Extending their successful series of collections on Zen Buddhism, Heine and Wright present a fifth volume, on what may be the most important topic of all - Zen Masters. Zen masters in China, and later in Korea and Japan, were among the cultural leaders of their times. Stories about their comportment and powers circulated widely throughout East Asia. American Academy of Pediatrics (AAP) and American College of Medical Genetics (ACMG) recently provided two recommendations about predictive genetic testing of children. The Clinical Sequencing Exploratory Research Consortium's Pediatrics Working Group compared these recommendations, focusing on operational and ethical issues specific to decision making for children. Content analysis of the statements addresses two issues: (1) how these recommendations characterize and analyze locus of decision making, as well as the risks and benefits of testing, and (2) whether the guidelines conflict or (...) come to different but compatible conclusions because they consider different testing scenarios. These statements differ in ethically significant ways. AAP/ACMG analyzes risks and benefits using best interests of the child and recommends that, absent ameliorative interventions available during childhood, clinicians should generally decline to order testing. Parents authorize focused tests. ACMG analyzes risks and benefits using the interests of the child and other family members and recommends that sequencing results be examined for additional variants that can lead to ameliorative interventions, regardless of age, which laboratories should report to clinicians who should contextualize the results. Parents must accept additional analysis. The ethical arguments in these statements appear to be in tension with each other. (shrink)

This paper presents a preliminary analysis of the first participatory budgeting experiment in the United States, in Chicago's 49th Ward. There are two avenues of inquiry: First, does participatory budgeting result in different budgetary priorities than standard practices? Second, do projects meet normative social justice outcomes? It is clear that allowing citizens to determine municipal budget projects results in very different outcomes than standard procedures. Importantly, citizens in the 49th Ward consistently choose projects that the research literature classifies as low (...) priority. The results are mixed, however, when it comes to social justice outcomes. While there is no clear pattern in which projects are located only in affluent sections of the ward, there is evidence of geographic clustering. Select areas are awarded projects like community gardens, dog parks, and playgrounds, while others are limited to street resurfacing, sidewalk repairs, bike racks, and bike lanes. Based on our findings, we offer suggestions for future programmatic changes. (shrink)

In this paper, I develop two philosophically suggestive arguments that the late Justice Stevens made in Citizens United against the idea that business corporations have free speech rights. First, (1) while business corporations conceived as real entities are capable of a thin agency conceptually sufficient for moral rights, I argue that they fail to clear important justificatory hurdles imposed by interest or choice theories of rights. Business corporations conceived as real entities lack an interest in their personal security; moreover, they (...) are incapable of exercising innate powers of choice. Second, (2) I argue that the structure and functionally individualized purpose of a business corporation—to increase value for its shareholders—undermines the implicit joint commitment necessary to derive corporate rights of free speech from non-operative shareholder-member rights. Since one cannot transfer innate moral rights such as free speech, any exercise of this right on behalf of another must be limited in scope. (shrink)

Montague, Prior, von Wright and others drew attention to resemblances between modal operators and quantifiers. In this paper we show that classical quantifiers can, in fact, be regarded as S5-like operators in a purely propositional modal logic. This logic is axiomatized and some interesting fragments of it are investigated.

Steven Lehar allows too much to his direct realist opponent in using the word “subjective” of the sensory field per se. The latter retains its nonconceptual, nonmental nature even when explored by perceptual judgement. He also needs to stress the evolutionary value of perceptual differences between person and person, a move that enables one to undermine the direct realist's superstitious certainty about the singular object.

