The 2016 United Nations’ Resolution 2325 “Non-proliferation of Weapons of Mass Destruction” manifests one of the greatest challenges for humankind in relation to preventing a global catastrophe, where it reaffirms that the proliferation of nuclear, chemical and biological weapons, as well as their means of delivery, constitutes a threat to international peace and security. However, regarding the continuous technological developments of terrestrial-based WMD aimed at orbiting space objects in near-Earth orbit, it is crucial to analyze whether, and if (...) so, how 2325 prevents their proliferation and utilization. Another relevant argument addresses the terminological factuality that, while treaty and customary law do provide some guidance on the legality of weaponization, the concept of a “space weapon” is still not clearly defined. Moreover, even though the Outer Space Treaty prohibits the placement of nuclear weapons and WMD in near-Earth orbit, installing them on the Moon or any other celestial body, or to otherwise station them in outer space, it simultaneously excludes terrestrial-based anti-satellite weapons, thus creating a legal loophole. National representatives of superpowers, particularly of space-faring nations, are aware of the existing issue and often express their concerns toward comprehensive ASAT development and utilization. Nevertheless, the potential weaponization of outer space will not be actively recognized and accepted as an official occurrence within the international community until our current space systems are eventually utilized in order to destroy or damage another State’s space object. China, India, Brazil and other major Third World nations have long refused to sign the Nuclear Non‐proliferation Treaty. This position might at first sight appear to be without any question morally unjustified and even irrational. Yet their claim that the treaty is ‘discriminatory’ merits the serious attention which it has not received. Only if certain aspects of this claim are accepted by the nuclear weapons signatories does a moral and rational onus to sign become unquestionable.

