Biobanks that are run on an opt-in basis depend on people having the motivation to give and to trust in those who control their samples. Yet in the UK trust in the healthcare system has been in decline and there have been a number of health-related scandals that have received widespread media and public attention. Given this background, and the previous public consultations on UK Biobank, the paper explores the way people express their trust and mistrust in the area of (...) medical and genetic information through discussions in six focus groups held in different areas of Britain. The themes that emerged in the discussion were the special character of genetic data; the ease with which information spreads; the public/private divide in genetic research; the potential of genetic information to harm people; choice, consent and lack of control; and the difficulty of establishing trustworthy governing arrangements. The expert agenda of policy-makers and medical ethics does not address the broader concerns expressed by participants. It seems that public consultation and the language of openness and transparency may not be sufficient to establish trust in the governance of genetic databases. Donors will be asked to give freely without any return but the participants' perception of those using the samples is that they are motivated by success and profit rather than healthcare priorities. In this context altruism seems naive and even dangerous. In order to place their trust well people need evidence of a relationship with obligations and expectations on both sides. (shrink)

Academic literature addressing the topic of business ethics has paid little attention to cross-cultural studies of business ethics. Uncertainty exists concerning the effect of culture on ethical beliefs. The purpose of this research is to compare the ethical beliefs of managers operating in South Africa and Australia. Responses of 52 managers to a series of ethical scenarios were sought. Results indicate that despite differences in socio-cultural and political factors there are no statistically significant differences between the two groups regarding their (...) own ethical beliefs. Results thus support the view that culture has little or no impact on ethical beliefs. (shrink)

Fried and Kollár constructed a fully faithful functor from the category of graphs to the category of fields. We give a new construction of such a functor and use it to resolve a longstanding open problem in computable model theory, by showing that for every nontrivial countable structure${\cal S}$, there exists a countable field${\cal F}$of arbitrary characteristic with the same essential computable-model-theoretic properties as${\cal S}$. Da Hegel fino a Bradley, l'attacco idealista ad una concezione pluralistica della realtà come una credenza non suffragata dalla verità delle cose si è valso dell'argomento semantico secondo il quale le espressioni indicali, su cui da ultimo riposerebbe tutta la valenza referenziale del linguaggio, non si riferiscono a segmenti discreti del reale ma si limitano ad esprimere universali. Dal versante ontologico opposto, Russell ha guidato la reazione all'idealismo assoluto (inaugurando così uno dei filoni di riflessione della filosofia analitica) facendo (...) perno proprio sulla capacità da parte di tali espressioni di designare direttamente atomi distinti di realtà. L'argomento idealista, nelle sue linee generali, funziona così. Anche ammesso che un termine singolare "N" non possa denotare un'entità reale finché non è disambiguato da un completamento indicale (del tipo "questo N"), un'operazione del genere è inutile perché un'espressione indicale è a sua volta incapace di designare univocamente un individuo. Quando uso "questo", ad es., un tale uso non designa alcunché perché ogni cosa è un questo e il questo in sé stesso non è alcun individuo. Quello che faccio in tale uso è piuttosto dare luogo all'espressione di un universale, nella fattispecie del concetto (individuale) di questità. L'argomento idealista è fallace. Ma la replica russelliana, che pure ha dalla sua tutta la forza del senso comune, non è in grado di metterlo fuori gioco integralmente. Infatti, entrambi assumono - l'uno come premessa all'interno di un ragionamento ad absurdum, l'altro come tesi positiva - che riferirsi mediante un indicale ad un individuo reale corrisponde a discriminarlo da tutti gli altri individui del suo dominio. Questo significa, in altre parole, che entrambi assumono la tesi dell'indistinzione di semantica ed epistemologia. Solo una dottrina che condivida le tesi semantiche di Russell sugli indicali ma non presupponga il collassare di semantica ed epistemologia può far decadere del tutto l'argomento idealista.. This paper considers some sources, mostly within the pragmatist tradition, for the full-fledged pragmatism that Putnam set out in the 1980s and 1990s, particularly in The Many Faces of Realism and Realism with a Human Face. In considering Putnam's views about metaphysics, I pay particular attention to his pluralism , which I trace back through Nelson Goodman to William James. In considering Putnam's idea that facts and values are intertwined, I discuss both John Dewey and that neglected middle-generation pragmatist, C. (...) I. Lewis. I briefly consider James's essay "On a Certain Blindness in Human Beings," where metaphysical pluralism and a pluralistic ethics of toleration come together, and I conclude with some suggestions about the relation of Putnam's pragmatism to the very different American philosophy developed by his Harvard colleague Stanley Cavell. Any workable ideal of deliberative democracy that includes elections will need modern democracy's ever-present ally, parties. Since the primary function of parties is to win office rather than to reflect on public questions, parties are potential problems for the deliberative enterprise. They are more at home in aggregative models of democracy than in deliberative models. While deliberative democracy will need its moments of aggregation—and therefore, must have parties—partisans as they actually arise in the political world possess traits that undermine the (...) deliberative ideal. If partisans of partisanship are to be unembarrassed by (or are to correct) these defects, even workable ideals of deliberative democracy need to stand at some distance from the partisan imperative. The medical specialty of psychiatry should possess a basic science in which pathologies are considered deviations from normal brain physiology. Historically, psychoanalytic pathogenesis was considered separately from brain physiology. It was not scientific because observations could not be refuted. Countering this, Eli Robins's legacy stemmed partly from his having been damaged by a psychoanalyst. It eschewed pathogenesis. Attempting to integrate psychiatry with medicine more generally, Robins and colleagues refocused on empiricism, although they acknowledged the brain's centrality. Here I hold that (...) the term biology used in the context of psychiatry should broadly encompass social facets of organismal function. The term sociophysiology may best describe the central basic science of psychiatry because it alludes to brain functions used for the person's social realm. Disruptions of such functions result in deviant behaviors and unpleasant feelings which psychiatrists diagnose and treat. Future study encompassing top-down and bottom-up research should include genome-neural-behavioral analyses. (shrink)

