This paper briefly summarizes Durkheim’s theory of the dual nature of man suggested earlier in his Elementary Forms of Religious Life. It is characteristic of human beings that two opposite principles confront each other within them: soul and body, concept and sensation, moral activity and sensory appetites. Although this inherent inconsistency of man has been long recognized by philosophical thought, no doctrine explanation to it has been provided to date. While empiricist monism has proved to be unable to explain how (...) concepts emerge from sensations and disinterestedness develops from self-interest, absolute idealism, on the contrary, cannot deduce sensations from concepts. Although theories suggested by Plato and Kant do not bypass the problem of dualism, they only rephrase it and make no progress in solving it. According to Durkheim, dualism of human nature stems from the fact that all religions are founded on dividing all things into the sacred and the profane. This division, in turn, is explained by coexistence of collective and individual origins in the human being. Sacred things arise out of the collective origin that enables individual consciousnesses to fuse into communion. Collective origin does not act with constant strength, but intensifies during the periods of effervescence, when it subdues the individual origin. Since the importance of the social aspect of man increases over time, there is no reason to believe that complete consent between individual and society is possible that would endow man with internal harmony. In this article we reveal the common conditions of modern social philosphy, which theoretical discourse is subordinated to critical discourse, as distinguished from the canonical I. Kant’s, G. Hegel’s, M. Heidegger’s, M. Sheller’s J.-P. Sartre’s philosophical theories, which are bonded with the development of positivist epistemological, historical, ontological or anthropological presuppositions. We will talk about tree main conditions: 1) decline of theological definition of subject, 2) mechanism of repetition, 3) interdisciplinarity. In the first case, we will discuss (...) transition from subject definition through the God to his definition through the figure of Other, which allows philosophers as Schopenhauer, Nietzsche or Sheller expose metaphysics with consistent methodological criticism. In the second case, we will talk about forming of critical discourse establishing itself as the extended analog of psychoanalytical revealing of unconsciousness content. In the third case, we will examine interdisciplinary approach, assuming combination of different methods possible to increase this criticism and put empirical borders of its theoretical presuppositions. This article discusses the importance of timely overcoming of language barrier between a deaf person and the society for formation and functionality of such component of the psyche of a deaf person as image of the world. A question is raised on the need for elapse of socialization process of the people with severe hearing impairments in the environment of verbal-gesture bilinguality. The subject of this research is interrelation between the process of popularization of Russian sign language and the process (...) of inclusion of deaf people in the modern Russian society. The scientific novelty consists in revealing mutual determinacy of the process of popularization of Russian sign language and the process of inclusion of deaf people in the modern Russian society from the socio-philosophical perspective. It is proven that full inclusion of deaf people in the society is impossible without a significant increase in the number of the hearing socialization agents who know the Russian sign language. The author underlines that there are certain prerequisites in the modern Russian society for popularization of sign language, as well as indicates the main methods for its popularization. The presented materials can be applied in further research of the various aspects of socialization processes and inclusion of deaf people in socio-philosophical aspect; linguistics (first and foremost psycholinguistics and sociolinguistics), and linguistic philosophy for better understanding of psychosocial component of sign languages; as well as serve as the theoretical framework for solution of practical questions of interaction between deaf people and the society. Philosophy of science as a scholarly discipline exists today side by side with other disciplines within an interdisciplinary framework of the history and philosophy of science or science and technology studies. The rationale for this “joint venture” is commonly seen in the division of labor. The history of science focuses on the rise and development of scientific theories in the past; the sociology of science deals with science as a social institution; the psychology of science investigates the mechanisms of (...) creativity and one’s personal impact upon scientific discoveries; and finally, the philosophy of science is responsible for the logical and methodological analysis of the structure and growth of the scientific knowledge, mostly within the context of justification. This allegedly fruitful division of labor presumes an independent existence of social, personal and cognitive domains, and the desired interdisciplinary communication between the correspondent disciplines aims to account for the complementary understanding of science. But in fact no sufficient exchange of meanings takes place for every discipline insists upon its independence and prior significance. Under these conditions, neither a consistent picture of science appears to be possible nor might science policy be construed and justified basing on this disintegrated conglomerate of knowledge. A way out of the situation is as follows: to acknowledge non-independent character of the philosophy of science; to learn more from social philosophy; to revisit the epistemological status of the natural sciences as the only cognitive ideal; to focus on the social and the human sciences in search of a new methodological experience; to cease considering concrete case studies as a new version of the “neutral language of observation”, which gives a “crucial justification” of a theory, and to view new philosophical interpretations a necessary feature of any case study. The article examines the efficacy of social dialogue as a mechanism for addressing societal issues. While social dialogue was once viewed with great optimism, its effectiveness has waned in recent years, despite participants employing various persuasive strategies. The study distinguishes between two forms of dialogue: formal and substantive (productive), emphasizing that only the latter genuinely catalyzes shifts in participants’ perspectives. By analyzing historical examples and contemporary cases, the study identifies key factors that influence the success of social (...) communication. Employing J.L. Austin’s speech act theory, the article frames dialogue not merely as an exchange of information but as a form of social action, where the utterances of participants are performative, possessing the power to directly transform social reality. A historical case study is presented, examining the dialogue between Western-oriented Russian liberals who viewed their nation as socially and economically backward, and thinkers who challenged this assessment, perceiving Russia’s unique spiritual potential to address pan-European challenges. The statements of P.Ya. Chaadaev and F.M. Dostoevsky are analyzed as performative acts that shaped a new vision of Russia’s role in world history. Additionally, the author explores the role of identity in social dialogue, showing through examples from the lives of A.S. Pushkin and M.I. Tsvetaeva how identity structures can influence one’s openness or resistance to personal transformation in the face of internal conflict. The study hypothesizes that dialogue effectiveness correlates with participants’ ability to integrate new values into their identity without compromising its core. Furthermore, the author argues that rhetorical commitment to mediation alone is insufficient for bridging deep social divides and examines the historical social conditions required for effective mediation, such as a shared cultural foundations, formal dialogue platforms, robust legal frameworks, and flexible power structures. In conclusion, the author considers the question of whether it is inherently possible to create effective mechanisms for social dialogue under the current conditions of globalization and information society. The Russian intelligentsia emerged and existed in diversity due to specific political and social conditions within Russian society. The intelligentsia was (and is) more than just a class or group of educated people. The present article is an attempt to give a retrospective interpretation of the Russian intelligentsia and its transformation into the Soviet one in the 1920s, when Vygotsky also was an engaged actor in different programmes. At that time the political was as sharp and critical as (...) the scientific, and science became an arena of radical political clashes and struggle. The contradictory historical atmosphere and the sincere wish of a new Soviet state to create a new society made it possible for young scholars to assume their positions in science very rapidly. He advances the idea that the major role in formation of peculiarities of Russians’ identity was played by some cultural aspects of the pre-Communist era, but also the political institutions influence of the Soviet Union. The author compares distinctive traits of Russians’ identity with those of the people of developed countries. The phenomenon of information culture in the context of the Russian-Ukrainian war is analyzed. It has been proven that changes in the priorities of the development of information culture during the war are determined by the course of spiritual confrontation with the enemy, accelerated transformations of public consciousness, the peculiarities of state information policy, and the urgent need to protect the country’s information sovereignty. It is argued that under the influence of the war in Ukraine, including in the spiritual and (...) informational space, all components of information culture are being transformed, particularly its core - the information worldview. The features of the development of the information worldview as a fundamental component of information culture are identified. It is noted that living in an information society without possessing the necessary information culture poses a danger of getting lost in both virtual and real worlds simultaneously. Personal mastery of information culture in modern society is based on theoretical knowledge about the essence, content, features, and regularities of its functioning in societies with different levels of informatization. The negative impact of informational aggression on the formation of the information culture of modern youth is demonstrated. During the war, the information culture of youth is formed and changed at an accelerated pace due to the increase in information flows of both negative and positive nature and under the influence of new information technologies. One of the main problems in the process of forming the information culture of youth in the conditions of the Russian-Ukrainian war is mastering methods of countering enemy propaganda, developing critical attitudes towards information, and having a value-based worldview barrier to countering fake and anti-Ukrainian narratives. The role of knowledge and the education system in the formation of the information culture of Ukrainian society is revealed. (shrink)

