In today’s world there is diversification of different models of higher education. At the same time, the multiplicity, the diversity of higher education models does not exclude their identity. Internationalization and integration of higher education in a global and international dimension raise a lot of new questions to the theory and practice. Almost every developed country has the rich experience of building the higher education system. The analysis of this experience can aid development and enrichment of the national educational (...) system; it provides an opportunity to avoid repeating the same mistakes and to discover the new approaches to solving some problems in this area. Therefore, based on this, we consider that it is impossible to claim the creation of the strategy of modernization educational and scientific reforms, which affect the educational and scientific institution of the society in the management of scientific and educational space without analysis of the existing models, schools, directions, their classification in contemporary philosophy of education. It concern as well the sphere of the social philosophy of education as the sphere of management of education. The continuity of public education, qualitative management, their intensity can only be achieved under two conditions of the fundamental character. The first one is use of new, theoretically grounded and practically proven management, philosophically developed, accessible and technically supported high technology of social activity, education, training, and learning. The second condition is the perfect acquisition of the methodology of socio-axiological and research activity. The structure must provide the same conditions for equitable selection of civil, educational and scientific-educational actions, excluding coercion and domination. It is noted that the existence of developed civil society among the existing conditions and prerequisites for the successful formation and functioning of educational systems and effective models of multilevel educational management is necessary. Thus, we can conclude that the strategy of the modern world development proposed by the social philosophy of upbringing and education is a key in the field of social administration, philosophy, and pedagogy. This is what we exactly mean by education, science or some of the paradigms of upbringing and education as a dominant one on a certain socio-historical stage. In this book, the authors set forth a new model of globalization that lays claims to supersede existing models, and then use this model to assess the way the processes of globalization have operated in different historic periods in respect to political organization, military globalization, trade, finance, corporate productivity, migration, culture, and the environment. Each of these topics is covered in a chapter which contrasts the contemporary nature of globalization with that of earlier epochs. In mapping the shape (...) and political consequences of globalization, the authors concentrate on six states in advanced capitalist societies (SIACS): the United States, the United Kingdom, Sweden, France, Germany, and Japan. For comparative purposes, other states—particularly those with developing economics—are referred to and discussed where relevant. The book concludes by systematically describing and assessing contemporary globalization, and appraising the implications of globalization for the sovereignty and autonomy of SIACS. It also confronts directly the political fatalism that surrounds much discussion of globalization with a normative agenda that elaborates the possibilities for democratizing and civilizing the unfolding global transformation. The purpose. Critical social philosophy of education strives to provide a radical critique of existing models of education in the so-called Western models of democracy, creating progressive alternative models. In this context, the proposed integrative metatheory, which is based on classical and modern sources, concepts, aims for a comprehensive understanding and reconstruction of the phenomenon of education. One of the main tasks in the sphere of education’s democratization today, therefore, is to bring to education the results of restructuring and democratization (...) of the society, to reflect changes in conditions of life and thinking, experience and transformation of subjectivity in the context of the technological revolution and globalization. Methodology. The critical social theory, which developed in the framework of contemporary neo-Marxism, indicates the need for a thorough analysis of society, however, unlike other theoretical concepts and research programs in order to analyze not a fixation and a statement of the existing social givens. On the contrary, critical analysis of society involves the identification of existing antagonistic, alienating factors that distort public communication.The subject of social analysis is the whole sphere of human and non-human nature, which interacts a person depend on it, the whole system of relations between society and nature, society and man, which is covered by the historical practice of conscious – "praxis". The representative of "pure science" isn't the learning, research subject. He is a public a person, which is the totality of all social definitions included in society and its constituent individuals. For such a "total subject" Object of interest is not something external; on the contrary, the latter appears as a product of his own activity. The scientific novelty examines trends in educational institutions and models of globalizing society in the context of our particular relationship of education and society, man and the state, and processes. The research and systematic analysis of neoliberal reforms at the level of society in general and education in particular are conducted. It examines substantive, structural and functional characteristics of the concept of «critical social philosophy of education» in the context of institutional tendencies of social life, as well as forms and possibilities of its methodological application. It consider a model of «critical social philosophy of education», as embodied in the programs of social development and learning, which are primarily designed to teach people how to lead an independent and original research themselves, society and knowledge systems. However, it is proved that the models and programs should not be cut off from any individual and the collective system of moral and social values, theoretical and applied training, nor from further use of the acquired values, norms and skills in everyday life, science, or in production, sphere of all social institutions. Conclusions. Critical philosophical, educational, pedagogical-psychological surprisingly theory, its models and concepts seek to redefine public and private and the public mind. Based on these grounds, in the future, it allows philosophy of education to develop a more inclusive philosophical vision of education, to apply directly to the problems of democratization and changes in social relations in the direction of equality and social justice in the field of education. The point of view of socio-philosophical and philosophical-еducational, pedagogical-psychological, normative understanding and social critics also requires the use of active efforts in the reconstruuction of education and society, the social vision of what education and human life can be and what their specific limitations in existing societies. At the turn of the Millennium, the issue of education, especially higher education, its role in state formation and impact on the life of society acquired particular relevance and became a subject of research of not only teachers and historians but also economists, political analysts, psychologists, social scientists and, above all, philosophers (which gave rise to a variety of models and trends in the philosophy of education). In the meantime, there is some lack of fundamental integrative studies into comprehensive educational-managerial (...) and socio-historical, socio-economic and state-political experiences of some developed countries in the implementation of these philosophical and educational paradigms, trends, models and reforming/modernization concepts of higher education and science, to be examined with consideration for similar challenges faced by education and science in Ukraine. Nearly every developed country has wide experience in building up a system of higher education. Results of reviewing such experience may contribute to the development and enrichment of the domestic educational system, afford an opportunity to avoid repeating mistakes and offer new approaches to solving a range of problems in this field. Based on the above, we also believe that it is impossible to pretend to develop a strategy for educational and scientific modernization reforms that deal with challenges of educational and scientific institution of society in management of scientific and educational space (which applies to both a social component of the philosophy of education and the field of educational management) without analyzing the existing models, schools, trends and their classification in the modern philosophy of education. Could global government be the answer to global poverty and starvation? Cosmopolitan thinkers challenge the widely held belief that we owe more to our co-citizens than to those in other countries. This book offers a moral argument for world government, claiming that not only do we have strong obligations to people elsewhere, but that accountable integration among nation-states will help ensure that all persons can lead a decent life. Cabrera considers both the views of those political philosophers who (...) say we have much stronger obligations to help our co-citizens than foreigners and those cosmopolitans who say our duties are equally strong to each but resist restructuring. He then outlines his own position, using the European Union as a partial model for the integrated alternative and advocating instituting EU-style supranational government, development aid, and free movement of persons in the Americas and other regions. Over time, Cabrera argues that the transformation of the global system into a cohesive network of democratic institutions would help ensure that anyone born anywhere could lead a decent life. Violence suffered by children is a violation of human rights and a global health problem. Children with disabilities are especially vulnerable to violence in the school environment, which has a negative impact on their well-being and health. Students with disabilities educated in special schools have, in addition, more reduced experiences of interaction that may reduce both their opportunities for learning and for building protective social networks of support. This study analyses the transference of evidence-based actions to prevent violence in (...) schools – the dialogic model of prevention and resolution of conflicts (DMPRC) – in the context of a special school, and its impact on the reduction of violence, the creation of egalitarian relationships, and the prevention of bullying. A case study with a communicative approach was conducted including in-depth interviews and communicative focus groups with the diverse participants to analyze the process of transformation carried out in the school and the main actions that give students a voice in the management and creation of egalitarian non-violent relationships. The results show that the inclusion of the students’ voices in the resolution and prevention of conflicts reduces violence, empowers special education students, strengthens friendship relationships, caring behavior, and active positioning among the community. The positive impact of the transference of the DMPRC to special schools contributes to students’ well-being and healthy development by offering safe and protective educational spaces and quality emotional education, also contributing to the achievement of the Sustainable Development Goals related to the elimination of all forms of violence in childhood. In the current global push to examine the diverse and complex approach in which classroom culture contributes to the shaping of students’ learning cultural identity. Classroom culture plays a fundamental role in constructing students’ learning competencies, perceptions and behaviors. Thus, this study conceptualizes and contextualizes a collective individualism learning model to explicate a specific learning model in classroom culture at Chinese particular context historically and traditionally. The collective individualism model is identified as the individualized learning style (...) of students in Chinese classroom culture characterized by nine symbolic objects, including a textbook, an exercise book, a pen, a blackboard, a screen, a computer, a table, a chair and platform in a Chinese collective class. In addition, two core components of formal collectivism and substantive individualism derived from constructive learning theory, social learning theory, Mezirow’s transformative learning theory and Kolb’s experiential learning theory. The implications for examining the collective individualism model of Chinese classroom culture are likewise linked to innovative talent cultivation and fulfillment of ‘Four Good Teachers’ goal. ABSTRACT Global biodiversity declines are increasingly recognized as profound ecological and social crises. In areas subject to colonialization, these declines have advanced in lockstep with settler colonialism and imposition of centralized resource management by settler states. Many have suggested that resurgent Indigenous-led governance systems could help arrest these trends while advancing effective and socially just approaches to environmental interactions that benefit people and places alike. However, how dominant management and conservation approaches might be decolonized (i.e., how their underlying colonial (...) structure might be addressed, transformed, and replaced) is not always clear. Here, we describe a ‘Decolonial Model of Environmental Management and Conservation’ as an alternative paradigm to dominant approaches of conservation and management. The tenets of the model describe characteristics that might be expected of decolonized management, contrasted with those of dominant state-led approaches such as those embedded in the North American Model of Wildlife Conservation. The model does not prescribe how Indigenous governments or communities ought to govern their own territories, but instead offers insights into how external management and conservation agencies and practitioners might support (or stop impeding) Indigenous-led governance. We illustrate the model with a conservation ‘bright spot’: grizzly bear stewardship in the area now referred to as the Great Bear Rainforest in British Columbia, Canada, with a focus on work led by or in collaboration with, and within the territories of, the Haíɫzaqv, Kitasoo/xai’xais, Nuxalk, and Wuikinuxv First Nations. While acknowledging the important context-specific variability among place-based management and conservation applications, we also discuss the model’s broader applicability. (shrink)

