We review the literature on how perceiving an AI making mistakes violates trust and how such violations might be repaired. In doing so, we discuss the role played by various forms of algorithmic transparency in the process of trust repair, including explanations of algorithms, uncertainty estimates, and performance metrics.

The leading hypothesis concerning the “reuse” or “recycling” of neural circuits builds on the assumption that evolution might prefer the redeployment of established circuits over the development of new ones. What conception of cognitive architecture can survive the evidence for this hypothesis? In particular, what sorts of “modules” are compatible with this evidence? I argue that the only likely candidates will, in effect, be the columns which Vernon Mountcastle originally hypothesized some 60 years ago, and which form part of the (...) well-known columnar hypothesis in neuroscience—systems that cannot handle gross cognitive functions as distinct from strictly exiguous subfunctions. This is in stark contrast to the modules postulated by much of cognitive psychology, cognitive neuropsychology, and evolutionary psychology. And yet the fate of this revised notion is unclear. The main issue confronting it is the effect of the neural network context on local function. At some point the effects of context are so strong that the degree of specialization required for modularity is not able to be met. Still, despite indications from neuroimaging that peripheral and central systems deploy shared circuitry, some skills clearly do seem to display modularization and autonomy. This article: provides an in-depth analytical and historical review of the fortunes of modular thinking in cognitive science; offers a systematic calibration of brain regions in terms of degrees of functional specificity and robustness; and suggests another way of accounting for the partially encapsulated character of expertise and other highly practiced skills without having to resort to domain-specific modules. I draw parallels and contrasts between dual-system and modular approaches to cognition, the latter standing to inherit the same problems De Neys identifies regarding the former. Despite these two literatures rarely coming into contact, I provide one example of how he might gain theoretical leverage on the details of his “non-exclusivity” claim by paying closer attention to the modularity debate.

We are sceptical of concerns over the opacity of algorithmic decision tools. While transparency and explainability are certainly important desiderata in algorithmic governance, we worry that automated decision-making is being held to an unrealistically high standard, possibly owing to an unrealistically high estimate of the degree of transparency attainable from human decision-makers. In this paper, we review evidence demonstrating that much human decision-making is fraught with transparency problems, show in what respects AI fares little worse or better and argue that (...) at least some regulatory proposals for explainable AI could end up setting the bar higher than is necessary or indeed helpful. The demands of practical reason require the justification of action to be pitched at the level of practical reason. Decision tools that support or supplant practical reasoning should not be expected to aim higher than this. We cast this desideratum in terms of Daniel Dennett’s theory of the “intentional stance” and argue that since the justification of action for human purposes takes the form of intentional stance explanation, the justification of algorithmic decisions should take the same form. In practice, this means that the sorts of explanations for algorithmic decisions that are analogous to intentional stance explanations should be preferred over ones that aim at the architectural innards of a decision tool. Modularity is a fundamental doctrine in the cognitive sciences. It holds a preeminent position in cognitive psychology and generative linguistics, as well as a long history in neurophysiology, with roots going all the way back to the early nineteenth century. But a mature field of neuroscience is a comparatively recent phenomenon and has challenged orthodox conceptions of the modular mind. One way of accommodating modularity within the new framework suggested by these developments is to go for increasingly soft versions of (...) modularity. One such version, which I call the “system” view, is so soft that it promises to meet practically any challenge neuroscience can throw at it. In this paper, I reconsider afresh what we ought to regard as the sine qua non of modularity and offer a few arguments against the view that an insipid “system” module could be the legitimate successor of the traditional notion. The danger of human operators devolving responsibility to machines and failing to detect cases where they fail has been recognised for many years by industrial psychologists and engineers studying the human operators of complex machines. We call it “the control problem”, understood as the tendency of the human within a human–machine control loop to become complacent, over-reliant or unduly diffident when faced with the outputs of a reliable autonomous system. While the control problem has been investigated for some time, up (...) to this point its manifestation in machine learning contexts has not received serious attention. This paper aims to fill that gap. We argue that, except in certain special circumstances, algorithmic decision tools should not be used in high-stakes or safety-critical decisions unless the systems concerned are significantly “better than human” in the relevant domain or subdomain of decision-making. More concretely, we recommend three strategies to address the control problem, the most promising of which involves a complementary coupling between highly proficient algorithmic tools and human agents working alongside one another. We also identify six key principles which all such human–machine systems should reflect in their design. These can serve as a framework both for assessing the viability of any such human–machine system as well as guiding the design and implementation of such systems generally. (shrink)

