The imaginative context in which artificial intelligence is embedded remains a crucial touchstone from which to understand and critique both the histories and prospective futures of an AI-driven world. A recent article from Cave and Dihal sets out a narrative schema of four hopes and four corresponding fears associated with intelligent machines and AI. This article seeks to respond to the work of Cave and Dihal by presenting a gendered reading of this schema of hopes and fears. I offer a (...) brief genealogy of narratives which feature female automata, before turning to examine how gendered technology today—particularly AI assistants like Siri and Alexa—reproduces the historical narratives associated with intelligent machines in new ways. Through a gendered reading of the hopes and fears associated with AI, two key responses arise. First, that the affective reactions to intelligent machines cannot be readily separated where such machines are gendered female. And second, that the gendering of AI technologies today can be understood as an attempt to reconcile the opposing hopes and fears AI produces, and that this reconciliation is based on the association of such technologies with traditional notions of femininity. Critically, a gendered reading enables us to problematize the narratives associated with AI and expose the power asymmetries that lie within, and the technologies which arise out of, such narratives. Artificial intelligence is a general-purpose technology (GPT), term given to technologies that shape an entire era and reorient innovations by reconfiguring the economy’s logic and functioning and bringing in new business models. AI offers unprecedented opportunities and risks. The benefits of AI are extraordinary, as are its potential harms. Potential damage does not have the same degree of problematization, since the intensity and extent of the damage varies according to the domain and the object of application. To address the scale (...) of this challenge, regulation is necessary but not sufficient. Standards, unwritten codes of compliance and arbitration procedures, supervision and auditability, AI governance, international agreements, compliance with current local and global standards and laws. All of this needs to be integrated. Society seems to have no alternative to facing the challenges of at least mitigating the damage already identified and trying to predict future damage in advance. The purpose of this article is to encourage reflection regarding the main initiatives that are available to society to protect its citizens and organizations from the potential harm caused by AI models, vis-à-vis the technology’s own limits to act in ethical and legal compliance. Remarkable advances in cold fusion, known also as LENR, raised the hope for a safer and cheaper nuclear energy. The results, however, cannot be explained from the point of view of current physical understanding of nuclear fusion. This is an obstacle for research investment in this field. The present book suggests a new approach for analysis of the experimental results and practical recommendations based on the models of atomic nuclei derived in the BSM-Supergravitation Unified theory (BSM-SG). This article assesses how autonomy and machine learning impact the existential risk of nuclear war. It situates the problem of cyber security, which proceeds by stealth, within the larger context of nuclear deterrence, which is effective when it functions with transparency and credibility. Cyber vulnerabilities poses new weaknesses to the strategic stability provided by nuclear deterrence. This article offers best practices for the use of computer and information technologies integrated into nuclear weapons systems. In his political philosophy, John Rawls has a normative notion of reasonable behaviour expected of citizens in a pluralist society. We interpret the various strands of this idea and introduce them to the discourse on stakeholder dialogue in order to address two shortcomings in the latter. The first shortcoming is an unnoticed, artificial separation of words from actions which neglects the communicative power of action. Second, in its proposed new role of the firm, the discourse of political CSR appeared to (...) offer a promising synthesis of deliberation and action. However, the discourse has been criticized for its shortcoming in failing to provide a regulatory environment for corporation—stakeholder dialogue. Through our interpretation of Rawls’ notion of reasonableness in citizens, the article makes two important theoretical contributions to the debate on stakeholder dialogue. First, we transfer Rawls’ injunction in insisting that dialogues between business corporations and their weaker stakeholders must be understood as consisting of both verbal exchanges and actions. Second, we propose that the coercive power of government ought to provide a necessary context for stakeholder dialogue, and that by doing so, it can provide a way forward for the discourse of political CSR. We illustrate the usefulness of this contribution from Rawls in an analysis of BP’s behaviour towards thousands of victims following the Deepwater Horizon blowout in 2010. (shrink)

Basic proteins and nucleic acids are assembled into complexes in a reaction that must be facilitated by nuclear chaperones in order to prevent protein aggregation and formation of non‐specific nucleoprotein complexes. The nucleophosmin/nucleoplasmin (NPM) family of chaperones [NPM1 (nucleophosmin), NPM2 (nucleoplasmin) and NPM3] have diverse functions in the cell and are ubiquitously represented throughout the animal kingdom. The importance of this family in cellular processes such as chromatin remodeling, genome stability, ribosome biogenesis, DNA duplication and transcriptional regulation has led (...) to the rapid growth of information available on their structure and function. The present review covers different aspects related to the structure, evolution and function of the NPM family. Emphasis is placed on the long‐term evolutionary mechanisms leading to the functional diversification of the family members, their role as chaperones (particularly as it pertains to their ability to aid in the reprogramming of chromatin), and the importance of NPM2 as an essential component of the amphibian chromatin remodeling machinery during fertilization and early embryonic development. The nuclear engineer emerged as a new form of recognised technical professional between 1940 and the early 1960s as nuclear fission, the chain reaction and their applications were explored. The institutionalization of nuclear engineering—channelled