This article considers the possibility of articulating a renewed understanding of the principle of political idealism on the basis of Edmund Husserl’s phenomenology. By taking its point of departure from one of the most interesting political applications of Husserl’s phenomenological method, the ordoliberal tradition of the so-called Freiburg School of Economics, the article raises the question of the normative implications of Husserl’s eidetic method. Contrary to the “static” idealism of the ordoliberal tradition, the article proposes that (...) the phenomenological concept of political idealism ought to be understood as a fundamentally dynamic principle. As opposed to the classical understanding of political idealism as the implementation of a particular normative model—political utopianism—the phenomenological reformulation of this idea denoted a radically critical principle of self-reflection that can only be realized on the basis of perpetual renewal. In order to illustrate this point, the article considers Husserl’s distinction between two types of ideals of perfection, the absolute and the relative, and argues for their relevance for political philosophy. Focusing on Hegel's political philosophy, this text demonstrates the unifying role played by the doctrine of the collective historical social consciousness.

The opposing views in the scholarly debate on evidence-based policy (EBP) have recently been labeled ‘rationalist’ and ‘constructivist’, where the former are positive to EBP and the latter are not. This framing of the debate is suboptimal, as it conflates critical positions that should be kept separate. This article suggests that the debate should be understood as one between idealists, realists, and counter-idealists about EBP. The realist position, that is, that EBP is difficult or impossible to achieve in practice, has (...) already been treated at length in the debate. The conflict between idealism and counter-idealism, to the contrary, has been neglected. This article aims to stimulate the scholarly debate on EBP by initiating a principled discussion between idealism and counter-idealism about EBP, which should motivate proponents of EBP to formulate their ideal with substantial moral arguments. This places the debate on EBP in the context of normative political theory, where it rightfully belongs. (shrink)

According to a particular view of political realism, political expediency must always override moral considerations. Perhaps the strongest defense of such a theory is offered by Carl Schmitt in The Concept of the Political. A close examination of Schmitt’s main presuppositions can therefore help to shed light on the tenuous relation between politics and morality. Schmitt’s theory rests on two keystones. First, the political is seen as independent of and prior to morality. Second, genuine political (...) theory depends on a view of human beings as evil by nature. I will argue that both claims are incomplete. Just as the political sometimes demands that morality be overridden, so morality can demand the overriding of political expediency. Moreover, the view of human beings as evil, which serves as the foundation of political realism, itself depends on affirming that human nature must also be, in some sense, good. Political realism is thus shown to have its theoretical foundation within a normative framework that demands the political pursuit of at least some moral aims. (shrink)

In this contribution, I defend a robust model of political idealism, making the case for such an approach to both the theory and practice of politics. On this view, not only in framing a political philosophy but also in putting forward policy proposals and institutional designs, we need not think about feasibility as an overriding, make-or-break criterion for evaluating the soundness of that theory or proposal, neither of which loses its point simply because it is deemed to (...) be unlikely to be implemented. Feasibility, in other terms, cannot be taken as the only standard, or even as the main standard, on which basis to assess the practical worth of a political strategy. (shrink)

This book offers a reassessment of the political philosophy of the British Idealists, a group of once influential and now neglected nineteenth-century Hegelian philosophers, whose work has been much misunderstood. Peter Nicholson focuses on F. H. Bradley's idea of morality and moral philosophy; T. H. Green's theory of the Common Good, of the social nature of rights, of freedom, and of state interference; and Bernard Bosanquet's notorious theory of the General Will. By examining the arguments offered by the Idealists (...) and by their critics the author is able to penetrate the deep layers of hostile comment laid down by several generations of later writers and to show that these ideas, once properly understood, are not only defensible but interesting and important. Political judgments usually combine a normative principle or intuition with an appreciation of empirical facts regarding the achievability of different options and their potential consequences. The interesting question dividing partisans of political idealism and realism is whether these kinds of considerations should be integrated into the normative principles themselves or considered apart. At first sight, if a theorist is concerned with guiding political judgments, non-ideal or realist theorizing can seem more attractive. In this article, however, I (...) argue that ideal theorizing might be considered valuable even by theorists moved by a pragmatic concern because it is less exposed to conservatism. I nonetheless contend that the aim to guide action in the world as it is should not be abandoned. Therefore, I outline a four-step method for proceeding from abstract moral principles to concrete political judgments and apply it to a test case. (shrink)

The political philosophy of the British Idealists is distinguished by the effort to reconcile the human subject and the objective world of institutions. Idealists view the modern state as the reconciling ground of the autonomous person with social institutions which, while promoting the development of individuals, also give expression to their mutual recognition. This project of reconciliation is expressed in a vision of a common good society understood as a community of mutually dependent and mutually self-developing persons. Reciprocity of (...) services between ‘enabling state’ and ‘ethical citizenship’ lies at the heart of the common good society. Forged by a conceptual structure — comprising the state, rights, political obligation, citizenship and freedom — its reconciling force exposed the futility of a discourse of dichotomies which prevailed at the time — individualism-collectivism — and which has continued to raise its barren head in more recent dichotomous controversies, e.g. the communitarians/liberals and republicans/liberals discourses. Bernard Bosanquet has not had a good twentieth century. Though he wrote on virtually the full range of philosophical subjects from logic, epistemology, metaphysics and the philosophy of mind, through political theory and ethics, to aesthetics and the philosophy of religion, attention to his work remains subdued. He has certainly not benefited to anything like the extent of F.H. Bradley, T.H. Green, and R.G. Collingwood from the recent modest revival of interest in late-nineteenth- and early twentieth-century British Idealism.

