This paper offers a new concept of the firm that aims at balancing the corporate economic, social, and environmental responsibilities and goes beyond the stakeholder approach. It intends to provide a conceptual and operationalizable basis to fairly assess corporate conduct from both inside and outside the companies. To a large extent these different responsibilities may overlap and reinforce each other. However, if they conflict, they should be clearly evaluated for their own sake and in terms of wealth creation. Only then (...) can a balanced approach be realized. Section 1 briefly discusses some general aspects of the relationship between concepts and measurement. In Section 2, a concept of the firm is developed that is based on the notion of responsibility and balances economic, social and environmental responsibilities. Background: A high prevalence of cognitive impairment and frailty complicates the feasibility of advance care planning in the long-term-care population. Research aim: To identify challenges in implementing the ‘Let Me Decide’ advance care planning programme in long-term-care. Research design: This feasibility study had two phases: (1) staff education on advance care planning and (2) structured advance care planning by staff with residents and families. Participants and research context: long-term-care residents in two nursing homes (...) and one community hospital. Ethical considerations: The local research ethics committee granted ethical approval. Findings: Following implementation, over 50% of all residents had completed some form of end-of-life care plan. Of the 70 residents who died in the post-implementation period, 14% had no care plan, 10% (with capacity) completed an advance care directive and lacking such capacity, 76% had an end-of-life care plan completed for them by the medical team, following discussions with the resident (if able) and family. The considerable logistical challenge of releasing staff for training triggered development of an e-learning programme to facilitate training. Discussion: The challenges encountered were largely concerned with preserving resident’s autonomy, avoiding harm and suboptimal or crisis decision-making, and ensuring residents were treated fairly through optimisation of finite resources. Conclusions: Although it may be too late for many long-term-care residents to complete their own advance care directive, the ‘ Let Me Decide’ programme includes a feasible and acceptable option for structured end-of-life care planning for residents with variable capacity to complete an advance care directive, involving discussion with the resident (to the extent they were able) and their family. While end-of-life care planning was time-consuming to deliver, nursing staff were willing to overcome this and take ownership of the programme, once the benefits in improved communication and enhanced peace of mind among all parties involved became apparent in practice. In the following I discuss the debate between epistemological internalists and externalists from an unfamiliar meta-epistemological perspective. In doing so, I focus on the question of whether rationality is best captured in externalist or internalist terms. Using a conception of epistemic judgments as “doxastic plans,” I characterize one important subspecies of judgments about epistemic rationality—focusing on the distinctive rational/functional role these judgments play in regulating how we form beliefs. Then I show why any judgment that plays this role should be (...) expected to behave the manner internalists predict. In this way, I argue, we can explain why our basic toolbox for epistemic evaluation includes an internalist conception of rationality. (shrink)

The term “time-plan” is introduced in the article to sum up the diversity of temporal processes described by Jakob von Uexküll (1864–1944) in the frameworkof the general Planmässigkeit of nature. Although Uexküll hardly had any connections with his contemporary philosophies of time, the theme of the subjectivetimes and timing of the organisms forms an essential part of his umwelt theory. As an alternative to the dominance of evolutionary time in biological discussions, Uexküll took perceptual and developmental times of organisms (...) as his natural scientific priorities. While discussing the characteristics of the latter, Uexküll departs from an epigenetic position. Discussion about perceptual time entails detecting the primary units of time (moments) as well as how the succession of moments results in the perception of movement. The last part of the article will explicate the significance of the “time plan” concept for biophilosophical discussions. It is suggested that the bioethical question rising from Uexküll’s works may take the following form: do other biological subjects besides humans have a right to their own timing? (shrink)

