On the other hand, he is willing to accept that God might fittingly decree that Adam's descendants "inherit" (...) the debt, obligation, weakness, sickness, or mortality (choose the Augustinian metaphor you prefer) that is appropriate punishment for the sin which Adam (personally) committed. But, at bottom, Rigby and Sage have the same difficulty: both assume that Augustine was a "creationist," when he was not. For he saw that creationism must necessarily view our individual souls as metaphysically "other" than Adam's, so that God could never judge us guilty of that "other's" sin. Rigby would have been wiser to combine and extend the insights he himself quotes from Huftier (59 n. 14), Bonner (78-79: omnes fuimus ille unus), TeSelle (86), Confessions 4.31 ("by our own act": nos inde ruimus), and Rondet (121 n. 6). In the last twenty-five years a considerable number of scholars have turned their attention to the sort of formal logic found in the writings of the Catalan polymath, Ramon Lull (d. x316). This attention has run parallel to the current interest in medieval logic and linguistic theory, although Lull was less concerned with the theory of the properties of terms than with formulating a realistic theory of the predicables and categories and a new theory of demonstration. In the work under review Mark Johnston provides us with a study of Lulrs logic which is systematic in character. His work represents a first attempt to go beyond the studies of individual points of doctrine and to situate the development of Lulrs logic within the context of the evolution of the Ars lulliana. The work is divided into two parts. The first part analyzes the early writings to the year 13o3, the second the later ones composed between 13o3 and 1316. Johnston takes the very early Compendium logicae Algazelis as his point of departure for the first part and the Logica nova of 13o3 as that for the second part. He describes Lull's thought following the sequence of the different tracts of the Aristotelian logic and relates its development to the biography of the Majorcan philosopher. Throughout his study Johnston emphasizes three special characteristics in Lull's approach: its popular nature, its extreme realism, and its moralizing intention. Lull's works were composed both in Latin and in Catalan and aimed at an audience quite different than that of the clerical universities of the Middle Ages. His approach as- 128 JOURNAL OF THE HISTORY OF PHILOSOPHY 28"1 JANUARY 199o sumed a natural ontology, realist and "essentialist," which was of Avicennian derivation. His argumentation presupposed the idea that individual beings are concrete realizations of abstract essences situated in a scala creaturarum which leads in degrees to the divinity. The idea of basing philosophical discourse on the hierarchical structure of creation appealed to Lull because in it he found something common to the Christian, Jewish, and Islamic traditions. This fact made his logic necessarily an extremely realist one, consciously opposed to the logic of the Scholastics. From the extreme realism of Lulrs logic to his moralizing intent, it is but a step. To explain the status of things as real, Lull formulated a tropological exegesis of creation by way of the scala creaturamtm. Johnston accordingly directs our attention to the importance of analogy in Lull's logic. (Federal Reserve Chairman, Alan Greenspan, 1988) When David Hume penned his essays some 250 years ago, he was concerned that Britain's rising national debt — a debt fueled by war andpoor debt management that saw fit to mortgage thepublic revenues, and to trust that posterity will pay offthe incumbrances contracted by their ancestors — would eventually bankrupt the country. What the poor man might think ofa country facing a budget deficit of $155 billion, a trade deficit of some $130 billion, and a national debt — can you count the zeroes? — of a staggering $2.6 trillion, one can only imagine. The World as Hume Knew It David Hume wrote in an England in which much of the groundwork had been laid for the Industrial Revolution that was officially to begin in the latter 18th century. It was a time oftransition, between the dying years of a guild system controlled by artisans and a rising merchant class that both owned the materials and marketed the finished goods, between a primarily agrarian society of landowners and tenants and one increasingly urban as the centers ofindustry andproduction moved into the cities. Hume, while it is unlikely that he foresaw the enormous social and economic upheavals that were to come with the mechanization of industry and the development of an extensive factory system, was certainly aware that an evolution was taking place in society, and one he was emphatic in his approval of. As he himself says in his essay, "On Interest," But when men's industry encreases, and their views enlarge, it is found, that the most remote parts ofthe state can assist each other as well as the more contiguous, and that this intercourse ofgood offices may be carried on to the greatest extent and intricacy. Hence the origin of merchants, one of the most useful races ofmen... Merchants... beget industry, by serving as canals to convey it through every corner ofthe state. In praise of the merchant class he differed from his close friend Adam Smith, for whom "merchants were more often anti-social monopolists than beneficent promoters of well-being." The interdisciplinary academic field of Science, Technology, and Society Studies is now approximately two decades old. As the field has evolved, its central curricular mission has come to be the explication of science and technology as complex enterprises that take place in specific social contexts shaped by, and in turn, shaping, human values as reflected and refracted in cultural, political, and economic institutions. Despite, or perhaps because of, the field's maturation, there remain a number of as yet unanswered questions (...) that bear consideration as STS enters the decade of the 1990s. (shrink)

The harsh consequences of the American plant closing epidemic in recent years on workers, their families, and their communities, has raised widespread ethical and moral concerns. In the early 1970s, a diverse group of academics, social activists, public policy analysts, and special interest organizations developed a number of legislative proposals designed to restrict closings by law. The proposals encountered many formidable obstacles in an increasingly hostile free-market environment. The business community was itself moved to assume some of the burdens (...) precipitated by closures either unilaterally or through collective bargaining. At the same time, powerful business interests tenaciously fought the enactment of mandatory closing restrictions into law. Nevertheless, through a prolonged and tortuous odyssey, the requirements of advanced notice and worker severence pay have now begun to root in law. Their success stands as evidence of a continuing American public policy receptivity to ethics-driven concerns. (shrink)

