Over the past decade or so, several commentators have called for mission-driven research programs on solar geoengineering, also known as solar radiation management (SRM) or climate engineering. Building on the largely epistemic reasons offered by earlier commentators, this paper argues that a well-designed mission-driven research program that aims to evaluate solar geoengineering could promote justice and legitimacy, among other valuable ends. Specifically, an international, mission-driven research program that aims to produce knowledge to enable well-informed decision-making about solar geoengineering could (1) (...) provide a more effective way to identify and answer the questions that policymakers would need to answer; and (2) provide a venue for more efficient, effective, just, and legitimate governance of solar geoengineering research; while (3) reducing the tendency for solar geoengineering research to exacerbate international domination. Thus, despite some risks and limitations, a well-designed mission-driven research program offers one way to improve the governance of solar geoengineering research relative to the ‘investigator-driven’ status quo. His theological output even prior to becoming pope (...) is staggering. It is thus fitting that an edited volume examine his theological oeuvre; there is a need for many more such volumes. The essays collected in this book were originally presented at a conference on the theology of Pope Benedict at the University of Notre Dame. Each contribution brings something insightful and unique to the volume. The book is divided into three sections: “The Dynamic of Advent,” encompassing chapters 2–5; “Caritas in Veritate,” encompassing chapters 6–7; and “God is Love,” encompassing the remaining chapters 8–11. The initial chapter-length introduction and the first chapter fall outside of this division because in many ways they set the stage for the entire volume.John Cavadini’s introduction (1–20) could serve as a useful overview of the theological work of Pope Benedict. Cavadini provides a preview of each chapter but also underscores the significance of Benedict’s theological work. He emphasizes how “one of Benedict’s major achievements is the demonstration of Augustine’s original insight into the unity of the theological tasks of understanding and of engendering understanding” (3).Cyril O’Regan’s very fine essay, “Benedict the Augustinian” (21–60), examines the Augustinian nature of Benedict’s theology. O’Regan maintains, “throughout his career Benedict not only turns again and again to Augustine as his theological model, but also... in Benedict’s self-understanding[,] the basic figuration of his theology is Augustinian” (22). This Augustinian texture to Benedict’s theology involves, among other things, his “real familiarity with and admiration” for “the classic” works of Augustine, his use of Augustine’s “theological style,” his use of shared themes, and the manner in which he consciously “articulates substantive theological positions” typical of Augustine. Moreover, O’Regan points to “Benedict’s sense that he is living in a time of crisis and senescence similar to that of Augustine” (21–22). Some of the similarities O’Regan observes in the theological work of Augustine and Benedict pertain to eschatology, the relationship between faith and reason, biblical interpretation, culture, the role of the liturgy, and the centrality of prayer. O’Regan’s essay is undoubtedly the best piece I have read on the importance of Augustine for Benedict.The thesis of Peter Casarella’s “Culture and Conscience in the Thought of Joseph Ratzinger/Pope Benedict XVI” (63–86) is that for Benedict, “the witness to truth is the key to seeing how culture and conscience are necessarily intertwined” (64). Casarella initiates his investigation with the pope’s critique of relativism. The first major section examines what he terms Benedict’s “theology of culture.” For Benedict, this has a moral dimension, and thus [End Page 493] Caserella spends the entire second portion of his essay looking at conscience and its formation in the context of culture. This is a very helpful essay that makes an important contribution to Benedict’s thought as it relates to moral theology.The late Fr. Edward Oakes’s contribution, “Resolving the Relativity Paradox: Pope Benedict XVI and the Challenge of Christological Relativism” (87–113), explores Benedict’s problem with relativism, but homes in on relativism in the context of Christology. Oakes argues, “the challenge of relativism cannot be met unless it is done first and foremost in Christological terms” (93), and he thinks Benedict does precisely this. Oakes’s overview of Ernst Troeltsch’s discussion of historical criticism as corrosive to Christology is enlightening:what most undermines Christocentrism is the historical-critical method, not so much because of the results arising from that method as from its very