Recent reforms of the Common Agricultural Policy have led to much discussion of the European multifunctional model of agriculture in both policy and academic circles. Accordingly, European agriculture provides numerous social and environmental benefits and as a result should be supported through a system of payments which directly target those benefits. The agri-environmental measures specified under pillar II of the Common Agricultural Policy are supposed to exemplify the multifunctional model of agriculture, and the macro-level debates surrounding the introduction (...) and evolution of these measures have been the subject of much scholarly research. However, very little research has been conducted into how the actors responsible for implementing these measures at the local level react to the macro-level definitions and interpretations of agri-environmental problems and their solution. This article examines the specific case of the Rural Environmental Protection Scheme in Ireland, focusing on how this scheme is viewed by diverse actors (farmers, government officials, and environmentalists) in the environmentally sensitive area known as the Burren, how these views complement or contradict the narrative of multifunctional agriculture promoted at the EU level of governance, and how this narrative is mediated by a national agri-environmental policy community. Results suggest the need to consider how policy narratives and instruments prominent at the macro-global level of governance enter into the life-worlds, cultures, and ecologies of a variety of actors at the national and local levels of governance, and in the process are reinterpreted, resisted, and transformed. Exports are critical for the highly open Ukrainian economy which is characterized by the large trade deficit. Since independence the major consumers of the Ukrainian products have been the CIS and the EU. Conflict with Russia led to the significant decline of the volume of Ukraine’s export commodities. The export analysis, based on the data provided by the State Statistics Service of Ukraine for the period of 2010-2018 allowed to identify the problems and to come up with possible solutions focusing (...) primarily on the role of the Government of Ukraine in strengthening cooperation with the EU. Firstly, it is suggested to take the institutional steps aimed at expanding and deepening the integration towards the common economic space with the EU, especially the common customs space. Secondly, to explore the opportunities of exporting goods to the countries, with which the EU has signed regional trade agreements. The third step is related to the changing role of Ukraine in the global model of the transformation of the world economy and requires the combination of close cooperation with the EU, on the one hand, and the powerful economies, on the other, thereby contributing to the formation of non-confrontational relations between East and West. This review essay engages critically with Heikki Patomäki's The Political Economy of Global Security: War, Future Crises, and Changes in Global Governance. The book is built around the hypothesis that the current ‘era of Neoliberalism’ shares many similarities to the era of the ‘new imperialism’ of the late nineteenth century, ending, catastrophically, in World War I and the Great Depression. Patomäki undertakes this comparison by focusing on the principal long-term historical processes, structures, tendencies and contradictions that may be (...) responsible for the similarities between these two eras. To do so Patomäki constructs an explanatory model of the underlying causal processes and mechanisms involved. The implications are ominous and urgent. The essay uses a close examination of this exemplary case of critical realism in social science to discuss critically its historical explanations, the comparative analysis it makes, and especially the question of agency as theorised in the author's ‘future scenarios’. The problem of violence for social theory is not only a normative question which can be answered in political-ethical terms, but it is also a cognitive question relating to the definition of violence. This cognitive question is one of the main problems with the contemporary discourse of violence and it is this that makes the idea of a cosmopolitan public sphere particularly relevant since it is in public discourse that cognitive models are articulated. The real power of cosmopolitanism lies in (...) communicative power, the problematizing, the reflexive transformation of cultural models and the raising of `voice'. Unless global civil society is based on a cosmopolitan political sphere there is the danger that it will be disembodied and helpless in the face of new forms of violence. (shrink)