This is a collection of twelve original essays on Soviet social sciences, with an emphasis on changes since Stalin's death. The lot of the Russian social scientist and the Russian philosopher has never been very easy--any discussion affecting authority was always difficult under conditions of religious and political oppression as well as. To this tradition the Soviet era has added an integrated view of the world which the scholar must use as his mental set. Philosophical reasoning has (...) particularly suffered under these conditions. E. Kamenka's essay on "Soviet Philosophy 1917-1967" gives a detailed examination of the politicization of philosophy by Lenin and under Stalin. The author claims that since 1956 there has been an improvement in professional integrity, especially in fields such as the philosophy of science, logic, and history of philosophy. Unfortunately the author's treatment of this period is brief and sketchy. The absence of a native tradition is one of the reasons for the weakness of philosophy in the Soviet Union, and there seems to be a better future for the disciplines which can draw upon ideas of native predecessors, such as experimental psychology and psychotherapy. The book also includes an essay on the socialization function of education; a readable account of the "revolution" in Soviet economics; and attempts at a study of politics where rationality cannot be carried too far. The authors of the essays on sociology and anthropology believe that, although these disciplines have been an administrative arm for fact gathering and planning, they are achieving a status of their own. All the authors of the essays see important improvements, if sometimes qualified, in the development of the social sciences in the Soviet Union.--O. Z. (shrink)

This monograph presents for the first time in Russian a thorough analysis of the evolution of Russell's philosophy as the outstanding representation of contemporary bourgeois philosophy, and is the first major study on Russell's philosophy in Russian since the appearance in'1962 ofSoviet philosopher 1. S. Narskii's The Philosophy ofBertrand Russell2 Russell himself is viewed by Kolesnikov as the best representative of the bourgeois humanist, philosopher, and mathematician. The author seeks a critical understanding of the historical and philosophical sources of Russell's ideas and conceptions and of the influence which these exercised and continue to exercise on contemporary Western philosophy and science. The author's aim is to "uncover" the neo-realist empiricist direction of Russell's philosophy as it manifested itself as a condition of his scientific and epistemological thinking. No other thinker so engaged the Russian cultural imagination of the early twentieth century as did Friedrich Nietzche. The Revolution of Moral Consciousness shows how Nietzschean thought influenced the brilliant resurgence of literary life that started in the 1890s and continued for four decades. Through an analysis of the Russian encounter with Nietzsche, Edith Clowes defines the shift in ethical and aesthetic vision that motivated Russia's unprecedented artistic renascence and at the same time led its followers to the brink of (...) cultural despair. Clowes shows how in the last years of the nineteenth century a diverse array of writers and critics discovered Nietzsche's thought, embracing or repudiating it with equal vigor. The literary storm brewing around Nietzsche and the concurrent relaxation of censorship combined to attract a public eager to follow the new intellectual fashion. Young writers, such as Andreev and Kuprin, welcomed the idea of the "superman" as a promising path to personal fulfillment. The tragic fates of their protagonists and the alluring gospel of the vulgar Zarathustra-like characters of such bestselling authors as Boborykin, Artsybashev, and Verbitskaia found enthusiastic, if indiscriminating, audiences ready to be "taught" how to "find themselves." By considering this Nietzschean cult, Clowes draws fresh insight into the nature of the budding popular-culture industry in Russia and the fast-growing reading public. From this ferment emerged the greatest Russian literary voices of the early twentieth century. The revolutionary romantics, Gorky and Lunacharsky, sought in Nietzsche's writing a new vision of total social and cultural change. The academic community in the West tends to be suspicious of Russian philosophy, often relegating it to another category, such as “ideology” or “social thought.” But what is philosophy? There is no simple universal definition, and many thinkers consider it impossible to formulate one. The most credible attempt is nominalistic: philosophy is the practice in which Plato and Aristotle were involved. As Alfred North Whitehead wrote, “The safest general characterization of the European philosophical tradition is that it consists of (...) a series of footnotes to Plato.”If so, then Russian thought needs to be understood as an important part of the Western philosophical heritage, given that it offers perhaps the most elaborate set of footnotes to Plato's most mature and comprehensive dialogues: the Republic and the Laws. The status of ideas in Russian philosophy mirrors Plato's vision of them as ontological and political entities, “laws,” or ideal principles—as distinct from mere epistemic units or tools of cognition. The Platonic tendency to integrate and implement religious, philosophical, and political teachings culminated in twentieth-century Russia. In the Soviet state, perhaps more than anywhere else in history, philosophy became a supreme legal and political institution, acquiring the power of a suprapersonal, universal reason. Hence thought itself, in the moment of its triumph, became a prisoner in the social structures that Soviet ideocracy erected on a philosophical foundation. In discussing Russian philosophy, we inevitably consider the practical application of Platonic conceptions by the Soviet ideocracy to a state in which philosophy was called upon to rule.According to Sergei Averintsev, the emphasis on Platonism in the Russian intellectual tradition is nothing to be proud of; it should rather be lamented and repented. Despite the obvious Platonic preferences of Russian thinkers (from Ivan Kireyevsky to Aleksei Losev), Averintsev asks whether even now we might be able to reorient the tradition toward Aristotle instead—toward a more secular, tolerant, and analytic philosophy of human nature. “If Plato is the first utopian,” Averintsev writes, “Aristotle is the first thinker to look the spirit of utopia right in the eye and overcome it.... Aristotle's technique of thought is more neutral toward religion than is Plato's ecstasy.” Characteristically, the name index to the Palgrave Handbook of Russian Thought contains almost twice as many mentions of Plato as of Aristotle.Each national tradition has its own “strange attractor,” as they say now in complexity theory. English empiricism, French rationalism, German Idealism, American pragmatism... However stereotypical these generalizations are, they help to clarify the nations’ distinctive contributions to philosophy. Where does Russia stand in this row? I think that Caryl Emerson is correct to pinpoint, among the most distinctive features of the Russian intellectual tradition, the striving for “wholeness” (tselostnost’). Many Russian thinkers seem to evade definitive and particular “isms,” preferring to find ways of complementing (and thus diluting) those that are on offer. Faced with the claims for rationalism, for example, the Russian response tends to be that true rationality is or should be coupled with fullness of feeling. The characteristic Russian “ism” is at best “holism,” at worst “totalitarianism,” and is usually directed against Western thought. Kireyevsky declares: There [in the West] is a bifurcation [razdvoenie] of the spirit, a bifurcation of thoughts, a bifurcation of the sciences, a bifurcation of the state, a bifurcation of estates, a bifurcation of society, a bifurcation of family rights and duties, a bifurcation of morality and the heart.... In Russia, on the contrary, there is a predominant tendency toward the wholeness of the inner and the outer, of public and moral being.Vladimir Solovyov held that the goal of all knowledge was to comprehend “total unity” and to overcome all kinds of unilateralism, which he referred to as “abstract elements” (otvlechennye nachala). These one-sided elements included Realism, rationalism, empiricism, and positivism, all of which had been advanced by Western philosophical movements.Reading the Handbook, I was struck by how steadily, from one thinker to another, the concept of “unity” is reiterated in various synonyms and contexts: “all-unity,” “wholeness,” “totality,” “integrity,” “edinstvo,” “tsel'nost,’” “tselostnost,” “sobornost,” and so forth. Russian thinkers endeavor not to create something original and special but to unify everything that has already been done and known. Consider opponents, like the Slavophiles and Westernizers; take Petr Chaadaev and Vissarion Belinsky, Kireyevsky and Alexander Herzen, Dostoevsky and Solovyov—all are united by this “super-idea,” proclaiming its embodiment to be