Intention plays a central role in coordinating action. It does so, it is commonly thought, by allowing one to plan further actions for the future on the basis of the belief that it will be executed. Doxasticists about intention (Harman, Velleman) conclude from this that accounting for this role of intention requires accepting the thesis that intention involves belief. Conativists (Bratman, Brunero, Mele) reject that conclusion. I argue that Doxasticists are right in calling attention to the existence of a cognitive (...) aspect to intention-based coordination, but that such an aspect is better understood in terms of the attitude of reliance than of belief. I also argue that an appeal to reliance affords Conativists with useful resources for explaining that aspect of intention-based coordination in a way that is compatible with their rejection of the aforementioned thesis. In his remarks E. I. Ignat'ev considered a number of economic matters associated with the problem of the environment. Ignat'ev emphasized that environmental protection is becoming a vitally essential field of social activity. Inasmuch as this is the fact, he said, it is natural that, under the conditions existing in our country, this field of activity be planned in a specific way. The financial, material, and human resources needed to implement the program of conservation and improvement of the environment must (...) be planned. Moreover, this planning must be done in close connection with the further development of the country's productive forces. Since a serious basis in science is essential for successful implementation of all the activity associated with maintenance and improvement of the environment on the scale of the country at large, Ignat'ev emphasized the significance of the new resolution of the USSR Supreme Soviet. It provides that measures for conservation, and for protection and improvement of the environment, will henceforth in our country be incorporated into the annual and five-year plans for development of the economy and will also find expression in a special section of the long-term plan now being prepared for the prospective development of the economy. In their examination of elementary science classrooms, Amerine and Bilmes (1988) found that following instructions requires students to understand the relationship between the projected outcome and the corresponding course of actions. One of the most important resources for instructions is the lesson plan, which prescribes the sequence of teaching. However, there is often a gap between what is planned and what actually happens in the classroom. This raises the question of how teachers come to terms with contingent variants and unexpected (...) outcomes that real-time interactions occasion and how lesson plans are configured into these processes. This study examines a teacher education program that uses lesson plans as a central resource for teaching mathematics. The results suggest that classroom teachers use lesson plans as communicative resources to identify problems, specify assumptions about their teaching and act on the evolving contingency of classroom interaction. The interactional contingency is the locus of teaching practices, not an obstacle to the application of procedures in lesson plans. (shrink)

This encylopedia entry describes the "Canberra Plan" approach to conceptual analysis, a method closely related to the Ramsey-Carnap-Lewis approach to analysing the meaning of theoretical terms.

The Covid-19 pandemic has been analysed and discussed from many disciplinary perspectives. An aspect that still needs critical exploration is the role—that is, the modes and forms—of regulatory interventions during the pan- demic. It is interesting to note in this regard that, in many studies, regulatory measures are labelled “non-pharma- ceutical interventions”, as if they do not have any specificity on their own and only represent a theoretically residual category. The main aim of this article is instead to focus on (...) the distinctive features of normative measures as such. As regards the article’s focus, it centres on the normative interventions in the first period of the pandemic—that is, 2020—with particular reference to Italy. We have chosen to focus on this period because the most extensive and severe restrictions introduced to combat Covid-19 were established at that time. And we have chosen to con- sider Italy because it was the first country, after China, to be hard hit by the virus and to react in a draconian manner. As regards the methodology, the article is based, in general and primarily, on an extensive interdisciplinary literature review. With reference to the Italian case, the study is additionally based on: first-hand data collection and analysis (especially concerning Italian normative measures mainly issued at the national level: their type, frequency, target, hierarchical relationships); second-hand data and analysis (for instance as regards the effectiveness of Italy’s and other countries’ regulatory measures). In discussing the Italian response to the Covid-19 pandemic, certain weaknesses have been identified; and possible lessons have been highlighted, in terms of both “planning” (i.e. the necessity to better pre-define concrete and circumscribed sets of actions) and of “meta-planning” (i.e. the necessity of better planning the way in which public authorities could and should plan and act). Although this article is mainly based on the Italian situation, what we can learn from this case is largely generalizable. (shrink)