use.... Many commentators fear that climate engineering research might lead policy-makers to reduce mitigation efforts. Most of the literature on this so-called ‘moral hazard’ problem focuses on the prediction that climate engineering research would reduce mitigation efforts. This paper focuses on a related ethical question: Why would it be a bad thing if climate engineering research obstructed mitigation? If climate engineering promises to be effective enough, it might justify some reduction in mitigation. Climate policy portfolios involving sufficiently large or poorly planned (...) reductions in mitigation, however, could lead to an outcome that would be worse than the portfolio that would be chosen in the absence of further climate engineering research. This paper applies three ethical perspectives to describe the kinds of portfolios that would be worse than that ‘baseline portfolio’. The literature on climate engineering identifies various mechanisms that might cause policy-makers to choose these inferior portfolios, but it is difficult to know in advance whether the existence of these mechanisms means that climate engineering research really would lead to a worse outcome. In the light of that uncertainty, a precautionary approach suggests that researchers should take measures to reduce the risk of mitigation obstruction. Several such measures are suggested. (shrink)

Glenn Morrow's death occurred while he was less than halfway through the translation, which was completed by John Dillon. A major work of the great Neoplatonist philosopher, the commentary is an intellectual tour de force that greatly influenced later medieval and Renaissance thought. As the notes and introductory summaries explain, it comprises a full account of Proclus' own metaphysical system, disguised, as is so much Neoplatonic philosophy, in (...) the form of a commentary. Ever since the publication of Dieu sans l’être in 1982, Jean-Luc Marion’s various pronouncements on the status and meaning of esse in Aquinas have excited a good deal of interest and controversy among Thomists. Marion’s evolving understanding of Thomistic metaphysics in general, and of Thomistic analogy in particular, has been commended for its openness to correction even as it has been criticized for what many still regard as its residual deficiencies. All such criticisms, however, neglect to take account of the (...) phenomenological provenance of Marion’s concerns, and to this extent they risk misunderstanding them. Ironically, Marion’s phenomenological approach to Aquinas intends to safeguard precisely what his Thomist critics think he has jettisoned: namely, our ability to speak about God in a way that says something meaningful—or perhaps better, reveals something meaningful—about God to us. The apophatic language Marionuses to make this point should be taken as a reminder to his fellow Christians who rightfully desire to speak of God about the danger that is involved in doing so. If we interpret Aquinas’s use of the divine names according to the phenomenological horizon of distance and thus think the various names of God “according to truly theological determinations,” Marion suggests, we can avoid the danger of lapsing into a conceptual idolatry of univocal predication that occludes their phenomenological disclosiveness. Disagreements about morally appropriate mitigation policies arise in part from implicit disagreements about the nature and moral significance of needs. One key question is what, if anything, distinguishes “needs” from “mere wants.” One approach, prominent in economics and implemented in existing integrated assessment models of climate change, rejects a hard distinction between needs and wants. An alternative approach, prominent in the philosophical literature on needs, identifies needs with the requirements for autonomous agency, which is the capacity to set and pursue (...) one’s own goals. A second key question is in what sense, if any, the satisfaction of needs should take precedence over the satisfaction of wants. Those who reject the distinction between wants and needs can say only that some desires should be weighted more heavily than others. Those who endorse the distinction can say that, given certain ethical assumptions, it is wrong to frustrate one person’s needs in order to satisfy others’ mere wants. Thus, rejecting the distinction between wants and needs tends to justify less aggressive mitigation policies, in which satisfying the so-called “wants” of present generations compensates for frustrating the so-called “needs” of future generations. Endorsing the distinction between wants and needs, along with certain ethical assumptions, tends to justify more aggressive mitigation policies. Both positions are intellectually defensible; understanding them helps illuminate disagreements over mitigation policy. (shrink)