This bibliographical study involved first the exploitation of four data-banks: Medline, CNRS, Bioethics and AIDS, with the following key words (in conjunction with AIDS): ethics, human rights, confidentiality, legislation, jurisprudence. A total of 412 references were listed between 1983 and the end of 1987. Examination of the quantitative increase of articles over these years shows that, while references to AIDS and/or HIV infection--referred to as 'AIDS' for brevity--increased by about one third per year, the number of papers treating (...) ethical problems linked to AIDS doubled each year. This increase makes it clear that these problems are important and pressing, that they are evolving rapidly and can be given no easy solution. After reading and analysis of accessible articles in readily comprehensible languages, the different themes can be classified in two categories: 1: Measures intended to protect society (starting with the most coercive); quarantine and isolation; discriminatory measures concerning specific groups; non-respect of the confidential nature of medical information; application of the penal code; screening; obligatory declaration and registration; testing of blood given by donors; vaccination and medical innovations, therapeutic assays; information, education. 2. Measures intended to protect the individual: fundamental rights of the patient: his/her right to confidentiality, to information and to treatment; civil rights: civil liberty, right to education, right to work, etc...; rights of the healthy individual: right of those in contact with the patients, safety of hospital staff, of those receiving blood-transfusions, etc... The legislation adopted in the various countries and the main opinions to be found in these articles are listed and analysed, and for each particular theme it is possible to refer to a list of the 232 most important articles. While the debate seems to concentrate on the conflict between the right of society to protect itself against the spread of infection and the 'civil' rights of the infected minorities, our conclusion tends to reduce this antagonism, showing that, particularly as far as the confidential nature of medical information is concerned, measures intended to protect the individual also protect society. The growth of knowledge and its effects on the practice of medicine have been issues of philosophical and ethical interest for several decades and will remain so for many years to come. The outline of the present volume was conceived nearly three years ago. In 1987, a conference on this theme was held in Maastricht, the Netherlands, on the occasion of the founding of the European Society for Philosophy of Medicine and Health Care (ESPMH). Most of the chapters of this (...) book are derived from papers presented at that meeting, and for the purpose of editing the book Stuart Spicker, Ph. D., joined two founding members of ESPMH, Henk ten Have and Gerrit Kimsma. The three of them successfully brought together a number of interesting contribu tions to the theme, and ESPMH is grateful and proud to have initiated the production of this volume. The Society intends that annual meetings be held in different European countries on a rotating basis and to publish volumes related to these meetings whenever feasible. In 1988, the second conference was held in Aarhus, Denmark on "Values in Medical Decision Making and Resource Allocation in Health Care". In 1989, a meeting was held in Czestochowa, Poland, on "European Traditions in Philosophy of Medicine. From Brentano to Bieganski". I will reject his result, and continue to accept the generalization. This paper examines mortality by cause of death in a rural area of Machakos district in Kenya. The cause-of-death data collected between 1975 and 1978 were likely to be of fairly good quality. The number of deaths was higher among infants and children. Infectious diseases and diseases of the respiratory system were the leading causes of death among children below 5 years of age. Next in prominence were the causes ascribed to congenital anomalies and perinatal conditions.Among adolescents and young (...) adults, injury and poisoning, together with tuberculosis and other infectious and parasitic diseases, were the leading causes of death. Degenerative diseases, especially diseases of the circulatory system and neoplasms and respiratory illness, were responsible for the majority of deaths among the older population. (shrink)

In the year 1471 a member of the Sorbonne, Guillaume Fichet, looking back on the history of what today we should call communication technology, divided it into three periods: antiquity , a subsequent period which we should identify as the Middle Ages , and a period just beginning . Just over five hundred years later an American scholar, Walter J. Ong, looking back on a longer historical span, divided it into orality, writing, printing, and electronic communications. No matter how (...) much these two figures may differ over details, they occupy a similar position: each stands at the start of a communications shift which has alerted him to changes in the past, and Ong claims explicitly that contrasts “between electronic media and print have sensitized us to the earlier contrast between writing and orality.” We do not have to go as far as Eric A. Havelock, who suggests that our new awareness can be precisely dated by a number of publications appearing in the annus mirabilis 1963 , in order to accept the general point that recent work has been stimulated by recent technology. Advances in the past five years, while dramatic, find the field in an initial stage of paradigm development. Individual studies appear fragmented, unrelated, and seem to describe only small segments of the female entrepreneurial population and more frequently than not apply theoretical tools developed in other areas which are neither reliable or valid. Introduction Oflate there have been published several discussions ofDavid Hume's famous essay "Of Miracles" which attempt to make precise the reasoning it contains. This, it turns out, requires the use of certain mathematical rules and theorems of the probability calculus which were unknown to Hume or, indeed, to anyone else when the essay was first published. It is suggested, (...) in particular, that the claims he made can best be understood in the light of a theorem of the probability calculus which we now name after a celebrated eighteenth century probabilist, Thomas