Modern epistomology has been dominated by an empiricist theory of knowledge that assumes a direct individualistic relationship between the knowing subject and the object of knowledge. Truth is held to be universal, and non-individualistic social and cultural factors are considered sources of distortion of true knowledge. Since the late 1950s, this view has been challenged by a cognitive relativism asserting that what is true is socially conditioned. This volume examines the far-reaching implications of this development for the social (...) sciences. Recently, cognitive relativism has become a key issue of debate in anthropology, philosophy, and sociology. In anthropology this is illustrated by a growing awareness of the similarity of all systems of knowledge. In philosophy it is exemplified by the realization that traditional monolithic and absolutist concepts of truth have increasingly lost any power to make sense and to convince. In sociology it is visible in a renewal of interest in a general sociology of knowledge. Yet, in spite of this convergence of interests, practitioners of these three disciplines have on the whole shown no inclination to reach a consensus on the terms of reference that could facilitate an interdisciplinary approach. "Cognitive Relativism and Social Science "aims to do just this. It is a working assumption of this volume that, as far as the subject of cognitive relativism is concerned, anthropologists, philosophers, and sociologists should join forces rather than try to deal with the challenges of cognitive relativism within strictly imposed boundaries that normally separate academic disciplines. Only when they work together will it be possible to treat the problems posed by cognitive relativism in an adequate way. This volume provides the results of attempts to communicate on cognitve relativism across disciplinary boundaries. SUMMARYAll three ‘scientific’ pollsters wrongly predicted incumbent President Harry Truman’s defeat in the 1948 presidential election, and thus faced a potentially serious legitimacy crisis. This ‘fiasco’ occurred at a most inopportune time. Social science was embroiled in a policy debate taking place in the halls of Congress. It was fighting a losing battle to be included, along with the natural sciences, in the National Science Foundation, for which legislation was being drafted. Faced with the failure of the polls, (...) the Social Science Research Council intervened quickly to prevent social science’s adversaries from using this event to degrade further its status. After all, many social scientists considered the sample survey as the paramount tool of social research, and sampling as one of social science’s greatest innovation. Concurrently, there was an ongoing conflict among polling practitioners themselves—between advocates of probability sampling and users of quotas, like the pollsters. The SSRC committee appointed to evaluate the polling debacle managed to keep this contentious issue of sampling from becoming the centre of attention. Given the inauspicious environment in which this event happened, the SSRC did not wish to advertise the fact that the house of social science was in turmoil. (shrink)

There has been recently a substantial rise of relativism in the epistemology of social science. It has seriously discredited normative function of the epistemology and changed the context of epistemological discussion. Some hold that the problem of relativism cannot be solved by scientific means, because it ultimately depends on personal beliefs. However, present paper shows that there are different scientific strategies of coping with relativism. The key argument is that the epistemological stance towards relativism is closely related to the (...) conceptualization of sense in general social theory. Some prominent examples of socialtheorizing are presented to support this point and demonstrate that different conceptualizations of sense are possible, and that these are connected to the approach to social-scientific cognition. Relationship between epistemological grounds and conceptualization of sense in work of Scheler, Weber, Bourdieu, Luhmann is briefly analyzed. The conclusion is drawn that future exploration of epistemological problems in social sciences may benefit from rethinking and refining the concept of sense. (shrink)

Social science, as a social and intellectual institution, inherent in modernity, as well as the modern social systems and orders, is the prerequisite and manifestation of the reflexivity in the modern world. There are, however, some fundamental problems in modern social science, in terms of its specialized system and methodological paradigms and conceptions.

