In this article there is analysed an independent criminal punishment – public works, which was determined by the Criminal Code and the Punishment Enforcement Code of the Republic of Lithuania as alternative punishment to freedom deprivation punishment. Without looking into the process of historical development, it is made an attempt to overview the tendency of public works’ spreading, to analyse the problems of public works’ realisation and how to deal with them. There is compared (...) Lithuanian legal regulations with international documents, which are related with alternative punishment as alternative to freedom deprivation punishment. There is also looked over public works’ legal regulations in foreign countries, an experience of public works implementation in Lithuania and abroad and, the most important, there had been given landmarks of public works institution improvement. The article is based upon the documents of the United Nations and the Council of Europe, legal regulations and practice of public works in foreign countries, opinion and studies of foreign scientists and the other authors, the data of statistics and questioning of the officers of correctional inspections. This essay argues that fulfilling the promise of participatory democratic theory requires ways for citizens to reconstruct the world, not simply to improve its governance processes. The concept of public work, expressing civic agency, or the capacity of diverse citizens to build a democratic way of life, embodies this shift. It posits citizens as co-creators of the world, not simply deliberators and decision-makers about the world. Public work is a normative, democratizing ideal of citizenship generalized from communal labors (...) of creating the commons, with roots in diverse cultures. Shaped through contention with forces which threaten shared ways of life and their commons, grounded in an understanding of human plurality, public work has political qualities that unmask sentimentalized civic discourses of modern elites. Stephen Edelston Toulmin has been one of the most wide-ranging scholars of the twentieth century. This listing of more than 100 publications by and about Toulmin is intended to encourage those scholars who may have come to Toulmin's work from only one direction to explore the full range of his research and writing across many different disciplines.

This article will investigate the ways in which Polish illustrated press contributed to communicating and reporting the work of Polish émigré naturalists working in Latin America to the Polish general public living in the Prussian, Russian and Austrian partitions of the Polish‐Lithuanian Commonwealth 1844–1885. It examines the ways in which illustrations were used to shape the public's opinion about the significance of these migrants’ scientific achievements. The Polish illustrated press, its authors and editors were instrumental in shaping the (...) public's perceptions of the reach of Polish scientists, and exploring their impact on broader scientific debates, thereby situating Polish people and their work in a global context. The didactic and opinion‐making role of the illustrated press was highly influential among Polish audiences during this period, at a time when the survival of Polish identity, culture, language, and education was uncertain. Illustrated weeklies were one of the vectors through which high science was made accessible to the Polish public. A study of pictures in Polish illustrated press will help to explain how they contributed towards shaping the images in the public eye of naturalists’ scientific work, and discourses about science and its actors more broadly. In this study, we argue that contemporary nursing care has been overtaken by new public management strategies aimed at curtailing budgets in the public hospital sector in Australia. Drawing on qualitative interviews with 15 nurses from one public acute hospital with supporting documentary evidence, we demonstrate what happens to nursing work when management imposesroundingas a risk reduction strategy. In the case study outlined rounding was introduced across all wards in response to missed care, which in turn arose (...) as a result of work intensification produced by efficiency, productivity, effectiveness and accountability demands. Rounding is a commercially sponsored practice consistent with new public management. Our study illustrates the impact that new public management strategies such as rounding have on how nurses work, both in terms of work intensity and in who controls their labour. (shrink)

The aim of this study was to investigate how job crafting, work engagement, and workaholism were related in public sector organizations. The participants were civil servants from three Finnish public organizations, representing different professions, such as school personnel, secretaries, directors, parking attendants, and ICT specialists. We duly operationalized job crafting, work engagement, and workaholism by using the Job Crafting Scale, the UWES-9, and the Work Addiction Risk Test. The current study focused on the Finnish public sector, since (...) work engagement is recognized at the governmental level and has been shown to be strongly and positively associated with economic activity and productivity, while workaholism is associated with poor wellbeing. We analyzed the data by using structural equation modeling and found that three job crafting dimensions were strongly intertwined with one another. These dimensions were increasing structural job resources, increasing social job resources, and increasing challenging job demands. In the structural model, dimension “increasing structural job resources” was positively related to work engagement, whereas dimension “decreasing hindering job demands” was negatively associated with workaholism. This study highlighted the relevance of employees learning to balance their job resources and demands. We recommend that, in the public sector, employees be systematically encouraged to practice job crafting behavior by enabling them to increase structural job resources. These results are of high relevance, considering the heavy workload of public sector employees during the COVID-19 pandemic. (shrink)

