In this paper we analyze results from 114 face-to-face qualitative interviews of people who had evacuated from the New Orleans area in the wake of Hurricane Katrina, interviews that were completed within weeks of the 2005 storm in most cases. Our goal was to understand the role information and knowledge played in people's decisions to leave the area. Contrary to the conventional wisdom underlying many disaster communication studies, we found that our interviewees almost always had extensive storm-related information from a (...) variety of sources, including media reports and other background knowledge gleaned from experiences with previous storms, often from interpersonal sources. However, consistent with a theme in communication research that has been identifiable since at least the 1940s, interpersonal communication networks were most often what ultimately caused these individuals to act on this information, and therefore those with “weak ties” to the broader “mainstream” community may have been disadvantaged, slower to leave, and thus more vulnerable to the storm's main effects. From our evidence, the end result was less a function of discrimination as it was one of differential activation of a relevant social network. These results argue for the rejection of a “deficit model” that assumes varied reactions to natural disaster result from some kind of an information deficiency, and remind us that behavior under such circumstances is the result of a process of collective behavior, not only individual cognition. At Temple College, a community college in Texas, the administration forced Kerry Laird, a literature and composition professor, to remove from his office door the quote from Friedrich Nietzsche "Gott ist tot." The college says that to leave the phrase up would offend others and constitute an endorsement of the phrase. Laird, Cary Nelson, the national president of the American Association of University Professors, and William O. Stephens, chair of the American Philosophical Association Committee for the Defense of the Professional (...) Rights of Philosophers, see the ban as a violation of academic freedom and a double standard, since many other faculty members are permitted to display pro-religion statements and images on their doors. Stephens said that ever the ancient Athenians put Socrates to death for expressing non-traditional views, great philosophers have often caused offense. (shrink)

How far should we go in protecting and promoting public health? Can we force people to give up unhealthy habits and make healthier choices, or does everyone have the right to decide their own lifestyle? Should we stop treating smokers who refuse to give up smoking? Should we put a tax on fatty foods and ban vending machines in schools to address the obesity epidemic? Should parents be required to have their children vaccinated? Are some of our screening programmes unethical (...) Downs syndrome screening, for example or should we be screening people for more conditions, such as Huntington disease? Such questions are at the heart of public health ethics. Holland shows that to understand and debate these issues requires philosophy: moral philosophies, such as utilitarianism and deontology, as well as political philosophies such as liberalism and communitarianism. And philosophy informs other aspects of public health, such as epidemiology and health promotion. The aim of this book is to provide a lively, accessible and philosophically informed introduction to such issues. It is an ideal textbook for students taking courses in public health ethics. And since this book develops systematic discussions of issues in public health ethics, there is also much here to engage and challenge the more advanced reader. (shrink)

Space warfare is warfare that takes place in outer space. It involves ground-to-space, space-to-ground, and space-to-space violence between nations or peoples. The violence can involve kinetic weapons, directed energy weapons, or electronic destruction. International law, specifically, the Outer Space Treaty and SALT I, currently bans weapons of mass destruction from being put into space, although one wonders if one country were to violate the ban whether others would follow suit. In this paper, I argue that that if there is a (...) non-consequentialist morality of space war, then one country can unjustly attack a second country’s space vehicles. This in turn depends on property rights. But there is no adequate theory of property rights with regard to space war. Hence, there is no non-consequentialist morality of a space war. (shrink)

This paper presents and discusses the results of an email survey which asked participants to share their views on the efficacy of multiple choice, fill-in-the-blank, or matching questions as evaluation methods in philosophy courses. First, the structure of the survey and its contents are explained. Next, responses are broken down along the lines of student responses and teacher responses. In both cases, there was significant disagreement among respondents, though there were notable patterns emerged. Student arguments in favor of non-essay assessment (...) emphasized the expedience; arguments against emphasized the inadequacy of such evaluation methods to the nuances of philosophical material. Teacher responses echoed student responses but included considerations of fairness, ambiguity in student answers, student motivation, and justifications for non-essay assessment in specific contexts. Finally, the author discusses respondents’ opinions on whether philosophy departments should ban non-essay questions. The author concludes by suggesting that the results of this survey merit attention as an indication of how widespread the difficulties of non-essay assessment are and as an indication of the diversity of views on the subject. Democracy is in crisis and one core feature is a communications crisis: a failure of institutions to reliably generate and curate the circulation of information and communications. Capitalism, the internet and Covid have all been unkind to journalism: newspapers and their reporters have been decimated. Newer media – such as Facebook, Twitter and Google – have amassed enormous power in a remarkably short time. They are the new gatekeepers of free expression, as witnessed by the Twitter ban of Donald Trump. (...) Social media platforms are also the bullhorns of disinformation: they seem to exacerbate polarization, sow distrust, speed the spread of misinformation and encourage conspiracist thinking. Can the media companies be trusted to self-regulate? What alternatives do we have? I argue in the end that the Facebook Oversight Board offers a hopeful model. (shrink)