Digital technologies have opened up new perspectives in thinking about the future of food and farming. Not only do these new technologies promise to revolutionise our way of meeting global food demand, they do so by boldly claiming that they can reduce their environmental impacts. However, they also have the potential to transform the organisation of agri-food systems more fundamentally. Drawing on assemblage theory, we propose a conceptual model of digitalisation organised around three facets: digitalisation as a project; (...) “everyday digitalisation”; and reflexive digitalisation. These facets reflect different relations between concrete practices and representations, imaginaries, and narratives, while representing different modes of agency: the collective, the distributed, and the individual, which, we argue, highlight contrasting ways for human and non-human actors to engage with digitalisation. With this model anchored in assemblage theory, we offer a tool for critically and comprehensively engaging with the complexity and multiplicity of digitalisation as a sociotechnical process. We then apply our theoretical framework to two ethnographic studies, one explores the growth of digital technologies in Switzerland as a way to govern and monitor national agriculture, the other focuses on Indonesia, where small digital startups have begun to dot the landscape. By identifying the material and semiotic processes occurring in each case, we notice similar issues being raised in terms of how digitalisation is co-constructed in society. (shrink)

Innovative theories and policy proposals originating in the economics profession have diffused globally over the past several decades, but these models and policy programs transform as they spread. Existing models of change based on the concept of “paradigm shifts” capture the transformation of the economics profession at a high level of abstraction, but analysis of more concrete policy changes and associated ideas requires developing theory at a lower level of abstraction. I propose a field theoretic model of change (...) based on the concept of cycles of polarization and settlement. According to this model, settlements are characterized by multiple cross-cutting axes of competition and debate in a professional field. Moments of contention emerge when field entrepreneurs successfully build professional movements, resulting in polarization. However, contention is episodic and followed by the emergence of “centripetal forces” which lead a gradual return to the center. I develop this model by examining the case of monetary economics and policy in Latin America, a critical case for studies of the policy influence of economic ideas and experts. (shrink)

