One prominent criticism of John Rawls’s The Law of Peoples is that it treats certain non-liberal societies, what Rawls calls ‘decent hierarchical societies’, as equal participants in a just international system. Rawls claims that these non-liberal societies should be respected as equals by liberal democratic societies, even though they do not grant their citizens the basic rights of democratic citizenship. This is presented by Rawls as a consequence of liberalism’s commitment to the principle of toleration. A number of critics have (...) claimed that Rawls’s treatment of these non-liberal societies is symptomatic of a more general problem with political liberalism, namely, its reliance on toleration as its ‘fundamental principle’. Against this view, I argue that the principle of toleration should not be understood as political liberalism’s ‘fundamental principle’. This is revealed through a consideration of the normative basis of what Rawls calls the ‘Liberal Principle of Legitimacy’. A correct understanding of political liberalism’s ‘fundamental principle’, which I claim is a principle of equal ‘civic respect’ for citizens, shows that Rawls’s toleration of non-liberal societies is in fact a misapplication of political liberalism to the global domain. Moreover, I explain that political liberalism must assert that the principle of equal civic respect for citizens is the correct principle to govern the public political relations of citizens in all pluralist societies, and that most ‘decent hierarchical societies’ are pluralist in nature. Identifying political liberalism’s fundamental principle as that of equal civic respect for citizens helps to render political liberalism, in both the domestic and international domains, a more coherent and compelling approach to thinking about fundamental political issues. The article takes the first steps towards a general theory of civil society elites, a concept not fully developed in either elite or civil society research. This conceptual gap hampers academic and public understanding of the dynamics at the top of civil society. To address this, the authors rely on the theoretical framework of Pierre Bourdieu to build a theory of civil society elites as managers of civic capital. This role is illustrated through examples from (...) the differently institutionalised UK and Nordic civil societies. The first part of the article introduces the notion of civic capital and its emergence during the 19th century. The second part focuses on elite positions in civil society fields, demonstrating how civil society elites, as managers of civic capital, navigate between their constituents and other elite groups. These elites wield the power to consecrate social relations while misrecognising their own symbolic and economic gains. Recent scandals in the climate movement and UK and Nordic civil societies shed light on the symbolic aspects of the positions of civil society elites. This comprehensive analysis contributes to elite and civil society research and enriches public discussions about the role of civil society leaders in society. (shrink)

My aim in this paper is to demonstrate the relevance of the Aristotelian notion of civic friendship to contemporary political discussion by arguing that it can function as a social good. Contrary to some dominant interpretations of the ancient conception of friendship according to which it can only be understood as an obligatory reciprocity, I argue that friendship between fellow citizens is important because it contributes to the unity of both state and community by transmitting feelings of intimacy and (...) solidarity. In that sense, it can be understood as an important relationship predicated on affection and generosity, virtues lacking from both contemporary politics and society that seem to be merely dominated by Post-Enlightenment ideals. ABSTRACT How should physicians act when faced with corporal punishment, such as amputation, or torture? In most cases, the answer is clear: international law, UN resolutions and universal codes of medical ethics absolutely forbid physicians from countenancing torture and corporal punishment in any form. An acute problem arises, however, in decent societies, but not necessarily liberal states, that are, nonetheless, welcome in the world community. The decent society is often governed, in whole or in part, by religious laws, and (...) while these states abridge various human rights they are peace loving, generally tolerant, and offer their citizens wide avenues for political participation. Under these circumstances the prohibition against corporal punishment and torture weakens, often compelling physicians to participate. This is true in two cases. In Rawls’ hypothetical nation of Kazanistan, Islamic law is the order of the day, and amputations and corporal punishment play an integral part in the execution of traditional Islamic justice. In Israel, torture is sometimes used to elicit the information needed to thwart impending terror attacks. In each case, a physician's participation is essential. In light of the near universal condemnation that accompanies torture and corporal punishment, physicians can only appeal to norms anchored in collective well‐being and concern for life that override respect for human dignity in these societies. Western societies have consistently rejected this reasoning, but it is part and parcel of life in the decent society. (shrink)