into new national laboratories and corporate design offices during the decade after the war, and hurried into academic venues thereafter—proved unusually dependent on government definition and support. This paper contrasts the distinct histories of the new discipline in the USA and UK (and, more (...) briefly, Canada). In the segregated and influential environments of institutional laboratories and factories, historical actors such as physicist Walter Zinn in the USA and industrial chemist Christopher Hinton in the UK proved influential in shaping the roles and perceptions of nuclear specialists. More broadly, I argue that the State-managed implantation of the new subject within further and higher education curricula was shaped strongly by distinct political and economic contexts in which secrecy, postwar prestige and differing industrial cultures were decisive factors. Diabetes mellitus (DM) is a colossal burden in global health, its prevalence increases steadily throughout the world. This systematic review explores the pathophysiology and epidemiology of diabetes, which describes the interactions that implicate that is the result of the play between genetic, environmental, and lifestyle factors in the development and progression of the disease. The review also describes a plethora of pharmacological treatments available to manage diabetes, with the oral agent, insulin regimens, and new approaches to therapy. Integrating the (...) wisdom of the best clinical guidelines, those are from American diabetes association (ADA), European association for the study of diabetes (EASD), and International Diabetes Federation (IDF). Since these reviews are consistent with normative standards for evidence-based recommendations of optimal care of diabetes. The review goes further to cover technological advances in the management of diabetes. They include Continuous Glucose Monitoring, advanced insulin delivery systems, and Artificial Pancreas Systems. Such technologies hold more promising routes to better glucose control and patient quality of life. All this comes along with challenges that their deployment and maintenance that run through economic, adherence issues, and unequal access to healthcare. The future research and innovation in the battle against DM will include the application of personalized medicine and the development of advanced digital health solutions. This article will become a treasure for health professionals, researchers, and policymakers who have dedicated themselves to battling the adversities of diabetes mellitus. (shrink)

Following with the discovery of the electron by J. J. Thomson at the end of the nineteenth century a steady elucidation of the structure of the atom occurred over the next 40 years culminating in the discovery of nuclear fission in 1938–1939. The significant steps after the electron discovery were: discovery of the nuclear atom by Rutherford (Philos Mag 6th Ser 21:669–688, 1911 ), the transformation of elements by Rutherford (Philos Mag 37:578–587, 1919 ), discovery of artificial radioactivity (...) by Joliot-Curie and Joliot-Curie (Comptes Rendus Acad Sci Paris 198:254–256, 1934 ), and the discovery of the neutron by Chadwick (Nature 129:312, 1932a , Proc R Soc Ser A 136:692–708, 1932b ; Proc R Soc Lond Ser A 136:744–748, 1932c ). The neutron furnished scientists with a particle able to penetrate atomic nuclei without expenditure of large amounts of energy. From 1934 until 1938–1939 investigations of the reaction between a neutron and uranium were carried out by E. Fermi in Rome, O. Hahn, L. Meitner and F. Strassmann in Berlin and I. Curie and P. Savitch in Paris. Results were interpreted as the formation of transuranic elements. After sorting out complex radio-chemistry and radio-physics O. Hahn and F. Strassmann came to the conclusion, beyond their belief, that the uranium nucleus split into smaller fragments, that is nuclear fission. This was soon followed in 1939 by its theoretical interpretation by L. Mietner and O. Frisch. (shrink)

This article argues that an artificial superintelligence (ASI) emerging in a world where war is still normalised constitutes a catastrophic existential risk, either because the ASI might be employed by a nation–state to war for global domination, i.e., ASI-enabled warfare, or because the ASI wars on behalf of itself to establish global domination, i.e., ASI-directed warfare. Presently, few states declare war or even war on each other, in part due to the 1945 UN Charter, which states Member States should “refrain (...) in their international relations from the threat or use of force”, while allowing for UN Security Council-endorsed military measures and self-defense. As UN Member States no longer declare war on each other, instead, only ‘international armed conflicts’ occur. However, costly interstate conflicts, both hot and cold and tantamount to wars, still take place. Further, a New Cold War between AI superpowers looms. An ASI-directed/enabled future conflict could trigger total war, including nuclear conflict, and is therefore high risk. Via conforming instrumentalism, an international relations theory, we advocate risk reduction by optimising peace through a Universal Global Peace Treaty (UGPT), contributing towards the ending of existing wars and prevention of future wars, as well as a Cyberweapons and Artificial Intelligence Convention. This strategy could influence state actors, including those developing ASIs, or an agential ASI, particularly if it values conforming instrumentalism and peace. (shrink)

Working with Derrida's 1984 essay “No Apocalypse, Not Now” together with Thomas Pynchon's novel Gravity's Rainbow, Gilles Châtelet's smiling diagrams and Ahmed Farag Ali's 2014 paper “Black Hole Remnant from Gravity's Rainbow,” new speeds of epochal nuclear textuality are noted: the modus of the ext, the geocidal epistemology and (...) obliterating letteration of extinction, the aesthetic ideology of what constantly detains extinction in the sociality of death. If there is no apocalypse now, perhaps there is the fable of extinction. All tropes of death implode and melt here, including the so-called imminence of artificial intelligence, the Plastikbombe and cosmic différance. A number of mathemes take note. In lieu of an abstract, here is a brief excerpt of the content:Nuclear Power after Fukushima 2011:Buddhist and Promethean PerspectivesGraham ParkesDuring 2010 many environmentalists previously opposed to nuclear power were deciding, in the face of anthropogenic climate change from burning fossil fuels, that the only way to prevent runaway global warming would be to build