Value sensitive design aims at creating better technology based on social and ethical values. However, VSD has not been applied to long-term and uncertain future developments, such as societal planning for climate change. This paper describes a new method that combines elements from VSD with scenario planning. The method was developed for and applied to a case study of adaptation to sea level rise in southern Sweden in a series of workshops. The participants of the workshops found (...) that the method provided a framework for discussing long-term planning, enabled identification of essential values, challenged established planning practices, helped find creative solutions, and served as a reminder that we do not know what will happen in the future. Finally, we reflect on the limitations of the method and suggest further research on how it can be improved for value sensitive design of adaptation measures to manage uncertain future sea level rise. Planning allows us to coordinate our actions over time, and the ability to plan is crucial in many areas of our lives. I argue that while planning is deeply embedded in contemporary societies, not all individuals have equal access to the structures that support such planning. This article explores how external planning-support structures are essential to our capacity to plan and how inequality in access to these structures can impact an individual's ability to deliberate and pursue (...) long-term plans. I conclude by suggesting that we need to think more deeply about unequal access to the structures that support planning directly, not just inequality in resources. (shrink)

We are planning agents and we are, or so we suppose, responsible agents. How are these two distinctive aspects of our agency related? In his "Freedom and Resentment" Peter Strawson understands responsible agency in terms of "reactive attitudes" like resentment and gratitude, attitudes which are normally embedded in "ordinary inter-personal relationships." I draw on Strawson''s account to sketch an answer to my question about responsibility and planning. First, the fact that an action is plan-embedded can influence the agent''s (...) degree of culpability for that action; for such embeddings can constitute or indicate important facts about the quality of the agent''s will. Second, general planning incapacities can to some extent exempt an agent from normal judgments of responsibility. My argument for this second claim appeals to the normal roles of planning in "ordinary inter-personal relationships.". (shrink)

The term ‘Third World’ was first used in 1952 by the French economist ­Alfred Sauvy­ in order to stress the division between the liberal ‘First’ world, the communist ‘Second’, and the rest of the non­aligned ‘Third’ world. During the 1970s and 1980s, the confrontation between the East and the West polarized the dissemination of the architecture and planning concepts. The export of ‘Modernism’ and its adaptations to the conditions of ‘Third World’ from Socialist and Capitalist countries introduced the (...) new paradigms of reconstruction and resettlement policies that create new urban identities in these countries. Rendering the importance of the complex relationship between interrelated politics in the geopolitical matrix of world war responses to a series of problematic questions on actual architectural concepts and meta­political strategies that frame social life in an oppressive frame. In cold war politics, urban planning was considered to be a powerful instrument, and that the export of architecture and planning functioned as a political apparatus by non­ government aid organizations, philanthropic foundations, corporations, and individual professionals. Through archival materials including historical documents, drawings, photographs, maps, planning transfers, and reconstruction strategies, this paper aims to show how we can re­conceptualize architecture and urban planning as a political apparatus of transnational transfer during the Post­war reconstruction projects to create a new urban identity. Contemporary perspectives on conciousness provide us with a powerful metaphor for the corporate planning process; although organisations ultimately differ, in systems terms, from organisms. Like consciousness, planning has survival value and confers operational advantages.

Much of Edmonton’s municipal past lacked any overarching development plan. Once such absentee municipal planning gave way to more concrete forms of municipal planning in terms of shaping the urban environment, conflicting goals soon emerged. Between 1949 and the early 1980s a conflict in planning goals within both the Edmonton District Planning Commission and the City of Edmonton, at this time governed with a commission board became apparent. Often this conflict played out in Edmonton’s river valley (...) with competing visions of preservation and freeway construction. River valley neighborhoods were threatened with land acquisition policies that viewed the river valley as the sole domain of parkland. Concurrently, those neighborhoods and much of the river valley were also threatened by the Metropolitan Edmonton Transportation Study. Citizen engagement in an otherwise politically apathetic city led to its demise, although the threat of large-scale removal of river valley parks and homes throughout the city loomed for some time. The period between 1949 and 1983 represents a period in Edmonton’s history where environmental protection policy clashed with transportation policy that advocated for the wholesale destruction of the river valley and countless homes. It is this conflict that led to increased political awareness that directly contributed to the demise of the METS scheme and gave rise to renewed support for river valley protection while making rapid transit a possibility for Edmonton. In this paper, planning models developed in artificial intelligence are applied to the kind of planning that must be carried out by participants in a conversation. A planning mechanism is defined, and a short fragment of a free‐flowing videotaped conversation is described. The bulk of the paper is then devoted to an attempt to understand the conversation in terms of the planning mechanism. Safety-critical systems manufacturers have the duty of care, i.e., they should take correct steps while performing acts