North Korea is under strict UN economic sanctions because it violated UN policy in its development of nuclear weapons and long range missiles as well as for its militant rhetoric. South Korea and Japan, as close allies of the USA, are unsure of the future. Is there a way to bring some peace and stability to the Korean peninsula? Some argue that this is a hopeless task as long as the current leadership of North Korea is in power. This article (...) takes a more positive stance and outlines a possible way forward. The study, following the position of the Heidelberg Institute for International Conflict Research, assumes that the conflict is at root one over ideology and power. The leadership of North Korea understands itself as “a revolutionary and socialist state” and is determined to continue to control the country through a rigorous and sometimes brutal government oversight of the culture. Although poverty and hunger are widespread, the people have little opportunity to be heard. What if the leaders of North Korea were persuaded that they could gain legitimacy through developing a dynamic economy that brought flourishing to their people and respect by fellow-nations in the global village? The article proposes to start this new adventure by developing enterprise zones in the North that would bring jobs and food to hundreds of thousands of North Koreans. To begin this project, there would need to be dramatic steps toward denuclearization on the part of the North in order to relax the UN economic sanctions. Is it possible? BackgroundOver the past two decades, Uganda has experienced a significant increase in clinical research driven by both academia and industry. This has been combined with a broader spectrum of research proposals, with respect to methodologies and types of intervention that need evaluation by Research Ethics Committees (RECs) with associated increased requirement for expertise. We assessed the competencies of REC members regarding review of research protocols with complex and emerging research study designs. The aim was to guide development of a training (...) curriculum to improve the quality of scientific and ethical review.MethodsThis was a cross-sectional study design, with quantitative data collection methods. Research Ethics Committee members completed a structured pre-coded questionnaire on current competence with complex and emerging study design. REC members were asked to outline a list of additional topics for which they needed training. Data from coded questions were entered into Epidata Version 3.1 and then exported to STATA Version14.1 for analysis. Descriptive analysis was performed and findings are presented using percentages and frequencies.ResultsWe enrolled 55 REC members from 6 RECs who have a total of 97 members. The majority of whom were males (56.4%, n = 31/55). The level of competence for review of selected study design was lowest for Controlled Human Infection Model (10.9%, n = 6) and reverse pharmacology design (10.9%, n = 6), and highest for cluster randomized study design (52.7%, n = 29) and implementation science research (52.7%, n = 29).ConclusionCompetence for review of research protocols with complex and emerging study design was low among participating REC members. We recommend prioritising training of REC members on complex and emerging study designs to enhance quality of research protocol review. (shrink)

Personality disorder symptomatology (PD-Sx) can result in personal distress and impaired interpersonal functioning, even in the absence of a clinical diagnosis, and is frequently comorbid with psychiatric disorders such as substance use, mood, and anxiety disorders; however, they often remain untreated, and are not taken into account in clinical studies. To investigate brain morphological correlates of PD-Sx, we measured subcortical volume and shape, and cortical thickness/surface area, based on structural magnetic resonance images. We investigated 37 subjects who reported PD-Sx exceeding (...) DSM-IV Axis-II screening thresholds, and 35 age, sex, and smoking status-matched control subjects. Subjects reporting PD-Sx were then grouped into symptom-based clusters: N = 20 into Cluster B (reporting Antisocial, Borderline, Histrionic, or Narcissistic PD-Sx) and N = 28 into Cluster C (reporting Obsessive–Compulsive, Avoidant, or Dependent PD-Sx); N = 11 subjects reported PD-Sx from both clusters, and none reported Cluster A (Paranoid, Schizoid, or Schizotypal) PD-Sx. Compared to control, Cluster C PD-Sx was associated with greater striatal surface area localized to the caudate tail, smaller ventral striatum volumes, and greater cortical thickness in right prefrontal cortex. Both Cluster B and C PD-Sx groups also showed trends toward greater posterior caudate volumes and orbitofrontal surface area anomalies, but these findings did not survive correction for multiple comparisons. The results point to morphological abnormalities that could contribute to Cluster C PD-Sx. In addition, the observations parallel those in substance use disorders, pointing to the importance of considering PD-Sx when interpreting findings in often-comorbid psychiatric disorders. (shrink)