According to Gauchet we are living in a `society of individuals'. But a central term is missing from that formula, and not by any accident, for contemporary society has lost it from view: the term of the political. In sum, thus reads Gauchet's diagnosis, society today is haunted by a kind of individualism out of which no society can be conceived, as it obfuscates its political dimension. The aim of this article is to elaborate this diagnosis, (...) and more specifically the idea that there is no society, and therefore no individual either, without the political. In order to do so, I will explore the meaning of the formula `society of individuals'. Within the scope of this analysis, I shall primarily pay attention to the `primacy of the political' in Gauchet. To conclude, I will assess Gauchet's diagnosis, by fathoming in what sense contemporary individualism, besides being an `eclipse of the political', is also a threat to democracy. (shrink)

When polarization occurs on issues of race and gender, political boundaries are increasingly drawn along racial and gendered lines. One approach to improving the current political climate is by focusing on education for the civic virtues. While talk of citizenship or civic virtue might sound quaint or old-fashioned, the civic virtues are simply the habits that citizens need to support a healthy, well-functioning political community. Nineteenth-century natural history societies sought to address the concerns of a scientific and a local public. Focusing on natural history societies in late Victorian Scotland, this paper concentrates on the relations between associational natural history and local civic culture. By examining the recruitment rhetoric used by leading members and by exploring the public meetings organized by the societies, the paper signals a number of ways in which members worked to make their societies important public bodies in Scottish towns. In (...) addition, by narrating a number of disputes between members over how natural history societies should operate, the paper shows how civic science could occasion social discord rather than harmony. Overall, by investigating the presence of field clubs in different urban settings, and describing members' attempts to portray natural historical pursuits as a significant cultural endeavour, the paper seeks to map an important part of the historical geography of Scottish civic science. In this article, James Joshua Coleman and Jon Wargo interrogate the (queer) child as a concept and specter that haunts civic life in the United States. Whereas scholars across a range of fields and standpoints have questioned the value of LGBTQ+ inclusion in public school curricula, and society more broadly, together Coleman and Wargo wonder at the capacity of civics education to include queer (as opposed to LGBTQ+) citizens within the cis-straight nation-state. To explore this possibility, they read (...) across two bills: (1) H.R. 9197 (Stop the Sexualization of Children Act), and (2) Illinois House Bill 246 (Inclusive Curriculum Law). In so doing, they highlight how the (Queer) Child operates as an organizing binary logic within these bills and examine how hermeneutical injustice impedes the formation of a truly queer civics education. Specifically, Coleman and Wargo demonstrate how hermeneutical injustice limits the nature of inclusion for LGBTQ+ citizens, both for exclusionary, anti-LGBTQ+ policy and for seemingly inclusive legislation. Pointing to scenes that demonstrate hermeneutical justice and queer survivance, they conclude by suggesting the construction of a queer civics education that stands outside the binary logics of the cis-straight nation-state. Public reason views hold that the exercise of political power must be acceptable to all reasonable citizens. A growing number of philosophers argue that this reasonable acceptability principle (RAP) can be justified by appealing to the value of civic friendship. They claim that a valuable form of political community can only be achieved among the citizens of pluralistic societies if they refrain from appealing to controversial ideals and values when justifying the exercise of political power to one another. This (...) paper argues against such accounts. In order to justify RAP, one must explain and defend a conception of reasonableness. Civic friendship is unfit to perform this task, rendering it unable to ground public reason alone. Meanwhile, pluralist views that combine civic friendship with other considerations in order to specify RAP either fail or make civic friendship a spare wheel in the argument for public reason. The polarization of the individual and the community that underlies much of the debate between individualists and communitarians is made possible in part by the literal vanishingof civil society—the domain whose middling terms mediate the stark opposition of state and private sectors and offer women and men a space for activity that is both voluntary and public. Modern democratic ideology and the reality of our political practices sometimesseem to yield only a choice