Cees Leijenhorst, the young Dutch scholar and student of the late Karl Schuhmann, has written the most important book on Thomas Hobbes's natural science since Frithiof Brandt's Thomas Hobbes's Mechanical Conception of (...) Nature of 1928. This is true despite the undoubted brilliance and success of Leviathan and the Air Pump, published in 1985 by Simon Schaffer and Steven Shapin. Why this is so, it will be the burden of this review to clarify.Writing in the modern historiographical tradition known as contextualism, long associated with John Pocock, Quentin Skinner and Richard Tuck, Leijenhorst seeks to locate Hobbes within the horizon of that current of natural thought that began with Aristotle, led through antiquity and then flourished and came to predominate with the West's recovery of the Stagirite in the late Middle Ages. The course of so long a filiation of ideas cannot be the subject of a book whose length is under 250 pages, though a companion collection of essays on Aristotle and his long progeny, edited by Leijenhorst and others, has also appeared [End Page 101] (to be reviewed in the Journal). Instead, Leijenhorst focuses on the last, self-avowed inheritors and developers of that tradition, known as late Aristotelianism, though precisely how to define that tradition is itself problematized.Classically trained, Hobbes was well equipped to study Aristotle directly in Greek, without intermediaries; he early on published a translation of Thucydides. Still, Leijenhorst's concern is less to draw Hobbes closer to Aristotle than to relate him both to his immediate intellectual predecessors and to his own contemporaries, though, in each case, for different reasons. In the former, Leijenhorst convincingly argues that, as Gilson showed for Descartes, Hobbes assumed, drew upon, adopted and modified prevailing Aristotelian doctrines, even as he famously condemned their ancient author. And, Hobbes's sources, as they themselves interpreted, rejected and modified the views of their forebear, were rather various, including such writers of manuals as Bartholomaeus Anglicus and John Case, as well as others whose interests and directions were more varied and less conservative, including Scaliger, Rudolph Goclenius and Otto Casmann.A common source for both these strains of late Aristotelianism was the great stream of commentaries produced largely by members of the Jesuit Order from the middle of the sixteenth century onward, including Franciscus Toletus, Antonio Rubio, Petrus Fonseca, as well as Franciscus Suarez and members of other orders.This stream of thought also fed into the confessional strife of post-Reformation Europe, so that both Lutherans and Calvinists developed their own Aristotelianisms. This article continues from where the author's 2008 book The Meaning of Video Games concluded and concerns what he learned from playing the simulation game Spore by Sims-creator Will Wright, especially the extent to which a social-network model had become during the development process the infrastructural backbone of the game. Spore's approach to the problem of building an asynchronous content-creation and content-sharing system aligned the video game with the most important trends in text-based digital humanities scholarship today. Thus this (...) article compares video games and digital texts, not in terms of their supposedly shared narrative content (not in terms of their content at all) but, rather, formally—in terms of how they model complex systems, how both video games and digital-text environments work by creating networked environments for the production, reproduction, transmission, and reception (indeed for the continual reediting) of their respective content-objects. Both texts and video games are systems, with their own special affordances and constraints, that provide both “spores” and “spurs,” seeds and provocations, prompts for new performances of meaning. ABSTRACTShelley’s “Letter to Maria Gisborne” is a playful improvisational verse epistle, widely praised for its urbanity and its display of the poet’s invention. The verses turn on a catalogue of the collection of odd scientific and mechanical objects that Shelley found scattered around him in the place he composed the letter, the Livorno workshop of Gisborne’s son, a young engineer who was building a new-model steamboat at the time. In the context of that space, the poem reads as a response (...) to competing notions of invention. For Shelley, the engineer’s workshop is an attractive alternative to the poet’s tower—which was uncomfortably close to a Grub Street garret. Verbal and visual images of poets’ and scientists’ workshops, from Hogarth and Mary Robinson, to Joseph Wright of Derby and Frankenstein, illustrate the tensions embodied in the physical location and poetic performance of Shelley’s celebrated “Letter.”. Allowing our eyes to wander up, down, and across this truly great work, we spot the curved roof of a Buddhist monastery gorgeously nestled in a rugged valley halfway up a towering, mist-covered mountain. No image could more adequately capture the mystique that Chinese Zen monasticism attained in that era and has continued to cultivate into the modern period. Steven Heine's new book masterfully communicates the aura of Zen in those times by highlighting a segment of kōan literature that features the work of Zen masters in "opening a mountain." While it is clear that the mountain in this phrase is really a Zen monastery, and that this phrase became a standard way to refer to the initiation of a new monastery, Heine unravels this act of opening by detailing the enormously interesting historical/cultural tradition behind it.Long before the emergence of the Zen or even the Buddhist tradition in China, mountains symbolized numinous, spiritual power. Early Taoists had already used the image of the mountain as a metaphor of mysterious, otherworldly reality. Chinese [End Page 194] popular tradition pictured the deities residing at these far-off and little-known elevations. Buddhists continued to capitalize on images like this until literature valorizing the T'ang and Sung dynasty Zen masters brought them to their current cultural position. Climbing a mountain, and dwelling there, required the utmost mental and spiritual discipline. Residing in that lofty sphere, one attained a vision of the world that in its depth and breadth trumped any understanding that could be attained in the world below. The mountain recluse and the enigmatic Zen master who drew disciples into remote mountainous regions for mental or spiritual training is by now one of the best known, most powerful images in the world. It is quite understandable that the great Zen masters would "open" their monastic training centers in the kind of setting depicted in Heine's reconstruction of the idea of the mountain in Chinese history.What Heine's analysis makes clear, though, is that there is much more to the act of "opening" than we have hitherto assumed. Prior to the movement of Buddhist monasteries into these remote areas there existed a largely oral tradition concerning enigmatic mountain recluses who, like the legendary Taoist Lao-tzu, had withdrawn from the world in the quest for profound spiritual vision. Popular images of these visionaries were widespread throughout China in the medieval period, and no parallel to them existed in the staid, scholarly world of Buddhist monasticism. The movement of monastic Buddhism into that domain, therefore, necessitated a conflict and melding of images, and the terms in which this ideological battle would take place would not be derived from the rarified philosophical and textual traditions that had made Buddhism so impressive to earlier generations of Chinese converts. Instead, Zen masters would compete for popular recognition in south-central China in terms that were familiar to the residents of that area, namely of magical powers, demons, local deities, and the visions, apparitions, and exorcisms that supported that premodern metaphysical world.The innovation of Opening a Mountain is that, while not denying what Heine calls the "conventional understanding" of the kōan tradition, which has been communicated in largely modern, demythologized, psychological images, the book undertakes the study of kōan literature by being particularly attentive to these clear representations of the extent to which Zen was born and cultivated in a premodern world. What are the forces shaping the future of international green politics? This book provides an objective account of the basis of green arguments and their social and political implications. It offers a clear overview of the most pressing environmental threats.

