Broome takes the debate on rationality to be concerned with the ordinary use of 'rational'. I argue that this is at best misleading. For the object of current theories of rationality is determined by a specific use of 'rational' that is intimately connected to blame and praise. I call the property it refers to 'rationalityRESP'. This focus on rationalityRESP, I argue, has two significant implications for Broome's critique of theories of rationality as reasons-responsiveness. First, rationalityRESP is plausibly conceived of as (...) a kind of reasons-responsiveness. Secondly, Broome's dispute with internalists about normativity as well as his dispute with externalists about rationality both hinge on questions regarding the concept of responsibility. This paper elaborates on a theory of the ideological public sphere in the age of digital media. It describes the public sphere as an initially ascending and then descending communication process that includes both polarising and integrating publics, which are organised by antagonistic media and compromise-building mass media. This framework allows us to distinguish between hegemonic, populist, and popular-oriented flows of communication, as well as register changes in the interplay of different publics driven by digital media platforms. Digital transformations of (...) the public sphere give rise to antagonistic and networked-individualistic flows of populist communication that put public hegemony under constant pressure. The challenge is to find ways to strengthen popular communications that enable democratic learning processes and the flourishing of communicative competences of all citizens. (shrink)

This paper argues for the normative significance of attention. Attention plays an important role when describing an individual’s mind and agency, and in explaining many central facts about that individual. In addition, many in the public want answers and guidance with regard to normative questions about attention. Given that attention is both descriptively central and the public cares about normative guidance with regard to it, attention should be central also in normative philosophy. We need an ethics of attention: a field (...) of study of which normative pressures, if any, govern attention. Like the ethics of belief, the ethics of attention will connect those normative questions to issues regarding the nature of attention, i.e. to what is subject to such normative pressures. Philosophers should develop an ethics of attention that helps to provide normative guidance and that is commensurate in its richness to the descriptive significance of attention. The second half of the paper sketches a framework that may help us to get started at developing the ethics of attention. (shrink)

ABSTRACT The difference between perception and cognition seems introspectively obvious in many cases. Perceiving and thinking have also been assigned quite different roles, in epistemology, in theories of reference and of mental content, in philosophy of psychology, and elsewhere. Yet what is the nature of the distinction? In what way, or ways, do perception and cognition differ? The paper reviews recent work on these questions. Four main respects in which perception and cognition have been held to differ are discussed. First, (...) their phenomenal character, such as the often-remarked vivacity or immediacy of perception. Second, the way in which they represent the world, e.g. the non-propositional nature of the contents, or non-discursive character of the vehicles, that have been held to characterise perceptual representation. Third, their place in cognitive architecture, i.e., roughly, in the information-flow of the mind, such as their alleged (non-)modularity. Fourth, their mind-world relations, e.g. the way in which perceptions seem to be tightly causally linked with distal or proximal stimuli. Against this background, we distinguish some main options for an account of the perception/cognition distinction, in particular concerning whether there is one, several, or no interesting and principled distinction(s) to be drawn here. This paper defends and develops the structuring account of conscious attention: attention is the conscious mental process of structuring one’s stream of consciousness so that some parts of it are more central than others. In the first part of the paper, I motivate the structuring account. Drawing on a variety of resources I argue that the phenomenology of attention cannot be fully captured in terms of how the world appears to the subject, as well as against an atomistic conception of (...) attention. In the second part of the paper, I show how the structuring account can be made precise: attention causes and causally sustains phenomenal relations to hold between the parts of the stream of consciousness; most importantly the relation of one part being peripheral to another. I end by pointing out consequences for both the scientific study of attention as well as for several areas of central philosophical interest. (shrink)

'Everyone knows what attention is’ according to William James. Much work on attention in psychology and neuroscience cites this famous phrase only to quickly dismiss it. But James is right about this: ‘attention’ was not introduced into psychology and neuroscience as a theoretical concept. I argue that we should therefore study attention with broadly the same methodology that David Marr has applied to the study of perception. By focusing more on Marr's Computational Level of analysis, we arrive at a unified (...) answer to the question of what attention is, what role it plays in the mind, and why organisms like us have that capacity. I propose a methodology for studying attention at Marr's Computational Level that optimizes in a three-dimensional space: it should capture core aspects of our first-person experience of attention, be explanatorily powerful in psychology and neuroscience, and fertile in an interdisciplinary context. I show how this methodology leads to what I call the priority structure account of attention. Attention is what organizes current information to make it more useful for the organism. We can identify it by four features. Attention, in this way, helps a cognitive system to integrate its informational state with its current motivational state. What is attention? Attention is often seen as a subject matter for the hard sciences of cognitive and brain processes, and is understood in terms of sub-personal mechanisms and processes. Correspondingly, there still is a stark contrast between the central role attention plays for the empirical investigation of the mind in psychology and the neurosciences, and its relative neglect in philosophy. Yet, over the past years, several philosophers have challenged the standard conception. A number of interesting philosophical questions concerning the (...) nature of attention arise. This article provides an introduction to contemporary debates concerning these questions. In particular, it discusses the question of how the pre-theoretic conception of attention might be reconciled with a scientific conception, arguments that provide support for an anti-reductivist theory of attention, and sketches several recent anti-reductivist theories and their inter-relations. It has been argued that the explanation of self-control requires positing special motivational powers. Some think that we need will-power as an irreducible mental faculty; others that we need to think of the active self as a dedicated and depletable pool of psychic energy or – in today more respectable terminology – mental resources; finally, there is the idea that self-control requires postulating a deep division between reason and passion – a deliberative and an emotional motivational system. This essay argues (...) that no such special motivational powers are necessary. Yet, at the same time, self-control does powerfully illustrate the importance of a feature of the mind. What it illustrates, I argue, is the importance of the mental activity of attention in the control of all action. It is by appeal to this mental activity that we can dispense with special motivational powers. If we think of Humeanism as the view that there is fundamentally only one kind of motivational system and that all action is based in that system, then this essay contributes to a defense of Humeanism. On the other hand, the essay also shows that any model of agency in terms of only beliefs and desires, motivational and representational states, or preferences and credences is incomplete. A different conception of Humeanism as the view that every mental state is either motivational, representational, or a combination of them, is false. (shrink)

