The success of India's democracy hinges on the pivotal role played by its auxiliary institutions in negotiating major challenges through slow and persistent transformation. However, an objective audit of the performance of these institutions in the recent past would indicate a decline in operations and an acute crisis of corruption. Key institutions responsible for governance have been put under the spotlight by an alert and mobilized civil society, urging immediate measures for ensuring their operational efficiency and integrity. This essay undertakes (...) a critical examination of the present performance and efficiency of major democratic institutions in India, in the light of their prescribed roles and the malaise of corruption that plagues them. It argues that in order to articulate a comprehensive institutional response to the problem, relevant measures of political reform and constant vigil by civil society would prove crucial. The article is divided into six sections; first, a brief outline of the structure and changing nature of the institutional political set-up in India is provided; the second section examines the existing literature on , and the third section highlights the increasing incidence of corruption in India at various politico-administrative tiers. The fourth section delineates the inception and role of anti-corruption institutions in India, signifying the early response to corruption. The fifth section critically reviews the theoretical and statistical evidence of performance-decline in the major institutions at present and gauges the potency of corruption; the sixth section explores the existing and prospective institutional responses for tackling corruption and the final section presents concluding observations. Compliance is a key concept in health care and affects all areas of health care including diabetes. Non-compliance has previously been a label attached to many patients without much thought having been given to the causes of poor compliance. Over the last few decades there has been a large volume of research focusing on compliance that has exposed the multitude of factors affecting compliance. Even the definition is not clear cut and so comparability between studies is not without difficulties. A (...) better understanding of the factors affecting compliance, including the doctor/patient relationship, has allowed the evolution of “concordance”. Concordance views the patient as being the equal of the healthcare provider and as having a right to make informed decisions. In a condition such as diabetes, which has many potential long term complications, it is vital that concordance is embraced in the healthcare system in order to improve care. (shrink)

Religion has in the past, it may be truefully admitted, done more than its share of fostering the spirit of ‘we’ over against ‘they’. Economic and political factors have unfortunately, throughout history, clogged the channels of communication between men of one faith and those of another. The most unhappy aspect of the relation between religion and society has been the way in which the former has fostered the distinction between the insider and the outsider. Typical of this is the fact (...) that most religious communities have a word which describes the religious outsider and the word is never a flattering one. That there should be religious diversity in the first place should occasion no surprise. Diversification is the order of things in the biological realm and we would not expect to find a sudden departure from this, that is, a move towards convergence, in the sphere of religion. But unless diversification is matched with understanding and with communication we face the future at our peril. It is for this reason that the question of inter-religious communication, the ground of its possibility, can be regarded not only as the most pressing of problems for the student of comparative religion but as a matter of pressing urgency for all. BET proteins such as Brd3 and Brd4 are chromatin‐associated factors, which control gene expression programs that promote inflammation and cancer. The Nrf2 transcription factor is a master regulator of genes that protect the organism against xenobiotic attack and oxidative stress. Nrf2 has demonstrated anti‐inflammatory activity and can support cancer cell malignancy. This review describes the discovery, mechanism and biomedical implications of the regulatory interplay between Nrf2 and BET proteins. Both Nrf2 and BET proteins are established drug targets. Small molecules that (...) either activate or suppress these proteins are currently tested in clinical trials. The crosstalk between Nrf2 and BET proteins may have important, and until now overlooked, implications for the therapeutic effects of these drugs. Based on the information covered in this review, it should be possible to design combinatorial treatment strategies for cancer and inflammatory diseases, which may improve the efficacy of targeting a Nrf2 or BET proteins individually. The author also looks at the failure of postcolonial states to deliver on their promises after achieving national sovereignty. In all this, the focus is on conceptualizing the category of ‘the people’, which is supposedly the source of legitimate power in the contemporary world. The Aesthetic Brain takes the reader on a wide-ranging journey addressing fundamental questions about aesthetics and art. Using neuroscience and evolutionary psychology, Chatterjee shows how beauty, pleasure, and art are grounded biologically, and offers explanations for why beauty, pleasure, and art exist at all.