What role have experiments played, and should they play, in physics? How does one come to believe rationally in experimental results? The Neglect of Experiment attempts to provide answers to both of these questions. Professor Franklin's approach combines the detailed study of four episodes in the history of twentieth century physics with an examination of some of the philosophical issues involved. The episodes are the discovery of parity nonconservation in the 1950s; the nondiscovery of parity nonconservation in the 1930s, when (...) the results of experiments indicated, at least in retrospect, the symmetry violation, but the significance of those results was not realized; the discovery and acceptance of CP symmetry; and Millikan's oil-drop experiment. Franklin examines the various roles that experiment plays, including its role in deciding between competing theories, confirming theories, and calling fo new theories. The author argues that one can provide a philosophical justification for these roles. He contends that if experiment plays such important roles, then one must have good reason to believe in experimental results. He then deals with deveral problems concerning such reslults, including the epistemology of experiment, how one comes to believe rationally in experimental results, the question of the influence of theoretical presuppositions on results, and the problem of scientific fruad. This original and important contribution to the study of the philosophy of experimental science is an outgrowth of many years of research. Franklin brings to this work more than a decade of experience as an experimental high-energy physicist, along with his significant contributions to the history and philosophy of science. (shrink)

In an unusual instance of lay participation in biomedical research, U.S. AIDS treatment activists have constituted themselves as credible participants in the process of knowledge construction, thereby bringing about changes in the epistemic practices of biomedical research. This article examines the mechanisms or tactics by which these lay activists have constructed their credibility in the eyes of AIDS researchers and government officials. It considers the inwlications of such interventions for the conduct of medical research; examines some of the ironies, tensions, (...) and limitations in the process; and argues for the importance of studying social movements that engage with expert knowledge. Wigner famously referred to the `unreasonable effectiveness' of mathematics in its application to science. Using Wigner's own application of group theory to nuclear physics, I hope to indicate that this effectiveness can be seen to be not so unreasonable if attention is paid to the various idealising moves undertaken. The overall framework for analysing this relationship between mathematics and physics is that of da Costa's partial structures programme.

When do descriptive regularities become prescriptive norms? We examined children's and adults' use of group regularities to make prescriptive judgments, employing novel groups that engaged in morally neutral behaviors. Participants were introduced to conforming or non-conforming individuals. Children negatively evaluated non-conformity, with negative evaluations declining with age. These effects were replicable across competitive and cooperative intergroup contexts and stemmed from reasoning about group regularities rather than reasoning about individual regularities. These data provide new insights into children's group concepts and have (...) important implications for understanding the development of stereotyping and norm enforcement. (shrink)

This paper explores, from a phenomenological perspective, the conditions necessary for the possession of intentional content, i.e., for being intentionally directed toward the world. It argues that Levinas's concept of ethics as first philosophy makes an important contribution to this task. Intentional directedness, as understood here, is normatively structured. Levinas's ‘ethics’ can be understood as a phenomenological account of how our experience of the other subject as another subject takes place in the recognition of the normative force of a command. (...) This supplies a condition that—as the paper shows by examining Husserl and Sartre on how our experience of the Other constitutes an ‘objective’ world—earlier phenomenologists have misunderstood, because they have treated ethical experience as ‘founded’ on a prior theory of representation (‘ontology’ in Levinas's language). Ethics is first philosophy because it is only by acknowledging the command in the ‘face’ of the Other that we can account for the sensitivity to the normative distinctions that structure intentional content. Throughout, the paper shows how Levinas's analyses, in Totality and Infinity, draw upon and develop the analyses of Husserl and Sartre. (shrink)

