The welfare state, once seen as the best institutional response to people in need, has steadily come under pressure, as much from shrinking state capacities as from neo-liberal advocates of individual responsibility. Still, despite decline of the post-war consensus on the efficacy of the welfare state, social ‘vulnerability’ still remains the key focus of public policy. However, though much in use in contemporary political discourse, the logical and practical implications of social vulnerability remain unclear. Its essential subjectivity – it is (...) the ‘feeling of vulnerability’ which makes one vulnerable – turns the concept into a catch-all variable, impeding rigorous theoretical and empirical analysis. I respond to this problem with a ‘vulnerability-responsibility’, model. Its parameters include a ‘responsive’ state, an active civil society and a participatory political environment, bolstered by the assertion of agency of the vulnerable. With India as an empirical exemplar, the essay shows how ‘nested’ vulnerability – a community of pro-active citizens in need of urgent and vital assistance - in the backdrop of a responsive state and competitive, robust and resilient political participation, can generate a sustainable, context-relevant process to cope with the problem of social vulnerability. The model, currently aimed at vulnerable citizens in a democratic state, has the potential of being extended to non-democracies as well as vulnerable non-citizens into its domain. (shrink)

India is a rising power in the multipolar world. This book showcases India's endogenous political ideas and strategic thinking, both of which are the key resources that underpin and drive this rise. Kautilya's Arthashastra is a major source of these ideas. It is a premodern treatise on statecraft and a foundational text of political science. So far, political science and international relations theory have largely ignored Kautilya, or, at best, labelled him merely as the 'Indian Machiavelli'. Such a characterisation vastly (...) undervalues the riches and depth of the contributions of Kautilya - a contemporary of Aristotle - whose contributions can be compared more appropriately to those of Artistotle's politics. Kautilya's contributions are recognised by such masters of western political theory as Max Weber and Hans J. Morgenthau. But in South Asia, Kautilya has remained adrift of the academic mainstream and has been given little prominence in public life, both intellectually and politically. Despite such scholarly negligence, everyday life in India - in terms of the institutions and process that constitute it - has remained deeply grounded in the political heritage of pre-modern India, succinctly codified in Kautilya's Arthashastra. These themes are explored in this book through such bridge concepts as the 'modernity of tradition' and the 're-use of the past' in tackling contemporary political problems. These concepts are the key factors that explain the resilience and stability of India's hybrid political institutions and democratic system. Due to the nature of lending practices and support services offered to the poor in developing countries, portfolio risk is a growing concern for the microfinance industry. Though previous research highlights the importance of risk for microfinance organizations, not much is known about how microfinance organizations can mitigate risks incurred from providing loans to the poor in developing countries. Further, though many microfinance organizations practice corporate social responsibility to help create economic and social wealth in developing countries, the impact of (...) such CSR practices remains an underdeveloped area of inquiry. We use a normative ethics lens to develop an ethics-based CSR theory that differentiates between three forms of ethics-based CSR—virtue, consequentialist, and deontological. We argue that while all three forms can help mitigate risk, virtue ethics-based CSR is potentially the most useful form of CSR toward mitigating microfinance portfolio risk. We test our hypotheses using a sample of microfinance organizations from across the world. Our findings suggest that virtue ethics-based CSR is not just an important philosophical paradigm; it can actually help mitigate microfinance portfolio risk when implemented in practice. (shrink)

