The Limits of Influence is a detailed examination and defense of the evidence for largescale-psychokinesis. It examines the reasons why experimental evidence has not, and perhaps cannot, convince most skeptics that PK is genuine, and it considers why traditional experimental procedures are important to reveal interesting facts about the phenomena.

Legitimate political authority is often said to involve a “right to rule,” which is most plausibly understood as a Hohfeldian moral power on the part of the state to impose obligations on its subjects (or otherwise to change their normative situation). Many writers have taken the state’s moral power (if and when it exists) to be a correlate, in some sense, of an obligation on the part of the state’s subjects to obey its directives. Thus legitimate political authority is said (...) to entail a general obligation to obey the law, and a general obligation to obey the law is said to entail legitimate political authority. With some version of this idea in mind, many writers attempt to establish full (or partial) legitimate political authority by first arguing for the intermediate conclusion that there exists a general (or partial) obligation to obey the law. This article argues that such a strategy is fundamentally mistaken, because while legitimate authority does indeed entail an obligation to obey the law, an obligation to obey the law does not, in and of itself, entail legitimate authority. This can be referred to as “the reverse entailment problem.” To avoid this problem, a theory of political authority must argue directly for the existence of the appropriate kind of moral power on the part of the state. This article argues for the “value-based” conception of a moral power, which states, very roughly, that one person holds a power over another if there is sufficient value in the former possessing the capacity intentionally to impose an obligation on the latter (or otherwise to change her normative situation). This seemingly simple understanding of a moral power gives rise to surprisingly strong adequacy conditions on what can count as an acceptable theory of legitimate political authority, and these conditions decisively rule out most of the standard theories in the literature. The incorporation of neural-based technologies into psychiatry offers novel means to use neural data in patient assessment and clinical diagnosis. However, an over-optimistic technologisation of neuroscientifically-informed psychiatry risks the conflation of technological and psychological norms. Neurotechnologies promise fast, efficient, broad psychiatric insights not readily available through conventional observation of patients. Recording and processing brain signals provides information from ‘beneath the skull’ that can be interpreted as an account of neural processing and that can provide a basis to evaluate general behaviour (...) and functioning. But it ought not to be forgotten that the use of such technologies is part of a human practice of neuroscience informed psychiatry. This paper notes some challenges in the integration of neural technologies into psychiatry and suggests vigilance particularly in respect to normative challenges. In this way, psychiatry can avoid a drift toward reductive technological approaches, while nonetheless benefitting from promising advances in neuroscience and technology. (shrink)

James Madison is the thinker most responsible for laying the groundwork of the American commercial republic. But he did not anticipate that the propertied class on which he relied would become extraordinarily politically powerful at the same time as its interests narrowed. This and other flaws, argues Stephen L. Elkin, have undermined the delicately balanced system he constructed. In Reconstructing the Commercial Republic , Elkin critiques the Madisonian system, revealing which of its aspects have withstood the test of time (...) and which have not. The deficiencies Elkin points out provide the starting point for his own constitutional theory of the republic—a theory that, unlike Madison’s, lays out a substantive conception of the public interest that emphasizes the power of institutions to shape our political, economic, and civic lives. Elkin argues that his theory should guide us toward building a commercial republic that is rooted in a politics of the public interest and the self-interest of the middle class. He then recommends specific reforms to create this kind of republic, asserting that Americans today can still have the lives a commercial republic is intended to promote: lives with real opportunities for economic prosperity, republican political self-government, and individual liberty. Academic misconduct is a problem of growing concern across the tertiary education sector. While plagiarism has been the most common form of academic misconduct, the advent of software programs to detect plagiarism has seen the problem of misconduct simply mutate. As universities attempt to function in an increasingly complex environment, the factors that contribute to academic misconduct are unlikely to be easily mitigated. A multiple case study approach examined how academic misconduct is perceived in universities in in Australia, New Zealand (...) and the United Kingdom via interviews with academics and administrators. The findings show that academic misconduct is a systemic problem that manifests in various ways and requires similarly diverse approaches to management. Greater consistency in policies and procedures, including a focus on preventative education for both staff and students, is key to managing the mutations of academic misconduct that continue to plague the higher education sector globally. Classical cognitive science was launched on the premise that the architecture of human cognition is uniform and universal across the species. This premise is biologically impossible and is being actively undermined by, for example, imaging genomics. Anthropology (including archaeology, biological anthropology, linguistics, and cultural anthropology) is, in contrast, largely concerned with the diversification of human culture, language, and biology across time and space—it belongs fundamentally to the evolutionary sciences. The new cognitive sciences that will emerge from the interactions with the (...) biological sciences will focus on variation and diversity, opening the door for rapprochement with anthropology. Data science is characterized by engaging heterogeneous data to tackle real world questions and problems. But data science has no data of its own and must seek it within real world domains. We call this search for data “prospecting” and argue that the dynamics of prospecting are pervasive in, even characteristic of, data science. Prospecting aims to render the data, knowledge, expertise, and practices of worldly domains available and tractable to data science method and epistemology. Prospecting precedes data synthesis, analysis, (...) or visualization, and is constituted by the upstream work of discovering disordered or inaccessible data resources, thereafter to be ordered and rendered available for computation. Through this work, data science positions itself in the middle of all things—capable of engaging this, that, or any domain—and thus prospecting is a key driver of data science’s ongoing formation as a universal science. Lists of species underpin many fields of human endeavour, but there are currently no universally accepted principles for deciding which biological species should be accepted when there are alternative taxonomic treatments (and, by extension, which scientific names should be applied to those species). As improvements in information technology make it easier to communicate, access, and aggregate biodiversity information, there is a need for a framework that helps taxonomists and the users of taxonomy decide which taxa and names should be used (...) by society whilst continuing to encourage taxonomic research that leads to new species discoveries, new knowledge of species relationships, and the refinement of existing species concepts. Here, we present 10 principles that can underpin such a governance framework, namely (i) the species list must be based on science and free from nontaxonomic considerations and interference, (ii) governance of the species list must aim for community support and use, (iii) all decisions about list composition must be transparent, (iv) the governance of validated lists of species is separate from the governance of the names of taxa, (v) governance of lists of accepted species must not constrain academic freedom, (vi) the set of criteria considered sufficient to recognise species boundaries may appropriately vary between different taxonomic groups but should be consistent when possible, (vii) a global list must balance conflicting needs for currency and stability by having archived versions, (viii) contributors need appropriate recognition, (ix) list content should be traceable, and (x) a global listing process needs both to encompass global diversity and to accommodate local knowledge of that diversity. We conclude by outlining issues that must be resolved if such a system of taxonomic list governance and a unified list of accepted scientific names generated are to be universally adopted. (shrink)