The literature on the politics of science and on science policy is dominated by information about large and highly industrialized countries. For example, models of the different forms of science policy administration and management tend to derive from French, U.S., and British exemplars. Yet in the mid-1990s there is a growing number of small nations, all of which are seeking to harness research communities to the cause of socioeconomic development, while still extracting "value for money" from science budgets. This article (...) uses the case study approach—focusing on the political economy of the politics of science in the Irish Republic, chiefly since the 1950s-to analyze the problems faced by science policy agencies and the scientific community in small nations. The study offers analogies and possible insights into the politics of research policy in other small nations ; it also aims to throw light on emerging research policy trends even in bigger countries as the "bargain" between the funders and the performers of research becomes more and more explicit and increasingly subject to economic justifications. The idea of nirvana is alluring but elusive for non-specialists and specialists alike. Offering his own interpretation of key texts, Steven Collins explains the idea in a new, accessible way - as a concept, as an image, and as an element in the process of narrating both linear and cyclical time. ABSTRACT We must, Isaiah Berlin argues, make tragic tradeoffs as we navigate the clash of incommensurable and irreconcilable values and ends of modernity. To deny this is to succumb to a politics of immaturity, and to the totalitarian temptation. The twentieth century taught that to resist final-solution fantasies, we must resist the allure, if not reject the value, of positive liberty, the liberty of self-mastery and self-rule. Two decades in, has the twenty-first century taught a different lesson? Have we learned (...) that negative liberty, liberty from rule, with its antipaternalistic ethic of ultra-individualism, harbors its own politics of immaturity, and a demagogic temptation? I argue that this is the more frequent, if less fatal, threat to human dignity and decency today, and that we therefore ought to rebalance the scales in the tragic tradeoff of positive for negative liberty. ABSTRACTEmotional distractors can impair perception of subsequently presented targets, a phenomenon called emotion-induced blindness. Do emotional distractors lose their power to disrupt perception when appearing with increased frequency, perhaps due to desensitisation or enhanced recruitment of proactive control? Non-emotional tasks, such as the Stroop, have revealed that high frequency distractors or conflict lead to reduced interference, and distractor frequency appears to modulate attentional capture by emotional distractors in spatial attention tasks. But emotion-induced blindness is thought to reflect perceptual competition between (...) targets and emotional distractors, and it is unclear whether high frequency emotional stimuli cause less disruption at this relatively early stage of processing. In four experiments, participants searched streams of images for a rotated target image. A negative or neutral distractor appeared before the target, and their relative frequency was manipulated. This article examines the presuppositions underlying Derrida's criticisms of Husserl's theory of expression, and philosophy of language generally. I argue that Derrida's claim that indication (and so the sign-function) is present at the heart of phenomenological "expression" is based on an unwarranted substitution of a Hegelian structure of reflection for Husserl's own phenomenological concept of reflection and evidence. I then criticize a different sort of unclarity in Husserl's analysis of the noetic and noematic relations between "expressive" (linguistic) and "preexpressive" sense. (...) In 1928 Heidegger argued that the transcendental philosophy he had pursued in Being and Time needed to be completed by what he called “metontology.” This paper analyzes what this notion amounts to. Far from being merely a curiosity of Heidegger scholarship, the place occupied by “metontology” opens onto a general issue concerning the relation between transcendental philosophy and metaphysics, and also between both of these and naturalistic empiricism. I pursue these issues in terms of an ambiguity in the notion of (...) “grounding” in Being and Time and in the works of what I call Heidegger’s “metaphysical decade” , defending a phenomenological conception against what proves to be the illusory idea that metaphysical grounds are presupposed in such transcendental philosophy. Somatic mutation plays a key role in transforming normal cells into cancerous cells. The analysis of cancer progression therefore requires the study of how point mutations and chromosomal mutations accumulate in cellular lineages. The spread of somatic mutations depends on the mutation rate, the number of cell divisions in the history of a cellular lineage, and the nature of competition between different cellular lineages. We consider how various aspects of tissue architecture and cellular competition affect the pace of mutation accumulation. (...)