This book examines the institutional development of Chinese sociology from the 1890s to the present. It plots the discipline’s twisting path in the Chinese context, from early Western influences; through the institutionalization of the discipline in the 1930s-40s; its problematic relationship with socialism and interruptions under Marxist orthodoxy and the Cultural Revolution; its revival during the 1980s-90s; to the twin trends of globalization and indigenization in current Chinese sociological scholarship. Chen argues that in spite of the state-building agenda and persistent (...) efforts to indigenize the discipline, the Western model remains pervasively influential, due in large part to the influence of American missionaries, foundations and scholars in the formation and transformation of the Chinese sociological tradition. The history of Chinese sociology is shown to be a contingent process in which globally circulated knowledge, above all the American sociological tradition, has been adapted to the changing contexts of China. This engaging work contributes an important country study to the history of sociology and will appeal to scholars of Chinese history and disciplinary historiography, in addition to social scientists. Significant life events tend to cause transformational change, but most narratives in agriculture focus on how negative life events such as death, bankruptcy, and health problems have created change. International experiences can be positive, significant life events. Transformational tourism has been shown to change travelers’ behavior. Therefore, we propose to examine the perceived outcomes of international experiences by agricultural leadership alums. Unstructured interviews with 36 agricultural leadership alums from IFYE, Nuffield, and LEAD Nebraska with distinctive international experiences were interviewed. The (...) international experiences varied in purpose, time abroad, cultural immersion, structured travel, and independent study. This study answers the following questions: (1) How does international travel for producers lead to transformation? (2) How does international travel support behavior change? Data show the international experiences were impactful and transformative due to two processes that occurred during the international experience. First, agricultural leadership participants experienced disorienting events that forced them to reconsider and reject their current mental models of the agricultural system. Second, experiential learning through visiting farms, meeting producers, and spending time reflecting on what they were experiencing with their peers allowed the participants to rebuild their mental models and be inclusive of the broader agricultural system. During these two processes, the participants’ attitudes, subjective norms, and perceived behavior control of new agricultural practices, sustainable agriculture, and possible options within the agricultural system expanded. Short-term international experiences were an important gateway to further international experiences. Longer-term international experiences that involved independent study, cultural immersion, and global network development supported the adoption of sustainable agriculture through perceived attitudes, social norms, and behavioral control. To support transformational change in the agricultural system, we need as many tools as possible to support practitioners. International experiences provide a tool to support transformational change. Topicality of the research topic. As a result of the COVID-19 pandemic, there is an increase in the instability of the structure of ecosocial systems. Technological innovations have led to a sharp deterioration in natural social ecodynamics. The aim of the research is the conceptual modeling of the proliferation of biopolitics from the social sphere to the field of international relations with the subsequent transformation into a systemic factor of the global evolutionary process. Research methods and results. The (...) model is based on our previously proposed concept of a three-module stable evolutionary strategy of technogenic civilization. In relation to the triple spiral of anthropo-socio-technogenesis, i.e., the historical development of the cultural-ecological niche of Homo sapiens, constructed by him, this means the following. Periods of stable progressive growth of evolutionary and civilizational success are replaced by periods of various scales crisis, up to civilizational or even biological-evolutionary singularity. During the crisis, the importance of the political factor increases sharply, and over the past 50 years, this primarily relates to the field of biopolitics. The regional differentiation of the biopolitical sphere reconstruction during the fight against the pandemic will inevitably complicate international relations not only between regions that belong to different cultural and civilizational types. Probably less so, the same problems will affect the reconciliation of differences caused by geopolitical, interethnic, religious and even economic (competition) reasons. The first phase of the adaptive civilizational response is to reduce the degree of connection between the individual socio-cultural elements of modern civilization, i.e., slowing down the globalization process and intensifying interregional conflicts of various contents. In particular, such contradictions will be most acute in the post-Soviet geopolitical space, where the conditions of the civilizational rift are imposed on the conflicts of the transition period. Due to the specifics of modern high technologies, the process will enter the phase of global socio-techno-ecological self-developing systems reconstruction, which includes man as its element. And the obvious conclusion will be the transition of the development of biopolitical issues to a new, no longer international, but global-evolutionary level. In our understanding, transbiopolitics is a political issue related to the rationalization of the global evolutionary process. The latter will become a bearing element of the global process of evolution of the noosphere with the subsequent complication and increase of cohesion between separate sociocultural types which are a part of system of the modern globalizing civilization. This article examines the transformation of enterprises activity in terms of digitalization of business processes. The rapid and global spread of information and communication technologies contributes to the development of the digital economy and causes changes in the economic environment, which leads to the transformation of business activities, methods of transactions and the level of connections between economic entities. Globalization and digitalization of the economy transform the key characteristics and objectives of enterprises, the directions of their development (...) and business management processes. Technological innovations create benefits that affect the economic system as a whole and its individual components. At the same time, the introduction of innovations is carried out in conditions of uncertainty and is associated with a high degree of risk that affects the economic security of enterprises. In the new conditions of information economy development, the competitive struggle of enterprises is intensifying, the models of enterprise management are changing, and the level of digitalization of business processes is growing. The digital age is changing the approach to doing business. The use of information technology such as marketing management systems, sales and service, telephony and messengers, document management and personnel management systems, accounting systems and other applications transform the activities of enterprises. In the process of enterprise modernization, information becomes a new factor of production, which gradually replaces other factors of production. Тechnology continues to be the largest sector in terms of market capitalization. Effective implementation of innovations, digitalization of business processes allows companies to increase their productivity, achieve the required level of competitiveness and take a stable position in the markets. This text will focus on the transformations of the practices and ideas of communication in recent history and in the context of the globalization. The lecture will examine first persuasion and then manipulation and seduction. These second issues are explained through the fact that in the context of the rise of mass as historical subject, conscience, and thus persuasion become obsolete. The approach examines the theoretical model of communication in this two historical contexts and concludes that a partial sector (...) of communication, "therapeutic communication", tends to model nowadays the process of communication as such. Based on the new practices and theoretical models of communication a new type of ideology appears, an ostensive one. (shrink)

Debates about global justice tend to assume normative models of global community without justifying them explicitly. These models are divided between those that advocate a borderless world and those that emphasize the self-sufficiency of smaller political communities. In the first case, there are conceptions of a community of trade and a community of law. In the second case, there are ideas of a community of nation-states and of a community of autonomous communities. The nation-state model, however, is (...) not easily justified and is one that has been criticized extensively elsewhere. The model of a community of trade underlies both advocates of market-oriented development and exponents of global schemes of redistribution of resources and incomes. I analyze the work of Charles Beitz, Peter Singer, and Thomas Pogge to show that the assumption that global interdependence is beneficial is poorly justified. The model of a community of law, as seen in the work of Henry Shue and others, is the basis for arguments against state sovereignty and in favor of international human rights regimes. I argue that this model suffers either from a problem of practicability or of hegemony. Finally, the model of a community of autonomous communities uses notions of patriotism and sovereignty to maintain that disengagement and independence are the best routes to global peace and justice. In this paper, Weir reconsiders identity politics and their relation to feminist solidarity. She argues that the dimension of identity as “identification-with” has been the liberatory dimension of identity politics, and that this dimension has been overshadowed and displaced by a focus on identity as category. Weir addresses critiques of identification as a ground of solidarity, and sketches a model of identity and identity politics based not in sameness, but in transformative historical process.

