Objective: The objectives of this study are to understand the current functions, structure and operation of hospital ethics committees (HECs) in Shanghai and to facilitate their improvement. Methods: (1) A questionnaire survey, (2) interviews with secretaries and (3) on-site document reviews of HECs in Shanghai were used in the study, which surveyed 33 hospitals. Results: In Shanghai, 57.56% of the surveyed hospitals established HECs from 1998 to 2005. Most HECs used bioethical review of research involving human subjects as well as (...) bioethical review or consultation regarding medical care services and administrative decision- making. Of the surveyed HECs, 14.3% did not provide any formal bioethical training to the HECs’ members and many HECs had no standard operating procedures. Some HECs had no clear definition of what was “conflict of interest” that should be considered by the HECs, while 44.4% of the HECs did not perform continuing review. Discussion: After the issues of related national regulations, more and more hospitals established HECs in Shanghai, but the functions of HECs need to be further developed and formal training on bioethics should be provided to HEC members. To assure the independence and good performance of HECs, the conflict of interest procedure, the standard operating procedures and bioethical review should be improved. Conclusion: HECs in Shanghai had developed in the preceding 10 years and they played great roles in protecting the rights and welfare of human subjects and patients; some areas need improvement. In the paper, tracing the traditional Hilbert-style syntactic account of logics, a syntactic characteristic of a closure operation defined on a complete lattice follows. The approach is based on observation that the role of rule of inference for a given consequence operation may be played by an ordinary binary relation on the complete lattice on which the closure operation is defined.

The purpose of this article is to qualitatively describe and critically explain the discursive construction of employee co-operation negotiations in Finland as an arena for management-by-fear. The article consists of a theoretical review, covering the legislative basis of co-operation negotiations and recent research on management-by-fear. The empirical study consists of media texts and company media releases in Finland in 2012–2013. The main conclusions are that there are distinctive features in the co-operation negotiations that enable and enforce the possibility of management-by-fear, (...) and thus destructive leadership. The process, supported by law and very much against the original aim, enhances authoritative leadership, objectification of employees, distortion of information and misleading, and the negative consequences thereof. The process is an employer-invited discursive dance where the employee has to follow through the set steps and in the set rhythm, with the media orchestrating the tune and managing the fear. The study adds a valuable element to the research areas of downsizing, bad management, and the discursive construction of these phenomena. (shrink)

This paper investigates the substation inspection problems of multimobile robots for large power stations in smart microgrids. Most multirobot inspection robots generally face the challenge of path planning, while the current widely used biological excitation neural network methods often have the defect of the neuronal active field near boundaries and obstacles. To end this, we propose an improved biological excitation neural network method for path planning based on a detailed architecture and ontology framework, through which the single-point inspection, multipoint inspection, (...) and full-area inspection tasks of substations in smart microgrids can be well completed. Simulation results show that the designed IBENN-based multirobot collaboration inspection system can effectively shorten the path as well as the number of turns and then show better performance than most existing results when implementing various substation inspection tasks. First, we prove that the lattice of all structural strengthenings of a given strongly finite consequence operation is both atomic and coatomic, it has finitely many atoms and coatoms, each coatom is strongly finite but atoms are not of this kind — we settle this by constructing a suitable counterexample. Second, we deal with the notions of hereditary: algebraicness, strong finitisticity and finite approximability of a strongly finite consequence operation. The economic theory of contract is being reshaped in ways which resonate with the findings of socio-legal contract scholars and of industrial economists and sociologists in the Marshallian tradition, who emphasise the 'embeddedness' of organizations within their social and cultural environment. Contractual co-operation is seen as depending on institutional factors which serve to enhance 'trust', and arrangements which in the past were criticized as the product of collusion are being reassessed as potentially efficient responses to market failure. An active debate (...) has begun on how instruments of public policy can best be deployed to arrive at an effective balance between co-operation and competition. This affects both the competitiveness of private sector organizations and the success of deregulatory reforms in the public sphere. These issues are explored within four main areas: developments in private-sector contracting; contract and organization in the public sector; the economics of contract law; and competitiveness and competition policy. One of the main problems in effective model theory is to find an appropriate information complexity measure of the algebraic structures in the sense of computability. Unlike the commonly used degrees of structures, the structure degree measure is total. We introduce and study the jump operation for structure degrees. We prove that it has all natural jump properties (including jump inversion theorem, theorem of Ash), which show that our definition is relevant. We study the relation between the structure degree jump (...) (in the sense of Soskov) and the jump degrees of a structure (in the sense of Jockusch) and give necessary and sufficient conditions for their existence in the terms of structure degrees. This article evaluates the legality of Operation Iraqi Freedom, the March 2003 attack on Iraq. The author rejects assertions that Security Council Resolution 1441 (2002), standing alone, contained a mandate to employ force; on the contrary, the Resolution was only adopted on the understanding that it did not. The law of self-defense, including its ?preemptive? variant, similarly provided no legal basis for the action because the degree of Iraqi support to terrorism was insufficient and the threat of use of weapons (...) of mass destruction was not imminent. With regard to humanitarian intervention, the suffering inflicted by the Saddam Hussein's regime did not rise to a level allowing intervention. Moreover, international law does not permit forceful regime change except when authorized by the Security Council. However, the author argues that material breach of the 1991 cease-fire in Security Council Resolution 687 released the US and UK from their obligation to refrain from hostilities, thereby reactivating the use of force authorization in Security Council Resolution 678 (1990). This latter justification was the sole official legal justification offered for Operation Iraqi Freedom. (shrink)