that could foreseeably harm others. Commonly, industry standards prescribe reasonable steps in their process requirements, which regulatory bodies trust. Manufacturers perform careful documentation of compliance with each requirement to show that they act under acceptable criteria. To facilitate this task, a safety-centered planning-time framework, called ACCEPT, has been proposed. Based on compliance-by-design, ACCEPT capabilities permit to design Compliance-aware Engineering Process Plans, which are (...) able to show the planning-time allocation of standard demands, i.e., if the elements set down by the standard requirements are present at given points in the engineering process plan. In this paper, we perform a case study to understand if the ACCEPT produced models could support the planning of space software engineering processes. Space software is safety and mission-critical, and it is often the result of industrial cooperation. Such cooperation is coordinated through compliance with relevant standards. In the European context, ECSS-E-ST-40C is the de-facto standard for space software production. The planning of processes in compliance with project-specific ECSS-E-ST-40C applicable requirements is mandatory during contractual agreements. Our analysis is based on qualitative criteria targeting the effort dictated by task demands required to create a CaEPP for software development with ACCEPT. Initial observations show that the effort required to model compliance and processes artifacts is significant. However, such an effort pays off in the long term since models are, to some extend, reusable and flexible. The coverage level of the models is also analyzed based on design decisions. In our opinion, such a level is adequate since it responds to the information needs required by the ECSS-E-ST-40C framework. (shrink)

Family planning is the usual modern route to producing a small family. Can human behavioral ecology provide a framework for understanding family planning behavior? Hillard S. Kaplan (Yearb. Phys. Anthropol. 39:91–135) has proposed a general theory of human parental investment based on the importance of skills development in children. As modern, skills-based, competitive market economies are established, parental investment strategies would be predicted to become oriented toward producing increasingly competitive offspring in a pattern of coordinated investment in their (...) embodied capital—in other words, skills training along with good health to ensure their long-term productivity. Parental embodied capital and resources are also expected to be associated with motivation to produce competitive offspring. The basic parental investment trade-off between quality and quantity should predict greater investment in fewer children and the adoption of family planning behavior. Data on family planning in two ethnic groups in Northeast India (Khasi and Bengali) currently experiencing early-phase transition into modern market economies from very different social and ecological baselines are examined within this analytical framework. The results show a mixture of strategies in conjunction with family planning that involve decreased as well as increased investment in the embodied capital of children among Bengali and a divergence of investments in education and health among Khasi. These mixtures of strategies provide some insight into the motivations to use family planning in the face of economic transition, given differing local cultural and ecological conditions and the opportunity structures they provide. In philosophical action theory there is a wide agreement that intentions, often understood in terms of plans, play a major role in the deliberation of rational agents. Planning accounts of rational agency challenge game- and decision-theoretical accounts in that they allow for rationality of actions that do not necessarily maximize expected utility but instead aim at satisfying long-term goals. Another challenge for game-theoretical understanding of rational agency has recently been put forth by the theory of team reasoning in (...) which the agents select their actions by doing their parts in the collective action that is best for the group. Both planning and team reasoning can be seen as instances of a similar type of reasoning in which actions are selected on the basis of an evaluation of a larger unit than an individual’s momentary act. In recent theories of collective agency, both planning and team reasoning have been defended against orthodox game theory, but, interestingly, by different authors: Raimo Tuomela has defended team reasoning in his theory of group agency, but he ignores temporally extended planning in this context. Michael Bratman has extended his theory of planning to the case of shared agency, but he does not seem to see a role for team reasoning in understanding shared intentional activities. In this paper, we argue that both accounts suffer from this one-sidedness. We aim to combine the main insights of Tuomela’s we-mode approach and Bratman’s planning approach into a fruitful synthesis that we think is necessary for understanding the nature of group agency. Together the monographs were to form the first section of the International Encyclopedia of Unified Science. Included in each mailing was an introductory prospectus which began:Recent years have witnessed a striking growth of interest in the scientific enterprise as a whole and especially in the unity of science. This is especially necessary if science is to satisfy its inherent urge for the systematization of its results and methods and