the all-embracing vocation of the Russian people. At the same time, they sharply reject all “private principles” and “trashy certainty” (Belinsky's driannaia opredelennost’)—anything that restricts and divides individuals or nations. All these forms of privacy and particularity must be overcome on the way to a universal whole that is even greater in scale than Western Catholicism. According to this logic of totality, we would be better off left with nothing than to be content with the particular and the limited. The first original Russian thinker, Chaadaev (1794–1856), makes the salto mortale of declaring Russia a country that has given nothing to the world, then proclaiming that Russia's destiny is to rise above the rest of the world and resolve all its contradictions. From nothing to everything: such are the philosophical foundations for the totalitarian aspiration of Russian thought, which eventually expressed itself in the revolutionary movements and communist experiments of the twentieth century.As is well known, Russian literature is considered in the West a far more powerful and original expression of philosophical ideas than Russian philosophy as such. Characteristically, then, almost half of the Handbook, its entire second part, is devoted to the dialogue of Russian philosophy with literature and art. As M. N. Forster remarks in the Handbook's concluding essay: “It is natural to wonder why this striking asymmetry between relatively modest achievements in pure philosophy and spectacularly high achievements in literature came about.” To the literary focus of Russian philosophy, we can add a political focus. At least a third of part one of the Handbook is devoted to Russian political and revolutionary philosophy, to Lenin and other Marxists, to Ivan Ilyin, and so on. In this context, both literature and politics assumed philosophical dimensions, often overshadowing philosophy itself.Bertrand Russell lamented that the system of philosophical categories in the West featured mostly nouns (being, consciousness, idea, matter, substance, and so forth), omitting adjectives, verbs, prefixes, and other parts of speech. This criticism should be applied to the category philosophy itself. Why the noun philosophy rather than the adjective philosophical, which can be applied to many areas of activity and creativity, including literature and politics?In Russian intellectual history, the philosophical, rather than philosophy, is the predominant category. The state, ideology, economics, politics and geopolitics, literature, art, warfare, space exploration—all these spheres in Russia and the USSR have been and remain abundantly philosophical, subordinated to certain philosophical tasks, though philosophy as such has never been as developed and sophisticated as in the West. As a discipline, Western philosophy “outsourced” itself to Russian disciples, leaving it to Dostoevsky and Tolstoy, Lenin and Trotsky, to test in literary and political practices a host of Western philosophical ideas, from those of Plato, Rousseau, and Hegel to those of Feuerbach, Marx, and Nietzsche.Likewise, the verb to philosophize is used in ways unusual and awkward in the West. “It is characteristic of the Russian people to philosophize [filosofstvovat'],” as Nikolai Berdyaev observed: “An illiterate Russian peasant likes to pose questions of a philosophical nature—about the meaning of life, about God, about eternal life, about evil and untruth, about how to realize the Kingdom of God.” The philosophical and philosophizing, as attributes and actions of the state and society, overpowered philosophy as a noun—as an academic discipline, if you will. Russian philosophy has had a very modest impact on the West, but the impact of the philosophical has been immense. Nineteenth-century Russian literature influenced Western culture with its philosophical interrogations and existential dilemmas, just as, in the twentieth century, the USSR influenced the West with the philosophical ideas (Marxism, materialism, dialectics, collectivism, socialism, communism) that determined Soviet ideology, politics, and economics.In the USSR of the 1920 and 1930s, for instance, philosophy as an independent academic subject was in a subdued position, as a servant of party ideology. But, meanwhile, the sphere of the philosophical spread to such distant domains as theater (Stanislavsky), physiology (Pavlov), and agriculture (Michurin), with all such activities glorified and sponsored by the state as “philosophically correct”—as faithful to “materialism” and “Realism.” Paradoxically, in the quintessentially philosophical state that was the USSR, the state of philosophy, with the repression of all independent thought and thinkers, was miserable. The fateful and often disastrous originality of Russian philosophy consisted precisely in its dissemination to other areas, in an act of kenosis or self-transcendence that can be viewed both as an aggressive philosophical appropriation of politics, economics, ideology, and literature—and as philosophy's sacrificial devotion to the world beyond its professional boundaries.So there are three features that make Russian thought relevant and dangerous: its Platonic utopian aspiration; its spirit of totality; and its tendency to transcend the boundaries of academic philosophy and to philosophize society, politics, and life in general. Russian philosophy has not been as good at explaining the world as at changing it, sometimes ethically and poetically, sometimes violently and aggressively. Teachers and students of Russian culture should be deeply motivated to draw more attention to the philosophical in Russia and to raise its status in the Western academy. In my view, we would do better service to Russian philosophy if we are frank enough to qualify it as dangerous, sometimes very toxic and addictive, fraught with totalistic tendencies. This philosophy is the voice of the “underground,” both in the Dostoevskian and Leninist senses.At the same time, however, the antidotes concocted in the Russian metaphysical laboratory are of enormous value: the Russian versions of personalism, existentialism, secular and religious liberalism, neorationalism, culturology, conceptualism, and postmodernism. These movements, which counteract totalization, need to be studied precisely because they were cooked up and tested under the same extreme conditions in which the most dangerous intellectual poisons have been produced. The article discusses the main features of the Russian philosophy of war that developed in the first third of the 20th century. The author shows that in Russia, the philosophy of war did not develop as a separate broad line of research but limited itself to only a few meaningful, but rather brief, experiments. Nevertheless, many Russian philosophers left deep, well-founded reasoning about war, which can be reconstructed as a consistent system of views. One of its features is the shift (...) in the focus of considering armed violence from the sociological and political to the anthropological and ethical; the focus is not on war as a social phenomenon, but on the human’s position in war. In this regard, the attitude to war in Russian philosophy is paradoxical. On the one hand, war brings a lot of evil in the form of death of many people and destruction, but, on the other hand, it promotes to the manifestation of the best moral qualities in people, up to selflessness and heroism. Armed violence seems to be a tragedy of the Christian conscience, and each participant must independently find a justification for his participation in the war. Based on the conditions of a difficult moral choice, personal, existential justification may come from the idea that people cannot commit violence with a clear conscience. In this case, the person choosing to participate in a war perceives the battle as his own guilt that should be expiated. (shrink)

The present paper deals with the Russian cosmism in the conditions of modern society and views. The cosmism is conveyed in both philosophical and naturalistic aspects. The idea of the so-called cosmicity of the human and cosmic outlook is one of the most attractive features of the Russian cosmism for our contemporaries. Among the fundamental issues elaborated by the Russian cosmists is an idea of dynamic evolution. Introduction. Cities play a key role in the development of countries and regions. The authors of the article emphasize the importance of the largest cities’ development, which is based on an industrial model that has not exhausted its potential. The authors show possibilities of urban development on the basis of the industrial sector effective functioning in order to improve the citizens’ welfare, meet their needs and improve the life quality. In this regard, the authors formulate a hypothesis that the largest (...) Russian cities developing according to the industrial model have and are able to realize their potential in order to improve the life quality, preserve and increase the population on their territory. The authors set a goal: to identify the possibilities for developing industrial-type megalopolises to improve the population’s life quality of the (PLQ). Methods. The authors use the following information base: strategic documents of different levels, statistical data, scientific literature, analytical documents, and expert assessments of the megalopolises’ development. The authors also use an industrial model for developing the largest cities; they determine conditions under which the potential of megacities can be realized to improve the citizens’ life quality and carry out an analysis of the demographic and social situation in the largest Russian industrial cities. The authors evaluate some approaches and theses of the study as exemplified by the following cities with a million-plus population: Yekaterinburg, Krasnoyarsk, Chelyabinsk, and Omsk and they group the cities according to the signs of growth and decline, which is illustrated by favorable or unfavorable demographic trends. To confirm the identified trends and problems of the largest cities, the authors provide the results of expert assessments on the population’s life quality and the state of the urban environment and emphasize the need for a systemic integrated development of the largest cities of industrial type to improve the life quality of the population of megalopolises. The scientific novelty of the study consists in substantiating the prospects for the socio-economic development of the largest industrial cities of Russia on the basis of an industrial model that provides for the technological transformation of the economy, the use of agglomeration effects, the formation of a friendly urban environment for residents and the achievement of socialization of urban space. Results and conclusions. As a result of the analysis and typology of the largest cities by functional specialization, two groups of cities were identified: one group with signs of demographic growth, the second with signs of decline. The cities of the first group have a greater economic potential, opportunities for agglomeration, provide more comfortable living and consolidation of the population on their territory. On the contrary, cities with signs of decreasing have fewer opportunities (resources), are less diversified, the urban environment in them is less comfortable, which is reflected in the citizens’ life quality and is accompanied by the population’s outflow. At the same time, it was revealed that all analyzed cities actively use digital technologies, realizing, in particular, the concept of a «smart city». At the same time, cities with signs of decreasing show high IQ indicators of cities. Taking into account the identified problems, the authors propose promising directions for the development of industrial megalopolises with signs of decline. (shrink)

