundelkhand region of Uttar Pradesh in India. Here we offer an extension of ELECTRE III method as two-phase Pythagorean neutrosophic elimination and choice translating reality PN-ELECTRE-III) method to adapt with fuzzy, ambiguous, unsure, and indeterminate criteria. The Pythagorean neutrosophic numbers [PNNs] used by the group decision support system of PN-ELECTRE III to measure performance of the alternatives. The options are entirely outclassed in the subsequent stage in view of the past stage's evaluations of them. By defining PNN we describe the technique of indifference threshold functions, preference treshold and veto threshold functions, which provide a more stable basis to drop outranking relations. By calculating the concordance credibility, discordance credibility and net credibility degrees of each alternative, the ranking module of the PN-ELECTRE III approach is made simpler. In order to confirm the applicability of the strategy suggested in this paper, the location selection problem for solar plants is finaly solved. (shrink)

The method is based on the concept of secondary preference, i.e. preference among preferences. This method is compared with a classical method based on 50–50 game comparison. For many bioethicists, concerns for theory and method are secondary. 1 These scholars presuppose a common morality and a reasonable, overlapping consensus regarding [End Page 336] an appropriate polity. They assume as (...) well that we, as humans, possess middle-level principles, casuistic capacities, and guiding intuitions that enable us, inter alia, to identify which allocations of health care are unfair, whether the purchase of organs from the poor is exploitative, and if physicians may require as a condition for treatment agreement on a professional standard for the disclosure of information in the acquisition of consent. In this account of bioethics, we are taken to share a content-full moral understanding. Theory may illuminate that understanding and method may resolve particular controversies, but neither is necessary to disclose the nature of the moral life in the domain of health care. The account presents us as bound by a content-full morality, about which we have pretheoretical knowledge and in terms of which we are able to reach appropriate decisions, even if we have competing theoretical understandings of that morality.This dominant account of bioethics has interesting similarities with Roman Catholic moral theology in assuming (1) the existence of a common canonical morality grounded in our nature, our sentiments, and/or our reason, as well as (2) the ability of reason, reflection, or analysis to disclose the substance of that morality. The difficulty is that there are diverse moral sentiments, sympathies, and visions. The depth of our disagreements can be gauged in our substantive disputes regarding abortion, physician-assisted suicide, and health care reform. Furthermore, no appeal to middle-level principles or to casuistry can bridge such differences when people really disagree. Such appeals only underscore what separates.Consider how an appeal to the principle of autonomy or justice in mediating disputes regarding the licensing of for-profit euthanatization services or the enactment of a health care proposal like that produced by the Clinton administration in 1993 (White House 1993) will only disclose how deep the disagreements are, if the disputants are a Rawlsian and a Nozickian (Rawls 1971, Nozick 1974). Or, consider an appeal to casuistry for the resolution of health care policy debates among parties, some of whom consider dumping and skimming to be morally exemplar acts of autonomy, frankness, and appropriate stewardship of resources (Engelhardt and Rie 1988), while the other parties regard them as exemplar acts of injustice. Such disputants will agree neither about the proper descriptions of the cases, nor about how to derive moral guidance from them, because they bring to the cases disparate moral senses and different understandings of moral rationality. In a world in which there are as many different accounts of fairness and justice as there are major religions, and where many may hold that exploiters are those who do not allow the poor to sell their organs to the rich, the presumption of a moral consensus or background morality (Bayertz 1994) serves more as an ideology than as a general authoritative moral disclosure.