This article presents a plan of action to begin the process of halting proliferation of long-range ballistic missiles. These missiles are deemed particularly dangerous due to their ability to deliver weapons of mass destruction (nuclear, biological, and chemical warheads) over intercontinental distances. Two treaties are proposed to help control the proliferation of these missiles. They are a Ballistic Missile Non-Proliferation Treaty and a Test Ban Treaty for Long-Range Ballistic Missiles. Humankind is currently confronted with a critical challenge that determines its very existence, not only on an individual, racial, or national level but as a whole species: the fight against climate change and environmental degradation. To win this battle, humanity needs innovations and non-linear thinking. Nature has long been a substantial information source for unthinkable discoveries that save human lives. The paper suggests that by understanding the nature, emergence, and mechanism of serendipity, the survival skill of humans, humanity can capitalize (...) on it to learn from nature and generate nature-based innovations that can address the climate and environmental degradation crises. In the era of Artificial Intelligence (AI) proliferation, AI will be a vital tool providing navigational and useful information to leverage the power of serendipity in climate and sustainability science. However, an eco-surplus culture that incorporates core values pertaining to nature and sees environmental sustainability as the conscience of the times needs to be built to direct and control the immense power of AI-leveraged serendipity. As expected, cell survival times diminished with increased mutation probabilities, however, the relationship between survival time and mutation rate was non-linear, that is, a ten-fold increase in mutation probability only halved the survival time. We reflect on the nature, role and limits of non-empirical theory assessment in fundamental physics, focusing in particular on quantum gravity. We argue for the usefulness and, to some extent, necessity of non-empirical theory assessment, but also examine critically its dangers. We conclude that the principle of proliferation of theories is not only at the very root of theory assessment but all the more necessary when experimental tests are scarce, and also that, in the same situation, it represents the (...) only medicine against the degeneration of scientific research programmes. There is a growing recognition, stemming from work with both vertebrates and invertebrates, that the capacity for neuronal regeneration is critically dependent on the local microenvironment. That environment is largely created by the non‐neuronal elements of the nervous system, the neuroglia. Therefore an understanding of how glial cells respond to injury is crucial to understanding neuronal regeneration. Here we examine the process of repair in a relatively simple nervous system, that of the insect, in which it is possible to define (...) precisely the cellular events of the repair process. This repair is rapid and well organised; it involves the recruitment of blood cells, the division of endogenous glial elements and, possibly, migration from pre‐existing glial pools in adjacent ganglia. There are clear parallels between the events of repair and those of normal glial development. It seems likely that the ability of the insect central nervous system to repair resides in the retention of developmental capacities throughout its life and that damage results in the activation of this potential. The quantitative study of regulation of cell growth and proliferation began with the development of the technique for monolayer culture of vertebrate cells in the late 1960s. The basic parameters were defined in the early physiological studies, which continued through the next decade. These included specific and non-specific growth factors and the requirement for continuous exposure to such factors through most of the G1 period for progression to S. In the course of this work, the diversity of biochemical responses (...) and the critical role of increased protein synthesis and accumulation for the onset of DNA synthesis were elucidated. In particular, a central role of free cytosolic Mg2+ in direct regulation of protein synthesis and in ancillary processes as a response to membrane perturbation was established. Eventually, the physiological era was superseded by the molecular era beginning in the 1980s. This work focussed on specific receptors for growth factors that entrained a protein kinase cascade, which terminated in a higher frequency of initiation of protein synthesis. However, the molecular studies virtually ignored the key results of the physiological era. Recent studies of the penultimate molecular steps in the regulatory pathway of protein synthesis, however, have supported a model of growth regulation involving membrane perturbation and MgATP2− concentration, results that integrate the findings of the physiological and molecular eras. The resulting relatively simple “membrane, magnesium mitosis” (MMM) model of proliferation control can explain the seeming paradox of the variety of specific and non-specific growth-enhancing treatments that are mediated by the plasma membrane and which bring about a shared, complex but coordinated growth response that drives cell proliferation. Bioethics has developed approaches to address ethical issues in health care, similar to how technology ethics provides guidelines for ethical research on artificial intelligence, big data, and robotic applications. As these digital technologies are increasingly used in medicine, health care and public health, thus, it is plausible that the approaches of technology ethics have influenced bioethical research. Similar to the “empirical turn” in bioethics, which led to intense debates about appropriate moral theories, ethical frameworks and meta-ethics due to the increased (...) use of empirical methodologies from social sciences, the proliferation of health-related subtypes of technology ethics might have a comparable impact on current bioethical research. This systematic journal review analyses the reporting of ethical frameworks and non-empirical methods in argument-based research articles on digital technologies in medicine, health care and public health that have been published in high-impact bioethics journals. We focus on articles reporting non-empirical research in original contributions. Our aim is to describe currently used methods for the ethical analysis of ethical issues regarding the application of digital technologies in medicine, health care and public health. We confine our analysis to non-empirical methods because empirical methods have been well-researched elsewhere. Finally, we discuss our findings against the background of established methods for health technology assessment, the lack of a typology for non-empirical methods as well as conceptual and methodical change in bioethics. Our descriptive results may serve as a starting point for reflecting on whether current ethical frameworks and non-empirical methods are appropriate to research ethical issues deriving from the application of digital technologies in medicine, health care and public health. Social Justice is a concept familiar to most Indians but one whose meaning is not always understood as it signifies a variety of government strategies designed to enhance opportunities for underprivileged groups. By tracing the trajectory of social justice from the colonial period to the present, this book examines how it informs ideas, practices and debates on discrimination and disadvantage today. After outlining the historical context for reservations for scheduled castes and scheduled tribes that began under British colonial rule, the (...) book examines the legal and moral strands of demands raised by newer groups since 1990. In addition the book shows how the development of quota policies has been significantly influenced by the nature and operation of democracy in India. It describes the recent proliferation of quota demands for reservations in higher education, private sector and for women and religious minorities in legislative assemblies. The book goes on to argue that while proliferation of demands address unequal incidence of poverty, deprivation and inequalities across social groups and communities, care has to be taken to ensure that existing justifications for quotas for discriminated groups due to caste hierarchies are not undermined. Providing a rich historical background to the subject, the book is a useful contribution to the study on the evolution of multiple conceptions of social justice in contemporary India. (shrink)

Are the things of this world given to thought? Are things really meant to be known, to be taken as the objective manifestations of a transcendental conditioning power? The Western philosophical tradition, according to François Laruelle, presupposes just this transcendental constitution of the real--a presupposition that exalts philosophy itself as the designated recipient of the transcendental gift. Philosophy knows what things really are because things--all things--are given to philosophy to be known. Laruelle's trenchant essays show how this presupposition controls even (...) the ostensibly radical critiques of the philosophical tradition that have proliferated in the postmodern aftermath of Nietzsche and Heidegger. For these critiques persist in assuming that the disruptive other is in some way given to their own discourse--which shows itself thereby to be still philosophical. An effective critique of philosophy must be non-philosophical. It must, according to Laruelle, suspend the presupposition that otherness is given to be known, that thought has a fundamentally differential structure. Non-philosophy begins not with difference, not with subject and object, but with the positing of the One. From this axiomatic starting point, non-philosophy takes as its material philosophy, rethought according to the One. The non-philosophy project does not, like so much postmodern philosophy, herald the end of philosophy. It takes philosophy as an occasion to raise the question of another kind of thought--one that, instead of differentially relating to the world that it presupposes, asserts that it is ultimately, in the flesh, at One with what it can never know. In a world fraught with violence in its macabre form, it is essential to have a broad and clear understanding of the principle of non-violence (ahimsa), its various nuances, its potential and limitations. Covering a span of wisdom literature on the Indian ethos from the times of the Upanishads to the works of modern seers like Gandhi, Tagore and Aurobindo, the author presents the notions of non-violence and violence along a finely graduated scale instead of going into sharp polarities. While (...) making a clear distinction between gross physical violence and the subtle play of violence in words, thoughts and ideas, the paper goes on to offer a critique of modern technology and nuclear proliferation for perpetrating violence on nature and fellow human beings in the name of progress and development. While expressing his admiration for the Gandhian principle of non-violence, the author advocates practical idealism that admits violence with caution but without hatred for the purpose of general welfare (lokasamgraha), along the lines of the messages of Krishna in the Gita. This paper is concerned with neo-Fregean accounts of reference to abstract objects. It develops an objection to the most familiar such accounts, due to Bob Hale and Crispin Wright, based upon what I call the 'proliferation problem': Hale and Wright's account makes reference to abstract objects seem too easy, as is shown by the fact that any equivalence relation seems as good as any other. The paper then develops a response to this objection, and offers an account of what (...) it is for abstracta to exist that is Fregean in spirit but more robust than familiar views. (shrink)