This paper applies an Intersectionality Based Policy Analysis Framework to Ontario’s current mental health plan – The Roadmap: A Plan to Build Ontario’s Mental Health and Addictions Services – in order to identify the contextual influences, underlying values and assumptions, which promote or undermine the uptake of human rights and equity as a mental health policy priority in Ontario. We found that dominant framings of the “problem” of mental health (as lack of access, coordination or integration, as a fiscal drain, (...) as an economic burden, and as a clinical or medical problem) served to obscure and ignore the underlying social and structural conditions that impact mental health and the human rights violations that routinely occur in the context of “care.” We discuss the implications of The Roadmap ignoring social and structural determinants of health, and by way of contrast, explore how citizen engagement and activism can support rethinking mental health policy so that it is more just and equitable. Among the factum historicum are the following certainties: the Enlightenment rescued the Bible from the Dark Ages; the Old Testament was shaped out of the mythical clay of Hellenism; Israel's priesthood was a lamentable development that hijacked an earlier, socially oriented love-of-neighbor religion, replacing it with its bloodthirsty, sacrificial cult; the Documentary Hypothesis is not merely a theory, but the scientific truth of how the Pentateuch emerged; one must separate the Jesus of history from the Christ of faith; Peter and Paul clashed over their dueling Christianities; and above all, historical criticism is the only reliable lens by which the Bible is to be studied.In Modern Biblical Criticism as a Tool of Statecraft (1700–1900), Hahn and Morrow expose such positivisms as the outflow of Europe's secularized universities over these centuries. Not only did politically motivated institutions seek to diminish the theological truths of Scripture (and sadly, were often successful at it), but they eventually repurposed the Bible as "a work of historical fiction," such that the Sacred Page was "to be studied like other ancient myths and fairy tales; it is one fairy tale among many" (24). The authors present a thoroughly researched and meticulously detailed study of the period, and throughout the book amply demonstrate that the aforementioned tropes (and numerous others), no matter how often or how confidently recited, are merely one slant on "the story of biblical criticism" in the modern age.Taking their lead from the lead of Pope Benedict XVI, Hahn and Morrow provide a much-needed critique of historical biblical exegesis and its "appearance of quasi-scientific certainty."1 These salient words of the biblical-theologian Pope, articulated in a variety of contexts (e.g., Verbum Domini), provide the jumping-off point for this robust three-hundred-page voyage. And it is a journey through a divided and secularized Europe, with notable stops in England, France, and above all, Germany. This "divided" Europe, the authors explain, was not a result of the Protestant [End Page 985] Reformation, nor of the so-called "war of religions" that sprang from it—no. The divisions run much deeper still. Drawing upon Andrew Jones's important Before Church and State, Hahn and Morrow rightly lament the societal competition that developed within late medieval Christendom between church and state.2Building upon Jones's work, the authors rightly stress that there indeed existed "a unified medieval worldview wherein what we might think of as temporal authorities and spiritual authorities were united in a single purpose—the extension of the kingdom of God—and this was the background that unified Christendom" (3). As Jones point out, this earlier period of European history "was a world not of the religious and the secular, but of the New Testament and the Old, of virtue and vice, grace and law.... It was an integral vision which included all of societal reality."3 Sadly, the reality of "sacramental kingdoms," in which there lived a reciprocal respect and vision of unity between throne and alter, was torn asunder long before the 1700s, the time at which the present volume commences. Over time, this formerly unified European world gave way to the very complicated, deeply skeptical, and highly politicized world of nation-states. Stephen Pinker sets out over a dozen arguments in The language instinct (Morrow, New York, 1994) for his widely shared view that natural language is inadequate as a medium for thought. Thus he argues we must suppose that the primary medium of thought and inference is an innate propositional representation system, mentalese. I reply to the various arguments and so defend the view that some thought essentially involves natural language. I argue mentalese doesn't solve any of the problems Pinker (...) cites for the view that we think in natural language. So I don't think I think the way he thinks I think. (shrink)

