This essay examines ethical aspects of the use of facial recognition technology for surveillance purposes in public and semipublic areas, focusing particularly on the balance between security and privacy and civil liberties. As a case study, the FaceIt facial recognition engine of Identix Corporation will be analyzed, as well as its use in “Smart” video surveillance systems in city centers and airports. The ethical analysis will be based on a careful analysis of current facial recognition technology, of its use (...) in Smart CCTV systems, and of the arguments used by proponents and opponents of such systems. It will be argued that Smart CCTV, which integrates video surveillance technology and biometric technology, faces ethical problems of error, function creep and privacy. In a concluding section on policy, it will be discussed whether such problems outweigh the security value of Smart CCTV in public places. (shrink)

The use of cognitive systems like pattern recognition or video tracking technology in security applications is becoming ever more common. The paper considers cases in which the cognitive systems are meant to assist human tasks by providing information, but the final decision is left to the human. All these systems and their various applications have a common feature: an intrinsic difference in how a situation or an event is assessed by a human being and a cognitive system. This difference, which (...) here is named “the model gap,” is analyzed pertaining to its epistemic role and its ethical consequences. The main results are as follows: (1) The model gap is not a problem, which might be solved by future research, but the central feature of cognitive systems. (2) The model gap appears on two levels: the aspects of the world, which are evaluated, and the way they are processed. This leads to changes in central concepts. While differences on the first level often are the very reason for the deployment of cognitive systems, the latter is hard to notice and often goes unreflected. (3) Such a missing reflection is ethically problematic because the human is meant to give the final judgment. It is particularly problematic in security applications where it might lead to a conflation of descriptive and normative concepts. (4) The idea of the human operator having the last word is based on an assumption of independent judgment. This assumption is flawed for two reasons: The cognitive system and the human operators form a “hybrid system” the components of which cannot be assessed independently; and additional modes of judgment might pose new ethical problems. The emergence of large-scale social media systems, such as Wikipedia, Facebook, and Twitter, has given rise to a new multi-disciplinary effort based around the concept of social machines. For the most part, this research effort has limited its attention to the study of Web-based systems. It has also, perhaps unsurprisingly, tended to highlight the social scientific relevance of such systems. The present paper seeks to expand the scope of the social machine research effort to encompass the Internet of Things. One (...) advantage of this expansion is that it helps to reveal some of the links between the science of social machines and the sciences of the mind. A second advantage is that it furthers our conceptual understanding of social machines and supports the quest to derive a philosophically-robust definition of the term “social machine.” The results of the present analysis suggest that social machines are best conceived as systems in which a combination of social and technological elements play a role in the mechanistic realization of system-level phenomena. The analysis also highlights the relevance of cognitive science and the philosophy of mind to our general understanding of systems that transcend the cyber, physical, and social domains. (shrink)