Rho GTPases are critically important and are centrally positioned regulators of the actomyosin cytoskeleton. By influencing the organization and architecture of the cytoskeleton, Rho proteins play prominent roles in many cellular processes including adhesion, migration, intra‐cellular transportation, and proliferation. The most important method of Rho GTPase regulation is via the GTPase cycle; however, post‐translational modifications (PTMs) also play critical roles in Rho protein regulation. Relative to other PTMs such as lipidation or phosphorylation that have been extensively characterized, protein oxidation (...) is a regulatory PTM that has been poorly studied. Protein oxidation primarily occurs from the reaction of reactive oxygen species (ROS), such as hydrogen peroxide (H2O2), with amino acid side chain thiols on cysteine (Cys) and methionine (Met) residues. The versatile redox modifications of cysteine residues exemplify their integral role in cell signalling processes. Here we review prominent members of the Rho GTPase family and discuss how lipidation, phosphorylation, and oxidation on conserved cysteine residues affects their regulation and function. (shrink)

The proliferation of criminal laws in different legal systems has made legal practitioners and scholars deliberate upon the present day relevance of old age principles and concepts. The maxim ignorantia juris non excusat (ignorantia juris hereinafter) also falls in this category. The application of criminal law is said to rest on the maxim ignorantia juris, meaning ignorance of law is no excuse. The application of the maxim has from time immemorial been defended on grounds of convenience, utility, and community (...) interests. At the same time it has been challenged on grounds of legality and morality. The application of the maximin criminal matters is secured through penal laws. These laws are further validated through judicial pronouncements. Penal statutes and judicial pronouncements have largely been the basis to determine the exceptions and scope of the maxim. -/- Breaking it down to a single case in hand, several factors come into picture including the nature of the crime in question, the mental state of the person accused, the conduct of the accused person, the objective or public utility of the criminal legislation or provision, and the reasons or justifications offered for its rigid or qualified application. The single case is viewed in light of the general provisions of criminal law of the legal system in which the case is being tried. The uniqueness of each case and the criminal statutes of legal systems make it both complex and conducive to generalize or conclude on the true import and application of the maxim ignorantia juris. In this essay, I look at how biopolitical regimes have emerged over the past few decades to produce what I call a non-category of state-induced vulnerability for gender-diverse populations, premised on the proliferation of automated checkpoints like facial recognition and state legal discourses. Through an analysis of Franz Kafka's novel The Trial, I argue that this constitutes an operational logic unable to respond ethically to the transgender body as corporeally embodied.

