In Causes, Laws, and Free Will, Kadri Vihvelin argues that we can have free will even if everything we do is predictable given the laws of nature and the past. The belief that determinism robs us of free will springs from mistaken beliefs about the metaphysics of causation, the nature of laws, and the logic of counterfactuals.

Determinism is a claim about the laws of nature: very roughly, it is the claim that everything that happens is determined by antecedent conditions together with the natural laws. Incompatibilism is a philosophical thesis about the relevance of determinism to free will: that the truth of determinism rules out the existence of free will. The incompatibilist believes that if determinism turned out to be true, it would also be true that we don't have, and have never had, free will. The (...) compatibilist denies that determinism has the consequences the incompatibilist thinks it has. According to the compatibilist, the truth of determinism does not preclude the existence of free will. (Even if we learned tomorrow that determinism is true, it might still be true that we have free will.) The philosophical problem of free will and determinism is the problem of understanding, how, if at all, the truth of determinism might be compatible with the truth of our belief that we have free will. I have argued that even if time travel is metaphysically possible, there are some things a time traveler would not be able to do. I reply here to critics who have argued that my account entails fatalism about the past or entails that the time traveler is unfree or that she is bound by “strange shackles.” My argument does not entail any sort of fatalism. The time traveler is able to do many of the things that everyone else can do (...) and is as free as any non-time-traveler. The time traveler is constrained only as we all are by the laws of nature. My argument shows only how strangely those constraints must operate if those laws permit time travel. (shrink)

While empirical studies of research ethics and integrity are increasingly common, few have aimed at national scope, and even fewer at current results from Central and Eastern Europe. This article introduces the results of the first national research integrity survey in Estonia, which included all research-performing organisations in Estonia, was inclusive of all disciplines and all levels of experience. A web-based survey was developed and carried out in Estonia with a call sent to all accredited Estonian research institutions. The results (...) indicate that the vast majority (89%) of respondents consider research ethics and integrity issues important and view falsification, fabrication, and plagiarism (FFPs) as the most severe forms of misconduct. Self-reporting of FFPs is generally comparable to levels published in other studies (6.2%). Gift authorship (41%) and hampering the work of a colleague (32%) were problematic practices most noticed among colleagues. At the same time, two of the noticed questionable research practices (QRPs) – salami-slicing and misuse of research funding – were seen as less severe, hinting at the existence of counter-norms that career advancement rules and structural factors like funding policies may encourage. The availability of research ethics and integrity guidelines was considered good. Ethical aspects of studying potentially stigmatising data in a very small research community are discussed in the article and results are analysed through counter-norms and normative dissonance frames. The rapid advancement of digital technologies and the evolving demands of the labour market have triggered transformative changes in the education and training landscape. In the era of cutting-edge technologies and digitalisation, traditional industry processes have been revolutionised, giving rise to new occupational profiles. Consequently, young talents entering the workforce need new competencies to cope with the infusion of rapid changes in technology. To address this, the integration of digital technologies in Technical and Vocational Education and Training (TVET) plays a (...) pivotal role in preparing individuals for Industry 4.0. The recent COVID-19 pandemic has further accelerated online and remote learning adoption, underscoring the imperative of digitalisation in TVET. The objective of this study is to identify strategies for technical TVET instructors to select content that is Industry 4.0 fit and can be implemented in TVET settings. Supported by evidence-based experts' recommendations, this study delves into instructional design strategies to enhance the quality of TVET in shaping Industry 4.0 ready talents. Developed through the consensus collective consensus, the model takes shape through the Nominal Group Technique (NGT) and Interpretive Structural Modelling (ISM) approach and involves nine experts, with each having more than ten years of experience in mechanical and manufacturing-related diploma programmes from both public and private TVET institutes in Malaysia. These experts have a wealth of experience and bring diverse perspectives, contributing from varied portfolios, which include curriculum development, assessment, media, industry advisor to institute, teacher training, and management. The findings revealed six prioritised strategies to be focused on. These strategies converged into three themes: industry-relevant work process-oriented, bite-size and flexible, as well as focus on the higher cognitive domain. The study offers a practical solution and reference for TVET practitioners in selecting content to ensure the talents are Industry 4.0-ready. (shrink)