The crucial role of humans in the global economic system as (...) a key factor of production, the main resource, the producer and the consumer of economic and social benefits that are exposed to global threats, problems, challenges, trends and subjects has been confirmed. There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment. In his 2011 article “Global Bifurcation: The Decision Window” Ervin Laszlo notes that “we have reached a watershed in our social and cultural evolution. The sciences of systems tell us that when complex open systems … approach a condition of critical instability, they face a moment of truth: they either transform or break down.” In this article we provide our own vision of this Global Bifurcation. This work stems naturally from the research highlighted in the article titled “Transition (...) to Crisis-Free Development: A Myth or Reality?” that was published in World Futures in 2014. In our new article, we move forward suggesting that crises-free development is not only possible but is also very likely, and paradoxically the world is now going through the most challenging transition from one paradigm of development to another. Based on our previous research as well as the findings of the Fifth Report to the Club of Rome, we suggest reasons for the development and implementation of a megaproject featuring a new model of life so as to make the paradigm shift possible, exclude negative implications of the upcoming technological “singularity,” and foster the achievement of an objectively defined goal of development, and this should reasonably require support from and direct involvement of the United Nations. The mechanism for implementation of this model suggests coordinating interests of the government, society, and business communities on each level with interests of particular individuals. (shrink)

Judging by the immense global academic interaction with his work, Jurgen Habermas's social theory, with particular reference to structural transformation of the public sphere and democracy, is one of the most constructive models for understanding the role and function of citizens in forming healthy societies. This article investigates the recent 2014 Tshwane State of the City Address in light of Habermas's theory. Is Habermas's theory relevant to the South African urban context? Do African cities like Tshwane subscribe to (...) the Habermasean social formula or does it understand the public sphere in ways that require an amended interpretation of what Habermas conveys? How can liberal democracy best be realized in a world fraught with conflicting new forms of identity politics and intensifying conflicts over culture? This book brings unparalleled clarity to the contemporary debate over this question. Maintaining that cultures are themselves torn by conflicts about their own boundaries, Seyla Benhabib challenges the assumption shared by many theorists and activists that cultures are clearly defined wholes. She argues that much debate--including that of "strong" multiculturalism, which sees cultures as distinct pieces of a (...) mosaic--is dominated by this faulty belief, one with grave consequences for how we think injustices among groups should be redressed and human diversity achieved. Benhabib masterfully presents an alternative approach, developing an understanding of cultures as continually creating, re-creating, and renegotiating the imagined boundaries between "us" and "them." Drawing on contemporary cultural politics from Western Europe, Canada, and the United States, Benhabib develops a double-track model of deliberative democracy that permits maximum cultural contestation within the official public sphere as well as in and through social movements and the institutions of civil society. Agreeing with political liberals that constitutional and legal universalism should be preserved at the level of polity, she nonetheless contends that such a model is necessary to resolve multicultural conflicts. Analyzing in detail the transformation of citizenship practices in European Union countries, Benhabib concludes that flexible citizenship, certain kinds of legal pluralism and models of institutional powersharing are quite compatible with deliberative democracy, as long as they are in accord with egalitarian reciprocity, voluntary self-ascription, and freedom of exit and association. Clark1880, WGS1984, and ITRF08 are the reference systems used in Iraq. The ITRF08 and WGS84 represent the global reference frames. In the majority of instances, the transformation from one coordinate system to another is required. The ability of the artificial neural network to identify the connection between two coordinate systems without the need for a mathematical model is one of its most significant benefits. In this study, an ANN was employed for two-dimensional coordinate transformation from local (...) Clark1880 to the global reference system ITRF08. To accomplish so, 68 stations with known coordinates in both systems were utilized in this research and were split into two groups: the first set of data was used as the training data and the second set of data was used as the validation data. A root-mean-square error was used to examine the performance of each transformation. The results showed that the RMSE using the ANN was 0.08 m in the east and 0.17 m in the north. The results indicated that the ANN can be used for 2D coordinate transformation with the results that are better than those of the authorized techniques such as 2D conformal transformation and 2D conformal least square. The U.S. military is developing augmented reality (AR) capabilities for use on the battlefield as a means of achieving greater situational awareness. The superimposition of digital data—designed to expand surveillance, enhance geospatial understanding, and facilitate target identification—onto a live view of the battlefield has important implications for virtuous conduct in war: Can the soldier exercise practical wisdom while integrated into a system of militarized legibility? Adopting a virtue ethics perspective, I argue that AR disrupts the soldier’s immersion in the scene (...) such that he is blinded to features beyond those identified in advance by the military’s system of cybernetic judgment. I turn to Michael Walzer’s classic account of the “naked soldier” dilemma to illustrate how AR capabilities radically shrink the bounds within which the soldier can cultivate the capacity for right conduct. By transforming the ambiguous ethical matter of killing an enemy combatant into the straightforward application of a rule, AR hollows out the soldier’s potential for virtuous action. The “smart battlefield” leaves no space for deliberative judgments that transcend the technical and legal determinations already written into the soldier’s view of the scene. (shrink)