The operations of deep networks are widely acknowledged to be inscrutable. The growing field of Explainable AI has emerged in direct response to this problem. However, owing to the nature of the opacity in question, XAI has been forced to prioritise interpretability at the expense of completeness, and even realism, so that its explanations are frequently interpretable without being underpinned by more comprehensive explanations faithful to the way a network computes its predictions. While this has been taken to be a (...) shortcoming of the field of XAI, I argue that it is broadly the right approach to the problem. (shrink)

The use of advanced AI and data-driven automation in the public sector poses several organisational, practical, and ethical challenges. One that is easy to underestimate is automation bias, which, in turn, has underappreciated legal consequences. Automation bias is an attitude in which the operator of an autonomous system will defer to its outputs to the point where the operator overlooks or ignores evidence that the system is failing. The legal problem arises when statutory office-holders (or their employees) either fetter their (...) discretion to in-house algorithms or improperly delegate their discretion to third-party software developers—something automation bias may facilitate. A synthesis of previous research suggests an easy way to mitigate the risks of automation bias and its potential legal ramifications is for those responsible for procurement decisions to adhere to a simple checklist that ensures that the pitfalls of automation are avoided as much as possible. The past two decades have witnessed a revival of interest in multiple realization and multiply realized kinds. Bechtel and Mundale’s (1999) illuminating discussion of the subject must no doubt be credited with having generated much of this renewed interest. Among other virtues, their paper expresses what seems to be an important insight about multiple realization: that unless we keep a consistent grain across realized and realizing kinds, claims alleging the multiple realization of psychological kinds are vulnerable to refutation. In this (...) paper I argue that, intuitions notwithstanding, the terms of their recommendation make it impossible to follow, while also misleadingly insinuating that its application virtually guarantees mind-brain identity. Instead of a matching of grains, what multiple realization really requires is a principled method for adjudicating upon differences between tokens. Shapiro’s (2000) work on multiple realization can be understood as an attempt to adumbrate just such a method. While his “causal relevance” criterion can easily be mistaken for Bechtel and Mundale’s grain requirement, my analysis reveals exactly where and why these two tests diverge. (shrink)

The AI revolution provides a neat illustration of C.P. Snow's ideas regarding "the two cultures" and a timely opportunity to reflect on why mutual suspicion persists between those in the natural sciences, on the one hand, and the humanities (and to an extent the social sciences), on the other.

Evidence of the pervasiveness of neural reuse in the human brain has forced a revision of the standard conception of modularity in the cognitive sciences. One persistent line of argument against such revision, however, cites the evidence of cognitive dissociations. While this article takes the dissociations seriously, it contends that the traditional modular account is not the best explanation. The key to the puzzle is neural redundancy. The article offers both a philosophical analysis of the relation between reuse and redundancy (...) as well as a plausible solution to the problem of dissociations. (shrink)

