Clinical trials emerged in rapid succession as the COVID-19 pandemic created an unprecedented need for life-saving therapies. Fair and equitable subject selection in clinical trials offering investigational therapies ought to be an urgent moral concern. Subject selection determines the distribution of risks and benefits, and impacts the applicability of the study results for the larger population. While Research Ethics Committees monitor fair subject selection within each trial, no standard oversight exists for subject selection across multiple trials for the same disease. (...) Drawing on the experience of multiple clinical trials at a single academic medical centre in the USA, we posit that concurrent COVID-19 trials are liable to unfair and inequitable subject selection on account of scientific uncertainty, lack of transparency, scarcity and, lastly, structural barriers to equity compounded by implicit bias. To address the critical gap in the current literature and international regulation, we propose new ethical guidelines for research design and conduct that bolsters fair and equitable subject selection. Although the proposed guidelines are tailored to the research design and protocol of concurrent trials in the COVID-19 pandemic, they may have broader relevance to single COVID-19 trials. (shrink)

We consider three accepted truths about iris biometrics, involving pupil dilation, contact lenses and template aging. We also consider a relatively ignored issue that may arise in system interoperability. Experimental results from our laboratory demonstrate that the three accepted truths are not entirely true, and also that interoperability can involve subtle performance degradation. All four of these problems affect primarily the stability of the match, or authentic, distribution of template comparison scores rather than the non-match, or imposter, distribution of scores. (...) In this sense, these results confirm the security of iris biometrics in an identity verification scenario. We consider how these problems affect the usability and security of iris biometrics in large-scale applications, and suggest possible remedies. (shrink)

Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. A growing interest in and concern about the adequacy and fairness of modern peer-review practices in publication and funding are apparent across a wide range of scientific disciplines. Although questions about reliability, accountability, reviewer bias, and competence have been raised, there has been very little direct research on these variables.The present investigation was an attempt to study the peer-review process directly, in the natural setting of actual journal referee evaluations of submitted manuscripts. As test materials we selected 12 already published (...) research articles by investigators from prestigious and highly productive American psychology departments, one article from each of 12 highly regarded and widely read American psychology journals with high rejection rates (80%) and nonblind refereeing practices.With fictitious names and institutions substituted for the original ones (e.g., Tri-Valley Center for Human Potential), the altered manuscripts were formally resubmitted to the journals that had originally refereed and published them 18 to 32 months earlier. Of the sample of 38 editors and reviewers, only three (8%) detected the resubmissions. This result allowed nine of the 12 articles to continue through the review process to receive an actual evaluation: eight of the nine were rejected. Sixteen of the 18 referees (89%) recommended against publication and the editors concurred. The grounds for rejection were in many cases described as “serious methodological flaws.” A number of possible interpretations of these data are reviewed and evaluated. (shrink)

In this book, Ted Peters explores the fallacies of the "gene myth" and presents a resounding array of arguments against this kind of all-encompassing genetic determinism. On the scientific side, he correctly points out that genetic influences on behavior are in most instances relatively modest. Does anyone deny that identical twins are still able to practice individual free will? After dispatching some of the sweepingly deterministic conclusions of the "science" of evolutionary psychology with a particularly effective set of rebuttals, (...) Peters arrives at the conclusion that the nature of humanness is an interaction of three things- not one, not two, but three: genetics, environment, and free will. Neglecting any one of these three leads down a path of fuzzy thinking and dangerous consequences. (shrink)

Selective scientific realists disagree on which theoretical posits should be regarded as essential to the empirical success of a scientific theory. A satisfactory account of essentialness will show that the (approximate) truth of the selected posits adequately explains the success of the theory. Therefore, (a) the essential elements must be discernible prospectively; (b) there cannot be a priori criteria regarding which type of posit is essential; and (c) the overall success of a theory, or ‘cluster’ of propositions, not only individual (...) derivations, should be explicable. Given these desiderata, I propose a “unification criterion” for identifying essential elements. (shrink)

According to Friedrich Engels (Ludwig Feuerbach and the end of classical German philosophy) the so?called ?Thesen über Feuerbach? are ?the brilliant germ of the new world conception?. For Karl Korsch ('Review of Vernon Venable?, Journal of Philosophy 42 [1945], no. 26) there are ?magnificently summed up? in them the ?texts of Marx and Engels's first (Hegelian and post?Hegelian) period?. Even given the important distinction between the ?young? and the ?mature? Marx these two opinions are not incompatible. The present paper's concern, (...) however, is with the relationship of the ?Thesen? to the materialist conception of history. Once the ?Thesen? are read as a consistent whole it is clear that they are incompatible with any non?social (non?human) nature; hence with the ontological independence of nature from man; hence with any materialism, historical or otherwise. Furthermore, taken as a whole the ?Thesen? form an attempted solution to the problem of the justification of ideals, a solution both activist and dogmatist. Since the attitude expressed in the ?Thesen? underlies both Marx's ?theory of alienation? and his ?critique of political economy? neither of these can lay claim to the status of knowledge. (shrink)