Normative debates on migration control, while characterised by profound disagreement, do appear to agree that the state has at least a prima facie right to prevent the entry of security threats. While concern is sometimes raised that this ‘security exception’ can be abused, there has been little focus by normative theorists on concrete practices of security, and how we can determine what a ‘principled’ use of the security exception would be. I argue that even if states have a right to (...) prevent migrants from entering on grounds of security, the practices required to implement this right will likely compromise core liberal democratic values in ways that have not been sufficiently appreciated. I draw on literature from Science and Technology Studies and Critical Security Studies to examine the proliferation of digital border control technologies which are increasingly dominating state security practices, and explain the challenges these technologies pose to non-discrimination, liberty and equality. I also highlight the difficulties of taking these principles as presumptive limitations on the operation of the security exception. A more sustained conversation among ethical theorists is needed to address the profound ethical challenges that the ever-increasing use of these technologies poses, particularly in pursuit of security. Lucretia Mott is widely recognized as a moral and spiritual leader in the abolitionist and early women’s rights movements. She has been characterized as a disciple of William Lloyd Garrison, a proliferator of Mary Wollstonecraft’s ideas, and a religious promoter of human rights whose efforts were surpassed by the theoretically sophisticated and politically astute Elizabeth Cady Stanton. These portrayals paradoxically elevate Mott’s status while understating the originality of her views. This analysis examines Mott’s speeches and writings in detail and finds (...) that her unique theoretical contributions are shaped by a combination of elements: a radically anti-dogmatic worldview rooted in her progressive religious faith, an unwavering commitment to autonomy for all people, and an egalitarian conception of power. Careful study of Mott’s work reveals a compelling alternative viewpoint in the early women’s rights and abolitionist movements and provides important insight into the philosophical roots of contemporary feminism and pacifism. Descriptive accounts of the nature of explanation in neuroscience and the global goals of such explanation have recently proliferated in the philosophy of neuroscience and with them new understandings of the experimental practices of neuroscientists have emerged. In this paper, I consider two models of such practices; one that takes them to be reductive; another that takes them to be integrative. I investigate those areas of the neuroscience of learning and memory from which the examples used to substantiate these models (...) are culled, and argue that the multiplicity of experimental protocols used in these research areas presents specific challenges for both models. In my view, these challenges have been overlooked largely because philosophers have hitherto failed to pay sufficient attention to fundamental features of experimental practice. I demonstrate that when we do pay attention to such features, evidence for reduction and integrative unity in neuroscience is simply not borne out. I end by suggesting some new directions for the philosophy of neuroscience that pertain to taking a closer look at the nature of neuroscientific experiments. (shrink)

The current mainstream in cancer research favours the idea that malignant tumour initiation is the result of a genetic mutation. Tumour development and progression is then explained as a sort of micro-evolutionary process, whereby an initial genetic alteration leads to abnormal proliferation of a single cell that leads to a population of clonally derived cells. It is widely claimed that tumour progression is driven by natural selection, based on the assumption that the initial tumour cells acquire some properties that (...) endow such cells with a selective advantage over the normal cells from which the tumour cells are derived. The standard view assumes that the transformed bodily cell somehow acquires "responsiveness" to natural selection independently of the whole organism to which the cell belongs. Yet, it is never explained where such an acquired capacity to respond to natural selection by the individual bodily cell comes from. This situation poses many difficult questions that so far have been left unanswered. For example, there is no explanation why some cells belonging to an organised whole and as such having no independent capacity for survival, apparently become 'independent' entities, able to respond to selective pressures in an autonomous fashion and then to be evaluated by natural selection. Hereunder it is argued that such a qualitative change cannot be the consequence of specific genetic mutations. Moreover, it is shown that natural selection is unlikely to be acting within the organism during tumour development and progression and that tumour evolution is a random, non-adaptive process, driven by no fundamental biological principle. Thus, mutations in the so-called oncogenes and tumour suppressor genes observed in epithelial cancers (that constitute more than 90% of all cancers) are not the result of selection for better cellular growth or survival under restrictive conditions. Instead, here it is suggested that they are the consequence of genetic drift acting upon gene functions that become non-relevant, either for the individual or the species fitness, once the organism is past its reproductive prime and as such, they also become superfluous for cell survival in the short term. It is proposed that the origin of cancer is epigenetic and it is a consequence of the need for a continued turnover of the individuals that constitute a species. (shrink)

This article focuses on the U.S. diplomat and nuclear arms control negotiator Gerald (Gerry) Coat Smith in order to cast new light on the importance of diplomats in the context of the set of international activities currently labelled as “science diplomacy.” Smith, a lawyer by training, was a key negotiator in many international agreements on post‐WW2 atomic energy projects, from those on uranium prospecting and mining, to reactors technologies to later ones on non‐proliferation and disarmament. His career in science (...) (nuclear) diplomacy also epitomized the shortcomings of efforts to align other countries’ posture on nuclear affairs to U.S. wishes. In particular, the unswerving diplomat increasingly understood that strong‐arm tactics to dissuade other countries from acquiring nuclear weapons would not limit proliferation. Not only did this inform later U.S. diplomacy approaches, but it lent itself to the ascendancy of the new notion of “soft power” as critical to the re‐definition of international affairs. (shrink)

Social sorting of migrants and travellers based on data stored in information systems is at the centre of border controls and mobility management in Europe. Recent literature finds that the inclusion-exclusion distinction is insufficiently equipped to do justice to the variety of classifications that is being applied. Instead, a proliferation of refined categorizations determines the outcome of visa and permit applications. This article explores the ‘administrative ecology’ in between the two extremes of inclusion and exclusion. It claims information technologies (...) encourage the emergence of an intermediary category of ‘non-publics’ situated between the level of groups and the level of individuals. The ontological and normative status of these ‘non-publics’ will be analysed by using some key notions of Actor-Network Theory. (shrink)