The field of bioethics continues to struggle with the problem of cultural diversity: can universal principles guide ethical decision making, regardless of the culture in which those decisions take place? Or should bioethical principles be derived from the moral traditions of local cultures? Modern bioethics was born in the West and thus reflects, not surprisingly, the traditions of Western moral philosophy and political and social theory. When the work of bioethics was confined to the West, this background of socio-political theory and moral tradition posed few problems, but as bioethics has moved into other cultures – inside and outside of the Western world – it has become an agent of moral imperialism. In the twentieth century, no person epitomized more dramatically the “Renaissance mind” than Herbert A. Simon (1916–2001). In aworking life spanning over 60 years, Simon made seminal contributions to administrative theory, axiomatic foundations of physics, economics, sociology, econometrics, cognitive psychology, logic of scientific discovery, and artificial intelligence. Simon's life of the mind, thus, affords nothing less than a “laboratory” in which to observe and examine at close quarters the phenomenon ofmultidisciplinary creativity. Despite the growing importance of ‘social value’ as a central feature of research ethics, the term remains both conceptually vague and to a certain extent operationally rigid. And yet, perhaps because the rhetorical appeal of social value appears immediate and self-evident, the concept has not been put to rigorous investigation in terms of its definition, strength, function, and scope. In this article, we discuss how the anthropological concept of liminality can illuminate social value and differentiate and reconfigure its variegated approaches. (...) Employing liminality as a heuristic encourages a reassessment of how we understand the mobilization of ‘social value’ in bioethics. We argue that social value as seen through the lens of liminality can provide greater clarity of its function and scope for health research. Building on calls to understand social value as a dynamic, rather than a static, concept, we emphasize the need to appraise social value iteratively throughout the entire research as something that transforms over multiple times and across multiple spaces occupied by a range of actors. The paper aims to find that Islam confers moral respect to human embryo, but it also clarifies the absence of full human rights to a developing foetus. We identify the ways the policies of leading international bioethics journals limit the participation of researchers working in the resource-constrained settings of low- and middle-income countries in the development of the field of bioethics. Lack of access to essential scholarly resources makes it extremely difficult, if not impossible, for many LMIC bioethicists to learn from, meaningfully engage in, and further contribute to the global bioethics discourse. Underrepresentation of LMIC perspectives in leading journals sustains the hegemony of Western bioethics, limits the (...) presentation of diverse moral visions of life, health, and medicine, and undermines aspirations to create a truly “global” bioethics. Limited attention to this problem indicates a lack of empathy and moral imagination on the part of bioethicists in high-income countries, raises questions about the ethics of bioethics, and highlights the urgent need to find ways to remedy this social injustice. In this paper, we take up the call to further examine structural injustice in health, and racial inequalities in particular. We examine the many facets of racism: structural, interpersonal and institutional as they appeared in the COVID-19 pandemic in the UK, and emphasize the relevance of their systemic character. We suggest that such inequalities were entirely foreseeable, for their causal mechanisms are deeply ingrained in our social structures. This study examines whether microfinance institutions (MFIs) that serve women borrowers at the base of the economic pyramid are likely to adopt a written code of positive organizational ethics (POE). Using econometric analysis of operational and economic data of a sample of MFIs from across the world, we find that two contextual factors—poverty level and lack of women’s empowerment—moderate the influence of an MFI’s percentage of women borrowers on the probability of the MFI having a POE code. MFIs that serve (...) more women borrowers are more likely to adopt a POE code, especially in negative contexts (where women borrowers face poverty and disempowerment and are therefore susceptible to abuse). Ever since 1956 when details of the Logic Theorist were published by Newell and Simon, a large literature has accumulated on computational models and theories of the creative process, especially in science, invention and design. But what exactly do these computational models/theories tell us about the way that humans have actually conducted acts of creation in the past? What light has computation shed on our understanding of the creative process? Addressing these questions, we put forth three propositions: (I) Computational models (...) of the creative process are fundamentally flawed as theories of human creativity. Rather, the universal power of computational models lies elsewhere: (II) Computational models of particular acts of creation can serve as effective experiments to test universal hypotheses about creative processes and mechanisms; and (III) Computation-based architectures of the creative mind provide metaphorical frameworks that, like all good metaphors, can serve as rich sources of insight into aspects of the creative process. In this paper, we provide evidence for these three propositions by drawing upon some particular episodes in the cognitive history of science, technology, and art. (shrink)

Acupuncture, like many alternative health care modalities, allows for and encourages a bodily experience of transformation. Clients (as well as practitioners) often experience a new body in the making. Within the context of ethnographic work focusing on the emergent bodies of acupuncturists and their clients, this paper focuses on the third, and perpetually more hidden, member of this ethnographic triad: the anthropologist. The last 20 years have seen a staggering growth in the practice of off-shoring clinical research to low-and middle-income countries (LICs and MICs), a growth that has been matched by the neoliberal policies adopted by host countries towards attracting trials to their shores. A recurring concern in this context is the charge of exploitation, linked to various aspects of off-shoring. In this paper, I examine Alan Wertheimer's approach and offer an alternative view of understanding exploitation in this context. I will (...) suggest that the justification for the enterprise of research is largely dependent on its integration within a health system from which participants regularly benefit and I argue that an attention to a principle of reciprocity will enable us to better recognize and address exploitation in international research. This study suggests that unrelated diversification has a positive influence on the probability of fraudulent reporting whereas related diversification has a negative influence on the probability of fraudulent reporting. The strength of the influence of these corporate level strategies is contingent on the moral character of the firm. Unrelated diversification provides opportunity for financial innovation within the firm’s internal capital market, which can result in fraudulent reporting. This is more likely when the moral character of the firm is driven by (...) a conscienceless financial self-interest motive, as implied by the firm’s contempt toward the larger community (in terms of damage inflicted on the interests of people outside the firm). In contrast, related diversification, where product divisions focus on mutual sharing and monitoring of operational activities, can reduce the probability of fraudulent reporting. This is more likely when constituents within the firm view themselves as moral citizens, as implied by the firm’s benevolence toward the larger community. Hence, while unrelated diversification focuses the energies of managers within the firm on financial manipulation, related diversification focuses these energies on productive purposes. (shrink)

The purpose of this paper was to determine whether the individual attributes of locus of control, gender, major in college and years of job experience affect the acceptability of certain workplace behaviors. A total of 198 college students of a mid-sized southeastern university formed the sample for this study. Locus of control, gender and years of job experience were found to have some affect on whether an individual considered a certain behavior acceptable or unacceptable.

