While the story of Stanislav Petrov – the Soviet Lieutenant Colonel who likely saved the world from nuclear holocaust in 1983 – is often trotted out to advocate for the view that human beings ought to be kept “in the loop” of automated weapons’ responses, I argue that the episode in fact belies this reading. By attending more closely to the features of this event – to Petrov’s professional background, to his familiarity with the warning system, and to his decisions (...) to defy his protocol – it becomes clear that Petrov was not seamlessly working “in his loop,” but reassessing it entirely. I claim that this exhibits a paradox intrinsic to all automated loops: namely, that their optimum function in fact rests on unforeseen human interventions that cannot be reliably codified ex ante, that is, that good judgment cannot simply be “programmed into” their protocols. This dependence, moreover, reveals automation’s ineluctable need for virtue ethics – not in the usual sense (whereby ethics deliberates about, say, possible damages and loss of life), but in the sense that ethical judgment, rightly understood, entails the reassessment of all of the conditions surrounding a decision, including whether a protocol should be followed at all. In this paper I survey a range of trolling behaviors and analyze a particular species that stands out. After a brief discussion of some of the inherent challenges in studying internet speech, I describe a few examples of behaviors commonly described as ‘trolling’ in order to identify what they have in common. I argue that most of these behaviors already have well-researched offline counterparts. In contrast, in the second half of the paper I argue that so-called ‘subcultural trolling’ calls (...) out for further analysis: it cannot be fully explained using standard tools like insincerity or bullshit, or even using new tools like dogwhistling. Instead, I propose a new species of speech act force. I conclude by highlighting some implications for broader issues in pragmatics and ethics. (shrink)

Internet trolling involves making assertions with the aim of provoking emotionally heated responses, all while pretending to be a sincere interlocutor. In this paper, I give an account of some of the epistemic and psychological dimensions of trolling, with the goal of better understanding why certain kinds of trolling can be dangerous. I first analyze how trolls eschew the epistemic norms of assertion, thus covertly violating their conversation partners’ normative expectations. Then, drawing on literature on the “explore/exploit trade-off,” I (...) argue that trolling is a kind of exploratory behaviour. Specifically, it involves exploring the consequences of violating an interlocutor’s expectation that one will follow the epistemic norms of assertion. To defend this account, I argue that it explains various facts about trolls and the kind of pleasure they get from their activities. My account provides a deeper understanding of why trolling can be dangerous: namely, it explains why certain trolling behaviours contribute to radicalizing people into extremist or hateful ideologies, as well as why online platforms where trolls run amok gradually become polluted with extreme, hateful speech. Background: The COVID-19 crisis has had a considerable mental health impact on healthcare workers. High levels of psychological distress are expected to have a significant impact on healthcare systems, warranting the need for evidence-based psychological interventions targeting stress and fostering resilience in this population. Online cognitive behavioral therapy has proved to be effective in targeting stress and promoting resilience. However, online CBT programs targeting stress in healthcare workers are lacking.Objective: The aim of our study is to evaluate the feasibility and (...) acceptability of an internet-based CBT intervention, the My Health Too program we developed during the first COVID-19 epidemic peak in France.Methods: We recruited 10 participants among Alsace region hospital staff during the first peak of the pandemic in France. They were given 1 week to test the website and were then asked to answer an internet survey and a semi-structured phone interview.Results: We conducted a thematic analysis of the content from the phone interviews. Major themes were identified, discussed and coded: the technical aspects, the content of the website and its impact on participants’ emotions and everyday life. Overall, the participants reported finding the website easy to use and interactive. They described the resources as easy to understand, readily usable, and useful in inducing calm and in helping them practice self-compassion.Conclusion: Our results suggest that the My Health Too online CBT program is highly feasible and acceptable to healthcare workers during the highly stressful times of the pandemic peak. The feedback provided helped to improve the program whose efficacy is to be tested. (shrink)