The current reorganisation of universities is part of a European policy aimed at strengthening Europe’s position with regard to the emerging global knowledge economy. The transformations in view of this overall goal are hardly accompanied by a critical discussion about the function or role of universities within and for society. The common assumption that universities offer a specific ‘general education’ by linking teaching to research, goes back to the modern university idea as conceived by Wilhelm von Humboldt. This article (...) intends to show that philosophical attempts to restore the modern university model as a normative standard for criticising actual developments at European universities, have become problematic for contextual reasons that beg the basic assumptions of this model. Instead of answering the question of the ‘public role of universities’, the article rather attempts to clarify the problems with which this question is connected, from a political–philosophical perspective. It is argued that the difficulties in which the contemporary discourse about universities constantly becomes entangled, reflect more fundamental impasses and even contradictions that the modern democratic project is experiencing today. This paper questions an exclusively state-centred framing of global health justice and proposes a multilateral alternative. Using the distribution of COVID-19 vaccines to illustrate, we bring to light a broad range of global actors up and down the chain of vaccine development who contribute to global vaccine inequities. Section 1 (Background) presents an overview of moments in which diverse global actors, each with their own priorities and aims, shaped subsequent vaccine distribution. Section 2 (Collective action failures) (...) characterises collective action failures at each phase of vaccine development that contributed to global vaccine disparities. It identifies as critical the task of establishing upstream strategies to coordinate collective action at multiple stages across a range of actors. Section 3 (A Multilateral model of global health governance) takes up this task, identifying a convergence of interests among a range of stakeholders and proposing ways to realise them. Appealing to a responsibility to protect (R2P), a doctrine developed in response to human rights atrocities during the 1990s, we show how to operationalise R2P through a principle of subsidiarity and present ethical arguments in support of this approach. Alain Badiou and Slavoj Žižek together have emerged as two of Europe’s most significant living philosophers. In a shared spirit of resistance to global capitalism, both are committed to bringing philosophical reflection to bear upon present-day political circumstances. These thinkers are especially interested in asking what consequences the supposed twentieth-century demise of communism entails for leftist political theory in the early twenty-first century. _ Badiou, Žižek, and Political Transformations_ examines Badiouian and Žižekian depictions of change, particularly as deployed at (...) the intersection of philosophy and politics. Over the last decade, and culminating in the 2008 global financial meltdown, there has been an erosion of trust and a concomitant rise of distrust in domestic companies, multinational enterprises, and political economies.In response to this attrition, this article presents three arguments. First, we suggest that trust is the “glue” of any viable political economy, and we propose that the stakes of violating public trust are particularly high in light of the asymmetry between trust and distrust. Second, we identify (...) a constellation of key barriers to overcoming distrust that companies face in the current environment: (1) corporate mind-sets that promote a preoccupation with quantification, hierarchical leadership models, and “blind trust” in authority; (2) the anonymity of core stakeholders; (3) the agency of the media as a driver of the political economy; and (4) firm-centric models of stakeholder relationships.Third, we argue that, notwithstanding these challenges, these phenomena are not fatal and can be addressed through a holistic transformation in corporate culture. Such a transformation might include a shift to collaborative leadership models and replacing authority models with responsibility, a “names and faces” approach to stakeholders through cases and stories, more egalitarian communication exchanges with external stakeholders, and a reprioritization of the firm as a vital element among others within a system rather than the central core of a network.We conclude that the value of trust at the individual, institutional, national, and global levels cannot be overstated. Without a reinvigoration of trust in our political economies, at all levels, the future of an economically vibrant planet is indeed bleak. (shrink)

The comparison of Ernst Cassirer’s philosophy of symbolic forms and Levi-Strauss’ structural anthropology requires a clarification of their definitions of morphology, transformation and translatability. We will expose the morphological field where Cassirer’s aesthetics emerges in relation to Goethe, who represents an important source for Levi-Strauss as well. Defining the concept of transformation is supposed to follow his modifications of the key ideas of the German poet and biologist, by taking account of the new point of view provided by (...) the theory of groups of transformation which the mathematician Felix Klein developed in the »circle of Erlangen «. Then we will show how Edgar Wind, a brilliant student of Cassirer, invents a kind of morphological aesthetics to provide art history with a methodology, and we will give some examples for the application of the concept of building series of pictures in the field of art history. We will examine the global function of the tables of Aby Warburg’s Atlas Mnemosyne, Erwin Panofsky’s wellknown iconological interpretation of Durer’s Melencolia I and then, by contrast, the creation of a virtual series of masks through an imaginative variation which Levi-Strauss creates to give sense to a particular Ameridian mask found during his investigations. Finally, we will investigate the problems appearing by the definition of transformation as translatability in both Cassirer’s and Levi-Strauss’ semiologies. We will ask for their uses of the model of translation in linguistics to compare different forms of structural homologies. (shrink)

International borders concentrate opportunities in some societies while limiting them in others. Borders also prevent those in the less favored societies from gaining access to opportunities available in the more favored ones. Both distributive effects of borders are treated here within a comprehensive framework. I argue that each state should have broad discretion under international law to grant or deny entry to immigration seekers; but more favored countries that find themselves under immigration pressure should be legally obligated to fund development (...) assistance for countries that generate immigration pressure. Funding should be subject to conditions of fair and effective use in recipient countries, and should aim at a near-term target of immigration-pressure equilibrium. Equilibrium obtains between two countries when, given appropriate background circumstances, the same proportion of individuals in each manifests a preference to migrate to the other. If meeting the equilibrium target in the short term would be to the long-term disadvantage of the worst-off countries, then a Pareto-superior alternative target supersedes. It mandates development assistance at the level that yields the most favorable human development projections for the worstoff countries. An implementable set of institutions is described that can achieve the equilibrium goal in the long term without unduly sacrificing other important ends, including economic growth, political stability, cultural integrity, the political autonomy of distinct societies, and their proper accountability for policy choices. The confrontations of stakeholder visions about agriculture and food production has become a focal point in the public sphere, coinciding with a diversification of agrifood models. This study analyzes the debates stemming from the coexistence of these models, particularly during the initial term of neoliberal-centrist Emmanuel Macron’s presidency in France. Employing collective monitoring from 2017 to 2021, a corpus of 958 online news and blog articles was compiled. Using a computational analysis, we reveal the framings and controversies emerging from this (...) media discourse. The macro-structuring of discourse on model coexistence revolves around scientific, economic and political framings. Coexistence is a complex of debates based on specific frames associated with specific arenas and actor configurations: growth of organic agriculture, transformations of agrifood systems, sciences of production and impacts, livestock and meat diet controversies, agroecological innovations, CAP reform criticism, discourse of peasant agriculture and State-Profession _co-gestion_. Employing global sentiment analysis and focusing on salient controversies, namely EGAlim law, pesticide regulations, and agribashing, we show the shift from conciliation to a hardening of debates. Finally, we discuss the causes and consequences of this trend. The political will to support the transition of agriculture remains influenced by the _co-gestion_ system, an inherited configuration of decision-makers instrumental in the agricultural modernization. As a consequence, significant agricultural challenges, particularly highlighted in the scientific macro-frame, persist unresolved. This lock-in of the agrifood system is based on defensive strategies that challenge the democratic debate about food and agricultural practices. (shrink)