Community forms a crux of human living. In the wake of pandemic like Covid-19 to avoid community transmission what is most required of a responsible community member is to follow physical distancing to curb the spread of the infectious disease and this may lead to a feeling of isolation and loneliness. Epidemiological crisis during recrudescence of pandemic like COVID-19 may stir fear and anxiety leading to prejudices against people and communities, social isolation and stigma. Such behavioral change may wind up into increased hostility, chaos and unnecessary social disruptions. A qualitative exploratory approach was utilized to conduct an extensive review of secondary literature. The case-studies were gathered from academic literature like articles, opinions and perspective pieces published in journals and in grey literature like publications in humanitarian agencies and media reports. Grey (...) literature was included in the scope as the COVID-19 situation is still evolving. I discuss some of the mechanisms of stigmatization and how social connectedness and empathetic understandings can be a way out of negative stereotyping and discrimination met out to the sufferer of the communicable diseases as COVID-19. Empathetic understanding paves a way to approach a problem from the perspective of ‘we’ not limiting one only to ‘I’. The moment when we make an approach from ‘I’ to ‘We’ actually then we embark on a journey of illness to wellness. How do bioethics gatekeepers located in wealthy nations treat bioethics workers from developing countries? Can the policies of leading international bioethics journals—based on a concern for profit that effectively restricts access for most researchers from developing countries—be ethically justified? We examined these policies focusing on the way they influence the ability of researchers in resource-poor countries to participate in the development of the field of bioethics. Eight of the fourteen leading bioethics journals are published by three transnational publishing houses, all (...) of which are based in wealthy nations. None of these eight journals participates in the Health InterNetwork Access to Research Initiative of the World Health Organization, a program that provides free or very low-cost online access to the major journals by researchers in developing countries. Lack of access to these essential resources makes it extremely difficult, if not impossible, for bioethicists in developing countries to learn from, and engage in, the global bioethics dialogue. Thus, exclusionary practices of leading bioethics journals sustain the hegemony of Western bioethics, raising serious questions about professed aspirations to create a truly “global” bioethics. This phenomenon indicates lack of empathy and moral imagination of bioethicists in developed countries, raises serious questions about the ethics of bioethics, and highlights the urgent need for creative solutions to remedy this social injustice. As the world has been left reeling by the large and continuous loss of human lives due to the current pandemic, Pope Francis offered "Urbi et Orbi" (To the City and the World) in his blessings. He led a recitation of the Lord's Prayer on the feast of the Annunciation which was live streamed around the world, renewing his invitation to pray incessantly for the cure of the sick as well for the medical caregivers. As places of worship across the (...) world are closed due to the COVID-19 pandemic, people of faith need to either offer prayers within the restricted walls of their homes or make use of the virtual platforms available. One way to sustain communal worship is to rely on technology and that is how some of the temples and Gurudwaras in India are engaging with their communities. They have resorted to audio kirtan (call and response chanting) and songs through which they are delivering sermons and messages to their devotees. Whilst many temples have remained closed, some temples and Gurudwaras are still not ready to follow the restrictions implemented against gatherings. Flouting lockdown, several devotees have assembled outside the local temples of West Bengal and Patna on the occasion of Ram Navami and to offer Pujas (prayer rituals) seeking relief from COVID19. BackgroundDuring a commercial surrogacy arrangement, the event of embryo transfer can be seen as the formal starting point of the arrangement. However, it is common for surrogates to undergo a failed attempt at pregnancy conception or missed conception after an embryo transfer. This paper attempts to argue that such failed attempts can be understood as a loss. It aims to reconstruct the experiences of loss and grief of the surrogates and the intended parents as a consequence of their collective failure (...) to conceive a surrogate pregnancy.MethodsDrawing on a qualitative study conducted over a period of eight months between 2014 and 2015 at two fertility clinics in Delhi and two in Kolkata, India, this paper examines the experiences of the surrogates and the intended parents when faced with missed conceptions or failed conceptions during a surrogacy arrangement.ResultsWe argue that while the surrogate grieves the non-arrival of a ‘good news’ as an uncertain loss, the intended parents experience yet another, failure in addition to the losses they might have incurred during their previous fertility treatments. The body of the surrogate becomes a site of ‘a lost opportunity’. The surrogate embodies a loss in her quest to achieve social mobility and the intended parents experience a disembodied pregnancy loss. This very emotional experience stands in stark contrast to the conceptualisation of such failed attempts as non-events within the discourse of the surrogacy industry. The experience of loss of the intended parents is recognised but their grief is given no space. We argue that such ambiguity around the nature of losses resulting out of a missed or failed conception during surrogacy is an outcome of lack of interpersonal relationship between the surrogate and the intended parents.ConclusionsSince commercial surrogacy is a relational process, the only way in which the experiences of losses and failures of the actors at the preconception stage can be better addressed is through developing close sharing and understanding between each other through an ethics of care. Therefore, to nurture caring relationships, surrogacy needs to be understood as a moral commitment by –the surrogates and intended parents. To enable such a commitment, there is a need to reconsider the pre-defined and legally regulated professional duty of the doctors, agents and agencies. It cannot be a one-sided commitment, but has to have elements of mutuality. (shrink)

