In a chronically migrant world, the academy is no exception. Academic migrants, who shift to another space and another world view, feature in the educational landscape of every continent. However, a global lens may not be useful in understanding their experiences, nor in seeking to support them in their endeavours. This dispatch discusses ways of understanding the intersections of space, movement and world view derived from Pacific thinking of various sources. The discussion is grounded in the activities of Leadership Pacific (...) (LP). This is not a program but a cause-based movement. It provides a safe space for storying as learning and leadership. LP has grown from a single group to become a fluid, welcoming and ever-morphing network of inter-locking clusters across the region. Responding to the need for a village-like web of caring and reciprocal relationships, LP fills the gap experienced by many Pacific-origin academic migrants when faced with academic practices and relationships. Through its people-centred storying pedagogy, LP provides an alternative space in which indigenous ways of knowing and being can be at home and the racism inherent in a mono-cultural understanding of academia is challenged. It welcomes both Pacific-origin academic migrants and those academics who seek alignment with a village-like people-centred approach to relationships. The LP experience, which now includes an international conference, provides a model of contextualised action that may be helpful in supporting academic migrants from other regions. Long-term, the influence of movements such as LP has the potential to shift deep-seated universal assumptions of what movement and space might mean for the academy, and of ethical forms of response to the needs and potentials of the academically migrant. This article seeks to consider the policing of anti-fracking protests at Barton Moss, Salford, from November 2013 to April 2014. We argue that women at Barton Moss were considered by the police to be transgressing the socio-geographical boundaries that establish the dominant cultural and social order, and were thus responded to as disruptive and disorderly subjects. The article draws upon recent work on pacification, which views police power as having both destructive and productive dimensions, to consider the impact of (...) police violence on women involved in protest. We seek to explore the ways in which this violence impacts not only on those involved in protest but also those on the peripheries. The article suggests that the threat and use of sexual violence by police towards women aims to enforce compliance within the protest movement and to send a message, specifically to those on the fringes of the movement, that protest is illegitimate and inherently dangerous. As such, sexual violence forms part of the social production and construction of gender and is instrumental in the making and remaking of subjectivities. The case study suggests that police brutality towards women at Barton Moss, therefore, operated as a disciplinary function to regulate acceptable forms of protest and acceptable forms of femininity. Papers from the Pacific islands, India, Bangladesh and elsewhere illustrate the ethical dilemma of environmental policy, sustainable development and the needs of communities to make a living.

The rise of blockchain as a techno-solution in the development sector underscores the critical imbalances of data power under ‘computational capitalism’. This article will consider the political economy of techno-solutionist and blockchain discourses in the developing world, using as its object of study blockchain projects in Pacific Island nations. Backed by US State Department soft power initiatives such as Tech Camp, these projects inculcate tech-driven notions of economic and political development, or ICT4D, while opening up new terrains for data accumulation (...) and platform control. Blockchain developers in search of proof of concept have found the development sector a fecund space for tech experimentation as they leverage a desire for tech-development and exploit regulatory weakness. The material implications of blockchain projects and discourse have been to create governance solutions which bypass the developing world state as a largely corrupting intermediary. In the Pacific, this has meant blockchain supply-chain management systems, proprietary financial innovation in humanitarian relief and an Asian Development Bank project to manage indigenous Fijian lands exclusively on the blockchain. In all these instances, discourses of solutionism, innovation and data empowerment have been deployed in aid of blockchain cartographies of control. (shrink)

Abstract:Recognizing the tensions between decolonial and postcolonial frameworks, this essay argues that a combined post/decolonial approach can illuminate colonial processes and reassert indigeneity. Writing as a Chamorro and a haole scholar, we weave together examples from Guåhan and Hawai'i to illustrate how a joint mobilization of decolonial and postcolonial approaches expose settler colonial processes and resistances. This essay also considers how combining these frameworks rearticulates and positions identities—in similar and distinct ways—to recenter indigeneity. This collection of papers is the fifth in a series of books from RUSHSAP, UNESCO Bangkok offering Asia and Pacific perspectives on ethics - each focusing on specific themes. The contents come from submitted papers to the UNESCO Bangkok Bioethics conferences held in 2005 and they are assembled thematically. They also include discourse from the conference, as intercultural communication is part of the essence of deliberation on bioethics.