between elephantine and paternalistic government or a (...) radically solipsistic and nearly anarchic private market sector—overnment gargantuanism or private greed. Americans do not much like either one. President Clinton's callfor national service draws us out of our selfishness without kindling any affection for government. Private markets service our avarice without causing us to like ourselves. The question of how America's decentralized and multi-vocal public can secure a coherentvoice in debates over public policy under the conditions precipitated by so hollow and disjunctive a dichotomy is perhaps the most important issue facing both the political theory and social science of democracy and the practice of democratic politics in America today. Two recent stories out of Washington suggest just how grave the situation has become. Health-care reform failed in a paroxysm of mutual recrimination highlighted by the successful campaign of the private sector against a presidential program that seemed to be widely misunderstood. In Professional Ethics and Civic Morals , Emile Durkheim outlined the core of his theory of morality and social rights which was to dominate his work throughout the course of his life. In Durkheim's view, sociology is a science of morals which are objective social facts, and these moral regulations form the basis of individual rights and obligations. This book is crucial to an understanding of Durkheim's sociology because it contains his much-neglected theory of the state as a moral (...) institution, and it provides an understanding of his critique of anomie and egoistic individualism. The growing interest in cultural revolution and moral regulation make this edition of Durkheim's classic work especially timely. The new preface by Bryan Turner sets the book in its intellectual and historical context, and illustrates the relevance of this work to present day debates on the state, society, and moral regulation. This mixed-methods study examined Grade 4 students’ growth in two types of civic competencies—argumentation skills and disciplinary thinking, and how civic competencies interweave and co-develop over an academic year in the context of an interdisciplinary social studies curriculum called Digital Civic Learning (DCL). A total of 106 fourth-grade students (38.7% girls) and 6 social studies teachers participated in the study. Quantitative evidence indicates that students in the DCL curriculum significantly improved in their argumentation skills (argument-counterargument integration, claim-evidence (...) integration) and disciplinary thinking. These civic competencies became more strongly associated with each other by the end of the curriculum. Multiple case studies revealed how two students synergistically applied their evolving argumentation skills and disciplinary thinking through distinct learning pathways. These results paint a complex picture of the development of students’ disciplinary thinking and integrating of argumentation skills, and the role of the curriculum in fostering the concurrent development of these civic competencies. Findings align with our overarching assumption that, through collaborative discourse and immersive learning about complex social issues, students can leverage their disciplinary thinking during argumentative social interactions, grappling with solutions and seeking common ground; continuous discourse among peers further enhances argumentation skills while honing disciplinary thinking. This study bridges the research-practice gap by providing evidence for the co-development of argumentation and disciplinary thinking within social studies classrooms. Our findings underscore the importance of inquiry-based learning, aligning with the College, Career, and Civic Life (C3) Framework, fostering critical civic competencies, and empowering students to actively participate in democratic processes. Particularly in this digitalized society, DCL emerges as a promising approach to integrate disciplinary thinking and argumentation skills across both physical and digital environments, fostering informed and active citizenship among students. This chapter presents a portrait of American children as situationally vulnerable and introduces the public emotion of civic tenderness as a response to the indifference that is routinely directed toward this vulnerability. Discussions of pro-social empathic emotions typically prioritize emotions like sympathy and compassion. While they are important in their own right, these pro-social emotions are responses to situations of current need. Civic tenderness is a response to situations of vulnerability. Insofar as a person or group is now (...) in a situation of need, they had to have first been vulnerable to experiencing that need. Since vulnerability is conceptually prior to need, civic tenderness is prior to these other pro-social emotions. Through the process that I call tenderization, I explain how tenderness for poor and impoverished children’s vulnerability can be expanded to a society’s members, institutions, and systems. (shrink)