The COVID-19 pandemic has accelerated the integration of algorithms in online platforms to facilitate people’s work and life. Algorithms are increasingly being utilized to tailor the selection and presentation of online content. Users’ awareness of algorithmic curation influences their ability to properly calibrate their reception of online content and interact with it accordingly. However, there has been a lack of research exploring the factors that contribute to users’ algorithmic awareness, especially in the roles of personality traits. In this study, we (...) explore the influence of Big Five personality traits on internet users’ algorithmic awareness of online content and examine the mediating effect of previous knowledge and moderating effect of breadth of internet use in in China during the pandemic era. We adapted the 13-item Algorithmic Media Content Awareness Scale (AMCA-scale) to survey users’ algorithmic awareness of online content in four dimensions. Our data were collected using a survey of a random sample of internet users in China (n= 885). The results of this study supported the moderated mediation model of open-mindedness, previous knowledge, breadth of internet use, and algorithmic awareness. The breadth of internet use was found to be a negative moderator between previous knowledge and algorithmic awareness. (shrink)

This article considers the government, opinion leaders, and Internet users to be a system for correcting false information, and it considers the problem of correcting false information that arises in the aftermath of major emergencies. We use optimal control theory and differential game theory to construct differential game models of decentralized decision-making, centralized decision-making, and subsidized decision-making. The solutions to these models and their numerical simulations show that the government, opinion leaders, and Internet users exercise cost-subsidized decision-making instead (...) of decentralized decision-making. The equilibrium strategies, local optimal benefits, and overall optimal benefits of the system achieve Pareto improvement. Given the goal of maximizing the benefits to the system under centralized decision-making, the equilibrium results are Pareto-optimal. The research here provides a theoretical basis for dealing with the mechanism of correcting false information arising from major emergencies, and our conclusions provide methodological support for the government to effectively deal with such scenarios. With the rapid development of the Internet, recommendation systems have received widespread attention as an effective way to solve information overload. Social tagging technology can both reflect users’ interests and describe the characteristics of the items themselves, making group recommendation thus becoming a recommendation technology in urgent demand nowadays. In traditional tag-based recommendation systems, the general processing method is to calculate the similarity and then rank the recommended items according to the similarity. Without considering the influence of continuous user (...) behavior, in this article, we propose a personalized recommendation algorithm based on social tags by combining the ideas of Markov chain and collaborative filtering. This algorithm splits the three-dimensional relationship of into two two-dimensional relationships of and. The user’s interest degree to the tags is calculated by the Markov chain model, and then the items corresponding to them are matched by the recommended tag set. The influence between tags is used to model the satisfaction of items based on the correlation between the tags contained in the matched items, and collaborative filtering is used to complete the sparse values when calculating the interest and satisfaction between user–tags and user–items to improve the accuracy of recommendations. The experiments show that in the publicly available dataset, the personalized recommendation algorithm proposed in this article has significantly improved in accuracy and recall rate compared with the existing algorithms. Floods are one of the most common natural disasters in the world that affect all aspects of life, including human beings, agriculture, industry, and education. Research for developing models of flood predictions has been ongoing for the past few years. These models are proposed and built-in proportion for risk reduction, policy proposition, loss of human lives, and property damages associated with floods. However, flood status prediction is a complex process and demands extensive analyses on the factors leading to the occurrence (...) of flooding. Consequently, this research proposes an Internet of Things-based flood status prediction (IoT-FSP) model that is used to facilitate the prediction of the rivers flood situation. The IoT-FSP model applies the Internet of Things architecture to facilitate the flood data acquisition process and three machine learning (ML) algorithms, which are Decision Tree (DT), Decision Jungle, and Random Forest, for the flood prediction process. The IoT-FSP model is implemented in MATLAB and Simulink as development platforms. The results show that the IoT-FSP model successfully performs the data acquisition and prediction tasks and achieves an average accuracy of 85.72% for the three-fold cross-validation results. The research finding shows that the DT scores the highest accuracy of 93.22%, precision of 92.85, and recall of 92.81 among the three ML algorithms. The ability of the ML algorithm to handle multivariate outputs of 13 different flood textual statuses provides the means of manifesting explainable artificial intelligence and enables the IoT-FSP model to act as an early warning and flood monitoring system. Although previous research has demonstrated that parent–adolescent relationships have a significant effect on adolescent Internet Addiction, the mechanisms underlying these associations and parental differences in these effects have received insufficient attention. We investigated the mediating role of Perceived Social Support and Dual System of Self-Control in the relationship between Father-Adolescent Relationships/Mother-Adolescent Relationships and adolescent IA, as well as the differences in the effects of FAR and MAR. A cross-sectional survey of 732 Chinese adolescents was conducted using the Adolescent Pathological (...) Internet Use Scale, Parent–Adolescent Relationship Scale, Multidimensional Scale of Perceived Social Support, and Dual System of Self-Control Scale. Multiple linear regression analysis, Pearson correlation analysis and structural equation modeling were used. The results of structural modeling analysis showed that neither FAR nor MAR directly predicted adolescent IA. In contrast, FAR/MAR had an impact on adolescent IA mainly through the mediating effects of Perceived Social Support and Impulsive System. Furthermore, in the relationship between FAR/MAR and adolescent IA, the Impulsive System and Perceived Social Support both served as chain mediators, as did Perceived Social Support and the Reflective System. And more importantly, unlike FAR, MAR affects adolescent IA through the mediating effect of the Reflective System. Multiple linear regression showed that the regression coefficient of MAR on adolescent IA had stronger significance compared to FAR, MAR is deserving of more attention than FAR. These findings contribute to our understanding of the mechanisms underlying the association between FAR/MAR and adolescent IA and suggest that family relationship-focused training approaches are critical for suppressing adolescent IA. AimThe aim was to explore the various associations between subjective well-being and internet use among older adults in two regions in Finland and Sweden.MethodsThe data was collected through a population-based survey as part of the GERDA project conducted in 2016. The connection between subjective well-being and internet use was studied by conducting binary regression analyses, calculating odds ratios with 95% confidence intervals. The analyses also controlled for key subjective well-being covariates.ResultsStatistically significant associations were found between perceived life meaningfulness (...) and internet use. When looking into the specific internet-based activities under study, activities related to leisure and entertainment showed statistically significant associations to perceived meaningfulness as well as perceived happiness, also after controlling for potential covariates. However, internet use and the different internet activities failed to show statistical significant associations to life satisfaction in the adjusted regression model.ConclusionThe things we do on the internet as well as how we conceptualize and measure subjective well-being in this type of research studies seem to matter when it comes to the relationship between subjective well-being and internet use in later life. Internet use and internet activities displayed various connections to the subjective well-being proxies used in this study. Therefore, the complexity and multidimensionality of both subjective well-being and internet use and related links need to be carefully explored in order to deepen our understanding of experienced well-being among older adults in a digitized world. Individuals with high risk of internet gaming disorder showed abnormal psychological performances in response inhibition, impulse control, and emotion regulation, and are considered the high-risk stage of internet gaming disorder. The identification of this population mainly relies on clinical scales, which are less accurate. This study aimed to explore whether these performances have highly accurate for discriminating HIGD from low-risk ones. Eye tracking based anti-saccade task, Barratt impulsiveness scale, and Wong and Law emotional intelligence scale were used to (...) evaluate psychological performances in 57 individuals with HIGD and 52 matched low risk of internet gaming disorder. HIGD group showed significantly increased BIS total, attention, motor, and non-planning scores, but significantly decreased WLEIS emotion regulation score and correct rate of eye tracking anti-saccade task compared with LIGD group. BIS total score was negatively correlated with the WLEIS total and WLEIS emotion regulation scores. A combination of the WLEIS emotion regulation score and the correct rate of anti-saccade task could discriminate HIGD from LIGD with 91.23% sensitivity, 82.69% specificity, and 87.16% accuracy. Participants with higher gaming hours daily were 40 times more likely to be high risk than their counterparts. Hence, psychological performances were worse in HIGD. A combination of abnormal emotion regulation and response inhibition might be a potential marker to identify HIGD individuals. (shrink)