The article devoted to historiographical analysis of the works of Russian researchers, containing information about the activities of the central party organ that functioned on the territory of Bashkortostan during the rule of N. S. Khrushchev. The new soviet leader was responsible for several relatively liberal reforms in areas of domestic policy. This period of time was characterized by complex socio-political conditions caused by the transition of the internal life of Soviet Russia from Stalin’s version of authoritarianism to Khrushchev’s (...) more liberal policy. Personnel reshuffles in the highest echelon of the central party, which functioned on the territory of Bashkortostan during the ‘thaw‘ of Khrushchev, undoubtedly left their imprint on carrying out the policy in various areas of life in the multinational region. The first secretaries of the Bashkir regional committee of the CPSU were the conductors of the ideas of the leader of the USSR. Khrushchev’s ‘thaw‘ caused unprecedented economic, cultural and social transformations in the life of Soviet Russia and in particular in the Bashkir Autonomous Soviet Socialist Republic. The analytical characteristic of the works is given, the basic tendencies of the researchers on this issue are considered. It is shown that, as a result of changes in the political life of Russia, the main trends in the study of this problem have also changed. (shrink)

The article examines the debate between, on the one hand, the proponents of the position that European reason and logic are universal and therefore the dialogue between West and East will always be unequal and, on the other hand, the advocates of a pluralistic approach, who defend the equality of parties in the dialogue as well as the independence of cultures and ways of thinking in different regions of the world. The author expands the agenda of the debate, appealing to (...) the authors of the book Dialogue of Cultures in a Globalizing World. In addition, the author clarifies the concept of globalization, used by many participants in the discussion, and also formulates his own understanding of philosophy. The author considers philosophy, firstly, as a way of deconstructing reality that has ceased to respond to the challenges of time, secondly, as a process of the creation of schemes defining new reality and objects and, thirdly, as personal and professional methods for solving these problems. The article also discusses the condition of the comprehension of procedural phenomena. Thus, there is a methodological approach that makes possible, according to Kant, to grasp the essence of complex systemic phenomena. Therefore, the author examines a case in which C.G. Jung talks about one of his own child experiences. The author argues that the conditions of the comprehension of processuality are, on the one hand, the formation of a special integrity that is personality and, on the other hand, its actions, which make it possible to assemble the discrete states identified by the researcher into a single process. The personality is considered as the subject who, starting from ancient culture, aims for independent behavior, partially overcomes social and cultural dependence, begins to build his own world and himself in this world. Explanation of inversions in Russian history causes major conceptual problems. The traditionally used conceptual apparatus and its theoretical schemes does not seem to really “grasp” this reality, at best, it only describes the Russian reality to some extent. It simply fails to capture the nature and mechanisms that lie in the specifics of Russian society and its dynamics. Hence, there are widespread conclusions about “pathology,” historical “rut,” constant matrix, and endless reproduction of the “predetermined” characteristics of social life in (...) Russia. However, expanding the conceptual apparatus with a constructive approach, combined with a specific historical approach, makes it possible to single out more than one agent of modernization processes (political elite, merged with state authorities), but at least two - authority and society taken discreetly. From this point of view, the inverse nature of Russian modernization has two causes. One of these is social, associated with the peculiarities of Russian society, where underdeveloped social forces are dominated by the imperious will. The second cause is related to modernization attempts based on external historical experience. However, due to the former cause, these attempts turn out to be premature and ill-conceived, giving rise to new conflicts and deformations in society. Both causes are complementary and intertwined. At the same time, there are general civilizational processes, such as urbanization and formation of a mass society, modernization processes in Russian society, including the formation of national identity. This creates prerequisites for a qualitative change in the development of society. If the main factors of inversion “from top down” are hasty and imitative, then doing things “from bottom up” presupposes slow development of the middle class, which, nevertheless, creates conditions for real mediation. The article analyzes the new conditions and institutions of socio-economic dynamics developing under the influence of COVID-19 and overcoming its consequences. New directions of the macro-management system are actualized by the economic recession that arose under the influence of COVID-19 and the previous depressive rates of economic growth. Social conditions and tensions have predetermined the growth of the state's participation in socio-economic development, the formation of new institutional trends. Transformation of public administration institutions is due to the (...) long-term influence of the characteristics of the information society and the conceptualization of modern sustainable growth in the areas of welfare, poverty reduction, and ecology. In the Russian Federation, a transition is underway to a new form of institutional regulation of socio-economic dynamics based on a system of medium-term strategic planning in the range from the development of key long-term development strategies to the operational management of specific projects. The modern national development goals and their indicators are presented, the existing risks of strategic planning are structured, which require consideration when developing subsequent system solutions. The current principles of the welfare state have been clarified, institutional innovations in the organization of social protection of the population are shown in the context of strategic planning, the interaction of federal and regional authorities in the problem field of social assistance and social insurance of the population. The aim of the paper is to reconstruct the theoretical background and practical meaning of the so called war writings which emerged within the phenomenological movement during the First World War. The author exemplifies it by researching the works of two German representatives of this movement, Max Scheler and Kurt Stavenhagen. He focuses on their application of the phenomenological method to the analysis of Russian national identity, and historical as well as cultural foundations of Russian state. The paper’s main thesis (...) is that the politicization and militarization of phenomenology consisted in both “personalization” and “sociologization” of the phenomenological approach to the problem of the state. While interpreting Scheler’s personalism as an exemplification of the approach to the state as a problem of social ontology, the author reconstructs the theoretical conditions of analyzing the Russian imperial state in terms of the “world.” The focus of the paper is particularly on the phenomenology of, as Scheler put it, Russian collective personality and Russian national consciousness or “soul” as well as on the question of legitimacy of Ukrainian resistance against Russian imperialism. Modern epistemology adopted the idea of historicism, of the historicity of knowledge and the self-consciousness of the cognizer. The research, undertaken within cultural–historical epistemology, also spread in the context of the prevailing tendencies in the sphere of modern epistemology. The specificity of this type of epistemology is related to a special interpretation of the history of cognition. On this interpretation knowledge represents a cultural phenomenon that has an existentially-symbolical meaning for the cognizer. Therefore this type of epistemology returns us to (...) the dimension of knowledge, which has in fact been lost today. It returns us to the original antique notion of knowledge as “good,” as something that changes the person who acquires it. And here in this context comes forth such a feature of knowledge as its integrity. At the turn of the nineteenth and the twentieth centuries, Russian philosophers turned to the problem field of “integral knowledge,” the core of which lies in the unity of the integral and cognitive, which is reflected in the concreteness of knowledge. Such an understanding