if science is to perform adequately its educational role in the modern world. Illusionism is a prominent hypothesis about action control, according to which acts that we consider voluntary are nevertheless caused by unconscious brain events, and thus our subjective experience of consciously willing them is ultimately illusory. Illusionism can be understood as either an ontological thesis or a phenomenological claim, but both versions are vulnerable to a line of attack based on the role of long-term planning in action control. According to this objection, the evidence upon which illusionism rests is (...) confined to short-term intentions, so it is not sufficient to justify broader conclusions on the causal inefficacy of conscious will. In this essay we reconstruct the logic of this objection against illusionism, clarify why surveying folk intuitions on conscious distal intentions is essential to the debate, and present a study in which the role of conscious planning in intentionality judgment is clearly revealed. ‘Planetary sustainability’, as developed in this article, is a transitory term, marking the conceptional change from perceiving the Earth as a globe to recognising it rather as a planet. Although the traditional Brundtland sustainability definition comprises ecological, economic and social dimensions to perpetuate the fulfilment of humankind’s needs for the next generations, the planetary aspect of sustainability leads to the acknowledgement that there will be an end to human civilisation if humankind does not move into space sooner or later. (...) Concerning space mining, this move might happen in our age. Given this fact, and the contemporary situation concerning space debris, ‘ethics of planetary sustainability’ as well as space environment ethics are needed. It would also make sense to add an 18th Sustainable Development Goal called ‘Space Environment’ to the current 17 Global Goals, as a sort of a political demand to complete what then could better be called the ‘Planetary Plan’.Contribution: The increasing economic use of outer space makes it necessary to include this domain in the sustainability discussion. The article calls for an 18th United Nations Sustainable Development Goal “Space Environment”, providing theological and philosophical reasoning for the need of an ethics of planetary sustainability. This paper is concerned with those elements of planning knowledge that are common to both understanding someone else's plan and creating a plan for one's own use. This planning knowledge can be divided into two bodies: Knowledge about the world, and knowledge about the planning process itself. Our interest here is primarily with the latter corpus. The central thesis is that much of the knowledge about the planning process itself can be formulated in terms of higher‐level (...) goals and plans called meta‐goals and meta‐plans. These entities can then be used by the same understanding and planning mechanisms that process ordinary goals and plans. However, the meta‐planning knowledge now enables these mechanisms to handle much more complicated situations in a uniform manner.Systems based on meta‐planning would have a number of advantages over existing problem solving and understanding systems. The same knowledge could be shared by both a planner and understander, and both would be able to handle complex situations elegantly. In addition, in planning, the use of meta‐planning has several advantages over more traditional methods involving constraints or critics. Meta‐planning allows the full power of a problem solver to be applied to situations that are generally amenable only to special purpose processing. In addition, meta‐planning facilitates the representation of some situations that are difficult to express otherwise. We have begun to introduce meta‐planning knowledge into two systems: PAM, a story understanding program, and PANDORA, a problem solving and plannin̈g system. (shrink)

Electroencephalogram (EEG) recordings are increasingly used to evaluate patients with disorders of consciousness (DOC) or assess their prognosis outcome in the short-term perspective. However, there is a lack of information concerning the effectiveness of EEG in classifying long-term (many years) outcome in chronic DOC patients. Here we tested whether EEG operational architectonics parameters (geared towards consciousness phenomenon detection rather than neurophysiological processes) could be useful for distinguishing a very long-term (6 years) clinical outcome of DOC patients whose (...) EEGs were registered within 3 months post-injury. The obtained results suggest that EEG recorded at third month after sustaining brain damage, may contain useful information on the long-term outcome of patients in vegetative state: it could discriminate patients who remain in a persistent vegetative state from patients who reach a minimally conscious state or even recover a full consciousness in a long-term perspective (6 years) post-injury. These findings, if confirmed in further studies, may be pivotal for long-term planning of clinical care, rehabilitative programs, medical-legal decisions concerning the patients, and policy makers. The Myth of the Framework, Popper attacks the doctrine that truth is relative to one's intellectual background. The same collection refers to his "situational analysis." This article explores the implications of both for spatial planning. Spatial planners have to justify proposals. The article first summarizes earlier work on planning methodology evolving around the rationality principle and the implications