In contrast with the development of big theories in the context of social sciences, there is nowadays an increasing interest in the construction of simulation models for complex phenomena. Those simulation models suggest a certain image of social sciences as a kind of, let us say, "patchwork". In that image, an increase in understanding about the phenomena modeled is obtained through a certain sort of aggregation. There is not an application of sound, established theories to all (...) the phenomena of a certain kind, but an aggregation of the structures supposed, and of the results obtained, when particular systems are modeled. The recent case of the "El Farol Bar" problem, and the models built in order to face this problem, are a good example of this. We will analyze that case, trying to make clear what would be implied by the image above mentioned. Special attention will be paid to the need to take seriously the notion of a bounded rationality, linked to the special circumstances generating each decision problem, and to the existence of an irreducible pluralism of models. Now that complex Agent-Based Models and computer simulations spread over economics and social sciences - as in most sciences of complex systems -, epistemological puzzles (re)emerge. We introduce new epistemological tools so as to show to what precise extent each author is right when he focuses on some empirical, instrumental or conceptual significance of his model or simulation. By distinguishing between models and simulations, between types of models, between types of computer simulations and between types of empiricity, (...) section 2 gives conceptual tools to explain the rationale of the diverse epistemological positions presented in section 1. Finally, we claim that a careful attention to the real multiplicity of denotational powers of symbols at stake and then to the implicit routes of references operated by models and computer simulations is necessary to determine, in each case, the proper epistemic status and credibility of a given model and/or simulation. The Congress for Cultural Freedom is remembered as a paramount example of the “cultural cold wars.” In this paper, I discuss the ways in which this powerful transnational organization sought to promote “science studies” as a distinct – and politically relevant – area of expertise, and part of the CCF broader agenda to offer a renewed framework for liberalism. By means of its Study Groups, international conferences and its periodicals, such as Minerva, the Congress developed into an influential forum for (...) examining the ways Big Science impacted the relations between science, society, and politics, thus constituting a semi-institutional niche for Science Studies before its professionalization within academia during the 1970s. I argue that the Congress contributed to the construction of public space in which the relations between science, society and politics were debated, and science was reconceptualized as a social activity. The vision of “science studies” the CCF-associated intellectuals promulgated was different from the science studies we know today. Yet, this alternative vision, in which the issues of science politics appeared inseparable from those of science policy, science organization, and science governance, constituted the “pre-history” of science studies today. The Congress was held under the auspices of the International Union of History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science. The invited lectures published in the two volumes demonstrate much of what goes on in the fields of the Congress and give (...) the state of the art of current research. The two volumes cover the traditional subdisciplines of mathematical logic and philosophical logic, as well as their interfaces with computer science, linguistics and philosophy. The Fifth International Congress of Logic, Methodology and Philosophy of Science was held at the University of Western Ontario, London, Canada, 27 August to 2 September 1975. The Congress was held under the auspices of the International Union of History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science, and was sponsored by the National Research Council of Canada and the University of Western Ontario. As those associated closely with the work of the Division over the years (...) know weIl, the work undertaken by its members varies greatly and spans a number of fields not always obviously related. In addition, the volume of work done by first rate scholars and scientists in the various fields of the Division has risen enormously. For these and related reasons it seemed to the editors chosen by the Divisional officers that the usual format of publishing the proceedings of the Congress be abandoned in favour of a somewhat more flexible, and hopefully acceptable, method of pre sentation. Accordingly, the work of the invited participants to the Congress has been divided into four volumes appearing in the University of Western Ontario Series in Philosophy of Science. The formation of citizenship as a concept to define the rights of participation in the formation processes of modern territorial states is well known. But the transnational dimensions of defining citizenship and how to combine national legislations with enlightened universal and natural law rules in the mid-19th century is not very well known. The article aims to explore the transnational discourses on the political, economic and moral rights and duties of the citizen in the pan—European liberal Association Internationale pour le (...) Progrès des Sciences Sociales. During the 1860s, its congresses should serve as a vast commission of enquiry and should eventually lead to a general definition of citizenship in Europe which could be implemented in national legislations. The article shows how the Association Internationale tried to deduce universal moral rules from national legislations and peculiarities by the means of moral or positive social science. In combining moral unity with national and regional diversities, the Association Internationale tried to give an elastic framework for a European civil society in which national subjects should become active citizens. The International Union of History and Philosophy of Science organizing the 10th International Congress of Logic, Methodology and Philosophy of Science is at its cross-road: the alternative is mass-performance or creative exchange of ideas. The program is criticized because the thematic center in History and Philosophy of Science has been shifted too far into the realm of micro-fields of Logic and the time reduction for presentation and discussion of papers to 20 minutes should be reconsidered. In the second half of the nineteenth century, geologists created the International Geological Congress (IGC) to achieve the methodological and terminological uniformity that they thought their science lacked. Their desire to standardize their practice and their use of the conference to do so was neither new nor unique. Although late nineteenth-century international conferences have been recognized as important arenas of standardization, relatively little is known of the ways in which conferences organized standardization negotiations. This article aims to fill this gap (...) by exploring how the IGC practically and socially organized standardization work. It appears that the session hall was not the sole and not even the main stage of geological standard-setting. The standardization process was also enacted through comparative study and informal exchanges that regular visits to purpose-built comparative geological exhibitions made possible. Relying on a sophisticated apparatus of commissions and subcommittees, the IGC also socially organized standards negotiation beyond the space and time of the triennial sessions. By tracing the material, spatial and social practices engineered through the IGC to serve geological standardization, this article unboxes the conference process and in so doing enriches our understanding of the period's wave of standardization. As we know, the Fifteenth World Congress of Philosophy has as its general theme problems of science, technology, and man. Any aspect of this all-encompassing theme produces many questions. Our task is to single out certain important aspects in it.