Two essays on utilitarianism, written from opposite points of view, by J. J. C. Smart and Bernard Williams. In the first part of the book Professor Smart advocates a modern and sophisticated version of classical utilitarianism; he tries to formulate a consistent and persuasive elaboration of the doctrine that the rightness and wrongness of actions is determined solely by their consequences, and in particular their consequences for the sum total of human happiness. In Part II Bernard Williams offers (...) a sustained and vigorous critique of utilitarian assumptions, arguments and ideals. He finds inadequate the theory of action implied by utilitarianism, and he argues that utilitarianism fails to engage at a serious level with the real problems of moral and political philosophy, and fails to make sense of notions such as integrity, or even human happiness itself. This article explores the notion of the Web-extended mind, which is the idea that the technological and informational elements of the Web can sometimes serve as part of the mechanistic substrate that realizes human mental states and processes. It is argued that while current forms of the Web may not be particularly suited to the realization of Web-extended minds, new forms of user interaction technology as well as new approaches to information representation do provide promising new opportunities for Web-based forms (...) of cognitive extension. In addition, it is suggested that extended cognitive systems often rely on the emergence of social practices and conventions that shape how a technology is used. Web-extended minds may thus depend on forms of socio-technical co-evolution in which social forces and factors play just as important a role as do the processes of technology design and development. World Athletics have introduced regulations preventing female athletes with certain differences in sex development from competing in the female category. We argue these regulations are not justified and should be removed. Firstly, we examine the reasoning and evidence underlying the position that these athletes have a substantial mean difference in performance from other female athletes such that it constitutes an advantage, and argue it is not sufficient. Secondly, if an advantage does exist, it needs to be demonstrated it is unfair. (...) We argue the advantage would not be unfair because to say otherwise relies on a presupposition about whether these athletes are female, which involves contradictory and inconsistent definitions of sex. Thirdly, we contend that even if it is established that there is an advantage and it is unfair, the response of requiring athletes to take testosterone-suppressing medication is not appropriate and is unfair. Human-extended machine cognition is a specific form of artificial intelligence in which the casually-active physical vehicles of machine-based cognitive states and processes include one or more human agents. Human-extended machine cognition is thus a specific form of extended cognition that sees human agents as constituent parts of the physical fabric that realizes machine-based cognitive capabilities. This idea is important, not just because of its impact on current philosophical debates about the extended character of human cognition, but also because it helps (...) to focus scientific attention on the potential role of the human social environment in realizing novel forms of artificial intelligence. The present paper provides an overview of human-extended machine cognition and situates the concept within the broader theoretical framework of active externalism. The paper additionally shows how the concept of human-extended machine cognition can be applied to existing forms of human–machine interaction, especially those that occur in the context of the contemporary Internet and Web. Arguments for the extended mind suggest the possibility of extended knowers, individuals whose epistemic standing is tied to the operation of cognitive circuits that extend beyond the bounds of skin and skull. When applied to the Internet, this idea yields the possibility of Internet-extended knowledge, a form of extended knowledge that derives from our interactions and engagements with the online environment. This, however, yields a tension: proponents of the extended mind have suggested that cognitive extension requires the automatic endorsement of (...) bio-external content, but such a commitment appears to conflict with the need to carefully evaluate the veracity of online information. Lukas Schwengerer proposes a solution to this problem. He suggests that proponents of the extended mind ought to accept an alternative conception of the extended mind, one that allows for the evaluation of online content via the exercise of intellectual virtue. We highlight a number of problems with this proposal and suggest that further research is required before a virtue-theoretic approach to Internet-extended knowledge can be adopted. On a more positive note, we suggest that the exercise of intellectual virtue may play an important role in the developmental emergence of Internet-extended knowers. (shrink)

All men would need is more strength of character and more sense of duty. Perhaps I was psychically blind not to go into this. Let us do so now. What is it to interpret the outputs of an opaque machine learning model? One approach is to develop interpretable machine learning techniques. These techniques aim to show how machine learning models function by providing either model-centric local or global explanations, which can be based on mechanistic interpretations (revealing the inner working mechanisms of models) or non-mechanistic approximations (showing input feature–output data relationships). In this paper, we draw on social philosophy to argue that interpreting machine learning outputs in certain normatively salient (...) domains could require appealing to a third type of explanation that we call “socio-structural” explanation. The relevance of this explanation type is motivated by the fact that machine learning models are not isolated entities but are embedded within and shaped by social structures. Socio-structural explanations aim to illustrate how social structures contribute to and partially explain the outputs of machine learning models. We demonstrate the importance of socio-structural explanations by examining a racially biased healthcare allocation algorithm. Our proposal highlights the need for transparency beyond model interpretability: understanding the outputs of machine learning systems could require a broader analysis that extends beyond the understanding of the machine learning model itself. Originally published in 1984, deals with meta-ethics - that is the semantics and pragmatics of ethical language. This book eschews the notions of meaning and analyticity on which meta-ethics normally depends. It discusses questions of free will and responsibility and the relations between ethics on the one hand and science and metaphysics on the other. The author regards ethics as concerned with deciding what to do and with persuading others - not with exploring a supposed realm of ethical fact.