The practice of business ethics is a constant concern for both business and academics. Thus this study attempts both to explore the effective performance of business ethics and to provide a learned reference. The researcher has gathered relevant literature, developed a notion of business ethics operation which have been put to the test within four selected enterprises across the Taiwan Strait. The findings reveal that different types of ethical leadership and catalytic mechanism precipitated four operations and a swathe of different (...) approaches to business ethics. The study has, it is hoped, justified academic interest in business ethics by obtaining experimental results which demonstrate the merits of promoting their practice. (shrink)

Science uses its firmest conclusions to arrive at new ones which may well completely destroy these, previously firmest, conclusions. The perceptive may notice that when the previously firmest conclusions are demolished we may remain in the dark with no conclusion worth replacing it with. But only when we replace it with a firmer conclusion can we speak of a bootstrap operation rather than of a refutations. Often, to conclude, the ad hoc nature of a fact-like statement is rooted in the (...) theoretical background against which it is couched; given a different theoretical background and it fully falls into place, as the expression goes. If an observation report is at once a corollary of our scientific theory, then it is unproblematic. If it conflicts with our scientific theory, either we reject the theory or try to find an excuse for not rejecting it. When, however, a small theory which well integrates in our theoretical background is attacked by a well corroborated fact-like theory and all its defences are refuted, then a revolution may be under way. Such events may be rare, but they are the more interesting ones. At times we alter our whole theoretical outlook around a rather fact-like theory which then gets refuted. We then look silly from any viewpoint except that which takes the process to be a bootstrap operation! (shrink)

This paper presents a novel improved firefly algorithm (IFA) to deal the problem of the optimal operation of thermal generating units (OOTGU) with the purpose of reducing the total electricity generation fuel cost. The proposed IFA is developed based on combining three improvements. The first is to be based on the radius between two solutions, the second is updated step size for each considered solution based on different new equations, and the third is to slightly modify a formula producing new (...) solutions by using normally distributed random numbers and canceling uniform random numbers of conventional firefly algorithm (FA). The effect of each proposed improvement on IFA is investigated by executing five benchmark functions and two different systems. The performance of IFA is investigated on six other study cases consisting of different types of objective function and complex level of constraints. The objective function considers single fuel with quadratic form and nonconvex form, and multifuels with the sum of several quadratic and nonconvex functions while a set of constraints taken into account are power loss, prohibited zone, ramp rate limit, spinning reserve, and all constraints in transmission power networks. The obtained results indicate the proposed improvements in terms of high optimal solution quality, stabilization of search ability, and fast convergence compared with FA. In addition, the comparisons with other methods also lead to a conclusion that the proposed method is a very promising optimization tool for systems with quadratic fuel cost function and with complicated constraints. The aim of this report is to present an example of a multidisciplinary Indian-Swedish co-operation on ethics in health care. It is based on a conference held in Asia Plateau, Panchgani, Maharasthra, India in 1998. The emphasis is on ethical values that are important for consumers of health care and professionals, and also for different cultures in developed and developing countries. The importance of human dignity is stressed. Sixteen recommendations are given in an appendix.