. This paper discusses the transformative power of aesthetic narrative within the framework of Nietzsche’s theory of transvaluation. The transformative power of creative narrative is the power to give meaning to life’s activity by keeping ahead of forces that would deny it. The power of aesthetic transvaluation plays a fundamental role in the dynamic of the resistance movement that sprang from the Gezi Park sit-ins. The movement erupted with an aesthetic intensity that surprised detractors as well as supporters, employing aesthetic (...) creativity in a way that sets it apart from other protests in Turkey and the Arab world. On several levels, the young movement has become a form of artistic protest. Striking parallels are found in Nietzsche’s aesthetic claim that the existential transformation of one’s narrative is the principle aim of the artist and the dynamic action of the people in Turkey who resist what they feel is an encroachment on their democratic rights and their way of life. The point of the essay, however, is not merely to illustrate the parallels. It is to examine how aesthetic imagination plays a role in forming a narrative that conjures meaning solely through creative fiat, showing how the power of transvaluation is manifested in the Gezi Park resistance. Life is resilient and quite capable (especially in bacterial form) of living in the most damnably improbable places-from nearly boiling ponds in Yellowstone National Park to tiny pores in rocks as deep as two miles below the earth's surface. But even this degree of resilience must work within limits; if life ever evolved (...) on the Martian surface during its initial billion years with running water, the planet's later desiccation probably extinguished our solar system's second experiment in advanced carbon chemistry. This commentary is a response to ‘More than Skin Deep’ by Shelley M. Park, and a development of our own 2020 paper ‘The Whiteness of AI’. We aim to explain how representations of AI can be varied in one sense, whilst not being diverse. We argue that Whiteness’s claim to universal humanity permits a broad range of roles to White humans and White-presenting machines, whilst assigning a much narrower range of stereotypical roles to people of colour. Because the attributes of (...) AI in the popular imagination, such as intelligence, power and passing as human, are associated by the White racial frame with Whiteness, AI is cast predominantly as White. Following Sparrow, we suggest this presents a dilemma for those creating or representing AI. We discuss three possible solutions: avoiding anthropomorphisation, explicitly critiquing racial role-typing, and representing powerful AI as non-White. (shrink)

Often, when there is a reason for you to do something, it is the kind of thing to motivate you to do it. For example, if Max and Caroline are deciding whether to go to the Alcove for dinner, Caroline might mention as a reason in favor, the fact that the Alcove serves onion rings the size of doughnuts, and Max might mention as a reason against, the fact that it is so difficult to get parking there this time of (...) day. It is some sign—perhaps not a perfect sign, but some sign—that each of these really is a reason, that Max and Caroline feel the tug in each direction. Mention of the Alcove's onion rings makes them feel to at least some degree inclined to go, and mention of the parking arrangements makes them feel to at least some degree inclined not to. According to some philosophers, reasons for action always bear some relation like this to motivation. This idea is variously known as ‘ reasons internalism’, ‘internalism about reasons ’, or ‘the internal reasons theory’. According to other philosophers, not all reasons are related to motivation in any of the ways internalists say. This idea is known as ‘ reasons externalism’ or ‘externalism about reasons ’. (shrink)

This commentary responds to Stephen Cave and Kanta Dihal’s call for further investigations of the whiteness of AI. My response focuses on three overlapping projects needed to more fully understand racial bias in the construction of AI and its representations in pop culture: unpacking the intersections of gender and other variables with whiteness in AI’s construction, marketing, and intended functions; observing the many different ways in which whiteness is scripted, and noting how white racial framing exceeds white casting and (...) thus cannot be undone by more diverse and inclusive hiring. Our techno-utopian fantasies, I conclude, are morally suspect in ways that go beneath and beyond the white plastic covering on robotic bodies. (shrink)