It is widely believed that some wars are just, and that the paradigm case of a just war is a defensive war. A familiar strategy used to justify defensive war is to infer its permissibility from the case of self-defensive killing. I show, however, that the permission to defend oneself does not justify killing, but instead calls for nonviolent resistance. I conclude that on the account of self-defense I develop, the appropriate way to respond to a war of aggression is (...) not by prosecuting a defensive war, but by engaging in a form of nonviolence I call pacific resistance. As social, locative, and mobile media render the intimate public and the public intimate, this volume interrogates how this phenomenon impacts art practice and politics. Contributors bring together the worlds of art and media culture to rethink their intersections in light of participatory social media. By focusing upon the Asia-Pacific region, they seek to examine how regionalism and locality affect global circuits of culture. To continue the project of explicating Pacific values and worldviews, this paper focuses on correlative thinking in some of the cultural philosophies of the Pacific islands, especially Micronesia. Correlative thinking differs, in degree, from scientific and academic logic that emphasize the truth-value of statements. After examining aspects of correlative thinking in Bali and the Philippines, I extract some characteristics of Pacific philosophies from cultural practices, myths, and beliefs. Unlike William Alkire (Alkire, 1972), I find that Pacific islanders use correlative thinking, (...) not dualism, to fill their canoes and baskets of wisdom, so that they can navigate between contemporary logic or scientific thinking, and their cultural knowledge systems and ways of reasoning. Critique surrounding climate finance is mounting against a backdrop of an escalating ecological crisis manifesting unequally across the globe. This paper uses learnings from racial capitalism to unpack the modalities of climate finance, using the Pacific region as an illustrative case. It argues that racial capitalism is enacted through modalities of climate finance, in part, by the erection of walls. One type of wall enacted by climate finance is epistemic: its definitions place it as the inherent object of Northern interventions. (...) Moreover, financial walls are maintained through debt in climate finance, creating borders of deprivation through ongoing practices of indebting already burdened regions. The paper also highlights the way borders can manifest through regulation, in particular, through climate funds delineating arduous benchmarks of already burdened states. These walls contribute to the racialized process of creating ‘sacrifice zones’: places that have borne the cost of benefits accrued elsewhere, left without in a state of depletion. The paper explores the material futures that are being enacted by these modalities of climate finance through the case of climate migration. Yet these dystopian futures must not be taken for granted, rather, the walls which separate climate affected communities from hopeful futures must be dismantled. (shrink)

This paper will investigate how geographic features were recorded on maps in the eighteenth century in order to outline the construction of geographic knowledge by British mapmakers. Due to practical and economic factors, early modern cartography was a conservative practice based on source compilation and comparison. For the Pacific region especially, the paucity of first-hand observations and the conflicting nature of those observations rendered the world's largest ocean difficult to chart and prone to the retention of mythical continents, passages and (...) islands. After a discussion of the practical and economic reasons why geographic features were difficult to revise on maps, the article focuses on a case study to show how geographic enigmas could be placed and persist. It will use Pepys Island to illustrate the ways in which a chimeric feature could become instilled in geographic parlance. (shrink)

This collection of papers were originally presented during conferences on ethics in science and technology that UNESCO’s Regional Unit for Social and Human Sciences (RUSHSAP) has been convening since 2005. Since intercultural communication and information-sharing are essential components of these deliberations, the books also provide theme-related discourse from the conferences.

A compilation of 16 papers selected from two UNESCO Bangkok Bioethics Roundtables, with research and policy dialogues from different countries in the region. It includes papers on informed consent, ethics committees, communication, organ transplants, traditional medicines and sex selection.

The Institute of Pacific Relations was an international non-governmental organization in the Asian-Pacific region after the First World War. Chinese Institute of Pacific Relations was an intellectual group with strong liberalism color converted from a desultory organization with Christianism color. In order to investigate the practical condition of Japanese power in Northeast China from all aspects, Northeast China PTPI played an important role. At the same time, major leaders of Northeast China PTPI were present at the international Pacific academic conference, (...) and discussed the following issues: historical origin of northeast China, foundation of treaties signed by foreign countries about their rights in northeast China, and economic interest and railway issues of big powers in northeast China, etc. At the conference, Chinese delegates made known to the world the secret of Japanese imperialism invasion in China and the world, namely, “Tanaka Memorial”. European Vision and the South Pacific, first published in 1960, is the most acclaimed of all Bernard Smith’s many texts on art history and cultural theory. In conjunction with its 1992 companion-piece, Imagining the Pacific, and supported by collations of art and cartography from Cook’s and other voyages, this work also established his reputation as a major presence in Pacific-centred research. Likewise, the ongoing influence of European Vision and the South Pacific has seen Smith claimed as a foundational figure in (...) post-colonial scholarship, as one who ‘anticipated’ aspects of Edward Said’s late-1970s analysis of orientalism. But while there are important parallels and overlaps in the thinking of this pair, their differences and divergences are at least as significant. Above all, Smith’s Pacific-centred writings need to be understood as the unique intellectual achievements they undeniably are. (shrink)