With the rapid expansion of Internet technology, this research aims to explore the teaching strategies of ceramic art for contemporary students. Based on deep learning, an automatic question answering system is established, new teaching strategies are analyzed, and the Internet is combined with the automatic QA system to help students solve problems encountered in the process of learning. Firstly, the related theories of DL and personalized learning are analyzed. Among DL-related theories, Back Propagation Neural Network, Convolutional Neural Network, (...) Long Short-Term Memory, and Gated Recurrent Unit are compared to implement a single model and a mixed model. Secondly, the collected student questions are selected and processed, and experimental parameters in different models are set for comparative experiments. Experiments reveal that the average accuracy and Mean Reciprocal Rank of traditional retrieval methods can only reach about 0.5. In the basic neural network, the average accuracy of LSTM and GRU structural models is about 0.81, which can achieve better results. Finally, the accuracy of the hybrid model can reach about 0.82, and the accuracy and MRR of the Bidirectional Gated Recurrent Unit Network-Attention model are 0.87 and 0.89, respectively, achieving the best results. The established DL model meets the requirements of the online automatic QA system, improves the teaching system, and helps students better understand and solve problems in the ceramic art courses. The Internet has been used as a place for and site of an array of research activities. From online ethnographies to public data sets and online surveys, researchers and research regulators have struggled with an array of ethical issues around the conduct of online research. This paper presents a discussion and findings from Buchanan and Ess's study on US-based institutional review boards and the state of internet research ethics.