for it of Popper's work for how to do this. It then discusses the notion of the definition of the decision (...) situation, which flows from this principle. This, of course, implies taking a leaf out of Popper's book where he discusses situational analysis. The article then gives an account of the author's work on Dutch planning doctrine, relating it to the definition of decision situations in planning and confronting it with Popper's strictures against The Myth of the Framework. The conclusion is that, whereas in the sciences that are after explain ing reality in terms of universal laws, Popper's argument holds, in planning it does not. Planning is about the search for the right course of action. In it, Popper's concern with fighting relativism and what he calls "justification" is misplaced. The quality of decisions depends on the position and the concerns of the decision taker. Relativism is in-built and so is the need to justify decisions. (shrink)

Discourse connection is a challenging aspect of writing in a second language. This study seeks to investigate the effects of two classroom instructions on discourse connection in writing for EFL college students, focusing on their argumentative writing. Three classes were exposed to different pre-task conditions: receiving reading materials that provide content support for the writing, receiving planning instructions on effective outlining, and receiving no resources. The results showed that the instructions helped students attain better overall coherence in writing. However, (...) noticeable differences between the two experimental groups emerged in terms of cohesion features. The reading group was found to employ more lexical cohesion devices in writing than the outline group, which indicated a heightened genre awareness. This inquiry helped us identify the reading group’s alignment with content support materials, particularly the change in stance as a factor that contributes to a higher level of lexical cohesion in writing. This study examines the impact of non-executive employee stock ownership plans (ESOP) on corporate environmental engagement. We show that granting ESOPs to non-executive employees promotes greater corporate ecological engagement from the perspectives of environmental protection expenditures, environmental information disclosure quality, and environmental, social, and governance (ESG) ratings. ESOPs unite members in a common interest, empowering them to put pressure on management to reduce carbon emissions, which benefits their physical wellbeing and increases their residual interest in long-term corporate wealth. Further, (...) our analysis reveals that companies investing in environmental protection forgo short-term profit as a consequence of high initial costs, while increasing long-term firm value. These positive effects are attributable to ESOP schemes with higher employee subscription rates, those granted to a larger number of non-executive employees, and those with longer validity periods of ownership, whose incentive effect is sufficiently powerful to offset the free-rider problem. In addition, the impact of ESOPs is more pronounced in companies with greater media exposure, those confronting intense labor market competition, and those in heavily polluting industries. Fundamentally, our study provides novel evidence of the incentive effect of ESOPs on corporate environmental engagement and of stakeholder dynamics driving the implementation of carbon reduction strategies. A number of important city-building projects across the early 20th century drew on the utopian ideas of the City Beautiful movement, an architectural response to the poverty and social dysfunctions generated by urban industrialism. This was also a moment in which the imperial connections and imperial ambitions of settler capitalist societies coincided with national projects. The curious co-existence of these ambitions was embodied in the capital city projects of the time – simultaneously imperial and national, and developed through an exchange (...) of utopian ideas about architecture, planning, nature and modernity. Of these, Canberra is exemplary; the most fully realized. A hundred years later, its story is still largely told in narrow terms, as a parochial tale of incomplete nationalism. Shifting focus to explore Canberra in relation to other capital city building projects during the period offers a better understanding of the complex overlays of imperialism, nationalism and regionalism at play in new world settler societies, and the cultural traffic across the Anglophone world. Marx and the question of the concerted plan : a brief retrospective The article proposes a broadbrush rehearsal of the controversy of a socialist accounting, that is, the hypothesis of a method of rational accounting proper to a communitarian economy, which opposed socialists and liberals in the 1920s. The aim is to show that the terms of this somewhat arcane controversy hinge on certain assertions by Marx, in particular regarding the modes of association in the future ; that the debate (...) which, contrary to superficial impressions, is not dead, cannot be formulated without also addressing the question of property. Environmental landscaping is known to build, plan, and manage landscapes that consider the ecology of a site and produce gardens that benefit both people and the rest of the ecosystem. Landscaping and the environment are combined in landscape design planning to provide holistic answers to complex issues. Seeding native species and eradicating alien species are just a few ways humans influence