Explores different ways in which the Bible portrays God and shows how people's understanding of God has changed and developed over the course of history.

We use the Low Basis Theorem of Jockusch and Soare to show that all computable algebraic fields are d-computably categorical for a particular Turing degree d with d' = θ", but that not all such fields are 0'-computably categorical. We also prove related results about algebraic fields with splitting algorithms, and fields of finite transcendence degree over ℚ.

There is no period in the history of philosophy so difficult to understand as that period beginning upon Kant's death and extending up into the present. Attributing this difficulty to the proximity and contingence of the period to our own is not a satisfactory excuse, though we would be willing to admit we lack some of the clarity that “time passed” gives. If we give up the challenge of making a meaningful interpretation of this history because we lack perspective, we (...) are surrendering a period whose lessons might prove immeasurably valuable to us. What is more important than such negative motivation for making a meaningful study of the philosophy of the last 100 years is the positive demand that we begin to develop techniques for understanding the present and immediate past, in order that we can more effectively face and contribute to the present and future. In accounts of the ethics of science, we may treat practicing science as an institution of sorts. It has an imputed purpose, roughly, finding the truth about vast classes of causal relations. Scientists have been able to act reasonably with no more than the natural confluence of individual interest with the truth. But in the age of institutionalized science, with career stakes outside the accumulation of scientific findings and with institutional interests often directly conflicting with truth, this ‘natural confluence’ is (...) no longer adequate. Now, incentives must be reinforced from outside the scientist’s personal research arena or the scientist must be normatively governed by a desire for truth. In big science, there is little doubt that a formal regulatory system outside the scientist’s research arena is institutionally easier to design and implement than is the inculcation of an attitude of service.