Midstream modulation is a form of public engagement with science which benefits from strategic application of science and technology studies (STS) insights accumulated over nearly 20 years. These have been developed from STS researchers’ involvement in practical engagement processes and research with scientists, science funders, policy and other public stakeholders. The strategic aim of this specific method, to develop what is termed second-order reflexivity amongst scientist-technologists, builds upon and advances earlier more general STS work. However this method is (...) focused and structured so as to help generate such reflexivity—over the ‘upstream’ questions which have been identified in other STS research as important public issues for scientific research, development and innovation—amongst practising scientists-technologists in their specialist contexts (public or private, in principle). This is a different focus from virtually all such previous work, and offers novel opportunities for those key broader issues to be opened up. The further development of these promising results depends on some important conditions such as identifying and engaging research funders and other stakeholders like affected publics in similar exercises. Implementing these conditions could connect the productive impacts of midstream modulation with wider public engagement work, including with ‘uninvited’ public engagement with science. It would also generate broader institutional and political changes in the larger networks of institutional actors which constitute contemporary technoscientific innovation and governance processes. All of these various broader dimensions, far beyond the laboratory alone, need to be appropriately open, committed to democratic needs, and reflexive, for the aims of midstream modulation to be achieved, whilst allowing specialists to work as specialists. The article examines recent debates surrounding public sociology in the context of a UK based Department of Applied Social Sciences. Three areas of work within the department form the focus of the article: violence against women and children; community-based oral history projects and health ethics teaching. The article draws on Micheal Burawoy’s typology comprising public, policy, professional and critical sociology, and argues that much of the work described in the case studies more often lies somewhere in between, in (...) the interstices, rather than within one or other of the four types. The result is not without its tensions and dilemmas, some of which are identified and explored, notably those arising from attempts to appeal to diverse audiences and meet the sometimes conflicting expectations of each. Florence Nightingale on Society and Politics, Philosophy, Science, Education and Literature, Volume 5 in the Collected Works of Florence Nightingale, is the main source of Nightingale’s work on the methodology of social science and her views on social reform. Here we see how she took her “call to service” into practice: by first learning how the laws of God’s world operate, one can then determine how to intervene for good. There is material on medical statistics, the census, pauperism and (...) Poor Law reform, the need for income security measures and better housing, on crime, gender and the family. Her comments on a new edition of The Dialogues of Plato are given, with their impact on the revision of the next edition. We see Nightingale’s condemnation of Plato’s “community of wives,” with her stirring approval of love (even outside marriage!), marriage and the family. In this volume also her views on natural science, education and literature are reported. Nightingale was an astute behind-the-scenes political activist. Society and Politics publishes (much of it for the first time) her correspondence with such leading political figures as Queen Victoria, W.E. Gladstone and J.S. Mill. There are notes and essays on public administration and personal observations on various members of royalty, prime ministers and ministers, and Indian viceroys. Nightingale’s support of the vote for women (contrary to much in the secondary literature) is here shown. Correspondence and notes on British general elections from 1834 to 1900 is reported, with letters to and for (Liberal) political candidates and fierce condemnations of Conservatives. In considering a wide range of themes in the fields of constitutional law, public finance, and legal reform, Bentham places the problem of official corruption at the centre of his analysis. He contrasts his own recommendations for good administration, which he had fully (...) developed in his magisterial Constitutional Code, with the severe deficiencies he saw in English practice. The core of the volume consists of four major essays directed against the principles and policies of four leading statesmen: Edmund Burke, George Rose, Robert Peel, and Lord Chancellor Eldon. Of particular concern to Bentham were the abuses sanctioned by the judges and their officials in the Westminster Hall courts, which, he argues, resulted in the denial of justice to the majority of the population. Soviet work and family kollektives were the substance of official public life in Soviet Russia. Beginning in the late 1950s, gradually from both private and privatized official settings and differentiating from them, the informal public sphere emerged-the sphere of social practices, regulated by the unwritten codes of everyday moral economy.