more nuclear power plants after all.1 There are risks involved—though fewer than with carbon-based sources of energy.2 When one compares the detrimental effects (...) of nuclear power with those of burning fossil fuel, it is clear that the human injury and death toll (not to mention environmental devastation) resulting from the former have been nothing compared to the damage caused by the extraction and consumption of fossil fuels, owing to mining accidents, oil spills, and so forth—not to mention the massive carbon dioxide emissions.On the other hand, the problem of how and where to store the growing amount of radioactive waste from nuclear power plants, which remains deadly for many thousands of years, has yet to be solved. Costly security measures have to be taken to guard against terrorist attacks and theft of materials usable for nuclear devices. While Chernobyl was a more widely destructive event than Fukushima, releasing a much greater amount of radioactivity, its effects on human health continue to generate disagreement. By 2006 another nineteen ARS survivors died, although their deaths were not directly attributable to the effects of ionizing radiation. New technologies with military applications may demand new modes of governance. In this article, we develop a taxonomy of technology governance forms, outline their strengths, and red-team their weaknesses. In particular, we consider the challenges and opportunities posed by advancing artificial intelligence, which is likely to have substantial dual-use properties. We conclude that subnational governance, though prevalent and mitigating some risks, is insufficient when the individual rewards from societally harmful actions outweigh normative sanctions, as is likely to be the case (...) with AI. Nationally enforced standards are promising ways to govern AI deployment, but they are less viable in the “race-to-the-bottom” environments that are becoming common. When it comes to powerful technologies with military implications, there is only one multilateral option with a strong historical precedent: a non-proliferation plus norms-of-use regime, which we call NPT+. We believe that a non-proliferation regime may, therefore, be the necessary foundation for AI governance. However, AI may exhibit characteristics that would make a non-proliferation regime less effective than it has proven for nuclear weapons. As an alternative, verification-backed restrictions on AI development and use would address more risks, but they face challenges in the case of advanced AI, and we show how these challenges may not have technical solutions. Perhaps more importantly, we show that there is no clear example of major powers restricting the development of a powerful military technology when that technology lacks a ready substitute. We, therefore, turn to a final alternative, International Monopoly, which was the preferred solution of many scholars and policymakers in the early nuclear era. It should be considered again for governing AI: a monopoly would require less-invasive monitoring, though at the possible cost of eroding national sovereignty. Ultimately, we conclude that it is too soon to tell whether a non-proliferation regime, a verification-based regime, or an International Monopoly is most feasible for governing AI. Nonetheless, a variety of policies would yield a high return across all three scenarios, and we conclude by identifying some of these steps that could be taken today. (shrink)

The article explores a set of issues determining the synergetics of artificial cognitive systems: conditions for the realization of non-equilibrium stability of systems, synthesis options of artificial cognitive system, as well as mechanisms of self-organization of consciousness formed on its basis. Artificial cognitive systems are proposed to include not only artificial intelligence systems imitating human thinking, but any multilevel systems that perform the functions of recognizing and remembering information, decision-making, storage, explanation, understanding and production of new knowledge. The defining property (...) of a cognitive system is the ability to make decisions. It is shown that the content of the cognitive system is consciousness, interpreted within the framework of the information concept as an information environment in which the extended model of reality is realized. Consciousness can be qualified as an open dynamic system. The state of such systems is determined by the processes occurring in them (thought processes – in the case of consciousness). For such systems, called "living", there is a realization of mechanisms of stable disequilibrium. The implementation of an artificial cognitive system is technically carried out on the basis of an artificial neural network, and organizationally – according to the actor or reactor model. Self-organization processes determining the synergetics of consciousness are a special case of the extreme principle, which is a consequence of the law of excessive reaction of supersystems, regulating the existence of dissipative systems at the expense of supersystem resources. The initiation of self-organization of consciousness is carried out by the process of thinking, which, due to the non-equilibrium stability of consciousness, does not stop. Thus thinking can be interpreted as a process of varying system parameters in search of suitable ones for extended modeling of reality. (shrink)

The reader will be familiarized with some inconspicuous additions to the theory of relativity and quantum theory, which concern the energy density in cosmic and sub-nuclear domains. These are seemingly technical details, but they make the extreme vividness of light and its speed understandable. We will also ask anew some questions that concern that apparently objective world, whose objectivity is not just a matter of self-evidence but is constantly being reconstituted in intelligent awareness. Thus, the vibrancy of the presence (...) of the world emerges as a most suitable basis for physical knowledge. Finally, we will discuss the sociological conditions, which, especially in the light of the increasing global epidemics, point to an impending disintegration, even to a collapse of civil society. While new strands of human, artificial and hybrid life forms are emerging, new aviation and nuclear time travel appear in a new light. Time as we knew it is gone forever. We experience both a time-out of time and time out of time. Only the happiest of us will keep our original shape and make our way across the galaxy. (shrink)

