Teaching philosophy of education offers us a chance to apply the familiar Socratic dialectic to ourselves. But it is very seldom taught in this spirit, if taught at all. Perhaps we fear that such a course would be impossibly self‐referential. This paper argues, however, that precisely this kind of self‐reference could be its strength. I outline a course of this sort, based upon a number of iterations I have taught over the past few years. Neoclassical economists use expected utility theory to explain, predict, and prescribe choices under risk, that is, choices where the decision-maker knows---or at least deems suitable to act as if she knew---the relevant probabilities. Expected utility theory has been subject to both empirical and conceptual criticism. This chapter reviews expected utility theory and the main criticism it has faced. It ends with a brief discussion of subjective expected utility theory, which is the theory neoclassical economists use to explain, predict, and (...) prescribe choices under uncertainty, that is, choices where the decision-maker cannot act on the basis of objective probabilities but must instead consult her own subjective probabilities. This thesis is a philosophical contribution to the theories on risk communication. The topic of risk communication is approached from several different angles, but with a normative focus on equality and vulnerability. Essay I is a comment on risk perception theory and the psychometric model in particular. In risk perception research individual risk taking is described as either a result of valuing the benefits from risk taking or a failure of comprehending the severity or (...) probability of risks. The essay argues that sometimes individuals take risks simply because they are in a vulnerable position and have no other choice. Four factors are identified as crucial in risks from vulnerability: poor outset conditions, lack of reasonable options, hope and liability to disinformation. Essay II addresses the democratic approach to risk communication and the ideal of risk communication as a dialogue between more or less equal stakeholders. The Essay argues that even the more innovative and dialogue oriented approaches to risk communication are unequal. This is often blurred by the confusion between the described ideal and the description of these newer approaches. This inequality is analysed in a three-fold way: influence over the communication process; influence over and access to information; and influence over risk decisions. The Essay develops a typology of different risk communication practices and influence distributions and concludes that the form of risk communication most commonly referred in the literature is the most imbalanced kind where all three types of influence falls to the same party. Essay III explores the concept of trust, an often-mentioned objective for risk communication. The concept of trust is analyzed from previous philosophical approaches, and the idea of trust as comfortable defocusing is introduced. It is argued that not only the gains for the trustee but also the gains and risks for the truster, generally and in the case from risk communication, can be explained by this notion. It is concluded that public trust for institutions or organizations need not be framed on an individual level. Instead, the vulnerability of trusting can be counter-acted by a delegation of different stances, including both control and trust, among different individuals and institutions in society. (shrink)