Achieving regeneration of the central nervous system (CNS) is a major challenge for regenerative medicine. The inability of mammals to regrow a severed CNS contrasts with the amazing regenerative powers of their deuterostome kin, the echinoderms. Rapid CNS regeneration from a specialized autotomy plane in echinoderms presents a highly tractable and suitable non‐model system for regenerative biology and evolution. Starfish arm autotomy triggers mass cell migration and local proliferation, facilitating rapid CNS regeneration. Many regeneration events in nature are preceded (...) by autotomy and there are striking parallels between autotomy and regeneration in starfish and lizards. Comparison of these systems holds promise to provide insight into regeneration deficiency in higher vertebrates and to uncover evolutionarily conserved deuterostome‐chordate regenerative processes. In management literature, intellectual capital is considered the key driver of the competitive advantage of the third millennium enterprise firm; consequently, measuring, managing and reporting IC has become a critical issue. Frameworks addressed to measure and report IC have proliferated, nevertheless the adoption of these frameworks is not so widespread in practice. The strong call for critically investigating IC practices has been raised by several leading authors in the area. Doing a critical and performative IC research means empirically researching IC (...) organisational practices in specific contexts, in order to increase the understanding of the IC dynamics. By critically analysing the IC practices of ANPAS Piemonte, an Italian non-profit organisation chosen for its long-standing experience in issuing audited IC reports, the article contributes to the knowledge of how and why IC is measured and reported in a specific, outstanding NPO disclosing IC. Moreover, the case study analysis contributes to shed lights on the levers and barriers that should be faced by other managers intending to implement and effectively use an IC measurement, management and reporting system within organisation. Graham Priest's new book is about things being about things—about what it is for things which are about things, such as beliefs, hopes and fears, and the like, and sentences which express them, to be about the things they are about, and about the range of things about which things which are about are about—in a word, intentionality. It has two principal objectives—to develop a formal semantics for intentionality, and to promote and defend a philosophical thesis about what exists and (...) what does not. The semantics proposed is an extension of the familiar ‘world’1 semantics for modal logic. The philosophical thesis asserts that while some things exist, not everything does, or equivalently that while some things exist, some others do not. Priest, following Richard Routley , calls this Noneism to mark the divergence from Meinong's view, with which, nevertheless, it has a good deal in common. Meinong likewise denies that everything exists, and asserts that some things exist and some do not, but further holds that some things which, according to him, do not exist do have another ‘form of being’—they ‘subsist’ rather than exist—while other things which, according to him, do not exist do not exist simpliciter . Noneism avoids this complication, at least, and—or so Priest claims—avoids proliferating kinds of being altogether, requiring only a single kind of being and a distinction between two kinds of quantifier. In the noneist view, the basic universal and particular quantifiers are to be understood in an ontologically unloaded way, as ranging over a single all-inclusive domain of objects, some of which exist and some of which do not. An elementary semistochastic model for cell cycle analysis is presented. Various independently generated experimental data sets are compared with the theory in which for the first time, a consistent consideration of non-proliferating cells has also been taken into account.

Heisenberg, in constructing quantum mechanics, explicitly followed certain principles exemplified, as he believed, in Einstein's construction of the special theory of relativity which for him was the paradigm for radical theoretic change in physics. These were the principles of scientific realism, stability of background knowledge, E-observability, contextual re-interpretation, pragmatic continuity, model continuity, simplicity. Fifty years later, in retrospect, Heisenberg added the following two: a principle of non-proliferation of competing theories - scientific revolutions are not a legitimate goal of physics (...) - and a principle of tenacity - existing theories are to be conserved as far as possible. The conservative as well as the revolutionary potential of these principles is then discussed. A more penetrating philosophical criticism of these principles is postponed. (shrink)