It was a novel, among other things, which originated the atomic bomb. H. G. Wells dedicated The World Set Free, published in 1913, to Frederick Soddy, a pioneer in the exploration of radioactivity. Using Soddy’s research as a base, Wells predicted the advent of artificial radioactivity in 1933, the year in which it actually took place; and he foresaw its use for what he named the “atomic bomb.” In Wells’ novel these bombs are used in a world war that erupts (...) in mid-century and is so catastrophic that a world government is formed, initiating a new age powered by the peaceful use of the atom. The physicist Leo Szilard, a long-time admirer of Wells, read this novel in 1932, the year before he first intuited the possibility of a nuclear chain reaction. The novel seems to have become part of his own mental chain reaction. One that took place at an almost unconscious level during the spring that Szilard spent at the Strand Palace Hotel in London, by his own admission doing nothing. He would only monopolize the bath from around nine to twelve in the morning, since “there is no place as good to think as a bathtub.”1 The theories that resulted from this prolonged immersion were introduced by references to Wells; and Szilard, having realized the atomic bomb, spent the rest of his life trying to realize the world government which, in the Wells novel, was its consequence.Literature, which was part of the genesis of nuclear weaponry, continues to be an inextricable aspect of its nature. For Derrida, in fact, we are facinga phenomenon whose essential feature is that of being fabulously textual, through and through. Nuclear weaponry depends, more than any weaponry in the past, it seems, upon structures of information and communication, structures of language, including non-vocalizable language, structures of codes and graphic decoding. But the phenomenon if fabulously textual also to the extent that, at the moment, a nuclear war has not taken place: one can only talk and write about it.2The linguistic nature of the arms race, of peace talks and negotiations, has been thoroughly analyzed. Likewise there is a growing number of books on the nature of nuclear war. But there is also a growing body of novels, poems, and plays making up a literature of nuclear holocaust. As the example of Wells’ novel shows, this is not altogether unprecedented; nuclear literature predates Hiroshima. But the subject of nuclear war has, up till now, mainly served the purposes of science fiction; only rarely—as in the cases of A Canticle for Leibowitz and On the Beach—have science fiction authors risen above the lowest common denominator of that genre. In the 1980s, every year sees the publication of works which demand serious attention both as literature and as fictive strategies for comprehending a subject that is commonly called “unthinkable.” Russell Hoban’s Riddley Walker, Bernard Malamud’s God’s Grace, Maggie Gee’s The Burning Book, Tim O’Brien’s Nuclear Age—these works explicitly preoccupied with nuclear holocaust may be supplemented by other works of the eighties with a persistent apocalyptic undertone, works such as Doris Lessing’s Canopus in Argos series, Umberto Eco’s Name of the Rose, and Mario Vargas Llosa’s War of the End of the World. And these are only the literary manifestations of a widespread movement in all the arts aimed at expressing the dominant condition of our time.3 1. The inquiry into the moral status of artificial intelligence (AI) is leading to prolific theoretical discussions. A new entity that does not share the material substrate of human beings begins to show signs of a number of properties that are nuclear to the understanding of moral agency. It makes us wonder whether the properties we associate with moral status need to be revised or whether the new artificial entities deserve to enter within the circle of moral consideration. This raises (...) the foreboding that we are at the gates of an anthropological crisis: the properties bound to moral agency have been exclusively possessed in the past by human beings and have shaped the very definition of being human. In this article, I will argue that AI does not lead us to an anthropological crisis and that, if we adhere to the history and philosophy of technology, we will notice that the debate on the moral status of AI uncritically starts from an anthropology of properties and loses sight of the relational dimension of technology. First, I will articulate three criteria for analyzing different anthropological views in philosophy of technology. Second, I will propose six anthropological models: traditional, industrial, phenomenological, postphenomenological, symmetrical, and cyborg. Third, I will show how the emergence of AI breaks with the dynamics of increased relationality in the history and philosophy of technology. I will argue that this aspect is central to debates about the moral status of AI, since it sheds light on an aspect of moral consideration that has been obscured. Finally, I will reject entirely relational approaches to moral status and propose two hybrid possibilities for rethinking it. (shrink)

Travelling waves crossing the nervous networks at mesoscopic/macroscopic scales have been correlated with different brain functions, from long-term memory to visual stimuli. Here we investigate a feasible relationship between wave generation/propagation in recurrent nervous networks and a physical/chemical model, namely the Belousov–Zhabotinsky reaction. Since BZ’s nonlinear, chaotic chemical process generates concentric/intersecting waves that closely resemble the diffusive nonlinear/chaotic oscillatory patterns crossing the nervous tissue, we aimed to investigate whether wave propagation of brain oscillations could be described in terms of BZ (...) features. We compared experimentally detected oscillations during the spontaneous activity of the brain with BZ-like concentric waves simulated by a recently introduced artificial network. The observed overlap and agreement between simulated and measured oscillatory patterns suggests that changes in cortical areas’ neural activity might be described in terms of a recognizable diffusion pattern. The rapid and dynamic nature of digital transformation challenges companies that wish to develop and deploy novel digital technologies. Like other actors faced with this transformation, companies need to find robust ways to ethically guide their innovations and business decisions. Digital ethics has recently featured in a plethora of both practical corporate guidelines and compilations of high-level principles, but there remains a gap concerning the development of sound ethical guidance in specific business contexts. As a