This chapter proposes an approach to the free will/determinism problem that addresses the issue of whether the apparent conflict between free will and determinism is real or not. According to common sense, man has free will; when a person makes a choice, he or she indeed has the choice thought to be had. However, who is to say that the choices one makes are not predetermined? For all we know, determinism might be true. Common sense either is not aware of, (...) or does not take seriously, the thought of determinism. Nevertheless, as soon as a philosopher explains the thesis of determinism, common sense sees the problem: the truth of determinism means the absence of free will. (shrink)

The Consequence argument is an argument from plausible premises–our lack of causal power over the laws and past–to an implausible conclusion: that if determinism is true, we are equally powerless with respect to the future. What the compatibilist needs is a theory of counterfactuals that preserves the links between counterfactuals, causation, and the natural laws in a way that supports our commonsense belief that we have the power to make a causal difference to the future but no such power with (...) respect to the past. Lewis’s critique of the Consequence argument was based on his theory of counterfactuals and his analysis of causation as a counterfactual relation between particular events. He argued that, at a world that is deterministic in the way that ours might be, counterfactuals are temporally asymmetric in a way that matches the contingent temporal asymmetry of cauation. So it is not surprising, but only to be expected, that the past is causally closed while the future is causally open. If this worked, it would be just what the compatibilist needs. But it doesn’t work. There is an argument, due to Tooley and recently endorsed by Wasserman, that a fundamental feature of Lewis’s theory of counterfactuals is inconsistent with the metaphysical possibility of time travel and backwards causation. If this is right, then Lewis’s response to the Consequence argument fails. I endorse this conclusion, but argue that there is a better theory of counterfactuals–a theory that leaves open the metaphysical possibility of time travel to the past and backwards causation. The object of study in the present article is birds, more precisely the sounds of birds as they are represented in Estonian nature writing. The evolutionary and structural parallels of bird song with human language are reviewed. Human interpretation of bird sounds raises the question, whether it is possible to transmit or “translate” signals between the Umwelts of different species. The intentions of the sender of the signal may remain unknown, but the signification process within human Umwelt can still be (...) traced and analysed. By approaching the excerpts of nature writing using semiotic methodology, I attempt to demonstrate how bird sounds can function as different types of signs, as outlined by Thomas A. Sebeok. It is argued that the zoosemiotic treatment of nature writing opens up a number of interesting perspectives that would otherwise remain beyond the scope of traditional literary analysis. (shrink)

The free will debate is a modal one--if determinism is true, can agents ever do other than what they do? Compatibilists have tried to show that statements about what an agent could have done are deductible to statements about what she would have done if certain conditions had obtained. But recent developments in modal logic and the logic of counterfactuals provide arguments that no such analysis can succeed. There is in the literature no satisfactory reply to these arguments, and some (...) compatibilists have retreated to the position that freedom in the sense worth wanting does not require being able to do otherwise. I argue that this retreat is both misguided and unnecessary. ;In Chapter One I examine a formal modal argument which Ginet and van Inwagen offer as a reconstruction of the reasoning that people actually use in concluding that determinism and freedom are incompatible. Although the argument has a form that is valid in the standard modal logics, I show that it is not valid for the kind of necessity at issue. ;If a causally determined agent were to do otherwise, either the past or the laws would be different. In Chapter Two I show that this does not commit the compatibilist to the claim that determined agents can change the laws or the past. ;The incompatibilist argues that deterministic laws prevent us from exercising any ability other than the one we in fact exercise. In Chapter Three I argue that abilities are a species of capacity, that capacities are not dispositions, and that determined agents are ordinarily able to exercise unexercised abilities. ;Frankfurt and Dennett claim to have counterexamples to the thesis that responsibility and the kind of freedom worth wanting require being able to do otherwise. In Chapters Four and Five I explain why their cases do not undermine the traditional debate. They are right in thinking that much of what we value about freedom is what distinguishes us from less complex parts of nature--our psychological abilities. But they are wrong in thinking that it doesn't matter whether we are able to do otherwise. (shrink)

The expression “common good” usually conjures up benevolent associations: it is something to be desired, a worthy goal, and it would be a brave person who declared he or she was against the common good. Yet modern times have taught us to be critical and even suspicious of such grand rhetoric, leading us to query what lies behind this ambitious notion, who formulates what it stands for, and how such formulations have been reached.