the region’s ecosystem. Landscape architecture is the design of landscapes, urban areas, or gardens and their modification. It comprises (...) the construction of urban and rural landscapes via coordinating the creation and management of open spaces and economics, finding a job, and working within a confined project budget. There was a lot of discussion about global warming and water shortages. There is a lot of hope to be found even in the face of seemingly insurmountable obstacles. AI is becoming more significant in many urban landscape planning and design elements with the advent of web 4.0 and Human-Centred computing. It created a virtual reality-based landscape to create deep neural networks (DNNs) to make deep learning (DL) more user-friendly and efficient. Users may only manipulate physical items in this environment to manually construct neural networks. These setups are automatically converted into a model, and the real-time testing set is reported and aware of the DNN models that users are producing. This research presents a novel strategy for combining DL-DNN with landscape architecture, providing a long-term solution to the problem of environmental pollution. Carbon dioxide levels are constantly checked when green plants are in and around the house. Plants, on either hand, remove toxins from the air, making it easier to maintain a healthy environment. Human-centered Artificial Intelligence-based web 4.0 may be used to assess and evaluate the data model. Among the issues before the American People today none are of greater importance than that of National Planning. The gradual evolution of the processes of civilization to their present state has brought National Planning to public attention as the next logical step. No one can explore the facts of our natural resources, our tool-power and our man-power without becoming aware of their interdependences and the need of intelligent coordinated action concerning them, if an orderly progressive society is to (...) be established and maintained. If planning is to be incorporated in National Policy, the very nature of the problem itself and the facts and relationships to be dealt with should command the sincere and devoted attention of all groups of scientific workers in every field of human interest. It is not the purpose of this paper to argue this point. It will be assumed, before this group, that the planning process is a scientific process and therefore should be of great interest to the members of this association. In the short period assigned to the consideration of this subject, all that can be accomplished is to indicate what are some of the problems involved in scientific social planning. The inadequacies of the type of planning such as attempted by the German, Italian and Japanese Governments, to mention a few, and its comparison with the types of planning from which evolves a democratic social power, must be left for consideration at another time. The planning process as related to democratic social objectives is concerned with setting up a framework of relationships among the processes of civilization which has a high probability of attaining optimum social satisfactions. Modern civilization is founded on three primary dynamic systems each having its own characteristics. These dynamic systems will be termed “Systems of Power” and are:1. Systems of Resources Power2. The parking of cars is a globally recognized problem, especially at locations where there is a high demand for empty parking spaces. Drivers tend to cruise additional distances while searching for empty parking spaces during peak hours leading to problems, such as pollution, congestion, and driver frustration. Providing short-term predictions of parking availability would facilitate the driver in making informed decisions and planning their arrival to be able to choose parking locations with higher availability. Therefore, the aim of (...) this study is to provide short-term predictions of available parking spaces with a low volume of data. The open parking lot provides parking spaces free of charge and one such parking lot, located beside a shopping center, was selected for this study. Parking availability data for 21 days were collected where 19 days were used for training, while multiple periods of the remaining 2 days were used to test and evaluate the prediction methods. The test dataset consists of data from a weekday and a weekend. Based on the reviewed literature, three prediction methods suitable for short-term prediction were selected, namely, long short-term memory, seasonal autoregressive integrated moving average with exogenous variables, and the Ensemble-based method. The LSTM method is a deep learning-based method, while SARIMAX is a regression-based method, and the Ensemble method is based on decision trees and random forest to provide predictions. The performance of the three prediction methods with a low volume of data and the use of visitor trends data as an exogenous variable was evaluated. Based on the test prediction results, the LSTM and Ensemble-based methods provided better short-term predictions at multiple times on a weekday, while the Ensemble-based method provided better predictions over the weekend. However, the use of visitor trend data did not facilitate improving the predictions of SARIMAX and the Ensemble-based method, while it improved the LSTM prediction for the weekend. (shrink)