Bayes. However, the so-called "Bayesian" interpretation of the argument against miracles misrepresents Hume's reasoning in that the manner in which he expressed his thinking does not fit such an interpretation. Moreover, this error needs to be rectified, not just because it involves a mistaken view about the past but, more importantly, because it obscures the legacy of a different mode of thinking evident in Hume's writing about probabilistic inference which deserves to be recovered. Our thinkingisimpoverishedifcertain presumptions aboutprobability become so entrenched that we have great difficulty in seeing them as anything other than obvious. By imputing them to Hume we overlook their contestability and so lose an opportunity to recapture an alternative way of understanding probabilistic reasoning. As is well known, the argument against miracles, though not published until 1748, had been worked out some twelve or thirteen years earlier during Hume's stay at the Jesuit college of La Fleche, where he wrote most of A Treatise of Human Nature. A chapter entitled "Reasonings concerning Miracles" had been written but, at the last moment, it was suppressed for fear that such an explicit attack on religion would give offence and thus deflect attention from the book's main philosophical aim which was to put an end to controversy. On the other hand, Thomas Bayes's famous memoir on probability was not published until 1764, andit is unlikely that Hume knew ofits existence until Richard Price mentionedit, though without identifyingits author, in an elaborate mathematical footnote to a dissertation containing remarks on the probability of miracles, published in 1767. Had Hume taken the trouble to follow up this reference, he would almost certainly Volume XVI Number 1 17 BARRY GOWER have been either baffled by its mathematics or discouraged by its lack of practical advice. That, at least, seems to have been the reaction of Hume's contemporaries, for apart from Price none of them seems to have paid any attention to the memoir. Even today, when anyone with the slightest acquaintance with probability can recite a version of Bayes's theorem, it is hard to follow the reasoning of the memoir and to appreciate the significance of the ideas it contains. As an historian of statistics has recently said, "Bayes's contemporaries were stymied by the work, and modern readers unwilling to devote many hours to it are likely to gain only a superficial understanding ofit." One paradoxical feature of attributing Bayesianism to Hume concerns the role of Richard Price. His dissertation, which had, it seems, been written some years before it was published — perhaps in the early 1750's — is sharply critical of Hume's argument against miracles. Yet it was Price himself who was responsible for the posthumous publication of Bayes's memoir, and his introduction and commentary clearly express approval of its methods and conclusions. We are, then, faced with the suggestion that Hume, not having heard of Bayes, was applying Bayesian ideas about "inverse" inference to miraculous events, whereas Price, who was not only familiar with but also endorsed Bayes's ideas, preferred a quite different approach to reasoning about miracles and about the credibility of testimony generally. Can Hume really be described as a "better intuitive Bayesian" than Price? Before embracing such aparadoxical conclusion we should consider whether it is really justified by what Hume said about the probability ofmiracles. First, though, some attention needs to be paid to a way ofthinking about probable arguments which does not conform to convention, and which implies a non-Bayesian interpretation of the question about miracles. 2. In recent years, philosophers trained in the techniques and constrained by the style of what is known in the Anglo-American world as ‘analytic philosophy’ have in growing numbers undertaken to include within their methodological ambit the theories and insights of Karl Marx.

When Claudius came to power in January 41 he did not hesitate to distance himself from his predecessor's behaviour and policies, and among other measures, Suetonius reports, he abolished all Gaius' acta. The precise implications of this move are not made clear. Certainly, the extremely unpopular taxes introduced in Rome near the end of Gaius' reign were annulled, several people convicted of maiestas were set free, and the monies previously confiscated from negligent, and possibly corrupt, road commissioners were returned. But (...) if the abolition of the acta was as sweeping as Suetonius seems to imply, a number of popular and useful measures must inevitably have been abrogated at the same time, and as a matter of routine they would need to be reintroduced by Claudius. The arrangements with the client kings may well have belonged to this general category, and if we assume that this was indeed the case we shall have an explanation for a number of apparent inconsistencies in the literary sources. It should be observed that in the early part of his principate Gaius went out of his way to be a ‘constitutional’ ruler. The appointment of the client kings would have been handled so as not to seem like the arbitrary exercise of power. Certainly, when the three sons of the murdered king of Thrace, Polemo, Cotys and Rhoemetalces received new kingdoms in 38, Dio stresses that the act was legitimised by a formal senatorial decree. If client kings had generally been established by a formal and legal process their appointments could quite well have come to an end with the abolition of the acta in January 41. (shrink)

Over the last fifty years the world of the palaeographer has been revolutionized by the widespread use of photography. Today a scholar can study a microfilm of almost any codex in the western world in the comfort of his home and compare it with any number of other codices within a matter of minutes. It is no longer necessary to travel long distances, set aside large blocks of time, and spend substantial sums of money in the collation of manuscripts. (...) Dutch municipalities are confronted with an increased number of prescribed environmental tasks and also with a growing demand, both from the central government and environmental pressure groups, to undertake environmental activities on their own initiative. This development over-taxed the information management of most municipalities. In the past few years, computer technology was introduced to relieve part of this pressure (e.g., by automation of registration systems). In this article we present a classification of computer applications for environmental management, investigate their (...) possible impact on the environmental knowledge and information system, and distinguish between a formal and