ArgumentThe process of institutionalization of Political Science in Brazil was conditioned by the country’s position in the geopolitical scenario proper to the Cold War, strongly affected by the influence of the USA and, later on, by the military dictatorship experienced between 1964 and 1985. The first Brazilian professionalized political scientists were, during their youth, anti-Stalinist revolutionary militants. They had been financed by the Ford Foundation to pursue their PhDs in the USA. In this paper, I argue that (...) the north-American model of ideological war included governmental and non-governmental institutions. Among the latter, the FF played a crucial role because it had a lot of credibility in state bureaucracy and was able to captivate the potential copartners, who would benefit from its grant, even the anti-American ones. The FF was able to do so because it was keeping a distance from the bellicose image of the USA. In this way, because Brazilian youngsters were leftist, the FF was interested in financing their studies. And, because they belonged to the anti-Stalinist left, they were more open than the communists and wouldn’t oppose to exchange with the USA. (shrink)

Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, (...) and environmental crises. Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. In this volume prominent political theorists and social scientists present original discussions of such central issues. The epistemic attitudes of scientists, such as epistemic tolerance and authoritarianism, play important roles in the discourse about rivaling theories. Epistemic tolerance stands for the mental attitude of an epistemic agent, e.g., a scientist, who is open to opposing views, while epistemic authoritarianism represents the tendency to uncritically accept views of authorities. Another relevant epistemic factor when it comes to the epistemic decisions of scientists is the skepticism towards the scientific method. However, the question is whether these epistemic (...) attitudes are influenced by their sociopolitical counterparts, such as the researcher’s degree of conservatism. To empirically investigate the interplay between epistemic and sociopolitical attitudes of scientists, we conducted a survey with researchers (N = 655) across different disciplines. We propose scales for measuring epistemic tolerance and epistemic authoritarianism, as well as a scale for detecting the participants' readiness to question the scientific method. Furthermore, we investigate the relationship between epistemic tolerance and epistemic authoritarianism on the one hand, and career stage and sociopolitical views on the other hand. Interestingly, our study found only small correlations between the participants' degree of conservatism and their epistemic attitudes. This suggests that political views, against common argumentation, actually do not play an important role in one’s scientific decisions. Moreover, social scientists scored higher on the epistemic tolerance and lower on the epistemic authoritarianism scale than natural scientists. Later, drawing heavily from Aristotle's Politics, Manent discusses the necessity of a command-obey structure to resolve the tension such that human beings can fruitfully engage in (...) political life. These two claims, one about the tension between relativism and absolutism and the other about the command-obey structure, are closely linked. If it is true that human beings have an innate need for authority, then it is also the case that the extreme abuses of that need, as they manifest themselves in the political realm, will be either wholesale embrace of such authority (absolutism) or wholesale rejection (relativism). We should be clear that the authority Manent discusses is not arbitrary or autocratic exercise of power, but a legitimate authority towards which citizens can offer rational assent. But any human need or desire can be abused and knowledge of the abuses is necessary to understand the proper object.It is the contention of this piece that Manent, in his explication of command-obey, wrote better than he knew. Manent authored his text before the COVID-19 pandemic. Yet, his analysis provides some of the best explanatory power for understanding the politics surrounding COVID. This politics has significance that transcends the particular crisis of the pandemic and merits serious attention. Specifically, Manent's analysis of the human need for a command-obey structure both offers an explanation for the concurrent tension between relativism and absolutism, at least as it pertains to the relationship between science and politics, and gives explanatory [End Page 239] power for the rise of scientism in contemporary society. The widespread conception that the natural sciences have the potential to answer questions that reside out of their proper purviews leads to abuses of authority in both directions, by both sides—the political left and political right. I will flesh out my argument first by showing the usefulness of Manent's analysis for explaining how easily so many in the United States fall prey to a false conception of "science" that undermines a healthy politics and reveals, at root, a dangerous aversion to ambiguity. I will then explain the implications of the elevation of scientism for the relationship between politics and Christianity. I will conclude with some reflections on the common good and the future of politics in the United States given Manent's important observations. I anticipate that a common criticism of Manent's book will be that it lacks clear prescriptions for the political problems that ail us. I will argue that clear prescriptions cannot follow from the logic of Manent's argument, and ultimately that the lack of prescription is one of the strengths of the book.Before I begin, I wish to make two qualifications. First, Manent's argument ultimately