In its ethics guidelines, the Association of Internet Researchers advocates a bottom-up, case-based approach to research ethics, one that emphasizes that ethical judgement must be based on a sensible examination of the unique object and circumstances of a study, its research questions, the data involved, and the expected analysis and reporting of results, along with the possible ethical dilemmas arising from the case. This article clarifies and illustrates the mind-set and process of such a bottom-up approach to internet (...) research ethics. Two ethics concepts to think with, namely ‘the distance principle’, and the notion of ‘perceived privacy’, are introduced and applied in a concrete empirical internet study, in which web archives based on personal communications on social media formed the main body of data. The empirical case example serves to highlight the unique challenges of internet research ethics, in light of the blurring boundaries between text and person, and between private and public on the internet, with profound implications and challenges for the definition of human subjects, privacy, and so on. The Internet offers many new opportunities for behavioral researchers to conduct quantitative and qualitative research. Although the ethical guidelines of the American Psychological Association generalize, in part, to research conducted through the Internet, several matters related to Internet research require further analysis. This article reviews several fundamental ethical issues related to Internet research, namely the preservation of privacy, the issuance of informed consent, the use of deception and false feedback, and research methods. Among these are the need to better define the distinction between private and public behavior performed through the Internet, ensure mechanisms for obtaining valid informed consent from participants and performing debriefing exercises, and verify the validity of data collected through the Internet. The Internet has been identified in human enhancement scholarship as a powerful cognitive enhancement technology. It offers instant access to almost any type of information, along with the ability to share that information with others. The aim of this paper is to critically assess the enhancement potential of the Internet. We argue that unconditional access to information does not lead to cognitive enhancement. The Internet is not a simple, uniform technology, either in its composition, or in its (...) use. We will look into why the Internet as an informational resource currently fails to enhance cognition. We analyze some of the phenomena that emerge from vast, continual fluxes of information–information overload, misinformation and persuasive design—and show how they could negatively impact users’ cognition. Methods for mitigating these negative impacts are then advanced: individual empowerment, better collaborative systems for sorting and categorizing information, and the use of artificial intelligence assistants that could guide users through the informational space of today’s Internet. This article discusses the datafied embodiment of the Internet of Bodies (IoB) technology by applying the methodology of postphenomenology. Firstly, the author claims that the boundaries of dual distinction between real and virtual, online and offline, and embodiment and disembodiment have become increasingly blurred. Secondly, the author argues that postphenomenology can help us to study today’s emerging technologies’ mediating role in human–world relations. Thirdly, the author analyses the implication of embodiment from phenomenological and postphenomenological perspectives and then demonstrates in (...) what sense the data collected from the IoB devices can constitute our embodiment and selfhood. Fourthly, the author elucidates how the IoB devices are datafying our bodies and the whole lifeworld and how these devices mediate and transform our religious practices and experiences. Fifthly, the author points out that the Quantified Religion as the possible new religious model would smooth out the differences and diversities between religions and then create homogeneous religious data selves, which will mediate, reshape, constitute and even replace our physical selves. Ultimately, the author argues that responsible designing of the IoB devices and establishing the ownership of personal religious data can be seen as significant measures in the face of the risk of our quantified religious future. Contribution: This article contributes to understanding the potential religious transformations caused by the IoB technology. This article analyses the mediating role the IoB technology plays in the relationship between humans and the world through a postphenomenological perspective, thereby explaining how body data harvested from the IoB devices can datafy and constitute our embodiment and selfhood. The article argues that the Quantified Religion as a new religious model will emerge in the future IoB era, and it will mediate, constitute and shape our religious practices and experiences through personal data harvesting and analysis. Within Science and Technology Studies, much work has been accomplished to identify the moral importance of technology in order to clarify the influence of scientists, technologists, and managers. However, similar studies within business ethics have not kept pace with the nuanced and contextualized study of technology within Science and Technology Studies. In this article, I analyze current arguments within business ethics as limiting both the moral importance of technology and the influence of managers. As I argue, such assumptions serve to (...) narrow the scope of business ethics in the examination of technology. To reinforce the practical implications of these assumptions and to further illustrated the current arguments, I leverage the recent dialog around U.S. Internet technologies in China. The goal of this article is to broaden that which is morally salient and relevant to business managers and business ethicists in the analysis of technology by highlighting key lessons from seminal STS scholars. This article should be viewed as part of a nascent yet burgeoning dialog between business ethics and Science and Technology Studies - a dialog that benefits both fields of study. (shrink)