informal knowledge domain. During recent years, the audiovisual landscape in Belgium has been going through a number of drastic changes.The monopoly of the public broadcasting system, standing for over 40 years, was breached. Several hundreds of private radio stations, two new commercial television stations and a number of private local television stations saw the light. The advent of all these newcomers has created a competitive media system. Therivalry between the public broadcasting companies and the commercial stations is very severe and unfortunately (...) the PBS are imitating the commercial model: they sacrifice more time for fiction and entertainment. The HIV/AIDS epidemic in Haiti has often been referred to as a “mystery,” and “striking similarities” between patterns of disease in Haiti and in sub-Saharan Africa are often underlined. The occurrence of AIDS in Haitians has also led to the postulation of a number of theories positing a Haitian origin for AIDS and linking the syndrome in Haitians to voodoo. A review of the epidemiological data gathered and published in the early years of the pandemic suggests that these “exotic” (...) theories are not necessary to explain the Haitian epidemic, which is clearly linked not to Africa but to the United States. Patterns of risk identified among many of the first Haitians with AIDS are similar to risk factors identified in North America and Europe (same-sex contact with an HIV-infected individual and blood transfusion). The Haitian epidemicsubsequently came to resemble patterns seen in sub-Saharan Africa, where AIDS is predominantly a heterosexually transmitted disease. Similarly shifting patterns are described for several other Caribbean nations, underlining the importance of a historical analysis of the Caribbean pandemic as well as the necessity to link analysis of local epidemiology of AIDS/HIV to larger considerations of political economy. In recent years, the relationships between systems of symbolic representations and cities have given rise to an often rich and stimulating consideration among various specialists in human sciences, namely, historians, anthropologists, semiologists and sociologists, among others. Urban conglomerates can no longer be conceived as simple assemblages of more or less functional constructions. The city is as much a mental concept as it is a physical reality. It is made up of images that give it a meaning. It does not exist (...) independently of the sum of subjective interpretations that are continually made by its inhabitants. Our Western perception of the city may be influenced by romanesque literature or the memory of a painting, in other words, by imaginary worlds. It varies according to individual memory: each of us is attached to the different urban spaces of his souvenirs, emotions arising from family history or the duration of a lifetime. These personal projections are all the more important because they command a certain number of daily actions and furnish a framework of orientation to every citizen. Its purpose is to make this important evidence available to students who are not specialists in the Classical languages or Classical archaeology. The author's translations of a wide selection of Greek and Latin texts are accompanied by an introduction, explanatory commentary, and a full bibliography. In this new publication Professor Pollitt has added a considerable number of new passages, revised some of his earlier translations and presented the texts in a different order which allows the reader to follow more easily the development of sculpture and painting as perceived by the ancient writers. The new and substantial bibliography, organised by topics as they appear in the book, emphasises works that deal directly with the literary sources or that supplement our knowledge of the personalities and monuments described in the sources. Paul Helm offers a welcome and stimulating treatment of the problem of God's timelessness from a standpoint which affirms the traditional theistic view that God is without time. Works devoted wholly to divine eternity are rare in any case, and the most well-known recent book on the subject, Nelson Pike's God and Timelessness, attempts to discredit the notion of God's atemporality. Although Pike has been joined in his view by many philosophers of religion in recent years, there seem to be (...) an increasing number of those sympathetic to divine timelessness. Helm demonstrates an excellent grasp of the issues in this debate and the literature on the topic, especially that of analytic philosophers of religion. One of the greatest strengths of Helm's own discussion is that it is very thorough and carefully argued while remaining largely free of technical jargon and formal notation. Unless this belief (...) in the Incarnation is to he dismissed as pious sentimentality, a philosophical case must be made for at least the possible rationality of the idea. A mol'e than valiant attempt at such a case has been made by Thomas Morris. The most common approach in writings on music and Jugendstil has been to isolate several aspects of the visual art, either of technique or of subject matter, and to seek parallels in music of the fin de siècle. Historians of art and design seem to agree on at least three basic elements of Jugendstil: the primacy of the dynamic, flowing line; flatness or two dimensionality ; and the profuseness of ornament. All these features are neatly embodied in a 1900 drawing (...) by Theodor Heine , in which the ostensible subject matter, the dancing lady, is dissolved in the undulating linearity of her dress and the swirling smoke or incense. In this example, as in the celebrated "Cyclamen" tapestry by the Munich artist Hermann Obrist , line and ornament are largely liberated from their representational obligations and are manipulated in an almost abstract fashion. As Robert Schmutzler has remarked, the tapestry is "on the borderline dividing the symbol and the ornament, between abstract dynamism and the representation of a distinctive organism."4This aspect of Obrist's tapestry was realized as early as 1895 by the critic Georg Fuchs, who wrote in the journal Pan, "'These embroideries do not intend to "mean" anything, to say anything.'" Fuchs went on to describe the dynamic motion of the image in terms that have nothing to do with cyclamens per se: "'This racing movement seems like the abrupt, powerful convolution of the lash of a whip. Thus a bond is forged between one of the most purely theoretical and one of the most pragmatic ideas in the history of philosophical reflection on religious belief. Schlesinger's defenses of the Wager against numer· ous criticisms are, characteristically, original, engaging, and philosoph· ically stimulating. The final chapter