is about the (un)tenability of liberalism without some common conception of the good. He treats several moral and political problems in his book that fall outside of the scope of this short paper. I am not attempting in the analysis that follows to reduce the moral scope of Manent's claims or even to take up the mantle of his argument. I simply wish to show how his analysis is helpful in explaining a contemporary political problem and how the implications of this analysis should affect the way Christians think about political practice in the United States. Academic social scientists overwhelmingly vote Democratic, and the Democratic hegemony has increased significantly since 1970. Moreover, the policy preferences of a large sample of the members of the scholarly associations in anthropology, economics, history, legal and political philosophy, political science, and sociology generally bear out conjectures about the correspondence of partisan identification with left/right ideal types; although across the board, both Democratic and Republican academics favor government action more than the ideal types might suggest. Variations in policy (...) views among Democrats is smaller than among Republicans. Ideological diversity (as judged not only by voting behavior, but by policy views) is by far the greatest within economics. This work explores the complex relationship between science and politics. More specifically, it focuses on the problem of scientism. Scientism is a deformation of science, which unnecessarily restricts the scope of scientific inquiry by placing a dogmatic faith in the method of the natural sciences. Its adherents call for nothing less than a complete transformation of society. Science becomes the idol that can magically cure the perpetual maladies of modern society and of human nature itself. Whitney demonstrates that scientism is (...) intellectually impoverishing and politically dangerous. Whitney surveys the development of scientism from early modernity to the present day, beginning with Francis Bacon, arguing that Bacon stands as the founder, not only of the experimental method, but also of scientism. This is most evident in his presentation of a scientific utopia in New Atlantis. After briefly noting the impact of Isaac Newton and the French Encylopedists, Whitney then moves on to the other great representative figure of scientism: Auguste Comte, who demonstrates the religious fervor that accompanies the scientistic attitude. Continuing on the path set forth by Bacon, Comte argues for a reorganization of society based on the precepts of positive science. The solution to scientism, Whitney advances, lies in a new (or revised) science of politics; the foundation of which is based on the Classical sources that were either discredited or banned outright by the proposals of Bacon and Comte. For many years, scientific heritage has received attention from multiple actors from different spheres of activity—archives, museums, scientific institutions. Beyond the heterogeneity revealed when examining the place of scientific heritage in different places, an authentic patrimonial configuration emerges and takes the form of a nebula of claims and of accomplishments that result, in some cases, in institutional and political recognition at the national level, in various country all around the world. At the international level, the creation of the international (...) committee dedicated to University Museums and Collections within the International Council of Museums certainly testified from this raising interest in academic heritage and the existence of a specific community concern with it.This article presents numerous initiatives for the preservation of scientific heritage in France, with the goal of analysing the relationship scientists have with their heritage. We argue that scientific communities have a special relationship with heritage, which is characterized by a number of ambiguities. We show that such ambivalences allow analysis of identity, discipline, professional, and social issues operative in defining heritage and being redefined by heritage. To explore these dimensions, we have chosen to present three different case studies. The first traces the institutional uses of heritage by a scientific institution, the Commissariat à l’énergie atomique, through the transformation of the first French atomic reactor into a museum. The second example describes the initiatives of French astronomers from the mid-1990s to construct a national programme for the protection of astronomy heritage. Lastly, we recount the case of universities, with the example of the Université de Strasbourg. (shrink)

Research scientists are trained to produce specialised bricks of knowledge, but not to look at the whole building. Increasing public concern about the social role of science is forcing science students to think about what they are actually learning to do. What sort of knowledge will they be producing, and how will it be used? Science education now requires serious consideration of these philosophical and ethical questions. But the many different forms of knowledge produced by modern science cannot be (...) covered by any single philosophical principle. Sociology and cognitive psychology are also needed to understand what the sciences have in common and the significance of what they generate. Again, traditional modes of ethical analysis cannot deal adequately with the values, norms and interests activated by present-day technoscience without reference to its sociological, political and economic dimensions. This book contains studies of four of the most influential political theorists in the Western tradition: Machiavelli, whose name is a byword for duplicity, Hobbes, the first great English political philosopher, Mill, liberal thinker and champion of individual liberty, and Marx, whose legacy has affected the lives of millions.