of knowledge enabled the articulation of a number of ideas that enriched European traditions of socio-humanitarian research and influenced the development of semiotics and structuralism both in Europe and in Russia. The ideas of R. Jakobson that stimulated the structure-semiotic research in the first half of the twentieth century are very well-known to world humanity science. Yet their epistemological potential is related to the idea of the integral knowledge. The epistemological turn towards historicism in semiotics in Russia was accomplished by G. Shpet. Jakobson communicated with Shpet at the Moscow linguistic circle in the 1920s. They both referred to the ideas of Husserl, and, as Jakobson acknowledged himself, he borrowed many ideas from Shpet—in particular, the idea of semiotics. Shpet’s helped implement the idea of “integral knowledge” that opened a perspective of the analysis of knowledge as an open symbolic sign system. This methodological approach appears to be especially topical nowadays in the sphere of humanities, which scientific character does not exclude historicism. The ideas of Russian philosophers, then, provide a productive context immediately as well as long-term prospects for developing the methodology of the humanities. The concepts that prevail in modern methodology accentuate the historical relativity and the outer social determinacy of scientific knowledge. Meanwhile the problem of the cultural–historical status of the humanities and the problem of addressing the idea of “integral knowledge” become increasingly topical and allow the transfer of the epistemological search for the conditions and the landmarks of scientificity. This article examines the issues of social (re)integration in Ukraine, which were actualized during the Russian-Ukrainian war in 2014-2022. The first part of the article is devoted to the consideration of theoretical issues related to the conceptualization of social integration in the social sciences and the role of the state in reproducing social relations. The author assumes that during the last decades, ideas about the role of the state in these processes have changed significantly, which was (...) caused by the departure of the governments of developed democratic countries from the policy of the welfare state. This caused a reorientation of the state towards policies of inclusion, that is, targeted support and assistance to the most vulnerable social strata. The second part of the article is devoted to the consideration of the processes of social integration of migrants and refugees during the war in Ukraine. The author concludes that during the first full-scale invasion, processes of rethinking one's own national identity intensified in Ukrainian society. The armed confrontation and the catastrophic consequences caused by it contributed to the nationwide consolidation of Ukrainians and neutralized socio-cultural differences, which for a long time became the cause of political opposition and electoral divisions. Instead, the long stay of part of the territory and citizens of Ukraine under occupation under conditions of repressive and propaganda pressure, violent mobilization to the armed forces of the self-proclaimed republics and participation in the armed confrontation on the side of the occupiers revealed new divisions between Ukrainians who were on different sides of the front line. These divisions will obviously become an obstacle to the successful reintegration of Ukrainians after de-occupation, which will require a balanced and careful integration policy from the state authorities during the post-war reconstruction. Introduction. The authors clarify and expand the concepts of heterogeneity properties of regional socio-economic and digital spaces. Heterogeneity of space is associated with the regional uneven development and results in their socio-economic and digital differentiation, which, in turn, determines unequal conditions for ensuring the population’s life quality. In the context of the study, heterogeneity of the regional space is defined as a property of uneven spatial development of the Russian Federation’s constituent entities according to the territorial, sectoral, and temporary (...) characteristics that determine and affect the level and quality of life of the population. The citizens’ life quality throughout the country is an absolute priority of economic development at the federal and regional levels. Indeed, only then should we speak of a positive assessment of economic growth when it does not follow the path of the previous inefficient development, but is aimed at achieving a real improvement in people’s wellbeing [3; 4; 17]. Taking into consideration the particular importance of social priorities and their implementation throughout the country, the authors think it necessary to study the properties of the economic space, to determine their impact on the population’s life quality. The aim of the study is to analyze the effect of heterogeneity of the regional socio-economic and digital spaces on the population’s life quality in the Russian Federation’s constituent entities. Methods. To conduct the study, the authors make use of statistical analysis based on the data of the Russian Statistics Agency, Moscow School of Management Skolkovo, Russian Information Agency Rating; content analysis, methods of comparative analysis and positioning of regions. The scientific novelty of the study consists in expanding ideas about heterogeneity of the regional space from the standpoint of the regional socioeconomic situation and the level of their digitalization, which result in differentiating the Russian Federation’s subjects and unequal conditions for the people’s life, to a different extent affecting the population’s life quality throughout the country. In methodological terms, the study is supplemented by a pairwise comparison of the regional space characteristics and the multivariate positioning of regions in the coordinates: socio-economic space - quality of life; digitalization is a quality of life. Results. The authors study the impact of integrated indicators of the socio-economic situation of the regions, their digitalization level on the population’s life quality in the Russian Federation’s constituent entities. At the same time, the authors apply a comparison of various integral nature of the regional space indicators used, as a rule, autonomously, for multi-characteristic typologies (groups of regions I—IV and groups of regions A—D), by means of which a group of the most powerful regions was identified where the life quality is associated with the best socio-economic situation and active digitalization of these regions. Conclusions. It was found that uneven economic and digital territory development leads to interregional differentiation of the population’s life quality, as a result of which the leading regions and the outsider regions are distinguished, characterized by unequal conditions for the citizens’ life. The typology made it possible to identify groups of regions for which selective measures are needed to increase the level and quality of the population’s life. For some regions, the priority is to use their economic potential and new digital technologies, for others, active interregional interaction; the third (the weakest) cannot provide a decent standard of living without profound government support. The very occurrence of post-Soviet Russia necessarily dictates the need to study ideological foundations of its existence. What are they? How did they influence and continue to influence the social well-being of the country: do they corrupt or contribute to the unity of society; do they strengthen Russians in pondering over the historical path of the country's development, or, on the contrary, bring confusion into the souls of people and prophesy trouble? The purpose of the paper is to (...) study the language of everyday life as a kind of mirror reflecting the social well-being of the post-Soviet Russian Federation. The authors conclude that this social value is associated with the prosperity of both individuals and society as a whole, but of primary importance is the preservation of cultural and civilizational identity, sovereignty of the country, and solidarity. In modern conditions, cohesion seems to be the first step to social well-being of the country. (shrink)

The problem of social equality and social inequality is investigated in the light of the concept of justice, the concept of just inequality and unfair equality. The author substantiates the interrelation of justice and equality as concepts and phenomena that are presented in an indissoluble unity and are actually a two-pronged problem. Justice is interpreted by the author as a measure of social equality and social inequality. The author explores the problem of social inequality from (...) the point of view of a materialistic understanding of history, the principle of development and an axiological approach. The concept of natural justice is investigated as the basis of justice established by people, that is, social justice. The legitimacy of the conditional use of the concept of natural justice as a natural right of an individual to use his natural gifts, which under certain conditions of social life activity can be decisive in human life, can give him fair advantages over other members of the society. The natural personal potential of an individual can cause significant differences in the intellectual and spiritual abilities of people, which, in the presence of diligence, determination and appropriate social norms, necessarily generate social inequality in society. Fair inequality does not contradict natural justice. Natural justice is contradicted by unfair inequality. A person by nature has the right to life, freedom and property in compliance with the mandatory norms established in this society. Justice established by people should not contradict natural justice. The validity of the use of the concept of legitimate elite as the most outstanding personalities in various respects, having high achievements and services to society in various spheres of human activity, is substantiated. The purpose of the article is to study the value orientations of student youth in the context of the transformation of national identity and national consciousness in the conditions of Russian armed aggression. The empirical basis of the article was formed by the results of the authors’ sociological