I analyse an empirically informed argument in philosophy of science to show that it faces several varieties of risk commonly discussed as inductive risk. I argue that this is so even though the type of reasoning used in this argument differs from the reasoning in some of the arguments usually discussed in connection with inductive risk. To capture the variety of risks involved, I use the more general notion of epistemic risk proposed by Justin Biddle (...) and Quill Kukla. I show how the argument in question faces several of the epistemic risks already described in connection with empirical reasoning. Importantly, I also argue that the subtype of inductive reasoning used in the argument merits a separate discussion. To analyse it, I recommend using the model of colligation, or reasoning through offering synthesising expressions. I then argue that it is desirable to recognise the risk in colligating inductive reasoning as a distinct type of epistemic risk that is relevant for understanding risk in other fields as well. Thus, I suggest that philosophy of science is one of the fields subject to non-trivial epistemic risk; I characterise several of these risks on the example of a specific argument; and I describe epistemic risk that accompanies colligation – colligating inductive risk. The notion of risk plays a central role in economics, finance, health, psychology, law and elsewhere, and is prevalent in managing challenges and resources in day-to-day life. In recent work, Duncan Pritchard (2015, 2016) has argued against the orthodox probabilistic conception of risk on which the risk of a hypothetical scenario is determined by how probable it is, and in favour of a modal conception on which the risk of a hypothetical scenario is determined by how (...) modally close it is. In this article, we use Pritchard’s discussion as a springboard for a more wide-ranging discussion of the notion of risk. We introduce three different conceptions of risk: the standard probabilistic conception, Pritchard’s modal conception, and a normalcy conception that is new (though it has some precursors in the psychological literature on risk perception). Ultimately, we argue that the modal conception is ill-suited to the roles that a notion of risk is required to play and explore the prospects for a form of pluralism about risk, embracing both the probabilistic and the normalcy conceptions. The relationship between decision theory and the theory of natural selection in evolutionary biology offers a fertile ground for philosophical inquiry. A topic that has recently been addressed in the philosophical literature is the connection between decision-theoretic and biological discussions of risk. The paper adds to this literature by drawing attention to a distinction between two different notions of risk originating in the economic literature and by exploring their relationship in a biological context. More specifically, the paper shows (...) that the two notions of risk can part ways in models of risk-sensitive foraging theory. The paper also draws attention to an important difference in contemporary explanations of the apparent lack of empirical success of rational choice theory and risk-sensitive foraging theory. Approaches aimed at regulating artificial intelligence (AI) include a particular form of risk regulation, i.e. a risk-based approach. The most prominent example is the European Union’s Artificial Intelligence Act (AI Act). This article addresses the challenges for adequate risk regulation that arise primarily from the specific type of risks involved, i.e. risks to the protection of fundamental rights and fundamental societal values. This is mainly due to the normative ambiguity of such rights and societal values when attempts (...) are made to select, interpret, specify or operationalise them for the purposes of risk assessments and risk mitigation. This is exemplified by (1) human dignity, (2) informational self-determination, data protection and privacy, (3) anti-discrimination, fairness and justice, and (4) the common good. Normative ambiguities require normative choices, which are assigned to different actors under the regime of the AI Act. Particularly critical normative choices include selecting normative concepts by which to operationalise and specify risks, aggregating and quantifying risks (including the use of metrics), balancing value conflicts, setting levels of acceptable risks, and standardisation. To ensure that these normative choices do not lack democratic legitimacy and to avoid legal uncertainty, further political processes and scientific debates are suggested. (shrink)