In the wake of the 1980 CSCE follow-up meeting US human rights objectives should be defined contextually so as to include besides the traditional human rights ingredients, i.e. the right to personal integrity, civil and politica! liberties, such values as peace, national security, nuclear non-proliferation, economie growth and redistribution. To this effect, the US should stress more a proper «world order» as its ultimate policy goal. Doing so would provide it at once with the flexibility needed in the international (...) forum and with the credibility needed on the domestic scene, in order to achieve some visible results. A high-pitched declaratory policy in favor of human rights leads to ineffectiveness with Communist nations and to arbitrary pressures on authoritarian countries which somehow rely on US assistance.Thus, the US should proceed contextually on the basis of a more balanced «human rights» concept. We are at a time when international law and the law of war are particularly important. The testing of nuclear weapons that is being used in the rhetoric surrounding threats of war is creating new fears and heightening current tensions. Richard Falk has for decades been an outspoken authority calling for nuclear disarmament and the enforcement of non-proliferation treaties. In this collection of essays, Falk examines the global threats to all humanity posed by nuclear weapons. He is not satisfied (...) with accepting arms control measures as a managerial stopgap to these threats and seeks no less than to move the world back from the nuclear precipice and towards denuclearization. Falk's essays reflect the wisdom and innovative thinking he has brought to his long career as a scholar and activist, as he reminds nuclear weapons states of their obligation under international law and moral imperative to seek nuclear disarmament. Since the early 1990s, high-resolution satellite imagery and imagery data, made by a vast system of architectures that were formally developed and monopolized by the U.S. military—industrial command economy, have become more widely available to the civilian public through a combination of declassified data sets, commercial satellite operators and imagery vendors, and value-added resellers of imagery data. In the various discourses surrounding imagery and the systems that collect, interpret, and construct them, this wider availability is associated with an increasing ‘‘global (...) transparency.’’ This article suggests that, specific to fields like nuclear non-proliferation, these techno-discursive discourses have a common narrative theme associated with mechanically augmented visual systems, that of the transparent window on the world. First, the author considers an epistemological problem of satellite imagery that has been contemplated for both the map and the photographic image, which is, does the image/map constitute a window or a text? Next, through a historical comparison between map making, photography, and satellite imagery interpretation, the author briefly explores different articulations of transparency, with a contemporary focus on the use of satellite imagery in the discourses surrounding nuclear non-proliferation. Finally, the author suggests that the discourses of satellite imagery, which include practices and what these practices are imagined to produce, are a crucial site where sociotechnical articulations of a modernist, positivist, or realist narrative are played out. These narratives account for the relation between subjective experience and the external ‘‘real’’ world and are associated with various and often contradictory concepts of transparency. (shrink)

What things make a state “nuclear,” what makes things “nuclear,” and how do we know? The degree to which—and purpose for which—a nation, a program, a technology, or a material counts as “nuclear” is not always a matter of consensus. Nuclearity depends on history and geography, science and technology, bodies and politics, radiation and race, states and capitalism. It is not so much an essential property of things, as it is distributed in things. Settlements about degrees of nuclearity structure global (...) control over the flow of radioactive materials; they constitute the conceptual bedrock of antinuclear movements and nuclear power industries; they affect regulatory frameworks for occupational health and compensation for work‐related illnesses. This essay explores these themes by contemplating the Nuclear Non‐Proliferation Treaty, the implementation of safeguards, and a few other nuclear things. (shrink)