This article explores the phenomenon of Internet addiction and its possible amelioration, from both Eastern and Western philosophical perspectives. Internet addiction is caused by the excessive use of the Internet and its resulting dependence, having negative effects on human well-being. The ideas of a key ancient Chinese Daoist thinker Zhuangzi 莊子 and his Western contemporaries, the Stoics, as viewed through the world, the things and beings in it, and their relationships, offer insights which may be used to (...) alleviate these effects. The application of and comparison between the two ancient philosophies in addressing the issue of Internet addiction can give us inspiration to confront the challenges of technological enslavement in general and Internet addiction in particular. A partir de esta condición inicial dividimos el análisis en dos direcciones: la red como tecno-capitalismo, y la red como «comunista», «comunitaria», «solidaria», «socialista», «democrática».

An important international discussion began because of some pioneer studies carried out by Young (1996a) on the internet addiction disorder (IAD). In the fifth and most recent version of the Diagnostic, and Statistical Manual of Mental Disorders (DSM) there is no mention of this disorder and among researchers there are basically two opposite positions. Those who are in favor of a specific diagnosis and those who are claiming the importance of specific criteria characterizing this behavior and the precise role (...) it has in the patient’s life. The aim of the present paper is to answer the question whether it is possible or not to formulate diagnoses of internet-related disorders. We revised literature on the history of diagnostic criteria, on neurocognitive evidence, on the topic debate and on IAD instrumental measures. We found that the disorder was not univocally defined and that the construct was somehow too broad and generic to be explicative for a diagnosis. Indeed, the models are borrowed from other addiction pathologies and they are often formulated before the development of internet as intended in current society. In conclusion, we think we need a more innovative, integrated and comprehensive model for an IAD diagnosis. (shrink)

The Internet was conceptualized as a technology that would be capable of bringing about a better future, but recent literature in science and technology studies and adjacent fields provides numerous examples of how this pervasive sociotechnical system has been shaped and used to dystopic ends. This article examines different future imaginaries present in Future Internet Architecture projects funded by the National Science Foundation from 2006 to 2016, whose goal was to incorporate social values while building new protocols to (...) replace Transmission Control Protocol and Internet Protocol to transfer and route information across the ever-expanding Internet. I examine the findings from two of the NSF’s FIA projects—Mobility First and eXpressive Internet Architecture—to understand the projects’ trajectories and values directives through their funding cycle and their projections into the future. I discuss how project documentation and participant articulations fall into the following three distinct themes about past experience and speculation: understanding the public, negotiating resources, and carrying project values into the future. I conclude that if the future Internet is to promote positive sociotechnical relationships, its architects must recognize that complex social and political decisions pervade each step of technical work and do more to honor this fact. A casual comment by a student alerted the authors to the existence and prevalence of Internet-based paraphrasing tools. A subsequent quick Google search highlighted the broad range and availability of online paraphrasing tools which offer free ‘services’ to paraphrase large sections of text ranging from sentences, paragraphs, whole articles, book chapters or previously written assignments. The ease of access to online paraphrasing tools provides the potential for students to submit work they have not directly written themselves, or in the (...) case of academics and other authors, to rewrite previously published materials to sidestep self-plagiarism. Students placing trust in online paraphrasing tools as an easy way of complying with the requirement for originality in submissions are at risk in terms of the quality of the output generated and possibly of not achieving the learning outcomes as they may not fully understand the information they have compiled. There are further risks relating to the legitimacy of the outputs in terms of academic integrity and plagiarism. The purpose of this paper is to highlight the existence, development, use and detection of use of Internet based paraphrasing tools. To demonstrate the dangers in using paraphrasing tools an experiment was conducted using some easily accessible Internet-based paraphrasing tools to process part of an existing publication. Two sites are compared to demonstrate the types of differences that exist in the quality of the output from certain paraphrasing algorithms, and the present poor performance of online originality checking services such as Turnitin® to identify and link material processed via machine based paraphrasing tools. The implications for student skills in paraphrasing, academic integrity and the clues to assist staff in identifying the use of online paraphrasing tools are discussed. (shrink)