Expert claims routinely “affect, combat, refute, and negate” someone or some faction or grouping of persons. When scientists proclaim the truth of Darwinism, they refute, negate, and whatnot the Christian view of the creation, and thus Christians. When research is done on racial differences, it affects, negates, and so on, those who are negatively characterized. This is why Phillip Kitcher argues that it should be banned. Some truths are too dangerous to ever inquire into, because, he reasons, even by inquiring (...) we legitimate the negation that racial distinctions already carry. In the UK, female genital mutilation is unlawful, not only when performed on minors, but also when performed on adult women. The aim of our paper is to examine several arguments which have been advanced in support of this ban and to assess whether they are sufficient to justify banning female genital mutilation for competent, consenting women. We proceed by comparing female genital mutilation, which is banned, with cosmetic surgery, towards which the law has taken a very permissive stance. (...) We then examine the main arguments for the prohibition of the former, assessing in each case both (a) whether the argument succeeds in justifying the ban and, if so, (b) whether a parallel argument would not also support a ban on the latter. We focus on the following arguments. Female genital mutilation should be unlawful because: (1) no woman could validly consent to it; (2) it is an oppressive and sexist practice; (3) it involves the intentional infliction of injury; (4) it causes offence. Our view is that arguments (3) and (4) are unsound and that, although arguments (1) and (2) may be sound, they support not only a ban on female genital mutilation, but also one on (some types of) costmetic surgery. Hence, we conclude that the present legal situation in the UK is ethically unsustainable in one of the following ways. Either the ban on female genital mutilation is unjustified because arguments (1) and (2) are not in fact successful; or the law's permissive attitude towards cosmetic surgery is unjustified because arguments (1) and (2) are in fact successful and apply equally to female genital mutilation and (certain forms of) cosmetic surgery. The people of the countries where female genital mutilation is practised resent references to ‘barbaric practices imposed on women by male‐dominated primitive societies’, especially when they look at the Western world and see women undergoing their own feminization rites intended to increase sexual desirability: medically dangerous forms of cosmetic plastic surgery, for instance …. While early modern Spain may seem a world away, it is an extremely rich and relevant context for gaining a better understanding of the Rhetoric of Health, specifically the power of metaphor, in the related spheres of policy-making and public debate. It was a time and place in which the urban populace’s physical well-being depended upon the fortunes of theatrical performances due to a system of alms for hospitals driven by ticket receipts. Anti-theatricalists argued that the immoral nature of theatrical (...) performances made them spiritually and medically detrimental to society. Pro-theatricalists argued that plays were always a public good on balance because they raised much-needed funds for hospitals. Instead of producing a conflict between morality and public health, each side reinforced their connection until the two topics became nearly inseparable in the sphere of public debate. While pro-theatricalists mainly stayed with their arguments about funding hospitals, anti-theatricalists developed a new strategy of literalising the metaphor of theatre as a “plague of the republic” and arguing that immoral entertainment brought literal disease to the populace as a punishment from God. This exemplifies Stephen Pender’s observation of how, in an early modern medical context, “Rhetoric as a way of perceiving probabilities and adjusting one’s argument to the audience and circumstance offers a model of ethical action and interaction”. This article is organised chronologically to track specific adjustments to a specific public-health debate that rely upon moral metaphors of medicine. Each side wrangled over these metaphors in an effort to break a deadlock in a public-health policy debate with entertainment, finance, and morality at its centre. By the end of the seventeenth century, anti-theatricalists finally found their best rhetorical weapon in the literalisation of the “plague of the republic” metaphor, but it only offered a short-term solution to banning theatre contingent upon the ebb and flow of epidemics. Simultaneously, the finance structure of funding hospitals began to erase the role of hospitals from the longstanding debate about the morality of public theatre. The case of early modern Spain provides valuable lessons about the power of metaphor in the Rhetoric of Healthcare that are still applicable today. (shrink)