multinational science and technology (...) company faced with a broad range of digital ventures and associated ethical challenges, Merck KGaA has laid the foundations for bridging this gap by developing a Code of Digital Ethics (CoDE) tailored for this context. Following a comprehensive analysis of existing digital ethics guidelines, we used a reconstructive social research approach to identify 20 relevant principles and derive a code designed as a multi-purpose tool. Versatility was prioritised by defining non-prescriptive guidelines that are open to different perspectives and thus well-suited for operationalisation for varied business purposes. We also chose a clear nested structure that highlights the relationships between five core and fifteen subsidiary principles as well as the different levels of reference—data and algorithmic systems—to which they apply. The CoDE will serve Merck KGaA and its new Digital Ethics Advisory Panel to guide ethical reflection, evaluation and decision-making across the full spectrum of digital developments encountered and undertaken by the company whilst also offering an opportunity to increase transparency for external partners, and thus trust. The subject of Time has a wide intellectual appeal across different dis ciplines. This has shown in the variety of reactions received from readers of the first edition of the present Book. Many have reacted to issues raised in its philosophical discussions, while some have even solved a number of the open technical questions raised in the logical elaboration of the latter. These results will be recorded below, at a more convenient place. In the seven years after the first (...) publication, there have been some noticeable newer developments in the logical study of Time and temporal expressions. As far as Temporal Logic proper is concerned, it seems fair to say that these amount to an increase in coverage and sophistication, rather than further break-through innovation. In fact, perhaps the most significant sources of new activity have been the applied areas of Linguistics and Computer Science (including Artificial Intelligence), where many intriguing new ideas have appeared presenting further challenges to temporal logic. Now, since this Book has a rather tight composition, it would have been difficult to interpolate this new material without endangering intelligibility. (shrink)

Perhaps, the most mysterious phenomenon in the world is man, and among his qualities it is the mind. Whether created “from the dust of the earth” or brought from distant cosmic depths, formed as a result of the evolution of nature or some other yet to be recognized miracle, man has conquered nature, created a univer­sally artificial world, a «second nature» – culture, and has now become not only the master of the Planet but is also looking more and more (...) pragmatically into the Cosmos. The first attempts to master it (as well as the entire previous path of conquering nature) suggest that man possesses some incredibly secret power that allows him to rise and dominate the world. This power is the power of the mind – science, education and culture. It united all other human qualities into a single energy complex, concentrated them in the ability to work, thanks to which it mastered nature, and directed man into a civilized path. Philosophers studied both the historical sources of the origin of the mind, as well as the patterns of its development and the prospects for further application in society and the world. The mind finds various, sometimes unexpected ways for its embodiment – not only in science, philosophy, education, but also in folk traditions, in the prophecies of mystics and maxims of sages. At the same time, the loss of reason can take vari­ous forms – from “mind loss” to the loss of human values at work to the madness of war. The departure from “reason” creates civilizational conflicts, which mostly end in war. The current one is the deepest and most threatening. It is exacerbated by the ruscists’ threat to use nuclear weapons. To put an end to ruscism, to eradi­cate violence, to ensure the Ukrainian victory and to establish guaranteed peace and cooperation between nations – this is the «wisdom» of the mind, its inex­haustible energy, which guarantees new prospects for the civilizational progress of mankind. The widespread and elaborate use of new financial instruments among corporate entities and financial institutions requires justification. It faces the charge of increasing both the level and complexity of risk in the financial system under the pretext of reducing it. It is a prodigious user of management resources and IT. It obscures the integrity of the nature of the non-financial user.It is not mere academic argument to question the ethics of certain instruments. Both in the US and the UK certain (...) forms of financial instrument are deemed too risky to be used by all and sundry. Other forms of instrument may be banned outright, even though many financial professionals will be perfectly capable of measuring the risk involved. The force of this attack is recognized in the financial industry. One defence frequently put forward is similar to that of the National Rifle Association in the US about guns. It is the users, not the product, that are the problem. “One misconception is that derivatives are risky instruments that are used for speculation. It is more accurate to say that derivatives are instruments that can be used to alter risk profiles”. The mere fact of an instrument existing is no reason to use it. The biggest advocates of exotic options are bankers. Practising Treasurers spend much time seeking to distinguish between the fascinating idea which the bank’s rocket scientist wants to try, and the derivative that will genuinely benefit the company. The fact that many of these instruments are harmful or spurious does not mean they should be banned, but neither does the absence of a ban make them ethical.The ethical question to ask for the non-financial corporation has to do with the proper balance of courage and prudence. Will this instrument enable the company to carry out its proper task with more focus and self-awareness, or is it an attempt to neutralize the proper risks that we are paid to take? For financial corporations the inevitable presence of derivatives poses two issues. First, are they intrinsically valuable or simply so complicated that no client could use them and monitor the new exposures involved? Secondly, will the active management of our positions created by this activity result in a change in the nature of our business, and if so, has this been