As our knowledge of the functional and pharmacological architecture of the nervous system increases, we are getting better at treating cognitive and affective disorders. Along with the ability to modify cognitive and affective systems in disease, we are also learning how to modify these systems in health. “Cosmetic neurology,” the practice of intervening to improve cognition and affect in healthy individuals, raises several ethical concerns. However, its advent seems inevitable. In this paper I examine this claim of inevitability by reviewing (...) the evolution of another medical practice, cosmetic surgery. Cosmetic surgery also enhances healthy people and, despite many critics, it is practiced widely. Can we expect the same of cosmetic neurology? The claim of inevitability poses a challenge for both physicians and bioethicists. How will physicians reconsider their professional role? Will bioethicists influence the shape of cosmetic neurology? A radically different frame of aligning people, strategy and purpose may be through the extension and enrichment of a global mindset rather than strategy or structure. This article explores the concept of global mindset from a new perspective and forwards a number of specific action frames for managers to reflect on. The article contends that the negative effects of contemporary globalization can only be overcome through the (...) enrichment of global vision of managers everywhere. The Nyãya philosophy is primarily concerned with the conditions of valid thought and the means of acquiring true knowledge of objects. Its ultimate end, like that of the other systems of Indian philosophy, is liberation-a state of pure existence- which is free from both pleasure and pain. For the attainment of this liberation, a true knowledge of objects is the surest means. Hence the theory of knowledge is the very foundation of the Nyãya system. The Nyãya Theory of Knowledge is (...) the first systematic, critical and comparative treatment of the Nyãya epistemology. It reveals how, as a thorough-going realistic view of the universe, the Nyãya philosophy supplies an important Eastern parallel to the triumphant modern Realism of the West, and contains anticipations of as well as possible alternatives to many contemporary realistic theories. Advances in cognitive neuroscience make cosmetic neurology in some form inevitable and will give rise to extremely difficult ethical issuesConsider the following hypothetical case study. A well heeled executive walks into my cognitive neurology clinic because he is concerned that he is becoming forgetful. It turns out that he is going through a difficult divorce and my clinical impression is that his memory problems stem from the stress he is experiencing. I place him on a selective seratonin reuptake inhibitor, sertraline, (...) and in a few weeks he feels better. Around this time his 13 year old daughter has difficulty at school and is diagnosed by the school psychologist as having attention deficit disorder. I place her on adderall, a stimulant combination drug, which seems to help with her behaviour in school. My patient then comes to me because he is experiencing the “tip of the tongue” phenomena more frequently. He is concerned that his word finding difficulty interferes with his ability to function in high level meetings. I suggest we try a cholinesterase inhibitor to see if this helps. I am careful to explain that the Food and Drug Administration does not approve such a use for this medication. He wants to try it and is pleased with the results.A few months later, this patient visits me with his 16 year old son, a talented middle distance runner. His father thinks if he were just a bit better, among the elite high school runners in the state, he would be far more competitive as an applicant for selective colleges. We discuss various options. Because of a recent report that sildenafil, which is used conventionally for male impotence, may improve oxygen carrying capacity, I prescribe this medication. This paper addresses the foundational aspects of the theory of Gen inertia. We attempt to emphasize the cognitive factors that accounts for learning inertia in organizations, and that which prevents employees from generating and absorbing new knowledge. The novel concept of Gen inertia helps us to understand the causes behind inertia in learning among the knowledge workers under organizational settings. This concept of 'Gen inertia' is distinct from the pre-existing concept of organizational knowledge inertia. In this paper, we attempt to (...) identify and underline the factors that act as impediments to effective organizational learning processes. It deals with the existing causes that are responsible for knowledge (learning) inertia in knowledge organizations. We model several scenarios that presumably act as constraints, and therefore, they help us to uncover the existing barriers and obstacles to effective knowledge acquisition. The model assists us to build a system aimed to aid managers and trainers to recognize the underlying causes, which supposedly interferes with employees' learning curve, both in the short run and in the long run. Finally, the research aims to identify and overcome the nature of constraints that employees face while being part of a learning organization. Because it demands proficient handling of new knowledge, and because knowledge organizations subsist on the expertise of the knowledge workers, it is much relevant for the organizations to understand the existing problems that the knowledge workers face so as to enable them to compete with others in the market for knowledge resources. The present paper addresses all these issues and advocates several solutions to identify and then overcome the constraints and barriers to effective learning under organizational cluster settings. This book is a collection of original essays by some of the leading moral and political thinkers of our time on the ethical and legal implications of humanitarian military intervention. When I first started to think about the neural basis of aesthetic experiences in the late 1990s, little was written on the topic. Unlike other domains of psychology, such as attention, or perception, or memory, aesthetics had not gained purchase in cognitive neuroscience. In fact, aesthetics was barely visible in psychology itself despite being rooted in Fechner's writings over a hundred years earlier. In 1999, papers by Zeki (1999) and Ramachandran and Hirstein (1999) were initial forays into scientific aesthetics by (...) established neuroscientists. While undeniably important as initial markers for the field, their papers were but a first step. They were speculative and did not offer a framework for a systematic research program. Scholars in the humanities latched on to these initial papers, in ways that were detrimental to the field. For the most part, they ignored subsequent careful experimental work done by neuroscientists, as if neuroaesthetics began and ended in 1999 (Chatterjee, 2011). Missing in early discussions was a basic question: what would a framework that could guide experimental progress in the neuroscience of aesthetics entail? (shrink)