In this paper we argue that dissociative identity disorder (DID) is best interpreted as a causal model of a (possible) post-traumatic psychological process, as a mechanical model of an abnormal psychological condition. From this perspective we examine and criticize the evidential status of DID, and we demonstrate that there is really no good reason to believe that anyone has ever suffered from DID so understood. This is so because the proponents of DID violate basic methodological principles of good causal modeling. (...) Ferguson Under an aggressive title, Robert FogeUn has recently undertaken to reveal "What Hume Actually Said About Miracles."1 He felt this necessary to correct whathe considers a serious misreading ofHume's essay "OfMiracles" (sec. 10 ofthe Enquiries2), a reading which infers that Hume did not argue thatmiracles are impossible a priori (Fogelin, 81). One writer at least regards this reading so common (...) that she has dubbed it the "traditional interpretation" of Hume's account of miracles.3 At any rate, it finds a strong advocate in Anthony Flew,4 against whom the majority ofFogelin's comments are directed. What I find fascinating about this debate is that both Flew and FogeUn appear to be right. On the one hand, Hume does have the textual resources to marshall a fully deductive argument against miracles, at least, once a strict definition of miracles is admitted. On the other hand, while exploiting these resources, Hume somewhat clumsily mingles in vestiges ofa not-fully consistent inductive argument against miracles which he bases on the balancing of probabilities. I will attempt to identify these two skeins ofargument, in the anticipation that this will help to temper the debate between Flew and Fogelin. Hume opens section 10by promisingan argument that will furnish "an everlasting check to all kinds of superstitious delusion" (E 110). Moreover, he claims that "there is here a direct and full proof... against the existence of any miracle" (E 115), a quote which Fogelin repeats seven times (toextractits full flavour). C. S. Peirce, wholate inlife took an interest in Hume's argument, conjectured that Hume hoped to provide a general disproof of all miracles that would not require "a minute analysis of each story"; such a procedure was in fact popular amongthe miracle debunkers ofHume's day, forexample, Rev. Thomas Woolston, whose books were extremely popular.5 Hume's boast of "a direct and full proof might be assumed, offhand, to augur an a priori argumentbased on the comparison ofideas; butitmust notbe forgotten that back in the Treatise (for which the essay "Of Miracles" was originally drafted6) Hume defines a "proof" as an argument "deriv'd from the relation of cause and effect."7 There he contrasts "proofs" explicitly with the type of assured knowledge that comes "from the comparison ofideas" (T 124). Still, Hume requires that proofs, despite their empirical origin, must nonetheless be "entirely free from doubt Volume XVII Number 2 105 KENNETH G. FERGUSON and uncertainty" (T 124); proofs, then, must be superior to ordinary causal arguments that are able to offer only a degree of probability (T 124). By his own examples, namely, that "the sun will rise to-morrow" and "all men must dye" (T 124), likewise from the essay "Of Miracles" itself, that "lead cannot, of itself, remain suspended in the air" and that "fire consumes wood" (E 114), Hume makes it clear that "proofs" are simply to be causal arguments uniformly confirmed by a great wealth of past experience: empirical conclusions so sound that any who deny them "wou'd appear ridiculous" (T 124). Taking Hume's definition of "proof" to heart, we might infer that his "direct and full proof against miracles is not then to be an a priori or deductive conclusion, but instead merely a fully convincing induction, along the Unes of"all men must dye." This,would appear to dispel Fogelin's hope to portray the argument as a priori; but the logic ofHume's special proofagainst miracles is somewhat complicated. As Hume's own selection of examples verify, a proof, at least ordinarily, issues in the confirmation of a law of nature. This contrasts with the special proof against miracles where the object is, of course, not to defend a law of nature, but rather to exploit reasoning about the formation of such laws to prove a result regarding the occurrence of miracles. The proof against miracles, consequently, concerns causes, but is not necessarily a causal argument in the ordinary sense. Oxford: Clarendon Press, 1996. xvi + 520 pp. Cloth, $125.On the morrow of finishing the commentary on Thucydides of Gomme, Andrewes, and Dover, the Clarendon Press asked Hornblower for a short companion, on the model of How and Wells on Herodotus. But even as Gomme's projected three volumes grew to five, Hornblower's two (...) volumes will eventually swell to three. The present commentary, essentially on book 4, is more than