Meeting of the Minds records the proceedings of the S.I.E.P.M. conference held in Boston from June 14-16, 1996. The conference participants centred their attention on the relationships between medieval and classical modern philosophy. These relationships have been painted in dramatically different ways by those who have presented overviews of the two eras. Hans Blumenberg, in The Legitimacy of the Modern Age and his subsequent works, discovers the seeds of modernity in the medieval authors themselves. Leo Strauss and his followers see (...) a radical difference between the classical world views of the ancients and medievals and the successive layers of modern thought. These general portraits demand specifics, and the strength of the conference, whose results are contained in this volume, was that it provided many specific examinations of concrete relations between the philosophical positions of celebrated medieval and modern thinkers. Our hope is that this collection of papers will suggest the direction for further cooperative efforts on the interplay of the philosophical views represented by these two eras, and that the issues commonly debated by the medieval and early modern thinkers represented in this volume will give renewed consideration to important philosophical points that have been ignored in more recent debates. We speculate with Hegel about language, critiquing interpretations of Hegel’s views on language given by Jim Vernon, John McCumber, Stephen Houlgate, and Michael N. Forster, as well as defending Sophisticated Radical Whorfianism from the objections of Maria Francisca Reines and Jesse Prinz. Prior to discussing Forster, we explicate Hegel’s views on mechanical memory. We conclude by discussing why, although thought grows up, it does not move out.

Introduction: The humanities enrich and transform the practice of medicine. What remains to be seen, however, is how best to integrate humanities into the medical curriculum to optimize both educational and patient-related outcomes. The present study considers the structure of an innovative student-driven humanities curriculum and seeks to understand its strengths and limitations, as well as make recommendations for improvement. Methods: The Penn State College of Medicine, University Park Regional Campus uses an inquiry-based approach to education, whereby students are responsible (...) for creating learning objectives in four core pillars of exploration: Foundational Science, Clinical Science, Health Systems Science, and Health Humanities. This study explores student-derived humanities learning objectives (HLO) across four years of the curriculum. Results: 420 HLOs met criteria for analysis and were coded as instrumental (developing direct clinical skill), non-instrumental (non-skill based), or both. Of these, 125 (30%) were instrumental, 239 (57%) were non-instrumental, and 56 (13%) were coded as both. Most instrumental HLO centered around communication skills. Non-instrumental HLO most commonly focused on bearing witness and critiquing a particular experience within a social and/or political context. Conclusions: Findings from this study contribute to the development of a humanities curriculum in a student-directed learning program. Non-instrumental HLO lacked a theoretical framework to guide student’s investigations to a deeper level of analysis. Student-directed learning offers many strengths, but can be enhanced through external direction from humanities trained faculty, particularly given that many medical students have a limited humanities background. This essay nicely complements and amplifies ideas set forth some fifteen years ago by John Hay, in his now classic introduction to the catalog Kernels of Energy, Bones of Earth: The Rock in Chinese Art (New York: China House Gallery, China Institute in America, 1985).Most cultures appear to begin with a natural reverence for stone in its natural state—one thinks of the Druids, the Indian tradition, the Polynesians, Native Americans, and Australian aboriginal culture—and many seem to retain that reverence as they develop. Indeed, when seen in a global perspective, the general lack of interest in (or respect for) rock in its unhewn state that characterizes the European and Anglo-American traditions seems idiosyncratic. But Chinese culture definitely has the longest and most enthusiastic tradition of collecting stones and arranging rocks in gardens: "strange stones" figure among articles of tribute offered to the mythical emperor Yu (mid-second millennium B.C.E.), and the emperor Wu Di (second century B.C.E.) is recorded as having had rocks arranged in the gardens of his palace. The sixty-six items from the collection are represented in excellent black-and-white photographs.The book is beautifully designed and produced—and is indeed a work of art in itself with its handsome, dark blue Chinese-style case. In normative multi-agent systems, the question of “how an agent identifies norms in an open agent society” has not received much attention. This paper aims at addressing this question. To this end, this paper proposes an architecture for norm identification for an agent. The architecture is based on observation of interactions between agents. This architecture enables an autonomous agent to identify prohibition norms in a society using the prohibition norm identification (PNI) algorithm. The PNI algorithm uses association rule mining, a (...) data mining approach to identify sequences of events as candidate norms. When a norm changes, an agent using our architecture will be able to modify the norm and also remove a norm if it does not hold in the society. Using simulations of a park scenario we demonstrate how an agent makes use of the norm identification framework to identify prohibition norms. (shrink)