Climate change is a wicked problem with causes and consequences overlapping with other wicked problems and no single solution (Hulme 2015). For example, the frequent droughts associated with climate change exacerbate another major problem facing humanity as we enter the Anthropocene: how to produce adequate food to feed a growing population without increasing pollution or “more food with low pollution (MoFoLoPo)” (Davidson et al. 2015). Soils represent an intersection of these two wicked problems, because they are integral to food production (...) through agriculture and also are an important component of global climate models. Recent focus in the field of soil carbon cycling has facilitated a transformation in our understanding of the processes that control this important resource. Introduction. The emerging paradigm of socio- cultural development of the Russian Federation’s local communities is conditioned by the trans- formation of production and economic practices based on the concept of a multi-layered economy and multifunctionality emerging under the pressure of globalization on the development of localities. The desire to preserve and maintain socio-cultural traditions, customs, and values is an axiological guideline for developing local communities. The growing social vulnerability of communities creates certain conditions for losing identity, ability for self-identification, and (...) leads to the destruction of socio-cultural identity. The purpose of the study. The article analyzes the problem of socio-cultural evolution when modern- izing production and economic activity generating factors causing the transformation of culture and sociality of local communities, thus determining the processes of integration and disintegration of socioculture. Methods. Sociocultural analysis provides an op- portunity to reveal the main directions of sociocul- tural development of local communities, to explain the essence of interaction, mutual influence and unification of local communities into an interactive socio-cultural space with compatible formations and components. Scientific novelty of the research. The author dis- plays the models of culture and sociality transfor- mation reflecting the processes of modification of the local communities’ lifestyle that determine the transition from the paradigm of sustainable tradi- tional socio-cultural development to the paradigm of innovative transformations. Results. The problem of sociocultural integration and disintegration is associated with globalization processes that generate contradictions of globality and locality. The processes of integration/disin- tegration of the local communities’ sociocultural development are conditioned by the culture and sociality evolution of the constructing model of socio-cultural behavior. The pressure of globaliza- tion plunges the socio-cultural space into a state of diffusion, instability. Historically established traditions, norms, values are transformed into intermediate forms that help to adapt to new living conditions, neutralize the negative consequences of modernization. Territorial sociocultural formations are being formed, within the framework of which attempts are being made to preserve the tradition- al socio-cultural environment. Conclusions. The dynamics of sociocultural pro- cesses determines the emergence of multidirec- tional poles of sociocultural life: from the desire to preserve the traditional socio-cultural environment, to the full acceptance of the meaningful qualities of liberal socio-culture, which destroys the sociocul- tural identity of local communities. The scope of issues of justice extends globally on many issues. Governance of global society therefore needs transformed institutions. A vision of global democracy assumes a relational model of self‐determination as non‐domination in the context of inclusive and stronger global institutions.

The article deals with the problem of institutionalization of evolutionary forms of socio-cultural development of local communities. The purpose of the study is to analyze the conditions and factors affecting the processes of institutionalization in the context of socio-cultural dynamics. Socio-cultural institutions are the most important structures, mechanisms for the formation of socio-cultural identity, act as regulators of the generation of value-normative complexes forming models of socio-cultural development. The main factors determining the institutional dynamics of socio-cultural evolution under the pressure (...) of a globalized society are: the transformation of traditional industrial and economic relations; the conflict between local and global socio-cultural environments; the clash of formal and informal socio-cultural practices. In the process of interaction of globality and locality, conditions arise that determine instability, inconsistency, conflict, non-linearity of the development of socio-cultural development. The basic socio-cultural structures of the evolving local community are: tradition, innovations and the archaic. The unification of the socio-cultural environment becomes the dominant trend in the development of local communities, which determines the processes of institutionalization. (shrink)