In this chapter, we analyze the relationships between the Internet and its users in terms of situated cognition theory. We first argue that the Internet is a new kind of cognitive ecology, providing almost constant access to a vast amount of digital information that is increasingly more integrated into our cognitive routines. We then briefly introduce situated cognition theory and its species of embedded, embodied, extended, distributed and collective cognition. Having thus set the stage, we begin by taking an embedded (...) cognition view and analyze how the Internet aids certain cognitive tasks. After that, we conceptualize how the Internet enables new kinds of embodied interaction, extends certain aspects of our embodiment, and examine how wearable technologies that monitor physiological, behavioral and contextual states transform the embodied self. On the basis of the degree of cognitive integration between a user and Internet resource, we then look at how and when the Internet extends our cognitive processes. We end this chapter with a discussion of distributed and collective cognition as facilitated by the Internet. (shrink)

Mandevillian intelligence is a specific form of collective intelligence in which individual cognitive vices are seen to play a positive functional role in yielding collective forms of cognitive success. The present paper introduces the concept of mandevillian intelligence and reviews a number of strands of empirical research that help to shed light on the phenomenon. The paper also attempts to highlight the value of the concept of mandevillian intelligence from a philosophical, scientific and engineering perspective. Inasmuch as we accept the (...) notion of mandevillian intelligence, then it seems that the cognitive and epistemic value of a specific social or technological intervention will vary according to whether our attention is focused at the individual or collective level of analysis. This has a number of important implications for how we think about the design and evaluation of collective cognitive systems. For example, the notion of mandevillian intelligence forces us to take seriously the idea that the exploitation of individual cognitive shortcomings could, in some situations, provide a productive route to collective forms of cognitive and epistemic success. A theory of punishment should give some account of mercy and yet it is true to say that very little has been said about it at all. It is commonly regarded as a praiseworthy element in moral behaviour—something to be practised occasionally both for the good of the one who punishes and the one who is punished. The suffering that punishment involves is unpleasant for all concerned, and if it is possible to avoid it or lessen it without moral injustice, (...) then it is desirable to do so. We condemn as hard and unbending the judge who never shows mercy and the suggestion is that the poor unfortunates whose lot it is to be judged by him are poor unfortunates indeed. This is reflected in the fact that the opposite of merciful—merciless—means cruel. Presumably there are occasions when it is appropriate to show mercy to an offender, and other occasions when it is not. What are the conditions for the appropriate exercising of mercy, how do we decide how much mercy is appropriate, and when is a judge morally obliged to be merciful, if ever? (shrink)

Ambitiously undertaking to develop a strategy for making the study of religion "scientific," Ninian Smart tackles a set of interrelated issues that bear importantly on the status of religion as an academic discipline. He draws a clear distinction between studying religion and "doing theology," and considers how phenomenological method may be used in investigating objects of religious attitudes without presupposing the existence of God or gods. He goes on to criticize projectionist theories of religion and theories of rationality in (...) both religion and anthropology. On this basis he builds a theory of religious dynamics which gives religious ideas and entities an autonomous place in the sociology of knowledge. The scope of noninvasive prenatal testing (NIPT) could expand in the future to include detailed analysis of the fetal genome. This will allow for the testing for virtually any trait with a genetic contribution, including “non-medical” traits. Here we discuss the potential use of NIPT for these traits. We outline a scenario which highlights possible inconsistencies with ethical decision-making. We then discuss the case against permitting these uses. The objections include practical problems; increasing inequities; increasing the burden of choice; negative (...) impacts on the child, family, and society; and issues with implementation. We then outline the case for permitting the use of NIPT for these traits. These include arguments for reproductive liberty and autonomy; questioning the labeling of traits as “non-medical”; and the principle of procreative beneficence. This summary of the case for and against can serve as a basis for the development of a consistent and coherent ethical framework. (shrink)