clearly communicated to the world around?On reading this again I am once more struck by a remark made to me by a clergyman long before I was ordained. “What is an ethical Treasurer?” One of the major challenges in the field of financial ethics is the development of an adequate, and clearly communicated, measure of the intrinsic ethics of finance.This paper is not arguing that derivatives are wrong, but that they are powerful, and power needs monitoring and controlling. The events of October 1987 are often referred to as the meltdown of the markets. My clear memory is of the whole executive board of directors standing in my office gazing in awe at a Topic Screen as waves of red chased across the screen. The use of nuclear metaphors was apt. This article examines the role of the Spanish Atomic Forum as the representative of the nuclear sector in the public arena during the golden years of the nuclear power industry from the 1960s to 1970s. It focuses on the public image concerns of the Spanish nuclear lobby and the subsequent information campaigns launched during the late 1970s to counteract demonstrations by the growing and heterogeneous anti-nuclear movement. The role of advocacy of nuclear energy by the (...) Atomic Forum was similar to that in other countries, but the situation in Spain had some distinguishing features. Anti-nuclear protest in Spain peaked in 1978 paralleling the debates of a new National Energy Plan in Congress, whose first draft had envisaged a massive nuclearization of the country. We show how the approval of the Plan in July 1979, with a significant reduction in the nuclear energy component, was influenced by the anti-nuclear protest movements in Spain. Despite the efforts of the Spanish Atomic Forum to counter its message, the anti-nuclear movement was strengthened by reactions to the Three Mile Island accident in March 1979. (shrink)

ArgumentThis article describes the efforts of one fifty-year-old nuclear physics research center to stay relevant as the boundaries of nuclear physics have expanded and distributed collaborations have become increasingly common. In adapting to these shifts, SENSE, a university-based institute in the United States, has seen notable changes in power relations, forms of legitimation, and social structures. This article recognizes and investigates these changes through an interpretative investigation of four common media objects incorporated into research practice at the institute: (...) collaboration wikis, telephones, computer simulations, and government reports. In doing so, this article adopts an approach from media studies through which hard-to-see changes in social and cultural life can be investigated by observing media objects in research practice. Increasing interest has been paid to applications of fluorescence measurements to analyze physiological mechanisms in living cells. However, few studies have taken advantage of DNA quantification by fluorometry for dynamic assessment of chromatin organization as well as cell motion during the cell cycle. This approach involves both optimal conditions for DNA staining and cell tracking methods. In this context, this report describes a stoichiometric method for nuclear DNA specific staining, using the bisbenzimidazole dye Hoechst 33342 associated with verapamil, a (...) calcium membrane channel blocker. This method makes it possible to correlate variations of nuclear DNA content with cell motion in cells that are maintained alive. Motion measurement is the second goal of this paper and it explains the snake-spline method, and the associated cell following method. (shrink)

In the 1940s and 1950s, nuclear magnetic resonance , one of the most important analytical techniques in chemistry, grew to maturity in the intermediate research field of chemical physics. Chemists and physicists adapted the new technology to the experimental culture of molecular spectroscopy which was based on a pragmatic experimental style. In molecular spectroscopy, the purpose of experiments was the establishment of methods that suited both the physicists' quest for precision and theoretical model building and the chemists' longing for (...) empirical data and understanding of structural formulae and reaction courses. In this process, an experimental style emerged that can be characterized as reliance on self‐built instrumentation, theoretical foundation in quantum mechanics, and proof of utility in the solution of structural and dynamical questions. The ArgumentEinstein's mass-energy relationship was not confirmed experimentally until 1933 when Bainbridge showed that the Cockcroft-Walton experiment afforded a test of it. Earlier, however, it had been used constantly in the analysis of nuclear reactions, as can be seen in those involved in the determination of the mass of the neutron. Chadwick in 1932 was convinced that the neutron mass was about 1.0067 amu (atomic mass units), indicating that the neutron was a proton-electron compound, since that figure was (...) less than the sum of the proton and electron masses. Chadwick's value was challenged in 1933 by Lawrence, who proposed a much lower value of 1.0006 amu, and by Curie and Joliot, who proposed a much higher value of 1.011 amu.Much controversy ensued; eventually, Chadwick and Goldhaber showed in 1934 that the neutron mass was about 1.0080 amu, greater than the sum of the proton and electron masses, proving that the neutron was a new elementary particle (which could decay spontaneously), and providing conclusive experimental support for excluding electrons from the nucleus. These results remained unchanged with further refinements in the last decimal place, the entire pursuit of which provided still further vindication of Einstein's massenergy relationship. (shrink)

