We present a one per cent measurement of the cosmic distance scale from the detections of the baryon acoustic oscillations in the clustering of galaxies from the Baryon Oscillation Spectroscopic Survey, which is part of the Sloan Digital Sky Survey III. Our results come from the Data Release 11 sample, containing nearly one million galaxies and covering approximately 8500 square degrees and the redshift range 0.2 < z < 0.7. We also compare these results with those from the publicly released (...) DR9 and DR10 samples. Assuming a concordance Λ cold dark matter cosmological model, the DR11 sample covers a volume of 13 Gpc3 and is the largest region of the Universe ever surveyed at this density. We measure the correlation function and power spectrum, including density-field reconstruction of the BAO feature. The acoustic features are detected at a significance of over 7σ in both the correlation function and power spectrum. Fitting for the position of the acoustic features measures the distance relative to the sound horizon at the drag epoch, rd, which has a value of rd,fid = 149.28 Mpc in our fiducial cosmology. We find DV = at z = 0.32 and DV = at z = 0.57. At 1.0 per cent, this latter measure is the most precise distance constraint ever obtained from a galaxy survey. Separating the clustering along and transverse to the line of sight yields measurements at z = 0.57 of DA = and H =. Our measurements of the distance scale are in good agreement with previous BAO measurements and with the predictions from cosmic microwave background data for a spatially flat CDM model with a cosmological constant. © 2014 The Author Published by Oxford University Press on behalf of the Royal Astronomical Society. This brief 1994 book review essay (5500 words) examines Telford Taylor's memoir, The Anatomy of the Nuremberg Trials (1992). The review is a personal one, set against two things - the author's work, while reading Taylor's memoir, in Iraq for Human Rights Watch leading a forensic team excavating Kurdish victims of the 1988 al-Anfal campaign, and the diplomatic discussions leading to the formation of the International Criminal Tribunal for Yugoslavia. The essay argues that the Nuremberg trials, according to Taylor, had (...) a certain deflationary emotional affect - deliberately ratcheting down the emotions of what had occurred to the limited world of the courtroom. It was able to do that because the WWII allies had been willing to pay the price of victory and had 'earned' the right to conduct a trial. The Yugoslavia tribunal, by contrast, and at that time, was premised on a claim to universal justice that did not depend upon the willingness of its sponsors to intervene in the slaughter in the former Yugoslavia. "Nuremberg was a lovely hood ornament," said one of the author's unnamed sources, a senior European military judge advocate, "on the ungainly vehicle that liberated Western Europe, but it was not a substitute for D-Day.". Radio Frequency Identification (RFID) is quickly growing in its applications. A variety of uses for the technology are beginning to be developed, including chips which can be used in identification cards, in individual items, and for human applications, allowing a chip to be embedded under the skin. Such chips could provide numerous benefits ranging from day-to-day convenience to the increased ability of the federal government to adequately ensure the safety of its citizens. However, there are also valid concerns about the (...) potential of this technology to infringe on privacy, creating fears of a surveillance society. These are concerns that must be addressed quickly, with sensitivity to individual interests and societal welfare, allowing humanity to reap the benefits of convenience and safety without paying an unacceptable price in the loss of privacy. Hunger continues to be one of humanity's greatest challenges despite the existence of a more-than-adequate global food supply equal to 2,800 kilocalories for every person every day. In measuring progress, policy-makers and concerned citizens across the globe rely on information supplied by the Food and Agriculture Organization (FAO), an agency of the United Nations. In 2010 the FAO reported that in the wake of the 2007–2008 food-price spikes and global economic crisis, the number of people experiencing hunger worldwide since (...) 2005–2007 had increased by 150 million, rising above 1 billion in 2009. However, in itsState of Food Insecurity in the World 2012(SOFI 12) the FAO presented new estimates, having revamped its methods and reinterpreted its hunger data back to 1990. The revised numbers for the period 1990–1992 to 2010–2012 reverse the trend to a steadily falling one. Based on the FAO's new calculations, extreme undernourishment peaked in 1990 at a record-breaking one billion, followed by a significant decline through 2006, when progress stalled but did not reverse (see chart below). Nuclear power has never been free from the stifling involvement of government. Heavy regulation has reduced the ability of entrepreneurs to develop and provide new means for the generation of energy using nuclear fuel. The strict parameters dictated by government officials are based upon outdated technology, an improper regulatory philosophy, and preclude innovation in nuclear power generation. Anti-market environmentalists misunderstand the implications of a free market in nuclear power and argue against it based on problems that are actually caused by (...) government involvement. Our position is neither for nor against nuclear power. We advocate a hands-off policy where the nuclear industry is left to its own devices, free from governmental regulations and subsidies: free to succeed or fail on its own. Thus, our position is neither right-wing conservative (removing regulations), nor left-wing liberal (removing subsidies). Very much to the contrary of both positions, we propose a free-market in nuclear power. (shrink)