Except for _Democracy and Education, _the 53 items in Volume 10 include all of Dewey’s writings from 1916–1917, the years when he moved into politics and began to write about topics of general public interest. The best known of Dewey’s writings in this volume is the essay from _Creative Intelligence_,_ _“The Need for a Recovery of Philosophy.” Here Dewey asserts that “Philosophy recovers itself when it ceases to be a de­vice for dealing with the problems of philosophers and becomes (...) a method for dealing with the problems of men.” Dewey put that idea into practice, as Lewis E. Hahn points out in his intro­duction. “In 1916–1917 [Dewey] com­mented on quite a range of issues from compulsory universal military training to the Wilson-Hughes presidential cam­paign, from conscription of thought to the future of pacifism, from what Amer­ica will fight for to appropriate peace terms... and from American educa­tion and culture to contemporary issues in education, with the war casting a shadow over most of the items.”. Yet their services have never been in greater demand. To unravel the paradox, we need to understand both the strengths and weaknesses of economics. Public health emergencies, such as the Covid-19 pandemic, put great pressure on healthcare workers (HCW) across the world, possibly increasing the risk of experiencing ethically challenging situations (ECS). Whereas experiencing ECS as a HCW in such situations is likely unavoidable, mitigation of their adverse effects (e.g., moral distress) is necessary to reduce the risk of long-term negative consequences. One possible route of mitigation of these effects is via work environmental factors. The current study aimed to examine: [1] risk factors (...) associated with ECS among HCW [2], intensity of moral distress associated with ECS across various occupational factors (i.e., profession, degree of exposure to patients with Covid-19), and [3] the impact of work environmental factors on this association, in a sample of HCW during the pandemic. We employed multiple logistic and linear regression to self-report data from 977 HCWs at four Norwegian hospitals responding to a survey at the fourth wave of the pandemic. About half of HCW in this study had experienced ECS during the pandemic, and levels of moral distress associated with such were higher than in previous studies using similar assessment methods. Younger age, female sex, geographical work area (mid-north of Norway), and profession (nurse) were all associated with higher odds (range of OR: 1.30–2.59) of experiencing ECS, as were direct contact with patients with Covid-19. Among those participants who reported that they had experienced ECS during the pandemic, moral distress levels when recalling those situations were moderate (Mean 5.7 on a 0–10 scale). Men reported somewhat lower intensity of moral distress (partial eta squared; ηp2 = 0.02). Reporting a manageable workload (ηp2 = 0.02), and greater opportunity to work according to best practice (ηp2 = 0.02), were associated with lower levels of moral distress. Our findings suggest that moral distress could potentially be mitigated on an organizational level, particularly by focusing on ensuring a manageable workload, and an ability to work according to best practice. To build sustainable healthcare systems robust enough to withstand future public health emergencies, healthcare organizations should implement measures to facilitate these aspects of HCWs’ work environment. Contemporary theory of argumentation offers many insights about the ways in which, in the context of a public controversy, arguers should ideally present their arguments and criticize those of their opponents. We also know that in practice not all works out according to the ideal patterns: numerous kinds of derailments are an object of study for argumentation theorists. But how about the use of unfairstrategiesvis-à-vis one’s opponents? What if it is not a matter of occasional derailments but of (...) one party’s systematic refusal to take other parties seriously? What if one party continually forgoes any form of critical testing and instead resorts to threats or blackmail? Can this be countered by the tools of reason? Or should one pay one’s opponent back in the same coin? To gain some grasp of these issues, we describe a number of strategies used in the public controversy about induced earthquakes in Groningen. We check whether these strategies arefair,i.e.balanced, transparent,andtolerant.We also investigate the effects of the choice for a particular kind of strategy. It appears that, in circumstances, choosing a fair strategy may be detrimental for resolving the controversy and choosing an unfair one beneficial. Following up ideas from social psychology and political science, we formulate some guidelines for the choice of strategies. At the end, we stress the importance — especially for those whose opinions carry little weight — of having a society in which the knowledge and skills needed for assessing the fairness of strategies are widespread. There is no historians' consensus about the ninth century. Opinions have been both highly judgmental and bewilderingly disparate. The most common diagnosis has been of disintegration and decline: the terminal illness of the Carolingian state. But some more sanguine observers have claimed to find here transformation and a political creativity decisive for the future of western Europe. On any reckoning, the ninth century