We show that it is possible to generalize the Ursell–Mayer cluster formalism so that it may cover also the statistics of Internet websites. Our starting point is the introduction of an extra variable that is assumed to take account, as will be explained, of the nature of the Internet statistics. We then show, following the arguments in Mayer, that one may obtain a phase transition-like phenomena.

El desarrollo de internet en los últimos años ha sido espectacular. Con la explosión del internet de las cosas (IoT) el procesamiento de datos incrementa su complejidad, pero también sus beneficios. No obstante, en la última década han surgido periódicamente noticias que nos muestran una serie de efectos de esta tecnología, alejados de la visión casi mítica que siempre ha tenido y que pudiera afectar a elementos básicos de nuestra democracia. En este trabajo se señalan tres de los (...) principales retos que tienen nuestros Estados democráticos de derecho. El primero es el de los datos y la forma en qué son procesados. El segundo es el uso de la tecnología de la información para la vigilancia de la ciudadanía con el uso de instrumentos que vulneren las garantías contempladas por los derechos fundamentales. Finalmente, la manera en que internet impacta en la formación y educación cívica. Se finalizarán con unas breves conclusiones donde se contemplarán algunas propuestas. (shrink)

This paper discusses the Internet’s role in promoting civic engagement in Asian countries. China and Singapore were selected because they have similar ethnic groups and cultural backgrounds. This paper concludes that the Internet has a limited role in promoting civic engagement due to Internet censorship and people’s political attitudes, which are deeply rooted for Confucian cultural reasons. Moreover the Internet censorship does not bother people in China and Singapore. The argument presented in this paper differs from (...) previous studies that focused only on the Internet censorship system and ignored the cultural and socio-historical dimensions. The paper argues that the cultural and socio-historical dimensions should be considered when studying censorship. (shrink)

The recent success of Foldit in determining the structure of the Mason-Pfizer monkey virus (M-PMV) retroviral protease is suggestive of the power-solving potential of internet-facilitated game-like crowdsourcing. This research model is highly novel, however, and thus, deserves careful consideration of potential ethical issues. In this paper, we will demonstrate that the crowdsourcing model of research has the potential to cause harm to participants, manipulates the participant into continued participation, and uses participants as experimental subjects. The Internet is humanity’s currently dominant technologically-enabled means of communication. It provides unprecedented options for exercising and frustrating human rights. To understand how human rights are promoted and threatened in our digital world, one thus needs to understand how the Internet affects them. Internet access has become so important for people that it has been argued it should itself be recognized as a human right. The Internet is like a new country, with a growing population of millions of well educated citizens. If it wants to keep track of its own cultural achievements in real time, it will have to provide itself with an infostructure like a virtual National Library system. Internet of Things, Internet of Everything and Internet of People are concepts suggesting that objects, devices, and people will be increasingly interconnected through digital infrastructure that will generate a growing gathering of data. Parallel to this development is the celebration of the smart city and sharing city as urban policy visions that by relying heavily on new technologies bear the promise of efficient and thriving cities. Law and policy scholarship have either focused on questions related to privacy, (...) discrimination, security, or issues related to the production and use of big data, digital public services. Little or no attention has been paid to the disruptive impact of technological development on urban governance and city inhabitants’ rights of equal access, participation, management and even ownership, in order to understand whether and how technology can also enhance the protection of human rights and social justice in the city. This Article proposes complementing the technological and digital infrastructure with a legal and governance infrastructure, the Internet of Humans, by construing and injecting in the policy framework of the city the principle of Tech Justice. Building on a literature review and from an analysis of selected case studies, this Article stresses the dichotomy existing between the market-based and the society-based applications of technology, the first likely to increase the digital divide and the challenges to human rights in the city, the latter bearing the promise to promote equal access to technology in the city. The main argument advanced by this Article is that the principle of Tech Justice if embedded as an empirical dimension of smart city and sharing city policies can steer their developments in the direction of a more just and democratic city.