The British Idealist movement flourished between the 1860s and 1920s and exerted a very significant influence in the USA, India and Canada, most notably on John Dewey and Josiah Royce. The movement also laid the groundwork for the thought of Oakeshott and Collingwood. Its leading figures – particularly Green and Caird – have left a number of complete or near complete manuscripts in various British university archives, many of which remain unpublished. This important collection widens access to this unpublished material (...) by transcribing, editing and then publishing the most significant pieces. The project focuses on the moral, political, and religious writings – the areas of most interest to scholars. This annotated, critical edition opens them up to the academic community. (shrink)

The Politics of German Idealism reconstructs the political philosophies of Kant, Fichte and Hegel against the background of their social-historical context. Christopher Yeomans' guiding thought is to understand German Idealist political philosophy as political, i.e., as a set of policy options and institutional designs aimed at a broadly but distinctively German set of social problems. 'Political' here refers to use of the state's power to enforce law, and 'social' to the norms and groups which are (...) regulated by that enforcement, but which also antedate or exceed that enforcement. Because the power to enforce law is very much still being actualized by state-building in the period at issue, 'political' refers quite narrowly to a certain kind of practical legal project rather than to a perennial set of problems from the history of philosophy. By way of method, Yeomans claims that to reveal the political nature of German Idealist political philosophy requires understanding German Idealism as both taking place in and conceptualizing its own historical present--this is the sense in which it is not only political, but political philosophy. The most important general feature of the historical present of the German Idealists is the way in which the period from 1770 to 1830 was a transitional period between early and late modernity, a so-called saddle period (Sattelzeit) in which the metaphor is of a Bergsattel or shallow valley between two mountain peaks. The political philosophy of the British idealists in general and of Bernard Bosanquet in particular, has been the subject of much misunderstanding and prejudice. Bosanquet's theory of rights proposes to provide a response to the utilitarianism of Jeremy Bentham and John Stuart Mill and the natural rights-based political philosophy of Herbert. The question addressed in this book then, is whether Bosanquet's (...) theory is a plausible alternative to these 'individualist' views. This book examines Heidegger's controversial relation to politics as it grows out of his understanding of his predecessors in German Idealism, most notably, Hegel. This way of developing a dialogue between Heidegger and Hegel on the issue of politics provides an important context for questioning the former's link with National Socialism. Yet the book does not simply condemn Heidegger for his Nazi involvement nor claim that his thinking is free from dangerous political implications. On the contrary, a second (...) level of questioning asks whether Heidegger's philosophy can be appropriated in alternative contexts which permit the affirmation of democratic principles. Thus the book concludes by examining the import which Heidegger's thought has on cultivating such democratic motifs as freedom of speech and civil disobedience. The book is especially of interest to advanced undergraduates, graduate students, and scholars in the areas of German idealism, phenomenology, social and political philosophy, and the history of philosophy. With the outbreak of the First World War in 1914, there emerged two controversies related to the responsibility of philosophical ideas for the rise of German militarism. The first, mainly journalistic, controversy concerned the influence that Nietzsche’s ideas may have had on what British propagandists portrayed as the ruthlessly amoral German foreign policy. This soon gave way to a second controversy, waged primarily among academics, concerning the purportedly vicious political outcomes of German Idealism, from Kant through to Fichte, (...) Schelling, and Hegel. During the autumn of 1914, and at the cusp between the two controversies, Moritz Schlick was to deliver a lecture series on Nietzsche’s life and work at the University of Rostock. Responding to both debates, Schlick penned an introduction in which he sought to defend philosophy against all those who would embroil it in warfare. Schlick offers a series of arguments defending Nietzsche against his accusers. He also argues that, though their contributions to the History of Philosophy often amounted to no more than ‘beautiful nonsense’, the German Idealists’ philosophical views cannot be held responsible for the rise of German nationalism. Finally, Schlick mounts a general defense of the search for truth, both in philosophy and in Wissenschaft, as a type of activity which presupposes peace. Though Schlick’s metaphilosophical views change, as this paper shows, he remains constant both in his favourable appraisal of Nietzsche, as well as his separation between politics on the one hand, and both philosophy and Wissenschaft on the other hand. W. H. Greenleaf has been widely acknowledged as a significant contributor to the gradual development of a more historically sensitive attitude to the study of political thought. J. G. A. Pocock and Quentin Skinner, two of the leading figures in the present methodological debate raging in the history of political thought, while disagreeing with some of Greenleaf’s ideas, pay tribute to his effort to change the character of the discipline. Pocock, for example, suggests that “Greenleaf’s important contribution is (...) that he compels us to regard English political thought in terms of the styles of legitimation and explanation currently available” in the sixteenth and seventeenth centuries. Critics of Pocock and Skinner have maintained that Greenleaf’s historical perspective may prove to be the most fruitful for organizing the study of the history of political thought, and J. G. Gunnell asserts that much of what Skinner says echoes comments that Greenleaf had made as early as 1964. However, when Greenleaf is mentioned in methodological discussions he is given very little consideration. I know of only one article that devotes more than one or two paragraphs to outlining his ideas, and even its characterization proves to be inadequate because the views presented and criticized there draw only upon Greenleaf’s Order, Empiricism and Politics and neglect the subsequent development of his theoretical position. The essence of Lockyer’s criticism of Greenleaf’s articulation of the traditions of order and empiricism is that they “are static and ossified abstractions, and therefore of little use in explaining the development of ideas.” Lockyer suggests that in order to exhibit traditions as having a more fluid and dynamic content, the thoughts of Collingwood and Hegel can usefully be invoked. The irony of the criticism is that Greenleaf, after 1964, drew on a whole range of idealist thinkers, including Collingwood and Hegel, in order to present a view of traditions which captured the diversity of their content, while attempting to exhibit their unity through change. Within the compass of under four hundred pages the author takes on four major thinkers - Rousseau, Kant, Fichte and Hegel - discusses them individually and in relation to each other to show the emergence, development and apogee of the idealist tradition in political philosophy.