In this article, I respond to important questions raised by Gallagher and Jacobson in the field of cognitive science about face-to-face interactions in Heidegger’s account of ‘intersubjectivity’ in Being and Time. They have criticized his account for a lack of attention to primary intersubjectivity, or immediate, face-to-face interactions; he favours, they argue, embodied interactions via objects. I argue that the same assumption underlies their argument as did earlier critiques of a lack of an account of the body in Heidegger ; (...) namely that because the body is not explicitly discussed in Being and Time, embodiment, rather than stressing the immediacy of experience, is insufficiently acknowledged in his emphasis on ‘being-in-the-world’. Through placing Gallagher and Jacobson’s accounts of intersubjectivity and the body alongside Heidegger’s accounts of Mitsein and Leib, this article shows Heidegger’s radical position on the body as immersed in a holistic environment, and its reverberations on his account of intersubjectivity. I argue that Dasein’s embodied engagement in the world is always one of immediacy and that the body of the other is perceived as ‘tied into’ its context, as well. In so doing, I offer an Heideggerian account of ecstatic involvement which moves away from the distinction between primary and secondary intersubjectivity toward an immediate engagement with objects and people always already ‘tied into’ a context; an account that, through the concept of Fürsorge, includes shifts of attention between objects and people that allow for the ethical distinctions Gallagher and Jacobson are looking for. This paper situates Watsuji Tetsurō’s philosophical conception of “climate” within the context of both its historical development and its critical reception by Watsuji’s Kyoto School peers. Part one moves across lecture notes, articles, and book editions to historicize and contextualize climate within its four aspects of development: cultural history, hermeneutic phenomenology, “relational in-betweenness,” and socio-historical development. Part two develops critical responses to each of these four aspects by Watsuji’s Kyoto School peers: Nishida Kitarō, Miki Kiyoshi, Hayashi Tatsuo, Tosaka Jun, and (...) Nakai Masakazu. Many ethical frameworks require artificial intelligence (AI) systems to be explainable. Explainable AI (XAI) models are frequently tested for their adequacy in user studies. Since different people may have different explanatory needs, it is important that participant samples in user studies are large enough to represent the target population to enable generalizations. However, it is unclear to what extent XAI researchers reflect on and justify their sample sizes or avoid broad generalizations across people. We analyzed XAI user studies (N = (...) 220) published between 2012 and 2022. Most studies did not offer rationales for their sample sizes. Moreover, most papers generalized their conclusions beyond their target population, and there was no evidence that broader conclusions in quantitative studies were correlated with larger samples. These methodological problems can impede evaluations of whether XAI systems implement the explainability called for in ethical frameworks. We outline principles for more inclusive XAI user studies. Karttunen's seminal 1973 article Presuppositions of compound sentences, lays the groundwork for the elegant and fruitful theory of this subject which he subsequently presented in (1974). In (1973, pp. 185–8), however, he fallaciously argued that the regularities he discovered concerning the behavior of and, or, and if ... then in English cannot be embodied in any three-valued logic giving a truth-functional interpretation to these connectives. The present paper refutes Karttunen's argument by exhibiting an interpretation with the desired properties, and shows (...) further how the full articulation of his 1974 system can be developed naturally within a truth-conditional semantics for English if bivalence is abandoned — contrary to what Karttunen expected. It would be interesting to speculate why particular lines of enquiry flourish and fade. The study of ‘character’ is a case in point. In the '20s and early '30s the study of ‘character’ was quite a flourishing branch of psychology. It then came to an abrupt halt and, until recent times, there has been almost nothing in the literature on the subject. Perhaps it was the notorious Hartshorne and May Character Education Enquiry, and the inferences that were mistakenly drawn from (...) it, that killed it; perhaps it was the pre-occupation with something more general and amorphous called ‘personality’; perhaps it was the mixture of metaphysics and methodological neurosis centred around the rat. Who knows? Anyway, the study of character is very much with us again as is revealed not merely by Riesman's Lonely Crowd but also by the recent study by Peck and Havighurst called The Psychology of Character Development . At the phenomenal level, consciousness can be described as a singular, unified field of recursive self-awareness, consistently coherent in a particualr way; that of a subject located both spatially and temporally in an egocentrically-extended domain, such that conscious self-awareness is explicitly characterized by I-ness, now-ness and here-ness. The psychological mechanism underwriting this spatiotemporal self-locatedness and its recursive processing style involves an evolutionary elaboration of the basic orientative reference frame which consistently structures ongoing spatiotemporal self-location computations as i-here-now. Cognition computes action-output (...) in the midst of ongoing movement, and consequently requires a constant self-locating spatiotemporal reference frame as basis for these computations. Over time, constant evolutionary pressures for energy efficiency have encouraged both the proliferation of anticipative feedforward processing mechansims, and the elaboration, at the apex of the sensorimotor processing hierarchy, of self-activating, highly attenuated recursively-feedforward circuitry processing the basic orientational schema independent of external action output. As the primary reference frame of active waking cognition, this recursive i-here-now processing generates a zone of subjective self-awareness in terms of which it feels like something to be oneself here and now. In recent years, philosophers have become increasingly interested in a Hegelian approach to Aristotelian non-reductive naturalism. This paper points out a challenge faced by naturalist readings of Hegel's conception of spirit. For Hegel, spirit and nature are essentially distinct and even related in an antagonistic way. It is difficult to do full justice to this thought while at the same time reading Hegel as a naturalist. The paper also seeks to suggest a response to this challenge. Drawing on Hegel's account (...) of mechanism in his philosophy of spirit, it shows that processes which can count as natural – such as mechanical processes – constitute for Hegel an integral and indispensable part of spiritual activity. Against this background, it is possible to develop a form of Hegelian naturalism which does not lose sight of the essential distinction, even opposition of spirit and nature. (shrink)

