We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. ABSTRACTIlya Somin, like several other political epistemologists, effectively exposes the extent of public ignorance and the ways in which such ignorance may damage democratic outcomes. This underpins his case for a more streamlined state, leaving more to individual “foot voting”—where citizens are better incentivized to choose knowledgeably and rationally. One cannot dispute the fact of deep public ignorance. However, one can question the widespread assumption that ignorance is necessarily ethically significant, always productive of undesirable outcomes, or otherwise implicitly dangerous (...) for democracy. The sheer lack of individual efficacy in mass democracies not only incentivizes ignorance, but also creates conditions wherein such ignorance is individually harmless and unlikely in the aggregate to greatly contribute to one or another outcome. Beyond this, there may be no way to attain meaningful knowledge in the areas where democratic decision making is most fraught. Indeed, ignorance may at times lead to better outcomes than would knowledge. The seemingly unassailable status of democracy itself, and the valuable institutional stability that this status ensures, seem to be founded upon a bedrock of public ignorance as to the real nature of democracy. It has been reported that behavior of experts and novices in various sporting tasks is impervious to the introduction of blur. However, studies have used diverse methods of blurring the visual stimulus, and tasks that did not always preserve the normal perception-action coupling. In the current study, we developed a novel experimental protocol to examine the effect of different levels of Gaussian blur on interception performance and eye gaze data using an immersive VR task. Importantly, this provided a realistic simulation (...) of a real-world boxing scenario in which expert combat athletes experienced a first-person, adaptive viewpoint of the visual environment, which could be blurred according to their gaze location. We found that participants exhibited similar interception performance in the presence of central blur or peripheral blur compared to a control condition with no blur. However, interception performance was significantly better with a central blur compared to peripheral blur. Eye gaze data indicated that although participants fixated at similar areas of interest irrespective of the presence of blur, fixation duration was significantly longer with a strong level of blur in the peripheral viewing condition than all levels of central blur and the control condition. These findings can be explained by relocating attention to different areas of the environment, which thereby influenced the perception of salient information. Participants also performed better on the first punch of a sequence preceded by a foot feint compared to arm feint or no feint. Still, irrespective of feint type, performance was significantly better on the second and third punch compared to the first punch. These findings are consistent with participants using additional information from the opponent's body movements and situational probabilities to increase performance as the sequence of punches developed. Overall, these are the first evidence for the use of VR as a means to examine gaze-contingent manipulations of the environment, and hence highlight the potential for facilitating learning and transfer to a real sporting situations. This volume of essays in honour of Philippa Foot constitutes a high quality Festschrift. There is no doubt that Philippa Foot's career is worthy of such a volume. She is one of the most influential philosophers of the past few decades and her work has given rise to, and seeded, much debate in contemporary moral philosophy. She has written on a wide variety of topics — virtue ethics, the doctrine of double effect, naturalism, and practical reasoning. The essays (...) in this volume touch on all of these issues. They are written by such distinguished philosophers as G. E. M. Anscombe, Simon Blackburn, Rosalind Hursthouse, Anthony Kenny, Gavin Lawrence, John McDowell, Warren Quinn, David Sachs, T. M. Scanlon, Michael Thompson, David Wiggins, and Bernard Williams. They all succeed in honouring Professor Foot's work. Given space considerations, and considering the forum for this review, I will focus on those essays that are of most relevance to consequentialism. (shrink)

Although it is argued that social justice is a core concern for the discipline, nursing has not generally played a leadership role in the responses to many of the greatest social problems of our time. These include the accelerated rate of climate change, pandemic threats, systemic racism, growing health and social inequities, and the regulation of new technologies to ensure an equitable future ‘for all.’ In nursing codes of ethics, administration, education, policies, and practice, social justice is often claimed to (...) be a core value, yet it is rarely contextualized by philosophical or theoretical underpinnings. It appears that nurses’ commitment to social justice may stem more from a penchant for ‘doing good’ than an attempt to explore, understand, and enact what is meant by social justice from an ontological, epistemological, and methodological perspective. We contend that the dominance of a human science perspective in nursing contributes to a narrow definition of health and relegates many issues central to social justice to the margins of nurses’ care. In this article, we explore how the focus on ‘the human’ in the human science perspective may not only be limiting the capacity of nurses to develop strategies to adequately address social injustice, but in some instances, direct nurses to contribute to their very reproduction. We suggest that a critical interrogation of this human‐centric hegemony can identify avenues of rupture and introduce posthumanism as an additional philosophical perspective for consideration to help bridge the human‐social divide. In recent years, the hope to confirm the existence of dark matter by experimentally detecting it has diminished significantly. After more than 30 years of experimental searches, many of the most promising candidates have since been ruled out, leaving the epistemic and scientific condition of dark matter in a state of suspension. In efforts to improve the epistemic justification for the dark-matter hypothesis, physicists have turned to philosophical arguments and historical narratives. In this paper, I explicate two such strategies -- (...) explanatory unification and historical continuity -- applied in the context of dark matter. I argue that greater care and attention should be invested in the explanatory arguments to increase their strength, and that a survey of primary historical sources in astronomy renders the historical evidence for the continuity of dark matter substantially weaker. The quality and rigor of the philosophical and historical arguments which physicists are constructing could be substantially improved by increasing interdisciplinary practices. (shrink)