A familiar trope of cognitive science, linguistics, and the philosophy of psychology over the past forty or so years has been the idea of the mind as a modular system-that is, one consisting of functionally specialized subsystems responsible for processing different classes of input, or handling specific cognitive tasks like vision, language, logic, music, and so on. However, one of the major achievements of neuroscience has been the discovery that the brain has incredible powers of renewal and reorganization. This "neuroplasticity," (...) in its various forms, has challenged many of the orthodox conceptions of the mind which originally led cognitive scientists to postulate hardwired mental modules. -/- This book examines how such discoveries have changed the way we think about the structure of the mind. It contends that the mind is more supple than prevailing theories in cognitive science and artificial intelligence acknowledge. The book uses language as a test case. The claim that language is cognitively special has often been understood as the claim that it is underpinned by dedicated-and innate-cognitive mechanisms. Zerilli offers a fresh take on how our linguistic abilities could be domain-general: enabled by a composite of very small and redundant cognitive subsystems, few if any of which are likely to be specialized for language. Both for nonscientists and those scientists or philosophers whose work is not centrally preoccupied with such questions, the book provides a tidy compendium of experimental results organized around a number of precisely defined areas of competence. He takes language, mental time travel, theory of mind, intelligence, culture and morality to be definitive of human cognitive prowess and judiciously evaluates the comparative evidence he (...) has assembled in respect of each of them .What is especially refreshing about his interpretations is that they come off as measured and dispassionate just when one imagines the pull of optimism would be strongest. John Locke famously sets the arts of rhetoric at odds with the pursuit of knowledge. Drawing on the work of Ernesto Grassi, this article shows that Locke’s epistemological and political arguments are parasitic on the very tropes and figures he would exclude in any serious discourse. Accordingly, Locke’s attack on the divine right of kings and his famous argument for the social contract is read as exhibiting a rhetorical structure. Duns Scotus’s claim that the will, both human and divine, has a capacity for opposites at a single instant has been seen as a turning point in the history of modality. But historians have discovered anticipations of Scotus’s position in Robert Grosseteste and Peter John Olivi. I argue that none of these three authors focuses on modality or has a new modal theory, but that the discussions do show the development of a new view about freedom of the will (...) and what is required for it. The discussions also raise the question of whether immutability (the impossibility of changing) is sufficient for God’s simplicity, or whether it must also be impossible for God to be in any way otherwise, as Grosseteste, but not Scotus, holds. In this short monograph, John Horty explores the difficulties presented for Gottlob Frege's semantic theory, as well as its modern descendents, by the treatment of defined expressions. The book begins by focusing on the psychological constraints governing Frege's notion of sense, or meaning, and argues that, given these constraints, even the treatment of simple stipulative definitions led Frege to important difficulties. Horty is able to suggest ways out of these difficulties that are both philosophically and logically plausible and Fregean (...) in spirit. This discussion is then connected to a number of more familiar topics, such as indexicality and the discussion of concepts in recent theories of mind and language. In the latter part of the book, after introducing a simple semantic model of senses as procedures, Horty considers the problems that definitions present for Frege's idea that the sense of an expression should mirror its grammatical structure. The requirement can be satisfied, he argues, only if defined expressions--and incomplete expressions as well--are assigned senses of their own, rather than treated contextually. He then explores one way in which these senses might be reified within the procedural model, drawing on ideas from work in the semantics of computer programming languages. With its combination of technical semantics and history of philosophy, Horty's book tackles some of the hardest questions in the philosophy of language. Many subscribe to an Ethic of Life, an ethical perspective on which all living things are deserving of some level of moral concern. Within philosophy, the Ethic of Life has been clarified, developed, and rigorously defended; it has also found its strongest critics. Currently, the debate is at a standstill. Some current approaches to analyzing causation were once resisted. First, analyses that use the counterfactual conditional were viewed with suspicion because philosophers also sought (and still do seek) similar understanding of counterfactual facts. Since the same can be said for the other nomic concepts--causation, lawhood, explanation, chance, dispositions, and their conceptual kin--philosophy demonstrated a preference for (...) non-nomic definitions of causation, analytic completions of (S) with no nomic terms in the analysans. Recently, however, philosophers have been less demanding regarding what terms may be used. Attention has been given to analyzing causation in terms of chance, the counterfactual conditional, and lawhood. Als Signatur moderner demokratischer Gesellschaften gilt heute weithin, was John Rawls zu Beginn der 1990er Jahre als „vernünftigen Pluralismus“ bezeichnet hat. Mit ihm einher geht die Frage, wie divergierende Lebensformen miteinander ins Gespräch gebracht werden können und wie sich dabei zu legitimen politischen Urteilen kommen lässt. Ich werde in meinem Beitrag argumentieren, dass sich die genannte Frage lösen lässt, wenn wir uns der jüngeren Diskussion von Arendts Theorie der Urteilskraft von Linda Zerilli zuwenden und diese mit Rahel Jaeggis (...) Überlegungen zur Kritik von Lebensformen verbinden. Dafür werde ich zunächst Arendts Überlegungen zur politischen Urteilskraft rekonstruieren und zeigen, wie diese Kants Modell der ästhetischen Urteilskraft auf den Bereich des Politischen zu übertragen versucht. Ich werde argumentieren, dass Arendt diese Transposition nur teilweise gelingt und eine Reihe von wichtigen Fragen ungelöst bleibt. Arendts Überlegungen sind damit jedoch keineswegs obsolet, sondern müssen vielmehr weiter gedacht werden. Zerilli hat hierfür jüngst einen wegweisenden Vorschlag vorgelegt, der Arendts Theorie der Urteilskraft nicht mehr im Ausgang von Kant, sondern von Wittgenstein zu denken versucht. Die damit einhergehende Perspektivverschiebung erlaubt es, den Streit zwischen divergierenden Lebensformen mit Jaeggi als eine mit den Mitteln der immanenten Kritik geführte Auseinandersetzung um deren Lernfähigkeit zu begreifen, was am Beispiel des Streits zwischen den Lebensformen der Kleinfamilie und der Kommune deutlich gemacht werden soll. John Laird was a Scottish philosopher who specialised in metaphysics and moral philosophy. In this early work, which was originally published in 1920, Laird set out to analyse some of the more perplexing problems of philosophical realism. The text includes a brief survey of philosophical realism at the beginning and critical notes throughout. This book will be of value to anyone with an interest in the works of Laird and the history of philosophy.