research ‘Transformation of National Identity and Consciousness Among Student Youth of Ukraine Under the Influence of Russian Military Aggression’, conducted by employees of the Social Expertise Department of the Institute of (...) Sociology of the National Academy of Sciences of Ukraine, and the secondary analysis of the annual sociological monitoring ‘Ukrainian Society: Public Opinion in Ukraine After 10 Months of War’. The authors empirically confirm the fact of a sharp increase in national consciousness among student youth, who demonstrate a high level of readiness to serve their country, take an active part in public life, and want to be useful to their country during the armed struggle against the aggressor country. In the conclusions, the authors state that in the Ukrainian youth environment among students, a new type of national self-identification is widespread, the basis of which is the interdependence of norms of thinking and ideas about origin. Global processes and changes on a scale previously unknown, the strengthening of the power of world socialism, the class struggle and that for national liberation, the many phenomena, diverse in nature and consequences, of the revolution in science and technology in different socio-economic systems and their impact on the individual, the danger threatening civilization because of the arms race, the growth of means of extermination of human beings and the material conditions for their existence - all of these make (...) the rights of the individual a priority problem in the political and ideological life of our day. The article examines bilinguism from the social and political perspective, discussing such phenomena as the language situation, language policy, language rights. The author defines the concept of a language situation and reveals the features of various types of a bilingual situation: horizontal and vertical bilingualism, balanced and unbalanced bilingualism. The article analyzes the language policy under the conditions of bilingualism and specifies the main points of its possible problematization. Diglossia is analyzed as a factor of language development; special (...) attention is paid to the evolvement of bilingualism in a diglossic situation. The article considers the possible statuses of national languages in a diglossic context and their statuses from the perspective of the balance of political forces. The author models the prospects for the development of national languages in diglossic contexts and analyzes destructive relation of diglossia to language evolution. The article reveals the phenomenon of exoglossia, its demonstrates its negative impact on the language process, the mechanisms of its influence through the education system. The phenomenon of bilingualism is related to the process of the formation of national identity, of the development of various models of diglossia and especially exoglossia. The article discusses language issues arising in the social and political life, determines the conditions of its actualization and aggravation on various historical stages. The author assesses prospects for the development of national languages in the context of globalization, in particular the possibility of the formation of the diglossic situation of the dominance of “global English” over national languages. Any complete understanding of human psychology must take into account that a brain’s actions in the world are mediated by the body it belongs to. In the process of such interaction the human being creates artificial things, structures and mechanisms, such as technology, relationships, and culture. The subjective world is not simply the interactions between neurons at different systemic levels, but the existence of mental contents, which are determined by specific features of a certain domain of reality with which a (...) cognitive agent interacts by means of her actions. It is possible to understand specific features of the subjective world with the conception of the “embodied” and “inactive” cognition. In this framework, the problems of consciousness of consciousness, free will, the possibility of “reading” another mind and constructing mental phenomena are analyzed. If cognitive studies are not used for manipulating humans, and are not means of human degradation they must take into consideration specific features of the human phenomenon: the belonging of the human being to the social world and the world of culture. The development of cognitive studies can lead humans to new levels and contribute to new interpretations of humanism. However, under certain conditions, this development can lead to the death of the human being. This paper shows that some Soviet philosophers and psychologists, during the second half of the twentieth century, anticipated the formulations and solutions of several contemporary key problems in cognitive science before these problems emerged. The article discusess the problem of individual sociality, which developed during the transition from the traditional to the individualized society and become relevant for the knowledge of new social problems in modern society. The article focuses on the concept of sociality, its new properties and new meaning, revealed through its individual dimension. In this regard, the author identifies two types of sociality – collective and individual socialities, indicates the conditions of their development, analyzes their role in the formation (...) of society. Individual sociality is considered as a new form of sociality that emerged as a result of evolution. The article demonstrates the role of individual sociality in the organization of modern sociality, in the formation of society as an individualized society. The author argues that the research of these issues requires a new, individualized social theory. Thus, the description of this theory is presented, the problems that arise before it in the new social cognition are determined. These are primarily the problem of the individualized subject of knowledge, the problem of the individualized language of knowledge, the problem of the individualized method of knowledge and others. Finally, the article highlights the issues facing the new social theory in order to comprehend the development of modern society, the article identifies the social forces that will solve these issues. Thus, one of these social forces is individual intelligence as the main reserve of the creative forces of modern humanity. (shrink)

_The purpose_ of the article is to clarify the most relevant philosophical dimensions of modern patriotism against the background of defending the processes of national identity. _The theoretical basis_ of the study consisted of institutional analysis, synergetic and philosophical-anthropological approaches, as well as existential philosophy and philosophy of applied ethics. Patriotism is seen as a path to self-expression, the world of life, mental self-limitation and self-aggrandizement of modern man. The peculiarities of modern considerations about the philosophical content of patriotism within (...) the framework of its comparison with other value structures, such as cosmopolitanism, liberalism, nationalism, etc., are established. _Originality._ The scientific novelty is that the article for the first time reveals the correlations of patriotism with other ideological and ideological doctrines and systems of political and social worldview, which fix the identity of individuals and groups in the context of ethnic, social or political community. _Conclusions._ The existential dimension of patriotism is based on worldviews of involvement in the local community. Trends in globalization are forcing modern people to "seek refuge" in small communities, or even in a family or other small group. "Local" or "neighborhood" patriotism acquires the character of an expression of involvement in a friend and relative. It almost completely "crosses out" the constitutional and ideological patriotism inherent in the states of the twentieth century. The reorientation of significant philosophical justifications of patriotism in modern conditions provokes a discussion about the spirituality and societal nature of patriotic meanings. In the struggle for the independence of modern Ukraine, we are all witnessing the process of overcoming "state" patriotism "local". This process is very important in the face of opposition to the totalitarian ideology of the Russian aggressor. (shrink)

The socialization of the new man as a creatively active, spiritually rich, and harmoniously developed personality is a goal in our Party's program. Material and nonmaterial cultural values are the forms that the social division of labor takes in its results, which embody qualitatively different forms corresponding to various human needs. Therefore, the question of the emergence of the comprehensively developed human being in communist society is also a question of the social division of labor. The conditions of labor of a developed socialist society are the results of the world historical development of social praxis, in which the subject (...) is not the individual standing alone but "the creativity of the masses," social labor in combination. In this connection the social division of labor in the process of development toward communism must be seen not merely as the condition for production of things differing in the way they are consumed but also primarily as the production of individuals themselves: of their capacities and talents for creative, socially useful labor. The issues related to the multilingual situation in modern Bashkiria are discussed in the article, configuration of multilingualism is given on the basis of extensive and representative data of the latest census. Multilingual issues are discussed in the context of the social functions of philology, as well as a set of measures of a regulatory nature undertaken by the government and society to ensure social, ethno-cultural and inter-ethnic stability. The author believes that the language situation with multilingualism depends (...) on a number of sociolinguistic variables, but the invariant feature of all modifications of multilingualism in Bashkiria should be considered as a factor of the maximum level of language loyalty towards the Russian language. The article underlines the significance of social rights as important constitutional rights of a human being and emphasises the peculiarities of their nature from the