was an important period. Yet it remains as true as when Walter Schlesinger made the observation twenty years (...) ago that a history of the ninth century in and for itself has still to be written. When it is, an interpretation of the events between 840 and 843 will surely be given a central place. For it was during those years that Carolingian Europe underwent most obviously those changes which historians have held characteristic and seminal in the century as a whole. At the beginning of 840 the Carolingian Empire persisted as a political entity; in 843 it no longer did so. The quest for an understanding of what happened during these critical years must start from a thorough reexamination of the relevant sources, and a number of recent studies show that this task is already well under way. But one text, though not wholly neglected by modern scholarship, still stands in need of closer attention and reappraisal: the Histories of Nithard. (shrink)

The focus of this paper is public health law and ethics, and the analytic framework advanced in the report Public health: ethical issues by the Nuffield Council on Bioethics. The author criticises the perceived problems found with liberal models associated with Millian political philosophy and questions the Report’s attempt to add to such theoretical frameworks. The author suggests a stronger theoretical account that the Council could have adopted—that advanced in the works of Joseph Raz—which would have been (...) more appropriate. Instead of seeking to justify overruling the legitimate interests of individuals in favour of society, this account holds that the interests are necessarily interwoven and thus such a conflict does not exist. BackgroundThe emphasis on impact factors and the quantity of publications intensifies competition between researchers. This competition was traditionally considered an incentive to produce high-quality work, but there are unwanted side-effects of this competition like publication pressure. To measure the effect of publication pressure on researchers, the Publication Pressure Questionnaire (PPQ) was developed. Upon using the PPQ, some issues came to light that motivated a revision.MethodWe constructed two new subscales based on work stress models using the facet method. We administered the (...) revised PPQ (PPQr) to a convenience sample together with the Maslach Burnout Inventory (MBI) and the Work Design Questionnaire (WDQ). To assess which items best measured publication pressure, we carried out a principal component analysis (PCA). Reliability was sufficient when Cronbach’s alpha > 0.7. Finally, we administered the PPQr in a larger, independent sample of researchers to check the reliability of the revised version.ResultsThree components were identified as ‘stress’, ‘attitude’, and ‘resources’. We selected 3 × 6 = 18 items with high loadings in the three-component solution. Based on the convenience sample, Cronbach’s alphas were 0.83 for stress, 0.80 for attitude, and 0.76 for resources. We checked the validity of the PPQr by inspecting the correlations with the MBI and the WDQ. Stress correlated 0.62 with MBI’s emotional exhaustion. Resources correlated 0.50 with relevant WDQ subscales. To assess the internal structure of the PPQr in the independent reliability sample, we conducted the principal component analysis. The three-component solution explains 50% of the variance. Cronbach’s alphas were 0.80, 0.78, and 0.75 for stress, attitude, and resources, respectively.ConclusionWe conclude that the PPQr is a valid and reliable instrument to measure publication pressure in academic researchers from all disciplinary fields. The PPQr strongly relates to burnout and could also be beneficial for policy makers and research institutions to assess the degree of publication pressure in their institute. (shrink)

Problem’s statement. This article is the result of a study of the historical context in which Isidore of Seville is inserted as an author, as the creator of a unique method, which became the result of his hard work. But in order to describe the method of Isidore of Seville, it is necessary to outline the range of problems that arise before us. Due to serious political and social upheavals in the Western Roman Empire, the preservation of education comes to (...) the fore. The need for “Christianization,” on the contrary, fades into the background. The authors of this period perceived the works of the church fathers and apologists as a legacy, as part of tradition. On the other hand, representatives of the intellectual culture of the era under consideration were part of the aristocracy of Roman (in the broad sense) origin and in this sense, like their predecessors, were bearers of ancient education and culture.The purpose of the study. Analyze the historical context in which the method of Isidore of Seville developed and to consider the influence of the method of Isidore of Seville on the development of knowledge and ideas in the dark ages.Methods. To achieve the goal of the study, a number of general and specific methods were used that contributed to the study of the creative heritage of Isidore of Seville: the etymological method used in the practice of Isidore for the classification and origin of sciences and arts; togoria method for understanding the symbolism of medieval language and judgments; historical-retrospective, contributing to the study of the contribution of Isidore of Seville to European education