This paper contrasts two ways of understanding the function of human thought and language. According to representationalism, the function of thought and language is to refer to entities in the world and assert truths about them. By contrast, pragmatism seeks to understand the function of thought and language without any such appeal, at the most fundamental level, to the concepts of truth or reference.

This study analyses the sensitivity of public goods contributions through the lens of psychological motives. We report the results of a public goods experiment in which subjects were induced with the motives of care and anger through autobiographical recall. Subjects’ preferences, beliefs, and perceptions under each motive are compared with those of subjects experiencing a neutral autobiographical recall control condition. We find, but only for those subjects with the highest comprehension of the game, that care elicits significantly higher contributions than (...) anger, with the control treatment in between. This positive influence of the care motive on unconditional giving is accounted for partly by preferences for giving and partly by beliefs concerning greater contributions by others. Anger also affects attention to own and other’s payoffs and perceptions of the game’s incentive structure. (shrink)

An original study of the philosophical problems associated with inductive reasoning. Like most of the main questions in epistemology, the classical problem of induction arises from doubts about a mode of inference used to justify some of our most familiar and pervasive beliefs. The experience of each individual is limited and fragmentary, yet the scope of our beliefs is much wider; and it is the relation between belief and experience, in particular the belief that the future will in some respects (...) resemble the past and the unobserved the observed, which forms the subject of this book. Dr Blackburn's first aim is to state the problem of induction properly, to show that there does exist a genuine problem immune to the solutions in vogue at present, yet no tin principle insoluble. He gives an extended and original account of the concept of a reason and goes on to discuss prediction. In the end Dr Blackburn produces a rationale for belief in certain short-term predictions based on his reinterpretation of the classical principle of indifference. He claims that a justification for induction can be found along the lines he has suggested and must indeed be found there if anywhere. (shrink)

The attempt to pursue philosophy in the name of phenomenology is one of the most significant and important developments in twentieth century thought. In this bold and innovative book, Simon Glendinning introduces some of its major figures, and demonstrates that its ongoing strength and coherence is to be explained less by what Maurice Merleau-Ponty called the 'unity' of its 'manner of thinking' and more by what he called its 'unfinished nature'. Focusing on the different ways in which each philosopher has responded to and transformed the legacy of phenomenology, Glendinning shows that the richness of this legacy lies not in the formation of a distinctive movement or school but in a remarkable capacity to make fertile philosophical breakthroughs. Important topics such as the nature of phenomenological arguments, the critique of realism and idealism, ontology, existentialism, perception, ethics and the other are also closely examined. Through a re-evaluation of the development of phenomenology Glendinning traces the ruptures and dislocations of philosophy that, in an age dominated by science, strive constantly to renew our understanding of ourselves and our place in the world. What makes a friendship a good friendship? One way of answering that question, taken by Aristotle and many philosophers since, is to describe an ideal friendship, and then say that a friendship is a good friendship insofar as it resembles the ideal. An ideal of friendship, so presented, is intended to capture the qualities that all good friendships share, regardless of who the friends are and regardless of their circumstances. This approach to good friendship, I argue, fails to capture the (...) variety of good kinds of friendship and the role of friendship in real human lives. I propose an alternative approach, on which a good friendship is one that improves the lives of the friends by bringing to those lives some of the many disparate values especially associated with friendship. On this view, there are many forms of good friendship, often mutually incompatible; no single kind of friendship is a model for all others; and the point of friendship is to improve the lives of humans as they are, with all their distinguishing weaknesses, limitations, and needs. It has been suggested that iconic graphical signs evolve into symbolic graphical signs through repeated usage. This article reports a series of interactive graphical communication experiments using a ‘pictionary’ task to establish the conditions under which the evolution might occur. Experiment 1 rules out a simple repetition based account in favor of an account that requires feedback and interaction between communicators. Experiment 2 shows how the degree of interaction affects the evolution of signs according to a process of grounding. Experiment (...) 3 confirms the prediction that those not involved directly in the interaction have trouble interpreting the graphical signs produced in Experiment 1. On the basis of these results, this article argues that icons evolve into symbols as a consequence of the systematic shift in the locus of information from the sign to the users' memory of the sign's usage supported by an interactive grounding process. Cancer is a singular cellular state, the emergence of which destabilises the homeostasis reached through the evolution to multicellularity. We present the idea that the onset of the cellular disobedience to the metazoan functional and structural architecture, known as the cancer phenotype, is triggered by changes in the cell's external environment that occur with ageing: what ensues is a breach of the social contract of multicellular life characteristic of metazoans. By integrating old ideas with new evidence, we propose that with (...) ageing the environmental information that maintains a multicellular organisation is eroded, rewiring internal processes of the cell, and resulting in an internal shift towards an ancestral condition resulting in the pseudo‐multicellular cancer phenotype. Once that phenotype emerges, a new local social contract is built, different from the homeostatic one, leading to tumour formation and the foundation of a novel local ecosystem. (shrink)