of this hook grapples with the issue of whether a world such as ours, in which individuals seem to he far from equal in religious insight and ability to respond to the divine, can he com· patible with God's being perfectly fair and just. Drawing on some elementary aspects of epistemic logic, Schlesinger first seeks to under· mine the position of the agnostic who claims to he well-informed, well· disposed to fair judgment, and to he in a state of rationally refraining to endorse either theism or atheism. Peter Hodgson's discus· sion of this " most difficult of modern theological questions " leads us over the " labyrinthine abyss " of Derrida's deconstructionism, through the " cognitive purgatory " of the postmodern crisis, to the affirmation 36~ BOOK REVIEWS that " God and history are conjoined at the point of... free, liberating, emancipatory, transfigurative praxis..." (147, 162-3, 191). After explaining the inadequacy of the classical model of salvation history (Chapter I), Hodgson develops his approach to the problem around the three central ideas of God (Chapter II), history (Chapter III), and freedom (Chapter IV). A concluding epilogue brings together Hodgson's understanding of the presence of God in history and of the eschatological presence of history in God. Throughout the hook there is a dialogue with and a critique of various postmodern thinkers who question the very notions of God, history, and freedom (162). As Roberts says (233) Croce's philosophical liberalism validated his right to hold conservative views; but if he wanted to speak for a "pre-partisan" view, he should have avoided party involvements altogether. He undermined his own philosophical authority in a matter of months, and so lost his greatest cultural opportunity. When he died in 195~ he was already a back number, and it was no one's fault but his own. Roberts does a good job on Croce's historical works in the next chapter. Croce's conservatism, his ingrained personal prejudice against serious social change, explains the evident presence of an element of special pleading in the Historyofltaly x87I-I915, and the History of Europe in the Nineteenth Century. All of Croce's formal histories were written as part of his defence of the liberal spirit against Fascism. But in these two works, which dealt with the world in which Fascism was actually born, we can readily detect his anxiety to prove that Fascism was indeed an interlude--and that when it was over nothing important would be changed. His other works are more respectable examples of "ethico-political history," but that is only because they are more "ethical" and less "political," so to speak. Croce was in many ways fortunate to live and work in the great "interlude" between 1914 and i945. For the fact is that he was not himself very good at the sympathetic and humanely humble dialogue that his theory called for, and the worst of his many heritages from Hegel was precisely that identification of philosophy with the "logic of the pure concepts" which enabled him to defend himself against philosophical dialogue with such righteous certitude. Roberts has none of this righteous spirit, and I hope most earnestly that his book will help many readers to see past it in Croce. H. S. HARRIS York University Michel Haar. Le chant de la terre. However, Haar's project is not a resumption of Cartesian philosophy, for he resumes Heidegger's analysis of Dasein in Being and Time, which undercuts Cartesian dualism and shows that man, as Being-in-the-world, is essentially finite, historical, and 150 JOURNAL OF THE HISTORY OF PHILOSOPHY 28:1 JANUARY 1990 linguistic. Haar then undertakes the sisyphean task of showing that something called 'earth,' while itself ahistorical and "pre-linguistic," is at the basis of man's historical and thoroughly linguistic existence. Therefore it behooves Haar, given the abysmal difference between the historical/linguistic domain and the ahistorical/pre-linguistic domain, to show that the latter can have a foundation in the former--that is, how the ahistorical, prelinguistic earth makes a difference for man even though one can never "escape" the historical/linguistic realm in any practical or theoretical sense. To do this Haar initially appeals to two Heideggerian notions: Stimmung (roughly translated as 'disposition') and phusis. Following Heidegger, Haar argues that disposition, while rooted in Dasein's facticity, by nature is attuned to something beyond this facticity. Stephen Tracy's neat demonstration that IG I3 35—authorizing the building of a temple and appointment of a priestess for Athena Nike—was cut by the man responsible for the Promachos accounts at first seemed decisive for the traditional c. 448 B.C. against my radical down-dating. Ira Mark then argued that this decree provided for the naiskos and altar of his Stage III in the 440s: the marble temple belonged to Stage IV over twenty years later. Despite these two powerful interventions (...) the matter is not closed. David Gill has, I fancy, convincingly refuted Mark on archaeological and architectural grounds. And there is still more to be said from the epigraphic angle. IG I 36, cut on the back of the stele, looks like a delayed rider to 35. But just how delayed was it? It arranged for the regular payment of the priestess's salary by the kolakretai in office in the month Thargelion. On the traditional view the gap would be close to a quarter of a century, since 36 is firmly dated 424/3 B.C. This is quite extraordinary, though reasons have been found for it. More serious perhaps is some neglected epigraphic evidence. We have eighteen other examples in fifth-century Attic epigraphy where decrees are followed on the same stone by other texts; but virtually all the gaps are short, never more than a few years. The relevant texts are IG I 4, 11/12, 41, 42/43, 52 A–B, 59, 61, 66, 68, 71, 72, 73, 89, 93, 101, 127/II1, 156, 1454. It is true that 42/43 are dated c. 445–442 and c. 435–427 B.C. in IG I, but this is quite arbitrary. (shrink)

Health care reform is an important issue in the 2004 presidential elections and is receiving serious attention from the Democratic and Republican candidates. Changes in the economy that fuelled increased productivity and depressed job growth have also shifted more of the costs of medical care and insurance onto employees. The rising costs of insurance premiums and health care are far outpacing the general inflation rate and workers’ wages. Meanwhile, state governments reacted to widening budget deficits from 2001 to 2003 (...) by reducing Medicaid eligibility and benefits. These changes in employer-based health insurance and government policy have contributed to the largest rise in the share of Americans without health insurance in a decade. In 2002, the uninsured numbered 43.6 million and, according to the Congressional Budget Office, 57 to 59 million non-elderly people are uninsured at some point over the course of a year. (shrink)