This paper investigates the dilemma that has been projected upon Indian female dancers’ bodies by contemporary Indian audiences when female desire occupies the centrality of a performance and projects the female body as sexual, articulate and independent of the discipline and propriety of classicism. Locating this dilemma in the nationalist construction of Indian womanhood and femininity as ‘chaste’, this paper adopts Victor Turner's notions of liminal and liminoid phenomenon and Brechtian defamiliarization technique as a feminist strategy to construct a framework (...) within which the contemporary Indian dancer can reclaim her sexuality in performance. To investigate the complex nationalist trope of chaste Indian womanhood, and to analyse the subversion of this trope by placing agency on the female body as sexual, I locate my argument in the discussion of The Silk Route: Memory of a Journey by Kinaetma Theatre, UK, which was performed in Kolkata in August 2004. We emphasize that the pressure related work appearing in a general relativistic first law of thermodynamics should involve proper volume element rather than coordinate volume element. This point is highlighted by considering both local energy momentum conservation equation as well as particle number conservation equation. It is also emphasized that we are considering here a non-singular fluid governed by purely classical general relativity. Therefore, we are not considering here any semi-classical or quantum gravity which apparently suggests thermodynamical properties even for (...) a (singular) black hole. Having made such a clarification, we formulate a global first law of thermodynamics for an adiabatically evolving spherical perfect fluid. It may be verified that such a global first law of thermodynamics, for a non-singular fluid, has not been formulated earlier. (shrink)

. Fuzzy systems and artificial neural networks, as important components of soft-computation, can be applied together to model uncertainty. A composite block of the fuzzy system and the ANN shares a mutually beneficial association resulting in enhanced performance with smaller networks. It makes them suitable for application with time-varying multi-input multi-output channel modeling enabling such a system to track minute variations in propagation conditions. Here we propose a fuzzy neural system using a fuzzy time delay fully recurrent neural network that (...) has the capability to tackle time-varying inputs in fuzzified form and is used to model MIMO channels. The inference engine is constituted by novel FTDFRNN blocks which determine the decision boundaries and tracks in-phase and quadrature components of input signals encompassing stochastic behavior of the MIMO channel. The system shows significant improvement in performance compared to statistical and ANN approaches in terms of faster processing time, lower bit error rate margins and better precision while carrying out symbol recovery of transmitted data through severely faded MIMO channels. Gandhi’s writings on the issue of Caturvarṇa, despite their apparent lacunas, dogmatic tones and seeming inconsistencies, are available to a convincing reconstruction. With this purpose in view, the first section of this paper will attempt to give an anti-foundational reading of Caturvarṇa—where varṇa is seen to be based neither on the different proportions of the three guṇas (sattva, rajas and tamas), nor on a system of hereditary professions, but as abstract dimensions that are not mutually exclusive—and at best serves to (...) give an orientation to our cognition and actions. This reading, while borrowing heavily from Shri Aurobindo’s reading of Caturvarṇa, will seek to give it a more neutral and expansive direction, shorn of all associated suggestions of intransigence and empirical contingencies, in order to effect the best possible synthesis with Gandhi. The second section of this paper will concentrate on appropriate portions of Gandhi’s commentary on Gῑtā, trying to track down Gandhi’s reservations against any psychological determinism with respect to varṇa. His direct but scattered observations on varṇa and caste will be addressed in the last section—to see how far our neutral reading of Caturvarṇa can be responsibly reconciled with his distinction between varṇa and caste—indicating a way to dissolve the Gandhi-Ambedkar debate on varṇabheda and jātibheda. Overall, this paper attempts a paradigmatic reconstruction of Gandhian Caturvarṇa in the light of his approach to the notion of niṣkāma karma. (shrink)