In this paper I consider two kinds of approaches that philosophers have used to defend free will against psychologist Daniel Wegner’s claim that neuroscience research indicates that consciousness does not have any causal power over our actions. On the one hand, Eddy Nahmias relies heavily on empirical arguments to challenge Wegner’s conclusions. In contrast, Daniel Dennett employs a conceptual argument based on the idea that Wegner is operating under a mistaken notion of self. After ultimately rejecting the defenses of free (...) will given by both Nahmias and Dennett, I conclude by assessing whether either of the types of approaches taken by these philosophers might eventually yield a viable defense of free will in light of the challenges posed by contemporary neuroscience. Here is an overview of what is to come. In Sections I and II, I will sketch two of the projects frequently pursued by moral philosophers, and the methods typically invoked in those projects. I will argue that these projects presuppose (or at least suggest) a particular sort of account of the mental representation of human value systems, since the methods make sense only if we assume a certain kind of story about how the human mind stores information about values. (...) The burden of my argument in Section III will be that while the jury is still out, there is some evidence suggesting that this account of mental representation is mistaken. If it is mistaken, it follows that two of the central methods of moral philosophy have to be substantially modified, or perhaps abandoned, and that the goals philosophers have sought to achieve with these methods may themselves be misguided. I fear that many of my philosophical colleagues will find this a quite radical suggestion. But if anything is clear in this area, it is that the methods we will be considering have not been conspicuously successful, though it certainly has not been for want of trying. So perhaps it is time for some radical, empirically informed rethinking of goals and methods in these parts of moral philosophy. (shrink)

In October 2015 I supervised a series of séances in Hanau, Germany with Felix Circle physical medium Kai Mügge. The purpose was to try to obtain better documentation of Kai’s table levitations than my team was able to achieve in Austria in 2013 (Braude, 2014). Although that goal was not met over the course of four séances, we nevertheless witnessed some interesting phenomena that are difficult to explain away normally given the control conditions imposed at the time. These include object (...) movements beyond the reach of the sitters, a very strange “exploding” sound from the séance table, and some extended levitations in which the table seemed to sway or swim in mid-air. But what may be most interesting about this series of séances is the way the phenomena reflect the complex, and tortured, underlying psychodynamics of the occasion. Indeed, what readers need to know about the FEG phenomena has as much to do with personalities involved as with the phenomena themselves. As a result, this report focuses as much on the background to the investigation as on the investigation itself. (shrink)

It is commonly claimed that Kant's critical philosophy aims to limit reason's speculative use and its metaphysical pretensions. This paper argues that such claims should be amended in light of a technical distinction between negative limits and positive boundaries that Kant held throughout his career. Kant's only extended discussion of this distinction appears in §§57–60 of the Prolegomena, a division entitled “On pure reason's boundary‐determination”. I examine these sections in detail in order to elucidate the account of the limits and (...) boundaries of the activity of different cognitive faculties in the Critique of Pure Reason. I argue that once we understand a key ambition of the Critique to be the positive determination of the boundary between objects of experience and things in themselves, we gain insight into the essential contribution that Kant's theory of the positive utility of ideas of reason makes to the critical philosophy. According totransmissiontheories of testimony, a listener's belief in a speaker's testimony can be supported by the speaker's justification for what she says. The most powerful objection to transmission theories is Jennifer Lackey'spersistent believercase. I argue that important features about the epistemology of testimony reveal how transmission theories can account for Lackey's case. Specifically, I argue that transmission theorists should hold that transmission happens only if a listener believes a speaker's testimony based on the presumption that the speaker has justification for (...) what she says. If this does not happen in thepersistent believercase, then the case is no counterexample to transmission. If this does happen in thepersistent believercase, then there is an available framework for rejecting the idea that the listener's belief is in fact justified. (shrink)

This article considers some political potentialities of the post-constructivist proposal for substituting truth with traceability. Traceability is a measure of truthfulness in which the rationality of a truth-claim is found in accounting for the work done to maintain links back to an internal referent through a chain of mediations. The substitution of traceability for truth is seen as necessary to move the entire political domain towards a greater responsiveness to the events of the natural-social world.