Henry Kyburg has developed an original and important perspective on probabilistic and statistical inference. Unlike much contemporary writing by philosophers on these topics, Kyburg's work is informed by issues that have arisen in statistical theory and practice as well as issues familiar to professional philosophers. In two major (...) books and many articles, Kyberg has elaborated his technical proposals and explained their ramifications for epistemology, decision-making, and scientific inquiry. In this collection of published and unpublished essays, Kyburg presents his novel ideas and their applications in a manner that makes them accessible to philosophers and provides specialists in probability and induction with a concise exposition of his system. This paper objects to internalist theories of justification from testimony on the grounds that they can’t accommodate intuitions about a pair of cases. The pair of cases involved is a testimonial version of the cases involved in the New Evil Demon Argument. The role of New Evil Demon cases in motivating contemporary internalist theories of knowledge and justification notwithstanding, it is argued here that testimonial cases make an intuitive case against internalist theories of justification from testimony.

The core thesis of this essay is that “progressive Confucianism” is a clear and viable category, a label for many though not all contemporary Confucians, which succeeds in capturing what is useful about so-called “liberal” Confucianism without suffering from various problems to which I show “liberal Confucianism” falls prey. The essay begins with examples of progressive Confucians being labeled as “liberal” in ways that are misleading. I next turn to the use of “liberal” by influential twentieth-century New Confucians and then (...) look at some contemporary theorists who are often labeled “liberal Confucians.” Overall, for reasons having to do both with content and with rhetoric, I argue that even some Confucians who have been content to be called “liberal Confucians” should resist this label and identify as progressive Confucians instead, although others with “dualcommitments” may still prefer “liberal Confucian” or even “Confucian liberal.” The essay concludes with some further clarification of the senses in which progressive Confucians use the idea of “progress.” . It has become a truism that we humans are genetically about 99% identical to chimpanzees. The origins of this assertion are clear: among early studies of DNA sequences, nucleotide identity between humans and chimpanzees was found to average around 98.9%.1 However, this figure is correct only with respect to regions of the genome that are shared between humans and chimpanzees. Often ignored are the many parts of their genomes that are not shared. Genomic rearrangements, including insertions, deletions, translocations and duplications, (...) have long been recognized as potentially important sources of novel genomic material2,3 and are known to account for major genomic differences between humans and chimpanzees.4 Further, such changes have been implicated in a number of genetic disorders, such as DiGeorge, Angelman/Prader‐Willi and Charcot‐Marie‐Tooth syndromes5. Can we conceive cogently of all knowledge – in particular, all knowledge of truths – as being knowledge-how? This paper provides reasons for thinking not only that is this possible, but that it is conceptually advantageous and suggestive. Those reasons include adaptations of, and responses to, some classic philosophical arguments and ideas, from Descartes, Hume, Peirce, Mill, and Ryle. The paper’s position is thus a practicalism – a kind of pragmatism – about the nature of knowledge, arguing that all knowledge (...) is knowledge-how to act – to do this, to do that. Such a conception can include, too, a distinctive view of the metaphysical relation between knowledge and belief. We see that, contrary to what most contemporary epistemologists say, knowledge need not be a form of belief. Instead, a belief that p can be a way simply of enriching or strengthening knowledge that p. It can do this in a paracticalist way, by allowing one to do more with the knowledge. (shrink)

This book offers an introduction to the full range of Armstrong's thought. It begins with a discussion of Armstong's naturalism.

Recently a new question has emerged in the philosophy of religion: not whether God exists, but whether God’s existence is or would be preferable. The existing literature on the subject is sparse. The present essay, in dialogue form, is an attempt to marshal and evaluate arguments on both sides.

This essay examines Darwin's positiva use of theology in the first edition of the Origin of Species in three steps. First, the essay analyses the Origin's theological language about God's accessibility, honesty, methods of creating, relationship to natural laws and lack of responsibility for natural suffering; the essay contends that Darwin utilized positiva theology in order to help justify descent with modification and to attack special creation. Second, the essay offers critical analysis of this theology, drawing in part on Darwin's (...) mature ruminations to suggest that, from an epistemic point of view, the Origin's positiva theology manifests several internal tensions. Finally, the essay reflects on the relative epistemic importance of positiva theology in the Origin's overall case for evolution. The essay concludes that this theology served as a handmaiden and accomplice to Darwin's science. (shrink)