Most documented extinctions of vertebrates in the last 400 years have been island endemics. In this paper, we focus on the need to develop a historical framework to establish conservation priorities for insular faunas and, in particular, to test the validity of nominal endemics. We use the example of the islands of the North Pacific Coast of North America, a region that includes approximately one-half of all mammals endemic to North American islands north of Mexico. Few of these endemics have (...) been re-evaluated since their original descriptions, although many of these islands have been heavily impacted by habitat conversion, species introductions, over-exploitation, and secondary ripple effects. Evidence from molecular genetics and paleontology suggests that many taxa arrived in the region since the last glacial advance. Some of these nominal endemics show minimal differentiation, while others comprise multiple evolutionary lineages. The NPC may also have played an important role in the in situ diversification of some taxa during the Pleistocene. Evidence, such as new fossil discoveries and numerous described endemics, lends support for refugia hypotheses. However, these ideas cannot be tested until a better understanding of geographic variation and the evolutionary relationships of the fauna and flora of the North Pacific Coast is developed. This framework would provide significant insight into the dynamic biogeographic history of the region and help prioritize conservation efforts. (shrink)

Forecasting is fraught with difficulty, but the dynamic Asia?Pacific region is unlikely to remain static in its present configuration. This paper offers 7 scenarios for the future of integration of the Asia?Pacific that take into account economic, strategic, and cultural dimensions of change, and the kinds of events that could trigger regional reconfiguration. The scenarios are aligned along a continuum from low to high tension: (1) a formal, multilateral security regime, (2) a concert of Asia, (3) the status quo of (...) integration under Western hegemony, (4) integration without China, (5) a neo?Confucian cultural zone, (6) tripolarization, and (7) a new cold war between the U.S. and China. The most important bilateral relation shaping the Asia?Pacific future is the U.S.?China relation. If this relationship is well managed, and if regional multilateral institutions continue to develop, tensions in the region are likely to remain low. But the potential for serious conflict over Taiwan, Korea, trade issues, and Asian vs. Western values remains very real. (shrink)

How do we understand the roots of modern identities and subjectivities (citizen, labour migrant, artist, member of a global faith community) and the cosmopolitan imaginaries and practices embraced and generated in the Asia Pacific region? Writing from a range of disciplines, and diverse sites, the authors explore the ways in which identities are recognized and contested, subjectivities dislodged and reconstituted in the contemporary world, and the role of dialogic scholarly practices in engaging, stimulating and promoting emergent subjectivities and identities.

This article examines the planningand execution of scientific field work in thepost-war Micronesian Trust Territory, under theaegis of the Pacific Science Board (within theNational Research Council). It argues that thework of the PSB can be characterized as both`big natural history', and routine `frontierscience' in that scientific expertise wasintended to aid in managing the Trust. It alsoexamines the limitations of scientists whostruggled to extend American conservation andpreservation strategies on distant Pacificfrontier territories.