abstract In Political Liberalism and later work John Rawls has recast his theory of justice as fairness in political terms. In order to illustrate the advantages of a liberal political approach to justice over liberal non‐political ones, Rawls discusses what kind of education might be required for future citizens of pluralistic and democratic societies. He advocates a rather minimal conception of civic education that he claims to derive from political liberalism. One group of authors has sided with Rawls’ political (...) perspective and educational proposal, holding that a political approach and educational requirements that are not too demanding would have the advantage of being acceptable to a wide range of citizens with different religious, moral and philosophical perspectives. A second group of authors have criticized Rawls’ educational recommendations, holding that the production of a just society composed of reasonable citizens requires a more demanding civic education and, hence, that the political approach is not viable. The present paper argues that both groups are only partially right, and that there is a third way to understand civic education in Rawlsian terms, a way that is political but not minimal. (shrink)

In this highly relevant and important contribution to the debate on the future of the welfare state, Stuart White reconsiders the principles of economic citizenship appropriate to a democratic society, and explores the radical implications of these principles for public policy.

Italy is one of the European countries with the highest levels of gender inequalities (World Economic Forum 2011). The aims of this paper were to understand to what extent the well-documented gender gap in Italian adult society has an impact on both political and civic actions of younger generations, and whether the process of participation assumes specific features according to gender. 835 Italian participants (49.6% males; 50.4% female, aged from 16 to 26 years old; 20% under voting age) (...) completed a self-administered questionnaire. Analyses confirmed general trends (voting at elections is the most frequently performed political action among Italian youth) and showed the existence of a small gender gap (a major orientation of young women toward civic action, while young men are more engaged in manifest political participation). The results confirmed that family cultural capital and normative support are significant predictors of political participation, in particular for girls and young women. (shrink)

Lower levels of news use are generally understood to be associated with less political engagement among citizens. But while some people simply have a low preference for news, others avoid the news intentionally. So far little is known about the relationship between active news avoidance and civic engagement in society, a void this study has set out to fill. Based on a four-wave general population panel survey in the Netherlands, conducted between April and July 2020 (N = 1,084) (...) during a crisis situation, this research-in-brief investigates the development of news avoidance and pro-social civic engagement over time. Results suggest that higher news topic avoidance results in higher levels of civic engagement. The study discusses different explanations for why less news can mean more engagement. (shrink)

According to the commonsense view of civic virtue, the places to exercise civic virtue are largely restricted to politics. In this article, I argue for a more expansive view of civic virtue, and argue that one can exercise civic virtue equally well through working for or running a for-profit business. I argue that this conclusion follows from four relatively uncontroversial premises: (1) the consensus definition of “civic virtue”, (2) the standard, most popular theory of virtuous (...) activity, (3) a conception of the common good widely shared by liberal political philosophers, and (4) the mainstream economic theory of for-profit business. We formulate a distinctly 'political liberal' conception of mutual respect, which we call 'civic respect', appropriate for governing the public political relations of citizens in pluralist democratic societies. A political liberal account of education should aim at ensuring that students, as future citizens, learn to interact with other citizens on the basis of civic respect. While children should be required to attend educational institutions that will inculcate in them the skills and concepts necessary for them to be free (...) and equal citizens, parents should be granted as much freedom as is compatible with the requirements of civic respect to raise their children in accordance with their respective 'comprehensive doctrines' (systems of beliefs and values, including religious doctrines). We consider an objection to our position drawn from the account of upbringing recently advanced by Matthew Clayton, namely, that the conception of civic respect that we advance rests on an implausible view about the limited scope of the requirements of political justice. Processes of globalization and decentralization are changing the relationship among statistical knowledge production, nation, and state. This article explores these changes through a comparison of five projects to design and implement indicators of sustainable development to replace conventional measures of economic welfare and social demographics—community sustainability indicators, Metropatterns, greening the gross domestic product, the Living Planet Index, and standardized accounting rules for inventorying greenhouse gas emissions. Drawing on a coproductionist idiom, the article argues that these projects constitute experiments in modifying (...) the civic epistemologies of democratic societies, transforming not only knowledge production but also political identities, relationships, and institutions. In discussing the origins of the antievolution movement in American high schools within the framework of science and religion, much is overlooked about the influence of educational trends in shaping this phenomenon. This was especially true in the years before the 1925 Scopes trial, the beginnings of the school antievolution movement. There was no sudden realization in the 1920's – sixty years after the "Origin of Species" was published – that Darwinism conflicted with the Bible, but until evolution was being (...) taught in the high schools, there was no impetus to outlaw it. The creation of "civic biology" curricula in the late 1910's and early 20's, spearheaded by a close-knit community of textbook authors, brought evolution into the high school classroom as part of a complete reshaping of "biology" as a school subject. It also incorporated progressive ideologies about the purposes of compulsory public education in shaping society, and civic biology was fundamentally focused on the applications of the life sciences to human life. Antievolution legislation was part of a broader response to the ideologies of the new biology field, and was a reaction not only to the content of the new subject, but to the increasingly centralized control and regulation of education. Viewing the early school antievolution movement through the science-religion conflict is an artifact of the Scopes trial's re-creation of its origins. What largely caused support for the school antievolution movement in the South and particularly Tennessee were concerns over public education, which biology came to epitomize. (shrink)