Mainstream moral theories deal with situations in which the outcome of each possible action is well-determined and knowable. In order to make ethics relevant for problems of risk and uncertainty, moral theories have to be extended so that they cover actions whose outcomes are not determinable beforehand. One approach to this extension problem is to develop methods for appraising probabilistic combinations of outcomes. This approach is investigated and shown not to solve the problem. An alternative approach is then developed. (...) Its starting-point is that everyone has a prima facie moral right not to be exposed to risk. In the discussion of global ethics, philosophical ethics risks losing its distinct theoretical horizons. This predicament arises primarily from philosophy's failure to anchor its own object and to provide a rational basis for global justice from within its current confined theoretical paradigm. Against this background, this paper will first prioritize global co-existence as the primary concern of global ethics, then propose ontological co-existence justice as its foundational principle, and finally argue that the normative validity of co-existence justice is predicated (...) on the nations fulfilling the critical requirements of modern civilization, namely, the advancement of individual freedom. Targeting high-risk populations for public health interventions is a classic tool of public health promotion programs. This practice becomes thornier when racial groups are identified as the at-risk populations. I present the particular ethical and epistemic challenges that arise when there are low-risk subpopulations within racial groups that have been identified as high-risk for a particular health concern. I focus on two examples. The black immigrant population does not have the same hypertension risk as US-born (...) African Americans. Similarly, Finnish descendants have a far lower rate of cystic fibrosis than other Caucasians. In both cases the exceptional nature of these subpopulations has been largely ignored by the designers of important public health efforts, including the recent US government dietary recommendations. I argue that amending the publicly-disseminated risk information to acknowledge these exceptions would be desirable for several reasons. First, recognizing low-risk subpopulations would allow more efficient use of limited resources. Communicating this valuable information to the subpopulations would also promote truth-telling. Finally, presenting a more nuanced empirically-supported representation of which groups are at known risk of diseases (not focusing on mere racial categories) would combat harmful biological race essentialist views held by the public. This is a study of possession offences, with the focus on those intended to penalise the risk of a serious harm. Offences of this kind are examined in the light of basic doctrines of the criminal law, and in the light of the proper limits of endangerment offences. They are found wanting in both respects, and are also found to pose particular sentencing problems. The conclusion is that many risk-based possession offences are unfair, save those that require proof (...) of a further intent or those aimed at a failure properly to safeguard a dangerous object. The lack of engagement of philosophy with decisions made under conditions of risk and uncertainty has lately received increasing attention. But philosophers have devoted little thought to the development of a conceptual framework for distinguishing different types of risks. This article begins by illustrating the need for a more nuanced conceptual framework. As the normative considerations risks give rise to are highly varied, ethicists need to distinguish between different types of risks. It then offers two ideas. First, it (...) proposes that we understand ‘risk’ as a multi-dimensional concept, i.e. a concept that can always be evaluated in different dimensions, e.g. a qualitative, a quantitative and an epistemic dimension. While this understanding of risk underlies the current practice of risk analysis, making it explicit is of value, in particular for the philosophical debate. It draws attention to the diversity of risks, helps to group them sensibly and sharpens existing arguments. Second, the article introduces a novel account of the notion ‘systemic risk’. Criticising existing accounts, it proposes we understand ‘systemic risk’ as referring to a risk that endangers the functioning of a system and originates in the system or its background noise, where a system is conceived of as a set of interdependent, interacting components that form a complex, functionally defined whole. The article identifies a number of structural features shared by systemic risks and evaluates the distinctive normative considerations they give rise to. It then argues that the notion ‘systemic risk’ is particularly suited to characterise some of the most pressing risks faced in an increasingly interconnected world. While the notion ‘systemic risk’ rests on the understanding of ‘risk’ as a multi-dimensional concept, it also complements it. Its necessity shows that in addressing risks, it is sometimes helpful to move beyond a characterisation based solely on their dimensions. (shrink)

The philosophy of AI has seen some changes, in particular: 1) AI moves away from cognitive science, and 2) the long term risks of AI now appear to be a worthy concern. In this context, the classical central concerns – such as the relation of cognition and computation, embodiment, intelligence & rationality, and information – will regain urgency.

In South Africa, the notion of an African Philosophy of Education emerged with the advent of post-apartheid education and the call for an educational philosophy that would reflect this renewal, a focus on Africa and its cultures, identities and values, and the new imperatives for education in a postcolonial and post-apartheid era. The idea of an African Philosophy of Education has been much debated in South Africa. Not only its content and purpose but also its very possibility (...) have been, and continue to be, the subject of understandably passionate exchanges. In this paper, after discussing some of the constitutive features of African Philosophy of Education, we indicate aspects with which we are sympathetic. Our central question is whether African Philosophy of Education is the revisioned, ‘typically African’ philosophy of education that it is claimed to be. We argue that it has revealed certain tendencies that are remarkably similar to characteristics of Fundamental Pedagogics, the repressive doctrine complicit in apartheid education that it claims to replace. More substantially still, African Philosophy of Education, by labeling itself uniquely and distinctly ‘African’, runs the risk of insulating itself not only from interaction with the wider world but also from any critical interrogation. In this article, I show why it is necessary to abolish the use of predictive algorithms in the US criminal justice system at sentencing. After presenting the functioning of these algorithms in their context of emergence, I offer three arguments to demonstrate why their abolition is imperative. First, I show that sentencing based on predictive algorithms induces a process of rewriting the temporality of the judged individual, flattening their life into a present inescapably doomed by its past. Second, I demonstrate (...) that recursive processes, comprising predictive algorithms and the decisions based on their predictions, systematically suppress outliers and progressively transform reality to match predictions. In my third and final argument, I show that decisions made on the basis of predictive algorithms actively perform a biopolitical understanding of justice as management and modulation of risks. In such a framework, justice becomes a means to maintain a perverse social homeostasis that systematically exposes disenfranchised Black and Brown populations to risk. (shrink)