point of view of not only national, but also international law. The article presents an analysis of the constitutional doctrine of the protection of guarantees of social rights, which has been formulated by the Constitutional Court of the Republic of Lithuania in the course of considering the issues of reduction of social guarantees—pensions (...) and remuneration, which were determined by the economic crisis. In the Constitutional Court’s jurisprudence the personal right to social security has been construed in the most broad and comprehensive terms. The human rights and freedoms enshrined in the Constitution have been treated as constituting an integrated and harmonious system, and social rights have been interpreted not only as certain obligations of the state to the public, which inter alia are determined by the social purpose of the state, but also as a person’s individual rights, for which judicial defence is guaranteed. Such concept of the said rights has also been influenced by international law, inter alia the jurisprudence of the European Court of Human Rights. Social rights, while being an object of regulation of international law, have been forming the European doctrine of guarantees of these rights and have influenced the concept of these rights in national law. The main attention in the article is devoted to the analysis of the doctrine formulated in the Constitutional Court’s jurisprudence in relation to the correction (limitation) of social rights (payment of pensions and remuneration) under the conditions of economic crisis. In the article the period of formation of this doctrine is divided into two stages: the period of 2002–2006, when the Constitutional Court had to decide regarding the compliance of the legal acts whereby social guarantees had been constricted with the Constitution, and which was caused by the consequences of the so-called Russian economic crisis for the economic development of the state of Lithuania; and the period from 2009 to date, during which the Constitutional Court has been forming the constitutional doctrine of limitation of social rights, which was conditioned by the outcomes of the global economic crisis for the economy of the state of Lithuania. The article raises a question as to whether the constitutional doctrine being formed by the Constitutional Court in relation to the limitation of social rights under the conditions of economic crisis may be assessed as an independent one or whether it still remains to be a separate case of limitation of rights within the general doctrine of limitation of human rights. On the basis of the analysis of the Constitutional Court’s jurisprudence, a conclusion is drawn that the criteria established in the Constitutional Court’s doctrine of limitation of social rights under the conditions of economic crisis are even stricter than the universally recognised criteria for the limitation of human rights in the law of human rights, therefore, it is possible to assess the doctrine of limitation of social rights under the conditions of economic crisis, as formulated by the Constitutional Court during 2009–2012, which is the continuation of the previous doctrine, as an independent doctrine, the basis of which, undoubtedly, remains to be formed by the general principles of limitation of human rights recognised in the law of human rights. The article is not only confined to the analysis of the jurisprudence of the Constitutional Court of the Republic of Lithuania, it also provides examples of construction of the doctrine of social rights (inter alia those influenced by the economic crisis) by certain other constitutional courts. A law is one of the basic concepts of the dialectical materialist conception of determinism as a philosophical theory of the objective interrelationship and mutual conditioning of phenomena in the material and mental world. A law establishes a rigorously determined connection among circumstances, i.e., a totality of derivative components and conditions of their actions and results. By overlooking the existence of two different levels—the concept and the objective reality corresponding to it—some philosophers erroneously interpret Marx's theses concerning the approximateness (...) of the realization of the laws of society. Let us take, for example, Marx's thesis that "In general, in capitalist production general laws are realized in a very confused and approximate way, merely as a prevailing tendency, as a kind of average among constant fluctuations that is never solidly established."1 Some investigators see this as an objectively existing social law in itself, attributing to it an "inexactitude" of operation, variation, and approximation, instead of seeing it as a specific application of a particular law. They thus forget that Marx said, in the Foreword to the very first volume of Capital: "The question does not specifically have to do with a greater or lesser degree of development of the social antagonisms that derive from the natural laws of capitalist production, but rather lies in these laws themselves, these trends, which operate and are realized with iron necessity.". The article discusses the civilizational approach, which was formed in the 20thcentury and has become one of the main research approaches both in Russia and in the Western countries. The author presents a brief overview of the main milestones in the development of civilizational theory and its main representatives in Russia and the West. It is shown that in Russia, the importance of the civilizational approach is caused by the “change of epochs” that occurred after the 1990s and demanded to (...) consider the civilization principles in the social sciences and in the socio-political structure of the country. A brief description of the civilizational theory in the West, which has its own characteristics, not only demonstrates the universality of this scientific method but also reveals both its positive and negative aspects that were identified by the researchers. Although the Russian and Western scholars focus on the specifics of their own situations, they agree that in order to overcome the limitations of the civilizational approach, it is necessary to supplement it with other methods of scientific analysis. Since this article deals with the problems faced by Russia, the author presents the arguments of the Russian researchers, who suggest supplementing the civilizational analysis with the logic of sense, formations, geopolitical, ideological and worldview research approaches. It should be noted that the logic of sense approach is the latest achievement of the philosophical thought and a kind of scientific discovery (authored by A.V. Smirnov). It is concluded that all the supplementing methods find their meaning and place in relation to each other only within the framework of a holistic interdisciplinary approach, which provides a theoretical understanding of a larger set of problems that the country is facing today. The article analyzes the dysfunctional effects of the interaction between the education system and the labor market in modern Russia. It is shown that this problem is being actualized due to the shortage of personnel in particularly important sectors of the domestic economy, and that the existing system of training and retraining of personnel cannot cope with the elimination of the deficit. An administrative survey of Russian faculty conducted by IPEI RANEPA (N=21164) showed that a quarter of Russian faculty assess (...) the employment chances of their graduates as “satisfactory” — and this despite the record shortage of personnel in the domestic labor market. The survey data, supplemented by the graduates’ own view of their employment (qualitative research, ten in-depth semi- structured interviews with students/graduates of Moscow universities), allowed us to draw conclusions about the primary factors preventing the effective use of youth personnel in the interests of the country’s economy. Among the macro-level factors are a lack of a well-thought- out system for converting university graduate competencies into qualifications required in the labor market (both in the humanities and natural sciences), as well as a lack of interregional forecasting of demand for certain specialties; as a result, labor force mobility is reduced. At the micro level, the lack of competencies for a competent job search among young people leads to the loss of valuable time for a career start and ineffective interactions with potential employers. A new national project “Personnel” has the potential to be an effective tool in addressing these challenges. (shrink)

The laws of social development are objective in content and, in contrast to the laws of nature, are manifested and function only through the activity of human beings. The development of all spheres of human activity, in turn, cannot be conceived of as independent of the will, consciousness, moods and beliefs, propensities and preferences of human beings, nor as independent of the effectiveness of forms of social organization, etc. The social specificity of laws of social development (...) in turn defines another feature of these laws, namely, their statistical nature. This is graphically evident in an analysis of the operation of the law of surplus value, the laws of class struggle, or the law of social revolution, especially its operation under the conditions of the contemporary world revolutionary process. We need only point out the variety of nuances in the ultimate results of the operation of the law of social revolution after the Second World War, when socialist countries and countries with a socialist orientation emerged. The article examines the modalities of social development. Reconsidering the history of the evolution of ideas, it can be noted that the development of countries was usually interpreted only in two modalities – evolution and revolution. But the concepts of revolution and evolution – qua states of progress – cannot explain the whole variety of real but unique processes and events, cannot reflect the specifics of the development process in countries of different regions of the world. In the humanities, (...) there is a domination of formal pragmatic ideas that social well-being is determined by the level of the economic and technical base of society, by the total volume of the benefits consumed. However, the state of public consciousness, being a form of the internal state of society, directly affects social well-being. For this reason, the concept of “trauma” is proposed as a term for a specific state, different from a revolutionary or evolutionary one, a state that draws society away from the logic of development and progress. Thus, we should talk about the “trauma society,” which should be understood as the third modality of social development along with evolution and revolution. The trauma state primarily manifests itself in the forms of social self-awareness. Trauma society lacks a clear strategy and understanding of its own prospects. The actions of society are inconsistent in nature and are not able to mobilize resources to overcome destructive processes. Due to that, the traumatic conditions have economic and political consequences. In a trauma society, national specificity is usually either ignored or, contrarily, exaggerated. The degradation of economic and government institutions leads to a merger of power and property. Therefore, the harmonization of public consciousness should be considered as one of the conditions for overcoming the institutional crisis. (shrink)