Is non-cognitivism compatible with minimalism about truth? A contemporary argument claims not, and therefore that moral realists, for example, should take heart from the popularity of semantic minimalism. The same is said to apply to cognitivism about other topics—conditionals, for example—for the argument depends only on the fact that ordinary usage applies the notions of truth and falsity to utterances of the kind in question. Given this much, minimalism about truth is said to leave no room for the view that (...) the utterances concerned are non-cognitive in nature. (shrink)

A number of writers have been attracted to the idea that some of the peculiarities of quantum theory might be manifestations of 'backward' or 'retro' causality, underlying the quantum description. This idea has been explored in the literature in two main ways: firstly in a variety of explicit models of quantum systems, and secondly at a conceptual level. This note introduces a third approach, intended to complement the other two. It describes a simple toy model, which, under a natural interpretation, (...) shows how retrocausality can emerge from simple global constraints. The model is also useful in permitting a clear distinction between the kind of retrocausality likely to be of interest in QM, and a different kind of reverse causality, with which it is liable to be confused. The model is proposed in the hope that future elaborations might throw light on the potential of retrocausality to account for quantum phenomena. (shrink)

Free market environmentalists believe that the extension of private property rights and market transactions is sufficient to address environmental difficulties. But there is no invisible hand operating in markets that ensures that environmentally sound practices will be employed just because property rights are in private hands. Also, liability laws and the court systems cannot be relied upon to force polluters to internalize the social costs of pollution. Third, market prices do not provide an objective measure of environmental matters. In a famous paper in Noûs in 1979, John Perry points out that action depends on indexical beliefs. In addition to “third-person” information about her environment, an agent need “first-person” information about where, when and who she is. This conclusion is widely interpreted as a reason for thinking that tensed claims cannot be translated without loss into untensed language; but not as a reason for realism about tensed facts. In another famous paper in the same volume of Noûs, Nancy Cartwright (...) argues that action requires that agents represent their world in causal terms, rather than merely probabilistic terms: for, Cartwright argues, there’s a distinction between effective and ineffective strategies, that otherwise goes missing. This is widely taken as a reason for thinking that causal claims cannot be translated without loss into merely probabilistic claims; and also – in contrast to Perry’s case – widely regarded as a reason for realism about causation. In this paper I ask whether the latter conclusion is compulsory, or whether, as in Perry’s case, the need for causal beliefs might merely reflect some “situated” aspect of a decision-maker’s perspective. This essay defends the asymmetry between the badness of spontaneous and induced abortions in order to explain why anti-abortionists prioritize stopping induced abortions over preventing spontaneous abortions. Specifically, it argues (1) the distinction between killing and letting-die is of more limited use in explaining the asymmetry than has sometimes been presumed, and (2) that accounting for intentions in moral agency does not render performances morally inert. Instead, anti-abortionists adopt a pluralist, nonreductive account of moral analysis which is situated against a (...) backdrop that sees the limits of our ability to control the process of fertility as themselves valuable. Although this view is complex, the paper concludes by arguing that it has the advantage of explaining features of the anti-abortion outlook that have sometimes been overlooked. First, it accounts for why the pre-Roe regime of abortion restrictions primarily imposed penalties on doctors who induced abortions rather than the women who seek them. Second, it explains why the advent of ectogestation will not prompt anti-abortionists to compromise on ‘disconnect abortions,’ which putatively let the embryo die by extracting it from the mother’s womb. In barely the space of one generation, Athens was transformed from a conventional city-state into something completely new--a region-state on a scale previously unthinkable. This book sets out to answer a seemingly simple question: How and when did the Athenian state attain the anomalous size that gave it such influence in Greek politics and culture in the classical period? Many scholars argue that Athens's incorporation of Attica was a gradual development, largely completed some two hundred years before the classical era. (...) Anderson, however, suggests that it is not until the late sixth century that we see the first systematic attempts by the Athenian polis to integrate all of Attica. Anderson first takes issue with the prevailing view of Cleisthenes' landmark political reforms of 508-7 b.c., arguing that they were animated by a more comprehensive vision of regional political community in Attica. The Athenians' strengthened the state by establishing institutional mechanisms that would allow inhabitants of the Attic periphery to participate as never before in the life of the center. The creation of a suitable physical setting for the new order was accompanied by religious, military, and symbolic innovations. Regional participation in Athenian affairs was stimulated by encouraging the Attic populace to imagine themselves, for the first time ever, as members of a single, like-minded, self-governing political community. Studies in Empirical Philosophy was published in 1962 shortly after Anderson's death and had been prepared by him to include most of his published articles from the Australasian Journal of Philosophy and Psychology. It also includes a couple of articles written especially for the book. It remains the main published source of material on Anderson's systematic philosophy. John Passmore has kindly granted permission for his introduction to be included in this new release. John Anderson (1893-1962) was Challis (...) Professor of Philosophy at the University of Sydney from 1927 until 1958. He is generally regarded as the most important philosopher to have worked in Australia. His students included not only academic philosophers but also important figures in politics, law and journalism. His impact upon Sydney's social and cultural life was enormous. (shrink)