The Oceania region is home to some of the world's most restrictive abortion laws, and there is evidence of Pacific Island women's reproductive oppression across several aspects of their reproductive lives, including in relation to contraceptive decision‐making, birthing, and fertility. In this paper we analyse documents from court cases in the Pacific Islands regarding the illegal procurement of abortion. We undertook inductive thematic analysis of documents from eighteen illegal abortion court cases from Pacific Island countries.Using the lens of reproductive justice, (...) we discuss the methods of abortion, the reported context of these abortions, and the ways in which these women and abortion were constructed in judges' summing up, judgements, or sentencing. Our analysis of these cases reveals layers of sexual and reproductive oppression experienced by these women that are related to colonialism, women's socioeconomic disadvantage, gendered violence, limited reproductive control, and the punitive consequences related to not performing gender appropriately. This article illustrates how a collaborative research process can successfully engage an underserved minority community to address health disparities. Pacific Islanders, including the Marshallese, are one of the fastest growing US populations. They face significant health disparities, including extremely high rates of type 2 diabetes. This article describes the engagement process of designing patient‐centered outcomes research with Marshallese stakeholders, highlighting the specific influences of their input on a randomized control trial to address diabetes. Over 18 months, an interdisciplinary research team (...) used community‐based participatory principles to conduct patient‐engaged outcomes research that involved 31 stakeholders in all aspects of research design, from defining the research question to making decisions about budgets and staffing. This required academic researcher flexibility, but yielded a design linking scientific methodology with community wisdom. (shrink)

Craft food and beverage makers regularly emphasize transparency about the ethical, sustainable sourcing of their ingredients and the human labour underpinning their production, all of which helps elevate the status of their products and occupational communities. Yet, as with other niche ethical consumption markets, craft industries continue to rely on employment conditions for agricultural workers that reproduce inequalities of race, class, and citizenship in the dominant food system. This paper interrogates the contradiction between the exaltation of craft cidermakers’ labour and (...) the devaluation of farmworker labour by assessing how craft beverage actors make sense of inequalities facing manually skilled agricultural workers. Through a focus on the emerging craft cider industry, this paper draws on in-depth interviews and ethnographic data with a range of urban and rural cider actors in the Pacific Northwest (British Columbia, Oregon, and Washington State). I find that actors in the craft cider industry engage with inequalities affecting farmworkers through three main patterns: (1) Justifications of the status quo; (2) Supply chain fog; and (3) Misgiving/critique. By using an analytical framework that integrates critical agrarianism and the politics of sight, this study provides insights into both barriers and opportunities to redistribute social recognition and material rewards across food supply chains. This commentary explores the potential consequence of latent racial formation in emergent climate finance data projects and draws from ethnographic research on climate finance governance conducted in Fiji. Climate finance data projects emerging in the Pacific aim to ease the flow of finance from the Global North to the South. These emergent data projects, such as renewable energy resource availability and investment mapping, are imbedded in the climate finance organizations that fund, develop, and use them. Thus, the commentary explores climate (...) finance organizations through the lens of Ray’s theory of racial organizations, highlighting the ways in which important climate-related resources are mediated through racial and colonial schemas. The racial mediation of two key resources are spotlighted in this discussion: the finance itself and knowledge. Given that the Pacific region is at the coalface of climate change’s existential effects, the just allocation of resources is imperative. In interrogating the ways in which emergent data projects may deny these resources based on hidden racial schemas, the paper cautions against new and old forms of colonization that may be mobilized through even well-meaning techno-benevolent fixes. This work, an initiative of the University of French Polynesia, Tahiti, showcases research collaboration between small island universities in the Pacific. It addresses a number of 'big issues' for Oceania which are also big issues for the world, concerning the biosphere and human society, sustainable development and well-being. The authors seek to create an ecosystem of knowledge through a dialogue, in English and French, between the natural sciences, the social sciences and the humanities. The work also brings into perspective academic (...) and traditional knowledge, with a view to enhancing cultural and agricultural practices and the development of public policy. Climate change, environmental degradation and food security are key questions for survival. How can the preservation of cultural heritage, the transmission of native languages and the integration of traditional knowledge into formal education contribute to a harmonious future? How is the phenomenon of violence relevant to an understanding of history, interpersonal relations and social inclusiveness, including for women in the political sphere? The Tongan-Fijian writer Epeli Hau'ofa described Oceania imaginatively as a 'Sea of Islands'. This volume sees Pacific islands as being interconnected in ways beyond imagining, in which nowhere is remote, where the peripheral has become a decentred centre. (shrink)

The study reported in this article examines the relationships between nationality, gender, and religiosity and business ethics attitudes in four countries in the Asia-Pacific region. Using a survey approach, university business students in Australia, New Zealand, Hong Kong, and Singapore were asked about their attitudes regarding business-related ethicality using a six-item scale of ethicality that was reported in the literature. Business students are appropriate for this study as they are “future business leaders.” For nationality significant differences emerged for only two (...) of the six items. There was no significant difference in total ethicality, and the values were positive in all countries. In general, females were reported being more ethical than males, particularly in New Zealand and Singapore. For religiosity, overall, there was a significant difference in ethicality where those respondents reporting being “very religious” also reporting being more ethical. For individual countries, significance did emerge for Australia and New Zealand. (shrink)