Ongoing political, military and social violence gives the impression that liberal ideas of freedom, democracy and multicultural society do not serve as a barrier to the shedding of blood. This paper shows that recognizing the way powerful interests color our conceptions of truth and value and need not automatically result in a purge of all existing social-political categories. Consequently, the paper addresses many of the ambiguities that a critique of ideology and values tends to evoke, paying special attention to (...) the prevailing explanations of world power, violence and world peace in our contemporary reality, especially in the fields of sociology and ideology. In The New Religious Intolerance, Martha Nussbaum addresses rising intolerance and fear of difference in contemporary societies. She suggests overcoming these issues through ethical consistency, equality, and the cultivation of sympathetic imagination. Nussbaum views this imaginative engagement as a form of civic friendship essential for societal transformation. However, we argue that her concept of civic friendship is problematic. First, Nussbaum's criteria do not suffice to define friendship. Second, this thin concept of civic friendship is unlikely to achieve (...) the societal transformation Nussbaum envisions. We propose developing a more substantive account of civic friendship. This paper aims to create an Aristotelian account of civic friendship within a capabilitarian framework compatible with contemporary, plural societies. (shrink)

The article is devoted to the research of civic engagement processes, which are gaining more and more publicity in world political science. Applying modern professional approaches, the author offers an explanation of the recruitment of civil advocacy through a clear political goal and connection with the current situational context. The article reveals and describes the main components of measuring the involvement of political activists within the framework of modern civil advocacy campaigns. The author reveals the mechanisms of expressing views (...) and positions, protecting one’s rights and influencing decision-making processes at different levels of management. It is emphasized that civil advocacy covers a wide range of activities aimed at participation in political processes. The text examines advocacy campaigns in the political practice of consolidated democracies as organized events aimed at drawing attention to specific problems and achieving policy changes or raising public awareness. In the work, an appeal was also made to the qualification requirements and job duties of the leaders of civil campaigns. The article analyzes the actualization of the issue of civil advocacy in social and political innovations at the current stage. It is noted that in developed democratic countries a tendency to pay attention to social public innovations is outlined. It has been established that the development of civil society in Ukraine involves the development of a national model of engaging citizens in conducting advocacy campaigns. Attention is paid to attracting new active participants, for whom public advocacy campaigns become a factor in forming an environment of collaboration and expanding the circle of social communication. Emphasis is placed on the continuous inclusion of individuals and groups in activities aimed at improving the public environment and forming conscious public leadership and an atmosphere of social success. In the final part of the article, the author emphasizes that effective public involvement involves a variety of approaches. It was concluded that the decisive factor that prompts citizens to take a proactive position and participate in civil advocacy campaigns are pragmatic needs and ideas about achieving a state of satisfaction of requirements. This essay introduces a special report from The Hastings Center entitled Democracy in Crisis: Civic Learning and the Reconstruction of Common Purpose, which grew out of a project supported by the John S. and James L. Knight Foundation. This multiauthored report offers wide‐ranging assessments of increasing polarization and partisanship in American government and politics, and it proposes constructive responses to this in the provision of objective information, institutional reforms in government and the electoral system, and a reexamination of cultural (...) and political values needed if democracy is to function well in a pluralistic and diverse society. The essays in the special report explore the norms of civic learning and institutions, social movements, and communal innovations that can revitalize civic learning in practice. This introductory essay defines and explains the notion of civic learning, which is a lynchpin connecting many of the essays in the report. Civic learning pertains to the ways in which citizens learn about collective social problems and make decisions about them that reflect the duties and responsibilities of citizenship. Such learning can occur in many social settings in everyday life, and it can also be facilitated through participation in the processes of democratic governance on many levels. Civic learning is not doctrinaire and is compatible with a range of public goals and policies. It is an activity that increases what might be called the democratic capability of a people. (shrink)

