The 20th anniversary of the Bhopal calamity fell on December 3, 2004. The world's worst industrial disaster in Bhopal, India, happened because of inadequate maintenance by Union Carbide and poor monitoring by the Indian authorities. Malfunctioning safety measures, inappropriate location of the plant, and lack of information about the identity and toxicity of the gas worsened the effects of the accident on people and livestock. The Bhopal disaster has raised questions about the implications of the transfer of potentially hazardous technology (...) to the developing countries. Even after 20 years, Bhopal has not recovered. In this article, we present what happened and why and what lessons can be learned at this terrible cost. (shrink)

Ali comparative studies imply simultaneously an identity and a difference, a situation that is replete with intellectual difficulties which give rise to interminable disputes regarding whether we are talking about the same thing or different things. One may cut the gordian knot by deciding either way, but the situation would reappear again as it is bound up with the comparative perspective itself and not with any particular example of it. How long shall we go on “naming”, for the process is (...) unending and ultimately “everything is what it is. and not another thing”. Or, if we do not like “names” as they hardly give us any knowledge and if we opt for “description” which gives us “facts”, then they too are as unending as the “names”, for, as the Jains taught us long ago, they are a function of the dṛṣti that we have or the point of view that we adopt. The processing of time intervals in the sub- to supra-second range by the brain is critical for the interaction of primates with their surroundings in activities, such as foraging and hunting. For an accurate processing of time intervals by the brain, representation of physical time within neuronal circuits is necessary. I propose that time dimension of the physical surrounding is represented in the brain by different types of neuronal oscillators, generating spikes or spike bursts at regular intervals. The proposed oscillators (...) include the pacemaker neurons, tonic inputs, and synchronized excitation and inhibition of inter-connected neurons. Oscillators, which are built inside various circuits of brain, help to form modular clocks, processing time intervals or other temporal characteristics specific to functions of a circuit. Relative or absolute duration is represented within neuronal oscillators by “neural temporal unit,” defined as the interval between regularly occurring spikes or spike bursts. Oscillator output is processed to produce changes in activities of neurons, named frequency modulator neuron, wired within a separate module, represented by the rate of change in frequency, and frequency of activities, proposed to encode time intervals. Inbuilt oscillators are calibrated by (a) feedback processes, (b) input of time intervals resulting from rhythmic external sensory stimulation, and (c) synchronous effects of feedback processes and evoked sensory activity. A single active clock is proposed per circuit, which is calibrated by one or more mechanisms. Multiple calibration mechanisms, inbuilt oscillators, and the presence of modular connections prevent a complete loss of interval timing functions of the brain. (shrink)

And, perhaps, of all those who talk of God, the philosopher is the least qualified, as by temperament and training he lives in a world where concepts and arguments and ratiocinative thought are more real than anything else. While Ralph Waldo Emerson has been increasingly acknowledged as an American thinker influential in the evolution of nineteenth-century philosophy, his essays have largely failed to escape the charges of quietism and political apathy bestowed upon them in his lifetime. Yet if Emerson insisted on the importance of silence to the antislavery movement, it was perhaps due to his theory that one's deepest obligations become involuntarily part of the self and thus refuse to withstand representation in direct speech. My article reads (...) Emerson's writing in this light, suggesting more broadly that the common notion that silence and politics are antithetical be reconsidered with regard to the possibility that what constitutes political speech need not be explicit — or even vocal. The ArgumentBlood tests developed at the turn of the century could in some cases discern genetic relations. While such tests could never prove that a given individual had fathered a child in question, men of certain blood types could be exonerated from paternity of children with other blood types. Starting in the 1930s, scientists and lawmakers attempted to introduce such evidence into paternity or bastardy trials to attest to a man's innocence. Evidence from blood tests soon came to be used (...) in divorce cases.Blood tests appeared to be ideal for providing relevant information in cases when divorcing men claimed as a part of their suit that they had not fathered their ex-wife's child or children. Nevertheless, the courts remained reluctant to intro duce such evidence in divorce cases. This paper will argue that reluctance derived not from a distrust of the science, but from the courts' clinging to a definition of paternity that was not rooted in genetic connection.Many judges and juries fell back on the pre-industrial assumption that once a man married a woman he was automatically the father of any children she bore. While this assumption flew in the face of scientific evidence, it did have the advantage of ensuring that the children of married women could not be bastard ized. The changing manner in which courts handled the tension between genetic paternity and traditional paternity in divorce cases reveals how society's views on paternity have evolved over the course of this century. The theoretic structure of Marxian economy was elaborated to provide an understanding of the laws of the motion of capitalism. The motion of capitalism, however, is nothing but the process of economic development under conditions of multiple centers of investment-decisions. It becomes, then, an interesting question to ask how much of the theoretic structure of Marx applies to the problems of economic development in general and how much is limited to those aspects alone which follow from the theoretically contingent condition (...) of decentralized investment-decisions. It will not, therefore, be the primary purpose of this paper to examine the adequacy of the conceptual structure of Marxian economic thought, or even its relative advantages or disadvantages over the more widely accepted school, following the inquiries of Walras, Menger, Jevons, and others; but, rather, to assume the general framework of Marxian theory and attempt to seek an answer within its limits. God as a term denoting that which is ultimately real and absolutely valuational is simultaneously the necessary presupposition of all thought and action and also their ultimate goal. Yet, it is equally true that it is neither known nor even knowable in principle in the sense that any finite being or set of such beings may hope to know it in any determinate manner. Being generally conceived as beyond both space and time and transcending them in the sense that, even (...) when considered as immanent in the world, It can never be regarded as completely revealed at any particular point in space or time, it cannot but be unknown and unknowable in the deepest sense of the word. Yet, however paradoxical the idea of God may be, it is a symbol of that which man as a self-conscious reflective being, who both knows and acts, has to encounter at every turn. (shrink)

Science may be designated as the search for the understanding of phenomena apprehended by one or more of the senses in terms of theoretically postulated entities and the interrelationships between them in such a manner that the apprehended phenomena may be deducible from them along with others for which it was not postulated and with respect to which its truth and falsity, or rather fecundity or sterility, could be judged. This continuous interplay between the theoretically postulated and the sensuously apprehended, (...) initially in terms of that which is first sought to be understood but more essentially in terms of that which has not yet been apprehended but which can be apprehended if the theoretical postulation is true, is the heart of the scientific enterprise as we have come to practice it today. The theoretical postulation thus links the past with the future, and thus makes the seeking for knowledge connected in an essential manner with what can only be called its relation to the future.