What do we owe participants in collective pension plans in terms of socially responsible investment (SRI)? This paper draws into question current conventional wisdom on SRI, which considers investor engagement a more effective strategy than divestment to change morally problematic corporate behaviour. More fundamentally, in light of reasonable disagreement about the objective of SRI, the paper argues that participants in collective pension plans are owed some kind of control over their investments. In this discussion paper we consider the influence of ethnicity, religiosity, spirituality and health literacy on Advance Care Planning for older people. Older people from cultural and ethnic minorities have low access to palliative or end-of-life care and there is poor uptake of advance care planning by this group across a number of countries where advance care planning is promoted. For many, religiosity, spirituality and health literacy are significant factors that influence how they make end-of-life decisions. Health (...) literacy issues have been identified as one of the main reasons for a communication gaps between physicians and their patients in discussing end-of-life care, where poor health literacy, particularly specific difficulty with written and oral communication often limits their understanding of clinical terms such as diagnoses and prognoses. This then contributes to health inequalities given it impacts on their ability to use their moral agency to make appropriate decisions about end-of-life care and complete their Advance Care Plans. Currently, strategies to promote advance care planning seem to overlook engagement with religious communities. Consequently, policy makers, nurses, medical professions, social workers and even educators continue to shape advance care planning programmes within the context of a medical model. The ethical principle of justice is a useful approach to responding to inequities and to promote older peoples’ ability to enact moral agency in making such decisions. (shrink)

This paper presents an approach to artificial intelligence planning based on linear temporal logic (LTL). A simple and easy-to-use planning language is described, Planning Domain Description Language with control Knowledge (PDDL-K), which allows one to specify a planning problem together with heuristic information that can be of help for both pruning the search space and finding better quality plans. The semantics of the language is given in terms of a translation into a set of LTL formulae. (...) Planning is then reduced to “executing” the LTL encoding, i.e. to model search in LTL. The focus of this paper is the discussion between supporters of the intentional account of SD and supporters of the causal account. Between these two options the author argues that SD is the unintentional outcome of intentional steps taken by the agent. More precisely, she argues that SD is a complex mixture of things that we do and that happen to us; the outcome is however unintended by the subject, though it fulfils some of his practical, though short-term, goals. In her account, SD is produced after a fashion similar to those beneficial social phenomena which serve some collective purpose, are the product of human action, but not of human design, such as money, language and many social conventions; and similarly SD can be accounted by invisible hand explanation. The paper will critically analyze both the intentional and the causal accounts, and then present the invisible hand explanation which avoids the most puzzling aspect of the intentional view, while keeping the distinctiveness of SD in the realm of motivated irrationality. A brief discussion of the issue of responsibility for SD will conclude the paper. (shrink)

Clinical guidelines are special types of plans realized by collective agents. We provide an ontological theory of such plans that is designed to support the construction of a framework in which guideline-based information systems can be employed in the management of workflow in health care organizations. The framework we propose allows us to represent in formal terms how clinical guidelines are realized through the actions of are realized through the actions of individuals organized into teams. We provide various levels of (...) implementation representing different levels of conformity on the part of health care organizations. Implementations built in conformity with our framework are marked by two dimensions of flexibility that are designed to make them more likely to be accepted by health care professionals than standard guideline-based management systems. They do justice to the fact 1) that responsibilities within a health care organization are widely shared, and 2) that health care professionals may on different occasions be non-compliant with guidelines for a variety of well justified reasons. The advantage of the framework lies in its built-in flexibility, its sensitivity to clinical context, and its ability to use inference tools based on a robust ontology. Our objective was to better understand the values and ethical dilemmas surrounding advance care planning through stories told by registered nurses and licensed social workers, who were employed as care managers within Area Agencies on Aging. We conducted eight focus groups in which care managers were invited to tell their stories and answer open-ended questions focusing on their interactions with consumers receiving home-based long-term care. Using narrative analysis to understand how our participants thought through particular experiences and what (...) they valued, we identified seven themes representative of their work with consumers and families: humility, respect, responsibilities, boundaries, empowerment, courage, and veracity.