RESUMEN Introducción: El mundo enfrenta un acelerado envejecimiento poblacional y tasas de fecundidad por debajo de los niveles de reemplazo, situación a la que no son ajenos la población y el servicio de Salud cubanos. Objetivo: Valorar las implicaciones sociales de los resultados del Servicio Provincial de Reproducción Asistida de Baja Complejidad de Camagüey, durante el bienio 2016-2017, dados en el incremento del número de embarazos logrados por Estimulación Ovárica Controlada e Inseminación Intrauterina. Métodos: En la contribución se emplearon los (...) métodos investigativos pertinentes, así como procedimientos diagnósticos y terapéuticos. Resultados: En el período estudiado, se logró un número significativo de embarazos por técnicas de baja complejidad, así como un número superior de embarazo en mujeres mayores de 36 años con respecto a años anteriores. Discusión: El Estado cubano ha trazado estrategias de trabajo para brindar atención diferenciada a las parejas que presenten alteraciones de la reproducción, en favor de solucionar la problemática mediante alternativas cuyos resultados se correlacionan con los obtenidos a nivel mundial. ABSTRACT Introduction: The world faces an intensive population aging and valuations of fecundity below the levels of substitution, situation which is not foreign to the Cuban population and health service. Objective: To value the social implications of the results of the Provincial Service of Assisted Reproduction of Low Complexity of Camagüey, during the two-year period 2016-2017, given for the increase of the number of pregnancies achieved by Controlled Ovarian Stimulation and Intrauterine Insemination. Methods: In the contribution thepertinent,investigative methods were used as well as diagnostic and therapeutic procedures. Results: In the studied period, a significant number of pregnancies was achieved by skills of low complexity, as well as a top number of pregnancy in women older than 36 years old with regard to previous years. Discussion: The Cuban State has planned work strategies to offer attention differentiated to the couples that present alterations of the reproduction, in favor of solving the problems by means of alternatives which results are correlated by the obtained ones on a global scale. BackgroundBetween the need for transparency in healthcare, widely promoted by patient’s safety campaigns, and the fear of negative consequences and malpractice threats, physicians face challenging decisions on whether or not disclosing medical errors to patients and families is a valid option.We aim to assess the knowledge, attitudes and practices (KAP) of physicians in our center regarding medical error disclosure.MethodsThis is a cross-sectional self-administered questionnaire study. The questionnaire was piloted and no major modifications were made.A day-long training workshop consisting of didactic (...) lectures, short and long case scenarios with role playing and feedback from the instructors, were conducted. Physicians who attended these training workshops were invited to complete the questionnaire at the end of the training, and physicians who did not attend any training were sent a copy of the questionnaire to their offices to complete. To assure anonymity and transparency of responses, we did not query names or departments.Descriptive statistics were used to present demographics and KAP. The differences between response\s of physicians who received the training and those who did not were analyzed with t-test and descriptive statistics. The 0.05 level of significance was used as a cutoff measure for statistical significance.ResultsEighty-eight physicians completed the questionnaire (55 attended training (62.50%), and 33 did not (37.50%)). Sixty Five percent of physicians were males and the mean number of years of experience was 16.5 years. Eighty-Seven percent (n = 73) of physicians were more likely to report major harm, compared to minor harm or no harm. Physicians who attended the workshop were more knowledgeable of articles of Jordan’s Law on Medical and Health Liability (66.7% vs 45.5%,p-value = 0.017) and the Law was more likely to affect their decision on error disclosure (61.8% vs 36.4%,p-value = 0.024).ConclusionFormal training workshops on disclosing medical errors have the power to positively influence physicians’ KAP toward disclosing medical errors to patients and possibly promoting a culture of transparency in the health care system. The psychological factors influencing a return to sport has gained increased research attention. In the current investigation, we explored professional basketball players’ perceptions of the psychological factors facilitating a return to performance equal to or exceeding previous performance standards. We also sought to describe athletes’ experiences – both positive and negative – of returning to sport following injury recovery. Ten Italian professional male basketball players (age range 22-36 years), were retrospectively interviewed in relation to three time-periods: (1) from the commencement (...) of rehabilitation to their first official competition, (2) the first official competition, and (3) the six-months following the initial competition. Hierarchical content analysis of the data revealed numerous themes across the three time periods. In regards to Period 1, participants indicated that social support, investment in rehabilitation and training programs, coping skills and motivation were fundamental in reaching pre-injury performance levels. During their first official game (i.e. Period 2), athletes reported that realistic performance expectations, focusing on the performance, positive emotions, motivation, arousal and social support facilitated their return to sport. Athletes however, also described a predominance of factors that hindered their return to pre- injury levels (i.e., low confidence in personal abilities, decrements in skill execution and dysfunctional physical sensations). Moreover, participants typically described a substandard level of performance during their first competition back following injury. In recounting experiences during the six months following their first official game, basketballers reported improvements in skill execution and highlighted the importance of coping skills, motivation and social support. The process of restoring self-confidence in one’s ability to successfully perform was perceived as crucial in enabling participants to move beyond a mere return to sport to a return to high performance ─ that is, to reach a level of proficiency equal to or exceeding previous performance standards. Findings support the relevance of cognitive, emotional and behavioral responses highlighted in the Integrated Model and suggest the importance of addressing psychological factors throughout the return-to-sport process. Finally, results from the present study hold a number of practical implications for athletes’ aiming to achieve a return to pre-injury levels. (shrink)