The U.S. relations to Democratic People’s Republic of Korea are since the end of the Cold War revolving around achieving a state of nuclear free Korean peninsula. As non-proliferation is a long term of American foreign policy, relations to North Korea could be categorized primarily under this umbrella. However, the issue of North Korean political system also plays role as it belongs to the other important, more normative category of U.S. foreign policy which is the protection of human rights (...) and spreading of democracy and liberal values. In addition, the North Korean issue influences U.S. relations and interests in broader region of Northeast Asia, its bilateral alliances with South Korea and Japan as well as sensitive and complex relations to People’s Republic of China. As the current administration of president Donald J. Trump published its National security strategy and was fully occupied with the situation on Korean peninsula in its first year, the aim of the paper is to analyse the changes in evolution of U.S. North Korean policy under last three administrations, look at the different strategies adopted in order to achieve the same aim, the denuclearization. The paper does not provide a thorough analysis, neither looks at all documents adopted and presented in the U.S. or within the U.N. It more focuses on the general principles of particular strategies, most significant events in mutual relations as recorded by involved governmental officials and also weaknesses of these strategies as none has achieved desirable result. In conclusion, several options for current administration are drawn, however all of them require significant compromises and could be accompanied with series of setbacks dangerous for regional stability and U.S. position in the region. This book examines recent developments in sources of public international law, such as treaties and custom operating among nations in their mutual relations, as well as developments in some of the primary rules of law international institutions created by these processes. It finds that public international law has become increasingly dysfunctional in dealing with some of the primary problems facing the world community, such as the maintenance of international peace and security, violations of international human rights and the law of (...) armed conflict, arms control, disarmament and non-proliferation, and international environmental issues, and that international law and international institutions face a problematic future. It concludes, however, that all is not lost. This paper provides an overview of the various dual-use concepts applied in national and international non-proliferation and anti-terrorism legislation, such as the Biological and Toxin Weapons Convention, the Chemical Weapons Convention and United Nations Security Council Resolution 1540, and national export control legislation and in relevant codes of conduct. While there is a vast literature covering dual-use concepts in particular with regard to life sciences, this is the first paper that incorporates into such discussion the United Nations Security Council (...) Resolution 1540. In addition, recent developments such as the extension of dual-use export control legislation in the area of human rights protection are also identified and reviewed. The discussion of dual-use concepts is hereby undertaken in the context of human- and/or national-security-based approaches to security. This paper discusses four main concepts of dual use as applied today in international and national law: civilian versus military, peaceful versus non-peaceful, legitimate versus illegitimate and benevolent versus malevolent. In addition, the usage of the term to describe positive technology spin-offs between civilian and military applications is also briefly addressed. New technologies with military applications may demand new modes of governance. In this article, we develop a taxonomy of technology governance forms, outline their strengths, and red-team their weaknesses. In particular, we consider the challenges and opportunities posed by advancing artificial intelligence, which is likely to have substantial dual-use properties. We conclude that subnational governance, though prevalent and mitigating some risks, is insufficient when the individual rewards from societally harmful actions outweigh normative sanctions, as is likely to be the case (...) with AI. Nationally enforced standards are promising ways to govern AI deployment, but they are less viable in the “race-to-the-bottom” environments that are becoming common. When it comes to powerful technologies with military implications, there is only one multilateral option with a strong historical precedent: a non-proliferation plus norms-of-use regime, which we call NPT+. We believe that a non-proliferation regime may, therefore, be the necessary foundation for AI governance. However, AI may exhibit characteristics that would make a non-proliferation regime less effective than it has proven for nuclear weapons. As an alternative, verification-backed restrictions on AI development and use would address more risks, but they face challenges in the case of advanced AI, and we show how these challenges may not have technical solutions. Perhaps more importantly, we show that there is no clear example of major powers restricting the development of a powerful military technology when that technology lacks a ready substitute. We, therefore, turn to a final alternative, International Monopoly, which was the preferred solution of many scholars and policymakers in the early nuclear era. It should be considered again for governing AI: a monopoly would require less-invasive monitoring, though at the possible cost of eroding national sovereignty. Ultimately, we conclude that it is too soon to tell whether a non-proliferation regime, a verification-based regime, or an International Monopoly is most feasible for governing AI. Nonetheless, a variety of policies would yield a high return across all three scenarios, and we conclude by identifying some of these steps that could be taken today. (shrink)

This paper explores the question of whether the United Nations should engage in preventive military actions. Correlatively, it asks whether UN preventive military actions could satisfy just war principles. Rather than from the standpoint of the individual nation state, the ethics of preventive war is discussed from the standpoint of the UN. For the sake of brevity, only the legitimate authority, just cause, last resort, and proportionality principles are considered. Since there has been disagreement about the specific content of these (...) principles, a third question also is explored: How should they be formulated? Moreover, these questions are addressed in the context of a particular issue: the goals of the non-proliferation and the abolition of weapons of mass destruction. (shrink)