Political theory matters. But why? Unfortunately, this simple claim about the importance of political theory may be controversial. This is because it runs contrary to what we might call a common misconception dominant in many informal circles that real world impact is the stuff of other sub-disciplines in political science and not made to order for political theorists. If we search for examples of politics as practiced, then too often an orthodox perspective for many political (...) scientists is that theorists are expected to always come up short. One implication is that this orthodox view favours those sub-disciplines believed to offer some contribution to politics as practiced above the perceived importance of political theorists to politics as understood. -/- This contributes to a significant challenge for political theory. The perceived inability to contribute substantially to politics as practiced is not only a belief about political theory’s failure to engage with politics on the ground, but can undermine the one domain theorists are thought to have relevance, namely, to our understanding of politics if only abstractly. Some might argue: if political theorists cannot engage with the world and change it, then does political theory even matter? -/- This exceptionalism about political theory has additional negative effects. The launch of the so-called ‘impact agenda’ in British higher education is a recent example. The concern is that political theory is by its nature abstract and often thought to be substantially impractical. Political theorists more readily apply themselves to the consideration of ideas, but not always their relation to practices. The problem is that it has become more common to require evidence of research impact in funding applications and research assessments of departments. Political theorists are disadvantaged by this development and the impact agenda may threaten its future. In fact, this orthodox view is not only shared widely by most non-political theorists, but even by many political theorists, too. -/- The orthodox view rests on a deep misunderstanding about the relation between ideas and practices. Political theorists can – and often do – affect practice. I offer a defence of political theory and its impact in this contribution. I will argue that the primary obstacle for political theorists is overcoming scepticism about the kind of impact theorists may offer. The issue is not about whether political theorists create impact, but rather the kinds of impact we should expect from political theorists. -/- This chapter present the impact that political theory has made and the opportunities for future work. It will consider the contributions made by leading political theorists to policy debates, the lessons learned from their successes, and how political theorists might further pursue existing and new opportunities to develop impact. The discussion will close with consideration of several potential threats that theorists should become more aware of in order to best avoid them. The concept of a sovereign nation-state is a central part in many of the debates discussing the salient issues in political science today. Yet the debate on the state is fragmented and while the sub-disciplines within political science address the various possible consequences of different processes, the one thing they all share is uncertainty about the future shape and role of the state. _Political Pluralism and the State_ is the first work in political theory to bring together (...) There is so much truth in the conception of the state as a natural organism and of man as a political animal, as commonly contrasted with the various theories of the state as an artificial formation based on contract, or implied contract, that Aristotle's proposition is rarely criticized from any other standpoint. When Aristotle said that man was a political animal, that is that political life was his nature, and consequently that the state, as the ultimate development (...) of his nature, was a natural institution, or, as we should say, an organism, he was, we may say with a good deal of certainty, speaking in the light of this contrast. But his theory must be judged on its own merits, and not on the demerits of that which he was attacking. We may grant that the state is natural; but we may nevertheless mean by “natural” something other than Aristotle means. And if our conception of Nature is different from his, it will follow that our agreement about the state is one of words only. (shrink)

Nearly two hundred years ago, Mary Wollstonecraft wrote what is considered to be the first major work of feminist political theory: A Vindication of the Rights of Women . Much has been written about this work, and about Wollstonecraft as the intellectual pioneer of feminism, but the actual substance and coherence of her political thought have been virtually ignored. Virginia Sapiro here provides the first full-length treatment of Wollstonecraft's political theory. Drawing on all of Wollstonecraft's works and (...) treating them thematically rather than sequentially, Sapiro shows that Wollstonecraft's ideas about women's rights, feminism, and gender are elements of a broad and fully developed philosophy, one with significant implications for contemporary democratic and liberal theory. Some say that public policy can be made without the benefit of theory--that it emerges, instead, through trial-and-error. Others see genuine philosophical issues in public affairs but try to resolve them through fanciful examples. Both, argues Robert E. Goodin, are wrong. To enlarge the discussion on the theme, new papers have been added to the previous ones for inclusion in this book. By choosing to title it „Political theories versus ideologies?” (...) we wanted to suggest from the beginning the difficulty of a consensus on such a disputable topic. As it has multiple facets, there are several possible ways to deal with it. Each contribution in this collection is an attempt to clarify