This paper argues that political civility is actually an illusionistic ideal and that, as such, realism counsels that we acknowledge both its promise and peril. Political civility is, I will argue, a tension-filled ideal. We have good normative reasons to strive for and encourage more civil political interactions, as they model our acknowledgement of others as equal citizens and facilitate high-quality democratic problem-solving. But we must simultaneously be attuned to civility’s limitations, its possible pernicious side-effects, and its (...) potential for strategic manipulation and oppressive abuse, particularly in contemporary, pluralistic and heterogeneous societies. Power demonism - or the demonic nature of power - is a phenomenon found everywhere one can identify a political power center. Niccolo Machiavelli is the person who revealed clearly for the first time the nature of power demonism. Paradoxically, far from being himself a demonic being-- a description which Goethe ascribed to the meaning of this term - the author of The Prince was just a realistic theoretician of his time. Power demonism is the ability of the politician (...) to create the general conditions to achieve political power from the dark side of the individual. ABSTRACTAlthough the British Idealists did not provide a systematic account of language as a distinct philosophical phenomenon, language is nonetheless a fundamental element of Idealist social and political philosophy. This is seen mostly in the Idealist treatment of the concept of general will, which resulted in a Hegelian theory of community, constituted by shared understandings and a shared account of the common good and common interest. This article contains analysis of the relations between language and socio-political institutions in (...) British Idealist writings. The narrative focuses on Thomas Hill Green and Bernard Bosanquet – two major political thinkers representing the said philosophical tradition. This paper considers the relation between mytho-poetic narrative and practical philosophy in an Idealist/Romantic fragment, usually attributed to Hegel, known as the ‘System-programme’. Like many works of the young Hegel, the text seeks political reform through a reform of religion and suggests that for politics to be truly motivating reason must be embedded in mytho-poetic discourse. This Hegelian ‘reform’ is in the service of a new, sensuous, practical rationality and a motivating political praxis. The paper places these issues (...) in the context of the religious thought of J.J. Rousseau, particularly his religious themes, as presented in The Social Contract . The paper also connects these issues to a political problem identified in recent work by Simon Critchley, the problem of practical or moral motivation. Critchley claims that while citizens of secular, liberal, democratic societies experience the political norms that shape their lives as externally binding, these norms are not internally compelling. Against this he claims that what are motivating are frameworks of belief that call the secular project into question. At least one of Critchley’s solutions to this problem is connected to the sphere of the religious. While accepting the idea that connecting social and political problems to religion can render them motivating, this paper will withhold from endorsing either the solution offered by the young Hegel in the ‘System-programme’ or Critchley’s, and raises doubts also about the Rousseauian response . It argues that these solutions fail to adequately address the problem they face: how to render contemporary political life internally compelling for modern political subjects? (shrink)

In this original and stimulating study, Sandra den Otter examines its roots in Greek and German thinking and locates it among the prevalent methodologies and theories of the period: empiricism and positivism, naturalism, evolution, and utilitarianism. In particular, she sets it in the context of the late nineteenth- and early twentieth-century debate about a science of society and the contemporary preoccupation with `community'.
