Schleyer and Bentley have provided solid, but not conclusive, evidence that secondary substrates undergo solvolysis by a merged mechanism, one that blends characteristics of both the S N 2 and S N 1 mechanisms. In lieu of an abstract, here is a brief excerpt of the content:Nuclear Power after Fukushima 2011:Buddhist and Promethean PerspectivesGraham ParkesDuring 2010 many environmentalists previously opposed to nuclear power were deciding, in the face of anthropogenic climate change from burning fossil fuels, that the only way to prevent runaway global warming would be to build more nuclear power plants after all.1 There are risks involved—though fewer than with carbon-based sources of energy.2 When one compares the detrimental effects (...) of nuclear power with those of burning fossil fuel, it is clear that the human injury and death toll (not to mention environmental devastation) resulting from the former have been nothing compared to the damage caused by the extraction and consumption of fossil fuels, owing to mining accidents, oil spills, and so forth—not to mention the massive carbon dioxide emissions.On the other hand, the problem of how and where to store the growing amount of radioactive waste from nuclear power plants, which remains deadly for many thousands of years, has yet to be solved. Costly security measures have to be taken to guard against terrorist attacks and theft of materials usable for nuclear devices. When full safety features are included, nuclear power plants become ever more expensive to build, and the costs of insuring them against accidents are so prohibitive that governments have to subsidize them, which they are increasingly unwilling to do.Not long after the explosions and meltdowns at the Fukushima Daiichi nuclear power station in March 2011, two dismal world records were announced: in 2010 we discharged a record amount of carbon dioxide (more than 30 gigatons) into the atmosphere, mainly by burning fossil fuels, and, as a direct consequence, carbon dioxide levels in the atmosphere (as measured at the Earth Systems Research Laboratory in Hawai'i) reached a record level of 395 parts per million. Yet the primary motivations remain unclear, since people's attitudes toward the dangers of nuclear radiation are anything but rational—as evidenced by the mass departure of foreigners from Japan after the catastrophe at Fukushima, when health dangers beyond the vicinity of the power station were minimal.In Europe, the reaction to the Fukushima disaster has clearly been aggravated by memories of the catastrophe at Chernobyl in 1986. While Chernobyl was a more widely destructive event than Fukushima, releasing a much greater amount of radioactivity, its effects on human health continue to generate disagreement. According to the third report on the effects of the Chernobyl catastrophe issued by the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR), among the 134 plant staff and emergency workers who suffered acute radiation syndrome (ARS), the condition proved fatal for twenty-eight of them. By 2006 another nineteen ARS survivors died, although their deaths were not directly attributable to the effects of ionizing radiation. Magnetic resonance (MR) imaging has proven to be a highly effective medical imaging technique that produces detailed cross-sectional images of organs, tissues, and skeletal structures. Because of its versatility, MR imaging has been called “one of the most powerful diagnostic tools in contemporary clinical medicine.”1 MR imaging is advantageous because it does not rely on potentially harmful ionizing radiation used in other imaging techniques; however, the MR imaging scanner can cause considerable anxiety for individuals with claustrophobia, a fear of (...) confined spaces. The MR imaging scanner is designed as a large tube with a table in the middle. During examinations, the patient lies supine on the table, is slid into the scanner tube, and must remain still so that the MR imaging technologist can produce the precise images needed to facilitate an accurate diagnosis. Depending on the imaging required, the procedure can last from 20 to 50 minutes, which can be distressful for people with claustrophobia because the enclosed space might trigger anxiety-inducing feelings and thoughts. Using concepts from the philosophical tradition of phenomenology, this article attempts to describe what a patient experiences when they feel claustrophobic and to provide clinical strategies that MR technologists can use to navigate situations in which the scanner poses a risk of inducing a claustrophobia-related anxiety episode. ‘Metaphysics’, said Bradley, ‘is the finding of bad reasons for what we believe on instinct, but to find these reasons is no less an instinct.’ This idea that reasoning is both instinctive and feeble is reminiscent of Hume; except that reasons in Hume tend to serve as the solvent rather than the support of instinctive beliefs. Instinct leads us to play backgammon with other individuals whom we assume inhabit a world which exists independently of our own perception and which (...) will continue to exist tomorrow in a similar fashion to today. However, when instinct leads us also to reason about these beliefs they are all subject to sceptical attack. Their defence provides a challenge, a challenge which in thumbnail histories of the subject is met by Kant. He does this by use of a powerful new form of argument which he calls transcendental argument and which, in my opinion, provides not only reasons but also good reasons for the defence of some of our most central instinctive beliefs. The strategy involved in this kind of argument is to reflect on the