This essay builds on the literatures on ‘biocapitalism’ and ‘informationalism’ (or ‘informational capitalism’) to develop the concept of ‘bio-informational capitalism’ in order to articulate an emergent form of capitalism that is self-renewing in the sense that it can change and renew the material basis for life and capital as well as program itself. Bio-informational capitalism applies and develops aspects of the new biology to informatics to create new organic forms of computing and self-reproducing memory that in turn has become the (...) basis of bioinformatics. The paper begins with a review of the successes of the ‘new biology’, focusing on Craig Venter’s digitizing of biology and, as he remarks, the creation of new life from the digital universe. The paper then provides a brief account of bioinformatics before brokering and discussing the term ‘bioinformational capitalism’. (shrink)

Autonomy has been central to moral and political philosophy for millenia, and has been positioned as a critical aspect of both justice and wellbeing. Research in psychology supports this position, providing empirical evidence that autonomy is critical to motivation, personal growth and psychological wellness. Responsible AI will require an understanding of, and ability to effectively design for, human autonomy (rather than just machine autonomy) if it is to genuinely benefit humanity. Yet the effects on human autonomy of digital experiences are (...) neither straightforward nor consistent, and are complicated by commercial interests and tensions around compulsive overuse. This multi-layered reality requires an analysis that is itself multidimensional and that takes into account human experience at various levels of resolution. We borrow from HCI and psychological research to apply a model (“METUX”) that identifies six distinct spheres of technology experience. We demonstrate the value of the model for understanding human autonomy in a technology ethics context at multiple levels by applying it to the real-world case study of an AI-enhanced video recommender system. In the process we argue for the following three claims: 1) There are autonomy-related consequences to algorithms representing the interests of third parties, and they are not impartial and rational extensions of the self, as is often perceived; 2) Designing for autonomy is an ethical imperative critical to the future design of responsible AI; and 3) Autonomy-support must be analysed from at least six spheres of experience in order to approriately capture contradictory and downstream effects. Legal information retrieval is in need of the provision of legal knowledge for the improvement of search strategies. For this purpose, the LOIS project is concerned with the construction of a multilingual WordNet for cross-lingual information retrieval in the legal domain. In this article, we set out how a hybrid approach, featuring lexically and legally grounded conceptual representations, can fit the cross-lingual information retrieval needs of both legal professionals and laymen.