Summary: Contemporary writers often claim that chaos theory explains the thermodynamic arrow of time. This paper argues that such claims are mistaken, on two levels. First, they underestimate the difficulty of extracting asymmetric conclusions from symmetric theories. More important, however, they misunderstand the nature of the puzzle about the temporal asymmetry of thermodynamics, and simply address the wrong issue. Both of these are old mistakes, but mistakes which are poorly recognised, even today. In the profession of nursing, whiteness continues to be deeply rooted because of the uncritical recognition of the white racial domination evident within the ranks of nursing leadership. White privilege is exerted in its ascendency and policy-making within the nursing discipline and in the Eurocentric agenda that commands nursing pedagogy. While attention to antiracism has recently increased, antiracism pedagogy in nursing education is nascent. Pedagogical approaches in the nursing profession are essential. Because it encompasses the strategies used to transmit the (...) science in how nurses practice and teach, which has predominantly been informed using a Eurocentric lens. This paper presents a literature review on antiracist pedagogy in nursing education, discussing how nurse educators can integrate antiracism pedagogy in nursing education, highlighting examples presented by the authors. Key terms related to antiracism are reviewed. The resultant themes from the literature review include resistance to antiracist pedagogy, managing emotional responses, and supporting transformative learning using an antiracist approach. The primary implementation of Eurocentric pedagogical approaches whiteness pervasive in nursing education must be uprooted. Antiracist and other antioppressive learning approaches must be embraced to understand the insidiousness of racial inequities and its power in sustaining structural oppression in nursing academia. One of the most foundational and continually contested questions in the cognitive sciences is the degree to which the functional organization of the brain can be understood as modular. In its classic formulation, a module was defined as a cognitive sub-system with nine specific properties; the classic module is, among other things, domain specific, encapsulated, and implemented in dedicated neural substrates. Most of the examinations—and especially the criticisms—of the modularity thesis have focused on these properties individually, for instance by finding (...) counterexamples in which otherwise good candidates for cognitive modules are shown to lack domain specificity or encapsulation. The current paper goes beyond the usual approach by asking what some of the broad architectural implications of the modularity thesis might be, and attempting to test for these. The evidence does not favor a modular architecture for the cortex. Moreover, the evidence suggests that best way to approach the understanding of cognition is not by analyzing and modelling different functional domains in isolation from the others, but rather by looking for points of overlap in their neural implementations, and exploiting these to guide the analysis and decomposition of the functions in question. This has significant implications for the question of how to approach the design and implementation of intelligent artifacts in general, and language-using robots in particular. (shrink)

What characterizes emergency today is the proliferation of the term. Any event or situation supposedly has the potential to become an emergency. Emergencies may happen anywhere and at any time. They are not contained within one functional sector or one domain of life. The substantive focus of the articles collected in this special issue reflects this proliferation: they explore ways of governing in, by and through emergencies across different types of emergencies and different domains of life. In response to this (...) proliferation, the issue opens up critical work on the politics of emergency beyond the ‘state of exception’ as dominant paradigm. Emergency is treated as a problem for government that calls for the invention of new techniques or the redeployment of existing techniques. Through this shift in emphasis, the articles in this issue disclose relations between modalities of power and emergency life that differ from the ‘lightening flash’ of a sovereign decision on the exception taken from outside of life, or the capacity to ‘mould’ an always-already emergent life from within life.