necessary preconditions for comprehensible experience. In this way, some beliefs which are subject to sceptical attack, such as that there is a causal order between objects which exist independently of our experience of them, can be found to be the essential preconditions for having comprehensible experience at all. The reason for accepting them is, therefore, that they are the necessary preconditions of having any beliefs at all; and this provides a good, rather than a bad, reason for accepting these particular instinctive beliefs. It is widely assumed that science is the enemy of religious faith. The idea is so pervasive that entire industries of religious apologetics converge around the challenge of Darwin, evolution, and the "secular worldview." This book challenges such assumptions by proposing a different cause of unbelief in the West: the Christian conscience. Tracing a history of doubt and unbelief from the Reformation to the age of Darwin and Karl Marx, Dominic Erdozain argues that the most powerful solvents of religious orthodoxy (...) have been concepts of moral equity and personal freedom generated by Christianity itself. Revealing links between the radical Reformation and early modern philosophers such as Baruch Spinoza and Pierre Bayle, Erdozain demonstrates that the dynamism of the Enlightenment, including the very concept of "natural reason" espoused by philosophers such as Voltaire, was rooted in Christian ethics and spirituality. The final chapters explore similar themes in the era of Darwin and Marx, showing how moral revolt preceded and transcended the challenges of evolution and "scientific materialism" in the unseating of religious belief. The picture that emerges is not of a secular challenge to religious faith, but a series of theological insurrections against divisive accounts of Christian orthodoxy. (shrink)

During the second half of the nineteenth century, electronegativity has been one of the most relevant chemical concepts to explain the relationships between chemical substances and their possible reactions. Specifically, EN is a property of the substances that allows them to attract external electrons in bonding situations. The problem arises because EN cannot be measured directly. Indeed, the only way to measure it is through different properties that do can be directly measured, for instance enthalpy, ionization energies or electron affinities. (...) What is particularly troubling about this case in quantum chemistry is that the different models used to describe and quantify EN are incompatible but, in a certain sense, equivalent because the same EN scale results in all of them. By analyzing Linus Pauling’s and Robert Mulliken’s models of EN, it will be argued that, if we remain cling to a traditional representative conception of models, we cannot understand the meaning of the information provided by those models. Indeed, if we do not want to adopt an instrumentalist point of view concerning chemical knowledge, we should reconsider by virtue of what a model represents the system, or, in other words, which the factors that determine the representative power of a model are. I will propose a new perspective that incorporates the role of experimental techniques in the very notion of representation; this perspective allows us to understand how supposedly incompatible models of the same target system can be both simultaneously representative. Context. The identification of the sources that reionized the Universe and their specific contribution to this process are key missing pieces of our knowledge of the early Universe. Faint star-forming galaxies may be the main contributors to the ionizing photon budget during the epoch of reionization, but their escaping photons cannot be detected directly due to inter-galactic medium opacity. Hence, it is essential to characterize the properties of faint galaxies with significant Lyman continuum photon leakage up to z 4 (...) to define indirect indicators allowing analogues to be found at the highest redshift. Aims. Long gamma-ray bursts explode typically in star-forming regions of faint, star-forming galaxies. Through LGRB afterglow spectroscopy it is possible to detect directly LyC photons. Our aim is to use LGRBs as tools to study LyC leakage from faint, star-forming galaxies at high redshift. Methods. Here we present the observations of LyC emission in the afterglow spectra of GRB 191004B at z = 3:5055, together with those of the other two previously known LyC-emitting LGRB, to determine their LyC escape fraction and compare their properties. Results. From the afterglow spectrum of GRB 191004B we determine a neutral hydrogen column density at the LGRB redshift of og =17:2 0:15, and negligible extinction. The only metal absorption lines detected are C iv and Si iv. In contrast to GRB 050908 and GRB 060607A, the host galaxy of GRB 191004B displays significant Ly emission. From its Ly emission and the non-detection of Balmer emission lines we constrain its star-formation rate to 1 SFR 4:7 M yr. 1. We fit the Ly emission with a shell model and find parameters values consistent with the observed ones. The absolute LyC escape fractions we find for GRB 191004B, GRB 050908 and GRB 060607A are of 0:35+0:10.0:11, 0:08+0:05.0:04 and :20+0:05.0:05, respectively. We compare the LyC escape fraction of LGRBs to the values of other LyC emitters found from the literature, showing that LGRB afterglows can be powerful tools to study LyC escape for faint high-redshift star-forming galaxies. Indeed we could push LyC leakage studies to much higher absolute magnitudes. The host galaxies of the three LGRB presented here have all M1600 >.19:5 mag, with the GRB 060607A host at M1600 >.16 mag. LGRB hosts may therefore be particularly suitable for exploring the ionizing escape fraction in galaxies that are too faint or distant for conventional techniques. Furthermore the time investment is very small compared to galaxy studies. (shrink)