Recent experimental research has revealed surprising patterns in people's intuitions about free will and moral responsibility. One limitation of this research, however, is that it has been conducted exclusively on people from Western cultures. The present paper extends previous research by presenting a cross-cultural study examining intuitions about free will and moral responsibility in subjects from the United States, Hong Kong, India and Colombia. The results revealed a striking degree of cross-cultural convergence. In all four cultural groups, the majority of (...) participants said that (a) our universe is indeterministic and (b) moral responsibility is not compatible with determinism. (shrink)

In this article I present a critique of the moral permissibility of preventive war. Preventive intervention is a murky issue in the just-war thinking, so just-war doctrine does not provide moral clarity in this debate. By invoking the concept of a just peace, I discuss prevention from a non-interventionist perspective and show how it can be an effective measure for national security and humanitarian policies. I draw on Amartya Sen’s idea of justice to reconstruct a justice-based, non-interventionist platform where, instead (...) of enabling the act of warfare, as is the case if we start from a just-war approach, we are encouraged to devise an option that would make the case for preventive war redundant. I claim that it is high time that we shift our discourse from finding security in resorting to a just war to building security via a just peace. (shrink)

Philosophical issues such as reality and appearance, God and world, self and not-self, rebirth and immortality, free will and determination, mysticism, etc., have been examined by eastern and western philosophers as far back as the sages of Upanishads (700 BCE) in the East, and Plato (400 BCE) in the West. However, there was no significant communication among the philosophers of the East and West perhaps until the eighteenth century. Arthur Schopenhauer (1788-1860) was one of the first among the great western (...) philosophers to recognize the value of Indian philosophies. Despite the lack of communication there are striking similarities of concepts and issues addressed by Indian and western philosophies. Also interesting is how similar are the mystical versions of different religions of the East and West. The author, Dr. Arun Chatterjee, has attempted to bring out the similarities and differences in various chapters of this book dealing with different topics. Among Indian philosophies the focus is on Vedanta philosophy and the views of Sri Aurobindo (1872-1950). The views of Swami Vivekananda (1863-1902) also are presented. Other Indian philosophies such as Sankhya and Buddhism are discussed briefly. Among western religions Judaism, Christianity, and Islam are discussed. (shrink)

The forms of liberal government that emerged after World War II are in the midst of a profound crisis. In I Am the People, Partha Chatterjee reconsiders the concept of popular sovereignty in order to explain today’s dramatic outburst of movements claiming to speak for “the people.” To uncover the roots of populism, Chatterjee traces the twentieth-century trajectory of the welfare state and neoliberal reforms. Mobilizing ideals of popular sovereignty and the emotional appeal of nationalism, anticolonial movements ushered (...) in a world of nation-states while liberal democracies in Europe guaranteed social rights to their citizens. But as neoliberal techniques shrank the scope of government, politics gave way to technical administration by experts. Once the state could no longer claim an emotional bond with the people, the ruling bloc lost the consent of the governed. To fill the void, a proliferation of populist leaders have mobilized disaffected groups into a battle that they define as the authentic people against entrenched oligarchy. Once politics enters a spiral of competitive populism, Chatterjee cautions, there is no easy return to pristine liberalism. Only a counter-hegemonic social force that challenges global capital and facilitates the equal participation of all peoples in democratic governance can achieve significant transformation.