Four strands of research in the philosophy of technology have made important contributions to environmental philosophy. First, critical theory of technology emphasizes the environmentally exploitative tendencies of capitalist technological innovation. Second, phenomenologyhas examined how technologies shapeperception and orientation to the world with implications for our treatment of and regard for nature. Third, concurrent with the environmental movement itself, an empirical turn in philosophy of technology resulting in philosophers focusing their attention on particular tools and techniques. Empirical studies (...) have emphasized environmentally significant technologies. Finally, work inspired by philosophy of science has adopted scientific reasoning and methods in environmental policy with tools such as risk analysis and environmental impact assessment. This paper surveys the current philosophical discussion of the ethics of risk imposition, placing it in the context of relevant work in psychology, economics and social theory. The central philosophical problem starts from the observation that it is not practically possible to assign people individual rights not to be exposed to risk, as virtually all activity imposes some risk on others. This is the ‘problem of paralysis’. However, the obvious alternative theory that exposure to risk is (...) justified when its total benefits exceed its total costs faces the standard distributional challenges of consequentialism. Forms of contractualism have been proposed as a solution, but how exactly such theories can be formulated remains problematic, especially when confronted with the difficult cases of mass, novel, risk such as climate change. This book uses the philosophies of Objectivism, rule-utilitarianism, and neo-Aristotelianism to argue that ethical risk-taking is vital for economic flourishing.

There are many puzzles about whether and how to communicate risk information, particularly in public health and medical settings. This paper does three things. First, it suggests a model for whether and how to communicate risk which balances concerns about autonomy and concerns about beneficence. Second, it argues that in the case of risk communication, there are also difficult questions, stemming from the reference class problem, about what risks to communicate. The philosophy of the geosciences is an emerging subfield in philosophy of science. Although past and present geoscientific disciplines differ substantially, we argue that they frequently face common epistemological and ethical problems. We survey several of these problems that have already attracted sustained philosophical interest, related to the use of measurements, data, and models to study relatively inaccessible target phenomena, responses to (epistemic) injustices, and the management of epistemic risks.

Originally published as Scientific Research, this pair of volumes constitutes a fundamental treatise on the strategy of science. Possession of a BRCA1 or BRCA2 gene mutation puts a woman at very high risk of developing breast and ovarian carcinoma at an early age. One treatment option is surgical removal of the target organs—breasts, ovaries, and fallopian tubes—before the malignancy develops. This risk-reduction surgery has been shown to significantly reduce the likelihood that a woman will develop one of these cancers. This paper argues that such surgeries do not violate Catholic moral principles, but can be justified using (...) the principles of double effect and totality and integrity. Are we being manipulated online? If so, is being manipulated by online technologies and algorithmic systems notably different from human forms of manipulation? And what is under threat exactly when people are manipulated online? This volume provides philosophical and conceptual depth to debates in digital ethics about online manipulation. Philosophy of religion is a popular area of study with a lot of underexplored potential. For many students, as well as members of the public, it is the area of philosophy that deals most explicitly with the “big questions” that engage them directly. But a preoccupation with overly technical argumentation and decontextualized examples of religious beliefs can be off-putting. In this article, I discuss broader and narrower visions of philosophy of religion, outlining what needs to be included (...) in any introductory course while also exploring ways of diversifying the syllabus and deepening approaches to existing topics for more advanced-level students. Without overlooking the risks of spreading the content too thinly, I highlight how increased interdisciplinarity and greater cross-cultural awareness can enliven the subject. (shrink)