This work is a publication of a manuscript left unfinished at his death by the author. From the time of their conversations in 1936, William Henry Werkmeister has studied the phenomenon of Martin Heidegger's thought and the critical literature commenting on it. During a period spanning 36 years, Werkmeister wrote some nine articles and reviews about his findings. He turned to other interests, but the Heidegger phenomenon continued to reside at the back of his mind. At age ninety, Werkmeister set (...) out once again to write a work that would unify Heidegger's thought, clarify a number of its essential features, place Heidegger's chief works in an order that corresponds to the time line of his thought, critically appraise the development of his thought against the work of other German philosophers, and assess the question of Heidegger's alleged Nazi sympathies. Urban Studies is an interdisciplinary and rapidly evolving field. The aim of this study is to assess the development of Urban Studies as an academic field from 2011 to 2019, by focusing on number of journals and articles, their openness, and their respective bibliometric indicators. A Scopus-based journal-level analysis and a Web of Science-based article-level analysis were performed. Publications from 2011 to 2019 were filtered for ‘Urban Studies’. In 2019, there were 193 Urban Studies journals compared to 83 journals (...) in 2011. The percentage of open access publications increased from 25.6% in 2011 to 45% in 2019. The number of yearly publications was 13,007 in 2011 and expanded to 36,805 in 2019. The number of open access journals significantly increased from 18 (22%) in 2011 to 69 (35.9%) in 2019 (p = 0.005). Institution-based and small publishers are leading the way toward open access journals; the number of open access journals are significantly greater than the number put out by mainstream large publishers. Urban studies is a rapidly evolving interdisciplinary field with different related fields contributing to its development. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Our Living SocietyJames CampbellIWhen I was working on my history of the early years of the American Philosophical Association (A Thoughtful Profession), I spent a great deal of time immersed in the unhappy genre of the presidential address. Three divisions, each with its own annual president, make for a lot of presidential addresses. One of the things that I learned from this effort was that these addresses (...) can be sorted quite easily into two types. The first reflects some philosophical interest of the individual president; the second considers the ongoing life of the association. My presidential address will be of the latter sort.I thought that I would speak with you today about the Society for the Advancement of American Philosophy (SAAP) as a living society. To do so means, of course, that I will be speaking about us. "We" are the members of SAAP—or better, we are SAAP. I will address my remarks primarily to the younger members of the audience: to those who cannot recall a time before SAAP existed. As our Society moves forward, and as the members of the founding generation inevitably pass on, there has been a natural change of focus. Our Society was established nearly forty years ago, at a time when the founders felt great alienation from the American Philosophical Association. The issues that brought them together in the early-1970s, however, are not the issues that we are facing at present. Our issues—your issues as the future of the Society—have fundamentally changed. It is no longer possible, if it ever really was, to define ourselves simply as "not them." We need to articulate, better than we have, not so much who we are as who we desire to become. While our pluralistic ways may no longer stick out in the broader philosophical profession, as Walt Whitman would in a Wall Street brokerage house, we [End Page 128] continue to feel isolation from much of what goes on in the profession. In many ways, SAAP's initial phase has been a tremendous success; but where does SAAP, where do we, go from here?III thought that I might also speak a bit about myself, not because my story is so special, but because it is a small piece of our collective past. Others of you may remember these times differently and may have taken away different lessons. If you will allow me, I will begin my story after I left the Army in 1969 and enrolled at Temple University in Philadelphia, where I had grown up. I was at that time a bit older, and more serious, than most of my fellow students. I enrolled as a philosophy major because, after a number of years entrapped within the military system of blind obedience to unquestioned authority, I wanted to find better justifications for my own, and for society's, practices. Philosophy appealed to me as the place where I might find the answers to my life questions.Unfortunately, philosophy in those days—at Temple and at most other American universities—was not the sort of field in which students found many answers to the questions that puzzled me. We learned a great deal about duck-rabbits and the uncertain location of someone named Brown; we wondered whether a person might know how to sex chickens, and how he or she might know; we explored the apparent menace of female impersonators' conventions for the inherited notion of truth. Overall, philosophy seemed to be a branch of epistemology, rather than vice versa. After several years of this sort of philosophical study, I managed to become very clever. I had a counter-example for any statement more daring than "hello," and I thought that I knew a great deal because I had learned how to avoid all consideration of context or history.Still, through my cleverness, I realized that something was not right. I was not developing answers for my puzzlements about life or the improvement of society. ABSTRACT Objectives There is little research on moral uncertainties and distress of palliative and hospice care providers (PHCPs) working in jurisdictions anticipating legalising voluntary assisted dying (VAD). This study examines the perception and anticipated concerns of PHCPs in providing VAD in the State of Queensland, Australia prior to legalisation of the practice in 2021. The findings help inform strategies to facilitate training and support the health and well-being of healthcare workers