Chapter 1 supplies an up-to-date survey of available reproductive technologies. Chapter 2 summarizes the Catholic tradition on sexual morality. Chapter 3 an· alyzes the Instructions, and 4 compares this to the regulations of the American Department of Health, Education, and Welfare (1979), the American College of Obstetricians and Gynecologists (1983), the American Fertility Society (1986), the British Medical Resarch Council (1982), the British Medical Association (1982) the Warmock Report (1984), the Australian National Health and Medical Research Council (1982) and the Victoria Government Committee (1982, 1983, 1984). Chapter 5 reports American reactions including those of Cardinal Bernadin and Archbishop Daniel E. Pilarczyk, theologians Richard A. McCormick, S.J. and James T. Burtchaell, C.S.C., and the columnist Charles Krauthammer. In Chapter 6 the authors draw their own conclusion. They think the Instruction has performed a service in calling attention to the need to set reasonable limits on the use of reproductive technologies, but they believe " The Vatican's call for legal prohibition of all reproduction technologies that eliminate sexual intercourse extends further than is morally necessary" (p. 138). They show, correctly, Humanae Vitae's principle of the inseparability of the unitive and procreative meaning of the marital act is the guiding principle by which the Instruction limits technological reproduction, but they reject this principle and propose in its stead that it is " the committed love relationship of the couple in its totality that gives the moral texture both to their sexuality and to their subsequent role as parents ", since " it is from the wholeness of the relationship that their specific physical acts of sex and 154 BOOK REVIEWS conception take their moral purpose. " Hence they would only exclude technologies that use gametes from donors other than the married couple. They omit discussion of another important principle proposed by the Instruction, namely the right of the child to be born of legitimate parents in a normal manner. They themselves seem to admit that the principle they propose to limit permissable techniques is not very helpful since after excluding donor methods they add, " although the authors recognize that further discussion may be necessary to clarify this point" (p. 138). In fact, couples consenting to insemination of the woman with a donor's sperm or contracting with a surrogate mother can easily justify their action as contributing to the wholeness of their loving relationship. Theologians who use this principle without further specification are logically forced to accept homosexual marriages and the artificial production of children for such marriages. This book simply ignores such obvious objections to their proposal. Indeed it does not seriously address in any detail the problem which the Instruction faces frankly and honestly, namely, what kind of reproductive acts are consistent with the totality of a committed loving relationship. Certainly, as the authors admit, some kinds of acts are not consistent with such a relationship, but they do not show critically how the principle they want to substitute for that of the Instruction can determine which reproductive technologies are not morally acceptable. The Instruction, on the contrary, took the necessary responsibility of proposing such a specification, by defining the structure of the marital act which is essential to this relationship. This does not mean that it defines it merely in its physical character, but in its specifying moral intention (its moral object) as an act which keps intact the intrinsic relation between the expression of love and the transmission of life. Human civilisation faces a range of existential risks, including nuclear war, runaway climate change and superintelligent artificial intelligence run amok. As we show here with calculations for the New Zealand setting, large numbers of currently living and, especially, future people are potentially threatened by existential risks. A just process for resource allocation demands that we consider future generations but also account for solidarity with the present. Across the globe, radical conservative political forces and ideas are influencing and even transforming the landscape of international politics. Yet IR is remarkably ill-equipped to understand and engage these new challenges. Unlike political theory or domestic political analyses, conservatism has no distinctive place in the fields’ defining alternatives of realism, liberalism, Marxism, and constructivism. This paper seeks to provide a point of entry for such engagement by bringing together what may seem the most unlikely of partners: critical theory and the (...) New Right. Important parts of today’s New Right represent self-conscious appropriations of Critical themes and thinkers—turning them to self-declared “reactionary” ends. Developing outside the confines of the academy, these forms of thought have woven insights from across Critical theory into new and mobilizing forms of conservative ideology, seeking to link that ideology to social forces that play increasingly active roles in global politics. Our intention here is not to somehow blame Critical perspectives for the ideas of the New Right, either directly or by association. Rather, we seek to show how an engagement with Critical theory helps us understand the New Right, while also demonstrating some of the direct challenges the New Right poses for critical perspectives. Transport through the nuclear pore complex (NPC), a keystone of the eukaryotic building plan, is known to involve a large channel and an abundance of phenylalanine–glycine (FG) protein domains serving as binding sites for soluble nuclear transport receptors and their cargo complexes. However, the conformation of the FG domains in vivo, their arrangement in relation to the transport channel and their function(s) in transport are still vividly debated. Here, we revisit a number of representative transport models—specifically Brownian affinity (...) gating, selective phase gating, reversible FG domain collapse, and reduction of dimensionality (ROD)—in the light of new data obtained by optical single transporter recording, optical superresolution microscopy, artificial nanopores, and many other techniques. The analysis suggests that a properly adapted, simplified version of the ROD model accounts well for the available data. This has implications for nucleocytoplasmic transport in general. (shrink)