In 1979, Lewontin and I borrowed the archi- tectural term “spandrel” (using the pendentives of San Marco in Venice as an example) to designate the class of forms and spaces that arise as necessary byproducts of another decision in design, and not as adaptations for direct utility in them- selves. This proposal has generated a large literature featur- ing two critiques: (i) the terminological claim that the span- drels of San Marco are not true spandrels at all and (ii) the (...) conceptual claim that they are adaptations and not byprod- ucts. The features of the San Marco pendentives that we explicitly defined as spandrel-properties—their necessary number (four) and shape (roughly triangular)—are inevitable architectural byproducts, whatever the structural attributes of the pendentives themselves. The term spandrel may be extended from its particular architectural use for two- dimensional byproducts to the generality of “spaces left over,” a definition that properly includes the San Marco pendentives. Evolutionary biology needs such an explicit term for features arising as byproducts, rather than adaptations, whatever their subsequent exaptive utility. The concept of biological span- drels—including the examples here given of masculinized genitalia in female hyenas, exaptive use of an umbilicus as a brooding chamber by snails, the shoulder hump of the giant Irish deer, and several key features of human mentality— anchors the critique of overreliance upon adaptive scenarios in evolutionary explanation. Causes of historical origin must always be separated from current utilities; their conf lation has seriously hampered the evolutionary analysis of form in the history of life. (shrink)

Our current intellectual system provides us with a far more complete and accurate understanding of nature and ourselves than was available in any previous society. This gain in understanding has arisen from two sources: the use of the 'scientific method', and the breaking up of our intellectual enterprise into increasingly narrower disciplines and research programmes. However, we have failed to keep these narrow specialities connected to the intellectual enterprise as a whole. The author demonstrates that this causes a number of (...) difficulties. We have no viewpoint from which we can understand the relationships between the disciplines and lack a forum for adjudicating situations where different disciplines give conflicting answers to the same problem. We seriously underestimate the differences in methodology and in the nature of principles in the various branches of science. This provocative and wide-ranging book provides a detailed analysis and possible solutions for dealing with this problem. (shrink)

This collection gathers a set of central papers from the emerging area of ethics and climate change.

Some commentators maintain that gestational surrogates are not ‘mothers’ in a way capable of grounding a claim to motherhood. These commentators find that the practices that constitute motherhood do not extend to gestational surrogates. We argue that gestational surrogates should be construed as mothers of the children they bear, even if they fully intend to surrender those children at birth to the care of others. These women stand in a certain relationship to the expected children: they live in changed moral (...) circumstances by reason of their pregnancy, and they engage in the practices said to define motherhood in the post‐birth context. By contrast, ovum donors and embryo donors are not similarly ‘mothers’ because they do not find themselves involved in these circumstances. Not all women involved in three‐parent in vitro fertilization qualify as mothers either. Given this analysis of mothering, we note that transmen who gestate children are engaged in mothering activity even if they otherwise function as a father to those children. By itself, this defence of the maternity of gestational surrogates does not confer moral title to the children they bear; gestation would not by itself override the contractual arrangements gestational surrogates have made regarding the disposition of their children. This interpretation of gestational surrogates as mothers does, however, undercut cultural understandings of these women as mere ‘vessels’, devoid of entitlement to respect as persons and parents. We also consider the meaning of mothering for ‘brain‐dead’ women kept alive to give birth and for the prospect of extracorporeal gestation. (shrink)