The indexing systems used to systematise our knowledge about a domain tend to have an evaluative character: they represent some things as more important, general, complex, or central than others. They are also imperfect and can misrepresent something as more or less important, etc., than it really is. Such distortions mostly result from mistakes made due to lack of time or resources. In some cases they follow systematic patterns which can reveal the implicit judgements and values shared within a community (...) who maintains and uses an index. I focus on the example of PhilPapers, the largest database of philosophy texts available, to show how the arrangement of categories and the way items are assigned to them, can effectively marginalise certain topics, authors, and entire traditions. I draw attention to such issues as: ordering, size and depth of categories, the use of miscellaneous categories, localising indexes in category names, and assigning items to some but not other categories. I suggest that such structuring of the index can have an impact on users, normalising marginalisation and contributing to the perpetuation of inequalities. I conclude by offering some suggestions for improvement which might help our databases flourish and become even more useful. (shrink)

This chapter outlines three programs that aim to use biological insights in support of philosophical positions in ethics: Aristotelian approaches found, for example, in Thomas Hurka and Philippa Foot; Humean approaches found in Simon Blackburn and Allan Gibbard; and biologically grounded approaches found in of Elliott Sober and Brian Skyrms. The first two approaches begin with a philosophical view, and seek support for it in biology. The third approach begins with biology, and uses it to illuminate the status (...) of morality. This chapter pursues a version of the third program. A major accomplishment of evolutionary biology has been the explanation of biological altruism, which opens the door to a similar explanation of psychological altruism, or “fellow-feeling.” The chapter conjectures that humans have evolved a capacity for normative governance by socially shared rules. A process of cultural evolution led to the social rules with which we are familiar. This genealogical story poses a challenge, for the idea of moral truth plays no role in it. The story therefore lends support to non-cognitivism or anti-realist expressivism. The chapter concludes by exploring the implications of the genealogical story for moral knowledge, moral objectivity, and the idea of moral authority. (shrink)

This study was designed to test three competing hypotheses (impaired configural processing; impaired Theory of Mind; atypical amygdala functioning) to explain the basic facial expression recognition profile of adults with autism spectrum disorders (ASD). In Experiment 1 the Ekman and Friesen (1976) series were presented upright and inverted. Individuals with ASD were significantly less accurate than controls at recognising upright facial expressions of fear, sadness and disgust and their pattern of errors suggested some configural processing difficulties. Impaired recognition of inverted (...) facial expressions suggested some additional difficulties processing the facial features. Unexpectedly, the clinical group misidentified fear as anger. In Experiment 2 feature processing of facial expressions was investigated by presenting stimuli in a piecemeal fashion, starting with either just the eyes or the mouth. Individuals with ASD were impaired at recognising fear from the eyes and disgust from the mouth; they also confused fearful eyes as being angry. The findings are discussed in terms of the three competing hypotheses tested. (shrink)
