Archival codes of ethics currently substitute lists of rules for moral guidance, possibly worsening a lack of societal respect for archives and archivists. This paper recommends the adoption of principal precepts to guide archivists in unfamiliar situations and to enhance the professionalization of archival enterprise. These principal precepts are confidentiality, dissociation, veracity, and "avoidance of the irreversible." Adoption of these precepts will move archival enterprise toward meriting the "Public Trust" and acceptance as a "trust profession.".

People may differ as to the relative importance or the very existence of specific rights, and there are no generally accepted methods for the rational resolution of such disagreements. These difficulties can be avoided if proposed social changes are discussed with respect to a generally accepted end, rather than with respect to a set of rights. In earlier works, I have argued that it is useful to think of much scientific activity, particularly in experimental sciences, as involving the operation of distributed cognitive systems, as these are understood in the contemporary cognitive sciences. Introducing a notion of distributed cognition, however, invites consideration of whether, or in what way, related cognitive activities, such as knowing, might also be distributed. In this paper I will argue that one can usefully introduce a notion of distributed cognition without attributing other (...) cognitive attributes, such as knowing, let alone having a mind or being conscious, to distributed cognitive systems. Talk of a “genetic program” has become almost as common in cell and evolutionary biology as talk of “genetic information”. But what is a genetic program? I understand the claim that an organism’s genome contains a program to mean that its genes not only carry information about which proteins to make, but also about the conditions in which to make them. I argue that the program description, while accurate in some respects, is ultimately misleading and should be abandoned. After that, (...) I sketch an alternative framework which is better suited to capturing the full informational nature of genes. This framework is centered on the notion of a signaling game, as originally developed by David Lewis, but expanded upon considerably by Brian Skyrms in more recent years. On the view I develop, genes turn out to be the producers and consumers of regulatory or developmental information, rather than entities encoding such information. This finding has consequences that link up with a broader debate in the philosophy of biology concerning inheritance systems. I take this to be one form of theoretical payoff that results from applying the signaling games framework to genes. (shrink)

Husserl has finally begun to be recognized as the precursor of current interest in intentionality — the first to have a general theory of the role of mental representations in the philosophy of language and mind. As the first thinker to put directedness of mental representations at the center of his philosophy, he is also beginning to emerge as the father of current research in cognitive psychology and artificial intelligence.

Turning around and changing an organization's culture does not happen by chance. The purpose of this paper is to offer insights into what is needed for an organization to successfully transform itself from a culture and experience that does not support individual ethical behavior. The recent bond trading scandal at Salomon Brothers will be used to demonstrate that a successful ethical turnaround does not just happen spontaneously. In particular, we argue that new leadership, altering policies, structure, behavior, and beliefs are (...) paramount to successfully change to an organizational culture that supports ethical behavior. This paper critically appraises the applied action-guide approach to bioethics and finds it wanting in two ways: it is tethered to a social contract view of the doctor-patient relationship that is largely incompatible with experiences of illness and care; and, as a formalist doctrine, it lacks critical edge and tends toward accommodationism. An alternative approach is recommended that involves interpreting moral experience by means once associated with the rhetorical arts — practical reasoning, hermeneutics, casuistry, and thick description.

Among philosophers, Don Campbell is best known for his naturalistic, evolutionary approach to epistemology. There can be no doubt, however, that he was a thoroughgoing naturalist in all matters, even though he seems to have had little interest in exploring naturalism as a general philosophical position. He was professionally more interested in the origins and workings of knowledge producing social systems. I am interested in these things too, but also naturalism in general. So my tribute to Don will be to (...) present some aspects of a generalized naturalism that I hope he would have liked. Campbell's naturalism, like his epistemology, would be evolutionary, but, like his realism, would be more. It would be hypothetical, a posit, and not a first principle. There are two strategies for engineering species for conservation purposes, de-extinction and gene drives. Engineering species for conservation purposes is not in principle wrong, and on common criteria for assessing conservation interventions there may well be cases in which de-extinction and gene drives are evaluated positively in comparison to other possible strategies. De-extinction is not as transformative a conservation technique as it initially appears. It is largely dependent, as a conservation activity, upon traditional conservation practices, such as captive breeding programs, (...) species reintroductions, and habitat improvement and protection. In contrast, gene drives have the potential to significantly restructure how conservation problems are framed and approached. Green (bio)Early in 1995, the National Human Genome Research Institute (then known as the National Center for Human Genome Research) began a novel experiment. It established the Office of Genome Ethics in its Division of Intramural Research (DIR). An extramural “ELSI” funding program for research on the ethical, legal, and social implications of the Human Genome Project had been in existence (...) since 1990, and a joint Department of Energy, NIH Working Group to consider larger policy issues raised by the genome project had also been in existence since that date. But the establishment of the Office of Genome Ethics was the first effort to provide an in-house ethics service for the several hundred NHGRI genetic researchers working on the NIH campus.The experiment was also novel by NIH standards. The Clinical Center, which serves all NIH research institutes as a patient-care facility, has long had a bioethics program, but, to my knowledge, none of the 23 other institutes, centers, or divisions of the NIH had ever developed an ethics program to assist its on-campus researchers in identifying and addressing the ethical issues arising from their research. Behind this initiative lay the commitment to ethics in genetic research shared by Francis Collins, Director of NHGRI, Jeff Trent, Scientific Director of the Division of Intramural Research, and other senior scientists and administrators of the Institute.I was fortunate to be asked to serve as Director of this office. My previous experience in the federal context was limited. I had served on many NIH study sections and for a nine-month period had been a member of the Human Embryo Research Panel, but none of this amounted to an “insider’s view” of government bioethics. The preponderance of my bioethics career had transpired in the university and medical school/medical center environment.Because I had to continue to fulfill many Dartmouth commitments, I agreed to serve on an interim and half-time basis (one week in Bethesda; one week at home) for an 18-month period. I was assisted in maintaining this schedule by the appointment of a deputy, Mathew Thomas, a recent bioethics graduate of Duke University, who would serve on a full-time basis and provide continuity for our [End Page 181] work.