Derrida, with the deconstruction philosophy, shook all movements, stances, remembering and forgetting, and changed the flow of the river of perception and thought with a deep and comprehensive operation of reasoning and perception. He has resurrected the understanding of fluidity, movement and process, which has been coming since Heraclitus and renewed in Nietzsche in its own way by formatting these concepts. It has changed the method of meaning and signification, redefining it as an event, an action. He used "writing" against (...) the upper philosophy movement that fiddled with his country. He displaced the language, the word from its place, and wreak havoc in response to the glances that do not spare his own language. He rejected domination, embracing the free meaning. He deciphered the "great game" within the tradition of European language and philosophy. The state and its philosophy that imposes its "structure" realizes its gradual dismantling. Here, the reality is that meaning appears as an action which is the deconstruction movement itself. His “writing” is the proof of the French language and way of thinking which he “he lived in”. The new crisis results from philosophy of life rather than the language of Europe. Deconstruction has been a letter which found the recipient of the philosophy of the new century. Therefore philosophy needs to reevaluate the situation in the field of language and writing. In this paper we prove: (1) The lattice of all equational classes of Ockham lattices is isomorphic to a lattice of easily described first-order theories and is uncountable, (2) every such equational class is generated by its finite members. This chapter further develops the perfectionist case for distributive equality by arguing that different people's perfections do not compete but often cooperate, so one person's achieving perfection encourages or requires others to do so. This cooperativeness is the core of Marx's argument for distributive equality and strengthens the case from natural abilities and diminishing marginal utility given in Ch. 12. The chapter then considers perfectionist arguments of Green and Bosanquet for private property and the free market, arguing that while these (...) have some merit they do not overturn the general perfectionist case for equality; its arguments here echo those of Hobhouse. In this book, Carol Gould offers a fundamental reconsideration of the theory of democracy, arguing that democratic decision-making should apply not only to politics but also to economic and social life. Professor Gould redefines traditional concepts of freedom and social equality, and proposes a principle of Equal Positive Freedom in which individual freedom and social co-operation are seen to be compatible. For companies involved in the supply chain, proper warehousing management is crucial. Warehouse layout arrangement and operation play a critical role in a company’s ability to maintain and improve its competitiveness. Reducing costs and increasing efficiency are two of the most crucial warehousing goals. Deciding on the best warehouse layout is a remarkable optimization problem. This paper uses an optimization method to set bin allocations within an automated warehouse with particular characteristics. The warehouse’s initial layout and the automated platforms limit (...) the search and define the time required to move goods within the warehouse. With the help of historical data and the definition of the time needed to move goods, a mathematical model of warehouse operation was created. An optimization procedure based on the well-known Variable Neighbourhood Search algorithm is defined and applied to the problem. Experimental results demonstrate increments in the efficiency of warehousing operations. (shrink)

In October 2021, the Inclusive Framework of the Organisation for Economic Co-operation and Development (OECD) adopted a new international tax deal, which has been hailed as a major step towards a fair and effective global corporate tax system. In this article, we question this verdict. We analyse this deal on the basis of three complementary fairness principles: preventing free riding by multinational corporations (MNCs), respect for and promotion of the fiscal autonomy of countries, and the limitation of distributive and relational (...) inequalities. We argue that the tax deal is unlikely to lead to a substantial improvement in fairness. We do, however, welcome the deal’s recognition of the need to tax multinational corporations as unitary entities subject to a global minimum effective tax rate. We argue that this recognition creates opportunities for fairer reforms that should be pursued through a more inclusive global decision-making process. (shrink)

This article investigates the nature of entangled correlations in algebraic quantum field theory (AQFT). We define a notion of local disentanglement, expressing the possibility of destroying entanglement by means of local operations. Contrary to the case of ordinary quantum mechanics, local disentanglement cannot be achieved in general in relativistic quantum field theory. However, we show that if the split property holds, there exists a local operation that can destroy entanglement between spacelike-separated quantum field systems.