Discussions regarding which norms, if any, govern our practices of forming, maintaining and relinquishing beliefs have come to be collected under the label “The ethics of belief”. Included in the ethics of belief are debates about how those normative issues relate to the nature of belief, whether belief formation is, for example, ever voluntary. The present talk concerns an analogous set of questions regarding our practices of attention. “The ethics of attention” thus concerns the discussion of which norms, if any, (...) govern our practices of attention: what norms govern what we should attend to, how we should engage our capacity for attention, when we should begin and when we should stop to pay attention to something? Like the ethics of belief, the ethics of attention will connect those normative questions to issues regarding the nature of attention, what may or may not be subject to such normative pressures. Compared with rich, complex, and systematic investigation of the ethics of belief, the study of the ethics of attention is more or less undeveloped. This paper aims to begin to change that. Specifically, it shows that attention is an appropriate target for serious normative investigation and then classifies potential norms of attention along three dimensions: whether they are manner or object based, instrumental or non-instrumental, and whether its source is moral, prudential or epistemic. -/- [EDIT. 10. The dominant assumption about the causal architecture of the mind is, that it is composed of a stable set of components that contribute independently to relevant observables that are employed to measure cognitive activity. This view has been called component-dominant dynamics. An alternative has been proposed, according to which the different components are not independent, but fundamentally interdependent, and are not stable basic properties of the mind, but rather an emergent feature of the mind given a particular task context. This (...) view has been called interaction-dominant dynamics. In this paper, we review evidence for interaction-dominant dynamics as the causal architecture of the mind. We point out, that such an architecture is consistent with problems of convergence in research on the level of results and theorizing. Moreover, we point out that if interaction-dominant dynamics as the causal architecture of the mind were to be true, this would naturally lead to problems with generalization and replicability in sciences of the mind and brain, and would probably warrant changes in the scientific practice with regard to study-design and data analysis. Stichworte wie „Hirndoping“ und „Designer-Babys“ verweisen dabei auf Potenziale und Gefahren einer solchen Selbstgestaltung durch Biotechniken. Diese neuen Handlungsoptionen fordern unser Normensystem heraus und bedürfen einer bioethischen Reflexion. Der Band zeigt aus interdisziplinärer Perspektive Wege auf, die Herausforderungen insbesondere der Genetik und Neurowissenschaften anzunehmen. Culture or Biology? The question can seem deep and important. Yet, I argue in this chapter, if you are enthralled by questions about our biological differences, then you are probably confused. My goal is to diagnose the confusion. In debates about the role of biology in the social world it is easy to ask the wrong questions, and it is easy to misinterpret the scientific research. We are intuitively attracted to what is called psychological essentialism, and therefore interpret what is (...) biological as what can be traced to “essences”. On this interpretation, it would be deep and important to know what about, say, the differences between the genders is biological: it would correspond to what is essential to being a man or being a woman, and be opposed to what is a mere accidental feature that some women or some men have. Yet, the psychological essentialist understanding of ‘biological differences’ is deeply mistaken about biology. It has the wrong conception of biological kinds, of biological heritability, and of how genes and hormones work. Those who argue for an important role of ‘biology’ in the explanation of human differences often see ‘the science’ on their side. But this is false – on the interpretation of ‘biological differences’ that is most intuitive and that makes the question appear to be most interesting. Defenders of ‘biology’ often have the science against them. What is often called ‘biology’ is a myth: a myth created by an intuitive tendency that grotesquely distorts real biological research. Transformative theories of what distinguishes human beings from animals face the problem of conceptually managing the transition from animal to human. This paper will show that this transition contains logical problems that are more rhetorically glossed over than logically solved by the concept of second nature. In the first part, I develop two main concepts of transformative theories, namely that of Hinzutreten (additive capacities occurring in humans) and that of Verwandeltsein (humans already being of a different kind), before outlining in (...) the second part Helmuth Plessner’s anthropological approach as one that elaborates not a transformation, but a holistic difference in the structure of human life as well as a non-metaphysical process of nature’s self-differentiation in human beings as opposed to animals. This essay reconstructs the relationship between critique and theory constitutive for Critical Theory. Based on Max Horkheimer’s 1937 program, the first part shows that “critical behaviour” must, on the one hand, seek proximity to social practice. On the other hand, such behaviour is dependent on the distance from its object that all “theoretical work” entails. Since the inception of a genuinely critical theory in the early works of Karl Marx, the proximity to practice goes hand in hand with the demand (...) to work towards its change, implying a proximity to political movements. The second part shows that, for historical reasons, Horkheimer’s program distances itself from such movements. The third part interprets this dialectical attitude towards social practice as conditioning the peculiar – ideology-critical – capacity of Critical Theory. In conclusion, the fourth part problematises two current tendencies towards dissolving said dialectics: a return to what Horkheimer calls traditional theory on the one hand, and the abandonment of the demanding social-theoretical program in favour of political positioning on the other.