This article traces disagreements about the genetic effects of low-dose radiation exposure as waged by James Neel, a central figure in radiation studies of Japanese populations after World War II, and Yuri Dubrova, who analyzed the 1986 Chernobyl nuclear power plant accident. In a 1996 article in Nature, Dubrova reported a statistically significant increase in the minisatellite DNA mutation rate in the children of parents who received a high dose of radiation from the Chernobyl accident, contradicting studies that found (...) no significant inherited genetic effects among offspring of Japanese A-bomb survivors. Neel’s subsequent defense of his large-scale longitudinal studies of the genetic effects of ionizing radiation consolidated current scientific understandings of low-dose ionizing radiation. The article seeks to explain how the Hiroshima/nagasaki data remain hegemonic in radiation studies, contextualizing the debate with attention to the perceived inferiority of Soviet genetic science during the Cold War. Today a natural ball lightning (BL) phenomenon has not yet correct physical and philosophical explanation. This article is directed on a new exotic version of the occurrence and behavior of ball lightning. BL consists of a bulk air mixture—neutral air molecules, negative and positive aero ions. BL arise on linear lightning tracks due to the primary ionization of the atmosphere and the secondary effects of atmospheric light aero ions arisen. The emerging electrostatic surface tension forces form a volumetric gas drop, (...) in which the significant electrical energy of the “ball capacitor” is concentrated. The long lifetime of aero ions provides time stability of gas ball. As a rule, a BL gradually discharges and disappears due to recombination processes, emitting a weak cold glow. The explosion of BL occurs with an external destabilizing effect on its structure. First of all, this is contact with a source of free electrons—any conductive objects and surfaces, including the human body. The impulse powerful discharge of “ball capacitor” is very dangerous for human. Some other properties of BL are also discussing in this philosophical note. (shrink)

: Scientists are divided on the status of hypothesis H that low doses of ionizing radiation (under 20 rads) cause hormetic (or non-harmful) effects. Military and industrial scientists tend to accept H, while medical and environmental scientists tend to reject it. Proponents of the strong programme claim this debate shows that uncertain science can be clarified only by greater attention to the social values in(integral)uencing it. While they are in part correct, this paper argues that methodological analyses (not merely (...) attention to social values) also can help clarify uncertain science. The paper analyzes five measurement uncertainties, as well as seven methodological value judgments, relevant to H. Using criteria of internal and external consistency, as well as predictive power, it argues that metascience also helps resolve this debate. And if so, then value-laden, policy-relevant science may need, not only more attention to social values in order to resolve and to clarify disputes, but also more conceptual and methodological analyses of science. (This paper suggests what such methodological analyses might be like and uses the case of low-dose risks from radiation to illustrate its points, while a companion paper ("Chemical Hormesis, Conceptual Clarification, and the Warrant for Policy-Driven Science") in this same issue of POS suggests what such conceptual analyses might be like and uses the case of low-dose risks from chemicals to illustrate its points.) If this paper's thesis holds in the very politicized "hard case" of radiation hormesis, then it suggests that the metascientists may be right about what is also often necessary to clarify scientific disputes. Different ways of thinking about presence can have significant consequences for one's thinking about temporal experience. Temporal presence can be conceived of as either absolute or relative. Relative presence is analogous to spatial presence, whereas absolute presence is not. For each of these concepts of presence, there is a theory of time which holds that this is how presence really is. For the A-theory, temporal presence is absolute; it is a special moment in time, a time defined by events in (...) what has been called the A-series. For the B-theory, temporal presence is relative ; it is itself defined relative to moments in time, a time defined by events in the B-series. Many A-theorists go further to claim that the present is the only real moment in time; the past and future are unreal. One can have different sets of problems depending on whether one thinks in terms of absolute presence or relative presence. For example, there is the concept of the 'specious' present – a duration many theorists claim that we perceptually experience. It is argued in this paper that the specious present has problems given absolute presence, which it does not have given relative presence. Many of the problems are avoided by having an extended present. However, A-theory, the standard theory of time which advocates absolute presence, cannot have an extended present. Further, the best solution for absolute presence which is extended, durational presentism, involves denying the standard theories in the philosophy of time. (shrink)