involved in VAD. Design The study used a qualitative approach (...) to examine and analyse the perception and anticipated concerns of PHCPs regarding challenges of providing assisted dying in Queensland. Fourteen PHCPs were recruited using a purposive sampling strategy to obtain a broad representation of perspectives including work roles, geographical locations and workplace characteristics. Data were collected via one in-depth interview per participant. The transcripts were coded for patterns and themes using an inductive analysis approach following the tradition of Grounded Theory. Setting The study was conducted in hospital, hospice, community and residential aged care settings in Queensland, Australia. These included public and private facilities, secular and faith-based facilities, and regional/rural and urban facilities. Participants Interviews were conducted with fourteen PHCPs: 10 nurses and 4 physicians; 11 female and 3 male. The median number of years of palliative care practice was 17, ranging from 2 to 36 years. For inclusion, participants had to be practising palliative and hospice care providers. Results PHCPs are divided on whether VAD should be considered part of palliative care. Expectations of moral distress and uncertainty about practising VAD were identified in five areas: handling requests, assessing patient capacity, arranging patient transfers and logistical issues, managing unsuccessful attempts, and dealing with team conflicts and stigma. Conclusions The possibility of having to practise VAD causes moral distress and uncertainty for some PHCPs. Procedural clarity can address some uncertainties; moral and psychological distress, however, remains a source of tension that needs support to ensure ongoing care of both patients and PHCPs. The introduction of VAD post-legalisation may present an occasion for further moral education and development of PHCPs. (shrink)

The revitalization of Pancasila ideology has become crucial in the post-Reformation era, considering that Pancasila once lost its role as the nation's ideological foundation. Presidential Decree No. 24 of 2016 was issued as a response to address the historical distortion that occurred during the New Order period, which marginalized Bung Karno's role in the formation of Pancasila. However, there has been little research that comprehensively discusses the impact of this Presidential Decree on the revitalization of Pancasila (...) and the mainstreaming of its ideology in state policies after the Reformation. This study employs a qualitative design with a descriptive-analytical approach to explore the meaning and implications of the decree. The results of the study indicate that Presidential Decree No. 24 of 2016 successfully corrected historical inaccuracies and re-established Pancasila’s position as a dynamic ideology. The establishment of the Pancasila Ideology Development Agency (BPIP) is a strategic step in ensuring that Pancasila's values are integrated into every government policy, allowing Pancasila to function as a living and contextual ideology. The implications of this research show that the revitalization of Pancasila through government policies is not only important for correcting historical narratives but also for ensuring that Pancasila remains relevant and adaptive in addressing ideological challenges in the globalization era. A number of scholars in the history of medieval Iceland have emphasized the exceptional importance of law and justice for Icelandic society. According to American researcher J. Bajok, the focus of Iceland's culture was law, and the relationship between Godi and his heirs was also based on law. The nature of Iceland's socio-political institutions reveals the circumstances in which Icelanders' attitudes towards the law were shaped. The royal power in the country during the Commonwealth period did not arise, and (...) the system of chiefs or Godords became specifically the Icelandic institute of government. It is traditionally believed that the country was divided into 4 quarters, consisting of 36 Godords, headed by leaders. The year 930 is considered the date of Altinga's founding. National Assembly of Iceland. Each year, a three-year lawmaker in Altinga had to promulgate a third of the country's laws. The lawmaker selected those who were to sit on the Rock of Law and designate the place where the Courts of the Quarters, which had pending lawsuits, were to be held. The most important institution of Altinga was the Legislative Council, which dealt with legal issues. The council members were 48 leaders or heads. The representatives of the highest level of the religious hierarchy - the bishops of dioceses on the Chamber Hill and the Hills - were also members of the Legislative Council. The bishops participated in three important events for the country: the drafting and adoption of the Law of Tithes in 1096/97, the codification of secular laws in 1117 - 1118, and the record of about 1123 of the Christian Law, which was included in the Gray Law Code. In recent years part of the literature on probabilistic causality concerned notions stemming from Reichenbach’s idea of explaining correlations between not directly causally related events by referring to their common causes. A few related notions have been introduced, e.g. that of a “common cause system” (Hofer-Szabó and Rédei in Int J Theor Phys 43(7/8):1819–1826, 2004) and “causal (N-)closedness” of probability spaces (Gyenis and Rédei in Found Phys 34(9):1284–1303, 2004; Hofer-Szabó and Rédei in Found Phys 36(5):745–756, 2006). In this paper we (...) introduce a new and natural notion similar to causal closedness and prove a number of theorems which can be seen as extensions of earlier results from the literature. Most notably we prove that a finite probability space is causally closed in our sense iff its measure is uniform. We also present a generalisation of this result to a class of non-classical probability spaces. (shrink)

The decree of Themistocles, discovered by M. H. Jameson and first published by him in 1960 has given rise to an intense debate centring on the question of the decree's authenticity. This debate has focused to an important extent on supposed archaisms or anachronisms in the text. If a word appears to be used in an ‘archaic’ manner, i.e., in this instance, one peculiar to the early fifth century, it may be an indication of the inscription's authenticity. Conversely, (...) a word employed in a manner proper to a later time may be an indication of the decree's actual period of origination. Thus an early and influential commentator, D. M. Lewis, argued for the decree's authenticity asserting: ‘I see no reason to suspect a forgery. There are too many traces of official and archaic language.’. (shrink)