Many authors have argued that all studies of socially specific modalities of human action and experience depend on some form of “philosophical anthropology”, i.e. on a set of general assumptions about what human beings are like, assumptions without which the very diagnoses of the cultural and historical variability of concrete agents' practices would become impossible. Bourdieu was sensitive to that argument and, especially in the later phase of his career, attempted to make explicit how his historical-sociological investigations presupposed and, at (...) the same time, contributed to the elaboration of an “idea of the human being”. The article reconstructs Bourdieu's philosophical anthropology, starting with his genetic sociology of symbolic power, conceived as a form of critical theory, and concluding with an account of the conditio humana in which recognition appears as both the fundamental existential goal through which human agents strive to confer meaning on their lives and the source of the endless symbolic competition that keeps society moving. The agonistic vision of the social universe that grounds his sociological studies returns in his philosophical anthropology under the guise of a singular synthesis between Durkheim's thesis that “Society is God” and Sartre's idea that “hell is other people”. To probe people's motives is almost an occupational malaise amongst psychologists. And it is not one that can be nursed in private. It intrudes constantly into discussion of acquaintances, into moral assessments of people's actions and their responsibility for them, and into pronouncements on the proper operation of law. On this account psychologists are treated with suspicion, often with derision and resentment, by their academic colleagues. Of course, like Jehovah's witnesses, they come to expect, even to relish, the reception they (...) receive. For has it not been written that we all have a strong resistance to such revelations, our real motives being often those which we are ashamed to admit? But there may be good grounds for this resistance as well as psychological explanations of it. My hope in this paper is to set out the sorts of grounds that there may be for our resistance to this scrutiny of our motives and to the theories of motivation which lend some kind of scientific respectability to it. A mesmerizing account of the role of public communication in the Anglo-American world, _Courting the Abyss_ shows that liberty's earliest advocates recognized its fraternal relationship with wickedness and evil. While we understand freedom of expression to mean "anything goes," John Durham Peters asks why its advocates so often celebrate a sojourn in hell and the overcoming of suffering. He directs us to such well-known sources as the prose and poetry of John Milton and the political and philosophical theory of John Locke, Adam Smith, John Stuart Mill, and Oliver Wendell Holmes Jr., as well as lesser-known sources such as the theology of Paul of Tarsus. In various ways they all, he shows, envisioned an attitude of self-mastery or self-transcendence as a response to the inevitable dangers of free speech, a troubled legacy that continues to inform ruling norms about knowledge, ethical responsibility, and democracy today. A world of gigabytes, undiminished religious passion, and relentless scientific discovery calls for a fresh account of liberty that recognizes its risk and its splendor. Instead of celebrating noxious doctrine as proof of society's robustness, _Courting the Abyss_ invites us to rethink public communication today by looking more deeply into the unfathomable mystery of liberty and evil. Tatsächlich war er aber in kulturellen und politischen Fragen seiner Zeit engagiert. Er wurde von vielen seiner Mitglieder als kulturelle Bewegung gedacht und wirkte in diesem Sinne auch auf andere. Beispielsweise hielten Mitglieder des Kreises Vorträge im Bauhaus und hatten Künstler die Zeitschrift Erkenntnis abonniert. - Der Sammelband soll das im Wiener Kreis bestehende Selbstverständnis hinsichtlich der Kultur und Politik (...) der eigenen Zeit näher in den Blick nehmen und klären, inwieweit die damit einhergehenden Fragen als etwas Sinnloses, als Nebenschauplatz, als Grundlage oder sogar Ziel des eigenen Wirkens gesehen wurden. First of all, we would like to gratefully thank all commentators for the attention and effort they have put into reading and responding to our review paper [this issue] and for useful observations that suggest novel applications for our framework. We understand and accept that some of our claims might appear controversial and raise skepticism, because the overall neural framework we have proposed is difficult to frame in established categories, given its strong multidisciplinary character. To make an example, Elsevier is (...) publishing the British Neuroscience Association (BNA) 2017 Special Issue Collection. However, our paper could not fully fit in any of their Special Issues—attention, motivation, behavior; sensory and motor systems; novel treatments and translational neuroscience; genetics and epigenetics; learning and memory; neurodegenerative disorders and ageing; developmental neuroscience; neuronal, glial and cellular mechanisms; neuroendocrine and autonomic nervous systems; psychiatry and mental health; methods and techniques. Perhaps because our paper was mathematically, physically, biologically (neuroscientifically), and phenomenologically motivated from the start? Nevertheless, venturing in novel, fresh, testable proposals is badly needed in contemporary neuroscience, so to break into “the utter darkness of the inner mechanism of psychic acts… during the production of the concomitant phenomena of perception and thought, namely, feelings, consciousness and volition”—as Cajal had already observed in his opus magnus ‘Textura’. But as he soberly confessed: “This ideal is still very distant” (Ramon y Cajal, 1899-1904, p. 1,141). In the pursuit of that very ideal, neuroscience and psychology have had, and continue to have, a plethora of movements and schools of thought: behaviorism, cognitivism, neural Darwinism, social constructivism, Bayesian optimization...In our paper, we propose to go a step further, via the notion of topodynamics, towards “projectionism.” In what follows, trying to elucidate the main features of this Emperor’s new clothing, we proceed with the responses to the comments received. The mystery surrounding consciousness as subjectivity dissipates dramatically when understood in its biological context. The core characteristics of consciousness can be seen to derive from its functionality, and the fundamental function of cognition, given the equivalence of mental activity and brain process, is to advance the survival and thus the self-regulative capacity of the organism of which the brain is a part. These core elements of consciousness are comprised of a self-locational data structure which serves to configure ongoing experience in (...) terms of controllable spatial and temporal parameters, and a processing regime for this orientational schema which has evolved from the feedback architecture necessary for regulating behavior in relation to homeostatic needs. These two self-regulative constituents yield a primitive form of consciousness as subjectivity — simple reflexive awareness — which provides the basis for the subsequent development of metacognitive mechanisms which monitor and control the cognitive processes which regulate behavior in relation to metabolic requirements.