일찍이 필자는 미래세대나 자연적 존재가 법적 권리능력을 발휘할 수 있는 ‘생태법인 (eco legal person)’ 제도의 도입을 제기한 바가 있다. 이글의 목적은 생태법인의 구체적 인 적용 모델 제시를 통해 생태법인 제도 도입의 의의와 실용성을 논증하는 데 있다. 법치주의 체제에서는 법인 제도를 통해 인간 이외의 존재에게 법인격을 부여하여 그들 의 권리를 스스로 행사할 수 있도록 한다. 그러나 현행 법체제에서는 자연의 존재물을 법 인격의 주체로 인정하지 않는다. 하지만 법인 제도는 사회의 원활한 운용을 위해 창조된 것이다. 그리고 법인의 대상과 내용은 사회적 필요성에 의해서 다양해지고 (...) 확장되었다. 따 라서 자연의 존재물에 법인격을 부여하지 말라는 절대 원칙은 없다. 스톤(Christopher D. Stone)은 미네랄 킹 계곡에서 추진되는 스키장 건설을 반대하는 소송에서 개발로 인해 파괴될 자연에도 법적 지위가 부여되어야 한다고 주장하였다. 2017 년 뉴질랜드 의회는 원주민 마우리족의 오랜 삶의 터전인 환가누이강에 법인격을 부여하 는 법률을 만들었으며 필리핀에서는 아직 태어나지도 않은 아이가 소송 당사자의 일원이 되어 밀림 개발을 막는 재판에서 승소한 사례가 있다. 제주남방큰돌고래는 세계자연보전연맹(IUCN)에서 보호가 필요하다고 지정한 멸종위기 해 양생물이다. 하지만오늘날 제주남방킁돌고래는 해양오염과난개발, 해양관광산업의난립으로 심각한 위협에 처해있다. 제주남방큰돌고래에 법인격을 부여하고 그 권리를 행사할 수 있는 생태법인 제도를 운용한다면 제주남방큰돌고래가 스스로 자기보호에 나설 수 있게 된다. 생태법인 제도의 도입은 자연을 바라보는 인간의 인식과 태도를 근본적으로 전환하는 계기가 될 수 있다. 이 글을 통해 헌법에 자연의 권리가 명시되고 특별환경법원 기능을 담 당하는 생태법원 설치 논의가 촉발되기를 기대한다. As the euro crisis unfolds, political discourse on both sides of the European Union (EU)’s internal divide—“North” and “South”—becomes ever more exasperated, distant and untranslatable. At the root lies a weak pan-European sense of belonging—a common political identity thanks to which European citizens may regard each other as equals, and therefore as deserving recognition, trust, and solidarity. This paper describes some of the culture-related problems that impact directly on the formation of an eventual political identity for EU citizens. It then (...) suggests that the enacting of an interculturalist paradigm can help untie some of the nuts—political but also cultural—that Europe faces in order to solve the economic crisis. A few remarks are dedicated in the conclusive part to cultural pluralism in Singapore, a key player in any future progress towards the integration of the Asia Pacific Region. (shrink)

The COVID-19 pandemic has spread to the whole world, including Indonesia. People have made various efforts to overcome this outbreak. One of them is through local wisdom, such as in Cirebon-Indonesia. Cirebon people carry out the Azan Pitu ritual to overcome the COVID-19 pandemic that has spread in Cirebon. This study aims to explore the local knowledge system or local wisdom regarding Azan Pitu in overcoming the COVID-19 outbreak. The method used in this research is a qualitative method with observation (...) and in-depth interviews for collecting data. In the analysis process, this study uses Victor Turner’s ritual theory and Bronislaw Malinowski’s functional analysis theory. The study’s results found that people first performed the Azan Pitu ritual to overcome the outbreak of menjangan wulung during the Sunan Gunung Djati era. However, Cirebon people maintain it as a tradition to prevent disease outbreaks, including during the COVID-19 pandemic. The Azan Pitu ritual to ward off COVID-19 has changed form and function, but it does not diminish its essential meaning: the community’s efforts to expel COVID-19.