Temporality underpins how living systems coordinate and function. Unlike measures that use mathematical conventions, lived temporalities grant functional cohesion to organisms-in-the-world. In foxtail grasses, for example, self-maintenance meshes endogenous processes with exogenous rhythms. In embrained animals, temporalities can contribute to learning. And cowbirds coordinate in a soundscape that includes conspecifics: social learning allows them to connect copulating with past events such that females exert ‘long-distance’ control over male singing. Using Howard Pattee’s work, we compare the foxtail’s self-maintenance, gender-based cowbird learning (...) and how humans manage multi-scalar activity. We argue that, while all living things coordinate, temporal ranging is typical of vertebrates. As primates, humans too use temporal ranging – they can draw on social learning, anticipate winter and manage coordinated action. However language behaviour grants new control over the scales of time. People connect the impersonal to lived experience in narratives, as they draw on autobiography and enact cultural practices. Humans become singular individuals who use temporal experience to manage affect, relationships, beliefs, fictions, and knowledge. Individual subjectivity permits collaborative and competitive activity based on linking events with quite different histories. As a result, alone of the vertebrates, we claim that humans become time-rangers. (shrink)

The unique discourse of Confucian ritual practice encompasses a powerful and sophisticated way of talking about individual fulfillment within the context of more substantive or universal conceptions of the good life. To make this case, I will consider both the text of the "Analects" and the influential readings of the "Analects" offered by Fingarette in "Confucius: The Secular as Sacred" and by Hall and Ames in "Thinking through Confucius". Though the two interpretive works are helpful in articulating the classical Confucian (...) contribution to the problem of balancing conformity and individuality, I will argue that an alternative reading is required to appreciate fully how values thought to embody and express the fullest humanity might be inculcated in ethical agents without undoing their individuality. Charisma is a concept with a peculiar history. It arose from theological obscurity through social science, from which it passed into popular culture. As a social science concept, its significance derives in large part from the fact that it captures a particular type of leadership. But it fits poorly with other concepts in social science, and is problematic as an explanatory concept. Even Weber himself was torn in his use of the concept between the individual type-concept and a broader use (...) of it to characterize the sacral character of culture and institutions. Which use is fundamental? Neither use seems to be able to be extended to account for the other, and in practice the term serves as a heterogenous residual category. Shils’ argument that the charisma of central institutions was fundamental was an attempt to make sense of the examples of institutional charisma that fell into this residual category, such as the jury, and assimilated charisma to the idea of the holy. But this conflicts with Weber’s idea of the originary or creative character of individual charisma, which by definition cannot derive from preexisting sacral qualities. Weber’s account of individual charisma focuses on success, and this suggests the idea that the power of the charismatic leader arises from the ability to confound and surpass expectations - to be extraordinary. This allows us to reconsider ‘originary’ charisma, and assimilate it both to rational choice and to Steiner’s account of taboo. A leader who produces a change in our risk perceptions by proving our previous perceptions wrong by the success of the leader’s actions is providing a novel rational choice for us: a new option together with new estimates of the risk in a course of action. Weber explained the situation of primitive or magical morality in terms of magical charisma producing taboos that were then rationalized, leading to permanent norms - which relies on the notion of charisma without explaining it. But Steiner goes further, by suggesting that taboo represents the intellectual organization of danger through the act of interdiction. The power to interdict is not based on some other power, but rather the power to organize danger through interdiction is originary. Is there originary charisma today? Or is the commonplace use of the term ‘charisma’ a transformation of the concept into something else? In popular culture, the term refers to role-models who break new ground, and if we consider the ‘dangers’ that they appear to their audiences to overcome, the phenomenon is not so different. Charisma seems to collapse into personal style, but in a world in which the old interdicts have lost their power, style itself becomes a matter of experimental success in the face of social danger. The attitudes that characterize the contemporary “neuro-turn” were strikingly commonplace as part of the self-fashioning of social identity in the biographies and personal papers of past neurologists and neuroscientists. Indeed, one fundamental connection between nineteenth- and twentieth-century neurology and contemporary neuroscience appears to be the value that workers in both domains attach to the idea of integration, a vision of neural science and medicine that connected reductionist science to broader inquiries about the mind, brain, and human nature and in so (...) doing supposedly resolved once and for all questions germane to the human sciences, humanities, and arts. How those attitudes were produced and reproduced first in neurology and then in neuroscience; in what way they were constructed and disciplined, thereby eventuating in the contested sciences and medicines of the mind, brain, and nervous system; and even how they garnered ever-wider contemporary purchase in cultures and societies are thus fascinating problems for historians of science and medicine. Such problems shed light on ethics, practices, controversies, and the uneasy social relations within those scientific and medical domains. But more to the point of this essay: they also account for the apparent epistemological weight now accorded “the neuro” in our contemporary moment. They thus illuminate in a rather different way why historians have suddenly discovered the value of “the neuro.”. (shrink)