For example, McDonough argues that when aboriginal women and children are the victims of injustice at the hands of tribal institutions and leaders, they must be able to appeal to their fellow non-aboriginal citizens and federal institutions for assistance, although this is not possible unless citizens – aboriginal and otherwise – have come to regard attachments to the minority nation as conditional rather than absolute. Similarly, citizens whose primary identification is to the federal society must be able to recognize that some of their fellow citizens legitimately have a minority nation as the object of their primary loyalty – otherwise, efforts to support federal intervention in minority national affairs will be vulnerable to forces of cultural insensitivity and arrogance, rather than of liberal justice. A democratic society cannot flourish if its citizens merely pursue their own narrow interests. If it is to do more than survive, at least a substantial proportion of its citizens must fulfill responsibilities that go beyond simply avoiding the violation of others' rights and occasionally casting a vote. The vitality and success of a democracy requires that many citizens — ideally all of them — contribute something to their communities and participate responsibly in the political process. The disposition to (...) do these things is a large part of what constitutes civic virtue. But that virtue encompasses considerably more. My task here is to explore civic virtue. I first outline a conception of virtue in general and, with that set out, pursue the question of what makes a virtue civic. My special concern is to articulate what constitutes civic virtue in relation to an enduring problem for democratic societies and especially for the pluralistic democracies of the Western world: how to determine what constitutes a proper relation between religion and politics and, in the lives of religious citizens having civic virtue, an appropriate balance between religious and secular considerations. This paper argues that (a) civic constitutionalism is a cohesive body of scholarship (b) it offers a detailed challenge to Hélène Landemore’s account of how to fix democratic politics, while at the same time (c) suggesting how to blend compelling features of Landemore’s approach with a more traditionally-grounded approach (d) consequently, democratic theorists of all sorts should consider becoming civic constitutionalists.

This article argues, firstly, that voluntary civic practices are not doomed to fall prey to a Big Society rhetoric and a cynical politics of cuts in social spending. It all depends on how these civic practices are promoted and what kind of civic discourse is communicated through the channels of social media and public opinion. Secondly, the author highlights the political importance of connecting meaningfulness with citizenship.

