What is the computational notion of “implementation”? It is not individuation, instantiation, reduction, or supervenience. It is, I suggest, semantic interpretation.

The Universal Declaration of Human Rights (UDHR) approved by the United Nations (UN) in 1948 includes the most widely accepted list of individual rights all over the world. Although it has been a catalyst in the pursuit of a universal ethic for human rights, it has not been updated for over 75 years during which significant progress has been made in the recognition of more human rights. It is time to examine whether the current global society aspires for more/other human (...) rights that are not reflected in previous declarations. We offer a review of literature on the potential areas that human rights may be extended to in the current sociocultural atmosphere and share the results of a survey at an international university in Japan which examines the views of 232 young Asian students from Japan, Korea, Vietnam, Thailand, China, Indonesia, etc. regarding the human rights declaration items and their implications, as well as new hypothetical items that they would like to see recognized as human rights. The results demonstrate stronger support for 15 out of the 21 surveyed items by all respondents, as well as stronger support for 10 out of the 21 items by female respondents. These results suggest a variable expansion in the breadth of the human rights concept which is worthy of further research. Also, gender inequality may be the basis for the stronger support of certain human rights by female respondents. (shrink)

Psychologists representing a broad spectrum of psychological specialties use the term "constructivist" to characterize their theories and underscore individuals' active participation in reality-making. In spite of consructivism's apparent widespread influence on psychology, however, significantly different forms of constructivist metatheory may be identified when constructivist assumptions about causal processess are contrasted. Both Pepper's worldview framework and Aristotle's four-fold classification of causation in natural phenomena are used to distinguish four forms of constructivism-material, efficient, formal, and final. Salient examples of each form as (...) evident in contemporary psychological theory are given with a discussion of implications of these distinctions for the development of a comprehensive conception of cognition and human knowing. The purpose of this article was to analyze the impact of work performance on companies in Latin America and the Caribbean. The methodology used was a qualitative approach, a literature review was carried out through the documentary analysis of scientific articles, triangulation was also used as a technique for the analysis of information. Among the main results are: Job performance has a significant impact on productivity, effectiveness of public management and work performance in the region, human resource management is fundamental (...) in the performance and productivity of workers; and motivation, satisfaction and commitment influence organizational performance. It was concluded that work performance impacts sustainable development and organizational growth in the region, likewise, selection, training, well-being, motivation and communication in human resources management optimize work performance. The Tindemans report on the European union and the decision to organize direct elections for the European Parliament have been two important events in European afjairs in 1976. This article analyses the origins, developments and bearing of these two events.Although his mandate was initiated and encouraged at the highest level - that of the European heads of state -, Mr. Tindemans' attempt to propose concrete steps in order to achieve a real political union in Europe did not get through. It (...) received a rather cold reception from several states who opposed some of his proposals on different grounds.At the Conference of The Hague, Mr. Tindemans was able to get a formal support to his ideas, but no decision was taken to implement any of them.The decision to organize direct elections for the European Parliament, which can be seen as a concrete step toward the implementation of the long awaited European union, is facing the same kind of resistance at the national level. Although the Nine have all agreed to do everything possible to organize these elections in the spring of 1978, there are still unsolved problems which are both technical and political. Moreover, even if they are taking place, it is not at all sure that they will bring about substantive changes in the role and functions of the European Parliament. (shrink)

William Rothman argues that the driving force of Hitchcock's work was his struggle to reconcile the dark vision of his favorite Oscar Wilde quote, "Each man kills the thing he loves," with the quintessentially American philosophy, articulated in Emerson's writings, that gave classical Hollywood movies of the New Deal era their extraordinary combination of popularity and artistic seriousness. A Hitchcock thriller could be a comedy of remarriage or a melodrama of an unknown woman, both Emersonian genres, except for the (...) murderous villain and godlike author, Hitchcock, who pulls the villain's strings -- and ours. Because Hitchcock believed that the camera has a murderous aspect, the question "What if anything justifies killing?," which every Hitchcock film engages, was for him a disturbing question about his own art. Tracing the trajectory of Hitchcock's career, Rothman discerns a progression in the films' meditations on murder and artistic creation. This progression culminates in _Marnie _(1964), Hitchcock's most controversial film, in which Hitchcock overcame his ambivalence and fully embraced the Emersonian worldview he had always also resisted. Reading key Emerson passages with the degree of attention he accords to Hitchcock sequences, Rothman discovers surprising affinities between Hitchcock's way of thinking cinematically and the philosophical way of thinking Emerson's essays exemplify. He finds that the terms in which Emerson thought about reality, about our "flux of moods," about what it is within us that never changes, about freedom, about America, about reading, about writing, and about thinking are remarkably pertinent to our experience of films and to thinking and writing about them. He also reflects on the implications of this discovery, not only for Hitchcock scholarship but also for film criticism in general. (shrink)