Georges Gurvitch, from the 1920s to the end of his life, was solving the problem of combining unity and plurality in the justification of society. He believed that individualism and collectivism represented social processes in a limited way because they were based on the preconception that the binding power of law derives respectively from a private or corporate actor's will. Gurvitch contrasted individual law with the social one, which was intended to overcome the opposition between individualism and collectivism. (...) Social law bases on legal sociology's assumption that social interactions as such are already legal relations. This conclusion allows Gurvitch to consider any social interaction as a source of law and to assert legal pluralism as a way of constructing society. The integrity of the latter is a condition for the mutual correlation of the multiplicity of legal regulations generated by internal social interactions into the unified structure of social law. In a holistic approach to comprehending social interactions, Gurvitch, in his Russian-language works in the migr period, uses the philosophical-legal interpretation of sobornost to describe society's integrity. In French- and English-language works from the 1930s, Gurvitch uses the term "totality," which he learned from Marcel Mauss, to describe social integrity. This article compares sobornost and totality as variants of denoting social integrity in Gurvitch's social law doctrine. The researcher determines that Gurvitch, using the concepts of sobornost and totality, interpreted society's development differently, 1) as anti-hierarchical sobornost equality, and 2) as a hierarchical inordination of totalities. Having analyzed the peculiarities of the interpretation of sobornost and totality in Gurvitch's works, the author concludes that these concepts should be considered multilingual equivalents in denoting communal unity as sources of law, which reflect changes in the interpretation of society in Gurvitch's social law doctrine. In 2013-2022, the Ukrainian ethnic group faced numerous external and internal challenges, which were largely the result of its previous historical development and profound transformations in the public consciousness.These changes, in turn, have become a natural reaction to a number of historical processes and phenomena that have taken place in the territory of the people from ancient times to the present. In this article, the author aims to analyze some factors of stress genesis of the ethnic legal mentality of the (...) Ukrainian ethnic group and show their impact on the content of its behavioral stereotypes. The methodology of this study is comprehensive and is based on socio-philosophical and philosophical and legal analysis of behavioral attitudes of Ukrainians in the field of legal understanding.Results. In the course of analyzing the scientific works of a number of researchers, we found that during its historical existence, the Ukrainian ethnic group has experienced a number of events, phenomena and processes of objective reality, which led to the transformation of the content of its behavioral stereotypes. Factors of stress genesis can be divided into endogenous and exogenous. Exogenous sources of Ukrainian ethnopsychologists include, for example, continuous invasions of various aggressors (Tatar, Polish, Russian, German) and various attempts to acculturate Ukrainians.According to them, endogenous factors include various migration processes that have generated marginality and betrayal by Ukrainian leaders of their people. In the future, the established guidelines play or may play a destructive role in the process of nationbuilding.Conclusions. We found that the stress genesis of domestic political and legal can be defined as the process of creating political and legal mentality of the Ukrainian ethnos under the influence of events, phenomena, processes of its sociohistorical development, as well as factors of geographical location and environmental conditions. community and, as a consequence, cause transformations in the content of its guidelines. In addition, the border situation of Ukrainian lands, long statelessness of the ethnic group, serfdom in the homeland and other factors of socio-historical development of the national ethnic group have led to the emergence or deepening in the people’s consciousness such destructive stereotypes as anarchism, legal nihilism, freedom “, absenteeism and civic passivity, deep corruption traditions and nepotism, low status of state property, etc. (shrink)

A borderline situation, causing a person to realize the proximity of his death, actualizes the always potentially present threat of his own death. Currently, such a total borderline situation for the Ukrainian people is the war, the consequences of which are a huge number of personal and social problems that need to be solved. Awareness of their essence, in my opinion, is facilitated by a thorough acquaintance with the teaching of K. G. Jung about the archetypes of the collective (...) unconscious. After all, the war situation into which Ukraine was plunged by the aggressive policy of the russian federation, being in its essence a destructive and dark force, is currently liberating, in other words, activating the archetype of the Shadow, the manifestations of which, on the one hand, deny the ontological perspectives of humanity in general, and on the other, cause spread of violent acts in the family, community, society, in particular. In view of the stated and outlined purpose of this study, which consists in elucidating the essence and manifestations of the archetype of the collective unconscious Shadow, the realization of which was caused by the border situation of the war. Achieving the set goal will contribute, on the one hand, to the expansion of the epistemological boundaries of consciousness, aimed, in particular, at elucidating the components of the unconscious, and on the other hand, to the application of psychoanalytical knowledge by social work specialists called to minimize the consequences of boundary situations for the individual/family in community (for example, it is about the implementation of measures to prevent violence in the family, etc.). During the study, the following important points were highlighted. First, the war caused the release of the dark forces of the self-personality of Ukrainians, the realization of which covers two opposite directions: 1) negative, carried out through projections as resistance to moral control (violence in the family); 2) positive due to the conscious use of dark aspects of the self (combat actions of Ukrainian soldiers). Secondly, the urgent problem of displacing the dark forces of the self-personality of Ukrainians actualized by the border situation of the war in conditions of peace is realized. Thirdly, the war, affecting the consciousness and self-awareness of Ukrainians, at the end predicts the possibility of a conscious return from Darkness to Light. (shrink)

The relationship between the individual and society is the leitmotif of Georges Gurvitch’s work. Beginning from the early Russian-language books on the philosophy of law and ending with the works on sociology published in France and the USA at the final stage of his career, Gurvitch studied the individual person and collective units as interacting sides of the collective social subject. He sought to overcome the struggle between individualism and collectivism which found its ideological expression in the rivalry of (...) the French (Emile Durkheim) and German (Max Weber) schools of sociology. Gurvitch formulated the concept of society as dynamic interaction and mutual determination of the individual and collective unit. In his Russian-language works, written before his emigration, he maintained that it was in the sphere of law that one could determine how the individual and society mutually condition each other and determine the direction of social development. In the late 1920s and early 1930s in his teaching on social law, Gurvitch formulated the concept of sociability which enabled him to focus attention not on the confrontation, but on the interaction of the individual and society. In the concept of “normative fact” he defined the being of society and embodied the dialectical interaction between singularity and multitude. In the late 1930s in his teaching on microsociology, he introduced criteria of sociability, recording individual (intensity of the fusion of individual minds) and collective (the force of social pressure) aspects of the process of social development. Proceeding from these criteria Gurvitch developed a gradation of sociability, expressing it in the scheme “mass — community — communion” which enabled him to analyse the formation of collective units and determine the features of their existence. In his article “Mass, Community, and Communion” (1941) he presented the forms of sociability which enabled him to describe the mutual conditioning of individuals and collective units. Gurvitch’s article spells out the key principles of his philosophy and sociology of law which overcome individualism and collectivism in his account of society. (shrink)

This cycle is such that seven-year-old children entering school today will attain the age of most active yield only in the next millennium. In the year 2000 they will be 32 or 33.