The Human Genome Project and the related research and development activities have raised heated discussions around some very basic ethical and social issues. A much debated concern is that of justice in human genetic research and in possible applications, especially pertaining to questions of just benefit-sharing - who and based on what sort of argumentation has the right to require benefits arising from research and discoveries, and what can even be considered as benefits? In what follows I will be examining (...) and clarifying the notion of benefit-sharing by focusing on its justifications. I will argue for certain qualifications and limitations in using this concept in specific and universal contexts. (shrink)

The traditional debate between compatibilists and incompatibilists was based on the assumption that if determinism deprives us of free will and moral responsibility, it does so by making it true that we can never do other than what we actually do. All parties to the debate took for granted the truth of a claim now widely known as "the principle of alternate possibilities": someone is morally responsible only if he could have done otherwise. In a famous paper, Harry Frankfurt argued (...) that the principle of alternate possibilities is false. I argue that Frankfurt's argument rests on a modal fallacy. (shrink)

There is one important point about which Fischer and I are in agreement. We agree that determinism is compatible with moral responsibility. We disagree about the best way of defending that claim. He thinks that Frankfurt's strategy is a good one, that we can grant incompatibilists the metaphysical victory while insisting that we are still morally responsible. I think this a huge mistake and I think the literature spawned by Frankfurt's attempt to undercut the metaphysical debate between compatibilists and incompatibilists (...) is a snare and a delusion, distracting our attention from the important issues. To provide basic health care services in rural areas is one of the major challenges for developing countries like Bangladesh because of lack of infrastructures and unavailability of qualified medical doctors in the villages. Telemedicine viewed as a new way of offering health care services that has the potential to overcome this problem. Author is a member of extended group at Dhaka University (DU) which has been developing telemedicine equipment and data acquisition software to promote telemedicine practice in Bangladesh. PC (...) based ECG equipment, Digital stethoscope, Digital microscope, Digital X-ray view box and some other essential medical equipment was developed for telemedicine services. The data acquisition software establishes an easy and appropriate patients to doctor interaction through a trained operator in a remote center that involve management and arrangement of consultation of a chosen and agreeing doctor by a patient. Upon establishing audio-visual connection between patient and doctor relevant physiological data from different diagnostic instruments will be uploaded securely in a dedicated web server which can be viewed real time using unique patient/doctor ID and password. Recently the Telemedicine group of DU and a local NGO named SAMAMA with support from Service innovation fund (SIF) of Prime Minister Office (PMO) of Bangladesh took the initiative to establish eight rural telemedicine centers and one expert center for the field trial of telemedicine in Bangladesh. The aim of this paper is to examine the ethical challenges of such health care system and our effort to overcome those problem before starting the field trial. (shrink)

Causation is defined as a relation between facts: C causes E if and only if C and E are nomologically independent facts and C is a necessary part of a nomologically sufficient condition for E. The analysis is applied to problems of overdetermination, preemption, trumping, intransitivity, switching, and double prevention. Preventing and allowing are defined and distinguished from causing. The analysis explains the direction of causation in terms of the logical form of dynamic laws. This article focuses on healthcare ethics discussions in Estonia. We begin with an overview of the reform policies that the healthcare institutions have undergone since the region regained independence from the Soviet Union in 1991. The principles of distributing healthcare services and questions regarding just what ethical healthcare should look like have received abundant coverage in the national media. An example of this is the exceptionally public case of V—a woman with leukemia whose expensive drugs the national health insurance fund (...) refused to compensate. In our subsequent discussion, we focus on a grand-scale local healthcare and research project—the Estonian Genome Project—that attempts to include 1 million DNA samples into one database. (shrink)