one hundred pages longer than Gomme. There is but one map (Amphipolis); one of Pylos would have been welcome.Volume I (1991) lacked an introduction. Hornblower now supplies one, about as long as his Thucydides (London 1987) and, like that book, comprising separate parts. (Note "finally, I shall talk about...," 70, and "in this part of my paper...," 83—apparently deriving from his Oxford classes in 1995.) He opens with a respectful nineteen-page review of Gomme, including possible improvements on the master. One such improvement is in translating every single lemma, including even all proper names. And Hornblower does much more with narratology, which to him (see OCD3 1521) is nothing more threatening than attention to the design and structure of a narrative. Those who deplore literary jargon have little to fear: the term "focalizer" often appears, but the language is not excessively trendy.Hornblower then considers the article by R. S. Stroud, "Thucydides and Corinth," Chiron 24 (1994) 267-304. Both the present volume and Stroud's paper are important for our understanding of Thucydides' career; unfortunately, it appears that both scholars at times misunderstand each other. Stroud shows that the historian had "excellent detailed knowledge of Corinthian affairs" (as Horn-blower, 21, agrees) and suggests that he got this knowledge in the course of a residence in the city. Stroud nowhere says that Thucydides stayed there all twenty years, and Hornblower, for some reason eager to demolish this nonsug-gestion, edgily allows him only visits to Corinth (22).Then comes the pleasant tale (Marcellinus Vit. Thuc. 25) that Thucydides retired to Thrace in his exile and there wrote his work beneath a plane tree. In 1987 Hornblower (Thucydides 3) suggested that the historian "remained at least based in Thrace"—but did not (as Stroud comes close to implying) say he spent twenty years there, much less that he wrote beneath a plane tree—and pointed to some Greeks who traveled in northern Greece and might have given him information. This is possible, but it does rather undervalue Thucydides' statement (5.26.5) that he spent most of his time (, Thucydidean litotes for "above all") with Peloponnesians.Another misunderstanding then comes when Hornblower criticizes Stroud for the a priori assertion—one not made by Stroud, as far as I can see— that "because ancient historians spent 'most of their time' looking at places and talking to people other than historians, it follows that they never read or heard [End Page 465] or were influenced by or tried to correct each other or earlier literary figures" (25). If I have quoted his words exactly, it is because this accusation against Stroud need not have been made. Hornblower then shows clearly that Thu-cydides read Herodotus, who published (let us leave the meaning of the word open) before him. But in doing so he is unnecessarily severe on a young scholar who has not yet presented his work in final form: much of this criticism could have been postponed until such a time.So there is plenty of lively argument in this section, but it will date quickly: such controversy belongs in a journal somewhere, not in a commentary that will last many years. The ecosystem services argument is a highly publicised instrumental argument for protecting biodiversity. I develop a new objection to this argument based on the lack of a causal connection from global species losses to local ecosystem changes. I survey some alternative formulations of services arguments, including ones incorporating option value or a precautionary principle, and show that they do not fare much better than the standard version. I conclude that environmental thinkers should rely less on ecosystem services as a means (...) to defend biodiversity, and that attention should be focused on additional types of value which might be attributed to global biodiversity. In Proclus' penetrating exposition of Euclid's method's and principles, the only one of its kind extant, we are afforded a unique vantage point for understanding the structure and strenght of the Euclidean system. A primary source for the history and philosophy of mathematics, Proclus' treatise contains much priceless information about the mathematics and mathematicians of the previous seven or eight centuries that has not been preserved elsewhere.

I develop an account of ecological role functions—the functions of species within ecosystems—which is informed by alternative regime phenomena in ecology. My account is a causal-role theory which includes a counterfactual sensitivity condition. The account tracks and explains a distinction ecologists make between functions and various activities which are not functions. My counterfactual sensitivity condition resolves the liberality problem often attributed to causal-role theories of function, while also illuminating the explanatory centrality of role functions within ecology.