This paper investigates young children's knowledge of scalar implicatures and downward entailment. In previous experimental work, we have shown that young children access the full range of truth-conditions associated with logical words in classical logic, including the disjunction operator, as well as the indefinite article. The present study extends this research in three ways, taking disjunction as a case study. Experiment 1 draws upon the observation that scalar implicatures (SIs) are cancelled (or reversed) in downward entailing (DE) linguistic environments, e.g., (...) in the scope of negation (Chierchia, 2000). Experiment 2 was designed to determine if scalar implicatures are used by children, like adults, to influence the interpretation of disjunction in non-DE contexts, yielding an implicature of exclusivity for disjunction. Whereas adult controls always rejected assertions of the form A or B in positive (non-DE) contexts in which assertions of the form A and B were also true, many children accepted assertions with disjunction in such contexts. To provide an interpretation to the findings from Experiment 2, a new experimental technique was devised and used in Experiment 3. The new technique presents pairs of assertions to children, who are asked to judge which assertion is a ‘better’ description of the context. The findings from Experiment 3 demonstrated children's awareness that A and B is more informative than A or B in positive contexts, where both statements are true. Taken together, the findings of Experiments 2 and 3 are compatible with the view that some children lack the computational resources to apply scalar implicatures when a single assertion is presented alone (see Reinhart, 1999). Here is an overview of what is to come. In Sections I and II, I will sketch two of the projects frequently pursued by moral philosophers, and the methods typically invoked in those projects. I will argue that these projects presuppose (or at least suggest) a particular sort of account of the mental representation of human value systems, since the methods make sense only if we assume a certain kind of story about how the human mind stores information about values. (...) The burden of my argument in Section III will be that while the jury is still out, there is some evidence suggesting that this account of mental representation is mistaken. If it is mistaken, it follows that two of the central methods of moral philosophy have to be substantially modified, or perhaps abandoned, and that the goals philosophers have sought to achieve with these methods may themselves be misguided. I fear that many of my philosophical colleagues will find this a quite radical suggestion. But if anything is clear in this area, it is that the methods we will be considering have not been conspicuously successful, though it certainly has not been for want of trying. So perhaps it is time for some radical, empirically informed rethinking of goals and methods in these parts of moral philosophy. (shrink)

This essay will focus on the moral issues relating to surrogacy in the global context, and will critique the liberal arguments that have been offered in support of it. Liberal arguments hold sway concerning reproductive arrangements made between commissioning couples from wealthy nations and the surrogates from socioeconomically weak backgrounds that they hire to do their reproductive labor. My argument in this paper is motivated by a concern for controlling harms by putting the practice of globalized commercial surrogacy into the (...) context of care ethics. As I will argue, the unstable situations into which children of global surrogacy arrangements are born is symbolic of the crisis of care that the practice raises. Using the Baby Manji case as my touch point, I will suggest that liberalism cannot address the harms experienced by Manji and children like her who are created through the global practice of assisted reproductive technology. I will argue that, if commissioning couples consider their proposed surrogacy contracts from a care ethics point of view, they will begin to think relationally about their actions, considering the practice from an ethical lens, not just an economic or contractual one. Robinson argues that by certain threshold criteria, pregnant women qualify for a higher moral status by reason of their pregnancies. While her intention is to make this a status upgrade for women, we worry that it may result in a status downgrade for women as a class, by presupposing and reinforcing women’s value in relation to their reproductive labour. Historically, central to feminist analysis is resistance to reductive accounts of women in relation to their reproductivity. For example, de Beauvoir addressed (...) men’s transcendence and contrasted it with women’s immanence, a status distinction possible because women are mired in expectations that they will marry, produce children and remain in the domestic realm; and for her part, Firestone argued that biological reproduction underlies women’s inferiority to men and that ‘The reproduction of the species by one sex for the benefit of both (should) be replaced by…artificial reproduction’1 2 Her concern was to liberate women from expectations of biological reproduction so their productive value in society is not reduced to their reproductive contributions.