He then travels into the minds of scientists as they are drawn into competing directions. In this paper I present a variant of the “Sleeping Beauty” case that shows that the “halfer” approach to the original Sleeping Beauty problem is incompatible with an extremely plausible principle pertaining to cases of disagreement. This principle says that, in “nonpermissive” contexts, the weight you give to a disputant’s view ought to be proportional to your estimation of the strength of the disputant’s epistemic position with respect to the disputed proposition. In requiring such proportionality, the principle denies the possibility (...) of what I will call “robustly perspectival” contexts. Given the plausibility and widespread acceptance of this principle, its incompatibility with the halfer approach to Sleeping Beauty gives us an apparently powerful new argument against the halfer position and for the alternative “thirder” view. But I am a halfer, not a thirder. So I go on to argue that despite the principle’s intuitive plausibility, there are good reasons for thinking that the case presented here does involve a robustly perspectival context and that the principle should be rejected. I suggest that the lesson that we should draw from this case is not that we should accept the thirder view, but rather that rationality can be perspectival in a robust way that many may find quite surprising. This thesis investigates how children ought to be influenced with respect to religion. To answer this question, I develop a theory of cognitive curriculum content and apply it to the teaching of religious beliefs and beliefs about religions. By ‘a theory of cognitive curriculum content,’ I mean a theory that determines which truth-claims belong on the curriculum, and whether or not teachers ought to promote students’ belief of those claims. I extend this theory to help educators to decide which attitudes (...) address on the curriculum and whether or not to promote them. I then apply this to the case of religious attitudes and attitudes about religions. I argue that where having or failing to have a certain attitude makes a significant difference to students’ lives, it ought to be addressed by curricula. Where failing to have the attitude is irrational, this failure ought to be remedied; where having the attitude is irrational, that attitude ought to be discouraged; and where neither having nor failing to have the attitude is irrational, that attitude ought to be introduced and discussed without encouragement or discouragement. In so far as is practicable, educators should aim to acquaint students with arguments for and against having these attitudes and initiate them into the practice of assessing their soundness. The implications of this theory for extra-curricular influence, such as upbringing in the home, are also explored. (shrink)

Reconstructions of Kant are prominent in the contemporary debate over naturalism. Given that this naturalism rejects a priori principles, Kant's anti-naturalism can best be discerned in the “critical turn” as a response to David Hume. Hume did not awaken Kant to criticize but to defend rational metaphysics. But when Kant went transcendental did he not, in fact, go transcendent? The controversy in the 1990s over John McDowell's Mind and World explored just this suspicion: the questions of the normative force (...) of reason and of the ontological “space of reasons” vis- -vis the world. “Bald naturalism” appears to “extrude” rationality both ontologically and epistemologically from the natural world. Kant sought to discriminate a transcendental middle ground, safe from either extrusion. But was Kant's notion of the autonomy and spontaneity of reason as metaphysically innocent as McDowell's critics would have it? Situating Hume and naturalism in the eighteenth-century German context can help us understand the “critical turn” more accurately. While Hume recognized procedural proprieties for reflection, he did not believe in their a priori necessity. Initially, Kant shared that view. What assimilating Leibniz and Locke in the late 1760s garnered for Kant—the simultaneous spontaneity and self-transparency of reason—seemed to provide a means for overcoming Hume's skepticism and establishing a new foundation for metaphysics. Accordingly, all of the efforts of modern Kantianism notwithstanding, there is more than a whiff of the transcendent in Kant's transcendentalism. (shrink)