This paper aims to address when the wise person should participate in politics. The question is addressed through engagement with the Analects. Rather than provide interpretations of key terms in the Analects, we provide an account of wisdom that draws from themes in the Analects. The case is made that the wise person is committed to participating in politics primarily because of the connection between wisdom and benevolence (ren 仁 in the Analects). We address challenges to the Confucian approach from (...) the Zhuangzi concerning the potential harms of political participation. General political disengagement is not considered exemplary on the Confucian approach to wisdom, although when political engagement may be eschewed is explored. Finally, the case is made that while ren motivates the wise to participate politically, the wise also have a sense of timeliness that provides guidance as to when to refrain or withdraw from political participation. Some types of solar radiation management (SRM) research are ethically problematic because they expose persons, animals, and ecosystems to significant risks. In our earlier work, we argued for ethical norms for SRM research based on norms for biomedical research. Biomedical researchers may not conduct research on persons without their consent, but universal consent is impractical for SRM research. We argue that instead of requiring universal consent, ethical norms for SRM research require only political legitimacy in decision-making about global SRM trials. (...) Using Allen Buchanan & Robert Keohane's model of global political legitimacy, we examine several existing global institutions as possible analogues for a politically legitimate SRM decision-making body. Philosophers tend to focus on the metaphysics of functions: establishing unifying theories employing general criteria for being a function, avoiding spooky backward causation, distinguishing functions from accidents, and correctly representing the functional structure of the world. We show that there is a need for localized, practice-sensitive accounts of the epistemology of functions—accounts that explain the identification, justification, and explanatory applications of function attributions in particular scientific contexts—and that this need is best met alongside a plurality of unifying metaphysical theories of (...) functions. Our argument begins with the observation that unifying theories assume that (i) functions are discovered or justified by criteria for being a function and (ii) criteria identified in a theory are generally applicable across target systems. We then draw on examples from cognitive science and ecology to show that function ascriptions are sometimes presupposed or assigned based on highly contextual epistemic factors not described in unifying metaphysical theories. In South Africa and other low and middle-income countries, research is needed to optimise care and ensure rational, equitable allocation of scare paediatric critical care resources.

The niche has been central to ecology for most of the discipline’s history, yet there have been few attempts by philosophers to work out the ontology of the niche. A challenge is that there is a plurality of seemingly inconsistent definitions of the niche in ecology. This paper characterizes the population-level ecological niche by distinguishing among niche concepts, niche models, and the niche as a phenomenon. I argue that 'niche concepts' should be interpreted as theoretical frameworks or modelling strategies. I (...) also argue that there is a unified niche phenomenon underlying the seemingly heterogeneous models and definitions. The plurality of niche concepts in ecology should be seen as an expected consequence of the nature of modelling complex systems. (shrink)

Stephen Gardiner and Augustin Fragnière suggest replacing the Oxford Principles for the governance of climate engineering (CE) with their 10 Tollgate Principles (Gardiner & Fragnière, 2018). Like the Oxford Principles, the Tollgate Principles offer abstract, high-level guidance. Translating either set of principles into actual policies or governance mechanisms therefore requires considerable effort. In this commentary, I offer some suggestions for putting the Tollgate Principles into practice, paying special attention to the notions of ‘ethically defensible forms’ of CE and ‘well-founded ethical (...) norms’. In this essay, I discuss a potential nexus for comparison between Hawaiian and Chinese philosophies grounded in what I call “terrestrial identity”. I bring Fei Xiaotong’s description of the formation of social identity in China, which is historically agrarian and inalienably place-based, to meet contemporary Hawaiian philosophical perspectives of personal responsibility, genealogical consciousness, and “seascape epistemology” to flesh out a new theory of relationality, one that includes the ontological, historical, and ethical relationship of humans to the land on which they (...) orient themselves and that defines the circumstances of their lives. The concept of terrestrial identity is inclusive in terms of types of relational entities, accommodating place, space, and memory into a comprehensive social ontology. It also opens onto discussions of contemporary social problems in a way that centres place and contextuality. I will conclude this essay with such a discussion, regarding homelessness among Kānaka Maoli. (shrink)

Mata and von Helversen's integrative review of adult age differences in search performance makes a good case that cognitive control may impact certain aspects of self-regulation of search. However, information foraging as a framework also offers an avenue to consider how adults of different ages adapt to age-related changes in cognition, such as in cognitive control.