Indonesia has received Islam over the past millennium During this period, Islam has intermingled in varying degrees with Buddhism, Hinduism, and indigenous animism in different parts of the archipelago. Consequently, beliefs and practices diverge. Nevertheless, Islam has an overwhelming if diverse presence in Indonesia. The paper will examine the resultant diverse versions of Islam that currently coexist in Indonesia. These versions are the modernist, traditional, devotional, and syncretic aspects of Islam. Addresses the issues at the heart of international medicine and social responsibility. A number of international declarations have proclaimed that health care is a fundamental human right. But if we accept this broad commitment, how should we concretely define the state’s responsibility for the health of its citizens? Although there is growing debate over this issue, there are few books for general readers that provide engaging accounts of critical incidents, practices, and ideas in the field of human rights, health care, (...) and medicine. Included in the book are case studies of such issues as AIDS among orphans in Romania, organ trafficking, prison conditions, health care rationing, medical research in the third world, and South Africa’s constitutionally guaranteed right of access to health care. The rise of AI-based systems has been accompanied by the belief that these systems are impartial and do not suffer from the biases that humans and older technologies express. It becomes evident, however, that gender and racial biases exist in some AI algorithms. The question is where the bias is rooted—in the training dataset or in the algorithm? Is it a linguistic issue or a broader sociological current? Works in feminist philosophy of technology and behavioral economics reveal the gender bias (...) in AI technologies as a multi-faceted phenomenon, and the linguistic explanation as too narrow. The next step moves from the linguistic aspects to the relational ones, with postphenomenology. One of the analytical tools of this theory is the “I-technology-world” formula that models our relations with technologies, and through them—with the world. Realizing that AI technologies give rise to new types of relations in which the technology has an “enhanced technological intentionality”, a new formula is suggested: “I-algorithm-dataset.” In the third part of the article, four types of solutions to the gender bias in AI are reviewed: ignoring any reference to gender, revealing the considerations that led the algorithm to decide, designing algorithms that are not biased, or lastly, involving humans in the process. In order to avoid gender bias, we can recall a feminist basic understanding—visibility matters. Users and developers should be aware of the possibility of gender and racial biases, and try to avoid them, bypass them, or exterminates them altogether. (shrink)

The implementation of a diplomacy that could put more emphasis on democracy and human rights was not an easy process in Belgium. Treatment of these matters have taken a different perspective in Zaïre, Rwanda and Burundi, Belgium 's three most important African partners. Reasons for that are twofold. Fore one thing, the Belgian foreign affairs service has always been overloaded by mercantile preoccupations. Secondly, knowledge on Africa has been limited to short circle diplomatic contacts while no instruments were ever implemented (...) that could have ensured some following up of the African civil society at large.In the future, the continuation for a slow process of disengagement might be foreseable. New "partners" might come to the forefront such as South Africa while the U.S. and international financial organisations will definitely try to impose "good governance" together with a reasonable dose of human rights. In reviewing the Belgian policy towards Zaïre for the last two decades, one is struck by a certain politica! as well as economic withdrawal which has become more obvious since the end of the sixties. In the context of the «Mobutu Plan», the Marshall Plan for Zaïre, or in that of the two Shaba upheavals, Belgium, unlike France with respect to its former colonies, has choosen to align itself with big powers policies and international organizations, and to avoid taking too (...) strong stands in the rather confuse situation which prevails in Zaïre today. Although unanimity does no langer exist among the various Belgian pressures groups about what is tobe done in Zaïre, the official policy of the government is entrenched in a «wait and see» attitude which points to the deepening contradictions within Western states towards Africa in general and Zaïre in particular.