a different aspect of the issue. So, a category of texts seeks to explore the nature of political theory, the value neutrality thesis concerning the social sciences, and the distinctions between theory and ideology. One of them is devoted to a trans-theoretical analysis of the naturalist and the interpretivist models of political theory; another one, by scrutinizing the original meaning of „philosophy”, aims at showing that, when philosophy neglects the ancient harmony between philo and sophia, by focusing only on the last one, it runs the risk of failing into ideology; the first efforts of some modern thinkers, (fascinating by mathesis universalis) to apply mathematics to politics, or Michael Oakeshott ‘s concept of ideology are also dealt with in other texts. By broadening the discussion on the neutrality thesis, one of the articles brings to light the philosophical prejudices underlying both „the constitutional” and „the welfare” models, i.e., a „rule ethics” and, respectively, a utilitarian one. Several papers investigate the status of the theories of international relations. Some of them address the peculiar question whether the so called theories of European integration satisfy the criteria of what political scientists mean by an empirical study of phenomena. To put it differently: Can we refer to such theories as a scientifically approaching to the unification European process, i.e., as being able to explaining and making predictions? A subsidiary question would be: are they ideologically neutral? The problem is explicitly put in another article, whose author, by suspecting such theories’ claim to neutrality, is asking if it is possible not a scientific approach to the European integration, but a normative one, namely, a philosophy of European unification „without ideology”. Some articles, pointing out the weakness and vulnerabilities of the traditional theories of international relations when confronted with new political realities, endorse a constructivist interpretation that is likely to offer a better account for actions such as humanitarian interventions. In a similar line of thinking, constructivism is seen by another contributor as a perspective in terms of which some traditional political concepts should be revised. An example is „the national interest”, a concept that can be explained in all its aspects neither by the realist nor by liberal theories. Subjects such as „the end of ideology”, or the ideological left-wing deviations of today liberalism for electoral reasons, or that of a likely „international solidarity” ideology are discussed in this volume too. If it is to draw a conclusion from most contributions, we would say that, irrespective of its versions, normative, or empirical (scientific), or analytical, political theory conceived of itself as being not only different from, but also opposed to ideology. And it still pretends to be so. Lots of the facets of the topic have remained, obviously, unexplored. Among them, the contemporary efforts to reconcile the normative and the empirical dimensions of political theory would have been worth of addressing – maybe, in a future enterprise. Engaging in the difficult endeavor of assembling and integrating individual texts into a coherent account, we hope to be successful in stimulating further debate on the theme, a debate in which the present volume is only a modest contribution. Are public officials morally justified in threatening violence, engaging in deception, or forcing citizens to act for their own good? Can individual officials be held morally accountable for the wrongs that governments commit? He views these conflicts from the perspectives of many different kinds of public officials - elected and appointed executives at several levels of government, administrators, judges, legislators, governmental advisers, and even doctors, lawyers, social workers, and journalists whose professional roles often thrust them into public life. In clarifying the ethical problems faced by officials, Thompson combines theoretical analysis with practical prescription, and begins to define a field of inquiry for which many have said there is a need but to which few have yet contributed. Philosophers, political scientists, policy analysts, sociologists, lawyers, and other professionals interested in ethics in government will gain insight from this book. (shrink)

_In _Evidence, Politics, and Education Policy_, political scientists Lorraine M. McDonnell and M. Stephen Weatherford provide an original analysis of evidence use in education policymaking to help scholars and advocates shape policy more effectively._ The book shows how multiple types of evidence are combined as elected officials and their staffs work with researchers, advocates, policy entrepreneurs, and intermediary organizations to develop, create, and implement education policies. _Evidence, Politics, and Education Policy_ offers an in-depth understanding of the political (...) environment in which evidence is solicited and used. Two key case studies inform the book’s findings. The primary case—a major, multimethod study—examines the development and early implementation of the Common Core State Standards at the national level and in four states: California, Indiana, Massachusetts, and Tennessee. A comparative case analyzes the evidence used in Congressional hearings over the twenty-year history of the Children’s Health Insurance Program. Together, the two cases illustrate the conditions under which different types of evidence are used and, in particular, how federalism, the complexity of the policy problem, and the policy’s maturity shape evidence use. McDonnell and Weatherford focus on three leverage points for strengthening the use of research evidence in education policy: integrating research findings with value-based policy ideas; designing policies with incentives for research use built into their rules and organizational structures; and training policy analysts to promote the use of research in policymaking venues.