This paper studies Bukharin’s Theory and Practice from the Standpoint of Dialectical Materialism presented at the 2nd International Congress of the History of Science in London, June 29–July 3, 1931. Bukharin’s paper has not received the attention it deserves despite the fact that it provides the theoretical framework for the paper mostly highlighted in this Congress, Boris Hessen’s The Social and Economic Roots of Newton’s Principia. In this work, I try to show that Bukharin’s main achievement is a theory (...) of science based on the concept of practice and at the same time present the internal coherence and the logical structure of Bukharin’s schema. Finally, I discuss what, in my opinion, is a drawback in Bukharin’s paper: his failure to discuss the possibility for scientific objectivity. (shrink)

The question of the role of science in the development of our society, and the role of the social sciences in particular, loomed large in the decisions of the 23rd Congress of the CPSU. This was a consequence of the tasks posed by the present stage of the building of communism. The proceedings and decisions of the Congress emphasized the rapid advance of science, its increasing influence upon all aspects of the material and intellectual life of society, and (...) the need to assure high rates of scientific and technological progress on the basis of the growth of all branches of knowledge and the extensive introduction of the achievements of science into industry. In the Report of the Central Committee of the CPSU to the Congress, considerable attention was given to the social sciences, upon which the party is now placing even greater responsibility. "The elaboration of important problems in economics and politics, philosophy and sociology, history and law, and in other social sciences, in close association with the practical work of the building of communism," said L. I. Brezhnev, "is a most important task for Soviet scholars." Further, he emphasized: "The development of the social sciences and the introduction of their recommendations in practice play no less important a role than the employment of the achievements of the natural sciences in the sphere of material production and the development of the intellectual life of the people" . The social problem incites the Belgian catholics to study scientifically the human collectivity. As early as the nineteen-eighties learned societies are ouded, seminars, congresses, lectures are organized, a review is launched. At the Catholic University of Louvain the School of Political and Social Sciences is inaugurated in 1892. The paper deals with the problem of the social construction of the Self in socio-phenomenological perspective. I am trying to explore the idea, that the shortcomings of the so-called classical Self-models can be clearly explicit in the light of socio-phenomenological approach. Heuristic power of transcendentally phenomenological conception of the Ego and Alter Ego is examined as well as its further development in the framework of phenomenological tradition in the social sciences. Turning to postmodern tradition in the (...) class='Hi'>social thinking, I am trying to argue, that significance of phenomenological approach to the problem of the social construction of the Self consists in the fact, that it mediates “classic” Self-theories in European social thinking and further developed radical forms of cognitive constructivism which paves the way to postmodern deconstruction. This article analyzes the National Science Study produced by the Republican-dominated U.S. Congress in the mid-1990s to see if the priorities of S&T policy were changing, if state agencies were being reorganized to achieve new priorities, and if universities were expected to work closely with industry in reconfigured agencies. Also analyzed was the economic composition of board members of eight S&T policy organizations that informed the National Science Study. It was found that, generally, Republican policy supported both basic science and (...) civilian technology policy but did not advocate reorganization of state administration of S&T. However, a number of the S&T policy groups pushed for the establishment of a separate mission agency for civilian technology. This suggests that conceptualization of a unitary social contract between science and society or iterated principal-agent relations expressing the interaction of science and society are insufficient because there may be multiple social contracts and many principals and agents. Les fondements de la théorie du choix rationnel, dans ses multiples déclinaisons (économie théorique, théorie de la décision, théorie des jeux, théorie de l'action que l'on trouve au cœur de la philosophie analytique, etc.), ne sont plus aussi assurés en cette fin du XXe siècle qu'ils semblaient l'être durant, ou immédiatement après, la Seconde Guerre mondiale, lorsqu'un John von Neumann ou un Leonard Savage en posaient les prolégomènes. A la source des difficultés présentes, on trouve l'ambition croissante de la théorie (...) du choix rationnel d'expliquer, et surtout de fonder, des phénomènes très éloignés du champ à l'intérieur duquel elle s'était d'abord confinée. Le défi le plus grand que le choix rationnel s'est fixé à lui-même est de rendre compte de la possibilité du jugement moral dans un monde d'individus isolés, autonomes et intéressés (et notamment de la promesse, de l'engagement, du contrat, de la parole donnée et tenue, de la menace, de la dissuasion crédible et efficace). C'est en tentant de relever ces défis que les théoriciens ont rencontré sur leur chemin, comme autant d'obstacles inattendus, des paradoxes redoutables. Ce livre présente les recherches les plus récentes dans le domaine. Il s'en dégage la thèse que le paradigme de la rationalité est radicalement incomplet. L'idéal de transparence qui est au cœur de la théorie du choix rationnel est incapable de venir à bout de l'extériorité et de l'opacité du collectif. Si elles ne prenaient appui sur des références extérieures qui les guident en les " poussant ", les interactions entre acteurs rationnels seraient en général incapables de produire à elles seules quoi que ce soit de déterminé. Les recherches ici présentées s'attachent à définir ce que sont ces dispositifs collectifs cognitifs qui encadrent et servent de support aux décisions individuelles.