In this paper, we examine how increasing understanding and explicit awareness of social consciousness can develop through transformations in worldview. Based on a model that emerged from a series of qualitative and quantitative studies on worldview transformation, we identify five developmental levels of social consciousness: embedded, self-reflexive, engaged, collaborative, and resonant. As a person's worldview transforms, awareness can expand to include each of these levels, leading to enhanced prosocial experiences and behaviours. Increased social consciousness can in turn stimulate (...) further transformations in worldview. We then consider an educational curriculum to facilitate the understanding of worldview and the cultivation of social consciousness as core capacities for twenty-first century students and global citizens. Peace Through Commerce (PTC) is expanding its influence on the formulation of business strategies for responding to challenges found in conflict and post-conflict zones. A review of practical guidance available on successful PTC business practices shows it is more general than particular and short on detailed recommendations. In addition, such recommendations say little about how globalization is transforming the forms and processes of global governance and their implications for PTC strategies. An assessment of the changing landscape of global (...) governance suggests that implementation of successful PTC strategies will face even greater challenges. However, the emergence of a 'global governance broker' model as an innovative, multi-sector, voluntary approach to organizing global governance suggests a new method for businesses to implement their PTC policies and programs. The 'global governance broker' approach is described and its implications for business as an alternative approach to formulating their PTC strategies and implementing their PTC policies and programs are considered. In the last decade, the organization of pharmaceutical research on neglected tropical diseases has undergone transformative change. In a context of perceived “market failure,” the development of new medicines is increasingly handled by public-private partnerships. This shift toward hybrid organizational models depends on a particular form of exchange: the sharing of proprietary assets in general and of intellectual property rights in particular. This article explores the paradoxical role of private property in this new configuration of global health research and (...) development. Rather than a tool to block potential competitors, proprietary assets function as a lever to attract others into risky collaborative ventures; instead of demarcating public and private domains, the sharing of property rights is used to increase the porosity of that boundary. This reimagination of the value of property is connected to the peculiar timescape of global health drug development, a promissory orientation to the future that takes its clearest form in the centrality of “virtual” business models and the proliferation of strategies of deferral. Drawing on the anthropological literature on inalienable possessions, we reconsider property’s traditional exclusionary role and discuss the possibility that the new pharmaceutical “commons” proclaimed by contemporary global health partnerships might be the precursor of future enclosures. Stories of firms that exceed local compliance requirements in their environmental performance appear routinely. However, we have limited theoretical explanations of what propels these firms to exceed compliance. Our theory suggests that global competitive and institutional pressures lead multinational firms to develop highlevel, environmental management systems (EMS) that make them more competitive. For economic and other reasons, select firms make the choice to rationalize their collective environmental performance to the highest common denominator rather than the lowest. Regulations around the (...) world differ widely and are a moving target in many settings. The need to comply with such myriad, shifting rules leads to firms creating EMS to help stay ahead of regulations worldwide. Using institutional and internationalization theories as our basis, we offer a propositional model concerning global competitive/institutional pressures and their effects on corporate environmental performance. Biomedical research recruitment today focuses on including participants representative of global genetic variation—rightfully so. But ethnographic attention to practices of inclusion highlights how this agenda often transforms into “predatory inclusion,” simplistic pushes to get Black and brown people into genomic databases. As anthropologists of medicine, we argue that the question of how to get from diverse data to concrete benefit for people who are marginalized cannot be presumed to work itself out as a byproduct of diverse datasets. To actualize (...) the equitable translation of genomics, practitioners need to place the impacts of ancestral genetic difference in the scope of much more impactful social determinants. For this to happen, multidisciplinary expertise needs to be leveraged, and current, structurally unequal health care systems ultimately need to transform. As modest steps toward this goal, new models for benefit‐sharing must be developed and implemented to mitigate existing inequality between data donors and the entities profiting from that data. Globalization is a manifestation of total scientific and technological progress, which, given the development of communication, liberalization of all spheres of social and economic life, gives its participants the opportunity to maximize profits, as well as imitate the convergence of people, standardization of life, transformation of national cultures and denominations. Globalization, as a modern complex phenomenon, has certainly many precursors. The holders of great empires and many political adventurers sought the global, global, comprehensive power.

Two-thirds of global industrial greenhouse gas emissions over the past two centuries can be traced to the activities of a handful of companies (‘carbon majors'). Based on their direct contribution to climate change in terms of carbon emissions and on a number of morally relevant facts, this article proposes a normative framework to establish the responsibilities that carbon majors have in relation to climate change. Then, the analysis articulates these responsibilities in the form of two duties: a duty of (...) decarbonisation and a duty of reparation. The duty of decarbonisation entails a large-scale transformation that carbon majors ought to undergo in order to reduce and eventually eliminate carbon emissions from their entire business model. The duty of reparation implies rectification through disgorgement of funds for the wrongful actions of carbon majors, which resulted in negative climate impacts, starting from the most socially vulnerable groups affected by climate change. Finally, the article indicates possible practical implications of these duties. (shrink)

A more and more important role is played by new directions in historical research that study long-term dynamic processes and quantitative changes. This kind of history can hardly develop without the application of mathematical methods. The history is studied more and more as a system of various processes, within which one can detect waves and cycles of different lengths – from a few years to several centuries, or even millennia. This issue is the third collective monograph in the series of (...) History & Mathematics almanacs and it is subtitled Processes and Models of Global Dynamics. The contributions to the almanac present a qualitative and quantitative analysis of global historical, political, economic and demographic processes, as well as their mathematical models. This issue of the almanac consists of two main sections: (I) Analyses of the World Systems and Global Processes, and (II) Models of Economic and Demographic Processes. Germany is an interesting case with respect to the governance of reprogenetics. It has a strong profile in the technosciences and high aims regarding the global bioeconomy, yet her regulation of human genetics, reproductive medicine and embryo research has for a long time been rather restrictive. German biopolitical exceptionalism has often been explained by reference to Catholicism and the legacy of the Nazi past. The Germans, so goes the common story, have learnt the lessons of history and translated them (...) into unconditional respect for human dignity, which in turn translates into unconditional protection of human life, including the human embryo, and the firm repudiation of any eugenic distinction between ‘life worth to live’ and ‘life not worth to live’. This, however, is not the whole story. Alongside deontological strictness we find another strand of governing body politics and reprogenetics in Germany, the rule-and-exception model, running from the mid-1970s abortion law via the 2002 Stem Cell Act to the 2011 regulation of pre-implantation genetic diagnosis. In contrast to the former, that strongly draws on Kant and his concept of human dignity, the latter bears resemblances to Carl Schmitt's concept of state of exception. The article will show that the rule-and-exception model builds the exception into the rule and transforms the meaning and mandate of ethics, namely from safeguarding ethical standards to deciding about the exception. Given that the exception has now tended to become the rule, the question is whether the lessons of history will govern German reprogenetics for much longer. (shrink)