Given the apocalyptic nature of nuclear weapons, how can states establish an international order that ensures survival while allowing the weapons to be used in controlled ways to discourage great wars, and while allowing nuclear technology to diffuse for civil purposes? How can the possession of nuclear weapons by a few states be reconciled with their renunciation by the majority of states? Which political strategies can best deliver an international nuclear order that is effective, legitimate and durable? These have been (...) central questions in the nuclear age. This article suggests that the effort to construct such an order displayed the characteristics of an enlightenment project, with its emphasis on balance and rationality, the quest for justice and trust among states, the feasibility of instrumental regulation, and the attachment to hope and progress. With the Nuclear Non-Proliferation Treaty at its heart, it necessarily gave precedence to diplomacy and containment over preventive war. The reasons why this conception of nuclear order was discarded by its erstwhile champion, the United States, in favor of one bearing traits of counter-enlightenment, are explored. Its alternative strategy can now be declared a failure. Avoidance of a greater disorder depends on recognition that the problem of nuclear order is more than the problem of proliferation, or of non-compliance, and on recovery whatever the difficulties of the cooperative yet pragmatic sensibility that lay behind the prior approach to order. The proliferation of scientific methods spanning industries has culminated in an upsurge in review types. In business and society research, there has been a marked rise in scholarly studies, predominantly framing the discipline of business ethics. Regardless of a mounting quota of review articles in this field, there is scant direction regarding how to conduct robust and profound literature reviews. To be able to offer an enhanced and fortified portrayal of the wealth of literature in this area of study, (...) the systematization of research is indispensable. Whilst a systematic literature review (SLR) adheres to a rigid and forthright process for research concoction with the intent of evaluating and mitigating bias in results, non-systematic reviews, on the other hand, leverage a more fluid approach for screening and gathering the papers, and are susceptible to author bias, whether unintentional or purposeful. In light of this, the aim of this study is to render a conscientious perusal of the prevalent forms of literature reviews and to explicate the attendant advantages and boundaries of SLRs for theory development in juxtaposition with other styles of literature reviews. The outlined methodological recommendations in this paper can be used as an umbrella for researchers peering to write literature reviews. For scholars tasked with deploying, orchestrating or construing literature reviews within the discipline of business ethics coupled with other related disciplines, this typology serves as an efficacious point of reference. The proliferation of cable television in Israel through independent infrastructures has provided a unique opportunity for a quasi-experimental study on audience response, and Israeli families in particular, to a new media technology. Cable television subscription in Israel differs from non-cable households in the sense that cable television provides more individual viewing situations and encourages solitary TV viewing, and therefore should be considered a new media technology. This study examines various family characteristics and their ability to predict the extent to (...) which families use the new technology for socialization. Data concerning family characteristics, duration of cable TV subscription and the extent families use television for instrumental, integrative and educational purposes, were collected from 254 urban families in 11 neighborhoods in the main cities of Israel. The results support the structural functional theory of communication as opposed to the technological, deterministic theory of communication. Subscription to cable television did not prove to be a significant predictor of the extent to which Israeli urban families use television to fulfill major socialization purposes. Family characteristics were found to influence the socializing role of cable television. The study reveals associations between certain family characteristics and the kind of socialization role that television plays in the family. Cable television, by now a well-established feature in many households, may be considered a test case, and its current uses in the family an indication of the implications regarding the introduction of newer media technologies such as the PC and the Internet, and their potential socialization purposes within families. Artificial Intelligence (AI) is already having a major impact on society. As a result, many organizations have launched a wide range of initiatives to establish ethical principles for the adoption of socially beneficial AI. Unfortunately, the sheer volume of proposed principles threatens to overwhelm and confuse. How might this problem of ‘principle proliferation’ be solved? In this paper, we report the results of a fine-grained analysis of several of the highest-profile sets of ethical principles for AI. We assess whether (...) these principles converge upon a set of agreed-upon principles, or diverge, with significant disagreement over what constitutes ‘ethical AI.’ Our analysis finds a high degree of overlap among the sets of principles we analyze. We then identify an overarching framework consisting of five core principles for ethical AI. Four of them are core principles commonly used in bioethics: beneficence, non-maleficence, autonomy, and justice. On the basis of our comparative analysis, we argue that a new principle is needed in addition: explicability, understood as incorporating both the epistemological sense of intelligibility (as an answer to the question ‘how does it work?’) and in the ethical sense of accountability (as an answer to the question: ‘who is responsible for the way it works?’). In the ensuing discussion, we note the limitations and assess the implications of this ethical framework for future efforts to create laws, rules, technical standards, and best practices for ethical AI in a wide range of contexts. Cell proliferation in response to growth factors is mediated by specific high affinity receptors. Ligand‐binding by receptors of the protein tyrosine kinase family results in the stimulation of several intracellular signal transduction pathways. Key signalling enzymes are recruited to the plasma membrane through the formation of stable complexes with activated receptors. These interactions are mediated by the conserved, non‐catalytic SH2 domains present in the signalling molecules, which bind with high affinity and specificity to tyrosine‐phosphorylated sequences on the receptors. Purpose While psychology, sociology and communications studies hypothesise a range of independent variables that might impact on individuals’ acceptance or rejection of rumours, almost all studies of the phenomenon have taken place in environments featuring notable, and sometimes very deep, partisan divisions, making it almost impossible to isolate the impact of partisan influences on views on different rumour subjects. This study aims to remove the possibility of partisan influences on readers of internet rumours by testing the impact of independent demographic (...) variables in China, a one-party state with no overt partisan divisions. The study provides an opportunity to strip away the influence of ideology and see whether this factor may have coloured previous studies on susceptibility to believe rumours. Design/methodology/approach An empirical study was used to examine belief in false and true online rumours in a non-partisan environment. A large sample group was presented with rumours across four subject areas and respondents’ conclusions and demographic information was then subject to logistic regression analysis to identify relationships between factors and ability to identify the veracity of online rumours. Findings Unexpectedly, the regression analysis revealed no statistically significant nexus between many independent demographic variables and patterns of believing or disbelieving rumours. In other cases, a statistically significant relationship was revealed, but only to a limited degree. The results suggest that once the role of partisanship in explaining the proliferation of and belief in false rumours and the ability to identify true ones is removed from consideration, no other independent variables enjoy convincing links with rumour belief. Originality/value The study tests in China, a jurisdiction featuring a non-partisan environment, the impact of independent variables on media users’ belief in a wide range of rumours. (shrink)