from the first monastic schools to the formation of universities; terminological selection – for the purpose of selecting, clarifying and modernizing the system of individual terms used in the educated circles of Visigothic Spain; reconstruction – to reproduce the events of the cultural and historical process on the Iberian Peninsula during the Visigothic Kingdom.Results. The reception of the ancient heritage in the works of the authors of this era – and these are primarily Boethius, Cassiodorus and Isidore of Seville – occurs in a different vein than that of the church fathers (Ambrose, Jerome and Augustine) and the German kings of the Carolingian revival. This question concerns a narrower issue that is discussed in the article, and it is connected with Isidore as the author. Isidore of Seville (560-636) is known primarily as an encyclopedist, indicating the wide coverage of topics in his works, on the other hand, in a certain way characterizes the level of these works.However, Isidore was not only and not so much an antiquarian – a collector of ancient knowledge. If we use the “intellectuals and power” scheme, then Isidore was, so to speak, an intellectual in power. He occupied the position of bishop of Seville (the episcopal rank was considered the best conclusion for the cursus honorum even in the 5th century, his authority significantly exceeded the authority of the constantly changing Visigothic kings of Spain. Isidore presided over the IV Council of Toledo (633), whose priests formulated an order with its significant the influence of the episcopate on public affairs.We can say that Isidore, through his works, in a certain sense constructed an ideology. (or what might be called ideology) and the educational program inextricably linked to it.Discussion. First, the era of the “Dark Ages” is a period of permanent military-political struggle between the local nobility and kings, the German kingdoms and Byzantium, which occurred as a result of the height of the Western Roman Empire. The second question is religion, since there were several religions in the territory of the Visigothic kingdom; Christianization of culture and education and, as a consequence, a contradiction with ancient philosophy. Hence the problem of preserving and transmitting knowledge. It was these reasons that complicated the creation of a high-quality educational system. Thirdly, Isidore was not a methodologist, but created a unique method, he was not a scientist, but wrote an encyclopedic work, was not a philosopher, but wrote about philosophy, distinguished it from dialectics, constructed a certain type of knowledge of the real world known to him, was not even a philologist, but he knew Visigothic, Latin, Greek, and Hebrew.How did Bishop Isidore create an effective method? Fourth, after the authors of the “Golden Age” of patristics in the 6th–7th centuries. A new generation is emerging, which is faced with slightly different tasks. How does Isidore “construct” knowledge and what impact has his work had on society? Another important problem is the question of the scale and nature of Isidore’s influence on the intellectual culture of the Middle Ages. At the same time, special attention was paid to “etymologies, or principles,” its distribution, influence on the presentation of the seven liberal arts, etc. On the significance of Isidore’s method for medieval education.Conclusions. The method of Isidore of Seville was an important contribution to the preservation and transmission of knowledge in the Middle Ages and influenced the further development of encyclopedic knowledge. The relationship of public space to democracy is dominated by two competing, yet intertwined, theoretical bases: political philosophy and spatial theory. But how does the architect make political space? Can architectural practice create political space through design? In this book, Teresa Hoskyns theorizes that the converging point between theoretical foundations and democratic practices is “participation” within “social production of space.” Therefore, “participation” from joint perspectives of architecture and political philosophy has been studied in two different frameworks: the theoretical and (...) the practical. Unlike most previous works on the relationship between architecture and democracy, Hoskyn’s book transcends the spatial and political interpretation of public space. By incorporating new theoretical approaches to representative democracy, it depicts a complex dialectic and multilayered picture of—“spaces of democracy” and the “democracy of space”—in her phrasing. I found Shpet's article "A Work on Philosophy" [Rabota po filosofii], which we present to the reader's attention, in the Shpet archives stored in the Lenin State Library and passed it on to the editorial board of the journal Logos, where it was published by I. Chubarov. The small circulation of that journal makes it appropriate to republish this text, which is of major importance for an understanding of Shpet's philosophical position and provides a good clarification of the subsequent logic (...) of development of his conception. Although the article is unfinished, there is no reason to lament this fact, since all of its basic ideas and their logical development were realized by Shpet in subsequent publications. A whole series of his works is devoted to grounding and affirming so-called positive philosophy, the basic features of which I would like to clarify. (shrink)