The relevance of this study's topic is supported by the argument that a philosophical understanding of the fundamental concepts of epistemology as they pertain to the educational process is crucial as the educational setting becomes increasingly digitalised. This paper aims to explore the epistemological component of the philosophy of learning in light of the educational process digitalisation. The research comprised a sample of 462 university students from Kazakhstan, with 227 participants assigned to the experimental and 235 to the control (...) groups. The research employed a scientific methodology that encompassed various scientific methods, including sociological, socio-philosophical, and culturological analysis. In addition, philosophical methods such as system analysis, structural and functional analysis, and comparative and hermeneutical approaches were utilised for the philosophical and epistemological interpretation of the cognitive activity mechanism of students and its dynamics in light of digitalising education. Furthermore, psychological diagnostic methods such as SAMOAL personality self-actualisation diagnostics, personality volitional potential diagnostics, and psychodiagnostic methods were employed. This study offers a theoretical rationale for the integration of digital technology in the realm of education, grounded in philosophical and epistemological principles. In addition, it challenges the null hypothesis that the philosophical and epistemological framework of the educational process does not influence its cognitive and personal aspects. Digital learning has been found to improve both cognitive and personal aspects of the learning process. All indicators of self-realization increased statistically significantly (p 0.05). The positive impact of digital technologies on increasing the communicative competence of students can be considered as a factor in mitigating epistemic risks in the learning process.The findings can be used to avoid epistemological risks and improve learning effectiveness in a digital learning environment. There are plans to investigate the gender dimension of digital learning epistemology in the future. (shrink)

We argue that a responsible analysis of today's evidence-based risk assessments and risk debates in biology demands a critical or metascientific scrutiny of the uncertainties, assumptions, and threats of error along the manifold steps in risk analysis. Without an accompanying methodological critique, neither sensitivity to social and ethical values, nor conceptual clarification alone, suffices. In this view, restricting the invitation for philosophical involvement to those wearing a "bioethicist" label precludes the vitally important role philosophers of science may (...) be able to play as bioevidentialists. For more than 10 years, Ulrich Beck has dominated discussion of risk issues in the social sciences. We argue that Beck's criticisms of the theory and practise of risk analysis are groundless. His understanding of what risk is is badly flawed. His attempt to identify risk and risk perception fails. He misunderstands and distorts the use of probability in risk analysis. His comments about the insurance industry show that he does not understand some of (...) the basics of that industry. And his assertions about the wrongness of allowing acceptable levels of exposure to toxic chemicals do not stand up to scrutiny. In this essay, I consider three philosophical issues that arise in the environmental sciences. First, these sciences depend on mathematical models and simulations which are highly idealized and are coupled with very uncertain data. Why should we trust these models and simulations? Second, in standard hypothesis testing, the burden of proof is in favor of the null hypothesis which claims some causal factor has no effect. The alternative hypothesis is accepted only when the likelihood of the null hypothesis is very (...) low. Recently, some have argued that we should minimize Type II errors (not rejecting a false null) rather than Type I errors (rejecting a true null) given the environmental risks involved. I consider arguments for shifting this burden of proof when possible environmental harms are significant. Finally, in debates over global climate change, much is made of the apparent consensus concerning the effects of human induced greenhouse gas emissions on average surface temperatures. However, scientific methods are structured around dissent and criticism. Is consensus-based science orthogonal are even harmful to science? (shrink)

We highlight a new paradox for the social evaluation of risk that bears on the evaluation of individual well-being rather than social welfare, but has serious implications for social evaluation. The paradox consists in a tension between rationality, respect for individual preferences, and a principle of informational parsimony that excludes individual risk attitudes from the assessment of riskless situations. No evaluation criterion can satisfy these three principles. This impossibility result has implications for the evaluation of social welfare under (...) risk, especially when the preferences of some individuals are not known. It generalizes existing impossibility results, while relying on very weak principles of social rationality and respect for individual preferences. We explore the possibilities opened by weakening each of our three principles and discuss the advantages and drawbacks of these different routes. (shrink)