This paper explores how civic food networks (CFN) use public forums to engage with other initiatives and stakeholders in civil society. It develops the concept of social infrastructure to capture the assemblages of discourses, networking and spaces around agrifood forums. The research then examines how social infrastructures support CFNs’ capacity to organize communities and challenge power relations in the agrifood system. Two cases are compared: News&Market, a Taiwan-based agrifood news platform which also sells organic food products, and Foodthink, (...) a collective blog created by a farmers’ market in China. Both started in the late 2010s but one focuses on policy critiques while the other focuses on market critiques. A comparison finds that CFNs develop different critiques to address the specific challenges facing local alternative food networks (AFNs), and use networking and space creation to promote social dialogue with other stakeholders or build networks across AFNs and NGOs. The paper argues that a social infrastructure such as that built around agrifood forums enables CFNs to shape food democracy and food citizenship practices in new ways. (shrink)

The severity of Kazakhstan's ecological problems impels civic activists and state agencies to build public support for ecological rehabilitation in the country, through a comprehensive national programme of environmental education. This paper is a qualitative analysis whose main focus is the relations of civic groups and NGOs with the national government, occurring in the delivery of programmes for environmental education during the post-glasnost era. Provisional successes of civic groups in establishing environmental education programmes, and useful steps by (...) the government to facilitate civic environmental activism, give reasons for optimism for improved environmental governance. This essay introduces a special report from The Hastings Center entitled Democracy in Crisis: Civic Learning and the Reconstruction of Common Purpose, which grew out of a project supported by the John S. and James L. Knight Foundation. This multiauthored report offers wide‐ranging assessments of increasing polarization and partisanship in American government and politics, and it proposes constructive responses to this in the provision of objective information, institutional reforms in government and the electoral system, and a reexamination of cultural (...) and political values needed if democracy is to function well in a pluralistic and diverse society. The essays in the special report explore the norms of civic learning and institutions, social movements, and communal innovations that can revitalize civic learning in practice. This introductory essay defines and explains the notion of civic learning, which is a lynchpin connecting many of the essays in the report. Civic learning pertains to the ways in which citizens learn about collective social problems and make decisions about them that reflect the duties and responsibilities of citizenship. Such learning can occur in many social settings in everyday life, and it can also be facilitated through participation in the processes of democratic governance on many levels. Civic learning is not doctrinaire and is compatible with a range of public goals and policies. It is an activity that increases what might be called the democratic capability of a people. (shrink)

This is the third of the four essays in Part II of the book on liberalism and traditionalist education; all four are by authors who would like to find ways for the liberal state to honour the self-definitions of traditional cultures and to find ways of avoiding a confrontation with differences. David Blacker’s essay on civic friendship and democratic education develops a Rawlsian conception of civic friendship, the scaffolding of which is necessarily provided by the wide range of (...) comprehensive conceptions of the good that characterize democratic societies. Thus, Blacker argues, a democratic civic education ‘allows citizens to embrace democracy on their own terms, drawing support for democracy’s requisite political conceptions from the perspectives of citizens’ many different secular and/or religious comprehensive doctrines’. For Blacker, a conception of civic friendship that is friendly to citizens’ multiple comprehensive doctrines also entails a substantial lowering of the ‘wall of separation’ between church and state so that courts might be more willing than they currently are to allow the use of state funds to support religious groups, in particular where these groups perform functions within public schools that converge with public interests. The essay concludes by proposing and defending two American educational policy initiatives that are consistent with Blacker’s politically liberal ideal of civic friendship – the revival of a ‘school stamps’ plan first proposed in the 1970s, and a modified version of a ‘clergy in the schools’ programme recently struck down by a federal circuit court in Texas. This book explores four interrelated themes: rethinking civic education in light of the diversity of U.S. society; re-examining these notions in an increasingly interconnected global context; re-considering the ways that civic education is researched and practiced; and taking stock of where we are currently through use of an historical understanding of civic education. There is a gap between theory and practice in social studies education: while social studies researchers call for teachers to nurture skills of analysis, (...) decision-making, and participatory citizenship, students in social studies classrooms are often found participating in passive tasks rather than engaging critically with the curriculum. _Civic Education for Diverse Citizens in Global Times_, directed at students, researchers and practitioners of social studies education, seeks to engage this divide by offering a collection of work that puts practice at the center of research and theory.