The article examines the impact of contemporary intellectual technologies on human subjectivity through the lens of 20th-century philosophical reflection. It explores the transformation of the relationship between humans and technology in a context where technological systems transcend the traditional understanding of technology as merely an extension of human capabilities. Drawing on the conceptual framework of the philosophy of technology (M. Heidegger, J. Ortega y Gasset, J. Ellul, H. Marcuse), the author identifies three key aspects of this transformation. First, the article (...) considers the process by which various facets of human activity – cognitive processes, emotional reactions, social relationships, and creativity – are transformed into “standing-reserve” (Bestand) for technological systems. Second, it analyzes the phenomenon of the erosion of practices that reproduce and develop human experience, as evidenced by the standardization of cognitive processes, the emergence of intellectual dependency, and cultural homogenization. Third, it investigates the problem of technological determinism, which, in the context of intellectual technologies, takes on the character of not merely an external constraint but an active construction of human subjectivity, agency. Special attention is given to the mechanisms through which intellectual technologies transform processes of identity formation, decision-making, and social interaction. Furthermore, the article considers the intersubjective interaction between humans and intellectual technology, emphasizing that an imbalance in this relationship may lead to the erosion of human subjectivity. In closing, the article advocates for the development of new approaches to the legal regulation of intellectual technologies to preserve the balance between technological advancement and the maintenance of human autonomy. The author concludes that the relationship between humans and intellectual technologies has become a central issue in contemporary philosophical anthropology: preserving human subjectivity in the era of artificial intelligence will require a critical rethinking and partial transformation of traditional conceptions of human nature, values, and the normative foundations of human activity. Generative Artificial Intelligence (AI) tools produce hallucinations exposing developers and users to a myriad of liabilities in courts. Given the absence of strict laws and regulations structuring how Generative AI content interact with potential allegations of defamation, libel, and slander, judges and attorneys are left with the semiotics of the fragmented articles and rules in each system attempting to settle such cases. The endless interpretations of written and non-verbal signs in the law across the world constitutes a new realm for (...) legal semiotics in the area of Generative AI and defamation. The present analysis examines existing civil liability articles in the Jordanian code to shed light on the litigation and defenses afforded in the defamation realm with respect to Generative AI content. The key finding is that like other countries, civil codes in Jordan are outdated concerning Generative AI content opening a plethora of liability scenarios in libel or slander cases. More importantly, the exercise of semiotic interpretation generates several defenses salvaging users and developers under strict sets of conditions. In sum, new amendments and updated legislative frameworks are needed to protect the healthy development of Generative AI while preserving citizens from damaging defamation, libel, and slander. The double membrane of the nuclear envelope is a formidable barrier separating the nucleus and cytoplasm of eukaryotic cells. However, movement of specific macromolecules across the nuclear envelope is critical for embryonic development, cell growth and differentiation. Transfer of molecules between the nucleus and cytoplasm occurs through the aqueous channel formed by the nuclear pore complex (NPC)Abbreviations: NPC, nuclear pore complex; GlcNac, N‐acetylglucosamine; WGA, wheat germ agglutinin. Although small molecules may simply diffuse across the NPC, transport (...) of large proteins and RNA requires specific transport signals and is energy dependent. A family of pore glycoproteins modified by O‐linked N‐acetylglucosamine moieties are essential for transport through the NPC. Recent evidence suggests that the regulation of nuclear transport may also involve the inteaction of RNA and nuclear proteins with specific binding proteins that recognize these transport signals. Are these nuclear pore glycoproteins and signal binding proteins the ‘gatekeepers’ that control access to the genetic material? This essay introduces this special issue on virtue ethics in relation to military AI. It describes the current situation of military AI ethics as following that of AI ethics in general, caught between consequentialism and deontology. Virtue ethics serves as an alternative that can address some of the weaknesses of these dominant forms of ethics. The essay describes how the articles in the issue exemplify the value of virtue-related approaches for these questions, before ending with thoughts for further research.

After the U.S. dropped atomic bombs on Hiroshima and Nagasaki in Japan in 1945, both nations experienced a profound need for a new and encompassing story of what it meant to be Japanese, and to be American, in the permanent nuclear age. This article is a thought experiment to juxtapose the writings and personas of two people who helped their respective societies answer those needs and questions during the early Cold War: Takashi Nagai—medical radiologist, and survivor of the American (...) atomic bombing of Nagasaki, and Albert Wohlstetter—leading American civilian nuclear strategist for the RAND Corporation in the 1950s. Using a combination of mythopeic analysis, biography and illuminative juxtaposition, the study discovers surprising similarities and analogies between the two cases. They each enact and propose interesting variations of sacrificial causalities—claims that human nuclear sacrifices past or promised can bring peace by deterrence now or peace by abolition soon enough. This paper examines the reactions to the British labour unrest of 1910?1914 among the writers associated with two Edwardian periodicals, the Catholic Distributivist New Witness, and the advanced socialist New Age. Both papers were thrown into sympathy with the strikes whether through libertarianism, hatred of capitalism or the glorification of violence and struggle. This prompted theoretical discussions on the future organisation of labour in which liberty and consensus were precariously balanced, and mediated through elitism. Communication programs seek to cultivate students who become professionals not only with expertise in their chosen field, but also ethical awareness. The current study investigates how exposure to ethics instruction and internship experiences may influence communication students’ ethical perceptions, including ideological orientations on idealism and relativism, as well as awareness of contemporary ethical issues related to social media and artificial intelligence (AI). The effects were also assessed on students’ support for general uses of AI for communication practices and adoption of (...) generative AI, specifically ChatGPT. The survey results based on a student sample in Taiwan show that internship experience is more significant than ethics instruction on swaying ethical perceptions and behavioral inclinations of adopting AI applications.
